INAUGURATES THE FIM EUROPE CONGRESS 2026 WEEKEND IN

The 30th FIM Europe Congress officially opened on 2nd July in Warsaw, Poland, marking the beginning of three days of institutional meetings, strategic discussions and key decisions that will shape the future of the Federation.

This landmark edition celebrates the 30th FIM Europe Congress and brings the European motorcycling community back to Poland for the third time, following the editions held in Kraków in 2000 and 2014. For the first time, the Polish capital is hosting FIM Europe’s most important annual institutional event.

Organised by the PZM – Polish Automobile & Motorcycle Federation, the Congress brings together delegates from National Federations across Europe for an elective edition that will culminate on Saturday with the election of the FIM Europe President, Board of Directors and Auditors for the 2026–2030 mandate. On Sunday, the newly elected Board of Directors will hold its first meeting, appointing the members and Chairmen of the Sporting and Beyond Sporting Commissions for the new mandate.

The opening day traditionally provides an opportunity for the Sporting Council and Beyond Sporting Council to review the work carried out during the first half of the season, coordinate the activities of the Commissions and define priorities for the remainder of the year ahead of Friday’s Commission meetings.

Chaired by Manuel Marinheiro, the Sporting Council reviewed the progress of the 2026 European Championships across all disciplines, discussing sporting development, regulations, safety and the continued growth of FIM Europe competitions. The meeting also provided an opportunity for the Chairmen of the Sporting Commissions to exchange views and align priorities for the second half of the season.

At the same time, the Beyond Sporting Council, chaired by Roy N. Wetterstad, reviewed the ongoing activities of the Public Affairs, Touring and Leisure, and Environment Commissions. Discussions focused on current advocacy initiatives, environmental sustainability, motorcycle tourism and the strategic role of FIM Europe in representing and promoting the interests of motorcyclists beyond sporting activities.

One of the flagship events of this year’s programme will be Friday’s FIM Europe Policy Conference, dedicated to the role of policy and public affairs in defending the interests of motorcycling across Europe. Bringing together representatives of FIM Europe, the Federation of European Motorcyclists’ Associations (FEMA), National Federations and European institutions, the conference will explore how stronger cooperation can reinforce advocacy at both European and international level.

Following the opening season on 2nd July, attention now turns to Friday’s programme, featuring meetings of the Board of Directors, the FIM Europe Commissions and the FIM Europe Policy Conference. The Congress will then reach its most significant institutional moment on Saturday with the General Assembly and the election of the President, the Board of Directors and the Auditors for the 2026–2030 mandate.

The Congress will conclude on Sunday 5th July with the first meeting of the newly elected Board of Directors, which will appoint the members and Chairmen of the Sporting and Beyond Sporting Commissions for the new mandate.

OF THE 30TH FIM EUROPE CONGRESS MARKED A DECISIVE STEP TOWARDS WITH THE ELECTION OF THE FEDERATION’S LEADERSHIP FOR THE

The day opened with the final meeting of the current Board of Directors, chaired by FIM Europe President Michał Sikora and attended by FIM President Jorge Viegas. The Board reviewed the final reports to be submitted to the General Assembly and completed the preparations for the Congress’ most important institutional moment, when the National Federations will elect the new FIM Europe President, Board of Directors and Auditors for the 2026–2030 mandate.

Throughout the day, the Sporting and Beyond Sporting Commissions met to review the progress of the 2026 season, assess ongoing projects and discuss proposals that will contribute to the future development of motorcycle sport and motorcycling activities across Europe.

The Commission acknowledged the excellent collaboration between promoters and organisers, whose continued commitment is contributing to raising the quality and profile of the Circuit Racing events. Discussions also focused on the development of the 2027 sporting regulations and provisional calendar. Particular attention was given to the upcoming FIM Intercontinental Games, scheduled to take place in Goiânia this December, where Team FIM Europe will defend the title won at the previous edition.

The Commission reviewed the progress of the current season and addressed the main topics of the midseason agenda. A dedicated session was held with the Chairmen of SVEMO and SML, providing an opportunity to exchange views on the current situation and future development of Drag Racing in Scandinavia.

The Commission discussed several important regulatory updates aimed at further aligning the European regulations with the FIM Sporting Code. Other key topics included the redistribution of the EMX65 and EMX85 Championship qualifying zones, the proposal for a new youth Sidecar Championship designed to create a clearer pathway towards the FIM World Championship, and the excellent organisational standards achieved during this season's Junior Championship events. The Commission also welcomed the return of the European Motocross of Nations, scheduled for 2027.

The Commission reviewed the first half of the 2026 season, highlighting the positive growth of the Championship while identifying key areas requiring continued attention, particularly rider and official safety. Discussions also focused on the overall development of European Supermoto and on possible regulatory updates to be evaluated ahead of the 2027 season.

The Commission reviewed the progress of the 2026 season across SuperEnduro, MiniEnduro, Enduro, Baja and TT Rally. Productive discussions were also held with TT Rally Promoter Stamatis Meletis, who joined via video conference, and with the new Enduro promoter, who presented his vision and proposals for the future development of the Championship.

Preparations for the 2027 season continued with the drafting of the provisional calendar, which will be finalised during the autumn meeting. The Commission also recognised the significant improvements achieved by event organisers compared to previous seasons. Particular attention was devoted to track safety standards, with closer cooperation planned between the Track Racing Commission and the FIM CCP through a joint autumn meeting. Discussions also covered the long-term development of Grass Track, including the qualification system and the future of the Sidecar discipline.

The Commission approved the proposal to introduce a new class for riders aged between six and twelve years, with further development planned during the autumn meeting. Work also began on the framework of the 2027 sporting calendar.

The Commission finalised important regulatory updates and approved the organisational standards for the upcoming competitions. Key decisions focused on the harmonisation of international regulations, including the standardisation of extra-time duration in senior competitions, alongside the continued development of referee education programmes across Europe. New protocols were also introduced regarding event infrastructure, team accommodation and media services, ensuring consistently high organisational standards for future European Championships.

The Commission examined the rapid generational transition currently affecting classic motorcycle activities, involving both riders and machines. Discussions focused on identifying new approaches capable of attracting a broader participation while preserving the heritage of the discipline. A joint meeting with the Touring Commission also explored opportunities for closer cooperation in supporting and promoting classic motorcycle touring throughout Europe.

The Commission reviewed the latest policy and legislative developments affecting motorcycling across Europe, with particular attention given to road safety, the PTW market and current European initiatives. Members also exchanged national best practices and discussed the Commission’s priorities for the coming months, reaffirming their commitment to strengthening the representation of motorcycling and enhancing cooperation with European institutions and partner organisations.

The Commission reviewed ongoing road safety initiatives, the continued development of the Touring Assistants training programme and the successful organisation of the 2026 Lapland Experience. Future projects aimed at promoting motorcycle touring across Europe were also presented, including a Classic Motorcycles Tour to be developed in cooperation with the Vintage Commission. Members further agreed to strengthen the promotion and visibility of Touring activities through enhanced communication and marketing initiatives.

The Commission continued its work to strengthen the role of sustainability within European motorcycling, with particular attention given to engaging younger generations through education, innovation and digital reporting tools. Members also celebrated the success of the first fully digital Sustainability Webinar, organised on 3 June, highlighting the Commission’s commitment to reducing environmental impact while promoting awareness and best practices. Education remains a cornerstone of the Commission’s strategy to ensure that motorcycle sport continues to develop in a sustainable way.

A key highlight of the day was the FIM Europe Policy Conference, dedicated to the role of policy and public affairs in protecting and promoting the interests of motorcycling across Europe. Opened by Roy N. Wetterstad, 2nd Deputy President of FIM Europe and Chairman of the Beyond Sporting Council, the conference welcomed addresses from FIM Europe President Michał Sikora and FIM President Jorge Viegas, reaffirming the importance of cooperation between institutions in addressing the challenges facing the motorcycling community.

The conference continued with contributions from Olea Anett Kvalsvik, President of the Federation of European Motorcyclists’ Associations (FEMA), and Professor Bogusław Liberadzki, former Vice-President of the European Parliament and former Minister of Transport of the Republic of Poland. Drawing on his extensive political experience and personal passion for motorcycling, Professor Liberadzki encouraged motorcycle organisations to strengthen dialogue with political institutions, emphasising that current challenges should not be regarded as obstacles but as opportunities to work together in developing practical solutions that improve conditions and services for motorcyclists across Europe.

A panel discussion moderated by Dimitris Margaritis, Chairman of the FIM Europe Public Affairs Commission, brought together Wim Taal, Secretary General of FEMA, and Chris Hodder, FIM Public Affairs Manager, to explore the importance of coordinated advocacy and stronger cooperation between motorcycle organisations at European level.

The conference concluded with a second discussion, “FMNs Exchange: Different Sizes, Common Challenges”, moderated by Damiano Zamana, FIM Deputy CEO & Operations Director. Manuel Marinheiro, FIM Europe 1st Deputy President, and Francesca Marozza, Head of Institutional Relations & Road Safety Commission of the Italian Motorcycling Federation (FMI), shared experiences on how National Federations can address common challenges despite their different organisational structures. Closing remarks were delivered by Jesper Christensen, FIM Mobility Commission Director, who highlighted the importance of maintaining an open dialogue between federations and European institutions.

With two intensive days of meetings now concluded, attention turns to Saturday’s General Assembly, the most significant institutional moment of the Congress. National Federations will elect the FIM Europe President, Board of Directors and Auditors for the 2026–2030 mandate, opening a new chapter.

The 30th FIM Europe Congress reached its most significant institutional moment on 4th July in Warsaw, Poland, as the General Assembly unanimously re-elected Michał Sikora as President of FIM Europe, opening a new four-year mandate (2026–2030).

Delegates representing 36 National Federations gathered for the Federation’s highest decision-making body, electing the President, the new Board of Directors and the Internal Auditors, while also reviewing the activities and achievements of the outgoing mandate and setting the direction for the next four years.

The day began with the final meeting of the Board of Directors for the 2022–2026 mandate, held in preparation for the afternoon’s General Assembly.

The Assembly opened with welcoming addresses by FIM Europe Honorary Vice-President Andrzej Witkowski, followed by FIM President Jorge Viegas, who thanked the European National Federations for their continued commitment and encouraged them to pursue new initiatives and ambitious objectives for the future of motorcycling.

Delegates also paid tribute to two respected figures of the international motorcycling community, Jean-Pierre Moreau and John Chatterton-Ross, whose recent passing represents a significant loss for the FIM Europe and FIM families.

The General Assembly approved the minutes of the Extraordinary General Assembly held in Lausanne in 2025 before FIM Europe President Michał Sikora presented his annual report, reviewing the Federation’s activities over the past year. His presentation highlighted the Sporting and Beyond Sporting Commission Meetings held in Rome in November 2025, the Extraordinary General Assembly organised alongside the FIM General Assembly in Lausanne, and the main events that will conclude the 2026 season. At the end of his report, Sikora thanked the National Federations, the Sporting and Beyond Sporting Commissions, the Board of Directors and the FIM Europe Office for their dedication and daily commitment to the Federation’s activities.

FIM Europe Treasurer Juhani Halme then presented the 2025 Financial Report, highlighting the Federation’s positive closing balance and sound financial management despite increasing operating and travel costs. The report underlined the effectiveness of prudent cost control, the stability of the Federation’s main revenue streams and the important contribution of the FIM administrative grant in maintaining financial sustainability.

In what was his final report after completing his mandate, Internal Auditor Laurent Delbroek praised the excellent cooperation established with the Board of Directors throughout the past four years and recognised the Federation’s high standards of governance and financial transparency.

Following the two presentations, the General Assembly unanimously approved the 2025 Financial Statements.

The Assembly then turned its attention to the Federation’s sporting activities. Presenting the report of the Sporting Council, Manuel Marinheiro, Chairman of the Sporting Council, thanked the Chairmen and members of the nine Sporting Commissions for their dedicated voluntary work throughout the season. His presentation highlighted another year of continued growth across all disciplines, characterised by intense sporting activity, strong cooperation and ongoing innovation.

Among the key developments presented were the continued expansion of FIM Europe Championships and Cups, the successful implementation of the Sportity platform for sporting information and results, and preparations for the next Commission Meetings, scheduled to take place in Divonne-les-Bains, France, in November. Marinheiro also officially presented Team FIM Europe’s participation in the second edition of the FIM Intercontinental Games, to be held in Goiânia, Brazil, from 10 to 13 December. Following Team FIM Europe’s victory at the inaugural edition, Team FIM Europe will defend its title in an expanded programme that will feature Motocross alongside the Circuit Racing programme. Looking ahead to the new mandate, he emphasised the importance of combining continuity with renewal, ensuring stability while bringing fresh energy and new perspectives to support the future development of motorcycle sport in Europe.

Presenting the report of the Beyond Sporting Council, Roy N. Wetterstad outlined the activities carried out by the Public Affairs, Sustainability and Touring Commissions. Particular attention was given to the renewed joint Position Papers developed together with FEMA and the UK’s National Motorcyclists Council, reaffirming FIM Europe’s commitment to representing the interests of motorcyclists at European level. The presentation also highlighted sustainability initiatives such as Earth Day and Sustainability Week, together with the continued development of environmental compliance tools. Reporting on the Touring Commission, Wetterstad underlined the success of initiatives including the Moto Tour Assistant Training Course and the FIM Europe Club Lapland Experience, recognising their importance in promoting networking, dialogue and cooperation among National Federations. He concluded by thanking all Commission Chairmen for their dedication and valuable contribution throughout the year, reaffirming the growing strategic importance of Beyond Sporting activities within FIM Europe.

The presentation underlined the increasing strategic role of Beyond Sporting activities in supporting FIM Europe’s long-term vision.

The General Assembly also celebrated several important anniversaries of member Federations, recognising their longstanding contribution to the development of motorcycling in Europe:

The central moment of the Assembly came with the presidential election, where the FMNs unanimously re-elected Michał Sikora as FIM Europe President for the 2026–2030 mandate.

The General Assembly then elected the new Board of Directors for the 2026–2030 mandate. Thirteen candidates contested the eight available positions. The elected members are:

Before concluding, delegates approved amendments to the FIM Europe Statutes and officially confirmed the hosts of the next two FIM Europe Congresses. The 2027 edition will take place in Lahti, Finland, organised by SML, while the 2028 Congress will be hosted by the ACU in Edinburgh, United Kingdom.

30TH FIM EUROPE CONGRESS CONCLUDES WITH FIRST MEETING OF THE NEW BOARD OF DIRECTORS, LAUNCHING THE 2026–2030 MANDATE

The 30th FIM Europe Congress officially concluded on 5th July in Warsaw, Poland, as the newly elected Board of Directors held its first meeting following Saturday’s General Assembly, formally launching FIM Europe’s new 2026–2030 mandate.

Beginning his second mandate as FIM Europe President, Michał Sikora opened the first meeting of the newly elected Board of Directors, welcoming the new members and outlining a four-year vision based on continuity, cooperation and the further development of motorcycle sport and motorcycling activities across Europe.

The Board then appointed Manuel Marinheiro as 1st Deputy President and Chairman of the Sporting Council, Roy N. Wetterstad as 2nd Deputy President and Chairman of the Beyond Sporting Council, and Erkki Heikkinen as Treasurer.

The meeting continued with the appointment of the members, Chairmen and Vice-Chairmen of the Sporting and Beyond Sporting Commissions, completing the organisational structure that will lead FIM Europe throughout the new mandate, ensuring continuity, but also bringing renewed expertise and fresh perspectives.

Attention now turns to the continuation of the 2026 season and to the first official meetings of the newly appointed Sporting and Beyond Sporting Commissions, scheduled for 6–7 November in Divonne-lesBains, France. The gathering will mark the first opportunity for the newly appointed Commission members to meet in person and begin working together during the new mandate.

During their stay, participants will also visit the FIM Racing Motorcycle Museum at the FIM Headquarters in Mies, Switzerland. The visit will provide the opportunity to discover the rich heritage of motorcycle sport through one of the world's most leading collections of racing motorcycles and memorabilia.

With the conclusion of the Board meeting, the 30th FIM Europe Congress officially came to an end, bringing to a close four days of institutional meetings, strategic discussions and key decisions that will shape the future over the coming years.

The Congress welcomed delegates from 36 National Federations, together with representatives of the Fédération Internationale de Motocyclisme (FIM), reaffirming the strong cooperation that continues to unite the European and international motorcycling community.

Francesco Brandi appointed Chairman of the FIM Europe Internal Auditors

Following the 30th FIM Europe Congress held in Warsaw, Poland, the re-election of Michal Sikora as FIM Europe President and the election of the new Board of Directors and Internal Auditors for the 2026–2030 mandate, the newly elected Internal Auditors have appointed Francesco Brandi as Chairman of the FIM Europe Internal Auditors.

The appointment took place during the first meeting of the Internal Auditors, in accordance with the FIM Europe Statutes, completing the Federation's governance structure for the new four-year mandate.

Alongside Chairman Francesco Brandi, the Internal Auditors for the 2026–2030 mandate are Piotr Piekutowski and Ingrida Visockienė. Together, they will oversee the Federation's financial management and contribute to ensuring that FIM Europe continues to operate in accordance with the principles of transparency, accountability and good governance.
