Project Sharp, which matches the needs of Jacksonville-based Fidelity National Information Services Inc., proposes to create 500 jobs and build a 300,000-square-foot office building for a $145 million corporate headquarters. The Downtown Investment Authority is scheduled Wednesday to consider Resolution 2019-08-

A proposal by Vestcor Companies Inc. to develop eight city-owned parcels in LaVilla was scored as the top choice by a Downtown Investment Authority committee. Vestcor is one of three companies vying to develop for-sale townhomes in LaVilla on Adams, Johnson, Lee and Forsyth streets. A scoring sheet for the proposed LaVilla developments, included in the DIA’s August board meeting packet released July 31, shows the committee

01, which would enter the city into a development agreement with the unidentified Project Sharp that would include $29.9 million in state and city incentives. Sharp is described as an international financial technology services company. It would pay an average annual wage of $85,000 to the 500 jobs and retain its existing 1,216 jobs in Jacksonville. No time frame is included in the resolution. SEE PROJECT SHARP, PAGE 2

ranked Vestcor over Johnson Commons LLC, with Blackwater Capital LLC in third place. The three-person committee, appointed by the DIA board, comprised DIA board member Oliver Barakat; DIA CEO Lori Boyer; and city Office of Economic Development Executive Director Kirk Wendland. The proposals and each company’s ability to complete the project were scored from 1-100 under five criteria: n 30 points: Consistency with the Downtown SEE LAVILLA, PAGE 3

City: Ulta to create 150 jobs

Company plans to open fulfillment center in Northwest Jacksonville. Ulta Salon, Cosmetics & Fragrance hasn’t announced the number of employees it will hire in Jacksonville, but the city’s 2019 Economic Development Partner Impact Report says the Northwest Jacksonville distribution center will create 150 logistics and distribution jobs. City Council approved legislation in January for a city grant of $1.425 million for Ulta to create 30 full-time jobs by the end of 2021 at an average salary of $46,346. Ulta Beauty will lease 202,471 square feet of tenant space in Park 295 Industrial Park at Interstate 295 and Duval Road for a fast fulfillment center for its e-commerce beauty supplies orders. It is expected to open in summer 2020. The 30 jobs are tied to the required annual salary. Lowerwage warehouse jobs are not counted toward that. In addition, public documents say the company could hire 400 seasonal workers annually. The city report was issued at the JAXUSA Partnership meeting July 30.

JEA for sale: Utility is seeking offers JEA is seeking private companies and organizations interested in buying some or all of Jacksonville’s public utility. JEA officials released a notice of solicitation Friday, asking interested and qualified parties to submit their proposals by noon Sept. 30. The move comes less than two weeks after the JEA board voted July 23 to explore privatization and one day after Mayor Lenny Curry said he would propose using proceeds of the utility’s sale to pay off the city’s $2.2 billion debt. Under the Sharp agreement, the project would receive $23 million in a Recaptured Enhanced Value grant from the city over 20 years. The city and state also will offer a Qualified Target Industry Tax Refund of $3 million, or $6,000 per job. The state would pay $2.4 million and the city would pay $600,000. A summary of the resolution says Sharp “must invest or cause to be invested” at least $130 million to remain eligible for the REV grant, which indicates a developer might be involved that would buy the land and build the structure for the company. The city also wants to extend a $3.5 million closing fund grant that Sharp would receive upon substantial completion of construction. The DIA resolution includes an aerial map that shows the site is a surface parking lot adjacent to a parcel owned by Fidelity National Financial Inc. near the existing Fidelity campus along Riverside Avenue. The parking lot is owned by Florida Blue. The proposed development agreement and term sheet for Project Sharp does not mention the Florida Blue parking lot as the development site for Project Sharp and only indicates that it’s “in the Downtown Community Redevelopment Area. “ DIA CEO Lori Boyer said Monday a development site for Project Sharp has not been announced. “I did not provide the aerials,” Boyer said. “It is not part of my resolution, it is not in the term sheet and it is not in the development agreement that I provided.” At the same time, Resolution 2019-08-02, also under consideration Wednesday, would provide Blue Cross & Blue Shield of Florida Inc., which does business as Florida Blue, a $3.5 million grant to build a 750-space parking garage two blocks west on Magnolia Street. Florida Blue owns 4.5 acres at 323 Riverside Ave. that it uses for parking. “We have nothing to do with that. It’s owned by Florida Blue. If Florida Blue markets it or negotiates a sale of it, that’s Florida Blue’s decision,” Boyer said. DIA proposes to convey land to Florida Blue for construction of the $22.5 million parking garage. If approved by the DIA, both resolutions would need City Council approval. Project Sharp matches Fortune 500 company FIS, which completed

its $43 billion acquisition of Worldpay Inc. on Wednesday. The combination of FIS, which provides technology for financial institutions, and Cincinnati-based Worldpay, which provides payment services, will have more than $12 billion in annual revenue and 55,000 employees worldwide. “This transformative combination significantly enhances the scale, portfolio and global footprint of FIS to help our clients capitalize on growth opportunities at a time of rapid marketplace change,” FIS Chief Executive Gary Norcross said in a news release. FIS is based along the riverfront at 601 Riverside Ave., near the site targeted for Sharp. While not included in the DIA resolution, the city has proposed buying Fidelity National Financialowned property next to the Sharp site for $2.6 million. That includes the closed Fire Station No. 5, which the city wants to remove. That purchase is scheduled for council Finance Committee consideration today. It also will need full council approval. FNF spun off FIS in 2006. As FIS was negotiating to buy Worldpay and as the Riverside property proposals emerged, questions arose whether the land was being prepared for a corporate headquarters for FIS. FIS said it employs 1,400 people in Jacksonville and has been expected to add more with the Worldpay acquisition. Asked previously about the possibility of building a headquarters building at the site, FIS Senior Vice President of Corporate Communications Kim Snider said the Worldpay acquisition creates a global company. “As a result, we expect we will have continued growth in our Jacksonville-based employee population prompting us to explore multiple options that can accommodate our growth plans,” she said, not confirming the headquarters project. The committee took the average of the three scores to determine its recommendation out of 100. Vestcor scored 85.67; Johnson Commons, 84.33; and Blackwater Capital, 67.67. Barakat, Boyer and Wendland’s individual scores for the Vestcor plan were similar — 87, 84 and 86, respectively. Barakat ranked Johnson Commons as his first choice with a score at 92. The DIA board created the scoring process for the LaVilla properties after receiving more interest in the property than initially expected. Although Vestcor scored the highest, the committee’s rankings are a recommendation, and the winning bid will be decided by the full DIA board. The sale of the property will go to City Council for approval. The three proposals are scheduled for discussion at the DIA board meeting at 2 p.m. Wednesday in the Lynwood Roberts Room at City Hall at 117 W. Duval St. VESTCOR

Vestcor’s updated proposal calls for 88 for-sale townhomes, an increase from its first submission in May which called for 70 units. The price point remains the same at $250,000. An alternative option in Vestcor’s latest pitch says the company also could build 50 for-sale townhomes in LaVilla and 77

market-rate apartments. In a letter with the proposal, Vestcor President Clarence Moore said the second option could be used if economic conditions change. Vestcor now says it will donate $100,000 to development of the LaVilla Heritage Trail — a key component in the city’s redevelopment plan for the Downtown neighborhood — in addition to the $100,000 the company offered to Lift Ev’ry Voice and Sing Park. Vestcor again requested that the DIA approve donating the city-owned land for development minus a $100 title transfer fee. This differs from Johnson Commons, which offered to purchase the property for $100,000 plus $250,000 toward the design and development of the park. JOHNSON COMMONS

City Council – Public Hearing Tuesday, August 27, 2019 at 5:00 PM LOCATION: City of Jacksonville Council Chambers City Hall at St. James 117 West Duval Street, 1st Floor Jacksonville, Florida 32202 A public hearing will be held on the on the abovementioned day and time at the City of Jacksonville Council Chambers, City Hall at St. James, 117 West Duval Street, 1st Floor, Jacksonville, Florida 32202, before the full City Council of the City of Jacksonville, Florida, (“City Council”) to consider the elements of a petition (“Petition”) filed by Sawmill Timber, LLC (“Petitioner”), to consider the adoption of Ordinance 2019-483, establishing a community development district to be known as the Boggy Branch Community Development District (“District”), as authorized and provided for in Chapter 190, Florida Statutes. A copy of the Petition is available for public inspection in the Office of Legislative Services, located on the 4th Floor of City Hall, between the hours of 8:00 a.m. and 5:00 p.m., Monday through Friday. Interested parties may appear at the meetings and be heard at the public hearing with respect to the proposed ordinance. The information presented at the meetings and hearing will be used to afford the Petitioner, landowners, any affected units of local government, and the general public, a fair and adequate opportunity to appear and present oral and written comments regarding the establishment of the District. If adopted, the ordinance will establish the District, name its initial Board of Supervisors and designate the land to be serviced by the District. The land area proposed to be served by the District is located generally located in the lands southeast of the intersection of Interstate 295 and J. Turner Butler Boulevard, west of undeveloped lands and north of the Hampton Park subdivision. The District will comprise approximately 556.56 acres of land. The boundaries of the lands proposed to be served by the District are outlined in the map depicted in this notice. The Petitioner has proposed that the District will construct or acquire certain infrastructure improvements in order to serve the land within the District. By way of information, a community development district is a local unit of special purpose government authorized by statute to ensure the provision of infrastructure to serve community developments subject to state and local regulatory requirements governing the lawful use and development of the property. Establishment of a district pursuant to Chapter 190, Florida Statutes, is not a development order under Chapter 380, Florida Statutes. All planning, permitting and other regulatory requirements pertaining to development within the land area will be in accordance with general and special law. The City Council will conduct the public hearing in accordance with Section 190.005, Florida Statutes, and determine whether to establish the District by ordinance. The purpose of the public hearing is to consider whether the petition meets the six factors listed in Section 190.005(1)(e), Florida Statutes. A statement of estimated regulatory costs (“SERC”) was prepared by Wrathell, Hunt and Associates, LLC, in compliance with Section 120.541, Florida Statutes, as required by Section 190.005, Florida Statutes. The complete text of the SERC is contained as Exhibit 8 to the Petition. By way of summary, the SERC indicates the type of individuals and entities most likely to be affected by the ordinance are the landowners within the District. The SERC estimates that establishment and enforcement costs to the above-described entities will be modest; and, that there will be little to no negative impact on state and local revenues from the establishment of the District. Further, the SERC provides that future property owners within the District will be affected by the proposed ordinance to the extent that the District issues debt for the construction of infrastructure and undertakes operation and maintenance responsibility of that infrastructure. Finally, the SERC concludes that the establishment would have no negative impact on small business and that the City of Jacksonville is not a “small city” as defined by Section 120.52, Florida Statutes. Interested persons are advised that, if a person decides to appeal any decision made by the City Council with respect to any matter considered at a hearing, he or she will need a record of the proceedings, and that, for such purpose, he or she may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based. Persons needing special accommodations to attend any hearing or meeting noticed hereinabove shall contact the Office of Legislative Services at 904-255-5122 not less than 48 hours before a hearing or meeting in order to make arrangements.

ation in its townhome designs. The company’s new proposal keeps the gabled design for the townhomes and increases the density of the development from 98 to 107 for-sale townhomes. Johnson Commons says construction on those single-family units would commence “immediately.” The plan also keeps 9,500 square feet of retail space included in the Johnson Commons plan released in June. The development would have 3,500 square feet of retail along Lee Street that would be built “immediately,” with the additional 6,000 square feet along Lee and Forsyth streets beginning construction within seven years. In addition to investment in the park, Johnson Commons would construct 450 feet of the LaVilla Heritage Trail along Lee Street, estimated at $235,000. BLACKWATER CAPITAL

Blackwater would purchase the

property for $325,000 to build 64 for-sale townhomes at $239,000 per unit. The smaller residential density allows for Blackwater’s proposal to expand the layout for Lift Ev’ry Voice and Sing Park to four blocks. The company also would pay for the expenses related to the new park layout including: n Civil engineering of four blocks from Monroe to Bay streets. n Initial landscaping of two blocks from Adams to Forsyth streets. n Construction of a two-block, 14-foot-wide concrete trail from Adams to Forsyth streets. n Installation of two blocks of underground utilities on Houston Street. Blackwater’s original proposal in June was not made public. MMENDENHALL@ JAXDAILYRECORD.COM @MIMENDENHALL (904) 356-2466

FIRST INSERTION CYPRESS BLUFF COMMUNITY DEVELOPMENT DISTRICT NOTICE OF PUBLIC HEARING TO CONSIDER THE ADOPTION OF THE FISCAL YEAR 2019/2020 BUDGET; NOTICE OF PUBLIC HEARING TO CONSIDER THE IMPOSITION OF OPERATIONS AND MAINTENANCE SPECIAL ASSESSMENTS, ADOPTION OF AN ASSESSMENT ROLL, AND THE LEVY, COLLECTION, AND ENFORCEMENT OF THE SAME; AND NOTICE OF REGULAR BOARD OF SUPERVISORS’ MEETING. Upcoming Public Hearings, and Regular Meeting The Board of Supervisors (“Board”) for the Cypress Bluff Community Development District (“District”) will hold the following two public hearings and a regular meeting: DATE: August 27, 2019 TIME: 1:30 p.m. LOCATION: Duval County Southeast Regional Library 10599 Deerwood Park Boulevard Jacksonville, Florida 32256 The first public hearing is being held pursuant to Chapter 190, Florida Statutes, to receive public comment and objections on the District’s proposed budget (“Proposed Budget”) for the fiscal year beginning October 1, 2019 and ending September 30, 2020 (“Fiscal Year 2019/2020”). The second public hearing is being held pursuant to Chapters 190 and 197, Florida Statutes, to consider the imposition of operations and maintenance special assessments (“O&M Assessments”) upon the lands located within the District, to fund the Proposed Budget for Fiscal Year 2019/2020; to consider the adoption of an assessment roll; and, to provide for the levy, collection, and enforcement of assessments. At the conclusion of the hearings, the Board will, by resolution, adopt a budget and levy O&M Assessments as finally approved by the Board. A Board meeting of the District will also be held where the Board may consider any other District business. Description of Assessments The District imposes O&M Assessments on benefitted property within the District for the purpose of funding the District’s general administrative, operations, and maintenance budget. A geographic depiction of the property potentially subject to the proposed O&M Assessments is identified in the map attached hereto. The table below shows the schedule of the proposed O&M Assessments, which are subject to change at the hearing: Land Use

Total # of Units / Acres

Proposed O&M Assessment Per Unit (including collection costs / early payment discounts)

Active Adult Single Family Residential

345 1,341

$351.35 $540.54

The proposed O&M Assessments as stated include collection costs and/or early payment discounts, which Duval County (“County”) may impose on assessments that are collected on the County tax bill. Moreover, pursuant to Section 197.3632(4), Florida Statutes, the lien amount shall serve as the “maximum rate” authorized by law for O&M Assessments, such that no assessment hearing shall be held or notice provided in future years unless the assessments are proposed to be increased or another criterion within Section 197.3632(4), Florida Statutes, is met. Note that the O&M Assessments do not include any debt service assessments previously levied by the District and due to be collected for Fiscal Year 2019/2020. For Fiscal Year 2019/2020, the District intends to have the County tax collector collect the assessments imposed on certain developed property, and will directly collect the assessments imposed on the remaining benefitted property by sending out a bill prior to, or during, November 2019. It is important to pay your assessment because failure to pay will cause a tax certificate to be issued against the property which may result in loss of title, or for direct billed assessments, may result in a foreclosure action, which also may result in a loss of title. The District’s decision to collect assessments on the tax roll or by direct billing does not preclude the District from later electing to collect those or other assessments in a different manner at a future time. Additional Provisions The public hearings and meeting are open to the public and will be conducted in accordance with the provisions of Florida law. A copy of the Proposed Budget, proposed assessment roll, and the agenda for the hearings and meeting may be obtained at the offices of the District Manager, located at 475 West Town Place, Suite 114, St. Augustine, Florida 32092, Ph: (904) 940-5850 (“District Manager’s Office”), during normal business hours. The public hearings and meeting may be continued to a date, time, and place to be specified on the record at the hearings or meeting. There may be occasions when staff or board members may participate by speaker telephone. Any person requiring special accommodations at this meeting because of a disability or physical impairment should contact the District Manager’s Office at least forty-eight (48) hours prior to the meeting. If you are hearing or speech impaired, please contact the Florida Relay Service by dialing 7-1-1, or 1-800-955-8771 (TTY) / 1-800-9558770 (Voice), for aid in contacting the District Manager’s Office. Please note that all affected property owners have the right to appear at the public hearings and meeting, and may also file written objections with the District Manager’s Office within twenty days of publication of this notice. Each person who decides to appeal any decision made by the Board with respect to any matter considered at the public hearings or meeting is advised that person will need a record of proceedings and that accordingly, the person may need to ensure that a verbatim record of the proceedings is made, including the testimony and evidence upon which such appeal is to be based.
