Scannell Properties was cleared to build two speculative warehouses at its Freebird Commerce Center distribution park in Jacksonville International Tradeport. Jim Cooper Construction Co. is the contractor for the two structures that total 273,890 square feet of space at a combined job cost of $13.5 million. The city issued the permits Wednesday. The 18.76-acre site is at 13225 Vantage Way, at southwest Interstate 95 and Airport Road. The structures comprise the 156,000-square-foot Building One at $7.7 million and the 117,890-square-foot Building Two at $5.8 million. The city previously approved permits for Jim Cooper Construction to build the foundations at $1.7 million. Indianapolis-based Scannell Properties, an international commercial real estate developer and investment company, bought the property in December for almost $1.63 million. CrossHarbor Capital Partners of Boston partnered with National Life Group to provide a $142 million construction mortgage to Scannell to finance projects in Florida, Georgia and Texas, including the $18.3 million Jacksonville development. At least five 1 million-squarefoot distribution centers are review, including the latest by Becknell Industrial in Westlake Industrial Park.

What’s up with all of these 1 millionsquare-foot proposed distribution centers? It could be that some brand-name tenants need Southeast facilities, indicating that the economy is supporting the investment. At least five warehouses that size are proposed and four previously have been reported. “We’re very emboldened by the activity,” said Dan Fogarty, executive vice president of development for Lyons, Illinois-based Becknell Industrial. Becknell Industrial is the latest developer to propose a 1.1 million-squarefoot distribution center in Jacksonville, meaning the market is heating up for large projects that typically create hundreds of jobs. Becknell proposes a 1,108,080-square-foot building on

Ian MacDonald, Scannell Properties development manager, said in March the Northeast Florida industrial market was experiencing record low vacancy rates, creating an opportunity to build speculative space for tenants who needed quick options. Commerce Center, and the Wayfair Inc. center under development in Cecil next to Amazon. Fogarty said Tuesday there are at least two corporate prospects that are “very serious about large bulk buildings in Jacksonville.” He declined to disclose their identities, but he said his group is “in conversations with prospects.” Two names that have long floated around the area for large warehouses are Lowe’s Companies Inc. and Walmart. Neither has confirmed looking at the city. Lowe’s spokesman Steven Salazar repeated by email Wednesday what he said last year. “We have no current plans to open a distribution facility in Jacksonville,” he said. Walmart has not responded to an email seeking comment. Fogarty said Becknell is spending about $1 million to prepare the site and intends to apply for a building permit by the end of September. The Jacksonville Planning Commission approved a zoning exception last week to allow for outside storage of trailers and related uses associated with the distribution facility. Fogarty said site clearing could start in mid-October. Construction could be completed and the building ready for occupancy by third-quarter 2020, he said. He said there always seem to be two or three prospects that size seriously looking at the Northeast Florida market. If Becknell has not secured a tenant by the time construction is expected to start early next year, Fogarty said the company might begin with a 400,000-square-foot building that can be extended. That acreage also has space for another building in a later phase. Plans indicate a potential 187,500-squarefoot structure. AT LEAST FOUR MORE MILLION-SQUARE-FOOTERS

At least four other large warehouses have been in review in Jacksonville. Those comprise: n A 1.1 million-square-foot project at Imeson Park in North Jacksonville. VanTrust Real Estate LLC is the developer. n A 1.2 million-square foot distribution warehouse in NorthPoint Industrial Park in North Jacksonville. Pattillo Industrial Real Estate is the developer. n A 1.5 million-square-foot center at Cecil Commerce Center in West Jacksonville. Hillwood is the master developer. n A 1.54 million-square-foot building along Pecan Park Road in North Jacksonville. Benderson Development Co. is the developer. Developers have not identified tenants or prospects. “There are a lot of these 1 millionsquare-footers being built around the country,” said Pattillo Vice President Peter Anderson. “We don’t see the volume in Jacksonville, but I think everyone wants to be ready should one pop up,” Anderson said. Anderson said the area typically sees one or two a year, although Amazon. com might have satisfied some of that search. Anderson said Pattillo wants to have its entitlements in play so it can start construction when appropriate, whether on a speculative basis or for a build-to-suit prospect. “We don’t have any plans to begin construction yet,” he said. At Imeson Park, VanTrust Execu-

tive Vice President John Carey said no tenant has been signed and the development timing has not been determined. The VanTrust property attracted attention two years ago for a major project. Before VanTrust’s ownership, the 156-acre property was the site for the proposed 1.3 millionsquare-foot Project Zeus, the 2017 prospect that was believed to be Walmart. It wasn’t built. VanTrust bought the 156-acre Imeson Carey site in September and has entitlements for 3 million square feet of warehouse space. Upon the purchase, VanTrust began work on the site. It is developing the 300,000-square-foot Cra-Z-Art building and a 552,170-square-foot speculative warehouse, which is expected to be available in September. At Pecan Park Road, Benderson’s plans show the 499,000-square-foot Building 100 and the almost 1.54 million-squarefoot Building 200. Representatives have not responded to questions. BECKNELL HAS MORE ON TAP

Separately, Becknell has completed a 185,250-square-foot distribution center for lease at 12075 Pritchard Road in Westlake. Fogarty said Becknell has responded to two proposals and is working on a third to prospects looking for space to lease. Guy Preston and Seda Preston at Colliers International are marketing the Becknell sites. “There’s a good amount of velocity right now,” said Guy Preston, executive director at Colliers. Preston said there is some effect of the trade tariffs imposed by President Donald Trump, leading some Guy Preston groups to exercise their competitive advantages to expand their foreign operations into the U.S. Seda Preston is a senior associate at Colliers. In November, the city issued a permit for Becknell Services to build a 185,686-square-foot speculative building on 18.7 acres at 12075 Pritchard Road. When a tenant signs for that building, Becknell intends to start construction on a 161,000-square-foot warehouse, Fogarty said. He said previously that demand for warehouse space was outpacing supply

in Jacksonville. Westlake Industrial Park is owned by Atlanta-based Westlake Land Management Inc., part of Atlanta-based Norfolk Southern transportation company. Becknell Industrial partnered with Norfolk Southern to develop the available property. More than 1,000 acres remain available in the 3,000-acre park for com-

PUBLIC DISCLOSURE OF CONFLICT OF INTEREST UNDER THE CODE OF FEDERAL REGULATIONS (City of Jacksonville, Florida – Neighborhoods Department, Housing and Community Development Division) The federal regulations governing the administration of Community Development Block Grant (CDBG) and Emergency Solutions Grants Program (ESG) have strict guidelines relating to Conflict of Interest. Under the federal regulations the following persons are covered: CDBG - 24 CFR 570.611(c) Persons covered. The conflict of interest provisions of paragraph (b) of this section apply to any person who is an employee, agent, consultant, officer, or elected official or appointed official of the recipient, or of any designated public agencies, or of subrecipients that are receiving funds under this part. ESG - 24 CFR 576.404(b)(2) Persons covered. The conflict-of- interest provisions of paragraph (b) (1) of this section apply to any person who is an employee, agent, consultant, officer, or elected or appointed official of the recipient or its subrecipients. Under the regulations a conflict exists as described in the following: CDBG - 24 CFR 570.611(b) Conflicts Prohibited. The general rule is that no persons described in 24 CFR 570.611(c) who exercise or have exercised any functions or responsibilities with respect to CDBG activities assisted under this part, or who are in a position to participate in a decisionmaking process or gain inside information with regard to such activities, may obtain a financial interest or benefit from a CDBG-assisted activity, or have a financial interest in any contract, subcontract, or agreement with respect to a CDBG-assisted activity, or with respect to the proceeds of the CDBG-assisted activity, either for themselves or those with whom they have business or immediate family ties, during their tenure or for one year thereafter. For the UDAG program, the above restrictions shall apply to all activities that are a part of the UDAG project, and shall cover any such financial interest or benefit during, or at any time after, such person’s tenure. ESG - 24 CFR 576.404(b)(1) Conflicts Prohibited. No person described in 24 CFR 576.404(b)(1) who exercises or has exercised any functions or responsibilities with respect to activities assisted under the ESG program, or who is in a position to participate in a decision-making process or gain inside information with regard to activities assisted under the program, may obtain a financial interest or benefit from an assisted activity; have a financial interest in any contract, subcontract, or agreement with respect to an assisted activity; or have a financial interest in the proceeds derived from an assisted activity, either for him or herself or for those with whom he or she has family or business ties, during his or her tenure or during the one-year period following his or her tenure. The regulations provide for an exception for persons who fall under the Conflict of Interest regulations. Factors which were considered as part of this process to request a Conflict of Interest exception under 24 CFR 570.611(d) and 24 CFR 576.404(b)(3)(ii) include: • Whether the exception would provide a significant cost benefit or an essential degree of expertise to the program or project that would otherwise not be available; • Whether an opportunity was provided for open competitive bidding or negotiation; • Whether the person affected is a member of a group or class of low- or moderate-income persons intended to be the beneficiaries of the assisted activity, and the exception will permit such person to receive generally the same interests or benefits as are being made available or provided to the group or class [CDBG factor only]; • Whether the affected person has withdrawn from his or her functions or responsibilities, or the decision making process with respect to the specific assisted activity in question; • Whether the interest or benefit was present before the affected person was in a position as described in paragraph (b) of this section; • Whether undue hardship will result either to the recipient or the person affected when weighed against the public interest served by avoiding the prohibited conflict; and • Any other relevant considerations. Pursuant to 24 CFR 570.611(d)(1) and 24 CFR 576.404(b)(3)(i), an exception request must be made to HUD after a public notification that a person covered by the Conflict of Interest regulations has applied for assistance and the City attorney renders an opinion that if HUD grants the exception, no state or local law will be violated. PUBLIC NOTICE is hereby provided on August 30, 2019 that the City of Jacksonville, Neighborhoods Department, Housing and Community Development Division has requested the following exceptions below pursuant to 24 CFR 570.611(d) and 24 CFR 576.404(b)(3) for the CDBG and ESG Program activities listed as follows: Persons Covered
