Claims for unemployment insurance in Florida soar to a record 74,021 for the week ended March 21 as COVID-19 impact hits.

February unemployment data released March 27 shows a strong labor market for Jacksonville and Florida, but that changed as businesses began shutting down in March. The first signs came March 27 when the U.S. Department of Labor reported on new filings for unemployment insurance. Claims for unemployment insurance in Florida
skyrocketed to a record 74,021 for the week ended March 21, more than 10 times the 6,463 claims filed the previous week. The Labor Department said Florida was experiencing layoffs in the agriculture, forestry, fishing and hunting, manufacturing, wholesale trade, and retail trade industries. Data on new claims for the Jacksonville area is not yet available.
The $5.65 million acquisition in the northern St. Johns County development is next to property it purchased in July.

Wendy Norfleet of Norfleet Integrated Solutions, a professional training and coaching firm, says she has lost more than half of her business. BY KATIE GARWOOD STAFF WRITER
Wendy Norfleet says she’s lost more than half of her business in March and April since the coronavirus outbreak began. Norfleet is CEO of Norfleet Integrated Solutions, a professional training and coaching firm. Most of her clients want to meet in person, but some have switched to virtual appointments, helping Norfleet keep some of her business. Other appointments have been postponed through the end of April, she said. Event organizers canceled an Orlando training event, which was supposed to be nearly a fourth of her business for the month.

KEEPING CLOSE – FROM A DISTANCE Since March 13, city event venues, stores, restaurants, malls, entertainment centers, churches and businesses shut down and laid off workers or sent them home to telecommute to prevent the spread of COVID-19. The Daily Record will report how local small business owners are dealing with the imposed social isolation.

Baptist Health is taking more interest in St. Johns County, purchasing land in the SilverLeaf development. Baptist Health Properties Inc. paid $5.65 million on March 23 for property next to 22.25 acres it bought in July for $4.89 million. “We recognize the importance of providing convenient access to quality health care throughout our region,” said Keith Tickell, senior vice president Tickell of Strategic Assets/Real Estate at Baptist Health. SilverLeaf is in northern St. Johns County, west of Interstate 95 and south of County Road 210. “The acquisition of this property is part of our ongoing commitment to serving the growing communities in St. Johns County and we look forward to developing plans that are tailored to the needs of residents at SilverLeaf and surrounding communities,” Tickell said March 26. John Metcalf, vice president of The Hutson Companies, which is developing SilverLeaf, said Baptist’s newest purchase is about 11.5 acres. That gives Baptist 33.75 acres. The new acquisition can be SEE BAPTIST, PAGE 2
NAIOP calls on DeSantis to act NAIOP Commercial Real Estate Development Association of Florida is calling on Gov. Ron DeSantis to address its industry concerns in the wake of the COVID-19 crisis. The letter asks for commercial rent relief, to stabilize liquidity in commercial lending markets and provide relief on commercial loans.“In the most immediate term, we believe that the Florida Legislature should include commercial rent coverage consideration for small and medium-size businesses as a part of any stimulus package,” it reads. “If tenants can pay rent, it will lessen the blow across CRE sectors,” the letter says. “That greatly impacted my income,” she said. Norfleet doesn’t have any full-time employees but works with seven contractors. She has a part-time consultant, who for now, she can’t afford to pay. Luckily, Norfleet said she’s still been able to communicate virtually with her JAX Chamber IT Council members, Leadership Jacksonville and other small business owners, who share similar concerns about their businesses. “A lot of small businesses I talked to, a lot of them had employees or contractors, a lot of their businesses are on hold right now,” she said. used for the development and operation of a medical campus of up to 150,000 square feet, according to the deed. The property is zoned as vacant commercial. In February, SilverLeaf applied for a major modification to its planned unit development, requesting that 300,000 square feet of hospital use be added. The St. Johns County Commission is reviewing it. SilverLeaf is approved for 10,700 residential units, 1.77 million square feet of mixed-use and commercial space, and 3,500 acres of conservation land. The Hutson Companies is developing SilverLeaf. It also developed OakLeaf Plantation and Johns Creek. On March 24, an Ascension St. Vincent’s spokesman said the health system plans to build a hospital in northern St. Johns County along Interstate 95, but could not provide information on the location or timeline. “The area and type of facility were selected based on present and future community need. We are currently in the preliminary planning phase for this exciting new project,” said spokesman Kyle Sieg. Melissa Glasgow, director of economic development for St. Johns County, said she didn’t know what either provider has planned in the county, but isn’t surprised with their interest. “St. Johns County is one of fastest growing counties in the nation, adding between 10,000 and 12,000 people a year,” she said. “There’s a long- term need to provide adequate medical ser-

In addition to running her company from home, Norfleet also has been helping her two daughters, ages 11 and 5, with their online classes. Jacksonville-based Southeastern Grocers Inc., the parent company of WinnDixie, Harveys Supermarket, Bi-Lo and Fresco y Mas locations, is installing protective Plexiglas partitions in all stores. The partitions are part of the effort to safeguard customers and associates from the spread of the COVID-19 virus, according to a news release. The partitions will be placed at all cash registers, customer service desks, pharmacies and liquor store counters. The stores also will begin additional social distancing protocols following Centers for Disease Control and Prevention guidance to maintain a 6-foot distance between customers and associates, along with regulated in-store occupancy standards. Southeastern Grocers operates 550 stores in Florida and six other Southeastern states.

Even before the pandemic impact, retailers already were cutting jobs in the Jacksonville area. Friday’s report by the Florida Department of Economic Opportunity showed retail trade was the worst performing sector in the area. Retailers reported a 1,800-job decline in their payrolls in the 12 months through February, a 2.2% drop. That number is expected to rise in March with so many retail establishments forced to close or severely curtail operations. Overall, Jacksonville’s unemployment rate edged lower in February before the impact of the COVID-19 pandemic was felt in the area. The unemployment rate in the Jacksonville metropolitan area of Baker, Clay, Duval, Nassau and St. Johns counties fell from 3.1% in January to 3% in February, the Department of Economic Opportunity said Friday. Duval County’s unemployment rate also fell by 0.1 point, to 3.1% last month. Florida’s seasonally adjusted jobless rate was 2.8% in February, unchanged from the record low level it first reached in January, the Department of Economic Opportunity said. The agency does not seasonally adjust

the data for the Jacksonville market in its monthly reports. However, the University of North Florida’s Local Economic Indicators Project said when the data is seasonally adjusted, it shows an increase in Jacksonville’s jobless rate from 2.79% in January to 2.97% in February. “The job market was excellent in the Jacksonville area in February with robust growth in the workforce and employment,” UNF economist Albert Loh said. “It is sad to comment on how strong the numbers were for the local economy in February, knowing that they will also represent the end of an amazing stretch of job growth,” he said. In addition to retailing, the only other major sector to lose jobs in Northeast Florida was the information sector, which declined by 100 in the 12-month period ended in February, or 1.1%. The Department of Economic Opportunity said the information sector was the only one losing jobs statewide, falling by 1.4% in the past year. Total nonfarm jobs in Florida rose by 169,800 from February 2019 through February 2020, or 1.9%. The Jacksonville area beat that growth rate by adding 21,500 jobs in the 12 months, or 3%. Pandemic effects likely will be pronounced in the next scheduled jobs report April 17. The Department of Economic Opportunity will announce preliminary numbers for March and revised numbers for February.
