Charles Holt, owner of Charles and George’s Car Wash, says it is too costly to relocate the business, which has been at Roosevelt Square for 39 years.

Business making way for a road that’s part of the plan to redevelop the shopping center. BY KATIE GARWOOD STAFF WRITER

After 39 years at the Roosevelt Square shopping center, Charles and George’s Car Wash will close June 22. The business, which opened in 1980, is making way for a road that’s part of a plan to redevelop the shopping center. Atlanta-based Dewberry Group plans to demolish parts of the center as it rebuilds and rebrands it as Ortega Park. Dewberry leases the property to the car wash and proposed an alternative location in the center, but the two weren’t

able to come to an agreement. For Charles Holt, the car wash’s owner, rebuilding and relocating would have been too costly and with an influx of car washes being built in Jacksonville, there would not have been enough demand. “It’s not a good time to be building a car wash,” Holt said. “There will be a lot of people who lose a lot of money in the car wash industry in the next five to 10 years because of the overbuilding. I wasn’t going to be one of them.” Holt will continue to operate at two other locations – one at Cassat Avenue and another in Orange Park on U.S. 17.

Employees from the Roosevelt Square location will move to either of Charles and George’s other two locations, which Holt said he thinks will become busier once the Roosevelt Square location closes. Plans for the development include shopping, dining and multifamily housing. Holt said he thinks Dewberry is a “smart” company that will make something beneficial for the community. “I think the neighborhood will be happy with it,” Holt said. A Dependent Special Taxing District in Baymeadows to pay for repairs of deteriorating privately owned roads and infrastructure could mean up to a $500 annual assessment on single-family homes in the area. District 11 City Council member Danny Becton detailed his proposed legislation to create the Baymeadows Community Improvement District at a town hall meeting Wednesday. The district, if approved by council, could add up to a $5,000 assessment on multifamily properties in the neighborhood. The assessment would be added to property tax bills and would be in addition to homeowners association fees. It would pay for roads, street lighting and stormwater drainage projects. It would be the first time a private Jacksonville community used Florida’s dependent special district statute for infrastructure repairs. The district would collect the money for the neighborhoods to execute projects in the Baymeadows Community Plan that was approved by council in 2014. At the town hall meeting at Florida State College at Jacksonville’s Deerwood Center, Becton urged Baymeadows residents — represented by nine homeowners associations — to look at the area as a single entity. “We’re all connected,” Becton said. “One of the other things I’ll SEE BAYMEADOWS, PAGE 2

SunTrust, BB&T becoming Truist SunTrust Banks Inc. and BB&T Corp., which agreed to merge in February, announced that the combined company will be named Truist Financial Corp. and the merged bank will be known as Truist Bank. The companies said they hired a brand consultant and received input from employees in coming up with the new name. Both companies have offices in Downtown Jacksonville and have 38 combined branches in the area. They have not revealed plans for the local offices after the merger.

City Council member Danny Becton presented the plan for Baymeadows Community Improvement District at a town hall meeting Wednesday.

share with you is there are going to be folks — neighborhoods — that are going to benefit more than others.” Becton told the group that “you’re, ultimately, going to be the one to decide whether the council passes it or not.” An 11-member Baymeadows Community Council drafted the plan and commissioned the feasibility study for the community improvement district. Its report, completed May 14, identified $4.7 million in immediate capital improvement needs. The most expensive projects are $1.37 million for roadway, $1.8 million in street lighting and $700,000 for stormwater and drainage. The study estimates the district’s administrative and operating costs would be $218,210 annually for office expenses, landscaping, water quality, energy and park services. It was the new assessment that drew the most discussion from residents. Becton showed a breakdown of the estimated annual and monthly fees for residential and commercial property owners in the district. RESIDENTIAL

n Single-family/duplexes — $500 cap, $25 per month n Townhomes/condos — $500 cap, $25 per month n Multifamily — $5,000 cap, $250 per month n Owners associations — $2,500 cap, $125 per month

COMMERCIAL

n Suites —$500 cap, $25 per month n Townhomes/Condos — $750 cap,

$38 per month n Business, single standalone — $1,000 cap, $50 per month n Owner association —$2,500 cap, $125 per month The formula used to determine the assessments is under review. The district will be divided into four regions. The largest includes 500 residential units and 547 homes under development by Texas-based homebuilder DR Horton at the former Baymeadows Golf Course. It also impacts the Cypress Point Executive Center, four other business properties, St. Johns Plantation Apartments and The Avenues Apartments. The three smaller regions encompass mostly commercial properties including the $15 million mixed-use Baymeadows Park under development by Joyce Development Group LLC. Douglas Adams owns a townhome in the Las Prados neighborhood. He and others questioned the fairness of the formula used to calculate the assessment caps when comparing residential payments versus commercial. He argued that the 900-unit Baymeadows apartments would be capped at $5,000 per year, while his 125-unit townhome neighborhood would collectively pay more than $60,000 annually. Patrick Heatherington, a homeowner

in the Baymeadows Linkside neighborhood, said he supported the joint-BCC/ Becton plan. He was concerned that 40 years of deferred maintenance on Baymeadows infrastructure could result in city code violations, resulting in special assessments. He foresees lower resale values without the improvements and competition from the DR Horton development — a neighborhood with new streets, sidewalks, curbs and gutters. “A homeowners association trying to borrow money to improve roads, it ain’t going to happen,” Heatherington said. “I think we should talk about the other side — what the cost really is if you don’t do this.” Becton will introduce the legislation in mid-July after the council’s summer break. He urged supporters and detractors to attend public hearings and make suggestions to improve the bill. “If there is a mutiny tonight, if 100 people walk out this door and say, ‘Heck no,’ and use the double hockey sticks, this might get pushed to August to get some explanations or it might get pushed to never,” Becton said. “But at some point, we have to fish or cut bait on this.” Becton said he intends to post the draft legislation on his website for Baymeadows residents to review. The plan has been in works for two years. Wednesday was the first public town hall on the Baymeadows Community Improvement District since July.

BCID GOVERNING BOARD

Becton called the public structure of the Baymeadows Community Improvement District a “mini-municipality.” How it would be governed was another part of his presentation. The legislation will call for a sevenmember board of supervisors — four group seats with two-year terms and three at-large seats with four-year terms. The board would be subject to Florida Sunshine Law and would manage and appropriate the money raised by the assessments. Becton also recommends the city’s District 11 representative act as an ex officio representative to the board. The first governing board would be appointed in the legislation. Every subsequent board, like community development districts, will be elected by residents. Supervisor hopefuls, Becton said, will campaign and be on the November 2020 ballot. The board, with the legal authority to purchase land and issue bonds for projects, would take on bigger projects than the nine homeowners associations can handle individually, he said. Becton said the legislation would allow the board to employ engineers, attorneys, accountants and consultants on behalf of the residents. The board’s budget will require annual council approval and Becton said the legislation will call periodically for a review of assessments for inflation, but any change would require a vote of the supervisors.

THE MATHIS REPORT

Padgett buys Deerwood Center building for $2.86M

KAREN BRUNE MATHIS EDITOR

Its Summit Tower in Riverside is listed for sale, but the company says there are no firm plans to sell it. Leaders of Jacksonville-based Summit Contracting Group Inc. bought a suburban Deerwood Center office building last week as they prepare for growth. At the same time, they listed their current Summit Tower headquarters at 1000 Riverside Ave. for sale at $16 million as they searched for the Southside site. Summit Director of Client Relations Aaron Trascritti said Tuesday there is no firm plan to sell the nine-story, 84,000-square-foot tower, where Summit is based, and there are no plans to relocate headquarters staff to the new location. “There isn’t a set plan to sell this one. They wanted to see where this one was at” in marketability, Trascritti said. Deerwood Center building renovations are in design. “It was bought to make room for Summit’s growth,” he said. Padgett Premiere Property I LLC paid $2.86 million for the two-story Oak Grove Plaza building in Deerwood Center. It bought the 49,338-squarefoot structure at 7595 Baymeadows Way from Somera Road Inc. Daniel Burkhardt, Keith Goldfaden and Luke Feldman of NAI Hallmark announced Tuesday they represented the property seller.

It was built in 1983. “Summit has been getting bigger and has continued to grow and we are getting to a point where we need more space for our own people,” Trascritti said. A tenant remains in the Deerwood Center building until May, he said. Trascritti said Summit will renovate the Deerwood building for offices, a showroom, a full kitchen and other uses. “We plan to renovate the new campus within the next year or so,” he said. “It’s really just for our company to be able to continue growing.” Trascritti said he was not sure which departments will move to Deerwood. “While Summit plans to utilize the open space in the building for future growth, there are no full relocation plans in place,” he said. The Summit Tower listing is on LoopNet.com with a 37-page offering summary. Scott Nyman, a partner in Summit Realty Partners LLC, is the listing agent. “When they first started looking into other properties, because they can foresee the growth that Summit is going to have, it makes sense to see what our current property is worth,” Trascritti said. “But there still isn’t a set plan of knowing what we are going to do or whether we would or wouldn’t stay there,” he said. The ownership groups of Summit Tower, the Deerwood building and Summit Contracting Group share leadership. Padgett Premiere Property I LLC, which bought the Deerwood building, is led by Summit Realty Partners LLC, whose managers are Nicole Padgett and Nyman. Padgett Premiere Properties LLC, which owns the tower, is led by Marc and Nicole Padgett and Nyman. Summit Contracting Group is led by Marc Padgett as president and treasurer and Nicole Padgett as chief administrative officer. Trascritti said Summit Contract-

ing Group is a tenant in the tower and remains under lease. It occupies 26,700 square feet of space on three floors. While the Summit Tower houses the headquarters, the building is best known in some circles for the River & Post Restaurant & Rooftop Lounge. Marc and Nicole Padgett wanted to change the corporate image of Summit Contracting Group when they bought the building on 1.15 acres at Riverside Avenue and Post Street for $3 million in October 2014 and launched more than $4 million in renovations.

They leased it to Summit-related groups, which have three floors, and to other tenants. Summit took occupancy in June 2015. The listing says it is fully occupied. It was built in 1963. Trascritti said that for now, Summit’s use of the Riverside space remains the same. He said about 75-80 employees work at the tower, while total employment is about 250 people when counting the field superintendents and employees. Another 15 or so are in the Atlanta office. Trascritti said the Summit leaders looked at other properties before choosing the Deerwood Center location in Baymeadows, which he said is centrally located for many employees. “For a lot of employees, it will cut their commute,” he said. The structure was one of four buildings that New York-based Somera Road Inc. bought in May 2018 for $14.71 million. It bought the four Oak Grove Plaza offices on 26.35 acres at 7275, 7575, 7585 and 7595 Baymeadows Way. KMATHIS@JAXDAILYRECORD.COM @MATHISKB (904) 356-2466
