Saft incentives The battery manufacturer at 13575 Waterworks St. in Cecill Commerce Center received millions in incentives, but is failing to hit job targets
City says the tax revenue paid by the battery manufacturer exceeds the amount it has received in incentives. BY MIKE MENDENHALL STAFF WRITER
Before announcing 63 jobs cuts in May at its West Jacksonville factory, lithiumion battery manufacturer Saft America Inc. had been paid $3.67 million of a $4.75 million city-backed incentive package, city officials said. Saft has struggled to reach a job target of 279 employees set by a 2009 economic development agreement with the city.
Saft is a producer of high-performance batteries for industrial, transportation, defense and aerospace use. Company officials plan to restructure operations at Saft’s 235,000-square foot plant at Cecil Commerce Center, which a spokesperson previously characterized as “unprofitable” and “underutilized.” According to the city Office of General Counsel, the battery manufacturer will not be eligible for additional payments from the Qualified Target Industry Tax Refund program or Community Economic Development Fund Job Creation Grant. In an email last week, city Assistant General Counsel Craig Feiser said

Haskell, the Jacksonville-based global architecture, engineering, construction and consulting firm, announced it would invest in BLOX LLC, the creator of the “design manufacture construct” delivery method. Haskell will provide design and construction services to BLOX in support of its health care projects. BLOX designs, constructs and installs smaller modules, such as operating rooms, exam rooms and bathrooms as well as larger projects including ambulatory and acute care facilities and freestanding emergency rooms. Haskell said it acquired an equity interest in BLOX. It would not disclose the dollar amount or its percentage of the company’s ownership. According to Alabama-based BLOX, DMC “replaces traditional design and construction methods with a 21st century approach” by fabricating parts of a construction project outside of the construction site. “The manufacturing precision and speed of delivery DMC affords has potential for many buyers,” said Haskell CFO Brad Slappey, “but the immediate opportunity is in the health care market and with our customers who require consistency across diverse project locations.”

Jacksonville venues lead state The Florida Theatre was No. 1 in 2018-19 among venues up to 2,000 seats according to the VenuesNow trade publication. Attendance at more than 99 shows was 115,910. Two other Jacksonville venues also ranked No. 1. Daily’s Place led the 5,001-10,000 capacity category, with attendance of 105,324. VyStar Veterans Memorial Arena was No. 1 in the 15,001-30,000 category, with attendance of 87,769. “The bigger picture for our city is that Jacksonville has three of the No. 1 venues in the six categories, and no matter what size venue you’re talking about, that helps Jacksonville.” Florida Theatre President Numa Saisselin said.

Florida state officials terminated the remaining $188,650 of Saft’s $474,300 QTI tax refund award. The QTI refunds are a requirement for the city’s CEDF Job Creation and Site Work Grants. Saft was awarded the $700,000 site work grant in 2010, but it has received only $180,677 of the $300,000 offered by the city for hitting job creation targets. The subsidiary to Paris-based Saft Groupe S.A. also was expected to receive a $3.275 million Recaptured Enhanced Value grant from the city to reach the 279-job target. To date, the company has been paid $2.5 million. Despite uncertainty about the Saft plant’s future, city officials say tax revenue Jacksonville has received from the company exceeds the paid incentives. “It’s also important to note that the Company has paid approximately $5.4 Million in ad valorem taxes, which covers all of the incentives paid to date and still leaves the City with a net of over $1.7 Million,” Feiser said in an email. Brian Hughes, Mayor Lenny Curry’s chief of staff, said May 22 the city is waiting on certain “data points” from Saft before any adjustments or reductions to the remaining city incentives. Legislation approved last year by City Council, which gives the company until the end of December to meet the job creation requirements, also penalized Saft by reducing the $3.3 million REV grant award by

$25,000. The 2009 agreement held the company to an end-of-year 2017 deadline. Saft officials said the layoffs will be completed by late 2019 and have a “short-term impact.” The company said it then will refocus its Jacksonville plant on more profitable sectors — mobility, energy storage and rail assembly for U.S. customers. Saft also received $14.9 million in state financial incentives and was awarded $95.5 million in federal stimulus from the American Recovery and Reinvestment Act to build the plant at the height of the 2008 Great Recession. NOTICE OF PUBLIC HEARING AND VOTE THE SCHOOL BOARD OF DUVAL COUNTY, FLORIDA Rule Title: Rule Number: VOLUNTARY PRE-KINDERGARTEN 5.14 (VPK) ENROLLMENT HOMELESS STUDENTS 5.15 STUDENT TRANSFER POLICY 5.22 DISTRICT STUDENT ATTENDANCE 5.42 PROVISIONS MAGNET SCHOOLS AND PROGRAMS 5.46 Purpose and Effect: The purpose of the public hearing is to discuss and obtain public input regarding the following policies: 1. Policy 5.14, Voluntary Pre-Kindergarten (VPK) Enrollment: The District operates a number of Voluntary Pre-Kindergarten (VPK) programs. Enrollment in these programs is based upon available funding, open seats, student need, and federal requirements for specialized programs for English language learners and students with disabilities. Because space in the District VPK program is limited, this policy establishes criteria for application and admission into the program. The policy establishes (1) an application process between January 1 and the last day of February of each school year; (2) admission preferences, to include, without limitation, preferences for children of District employees, certain employees of contracted service providers and siblings of enrolled students; (3) that the District shall select students by a computerized lottery process, subject to the preferences; and (4) that with the exception of students with disabilities eligible for transportation services, parents will be responsible for transporting VPK students to and from school. 2. Policy 5.15, Homeless Students: This policy is proposed to be amended to further align the District’s policy with the McKinneyVento Act by adding that the District will: (1) designate an appropriate staff person, able to carry out the duties described in the McKinney-Vento Act, as the District’s liaison for homeless children and youth; (2) remove barriers to identifying homeless children and youth, and enrolling and retaining of homeless children and youth in school; (3) provide access to homeless children to public preschool programs administered by the District; (4) provide appropriate credit for full or partial coursework satisfactorily completed by homeless children and youth while attending a prior school; (5) provide access for homeless children and youth to academic and extracurricular activities; (6) immediately enroll homeless children and youth to a qualified school; (7) coordinate District programs and collaborate with other school districts, community service providers and organizations, to provide support to homeless students and their families. The amendment further adds additional clarifying language, including, without limitation, that (1) when the District determines that a placement other than the school of origin is in the best interest, the District will provide the parent, guardian or unaccompanied youth with: a written explanation in a manner and form understandable to the parent, guardian or unaccompanied youth; and information on the right to appeal the placement determination; (2) a homeless student who becomes permanently housed during the academic year, may remain at their school of origin (or the new neighborhood school) for the remainder of the academic year and continue to receive all McKinney-Vento Act benefits; and (3) an unaccompanied homeless high school youth will receive counseling to prepare and improve their readiness for postsecondary education. 3. Policy 5.22, Student Transfer Policy: This policy is proposed to be amended to (1) specify that the District shall accept students pursuant to its controlled open enrollment process; (2) clarify admission preferences for children of District employees and certain employees of contracted service providers; (3) add statutorily required transfer preferences for dependent children of active duty military personnel; (4) clarify that school transfers will not be effectuated after the established deadline, except for students new to Duval County, pursuant to the controlled open enrollment process and Board Policy 5.46 (Magnet Schools and Programs). 4. Policy 5.42, District Student Attendance Provisions: This policy is proposed to be amended to (1) indicate that a student shall be deemed to be in attendance if actually present at school, or away from school on a school day and engaged in an educational activity which constitutes a part of the school-approved instructional program for that student; (2) to indicate that schools shall establish procedures for early check outs and that a student should not be released within the final forty-five minutes of the school day unless the principal/designee determines it is an emergency or an excused event; (3) to indicate that the School will provide written notice to parents after three tardies or three early check outs within thirty days; (4) to indicate that students will not be recognized by the School for perfect attendance when they have three or more unexcused tardies or three or more unexcused early check outs; (5) to indicate that six unexcused tardies or six early check outs in any forty-five day grading period will result in interventions; (6) to indicate that a parent or guardian may appeal an unexcused tardy or unexcused early check out; and (7) updated the legislative history. 5. Policy 5.46, Magnet Schools and Programs: This policy is proposed to be amended to (1) provide that out of county applications are processed based on the date/time the application was received, pursuant to controlled open enrollment; (2) indicate that at the conclusion of the first semester, students will be contacted from their respective waiting lists to fill any available seats for the second semester.
