Unlike most land trust projects, this effort is not about preserving property, but rather the history of Jacksonville’s blacks, who relied on the hospital from 1901 until it closed in 1966. “We are part of the revitalization of LaVilla,” said land trust President Jim McCarthy, referring to several new buildings in the neighborhood once known as

The Jacksonville Planning Commission recommended denial of a request to rezone the Hodges property at Butler Boulevard and Glen Kernan Parkway for apartments and other uses. Commission members voted 4-2 Thursday to recommend denial of the rezoning, primarily based on the traffic it would generate. The City Council Land Use and Zoning Committee and the full council could approve the rezoning. The request is scheduled to be considered June 18 at the committee and June 25 at council. The 48.53 acres are west of Hodges Boulevard between Butler Boulevard and Glen Kernan Parkway, across from Windsor Commons shopping center. The owner sought rezoning for a mixed-use development, including up to 970 apartments, commercial retail, institutional and services establishments. Attorney Paul Harden, the owner’s agent for Hodges Development Group Inc. and Kernan Hodges, sought to convince the commission that the existing planned unit development zoning would have a greater impact on the area than the proposed planned unit development, Ordinance 2019-317. Zoning is split with a 1992 PUD on the northern half and a 2003 PUD on the south. He said the current PUD zoning comprises the 1992 approval for

Famous Amos selling Mandarin site to Harvest House Famous Amos restaurant owners closed their Mandarin location because they are selling it for development of the Harvest House of Cannabis by Harvest USA of Tempe, Arizona. “The Mandarin store was doing very well. The staff have all been relocated to our other restaurants,” said Josephine Phelan, who owns the Famous Amos restaurants with her husband, John. The Phelans continue to operate Famous Amos locations at 3911 University Blvd. W., 8265 Normandy Blvd. and 11565 N. Jacksonville City Council member Jim Love is ending his effort to regulate short-term rentals. “After two rounds of trying to get it right, I have come to the conclusion that this subject requires more thought and input and I am out of time,” Love said by email. Love is term-limited and will leave council June 30. “The short-term rental subject is too important to rush. It needs to be done and it needs to cover all the bases and unfortunately both versions did neither,” he wrote. Love said previously that 162 of the more than 1,000 short-term rentals listed on the Airbnb.com website in Jacksonville are in Riverside and Avondale, the District 14 area he represents. Airbnb, an online marketplace, lets people rent their properties or spare rooms to guests. Love held community meetings about regulating the rentals and altered his initial bill to address concerns. The changes, Ordinance 2019-238, would have been introduced June 4 to the

commercial uses, including a shopping center and two outparcels. The 2003 PUD was designed for a Lowe’s Home Improvement store. Harden said the current PUDs have no requirements for buffers, height restrictions and off-site traffic improvements. Harden said the proposed rezoning

is required by code to include a traffic study, which would address off-site traffic impacts. The proposed development is required to provide 20 percent nonresidential uses, approximately 186,000 square feet, so the site would allow only about 400 multifamily units, which would reduce the parking by a third from the uses currently approved, he said. the “Harlem of the South.” The renovation drew a lot of curious passersby, said Jeff Kelley, project manager with Danis Construction LLC. “People would often stop by and say they had worked at Brewster or had been born there,” Kelley said. Built about 1885, the former hospital withstood the Great Fire of 1901 and decades of neglect. It closed two years after the passage of the Civil Rights Act, which led to a shortage of funding. It has its original wood floors, wooden staircase, double hearth and windows that stretch from the floor to its 12-foot ceilings. The red brick, Victorian-style building with its gingerbread porch and two-story veranda with intricate scrollwork was added to the National Register of Historic Places in 1976. It comprises 5,700 square feet of space. Its completion can’t come soon enough for Doris Putnam, a retiree with a 43-year career in nursing. She graduated from Brewster Hospital School of Nursing in 1961. “We’ve been working with people Downtown for many years to get it restored,” said Putnam, who toured the renovated building with the Brewster and Community Nurses Alumni Association. “I was really pleased that it has made such a turnaround.” The association is creating a museum on the first floor to honor the hospital and nurses training school. The museum space will be available for the association’s meetings and events. “As time passes, we pass, too,” Putnam said, noting that only about 10 of the association’s members survive. “The timing is critical and we’re anxious to get moving.” The land trust has a dozen staff members and has outgrown its 1,300-square-foot office space in the Five Points area. Under its lease with the city of Jacksonville, the land trust is investing $541,000 in the building. It has added a 15-space parking lot behind the structure, refinished the wooden stairs and

Among the latest hotels checking into the market: The city issued a conditional capacity availability statement for a 105-room Tru by Hilton hotel on 2.95 acres at Airport and Ranch roads near Jacksonville International Airport. It’s shown as a 50,000-square-foot building and a pool. The property owner is USA Express Inc. of Miami and the developer is Lake City Hotels Inc. It would be one of five area Tru hotels. One is open in the Town Center area and three are planned in Arlington, Mandarin and St. Augustine.

Comfort Inn & Suites to Collins The city issued a permit for Nashbuilt Inc. to build a fourstory Comfort Inn & Suites on 1.3 acres at 8001 Parramore Road in Collins Town Center at a cost of $7.9 million. The 46,239-square-foot hotel is planned near the Costco in Southwest Jacksonville. CR 3 Hospitality is the developer. Plans indicate the hotel will be up to 89 rooms and will have a pool.

floors, and reconfigured space for conference and break rooms. It also built a locker room with a shower for staff who return to the office covered in mud and sweat from their trek in the swamps. Jacksonville spent $2.3 million on the historic landmark, moving it, restoring it and making it handicapped-accessible in 2007. The city is accepting the land trust’s investment in lieu of five years’ rent, McCarthy said. Founded in 1999, the nonprofit works to protect environmentally significant land in an 11-county area to build flood protection and preserve waterways, recharge areas and wildlife. “We do not oppose development, we support conservation,” McCarthy said. Protecting flood plains reduces insurance and mortgage rates, he said, and protecting recharge areas provides water for residents and businesses. The land trust’s preservation projects include property on Big Talbot Island and the Keystone Lake area, River Branch Preserve, Pumpkin Hill and a cypress swamp along Six Mile Creek. Its interest in Brewster Hospital is not so unusual, McCarthy

JEA issued a service availability letter for a 122-room hotel at Lamb Tail Lane in Campfield Commons at Anna Eliza Lane and RG Skinner Parkway. Mel Valiquett, vice president of Murphy Land and Retail Services Inc., said the site is under contract with Concord Hospitality for a 122-room extended stay hotel, but said the flag details are confidential. Concord Hospitality developed the Hyatt Place Jacksonville.

said. The trust has expanded its mission over the years to preserve historic resources, such as a Spanish-American War Fort, which it turned over to the National Park Service in 2018. Funded largely by private and corporate contributions, the land trust works closely with private landowners, other public agencies, not-for-profit partners and

foundations. It continues to seek donations to cover the building’s renovations, McCarthy said. The Delores Barr Weaver Fund at The Community Foundation for Northeast Florida and another foundation, which is remaining anonymous, are providing matching grants.

The city is reviewing a permit application for Ash Construction LLC to build a six-story, 90,798-squarefoot Cambria Hotel at 7800 Ozark Drive. Ash Properties Inc. said in November it intends to develop a 128-room Cambria Hotel on 3.4 acres at 7826 Ozark Drive in Hampton Village, east of Interstate 295 near Baymeadows Road East in South Jacksonville. Cambria is a brand of Choice Hotels International. KMATHIS@ JAXDAILYRECORD.COM (904) 356-2466
