Additional signs for revolving doors and on the parking garage entrance cost $33,258, bringing total to $410,284. The SunTrust lease expires at the end of July and it is moving into the Bank of America Tower. VyStar will move its headquarters functions from Blanding Boulevard in Southwest Jacksonville.

business, during a quarterly conference call with analysts and investors. The first will open in a remodeled Ulta distribution center in Romeoville, Illinois, she announced. Dillon told analysts that “there’s no way, shape or form that the importance of e-commerce” will diminish. It will only grow, she said. In May, the city confirmed that Ulta Salon, Cosmetics & Fragrance Inc. is Project Flamingo, which City Council approved Jan. 8 for a city grant of $1.425 million. Ulta Beauty intends to invest $37.5 million to lease and equip the center to distribute private-label skin and hair care products. City legislation calls for the project to create 30 full-time jobs by year-end 2021 at an average annual salary of $46,346. The positions include managerial, logistical, warehouse, receiving and shipping, forklift operators, truck drivers and support staff. The company likely will be hiring many more workers because only the 30 jobs are tied to the required annual salary to receive the incentives. Lowerwage warehouse jobs are not counted toward the salary threshold.

In addition, public documents say the company could hire 400 seasonal workers annually. Construction would start by yearend and the jobs would be hired no later than year-end 2021. Fast fulfillment centers serve only e-commerce orders. Dillon said the facilities will be able to fill up to 30,000 orders per day during peak times, “increasing our network capacity and progressing toward our goal of two-day e-commerce shipping by 2021.” In a November presentation to analysts, Ulta Beauty said its goal is twoday e-commerce shipping by 2021. As of May 4, Ulta Beauty operated 1,196 retail stores across the country and it also distributes products through its website. The stores offer salon services. Ulta Beauty announced that sales for the 2018 fiscal year that ended Feb. 2 rose 14.1 percent to $6.7 billion. Net income increased 18.6 percent to $658.6 million. Sales for the first quarter that ended May 4 rose 12.9 percent to $1.75 billion, up from $1.54 billion the year before. Net income rose 16.9 percent to $192.2 million, up from $164.4 million in the first quarter of fiscal 2018. KMATHIS@JAXDAILYRECORD.COM @MATHISKB (904) 356-2466

Jacksonville-based Sweet Pete’s candy company. The MLG restaurant inside closed in the spring while the candy business remains open. Kellie Hero Messano, with Hybridge investment sales, and Sheila Suhar, senior associate of leasing and sales, are listing the Downtown and Beach Boulevard properties. They could not be reached for comment as of Monday afternoon. Sweet Pete’s partner Allison Behringer said in May the business would know more about its plans when a buyer emerges. “We have a lot of different options,” she said. “We will wait to see if we negotiate a lease to stay or if we relocate.” Marcus Lemonis, an investor and reality TV host of “The Profit,” owns the building and is a partner in Sweet Pete’s with

Tuesday, July 30, 2019 • Page 3 its founders, Allison and her husband, Peter Behringer. Lemonis closed MLG – Marcus Lemonis Grill – in the building six months after it opened in November. The restaurant replaced the Candy Apple Café. As the property owner, Lemonis operated his companies in the building. A buyer would negotiate with existing users to become tenants, if desired. The cafe space appears to remain unoccupied and a Hybridge “available” sign is in the window. Duval County property records show the building is assessed at $1.12 million for tax purposes and list the building at a larger 22,553 square feet. The Seminole Building operated for decades as the private Seminole Club. It closed, was reopened for a time and then closed again. In 2014, Sweet Pete’s was featured on an episode of “The Profit,” led by Lemonis. The Lemonis ownership allowed Sweet Pete’s to expand its retail

and manufacturing into the former Seminole Club and to expand its e-commerce business. In July 2014, Lemonis paid $550,000 for the building, renovated it and moved Sweet Pete’s from Springfield. He leased restaurant space to Candy Apple Café. The building closed to the public almost a year ago, Aug. 10, for repairs after Sweet Pete’s owners found condensation forming inside the building. Online sales and candy production continued, but Candy Apple Café announced its permanent closure. In October, the building’s ownership announced that MLG would replace Candy Apple Café. The building reopened Nov. 23, on Black Friday, according to the Sweet Pete’s Facebook page. TSCG’s property brochure noted the $1 million renovation of the structure.

NOTICE OF PROPOSED ORDINANCE 2019-483 AND OF PUBLIC HEARING The City Council of the City of Jacksonville, Florida is holding a public hearing to consider the following Ordinance: ORDINANCE 2019-483 AN ORDINANCE ESTABLISHING BOGGY BRANCH COMMUNITY DEVELOPMENT DISTRICT (“BOGGY BRANCH CDD”); DESCRIBING THE EXTERNAL BOUNDARIES OF BOGGY BRANCH CDD; NAMING BOGGY BRANCH CDD; NAMING THE INITIAL BOGGY BRANCH CDD BOARD OF SUPERVISORS; AMENDING CHAPTER 92 (UNIFORM DEVELOPMENT DISTRICTS), ORDINANCE CODE, SECTION 92.22 (EXISTING COMMUNITY DEVELOPMENT DISTRICTS), TO INCLUDE BOGGY BRANCH CDD; PROVIDING FOR CONFLICT AND SEVERABILITY; PROVIDING AN EFFECTIVE DATE. City Council – Public Hearing Tuesday, August 27, 2019 at 5:00 PM LOCATION: City of Jacksonville Council Chambers City Hall at St. James 117 West Duval Street, 1st Floor Jacksonville, Florida 32202 A public hearing will be held on the on the abovementioned day and time at the City of Jacksonville Council Chambers, City Hall at St. James, 117 West Duval Street, 1st Floor, Jacksonville, Florida 32202, before the full City Council of the City of Jacksonville, Florida, (“City Council”) to consider the elements of a petition (“Petition”) filed by Sawmill Timber, LLC (“Petitioner”), to consider the adoption of Ordinance 2019-483, establishing a community development district to be known as the Boggy Branch Community Development District (“District”), as authorized and provided for in Chapter 190, Florida Statutes. A copy of the Petition is available for public inspection in the Office of Legislative Services, located on the 4th Floor of City Hall, between the hours of 8:00 a.m. and 5:00 p.m., Monday through Friday. Interested parties may appear at the meetings and be heard at the public hearing with respect to the proposed ordinance. The information presented at the meetings and hearing will be used to afford the Petitioner, landowners, any affected units of local government, and the general public, a fair and adequate opportunity to appear and present oral and written comments regarding the establishment of the District. If adopted, the ordinance will establish the District, name its initial Board of Supervisors and designate the land to be serviced by the District. The land area proposed to be served by the District is located generally located in the lands southeast of the intersection of Interstate 295 and J. Turner Butler Boulevard, west of undeveloped lands and north of the Hampton Park subdivision. The District will comprise approximately 556.56 acres of land. The boundaries of the lands proposed to be served by the District are outlined in the map depicted in this notice. The Petitioner has proposed that the District will construct or acquire certain infrastructure improvements in order to serve the land within the District. By way of information, a community development district is a local unit of special purpose government authorized by statute to ensure the provision of infrastructure to serve community developments subject to state and local regulatory requirements governing the lawful use and development of the property. Establishment of a district pursuant to Chapter 190, Florida Statutes, is not a development order under Chapter 380, Florida Statutes. All planning, permitting and other regulatory requirements pertaining to development within the land area will be in accordance with general and special law. The City Council will conduct the public hearing in accordance with Section 190.005, Florida Statutes, and determine whether to establish the District by ordinance. The purpose of the public hearing is to consider whether the petition meets the six factors listed in Section 190.005(1)(e), Florida Statutes. A statement of estimated regulatory costs (“SERC”) was prepared by Wrathell, Hunt and Associates, LLC, in compliance with Section 120.541, Florida Statutes, as required by Section 190.005, Florida Statutes. The complete text of the SERC is contained as Exhibit 8 to the Petition. By way of summary, the SERC indicates the type of individuals and entities most likely to be affected by the ordinance are the landowners within the District. The SERC estimates that establishment and enforcement costs to the above-described entities will be modest; and, that there will be little to no negative impact on state and local revenues from the establishment of the District. Further, the SERC provides that future property owners within the District will be affected by the proposed ordinance to the extent that the District issues debt for the construction of infrastructure and undertakes operation and maintenance responsibility of that infrastructure. Finally, the SERC concludes that the establishment would have no negative impact on small business and that the City of Jacksonville is not a “small city” as defined by Section 120.52, Florida Statutes. Interested persons are advised that, if a person decides to appeal any decision made by the City Council with respect to any matter considered at a hearing, he or she will need a record of the proceedings, and that, for such purpose, he or she may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based. Persons needing special accommodations to attend any hearing or meeting noticed hereinabove shall contact the Office of Legislative Services at 904-255-5122 not less than 48 hours before a hearing or meeting in order to make arrangements.
