Independent Drive and the Jacksonville Landing. The development group plans to use on-street parking along Hogan Street and the 612-space parking garage directly behind the hotel site. Plans show a ground floor lobby with a customer lounge, office and laundry space. The first floor also features meeting space and a restaurant and bar area. A pool and deck is planned for the second level, along with a fitness center. Plans show a 902-square-foot rooftop patio and 901-squarefoot event space. The developer acquired the parcel from Parador Partners LLC in April, assuming a 2011 economic development agreement between Parador and the Downtown Investment Authority. Parador built the parking garage with the intent of developing the Sister Cities Parcel, but those plans never materialized. across Adams Street from the Ed Ball Building at 214 N. Hogan St. Ash Properties bought the property through The Exchange at Adams LLC from GBTP LLC, based in Orlando. GBTP paid $660,000 for the property in 2010. The previous owner bought the property for $2 million in 2006 during the Downtown sales boom before the Great Recession. Bobby Knight, owner of Coastal Commercial Real Estate, represented the buyer and seller

A Hyatt Place hotel is planned for the space between One Enterprise Center, left, the SunTrust Tower, right, and the Jacksonville Landing, foreground.

Another hotel planned for the Brooklyn neighborhood also could be approved by the DDRB. In July, the board tentatively

granted conceptual approval for a 135-room Residence Inn by Marriott Hotel at the southeast corner of Forest and Magnolia streets, across from Unity Plaza and 220 Riverside. Baywood Hotels Inc., along with Parkview Plaza Partners, wants to develop the hotel on 1.83 acres. Board members criticized the site plan at their June meeting, saying the design wasn’t urban enough and had too much surface parking for the Brooklyn neighborhood. Members Rafael Caldera and

Carol Worsham voted against the project in July, saying it needed more pedestrian-friendly elements and a more urban look. Driver, McAfee, Hawthorne & Diebenow attorney Steve Diebenow said design options are limited because of surrounding property owners who control parts of the same block. Specifically, L O Properties controls a quarter-acre site along Oak Street in the center of the hotel site. Boca Raton-based architectural and engineering firm Base 4 International Inc. had to wrap the

in the Aug. 9 deal. “I’m glad somebody with some development experience has purchased this building. I can’t wait to see what they do with it,” Knight said Monday. Knight referred questions about the proposed use to Ash Properties. The purchase consolidates Ash Properties’ control of most of the block bounded by Hogan, Adams, Julia and Forsyth streets. The BB&T deal included a seven-level, 700-space parking garage with ground-floor retail space that is about 50 percent leased. The garage, at 111 Julia St., is on the same block as the Exchange Building.

Knight said the vacant Hogan Building at 170 N. Hogan St., next to the Exchange Building, is all that remains for sale on the block. Coastal Commercial is marketing the two-story, 18,400-square-foot Hogan Building. During the real estate boom more than a decade ago, the Daily Record reported in November 2006 that the Exchange Building was slated for conversion into 30 loft units priced at $200,000 to $300,000, with a ground-floor tenant like a restaurant. Coastal Commercial Real Estate has been marketing the property as a “Downtown Jack-

sonville Redevelopment Project” that is a “prime candidate for a mixed-use multi-family renovation.” Floors are about 4,900 square feet with windows on all four sides. Floors five and above provide views of the city. Ash Properties bought the 18-story BB&T Tower, at 200 W. Forsyth S., on July 24 through Talara Investment Group LLC for $24.5 million. Whitfield said after the acquisition that improvements would begin immediately on the BB&T Tower to include lobby upgrades. The 285,497-square-foot high-rise, built in 1975, was 64 percent leased upon the sale.

to VyStar Credit Union for $59 million July 31. The groups purchased the properties in 2015 for $31.1 million. Mainstreet will seek conceptual approval from the DDRB and will need to return in the following months for a final design approval. RESIDENCE INN SEEKS FINAL APPROVAL

hotel and parking spaces around the L O Properties site. Engineers also pushed the building further back from Forest Street because of underground utilities running through part of the property. Final DDRB design approval is the last step before the development group can start applying for permits. In 2015, the Downtown Investment Authority approved an economic development agreement with Parkview Plaza Partners that includes a 20-year Recapture Enhanced Value grant worth up to $3.7 million. The grant represents 75 percent of the ad valorem taxes generated from the project. According to that document, the estimated total development cost is $22.98 million, with a minimum capital investment of $17.5 million from the company. When completed, the more than 110,000-square-foot hotel will feature a rooftop pool and deck, fitness center and other amenities. DCAWTON@ JAXDAILYRECORD.COM @DAVIDCAWTON (904) 356-2466

He said Ash Properties has had a “growing interest in what’s going on Downtown and we just want to be a part of that growth and this was an excellent opportunity.” In July, Whitfield indicated the tower purchase might not be the last Downtown. “We are taking this opportunity to get our foot in the door and look forward to working to see Downtown grow and become vital again,” he said.
