Commission Rejects Townhouses

The Athens- Clarke County Commission voted down a proposal by local design firm W&A Engineering for 69 townhomes on Gaines School Road, citing traffic and affordability concerns.
The townhomes would have sold between $300,000–$400,000, a fairly modest price in Athens. In addition, the project would have included nearly 10,000 square feet of commercial space and 10 one-bedroom accessory dwelling units. Nevertheless, Commissioner Tiffany Taylor sharply criticized the proposal, saying that it would cause the displacement of nearby residents.
“A lot of us [commissioners] don’t get the phone calls from residents who are being displaced because of the developments that we approve,” Taylor said. “We are contributing to the homeless population in Athens- Clarke County because we continue to approve developments that are expensive that our residents cannot afford.”
Taylor believes that the construction of new homes can boost the values of neighboring properties, causing an increase in rents and the potential displacement of existing residents. However, most economists believe that an increase in the supply of housing tends to lower its cost, meaning that new construction could actually reduce displacement and homelessness.
Taylor has raised similar objections to almost every new housing development that has been brought forward in the last few months. This time around, she was joined by Commissioner Patrick Davenport, whose district is directly across Gaines School Road from the proposed townhomes. Davenport was incensed by the proposal, saying repeatedly that it could “destroy” the surrounding neighborhoods.
“When people move to the Eastside, they like the quiet. They like to see the stars at night,” Davenport said. “I would hate for this commission to deny the folks who have been here for generations [that peace and quiet]… As long as I’m sitting here [on the commission], I’m not going to allow the destruction of the Eastside.”
Two residents from the nearby Cedar Creek neighborhood did speak up to oppose the project at the meeting, although their comments were muted compared to the vociferous objections coming from Taylor and Davenport.
Most commissioners deferred to Taylor, since she represents the area where the development was proposed, but Commissioner Allison Wright spoke up to recommend approval, citing various stormwater and sidewalk enhancements for the area that would be paid for by the developer. Commissioner Melissa Link seconded Wright’s motion for approval.
“There is a lot of public benefit to this project. We’ve got some stormwater and sewer upgrades that neighboring property owners will be able to tie into. The sidewalk improvement is tremendous,” Link said.
W&A Engineering had a traffic study performed on Gaines School Road but determined that the extra traffic that
would be generated by the development did not warrant a stoplight or other traffic changes.
The commission rejected both the future land use change and the rezoning request that would have allowed for the townhome development in a 3-7 vote, with Wright, Link and Commissioner Carol Myers voting in favor.
While Commissioner John Culpepper voted with the majority in opposition to the rezoning request, he questioned Taylor’s logic that reducing the number of homes in the area would allow for more affordable housing. “We’re limiting the amount of units that are going on a piece of property, because we want affordable housing,” Culpepper said. “But in reality what we’re doing is increasing the cost of the houses that are going to be there, because there [would be fewer] units [if they are built according to the current zoning].”
DOWNTOWN PARKING
LOT: The commission approved a special use permit to allow Athens First United Methodist Church to build a 14- space parking lot at 110 W. Hancock Avenue, the current site of the historic Saye building. This was the final component to an agreement reached with the local government to settle the dispute that arose when the church was included in the West Downtown Historic District against its will in 2020.
The commission voted 8-2 to allow the parking lot despite unanimous disapproval from the ACC Planning Commission. Only Link and Taylor voted against the plan.
“There is absolutely no reason to approve this. We’ve given the go-ahead to the demolition. There’s no reason to incentivize that by allowing a special use which is in clear violation of all our policies and all our planning documents,” Link said.
The mediation agreement did not specifically require the approval of a special use permit for this parking lot, but commissioners may have felt they needed to approve it to avoid another lawsuit.
COLLEGE SQUARE: The commission gave its unanimous approval for a preliminary redesign of the College Square pedestrian plaza in downtown Athens as presented by the Athens Downtown Development Authority. The plan includes brick paving, more trees and upgraded seating, lighting and stormwater infrastructure for the area.
“I think the folks working on this project have done a really outstanding job,” said Commissioner Mike Hamby. “I’m looking forward to this project and how it’s going to improve downtown and make College Avenue look better.” [Chris Dowd]
Interim CCSD Superintendent
The Clarke County Board of Education named Jennifer Scott to serve as interim superintendent after Robbie Hooker’s retirement at the end of June.
Scott is currently the deputy superintendent of academics and school support
under Hooker. She previously served in a role promoting and supervising the professional development of elementary school principals. She started her career as a teacher in Colbert, then at Timothy Road Elementary, where she also served as assistant principal before becoming principal at Barnett Shoals Elementary. A news release credited her with raising test scores at Barnett Shoals and, as a central office administrator, making literacy a priority, shifting to a more structured approach, and addressing school climate and culture issues.
“Dr. Scott has been an integral part of the district leadership team, working alongside Dr. Hooker over the past two and a half years to move our district forward,” board president Mumbi Anderson said in the news release. “The board is confident that Dr. Scott is the person to lead the district during this transition period, and we look forward to seeing continued growth from our students and schools under her leadership.”
Scott holds a bachelor’s degree in speech communications, a master’s in early childhood education and a doctorate in education leadership, all from UGA. She is married to native Athenian Larry Scott, and they have two sons. [Blake Aued]
Candidate for Lt. Gov. Visits Athens
Josh McLaurin knows better than anyone that, as a Democrat, he wouldn’t have much power leading the Republicancontrolled Georgia Senate as lieutenant governor. But the state senator from Atlanta believes he can use the position to lead his party out of the wilderness postDonald Trump.
While Trump gets less popular by the day, it’s not as if Democrats are doing much better. McLaurin noted a recent Atlanta Journal- Constitution poll that showed the party with a 35% approval rating. That’s because, in addition to about half the state being Republican, many Democrats don’t believe their leaders are fighting hard enough.
That Trump “tells it how it is,” is part of his appeal, and Democrats should take a page from his playbook, according to McLaurin. “We have to be transparent and authentic, but not be assholes,” he said.
Unlike the House of Representatives, where members of the majority party elect the speaker, the Senate is headed by a separately elected lieutenant governor, which in rare instances can lead to the lieutenant governor being from a different party than the majority of senators. If that were to happen in 2026, it’s likely Republicans would strip McLaurin of most of his power and hand it to the Senate president. But he said he’s built enough relationships across the aisle to make an impact, and he could also use the office as a bully pulpit.
Policies McLaurin said he supports include expanding Medicaid, restoring reproductive rights, “common sense” gun safety laws, reforming education funding and zoning reforms to make housing more affordable. He also spent much of his stump speech criticizing Trump’s tariffs, which he predicted would wreck the economy, and civil rights violations.
“You don’t have to be an immigrant or undocumented to feel this administration is coming for you, your family, your friends,” he said.
The meet-and-greet at Little Kings was attended by Mayor Kelly Girtz, commissioners Patrick Davenport, Melissa Link and Carol Myers, school board member Tim Denson, former congressman John Barrow and state Rep. Spencer Frye (D- Athens), who introduced McLaurin.
“He’s the kind of guy who does things for the right reason,” Frye told the crowd of about 50. “He’ll never write or vote for a piece of legislation that personally benefits him.”
That was a dig at Burt Jones, the current lieutenant governor, who supported a bill deregulating hospital construction so that one could be built on land owned by his father.
Jones is widely believed to be running for governor next year. In other political news, incumbent Gov. Brian Kemp announced last week that he will pass on running against Sen. John Ossoff in 2026. [BA] f

ANNIVERSARIES FOR THE PEACE MOVEMENT

Two rivers of history converged recently: Apr. 30 was the 50th anniversary of the end of the Vietnam War in 1975. May 4 was the 55th anniversary of the day in 1970 when Ohio National Guard troops gunned down four students during an antiwar protest on the campus of Kent State University.
The shooting war in Vietnam and the political war at home were juxtaposed then and now. The two recent remembrances of carnage on the battlefields of Vietnam and on the campus greens of Ohio brought back memories to millions who were young during the war in Vietnam and during the peace movement in America at the time.

In Ohio on May 4, hundreds gathered on the campus of Kent State University to remember the four students killed and nine wounded by the Ohio National Guard during campus protests in 1970, campus killings that inspired Neil Young’s haunting song, “Four Dead in Ohio.” Just 10 days after the Kent State killings, two more students were killed by police gunfire during protests at Jackson State, a historically Black college in Mississippi. Within days of the deaths at Kent and Jackson, thousands of Americans converged on Washington to protest the killings at home and President
Nearly 60,000 Americans died during the long and bloody Vietnam War. Today the Vietnam Veterans Memorial is the most-visited memorial on the National Mall in Washington. Since its dedication in 1982, some 5 million visitors annually come to the somber memorial to pause, reflect and remember friends and loved ones who fell in a war long ago and half a world away. The stark black granite memorial’s chevron shape resembles a private’s stripe on a military uniform. Etched into the granite wall are the names of the American dead.
Entering the memorial is reminiscent of our entry into the Vietnam War—gradually at first, then deeper and deeper into the maelstrom. Finally, at the middle of the memorial, we are engulfed by the waves of war as the names of the American dead—thousands of names—are engraved on granite walls that tower high above our heads, reflecting the shadowy figures of the living who touch the names of the dead.
Near the wall stands the Three Servicemen statue, dedicated on Veterans Day in 1984. Depicting three war-weary soldiers in a lifelike tableau, the statue is a tribute to American military men during a faraway conflict. Close by is the Vietnam Women’s Memorial, dedicated in 1993, depicting three women caring for a fallen soldier. It honors American women who served and the eight who died during the war. The Vietnam Veterans Memorial is a poignant place any time, particularly on the anniversary of
Richard Nixon’s expansion of the war in Asia. Today, 55 years later, sad remembrances of the killings continue every year on the campuses of the two universities that were joined by tragedy in 1970.
Another significant anniversary of the Vietnam era received only scant coverage recently, but Apr. 17, 1965—60 years ago— was the date when some 20,000 Americans marched through the streets of Washington to call for a halt to this nation’s burgeoning war in Vietnam. In the next few years protests against the war would swell in number as peace rallies with tens of thousands of participants took place in Washington, New York, San Francisco, Los Angeles and other cities across the nation. Campus protests continued, including large peace rallies at the University of Georgia here in Athens after the Kent State killings. The antiwar movement also made inroads into high schools and small towns of America. A nation that had supported the Vietnam War became disillusioned by the conflict as the body count climbed, and trust in war hawk presidents like Lyndon Johnson and Richard Nixon plummeted.
I attended many protests against the Vietnam War, first in 1968 when a ragtag group of a few hundred citizens marched from Atlanta’s 8th Street to a rally in Piedmont Park. Dissent would grow larger and louder but the war would drag on for seven more years. The Vietnam War ended 50 years ago, but its scars remain on America’s body politic today. f

While perusing spring plant sales, it can be hard to pause and do a quick internet check on whether a new favorite is invasive or not. And, if you do, the sources you check could be confusing. Not all plants categorized as invasives act invasive everywhere.
Good news: Most of the varieties sold these days are monitored for invasiveness. Growers and garden centers don’t want you to hate their plants. That said, there’s still some baddies you can easily avoid.
Privet is nearly indestructible and comes in a wide array of varieties. Because it keeps its leaves during the winter, it can be used as a privacy screen. That said, it is a pest of a plant and wildly invasive. The Georgia Invasive Species Council ranks Chinese privet, Japanese privet and glossy privet all as major concerns. There are many different varieties, and while some are sold with the name of “privet” prominent on the label, I’ve also seen different varieties sold under the latin genus name of “ligustrum.” Don’t be fooled—it’s still privet. You can find sterile privets, if you’re really hooked, but there are many more interesting choices.
Mahonias generally grow as medium to large bushes. They have holly-like leaves that remain green yearlong and are popular in shade gardens. Various garden experts say the newer varieties of mahonia aren’t invasive like the leatherleaf mahonia (Mahonia Bealei). The leatherleaf is considered invasive by several invasive plant councils from Maryland to Alabama. Both a vigorous growing habit and bird distribution has helped the leatherleaf spread. While the options I see on sale are touted as well behaved, they still produce berries. If you’re looking for shade-loving bushes, I love my native Hearts- A-Bursting bush (or Strawberry Bush) and the Beautyberry.

If you’re looking for year-round leaves and something more acceptable to your HOA neighbors, I’d suggest planting camellias. Though not native, camellias are a wellestablished and much cherished member of the Old Southern Yard. They can be used to create some privacy and can take quite a beating. That said, they won’t invade the rest of your garden bed and, if necessary, you can kill them by cutting them all the way back to the roots without employing harsh chemicals. Native American hollies could also fit the bill.

Don’t reach for invasive wisteria! There are American varieties available, even at the big box stores. You’ll want to be careful and check the Latin on the name tags. Wisteria frutescens is what you want. Avoid Wisteria sinensis or Wisteria floribunda. While any wisteria left unchecked could take over a garden, the native version isn’t as all- consuming. All those lovely purple blooms covering the loblolly pines and competing with kudzu for domination of the wilder parts of the highway at the beginning of spring? That’s invasive wisteria. The invasive stuff blooms before it puts out leaves, while the American version blooms after it puts out leaves. American wisteria can also bloom twice in a year if weather and soil conditions allow—just another reason to plant the native over the imported version.
Nandina or Heavenly bamboo keep their leaves year-round, come in a variety of attractive colors, and pollinators love the flowers. I have a bush on the side of my house that’s endured dump trucks hitting it, Georgia Power trucks rolling over it and me cutting it back once a year. The thing just keeps right on growing into the gravel driveway. This is part of what makes it so invasive; it’s nearly impossible to kill. The bush also produces berries that contain cyanide capable of killing birds or pets, if enough are eaten at once. Sterile nandina varieties are available, but it’s boring—nearly every parking lot in America has a tuft of nandina planted in its landscape islands.
I’m going out on a limb and predict that African iris will be an invasive species in Georgia in the future. It’s beautiful, so gardeners will buy it. It tolerates a wide variety of soils and light conditions. It likes the heat and is used in mass border plantings. African iris can reproduce through seeds and underground rhizomes (as can every other plant on this list). It’s already being tagged as invasive for Southern California, though that doesn’t seem to be raising red warning flags elsewhere. I could be missing out, but I’ll stick to the non-native, mannerly bearded irises. f
