The rental market is moving toward greater balance as supply gradually improves and growth moderates. Meanwhile, the government’s Renters’ Rights Act represents a major step in reshaping the sector. IMPROVING STOCK LEVELS
A MAJOR SHIFT IN THE RENTAL LANDSCAPE
The average rent in October was £1,345, up 0.1% from the previous month and 1.4% year on year¹. Stock levels are showing gradual improvement, with the number of available homes up 9% year-on-year. However, overall rental supply remains constrained, still 23% below pre-pandemic levels². As we transition into the winter months, rental activity generally moderates from its summer highs. Reflecting this, void periods lengthened in October, rising from an average of 16 days in September to 21 days³.
The government has enacted the Renters’ Rights Act, described as the most extensive reform to renting in a generation. The legislation abolishes Section 21 ‘no-fault’ evictions and introduces a rolling periodic tenancy structure to create greater stability for tenants. With private renting now covering around 19% of English households4, double the share in the early 2000s, the Act is aiming to promote a longer-term rental model with higher professional standards. A new Private Rented Sector Ombudsman and national landlord database aim to improve transparency and accountability. Additional measures, include a ban on bidding wars (no offers above asking rent) and a requirement for market evidence for rent increases.
In the prime market, average rents have reached £4,516pcm up 8.4% year-on-year. The prime rental market is dominated by higher rent levels in London: elsewhere across the regions prime monthly rents are between £1,810 and £3,626.
