The Jacksonville-based credit union will move employees into the building by June.

VyStar Credit Union expects to install signs on its 100 W. Bay St. building Downtown during March and start moving employees into the seven-story structure. The city approved two sign permits Jan. 16 for “VyStar 100 West Bay” at a project cost of $39,000 each. The second-floor signs will face Laura Street and Bay Street. Brown Enterprises is the contractor. Chief Marketing Officer Judy Walz said the Jacksonville-based financial services institution will start moving employees into 100 W. Bay St. at the end of the first quarter and complete the move by the end of the second quarter in June. VyStar Credit Union bought the former Life of the South Building in

February for $5 million. It gutted and renovated it. VyStar bought the adjacent SunTrust Tower at 76 S. Laura St. and a parking garage in July 2018 for $59 million. It renamed the structure VyStar Tower and remodeled it. It put signs on top of the 23-story high-rise in July. VyStar intends to buy a city-owned lot Downtown to build another garage. VyStar is relocating its headquarters to the campus from 4949 Blanding Blvd. in West Jacksonville. It expects about 1,000 credit union employees will work Downtown. Baptist Health announced plans Jan. 23 to build a $200 million, 300,000-square-foot hospital at its Baptist Clay Medical Campus in Fleming Island. Groundbreaking for the 100bed hospital will be in spring 2020, with an anticipated opening date in early 2022. Baptist’s Clay campus is at 1771 Baptist Clay Drive. Baptist Health said the hospital targets the needs of the “rapidly expanding” Clay County area. The hospital will provide women’s services and enhanced cardiology services, in addition to the services provided at the Baptist Clay Campus. That includes an adult and Wolfson Children’s Hospital emergency department, ambulatory surgery center, specialty services and imaging. The project will include private patient rooms, a Starbucks Coffee shop, an outdoor dining area and a community room that holds 125 people. An outdoor jogging path will be added to connect to Black Creek Trail. Baptist Health said the hospital will create 700 jobs in Clay County. Darin Roark, Baptist Health vice president of ambulatory campuses and emergency services, will serve as the hospital president. “Clay County residents tell us they need more hospital-based health care services close to where SEE HOSPITAL, PAGE 2

Coxwell selected for Hart Bridge ramp demolition A $25.45 million bid to demolish part of the elevated Hart Bridge Expressway and construct new ramp connections is headed to Mayor Lenny Curry’s desk for final approval. The city’s General Government Awards Committee voted Jan. 23 to recommend awarding the demolition contract to Jacksonville-based J.B. Coxwell Contracting Inc. The company’s bid beat Roanoke, Texas-based Johnson Bros. Corp. A Southland Co that bid $31,313,699.79 and Jacksonville-based Superior Construction Co. Southeast LLC at $32,125,687. Demolition is expected to be completed by the end of 2021.

Jacksonville ends the year at record low unemployment Northeast Florida added 22,400 jobs in 2019 for a 3.1% growth rate. BY MARK BASCH CONTRIBUTING WRITER

Jacksonville’s unemployment rate held steady at a record low level in December, the Florida Department of Economic Opportunity reported Friday. The jobless rate in the Jacksonville metropolitan area (Duval, Baker, Clay, Nassau and St. Johns counties) was 2.6% in December, the same as it was in November. That’s the lowest unemployment rate for the area since at least 1990, which is the earliest year of comparable records compiled by the Department of Economic Opportunity. Florida’s unemployment rate fell by 0.1 percentage point Loh to a seasonally adjusted 3% last month, the lowest statewide rate since comparable data was compiled beginning in 1976. The state agency does not provide seasonally adjusted data for the Jacksonville area and December is a month when seasonal factors have a large impact on the labor market, because of holiday and year-end trends. The University of North Florida’s Local Economic Indicators Project reported when the data is seasonally adjusted, Jacksonville’s unemployment rate rose from 2.61% in November to 2.87% last month. However, UNF economist Albert Loh

said the indicators have been positive with unemployment continuing at low levels throughout 2019. “In addition, we observed a notable increase in the average weekly hours in December and a continuing upward trend in average weekly earnings since summer,” Loh said. “All accounted for, we saw a clear indication of solidification of the labor market at the level of full employment,” he said. Duval County’s unemployment rate fell by 0.1 point in December to 2.7% without seasonal adjustment, the Department of Economic Opportunity said. Loh said Duval County’s seasonally adjusted jobless rate fell sharply from 3.05% in November to 2.64% last month. “Often, December is the month when Christmas layoffs hit but new jobs in the wholesale, retail, leisure and hospitality, transportation and utility sectors were available to offset the typical trend,” he said. Jacksonville area nonfarm businesses added 3,800 jobs to their payrolls in December alone and 22,400 jobs from December 2018 through December 2019, a 3.1% growth rate for the year. The strongest growth for the full year came in the professional, scientific and technical services sector, which added 6,500 jobs, a 14.2% growth rate for the year. Most industry sectors added jobs but a handful reported losses. The biggest decline came in the transportation, warehousing and utilities sector which dropped by 500, or 1.3%. He has been the administrator at the Baptist Clay Medical Campus since 2013. Baptist opened its $39 million medical campus in Clay County in 2013. It added a free-standing ER the same year.
