Southeastern Grocers CEO Anthony Hucker said Tuesday the Jacksonville-based supermarket chain will have remodeled almost 100 stores by year-end and will continue until all are refreshed. “We will continue at speed, both this year and next year and the following year, until we’ve done the entire fleet,” Hucker said in a telephone interview. Southeastern Grocers Hucker operates 577 stores in seven states under the banners of Winn-Dixie, Harveys, Bi-Lo and Fresco y Más. There are 39 Winn-Dixie and Harveys stores Baker, Clay, Duval, Nassau and St. Johns counties. As a private company, the Jacksonville-based company does not disclose the investment it is making in the work, he said. Southeastern Grocers emerged from Chapter 11 in May after filing its prepackaged bankruptcy reorganization in March. The company’s plan had approval of most of its creditors before it filed its Chapter 11 petitions. That restructuring allowed the company to reduce its debt by half. As part of the restructuring, Southeastern Grocers closed 94 stores and sold others.

s I look back on more than 40 years in economic development I realize how lucky it was that I had this opportunity and how challenging and satisfying it has been to be a part of shaping the growth and economic success of several communities. A chance meeting as I was graduating from college put me into this business. Economic development involves

understanding the needs of all parties, marketing our assets and opportunities to meet the needs of companies. That starts with our own region and then with prospective companies, bringing people and organizations together that can help convince companies of the opportunities we have for them and following through with great sincerity before and after the sale. As exciting as it is to do this work, it is very serious business. It affects the lives of tens of thousands of people over time and the success of companies. It really

comes into focus when I visit companies like Amazon, Deutsche Bank and GE Oil & Gas and see so many people with great jobs going about their lives. JOBS ARE A TEAM SPORT

Gillum, DeSantis to battle in Florida governor’s race JUDICIAL WINNERS CIRCUIT JUDGE, 4TH JUDICIAL CIRCUIT, GROUP 18 ✔ Maureen T. Horkan (55%) Charles McBurney

Tallahassee Mayor Andrew Gillum surged Tuesday night to become the first African-American gubernatorial nominee for Florida Democrats, setting up a November contest with U.S. Rep. Ron DeSantis. The St. Johns County Republican overtook Florida Agriculture Commissioner Adam Putnam, both locally and statewide. He captured nearly 61 percent of the vote in Duval County and 57 percent statewide. On the Democratic side, Gillum edged former U.S. Rep. Gwen Graham in what many experts considered a surprise. Gillum won 51 percent of the votes in Duval and 34 percent statewide. Gillum beat a crowded field that included South Florida billionaire Jeff Greene, Orlando-area businessman Chris King and former Miami Beach Mayor Philip Levine – all of whom outraised Gillum’s campaign by millions. Both candidates scored high-profile endorsements with President Donald Trump backing DeSantis and U.S. Sen. Bernie Sanders of Vermont supporting Gillum.

Brown can’t overcome Lawson U.S Rep. Al Lawson easily beat former Jacksonville Mayor Alvin Brown and will likely cruise to re-election in November. Florida’s 5th Congressional District includes Jacksonville and stretches across eight counties west to Tallahassee. Republican Virginia Fuller will challenge Lawson in November.

Duval incumbents win State Sens. Aaron Bean and Audrey Gibson both won their primary challenges. Gibson is unopposed in Florida Senate District 6 heading into November. Bean will face Democrat Billee Bussard in Senate District 4. In the Florida House, State Reps. Cord Byrd, Clay Yarborough, Tracie Davis and Kimberly Daniels defeated their primary opponents. Republicans Yarborough, House District 12, and Byrd, House District 11, have November challenges from Democrats. The only competitive House race will come in District 15 where Republican Wyman Duggan will face Democrat Tracye Polson.

Tax collector heads to runoff Democrat Mia Jones failed to breach the 50 percent threshold needed to avoid a runoff in the Duval County Tax Collector race, but with 46 percent of votes, she did eliminate Jacksonville City Council member Doyle Carter and former State Rep. Lake Ray. Jones, a former council member, will take on Jim Overton in November. The Florida general election is Nov. 6.

Women-owned businesses: Rapid growth BY MARK BASCH CONTRIBUTING WRITER

Heading into the 2018 midterm elections, we’ve heard a lot of talk that this is the “Year of the Woman,” referring to a greater number of women seeking political office. But there is another reason this could be the Year of the Women: the number of women starting their own businesses in the U.S. is rapidly growing. A report issued last week by American Express on the state of women-owned businesses found that women in the U.S. were starting an average of 1,821 new businesses a day over the past year. That’s up from an average of 1,118 in the full period from the beginning of the last recession in 2007 through 2018. The study showed women in the Jacksonville area started nine n ew businesses every day for the past year, up from six in the 2007-18 period. “This new Tomich data demonstrates not only the remarkable impact women entrepreneurs have on our economy when it comes to creating jobs and generating revenue, but also the growing role of women-owned businesses in our communities,” said Julie Tomich, senior vice president for American Express Global Commercial Services, in a news release. The report said “a combination of necessity entrepreneurship and opportunity entrepreneurship” is driving the recent growth in women-owned businesses. Necessity entrepreneurs start their businesses because they can’t find the job they want and creating a business is their best option. Opportunity entrepreneurs obviously see a market opportunity. The study, based on census data and American Express estimates, found the total number

of women-owned businesses in Jacksonville has grown from 32,392 in 2007 to an estimated 57,000 this year, a 76 percent growth rate. The number grew by 6.3 percent this year. That’s higher than the national growth rate for women-owned firms of 57.6 percent from 2007 through 2018 and 5.7 percent in the past year. Florida had the highest growth rate of any state from 2007 through 2018 at 87.8 percent, but growth in the state has fallen below the national average at 4.8 percent in the past year. Although the number of firms

is rising significantly, sales have been slower to recover from the recession. Total sales at women-owned businesses in the Jacksonville area of $5.38 billion this year are only 4.6 percent higher than the total sales – with fewer businesses – in 2007. However, sales have grown 5.7 percent in the past year. Most of the women-owned businesses in Jacksonville, and nationally, are sole proprietor enterprises with no other employees, and the owner is not counted as an employee. So, the number of employees at women-owned businesses is lower than the total number of

businesses. But the number of employees of women-owned businesses in Jacksonville is growing, rising 23.6 percent from 2007 through 2018 and 5.4 percent in the past year. The national data on womenowned businesses showed other interesting trends, including a big increase in businesses started by minorities. “Higher unemployment rates, long-term unemployment and a much greater gender and racial pay gap led women of color to start businesses at a higher rate out of necessity and the need to survive, rather than a desire to seize a market opportunity,” the

American Express report said. The number of businesses started by women of color jumped by 163 percent from 2007 through 2018. The study also found twothirds of women business owners are age 45 or older. “Common perception suggests entrepreneurs start their companies in their 20s. The reality is that successful entrepreneurs generally start their businesses later, once they have accumulated business experience, connections, and financial capital,” the report said. THE MATHIS REPORT

Magellan Transport Logistics growing, relocating

KAREN BRUNE MATHIS EDITOR

Company remodeling building it bought in Baymeadows for $1.56 million. Magellan Transport Logistics Inc. added 20 employees since January toward the 100 workers it intends to add over the next three years. Jacksonville-based Magellan now has 75 employees. As it grows, it is relocating to the building it bought in Baymeadows. Camelot Logistics Solutions LLC, led by Tom and Patty Piatak, bought the three-story, 47,000-square-foot property at 8505 Baycenter Road in January for almost $1.56 million. Camelot is the real estate holding company that bought the building for its operating company, Magellan Transport Logistics. CEO Tom Piatak said Magellan is remodeling 28,000 square feet of space and plans to move there in October. Magellan will take the first floor of the office building and the adjacent Piatak single-story structure comprising office, data center and warehouse space. It’s a significant expansion for the company, which now occupies about 6,500 square feet at 2511 St. Johns Bluff Road, No. 107, in Southside. Magellan is a Service-Disabled Veteran-Owned Small Business designated by the U.S. Small Business Administration. Piatak is a 1987 graduate of the U.S. Military Academy at West Point and served five years in the Army Corps of Engineers, deployed in the Gulf War. Magellan offers comprehensive transportation services, including truckload, lessthan-truckload, intermodal and other services. Its divisions comprise education, food and beverage, government, manufacturing and retail. It is adding account management, sales, finance and accounting and some general management positions. Piatak said Magellan’s growth strategy is to diversify services, target specific industries that are more prone to need and use its services, and create a corporate culture that enables all employees to be an entrepreneur “and create value for themselves and the company.” Piatak launched Magellan as part of a private equity investment with Allied Capital and then bought the company in 2009. He anticipates sales of about $100 million this year, up 80 percent over the year.

TSYS also leasing at Baycenter Road

Magellan Transport Logistics Inc. CEO Tom Piatak said a tenant continues to lease the remaining 19,000 square feet of the building it owns at 8505 Baycenter Road. TSYS, a Columbus, Georgiabased payments company, recently acquired iMobile3, which operates on the top two floors of the three-story building. TSYS spokeswoman Emily Edmonds, vice president of corporate communications, said iMobile3 employs about 150 people at the site. TSYS Acquiring Solutions LLC applied for a certificate of use to perform financial transactions processing, reserve and clearinghouse activities at the address. Edmonds said the iMobile3 name remains intact. “We will continue to invest in the iM3 products and platform to ensure that iMobile3 is meeting the needs of all their partners,” she said. She said TSYS will continue to reinforce iMobile3’s strategy of providing white labeled products to partners who can brand the products as they like “to further their own brand and merchant relationships.” On June 7, TSYS announced it acquired iMobile3, which traces its history to formation in 2009 as software developer Chilly Primitive LLC by Bob Leonard, Brian Gentry and Matt Bishop. The name changed in 2011 to iMobile3. TSYS describes itself as a leading global payments solutions provider serving issuers, merchants and consumers. And iMobile3 is described as a provider of private-labeled, small business solutions within the payments industry that offers customizable payment solutions including mobile and tablet point-of-sale products, integrated with value-added services. “The acquisition of iMobile3 continues to propel TSYS forward to reach our goal of becoming the number one payments solutions provider to small and medium-size businesses in the U.S.,” said Philip McHugh, TSYS senior executive vice president and president of merchant solutions. Terms of the transaction were not disclosed.

TSYS employs about 12,000 team members and local offices across 13 countries. It generated revenue of $4.9 billion last year while processing more than 27.8 billion transactions.

Aloft hotel booking renovations The Aloft Jacksonville Airport hotel is slated for a $1.3 million interior renovation. The city is reviewing a permit application for Frazee Construction to make interior renovations to include flooring, wall coverings, furniture and paint for guest rooms, corridors and public spaces. The city approved a sign permit for F45 at 8738 Baymeadows Road E., the Bay95 retail center under construction in the Baymeadows area. Tenant renovations will be a $46,000 build-out, according to a pending permit. Landlord Justin Clark said F45 will lease 2,750 square feet of space. F45 says on its website it will open Oct. 25. It says its worldwide studios offer different 45-minute high-intensity workout classes. The interval cardio and strength training is designed to burn fat and build lean muscle. “F” stands for functional training and “45” is for 45 minutes, the total time of all its classes. F45 training is an Australian method of group circuit exercise founded on variety, high intensity and functionality. Landlord Justin Clark said the 14,764-square-foot Bay95 is 94 percent leased to tenants F45, Salsas Mexican Grill, Marco’s Pizza, a nail salon, a dry cleaning drop station and a drop-off location for Goodwill.

million tenant build-out for Faben Obstetrics and Gynecology at 1510 Riverplace Blvd., the former Morton’s The Steakhouse on the Southbank. Dav-Lin Interior Contractors Inc. is the contractor for the project to convert the former restaurant, which closed in early 2012, into the medical practice. The roughly 8,000-squarefoot building was built in 2000. Morton’s The Steakhouse returned Downtown in June 2017 to the Northbank in the Hyatt Regency Jacksonville Riverfront hotel. Arztpraxis LLC, based at Faben’s office and led by Brian Thorn, paid $1.71 million in July for the 1.5-acre property, including a parking lot. Compass Bank issued a $2.8 million mortgage. The Faben practice has

offices at 836 Prudential Drive, Suite 1506, on the Southbank in the Baptist Medical Center campus and at 4181 Southpoint Drive E., Suite 300, according to Fabenobgyn.com.

VyStar seeks permit for San Marco renovations VyStar Credit Union seeks a permit to renovate the former Regions Bank branch building it bought in May. Dana B. Kenyon Co. is the contractor for the project, shown on a permit application as a $300,000 interior renovation of the 2,968-square-foot building at 1600 Hendricks Ave. VyStar paid $2.87 million for the site, where Regions Bank closed a branch in 2017. VyStar President and CEO Brian Wolfburg said in May the acquisition was part of a plan to cover gaps in the service area between Downtown and Mandarin. He said the design will be similar to new branches in St. Augustine, Orlando, Daytona and Ormond Beach. It will include two teller pods, which are a new style of interaction to replace teller windows; a reception desk; a waiting area with a video wall for interactive marketing; new ATMs with larger touch screens and more options; and more advanced technology. It’s not VyStar’s only new purchase. VyStar recently paid $59 million for the 23-story SunTrust Tower at 76 S. Laura St. Downtown and will rename it VyStar Tower.

Hucker said he doesn’t anticipate more store sales, “not right now.” Southeastern Grocers also has been converting some banners to others, such as changing some Jacksonville Winn-Dixie stores into the valuebrand Harveys. Hucker said Southeastern Grocers doesn’t have any immediate plans to convert more. “We don’t right now but that doesn’t mean to say we won’t,” Hucker said. “We review each store and the neighborhood it serves and determine what is the most suitable banner for that store in the neighborhood.” Southeastern Grocers held 64 grand openings since February, he said, including two Duval County WinnDixie stores last week in Neptune Beach and in Jacksonville at Girvin Plaza. The refreshed stores feature enhancements such as new signage; expanded produce departments with more organic varieties; larger deli departments; pizza and sandwich stations; a smokehouse with slow-cooked meats and a wing bar; an expanded bakery and coffee counter; craft beer selections; and other updated departments and merchandise. “We look at brand new concepts and enhancements throughout the store, which are tailor-made to the local community,” Hucker said. He declined to say how sales have been affected by the changes. “We don’t discuss financials as a private company,” he said. Hucker said the changes are bringing in business. “We’re getting more customers coming into our stores,” he said. Southeastern Grocers was formed after Winn-Dixie Stores Inc. merged with Bi-Lo LLC in 2012, with the headquarters put in Winn-Dixie’s Jacksonville offices. Both Winn-Dixie and Bi-Lo went through Chapter 11 restructurings before their merger. Winn-Dixie reorganized under Chapter 11 in 2005 and 2006. BiLo went through its own Chapter 11 restructuring in 2009 and 2010. Hucker, a native of Wales, joined Southeastern Grocers in March 2016 as chief operating officer and took over as president and CEO in the summer of 2017 when predecessor Ian McLeod left for another position. Hucker served as the interim leader before being named president and CEO

a year ago Aug. 10. The Shelby Report of the Southeast trade publication ranks Southeastern Grocers as the No. 3 chain in North Florida and South Georgia with a 22.8 percent share of the market with 136 stores. Walmart dominates with 31.9 percent of the market and Publix Super Markets Inc. takes 28.6 percent, Shelby found. More grocers continue entering the market or expanding here, including Whole Foods, Trader Joe’s, Aldi and Lucky’s Market. It makes for a challenging environment. “Most economists that are industry agnostic would agree that the retailing industry is the most competitive industry in the economy,” Hucker said. The store changes will better position Southeastern Grocers, he said. “We have corrected our business through the restructure and we’ve got ourselves fit for purpose which will enable us to be fit for growth,” he said. “And when our customers are telling us they like the look and the feel of our stores, they think there is a cultural phenomenon going on with our associates because there is a much better atmosphere with our teams and associate engagement, which all leads to our customers being able to count on us.” The company had 53,300 employees, including 15,100 who worked fulltime, at the time of the bankruptcy reorganization filing. Hucker said the team now comprises 45,000 associates. “We are real SEGers, as we call ourselves, and that’s about associates that are reliable, empathetic, accountable leaders,” he said. Hucker said he is proud of the employees, “and the tenaciousness and conscientiousness and reliability that they have performed through adversity at times but have come out stronger and leaner and fitter as a result of it.” KMATHIS@JAXDAILYRECORD.COM @MATHISKB (904) 356-2466

JU launches new logo design BY DAVID CAWTON STAFF WRITER

Jacksonville University unveiled new logos and wordmarks for its athletics department Tuesday. While the dark green and gold color scheme remains, the school now is using a custom font, a sleeker dolphin, and for the first time in school history, a secondary logo. Mallot: Development is a team sport CONTINUED FROM PAGE 1

appreciation for it, I chose to stay here for more than 24 years. No one person or group can be very successful on their own. This is a team sport. Mayors and governors play a key role and the legislatures, county governments and city councils create a framework for success. Business leaders and their experience play an important role in influencing the decisions of potential companies about the environment, workforce and costs. Being a great place also is not enough. There are many great places. In my experience, our role collectively is to help companies see and experience why they should be a part of our region and then find a way to compete effectively to get it done. It is seldom accidental. Jacksonville and our region have come a long way in my nearly 25 years. We have grown by hundreds of thousands of residents and gone from mediocre restaurants to fantastic options. We are now an international city, a major league city, a wealthier city, and we have expanded our quality of life tremendously, and it all applies to our region. In a quarter of a century, we’ve gone through two periods of recession and three booms that continue to shape our economic success and, in fact, who we are. MEETING THE CHALLENGES

The biggest challenge continues to be creating a dynamic, interesting Downtown that makes us all proud. We are making great strides and I believe that our vision and hope for our future is taking shape. It has been too slow in coming, but I recall that the mayor of Greenville, South Carolina, said that they have been an overnight success that was 25 years in the making. It does not happen overnight, but I think we are 12 years into our 25-year overnight success. It takes a strong mayor and aggressive business leaders to be successful in Downtown development. We now have those in place, led by Mayor Lenny Curry, Jacksonville Jaguars owner Shad Khan, developer Peter Rummell and others that are making great decisions and investing where it counts. We can’t let up, even when the next recession comes our way. We have a significant challenge in our state and local economic development, which is the Florida Legislature. A few strong, but different thinking leaders have caused a major disruption in our state’s image and capability in growing our state, and thus our regions. Our governors have mostly been dynamic in leading economic development, but cannot make it happen by themselves and I’m not certain that the current or near-future legislatures understand and prioritize our economic development needs. Without strong enough state

support, it is left to local cities and counties to try to fill the gap. Jacksonville is doing a great job innovating ways to attract businesses and jobs. The same can be said for our partner counties. Northeast Florida has set itself apart from much of the state by working in partnership with the many entities it takes to grow our region. Those partnerships need to continue and grow. We have many new leaders in business, education and government today and I’m confident they will understand and contin-

ue this long tradition that began when consolidation occurred 50 years ago and created a strong pattern of working together. JAX Chamber and JAXUSA have been a key part of the growth of this region. Our organization has been able to marshal the involvement and support of the business community to be an effective partner with government, education, workforce and the state of Florida to accomplish so many of our objectives. Although we have no legal or financial authority, we do have

the background to research, analyze needs and bring parties together to lead and support our region to be successful. And we can do more. Today we have full employment and we must turn our collective focus to ensuring that our growing workforce can supply the talent to meet the needs of our existing businesses as well as new companies that want to be in our marketplace. Without that focus, we will fall short of our vision.

PLANNING FOR HEALTHY GROWTH

A word of caution. Bigger is not always better. I believe that a healthy growth rate is critical for our future. A growth rate out of control is harmful to our future. Northeast Florida has sustained a healthy growth rate for more than 30 years that has allowed us to build our infrastructure to keep up with growth. But, for the last eight or 10 years, we have fallen short on the capital investment in infra-

structure needed to sustain a high quality of life while growth occurs. Mayor Curry is leading the effort to reinvigorate investment in our infrastructure before we outgrow it. That is so important, not only in Duval County, but in the entire region. We have all felt the impact of traffic challenges that seem to have come from nowhere the last couple of years. A good deal of these traffic challenges have actually been caused by the level of state and federal investment in major roads around the region, including the expansion of Interstate 295, I-95 and the First Coast Expressway. Many of these projects will be completed in the next year or

two and provide some relief. But continued investment in our infrastructure will make the difference between a great quality of life and the traffic jams many of our competitors experience throughout the Southeast that we have mostly avoided. Jacksonville has grappled with how to define ourselves, as in what makes us tick – who we are. We compete daily with Charlotte, Nashville, Tampa and other cities that have many wonderful qualities. We don’t need to be other cities, we need to be ourselves and celebrate the assets and resources that make our lives so interesting every day. I believe it is our natural resources, heavily focused on water-related engagement

including our ocean, river, Intracoastal Waterway and many lakes. I constantly marvel at these attributes as I travel over bridges and enjoy the beach. Many of our great assets are man-made: The Players Championship, the Jaguars, the Jumbo Shrimp, the Armada, St. Johns Town Center, Amelia Island, Ponte Vedra Beach, JaxPort, our award-winning airport, the military facilities and people in our region, our universities and educational systems and so much more. We have so much at our disposal every day that makes Northeast Florida a great place to live and work. Even still, our relationship to an ocean, river and Intracoastal

Waterway may be what best sets us apart. Our future is bright and we should approach it boldly — and we are. In five years, our Downtown will be a different, wonderful place that will continue to evolve each decade. Many new and expanding companies should allow our residents the opportunities to have good jobs and fulfilling lives. And maybe we also will win that Super Bowl that barely eluded us last year. THE BASCH REPORT

Stein Mart comparable-store sales rise

MARK BASCH CONTRIBUTING WRITER

“Across all categories, we are seeing an increase in regular priced selling due to better merchandise flow and a more relevant mix that is more modern, brand-focused and trend right.”

Total sales for the Jacksonville-based retailer show decline because of four store closings in first half of the year. Stein Mart Inc. reported a net loss for the second quarter ended Aug. 4 and a slight decline in total sales, after closing four stores in the first half of the year. However, the Jacksonvillebased fashion retailer said comparable-store sales rose by 0.7 percent in the quarter. Comparable-store sales are sales at stores open for more than a year and are considered by many analysts to be the key indicator of a retailer’s performance. “While only slightly positive, this is a significant improvement from the decreases we saw in 2017 and is the first positive comp since the spring of 2015,” CEO Hunt Hawkins said in Stein Mart’s conference call with investors last week. Company officials are expecting the positive sales trends to continue. “Our initiatives are gaining traction and will continue to have a positive impact on our performance in the second half,” Hawkins said. President MaryAnne Morin said customers are responding to “newness” in the company’s merchandise assortment. “Across all categories, we are seeing an increase in regular priced selling due to better merchandise flow and a more relevant mix that is more modern, brand-focused and trend right,” she said. Hawkins said sales growth will come from “the continual evolution of our product mix, our e-commerce business and our better marketing and advertising, which is reaching more potential customers and building our brand awareness.” He also said strong inventory management is improving results. “This has become a way of life for us now. We are keeping our inventories fresh, and lower and improved inventory productivity is resulting in higher margins,” he said. Stein Mart recorded a net loss of $1.1 million, or 2 cents a share, for the quarter. However, it reversed an operating loss in the second quarter of 2018 with operating income of $1.8 million this year. Total sales for the company, which operated 289 stores at the end of the quarter, were $310.9 million, compared with $311 million the previous year. Stein Mart is projecting an operating loss of $10 million for the third quarter, but expects that to be “more than offset” by earnings in the fourth quarter.

loss of $55,531, or 1 cent a share, in the second quarter.

The owner of the Dick’s Wings & Grill chain announced an agreement Monday to buy another restaurant group as it continues expanding into other brands. Jacksonville-based ARC Group Inc. said it is buying Fat Patty’s, a casual dining concept with four restaurants in West Virginia and Kentucky. ARC Group agreed to pay $12.3 million for Fat Patty’s, which produced revenue of more than $11 million and net income of $700,000 last year. This agreement follows a deal announced in June to buy the Tilted Kilt Pub Eatery chain. ARC Group, which has 20 Dick’s Wings restaurants in Florida and Georgia, last week reported second-quarter revenue of $1.17 million. The company said the two acquisitions will increase its annual revenue to nearly $30 million. The Fat Patty’s deal is expected to close Friday. The company also said it plans to open two or three new Dick’s restaurants this year. “Overall, we have built a highly scalable and profitable organization, with aggressive growth plans – both organic and through accretive acquisitions,” ARC Group President Seenu Kasturi said in a news release. ARC Group reported a net

Web.com files proxy for vote on sale to Siris Capital Group

Wall Street continues to bet on a higher offer coming in for Web.com Group Inc., but the Jacksonville-based website services company last week filed a proxy statement for its proposed acquisition by affiliates of Siris Capital Group LLC. The proxy asks shareholders to vote on the agreement for Siris to buy Web.com for $28 a share at a special meeting, but no date was set. Web.com’s stock has traded at or slightly higher than $28 most of the time since the revised price was announced Aug. 6, indicating that investors are anticipating someone making a higher offer. The proxy includes some new information, including financial projections. Web.com forecasts revenue to grow from $756 million this year to $907 million in 2022, and it projects net income of $48.6 million this year growing to $126.5 million in 2022. The filing also shows Web. com’s total employment is 3,300, down from 3,600 at the end of 2017. Web.com confirmed in March that it cut some jobs, but did not say how many. Besides its Jacksonville

headquarters, the company has offices in eight other U.S. cities, four in Canada and one each in the United Kingdom and Argentina.

SharedLabs says it signed contract worth $10 million

SharedLabs Inc. last week said it signed a contract worth an estimated $10 million to provide services for a large unnamed communications company. The Jacksonville-based information technology services company, which has filed plans for an initial public offering, said the contract will be one of its 10 largest revenue streams. The company’s latest IPO filing with the Securities and Exchange Commission showed revenue of $17.8 million in the first quarter this year. SharedLabs employed 562 people as of July 30, according to that filing, but only a handful of those are in Jacksonville. The company is planning to expand to bigger Downtown Jacksonville offices with the help of more than $500,000 in city and state incentives. Its incentives application said it will grow from just six Jacksonville employees and add 107 local jobs.

Medtronic reaches record high Medtronic plc’s stock jumped to a record high last week after reporting betterthan-expected sales and earnings. Adjusted earnings of $1.17 a share for the first quarter ended July 27 were 10 cents higher than last year and 6 cents higher than the average analyst’s forecast, according to Zacks Investment Research. Adjusted revenue of $7.38 billion was 6.8 percent higher than last year and above the average forecast of $7.23 billion. The global medical device

company said its special therapies division increased revenue by 4.1 percent to $384 million, led by mid-single digit percentage growth in its Jacksonville division, which makes surgical instruments for ear, nose and throat doctors. The company did not give revenue figures for the ENT division. After the earnings report, Medtronic’s stock rose $5.14 to $95.17 on Aug. 21 and reached a high of $96.50 two days later.

Analyst sees gains for Landstar System Landstar System Inc. already is trading close to its record high, but one analyst projects more gains for the Jacksonville-based trucking company. “We have upgraded Landstar to Outperform from Market Perform as we have become more positive on the brokerage space moving into 2019,” Wells Fargo Securities analyst Casey Deak said in a research report last week. Landstar doesn’t own trucks but uses a network of brokers and drivers who own their own trucks to transport freight across the country. Deak said truck freight rates seem to have peaked. “With the data seemingly pointing to pressure on rates going forward, we believe the environment is shifting in favor of truck brokerage players who can fulfill customer freight needs and source capacity at lower rates,” he said. Deak also said Landstar “remains the largest public provider of flatbed capacity, which continues to see leading growth in rates.” Deak raised his price target on Landstar from $120 to $133, with the stock trading at $115.65 at the time of his report. Landstar’s record high was $118.60 in February. MBASCH@ JAXDAILYRECORD.COM

THE CAWTON REPORT

Legislation targets ethics, strategic planning

DAVID CAWTON STAFF WRITER

City Council also ready to review Community Development District incorporation for The District. City Council member Anna Brosche wants more transparency in city government and plans to begin addressing the issue with legislation aimed at requiring disclosure of certain activities and donations to elected officials. Brosche, who represents Group 5 At-Large, introduced a bill Wednesday that would require anyone contracting with the city to disclose campaign contributions they’ve made in the past five years. If enacted, any person or company seeking to contract with the city on projects costing more than $1 million would have to disclose any political Brosche contributions made to a Duval County initiative, candidate, elected official, political action committee or electioneering communications organization advancing a Duval County initiative, candidate or elected official. “I think this is just an opportunity for transparency,” Brosche said. “The citizens have the right to understand who the city is doing business with and any influence that may exist through contributions or communications.” The disclosures would be included in bids responsive to a request for proposals. Brosche’s bill also would require elected officials to disclose certain details concerning flights with lobbyists on privately owned aircraft. Those disclosures, due within five days of travel, include the name of the aircraft owner, name of the person paying for the flight, dates of travel, destinations and the names of any lobbyists who traveled with the elected official. Finally, Brosche wants some email or text message exchanges between council members and registered lobbyists to be posted to an online portal for public view. “We are a government that should be operating very publicly and in the sunshine,” said Brosche, referring to Florida’s open government laws which concern public records. Mayor Lenny Curry’s emails, along with those of Chief of Staff Brian Hughes and Chief Administrative Officer Sam Mousa are posted to an online portal. The only emails from council members readily available are those sent to all 19 members.

City of Jacksonville

City Council President Aaron Bowman introduced a resolution Wednesday that sets one-, two- and five-year goals for council.

Text messages and other electronic information can be requested through a Freedom of Information Act request. Some, including council President Aaron Bowman, previously said council members’ emails and text messages could contain sensitive information, including proprietary company strategy or issues of security and therefore shouldn’t be immediately posted for public view. According to Chapter 119, Sec. 1 of the Florida Statutes, “all state, county, and municipal records are open for personal inspection and copying by any person.” However, state lawmakers have approved exemptions that shield public records in some cases. For example, details of economic development agreements between the city and companies often are shielded to protect proprietary or corporate strategy. Brosche said her bill is the result of recommendations that came from the Task Force on Open Government she established during her term as council president. She said the bill is not a reaction to any specific example of negligent behavior, “although, I’m sure that I wouldn’t have to reach back very far to find examples.” “In no way, shape or form am I suggesting that there’s been any inappropriate activity or that any bids might have leaned one way or the other,” she said. The council Rules Committee will review the bill before a full council vote in September.

ing Downtown development, updating the city’s zoning code and addressing the growing homeless population in the urban core are items included in a resolution introduced to council Wednesday. The goals for one, three and five years came after a June 20 discussion between council members moderated by Haskell Co. CEO Steve Halverson. By the end of Bowman’s presidency, he wants council to complete a comprehensive crime reduction inventory; increase maintenance at public parks; develop a litter control plan; continue Downtown development of public land; update and clarify the city’s zoning codes; and begin development of riverfront property in Mayport. In three years, Bowman identified five items including the development of a comprehensive capital reinvestment plan; initiating and funding the next phase of the Jacksonville Journey; accelerating Downtown development; building a new “St. Johns River Park,” along with a performing arts venue, waterfront park and the Emerald Neckless trail of parks. For 2023, Bowman wants Jacksonville to be the safest and cleanest urban center in the country. He also wants to develop and fund a resilience

strategy for natural disasters, economic and environmental threats. According to the legislation, the strategic plans don’t bind future councils, including the next group that will take office in 2019. The resolution states that the plans are “intended to develop a shared sense of priorities and directions with the goal of supporting and investing in the vision for the future of the city that these priorities embody.” Bowman could not be reached for comment this week. His bill also was introduced to the Rules Committee, ahead of a council vote in September.

‘The District’ takes next step Elements Development of Jacksonville LLC is moving to create a Community Development District ahead of a mixed-use project on the Downtown Southbank. “The District CDD” would comprise 32.21 acres formerly owned by JEA. If approved, the CDD could issue bonds to pay for about $24 million of infrastructure construction for the project. The group has until Dec. 31, 2040, to repay the bonds through proceeds of a Recap-

ture Enhanced Value grant worth up to 75 percent of the taxes generated from the property improvements. Through ordinance 2018563, introduced to council Wednesday, Elements would create a governing board of supervisors for the CDD. Those members are Leadership Jacksonville Inc. CEO Jill Langford Dame, former St. Joe Company executive Bob Rhodes, Impact Properties Inc. Executive Vice President Kish Kanji, Dr. Vikram Gopal of the Borland Groover Clinic, and Matt Brockelman, a partner at Southern Strategy Group. The Transportation, Energy and Utilities Committee will review the legislation before it heads to a full council vote in September. The estimated $600 million project includes 1,170 residential units for sale and lease; 200,000 square feet of office space; more than 200,000 square feet of retail; riverfront restaurants and bars; a 3.5-acre riverfront park and an extension of the Southbank Riverwalk; a 125-slip marina; and a 200-room AC Hotels by Marriott. CINDY WATSON BY KAREN BRUNE MATHIS • EDITOR

Cindy Watson was named CEO of JASMYN 20 years ago. The nonprofit, formed in 1994, serves LGBTQ youth ages 13-23 in Northeast Florida and plans its 12th annual Coming Out Day Breakfast from 7-9:30 a.m. Oct. 19 at the Hyatt Regency Jacksonville Riverfront. Watson was a founding board member of the group. Our board and our staff and our volunteers were deeply involved in the work to amend the Human Rights Ordinance in the city of Jacksonville.

I am the chief holder of the dream. I’m the person that helps facilitate the organization’s vision for our work with LGBTQ young people and the larger youth population in Jacksonville, and I work in the community to raise awareness and educate people about the issues.

Title: CEO

A big part of what we do helps to improve the civic openness of the community, and that attracts people to Jacksonville. It’s impressive that Jacksonville supports this kind of vibrancy in the LGBTQ community. That sends a positive message and encourages young people to stay in town because they see that this is a place where we can be creative and we can be ourselves.

I was privileged to work in the legal services field with people around mental health and health issues and disparities. It was in 1992 and part of my work involved reaching out to people with HIV and AIDS, and that just really got into my heart. I got a call from a group of volunteers who were organizing to do support groups for LGBTQ young people in Jacksonville and I thought, this is it. I really want to help prevent HIV and what better way to do it than with young people. I got involved in 1994 as a founding board member and in 1998 was hired as the first executive director. I’ve seen it grow from a budget of $20,000 to almost $2 million. We employ about 22 full-time staff. In the last few years, our space has expanded from one building that’s a youth center to a campus of three buildings. I’ve seen Jacksonville through the years when some people were hostile or afraid of being involved with the organization to today. People are drawn to the work we do and they have a passion for helping young people and for LGBTQ young people. What has never changed is that every decision we make is based on what’s best for the young people that we’re serving.

ABOUT WATSON Organization: JASMYN Age: 60 Education: Bachelor’s in psychology from Furman University, Greenville, South Carolina

We have a tremendous amount of support from the business and corporate community. Deutsche Bank, VyStar Credit Union, Baptist Health, Florida Blue, Wells Fargo, Citi, many of those are longtime supporters, and there are many more.

Special to the Daily Record

Last year on our campus we saw more than 600 young people and reached over 1,000 young people around the community. We look at the census estimates for LGBTQ young people and we guess we’re serving 5 to 10 percent of the population. We also know there are a lot of young people who are impacted by our presence. We’ve counted all the young people we’ve seen over the years and we know it’s well over 20,000 young people in the organization’s history.

I grew up in upstate South Carolina in a small town. I wanted to be a teacher, that was my first aspiration. I’ve never been a classroom teacher but I certainly have had many opportunities to work with young people and to mentor young people.

Family: Wife Garnett, a lawyer in Southeast Georgia; two sons and a daughter, son-in-law and two beautiful granddaughters, ages 10 and 11

I live on the Trout River and I enjoy the river lifestyle, cooking crabs and boating. We enjoy our family – we have two granddaughters. I’m a bird-watcher and I love the peace and beauty of being out in nature.

Hometown: Six Mile, South Carolina – it’s in the upstate, not far from Clemson

THIRD INSERTION IN THE JUVENILE COURT OF HOUSTON COUNTY STATE OF GEORGIA In the interest of London R.Spillis Sex: F DOB: 10/19/2010 (Age 7) Case#:1801271 Kylie A. Spillis Sex: F DOB: 05/21/2009 (Age 9) Case#: 1801272 Children under the age of 17 and subject to the jurisdiction of this Court pursuant to the Georgia Juvenile Proceedings Code. ORDER FOR PUBLICATION TO: JUSTIN SPILLIS You are hereby notified that a Petition to Terminate your Parental Rights to the above-named children was filed in the Juvenile Court of Houston County, Georgia on June 21, 2018. The ground for termination is that the children are dependent children under O.C.G.A. § 15-11-2 and O.C.G.A. § 15-11-310. A copy of the Petition may be obtained from the Office of the Clerk of the Juvenile Court of Houston County located at 206 Carl Vinson Parkway, Warner Robins, Georgia. You are hereby notified that you are required to appear before the Juvenile Court of Houston County, 206 Carl Vinson Parkway, Warner Robins, Georgia on September 26, 2018 at 8:45 a.m. should you desire to contest the Petition. If you fail to appear, the court can terminate your rights in your absence. If the court at the trial finds that the facts set out in the petition to terminate parental rights are true and that termination of your rights will serve the best interests of your children, the court can enter a judgment ending your rights to your children. If the judgment terminates your parental rights, you will no longer have

any rights to your children. This means that you will not have the right to visit, contact, or have custody of your children or make any decisions affecting your children or your children’s earnings or property. Your children will be legally freed to be adopted by someone else. Even if your parental rights are terminated: (1) You will still be responsible for providing financial support (child support payments) for your children’s care unless and until your children are adopted; and (2) Your children can still inherit from you unless and until your children are adopted. This is a very serious matter. You should contact an attorney immediately so that you can be prepared for the court hearing. You have the right to hire an attorney and have him/ her represent you. If you cannot afford an attorney, the court will appoint an attorney if the court finds you are an indigent person. Whether or not you decide to hire an attorney, you have the right to attend the hearing of your case, to call witnesses on your behalf, and to question those witnesses brought against you. If you have any questions concerning this notice, you may call the telephone number of the clerk’s office which is (478) 542-2060 to speak to someone in the clerk’s office. SO ORDERED this 6th day of August, 2018. /s/ Deborah A. Edwards Judge, Juvenile Court of Houston County Christina Harper Deputy Clerk Juvenile Court of Houston County 206 Carl Vinson Parkway Warner Robins, GA 31088 Aug. 16/23/30, Sept. 6 5 (18-06549D)
