Colliers International said in its first-quarter Northeast Florida industrial research and forecast report that about 1 million square feet of additional industrial space came online in the period and half of it was leased, which increased the vacancy rate to 3%, still lower than the national average of 4.9%. Colliers said the increasing vacancy rate is not a concern. “The market’s overall vacancy level has been abnormally low for 12-18 months,” it said. Landowner John J. “Jack” Allen of Allen Land Group Inc. recognizes that. “We’re riding a positive wave,” he said. Allen is strategizing development of his Westside property at Imeson and Pritchard roads. Allen said the Westside is experiencing a tight supply of industrial and warehouse space, due in large part to the large ful-

John J. “Jack” Allen of Allen Land Group Inc. is “riding the wave” of warehouse development with property he owns in West Jacksonville.

It could cost the city $590,000 to terminate the leases of The Jacksonville Landing’s two remaining restaurants, according to the city Office of General Counsel. The city took control of the shopping center Wednesday and sent 30-day eviction notices to tenants. In February, the city reached a $15 million settlement with Sleiman Enterprises Inc. subsidiary Jacksonville Landing Investments LLC. On March 26, City Council approved the settlement along with $1.5 million to relocate tenants and $1.5 million Boyer to demolish the Landing. The city estimated a $360,000 lease buyout with Fionn MacCool’s Irish Pub and Restaurant and a $230,000 buyout with Hooters, according to an email exchange in March between council member Lori Boyer and Jordan Elsbury, the council liaison for Mayor Lenny Curry. Boyer asked Elsbury how the $1.5 million for tenant relocation assistance in the bill was calculated and how the remaining money, as the two restaurant buyouts were “substantially less” than the total figure, would be used. Elsbury responded that the $230,000 and $360,000 were for SEE LANDING, PAGE 2

fillment centers developed for Amazon. com and other users. “We are buying more things with a click and the retailers have to be able to synchronize the delivery of their goods in regional and local locations, hence the need for these larger warehouses to accommodate their equipment and inventory,” he said. That, in turn, creates the need for industries that serve the warehouses. “There’s a plethora of trucking companies and trailer companies that are chasing and following the ever-growing fulfillment centers,” Allen said. Fulfillment centers are the “hosts,” he said. As more large warehouses are developed in the marketplace, the smaller providers are following them into Jacksonville. Allen said there’s a need for 5to 10-acre sites for the 2,500- to 10,000-square-foot buildings to serve those providers. He is selling the majority of his property to developers while he and a partner plan to develop a small portion of it for smaller 2,500- to 5,000-squarefoot users along Imeson Road and along Pickettville Road. His 28-acre South Imeson Industrial Park along Imeson Road has just completed city permitting. The city also issued a concurrency reservation certificate for 63,000 square feet that will be constructed on the site. The four lots range from 3.23 to 13.9 acres and can accommodate two 5,000-square-foot buildings, a 12,000-square-foot structure and one of 40,000 square feet, plans show. Allen said three of those projects will start soon. One site will be sold to a developer for an international industrial services company and two sites are for a moving and storage company and a national trucking company.

lease terminations, while the remainder was for “potential costs associated with the relocation, termination and related tenant transition costs for the other subleases on the property.” “These are expenses which are estimated and approximately known, but to-be-determined; discussions with the tenants are underway,” he wrote. Boyer said Friday the exchange occurred before the Landing settlement bill was debated in committee. Including Fionn MacCool’s and Hooters, there are 26 tenants remaining at the Landing. According to several tenants, the city has provided little certainty that financial assistance will be offered. According to business owners, city Real Estate Division Chief Renee Hunter has been asking for relocation cost estimates. They said Hunter has been work-

On another tract owned by Allen’s Imeson Holdings LLC, Warehouse Rentals has applied to the city to build two 189,063-square-foot warehouses at a construction cost of $5.75 million each, totaling $11.5 million. No contractor is listed. Arrow Engineering & Construction Services LLC of Valdosta, Georgia, is the project agent and civil engineer. In August, Brian Cooper, director of real estate for Valdosta-based Warehouse Rentals, said the company had a contract to buy the land, which is at southeast Imeson and Pritchard roads near Westside Industrial Park. He said Warehouse Rentals would buy the land by early 2019 and break ground after the sale. Cooper said the company plans to build speculative warehouse space for lease to tenants needing from 20,000 to more than 100,000 square feet of space. The city issued a mobility fee calculation certificate for the project, which will be built on 50.1 acres. The 50 acres are in the middle of a 134.63-acre property owned by Imeson Holdings. He said the four projects including the Warehouse Rental speculative buildings will add 432,000 square feet of new industrial space in West Jacksonville. He’s not stopping there. He is positioning about 60 acres of industrial land along Pickettville Road to accommodate small service companies and transportation-related operators. And he calls the 40-acre site at southeast Pritchard and Imeson roads “the most prominent industrial location now available on the Westside of Jacksonville.” He said that site can accommodate up to a 400,000-squarefoot user. ing with individual business owners on possible relocation sites Downtown but has not promised any funding. Council member Reggie Gaffney also met with tenants last week urging them to approach the city for relocation assistance. According to Brian Hughes, Curry’s chief of staff, demolition is the city’s next step within 90-120 days of taking control of the Landing. The mid-March email exchange between Boyer and Elsbury also discussed the Landing demolition and development. “The $1.5 million referenced in the legislation (for demolition of the Landing) was approximated based on an estimate provided by a demolition expert – to give the city an idea of the cost,” Elsbury told Boyer. “Currently, there is not site work related to preparing pads for development, it is simply clearing the site.”

WAREHOUSE UPDATES Here’s an update on warehouse projects under development in Northeast Florida:

Special to the Daily Record

An artist’s rendering of Building 600 at the Port Jax Trade Center. Two addtional buildings, 500 and 800, are now in review at Port Jax.

Freebird Center in permitting

Freebird Center could soon break ground in North Jacksonville The city is reviewing permit applications for Cooper Construction of Birmingham, Alabama, to build two speculative warehouses totaling 273,890 square feet at a cost of $13.5 million. Indianapolis-based Scannell Properties is developing the project on 18.76 acres at 13225 Vantage Way. The project comprises a 156,000-square-foot Building One at a cost of $7.7 million and a 117,890-square-foot Building Two at $5.8 million. Scannell has estimated the Jacksonville investment at $19 million, including the $1.63 million land purchase in December. Scannell plans to break ground this month on the 156,000-square-foot building for completion by year-end. It can accommodate up to four tenants. Work could start on the 117,890-square-foot building by the end of 2019 for completion in the first quarter of 2020. That structure is designed for up to three tenants. Kimley-Horn and Associates Inc. is the civil engineer.

City reviewing Rooker permit

The city is reviewing the permit application for the 155,820-square-foot Building One speculative distribution center planned by Atlanta-based Rooker. FCL Builders LLC is listed as the contractor for a center at 4345 Perimeter Industrial Parkway N. at a cost of $5.2 million. The project is in the Perimeter West Industrial Park at northeast Interstate 295 and Pritchard Road in Northwest Jacksonville. Rooker announced it has begun work on the building toward a Dec. 1 completion. It is available for lease or purchase. It can accommodate tenants as small as 45,150 square feet. Tetra Tech is the civil engineer; Plateau Excavation is performing site work; and Pieper O’Brien Herr Architects is the architect.

Two buildings planned in Port Jax Trade Center The city is reviewing site plans for Buildings 500 and 800 along Port Industrial Drive in the Port Jax Trade Center in North Jacksonville. Connelly & Wicker Inc. is the civil engineer. Plans show Building 500 as a multitenant 31,095-square-foot structure and Building 800 at 20,807 square feet. Developer Bill Spinner with Jax Green Industrial and Spinner Construction LLC said construction will start immediately when the permits are issued. “We have several tenants that are ready but will start ‘on spec’

regardless of the preleasing,” he said. Port Jax Trade Center is designed as eight buildings. Six totaling about 368,000 square feet are completed and leased. After Buildings 500 and 800 are completed, Port Jax has two sites left for development of about 60,000 square feet in 2020, Spinner said.

Becknell buys land for second building

Chicago-based Becknell Industrial bought land in Westlake Industrial Park for a second warehouse project. Pritchard Road Florida Becknell Investors II LLC paid $748,200 on March 22 for 12.49 acres at Pritchard and Chaffee roads, west of Interstate 295. Construction of that estimated $10 million project is expected to start this year. The St. Johns River Water Management District is reviewing plans for the building, specified as a 161,402-square-foot warehouse-distribution facility at 3750 Cisco Drive W. England-Thims & Miller Inc. is the civil engineer and Environmental Services Inc. is the environmental consultant. Colliers International Executive Vice President Guy Preston, who is working with Becknell, said construction will start on the second building after a tenant is signed for the first. In November, the city issued a permit for Becknell to build its first structure in Westlake – a $7 million, 185,686-square-foot speculative building on 18.7 acres at 12075 Pritchard Road.

Box 1429, Palatka FL 32178-1429 (4049 Reid St, Palatka, FL 32177) or by e-mail with the District Clerk at Clerk@sjrwmd.com, within twenty-one (21) days of newspaper publication of the notice of District decision (for those persons to whom the District does not mail or email actual notice). A petition must comply with Sections 120.54(5)(b)4. and 120.569(2)(c), Florida Statutes (F.S.), and Chapter 28-106, F.A.C. The District will not accept a petition sent by facsimile (fax). Because the administrative hearing process is designed to formulate final agency action, the filing of a petition means the District’s final action may be different from the position taken by it in this notice. Failure to file a petition for an administrative hearing within the requisite time frame shall constitute a waiver of the right to an administrative hearing. (Rule 28-106.111, F.A.C.). If you wish to do so, please visit http://www.sjrwmd.com/nor_dec/ to read the complete Notice of Rights to determine any legal rights you may have concerning the District’s decision(s) on the permit application(s) described above.
