14 WOMENPRENEUR MIDDLE EAST According to a report from 2025, women entrepreneurs in Bahrain are transforming the country’s economic identity with unprecedented optimism, innovation, and ambition. The GEM Bahrain Women’s Entrepreneurship Report 2024/2025 reveals a powerful shift: Bahraini women are not

only entering entrepreneurship in greater numbers—they are outperforming men in several foundational entrepreneurial indicators, reshaping the business landscape, and driving sustainable economic development.

This article explores the national environment enabling this rise, the motivations powering Bahraini women’s ventures, and the unique ways women are challenging global gender norms in enterprise. A Strong National Foundation for Women in Business The report underscores that Bahrain’s legal, policy, and institutional frameworks play a pivotal role in the rise of women’s entrepreneurship. The Kingdom established the Supreme Council for Women (SCW) in 2001 as the national body ensuring women’s participation in economic life without discrimination. It champions entrepreneurship through training, mentorship, funding

pathways, and national strategies that elevate women as economic actors. The government’s National Plans for the Advancement of Bahraini Women—including the 2025–2026 Plan—prioritize women’s participation in emerging sectors such as AI, digital transformation, fintech, renewable energy, and digital content. These sectors are explicitly identified as strategic growth areas for the Kingdom. Beyond policy, Bahrain has reformed business regulations to ease enterprise formation. Its online commercial registration portal, Sijilat, introduced in 2020, contributed to doubling women’s enterprise registrations between 2018 and 2021—from 21% to 43% of all newly registered female-owned LLCs.

Another major contributor is Tamkeen, the national labor fund. Since its launch, Tamkeen has provided over BD 380 million in funding to women entrepreneurs, enabling them to innovate, expand, and participate more actively in the private sector. International partners such as UNIDO add further depth through programs like the Enterprise Development & Investment Promotion (EDIP) program, which provides business planning, mentoring, and enterprise upgrading tailored for women. Together, these systems form a holistic support ecosystem: training, legal protections, financing, digital tools, and institutional support uniquely positioned to elevate women’s enterprise. Why Bahraini Women Are Starting Businesses—And Why This Matters The report highlights that women in Bahrain show high optimism and strong intentions to engage in entrepreneurship. Notably, women report higher access to entrepreneurial role models, with 55.5% knowing someone

who recently started a business, compared to 49.9% of men. This contradicts global trends, where women are typically 10% less likely to know another entrepreneur. Women Are Driving Bahrain’s New Business Growth Women outperform men in Bahrain across all early-stage entrepreneurial activity (TEA) metrics:

Early-stage women entrepreneurs (TEA) are more innovative than established women entrepreneurs.

Job Creation: Women Are Employers, Not Solopreneurs Contrary to the global statistic that 36.3% of women entrepreneurs operate solo, only 3.8% of Bahraini women’s early-stage ventures are solopreneurships.
