The headquarters of International Decor Outlet is on the 21st floor at One Enterprise Center at 225 Water St. Downtown.
Developers of the Nocatee and eTown residential and commercial communities in Duval and St. Johns counties have turned to Clay County for a large project. The Davis family and The PARC Group intend to develop more than 3,000 acres in Green Cove Springs west of U.S. 17 and north and south of the First Coast Expressway under construction. They intend to develop a master-planned community with about 4,000 homes and a mix
of retail and offices. Through GCSD LLC and GSCE LLC and other entities, the Davises bought the land from sellers affiliated with Gustafson’s Family Enterprises Inc. The buyers paid at least $13.3 million for the bulk of the property, deeds show, including almost $12.7 million for about 2,700 acres. “Nocatee has been recognized as one of the
International Decor Outlet, the company that three years ago planned to open a home furnishings retail business in most of the west wing at Regency Square Mall, is being evicted from its corporate headquarters office space Downtown at 225 Water St. The landlord, Rosencrans 2004 LLC, filed a lawsuit July 24 contending that International Decor has failed to pay rent for its space on the 21st floor at One Enterprise Center since the May 1 payment was due. International Decor did not respond to a request for comment. The complaint seeks to terminate the lease, evict International Decor from the 10,734-squarefoot space and recover $59,807.43 for the May, June and July rent, plus Florida sales tax, late fees

Spartina 449 coming to Town Center Spartina 449, a South Carolina-based coastal-themed clothing and accessories company, intends to open in October in St. Johns Town Center. Marketing and Communications Manager Jessica Maples said it will be Spartina 449’s 13th store and first Florida location. Spartina 449 sells handbags, accessories, clothing, jewelry and gifts, including its linen and leather coordinating goods. The city is reviewing a permit application for Interior Buildouts Inc. for minor interior demolition of space at 4742 River City Drive, No. 113, at a cost of $118,000. It appears to be the former site of Denim & Soul.

best-selling communities in America, and we look forward to working with The PARC Group in Clay County on this community,” said Jed Davis, president and CEO of DDI Inc., the family-owned entity involved in the property purchase. A news release posted to The PARC Group’s Facebook page said the timing for development will be tied to completion in Clay County of the First Coast Expressway, so no development is expected for several years. The expressway is a limited-access toll road to link Interstate 10 in Duval County with Interstate 95 in St. Johns County. The last of the three phases, including a new Shands Bridge, is expected to start in 2023. “PARC’s vision for the community will include a focus on lifestyle including recreation, nature trails, and a dedication to preservation and conservation,” the release said. Roger O’Steen, The PARC Group chairman and founder, said the developers look forward to the Clay County project. “We have had numerous productive discussions with the leadership in the county and look forward to working closely with them as we develop plans for the new community,” he said. The property has been known as Governors Park, the name of its Development of Regional Impact. A 2019 Governors Park Planned Unit Development document describes it as a mixed-use, master-planned community on 3,112 acres around the future interchange of the First Coast Expressway and the Green Cove Springs Bypass. The preliminary concept shows four village districts: Town Center; Gover-
nors Creek; Oak Ridge; and Springbank. Residential use will account for the largest space, at 1,394 acres; followed by 800 acres for open space; 214 acres for golf course use; and the rest for light industrial; commercial; office; hotel use; and parks. Although the uses can be modified, for now the PUD shows up to 4,000 single-family homes, 2,000 multifamily units, 840,000 square feet of commercial space, 700,000 square feet of office space, 400 hotel rooms and 2 million square feet of industrial space. A 2018 description by The Oakwood Companies, which was marketing the site, explained the property is part of the Gustafson Ranch. The ranch was established in 1905 with a cow and expanded to become one of the largest dairy farms in the U.S., with 10,000 cows on about 9,600 acres at its peak, Oakwood said. It stated that for the first time in more than 100 years, the Gustafson family planned to sell the 3,267 acres known as Governors Park. The property fronts Governors Creek for more than 9 miles, it said. The agents are the England-Thims & Miller Inc. civil engineering firm and the Rogers Towers law firm. A 2018 report by Jacksonville Daily Record news partner News4Jax said the 46-mile First Coast Expressway is expected to cost $1.9 billion and be completed in 2030. In southern Duval County, The PARC Group is developing eTown, a 1,500acre mixed-use project at Interstate 295 and Florida 9B. In northern St. Johns and southern Duval counties, it is developing the 14,000-acre Nocatee residential, commercial and retail community. KMATHIS@JAXDAILYRECORD.COM @MATHISKB (904) 356-2466

and interest. In July 2017, International Decor filed a lawsuit that remains pending in circuit court against the owners of Regency Square related to a 10-year lease beginning in April 2016 for nearly 200,000 square feet in the west wing of the mall. International Decor’s plan was to sublease the storefronts to third parties that sell home furnishings and home improvement products, as well as to a
sports-themed restaurant. According to the lawsuit, after executing the lease agreement, the landlord denied access to the space, making it impossible for IDO to show and market the storefronts to potential tenants. In addition, the complaint alleges that the air conditioning did not work and the landlord failed to repair it; that there were “significant and multiple roof leaks” in the space; and that reasonable housekeeping and security services were not provided. NOTICE OF PROPOSED ORDINANCE 2019-483 AND OF PUBLIC HEARING The City Council of the City of Jacksonville, Florida is holding a public hearing to consider the following Ordinance: ORDINANCE 2019-483 AN ORDINANCE ESTABLISHING BOGGY BRANCH COMMUNITY DEVELOPMENT DISTRICT (“BOGGY BRANCH CDD”); DESCRIBING THE EXTERNAL BOUNDARIES OF BOGGY BRANCH CDD; NAMING BOGGY BRANCH CDD; NAMING THE INITIAL BOGGY BRANCH CDD BOARD OF SUPERVISORS; AMENDING CHAPTER 92 (UNIFORM DEVELOPMENT DISTRICTS), ORDINANCE CODE, SECTION 92.22 (EXISTING COMMUNITY DEVELOPMENT DISTRICTS), TO INCLUDE BOGGY BRANCH CDD; PROVIDING FOR CONFLICT AND SEVERABILITY; PROVIDING AN EFFECTIVE DATE. City Council – Public Hearing Tuesday, August 27, 2019 at 5:00 PM LOCATION: City of Jacksonville Council Chambers City Hall at St. James 117 West Duval Street, 1st Floor Jacksonville, Florida 32202 A public hearing will be held on the on the abovementioned day and time at the City of Jacksonville Council Chambers, City Hall at St. James, 117 West Duval Street, 1st Floor, Jacksonville, Florida 32202, before the full City Council of the City of Jacksonville, Florida, (“City Council”) to consider the elements of a petition (“Petition”) filed by Sawmill Timber, LLC (“Petitioner”), to consider the adoption of Ordinance 2019-483, establishing a community development district to be known as the Boggy Branch Community Development District (“District”), as authorized and provided for in Chapter 190, Florida Statutes. A copy of the Petition is available for public inspection in the Office of Legislative Services, located on the 4th Floor of City Hall, between the hours of 8:00 a.m. and 5:00 p.m., Monday through Friday. Interested parties may appear at the meetings and be heard at the public hearing with respect to the proposed ordinance. The information presented at the meetings and hearing will be used to afford the Petitioner, landowners, any affected units of local government, and the general public, a fair and adequate opportunity to appear and present oral and written comments regarding the establishment of the District. If adopted, the ordinance will establish the District, name its initial Board of Supervisors and designate the land to be serviced by the District. The land area proposed to be served by the District is located generally located in the lands southeast of the intersection of Interstate 295 and J. Turner Butler Boulevard, west of undeveloped lands and north of the Hampton Park subdivision. The District will comprise approximately 556.56 acres of land. The boundaries of the lands proposed to be served by the District are outlined in the map depicted in this notice. The Petitioner has proposed that the District will construct or acquire certain infrastructure improvements in order to serve the land within the District. By way of information, a community development district is a local unit of special purpose government authorized by statute to ensure the provision of infrastructure to serve community developments subject to state and local regulatory requirements governing the lawful use and development of the property. Establishment of a district pursuant to Chapter 190, Florida Statutes, is not a development order under Chapter 380, Florida Statutes. All planning, permitting and other regulatory requirements pertaining to development within the land area will be in accordance with general and special law. The City Council will conduct the public hearing in accordance with Section 190.005, Florida Statutes, and determine whether to establish the District by ordinance. The purpose of the public hearing is to consider whether the petition meets the six factors listed in Section 190.005(1)(e), Florida Statutes. A statement of estimated regulatory costs (“SERC”) was prepared by Wrathell, Hunt and Associates, LLC, in compliance with Section 120.541, Florida Statutes, as required by Section 190.005, Florida Statutes. The complete text of the SERC is contained as Exhibit 8 to the Petition. By way of summary, the SERC indicates the type of individuals and entities most likely to be affected by the ordinance are the landowners within the District. The SERC estimates that establishment and enforcement costs to the above-described entities will be modest; and, that there will be little to no negative impact on state and local revenues from the establishment of the District. Further, the SERC provides that future property owners within the District will be affected by the proposed ordinance to the extent that the District issues debt for the construction of infrastructure and undertakes operation and maintenance responsibility of that infrastructure. Finally, the SERC concludes that the establishment would have no negative impact on small business and that the City of Jacksonville is not a “small city” as defined by Section 120.52, Florida Statutes. Interested persons are advised that, if a person decides to appeal any decision made by the City Council with respect to any matter considered at a hearing, he or she will need a record of the proceedings, and that, for such purpose, he or she may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based. Persons needing special accommodations to attend any hearing or meeting noticed hereinabove shall contact the Office of Legislative Services at 904-255-5122 not less than 48 hours before a hearing or meeting in order to make arrangements.

FIRST INSERTION PUBLIC NOTICE TO WHOM IT MAY CONCERN: The District Board of Trustees for Florida State College at Jacksonville will act upon the following matters at its next regularly scheduled meeting on Tuesday, September 10, 2019, at 1 p.m. at the College’s Administrative Offices, Board Room 405, 501 West State Street, Jacksonville, FL 32202. NOTICE OF PROPOSED COURSE FEES AND CHARGES The proposed actions will authorize the College to 1.) Change the fees for various courses within Health and Human Services programs, to be effective Spring Term 2019-2020. Clinical experiences are an integral part of the curriculum for many health programs so that students are able to get practical experience. Health care providers are willing to take FSCJ students but need to have personal information on health professionals in a training status for many reasons. In order to meet this need, local hospitals and health care organizations have adopted myClinicalExchange. myClinicalExchange is used by the local clinical facilities to place FSCJ students. The database contains the student background checks, drug screening results and other medical documentation required by the facilities. After 10 years without a price increase, myClinicalExchange has increased their prices by $3 effective January 2020. The recommended revised fees are projected to have no net fiscal impact on the College, as the fee assessed to the student will cover the cost of access to the myClinicalExchange database, and 2.) Change the fee for course COS0001 Basic Cosmetology, to be effective Spring Term 2019-2020. The course fee listed above is for cosmetology kits which are ordered in bulk to ensure that each student has access to the proper equipment
necessary for the duration of the program. The fee increase is to reflect the current cost of the kits. The recommended changed fee is projected to have no net fiscal impact on the College, as the fee assessed to the student will cover the cost of the kit. Any person requesting to address the above matters will be provided an opportunity to do so by appearing before the Board at the September 10th meeting. Copies of the Fees and Charges item will be available for inspection beginning August 13, 2019, in the Office of the College President, Room 408D, 501 West State Street, Jacksonville, Florida 32202 as well as on the College’s website at https:// www.fscj.edu/ under the Student Notice Alert. SECOND INSERTION CYPRESS BLUFF COMMUNITY DEVELOPMENT DISTRICT NOTICE OF PUBLIC HEARING TO CONSIDER THE ADOPTION OF THE FISCAL YEAR 2019/2020 BUDGET; NOTICE OF PUBLIC HEARING TO CONSIDER THE IMPOSITION OF OPERATIONS AND MAINTENANCE SPECIAL ASSESSMENTS, ADOPTION OF AN ASSESSMENT ROLL, AND THE LEVY, COLLECTION, AND ENFORCEMENT OF THE SAME; AND NOTICE OF REGULAR BOARD OF SUPERVISORS’ MEETING. Upcoming Public Hearings, and Regular Meeting The Board of Supervisors (“Board”) for the Cypress Bluff Community Development District (“District”) will hold the following two public hearings and a regular meeting: DATE: August 27, 2019 TIME: 1:30 p.m. LOCATION: Duval County Southeast Regional Library 10599 Deerwood Park Boulevard Jacksonville, Florida 32256 The first public hearing is being held pursuant to Chapter 190, Florida Statutes, to receive public comment and objections on the District’s proposed budget (“Proposed Budget”) for the fiscal year beginning October 1, 2019 and ending September 30, 2020 (“Fiscal Year 2019/2020”). The second public hearing is being held pursuant to Chapters 190 and 197, Florida Statutes, to consider the imposition of operations and maintenance special assessments (“O&M Assessments”) upon the lands located within the District, to fund the Proposed Budget for Fiscal Year 2019/2020; to consider the adoption of an assessment roll; and, to provide for the levy, collection, and enforcement of assessments. At the conclusion of the hearings, the Board will, by resolution, adopt a budget and levy O&M Assessments as finally approved by the Board. A Board meeting of the District will also be held where the Board may consider any other District business. Description of Assessments The District imposes O&M Assessments on benefitted property within the District for the purpose of funding the District’s general administrative, operations, and maintenance budget. A geographic depiction of the property potentially subject to the proposed O&M Assessments is identified in the map attached hereto. The table below shows the schedule of the proposed O&M Assessments, which are subject to change at the hearing: Land Use
Total # of Units / Acres
Proposed O&M Assessment Per Unit (including collection costs / early payment discounts)
Active Adult Single Family Residential
345 1,341
$351.35 $540.54
The proposed O&M Assessments as stated include collection costs and/or early payment discounts, which Duval County (“County”) may impose on assessments that are collected on the County tax bill. Moreover, pursuant to Section 197.3632(4), Florida Statutes, the lien amount shall serve as the “maximum rate” authorized by law for O&M Assessments, such that no assessment hearing shall be held or notice provided in future years unless the assessments are proposed to be increased or another criterion within Section 197.3632(4), Florida Statutes, is met. Note that the O&M Assessments do not include any debt service assessments previously levied by the District and due to be collected for Fiscal Year 2019/2020. For Fiscal Year 2019/2020, the District intends to have the County tax collector collect the assessments imposed on certain developed property, and will directly collect the assessments imposed on the remaining benefitted property by sending out a bill prior to, or during, November 2019. It is important to pay your assessment because failure to pay will cause a tax certificate to be issued against the property which may result in loss of title, or for direct billed assessments, may result in a foreclosure action, which also may result in a loss of title. The District’s decision to collect assessments on the tax roll or by direct billing does not preclude the District from later electing to collect those or other assessments in a different manner at a future time.
