Pete Helow watched his daily customer count drop from a high of 58 a few weeks ago to the 20s and then to seven March 22 at his high-end San Marco barbershop. On March 23, he notified booked clients that he decided to close Roosters Men’s Grooming Center at 6 p.m. and remain closed until at least April 7. They had time for a last-minute cut. “It doesn’t make sense to stay open,” Helow said March 23. “I would lose less money closed than by staying open.” Customers took shelter amid the global spread of COVID-19. Helow opened the franchise at 2000 Hendricks Ave. in October 2017. He intends to reopen when Gov. Ron DeSantis and Mayor Lenny Curry say it’s safe to do so. His six stylists and barbers, who work on commission, already had limited their services to haircuts. They dropped facials, beard trimming and shaves. One already went home. “If they are not cutting hair, they are not making money,” said Helow, who will pay his staff $275 a week – what they would qualify for unemployment – for the next two weeks and then reassess.

Pete Helow closed Roosters Men’s Grooming Center at 2000 Hendricks Ave. in San Marco until at least April 7 in response to COVID-19.

KEEPING CLOSE – FROM A DISTANCE Since March 13, city event venues, stores, restaurants, malls, entertainment centers, churches and businesses shut down and laid off workers or sent them home to telecommute to prevent the spread of COVID-19. The Daily Record will report how local small business owners are dealing with the imposed social isolation.

Cardinal Health intends to relocate its West Jacksonville medical products distribution center this summer from Perimeter West Industrial Park into a larger building in Westlake Industrial Park. Corporate Communications Manager Erica Lewis said the new site will be operational in July. The city is reviewing a permit application for Becknell Services LLC to build-out a Westlake Industrial Park warehouse for Cardinal Health at a cost of $2.3 million. Becknell developed the 185,686-square-foot warehouse building last year at 12075 Pritchard Road in Westlake, which is in far west Jacksonville. Cardinal Health’s Northeast Florida presence includes a pharmacy operation in Southside at 4810 Executive Park Court and the 138,000-squarefoot medical products and services warehouse it leases at 6595 Pritchard Road in Perimeter

Help Local Thrive Again supports small businesses Corner Lot Development Group launched the Help Local Thrive Again initiative to help small businesses through this time of financial uncertainty. The website, helplocalthriveagain.com, lists ways people can help small businesses that may be shut down partially or entirely during the coronavirus outbreak. It suggests people buy gift cards, purchase merchandise or donate to the companies. Businesses that sign on agree to match the first $500 raised with gift cards to donate to first responders and medical personnel. In addition to Corner Lot Development, the initiative is sponsored by Lifestyle Marketing and Money Pages.

Helow CONTINUED FROM PAGE 1

He stands to lose $30,000 to $40,000 in revenue each month he is closed. Helow, 68, will live off savings and Social Security, and he still has bills to pay: Utilities, rent and the other costs of renting space and running a business, as well as personal expenses. He’s a member of the San Marco Merchants Association, which canceled events. Many of his business neighbors on popular and historic San Marco Square closed temporarily. “If you’ve not been to the Square, it’s a ghost town. You can get a parking place anyplace you want,” he said of the area where visitors often circled blocks or parked in surrounding neighborhoods. Helow also is president of the Rotary Club of San Marco and keeps in touch with members through a weekly email. Helow said that as a business owner for more than 40 years, he’s never put a plan in place for a shutdown of the country. “No one alive today has ever experi-

enced anything like this,” he said. “Hurricane – yes. No power – yes. Downturn in the economy – yes. But never a pandemic,” he said. Helow said that with no revenue, business owners have one option and that is to reduce expenses as much as possible and rely on past profits or commercial loans and lines of credit to hold the business over until revenue starts to flow again. “I am fortunate with the business I chose to open 2½ years ago. My customers will still need my services when the crisis is over.” When the time comes, he expects the barbers and stylists to return because they developed loyal clients. “As soon as we are allowed to reopen, we will reopen,” Helow said. “Then we will see an influx of guys who are really shaggy, or we will be fixing some really bad haircuts,” he said, guessing some might let their significant others take a whack at it. JOHNS RIVER WATER MANAGEMENT DISTRICT Notice is given that the following permit was issued on March 24, 2020: DR Horton, Inc. - Jacksonville, 4220 Racetrack Rd, St. Johns, FL 32259 Permit# 152596-8. The project is located in Duval County, Section 56, Township 3 South, Range 27 East. The permit authorizes a surface water management system for a 1.61 acre road project, for DR Horton, Inc. - Jacksonville known as Baymeadows Circle East and West Road Improvements and Pond 4 Outfall Replacement. The receiving water body is Pottsburg Creek. A person whose substantial interests are or may be affected has the right to request an administrative hearing by filing a written petition with the St. Johns River Water Management District (District). Pursuant to Chapter 28-106 and Rule 40C-1.1007, Florida Administrative Code (F.A.C.), the petition must be filed (received) either by delivery at the office of the District Clerk at District Headquarters, P.O. Box 1429, Palatka FL 32178-1429 (4049 Reid St, Palatka, FL 32177) or by e-mail with the District Clerk at Clerk@sjrwmd.com, within twenty-one (21) days of newspaper publication of the notice of District decision (for those persons to whom the District does not mail or email actual notice). A petition must comply with Sections 120.54(5)(b)4. and 120.569(2)(c), Florida Statutes (F.S.), and Chapter 28-106, F.A.C. The District will not accept a petition sent by facsimile (fax). Mediation pursuant to Section 120.573, F.S., may be available and choosing mediation does not affect your right to an administrative hearing. A petition for an administrative hearing is deemed filed upon receipt of the complete petition by the District Clerk at the District Headquarters in Palatka, Florida during the District’s regular business hours. The District’s regular business hours are 8 a.m. – 5

p.m., excluding weekends and District holidays. Petitions received by the District Clerk after the District’s regular business hours shall be deemed filed as of 8 a.m. on the District’s next regular business day. The District’s acceptance of petitions filed by e-mail is subject to certain conditions set forth in the District’s Statement of Agency Organization and Operation (issued pursuant to Rule 28-101.001, Florida Administrative Code), which is available for viewing at www.sjrwmd.com. These conditions include, but are not limited to, the petition being in the form of a PDF or TIFF file and being capable of being stored and printed by the District. Further, pursuant to the District’s Statement of Agency Organization and Operation, attempting to file a petition by facsimile (fax) is prohibited and shall not constitute filing. The right to an administrative hearing and the relevant procedures to be followed are governed by Chapter 120, Florida Statutes, Chapter 28-106, Florida Administrative Code, and Rule 40C-1.1007, Florida Administrative Code. Because the administrative hearing process is designed to formulate final agency action, the filing of a petition means the District’s final action may be different from the position taken by it in this notice. Failure to file a petition for an administrative hearing within the requisite time frame shall constitute a waiver of the right to an administrative hearing. (Rule 28-106.111, F.A.C.). If you wish to do so, please visit http://www.sjrwmd.com/nor_dec/ to read the complete Notice of Rights to determine any legal rights you may have concerning the District’s decision(s) on the permit application(s) described above. You can also request the Notice of Rights by contacting the Director of Business and Administrative Services, 4049 Reid St., Palatka, FL 32177-2529, tele. no. (386)329-4570. Mar. 27 00 (20-02261D)
