The Jacksonville Downtown Investment Authority narrowed its search for a new CEO to three finalists, including City Council member Lori Boyer, and is scheduled to interview the candidates in a public meeting May 15. Boyer told the JAX Chamber Downtown Council on Friday that she is moving on to the second and final round of interviews. The DIA held a first round of interviews in mid-April. Boyer confirmed the other two can- Boyer didates are from outside Jacksonville, but the city said the search firm has not released the names. The DIA contracted with executive search firm Jorgenson Consulting Inc. in November to help identify the next CEO. The DIA has been without a permanent chief executive since October, when CEO Aundra Wallace left to become president of the JAXUSA Partnership at JAX Chamber. The partnership is the chamber’s economic development division. Brian Hughes, Mayor Lenny Curry’s chief of staff, serves as the interim DIA CEO. Hughes has been appointed to replace retiring city Chief Administrative Officer Sam Mousa, who will leave June 28. Boyer will leave her District 5 council seat in June after serving a maximum two consecutive terms. Her connections with the authority run deep. Council

The value of stock compensation can change based on the market price of the company’s stock, so public companies use complex formulas to come up with an estimated value that is reported on their annual proxy statements. The chart also shows the base salary each CEO was paid last year and the total of cash incentive payments, which generally are tied to meeting performance targets. CSX touts ‘historic’ results at annual meeting CEO James Foote says company producing “very strong cash flows.” BY MARK BASCH CONTRIBUTING WRITER

CSX Corp.’s virtual shareholders meeting Friday morning was much shorter than the typical annual meeting for a major public company, at about 20 minutes. Officials of the Jacksonvillebased railroad gave brief prepared answers to questions submitted by stockholders and appeared to face no disagreement about the company’s strategy. CEO James Foote, in his opening remarks, said CSX’s strategy since an overhaul of management two years ago is producing strong results. “I can say that your company’s operating better than at any time in its history,” he said. Foote said the company is “producing very strong cash flows” that is allowing it to reinvest in opportunities to grow the business, “and return cash to you, the owners of CSX.” CSX’s board of directors has declared three 2-cent increases

in quarterly dividend payments in the past two years, raising it from 18 cents a share to 24 cents. Foote thinks improved service from the railroad and CSX’s intermodal network will increase revenue for the company. “We’re gaining a larger share of the transportation (market) every day and hopefully that will continue,” he said. One question from a shareholder that covered new ground asked about CSX’s police force, which provides safety and security at the company’s rail network that covers much of the eastern U.S. Executive Vice President and Chief Legal Officer Nathan Goldman said CSX’s predecessor companies have had a police force since 1850, and the company needs the security force because of the vast range of its operations. “Crimes against the railroad typically cover many jurisdictions,” he said. CSX said it held a virtual shareholder meeting, providing access only online, because it would allow more shareholders to participate and be less costly.

“I can say that your company’s operating better than at any time in its history.” JAMES FOOTE, CSX CEO

President Aaron Bowman appointed her as the council liaison to the DIA, putting her in a close working relationship with the agency. She also was part of drafting the initial legislation that created the DIA. Boyer told the chamber members why she is the best fit to lead the DIA. She said her longstanding experience and knowledge of Jacksonville and Downtown would be more beneficial than an outside perspective. “I know that there are those who perceive there is great value to bringing in new ideas from other places. And I don’t disagree with that,” she said. “There is a lot of value you can learn from other things and other locations. There’s also, though, a lot of history and a lot of understanding of people and places and what the rules are here that make it easier to operate here,” she said. Boyer said her biggest challenge is an opinion issued in April by the Florida Commission of Ethics that says a former City Council member is not allowed to represent a group or the city’s interests

before the council for two years following their term. Boyer said she understands why a former elected official acting as a paid lobbyist for a third-party organization should not be allowed to address the council. The nine-member DIA is appointed by the mayor, who has five nominations, and the council president, who has four. Council confirms all nominations. As for representing the city as CEO of the DIA, she cited the opinion of Jacksonville’s Office of General Counsel. “Our own general counsel for the city had issued an opinion saying that if you’re appearing of behalf of the city you’re not lobbying,” she said. “It’s kind of convoluted to get to where (state ethics commission members) are but that’s their opinion, and that means when I interviewed I had to explain to the board members how I would handle that.” In April, Boyer said she would have DIA staff or authority representatives address the council on her behalf for the first two years. Jacobs/RS&H Inc. selected to design third JIA concourse BY MIKE MENDENHALL STAFF WRITER

The Jacksonville Aviation Authority selected engineering firm Jacobs/RS&H Inc. to design its third concourse at Jacksonville International Airport. In a news release Thursday, the JAA said it is negotiating a contract with the firm, which will require review by the authority’s Awards Committee before final approval by JAA CEO Mark VanLoh. JAA Public Relations Manager Debbie Jones said the contract could be reviewed by the full JAA board, depending on the final cost. The Awards Committee meets the fourth Monday of every month. Selection of a construction manager for the estimated $200 million Concourse B project is expected within the next several weeks, the release said.

Jacksonville-based RS&H, founded in 1941, has more than 50 locations in 15 states and specializes in land and space infrastructure projects. Plans for the concourse call for six gates. The first Concourse B was demolished in 2009 and Concourses A and C were rebuilt in 2008, leaving the airport with 20 gates. JAA officials say they’re adding the third concourse to “meet the growing demands of air travel into and out of Jacksonville.” According to the news release, March saw a record number of passengers flying through JAX, which was the 18th consecutive month of year-over-year growth.

Box 1429, Palatka FL 32178-1429 (4049 Reid St, Palatka, FL 32177) or by e-mail with the District Clerk at Clerk@sjrwmd.com, within twenty-one (21) days of newspaper publication of the notice of District decision (for those persons to whom the District does not mail or email actual notice). Because the administrative hearing process is designed to formulate final agency action, the filing of a petition means the District’s final action may be different from the position taken by it in this notice. Failure to file a petition for an administrative hearing within the requisite time frame shall constitute a waiver of the right to an administrative hearing. (Rule 28-106.111, F.A.C.). If you wish to do so, please visit http://www.sjrwmd.com/nor_dec/ to read the complete Notice of Rights to determine any legal rights you may have concerning the District’s decision(s) on the permit application(s) described above. Smallman) on 9/10/2011, was filed in the Office of the Clerk of Court: Morgan County Superior Court Two, 200 Washington St., Martinsville, IN 46151, Phone:(765) 349-5074. The petition for adoption alleges that the consent to adoption of Caleb G. Smallman is not required because for period of at least one (1) year Chad H. Smallman has failed without justifiable cause to communicate significantly with the child when able to do so and has knowingly failed to provide for the care and support of the children when able to do so as required by law or judicial decree; that Chad H. Smallman deserted said child, and that Chad H. Smallman is an unfit parent such that the Court should dispense with his consent. A hearing is scheduled on this Petition on June 21, 2019 at 8:30 a.m. in said Court.

If Chad H. Smallman seeks to contest the adoption of the child, he must file motion to contest the adoption in accordance with IC 31-19-10-1 in the above-named court not later than thirty (30) days after the date of service of this notice. If Chad H. Smallman does not file motion to contest the adoption within thirty (30) days after service of this notice the above-named court will hear and determine the petition for adoption. The consent to adoption of Caleb G. Smallman will be irrevocably implied and Chad H. Smallman will lose the right to contest either the adoption or the validity of Chad H. Smallman’s implied consent to the adoption. No oral statement made to Chad H. Smallman relieves him of his obligations under this notice. This notice complies with IC 31-19-4.53 but does not exhaustively set forth a person’s legal obligations under the Indiana adoption statutes. A person being served with this notice should consult the Indiana adoption statutes. DATED: April 17, 2019 The Honorable Brian H.
