Fidelity National Information Services Inc. is asking the Downtown Development Review Board to approve the conceptual design for its proposed $145 million world headquarters in Brooklyn. Project architect Gensler submitted updated renderings and site information for the board to review at its Jan. 9 meeting. Documents prepared by the DDRB show that FIS intends to build a 205-foot-tall, 12-story office tower at 323 Riverside Ave. In addition to 1,603 parking spaces, plans call for 3,600 square feet of mixed-use office space in the development’s eight-story parking structure along Riverside Avenue.

DDRB staff recommends the board approve the conceptual design. The development is on 5.71 acres. A majority of the headquarters will be built on a 4½-acre parking lot currently owned and used by insurer Florida Blue. Hines, a privately owned global real estate firm based in Houston, is the project’s development manager. The DDRB will meet at 2 p.m. in the Lynwood Roberts Room at City Hall, 117 W. Ash Properties developing plans for Downtown

Apartments, retail and restaurants among possibilities for block it owns at Hogan, Adams, Julia and Forsyth streets. Ash Properties is putting together plans for the Hogan and Exchange buildings it owns Downtown on one of the two city blocks it purchased since mid-2018. Randall Whitfield, chief operating officer of the commercial real estate developer, said Jan. 3 that Jacksonvillebased Ash Properties is looking at the viability of Whitfield apartments, restaurants and retail uses for the structures on the block of Hogan, Adams, Julia and Forsyth streets. “We are looking at all those options,” Whitfield said. That includes the renovation or demolition of the Hogan Building at 170 N. Hogan St., which Ash Properties bought Dec. 20, and the Exchange Building at 218 W. Adams St., which it purchased in August 2018.

JEA board meeting about Zahn postponed BY MIKE MENDENHALL STAFF WRITER

The JEA board of directors postponed its Jan. 7 special meeting to allow city attorneys more time to determine if grounds exist to terminate former utility CEO Aaron Zahn with cause. JEA Media Manager Gina Kyle confirmed in an email Jan. 6 the meeting has been postponed until further notice. In an email sent Jan. 3 to JEA board Chair April Green, Deputy General Counsel Sean Granat said that after conducting “numerous interviews” and reviewing “thousands of documents,” city lawyers need more time to determine if the board can terminate Zahn with cause.

“That is under advisement. We are looking at it both ways,” Whitfield said. Ash Properties would consider the state of the buildings and whether they can be saved and remodeled or if they need to be removed. Ash Properties paid $900,000 for the Hogan Building, a vacant two-story, 18,405-square-foot structure that was built in 1921 and since remodeled. The exterior brick was covered with stucco. Ash Properties bought the Exchange Building for $825,000. The seven-story, almost 35,000-square-foot vacant building was developed in 1930. Whitfield plans to meet with Downtown Investment Authority CEO Lori Boyer about the plans. The Downtown Development Review Board would need to approve redevelopment designs. “We don’t want to jump in without doing investigation and coordination with the city,” Whitfield said. DIA could provide financial incentives to qualified projects. “We certainly are going to look at them to see what is available to us and what we qualify for,” Whitfield said.

est Street side will have public seating, according to the DDRB summary, and other undetermined features. Gensler representatives call the space the “Garden Walk.” The design also shows St. Johns River views and access corridors on Forest and Dora streets. Developers allowed for a 137-foot corridor on the Forest Street side of the project and a 46½-foot river access point on Dora Street. Before FIS representatives return for final review, DDRB staff asked FIS and Gensler to provide a detailed landscaping plan as well as proposed dimensions for the building overhangs to ensure it meets the 40% pedestrian shading requirement in the city’s Downtown Design Zoning Overlay code. Gensler and FIS also will have to show where public art will be placed in the urban open space. DDRB wants to see details for a proposed green wall on the parking garage.

“There are several critical interviews that still need to be conducted and additional documents that need to be reviewed in order to complete a fair, adequate and thorough investigation,” Granat wrote. “An additional two weeks should provide sufficient time.” The board voted 5-1 Dec. 17 to terminate Zahn without cause and placed him on paid administrative leave until an agreement can be reached on his final severance package. Whitfield said Ash Properties has no specific plans for the Hogan Building, at southwest Hogan and Adams streets. The adjacent Hogan and Exchange buildings share the block with a sevenstory, 700-space parking garage with ground-floor retail space at 111 Julia St. Ash Properties acquired that garage when it bought the 18-story BB&T Tower at 200 W. Forsyth St. for almost $24.5 million in July 2018. Ash Properties owns the BB&T block at Hogan, Forsyth, Julia and Bay streets. Whitfield declined to provide the occupancy rate of the tower. The retail spaces on the ground floor of the parking garage were in a state of disrepair, he said. “We are in the process of renovating those. We have leased out a couple as we get them improved,” he said. He said Ash Properties is encouraged about Downtown and by Boyer’s leadership. “We think Downtown is going to come around well, but it’s not there yet. FIS Chairman, President and CEO Gary Norcross and Gov Ron DeSantis announced the project Nov. 1. It will add the 300,000-square-foot headquarters Downtown and create 500 jobs. FIS has been in Jacksonville for more than 15 years. Because of its $43 billion July 31 acquisition of Worldpay Inc., it needs more space. FIS provides technology for financial institutions and Cincinnati-based Worldpay provides financial services. The combined company will have more than $12 billion in annual revenue and 55,000 employees worldwide in 40 countries. It has clients in 110 countries. As part of a $29.9 million incentives deal with the city and state, Fortune 500 company FIS will retain its 1,216 Jacksonville employees.
