Agenda 1. Project Status/Schedule Update – 15 min a. Survey Results - Common Routes/Criticality Parameters

2. Vulnerability Assessment Recap and Discussion –20min 3. Route Analysis Presentation -25 min a. Discussion/Prioritization - 40 min

4. Next Steps – 10min a. Feasibility analysis -Four prioritized Routes b. Next Advisory meeting

Project Overview The goal of this project is to make transportation access to the hospital more resilient during current and future flooding events associated with sea level rise and storm surge. • Provide an understanding of the current and projected flood risk along the key transportation routes used by EMS to access the hospital; • Gain an understanding of critical care service needs; • Conduct alternative route analysis; feasibility of road raising; and analysis of nature-based solutions to reduce risk; and

• Design conceptual level roadway adaptation alternatives for a more resilient transportation network.

Meeting Objective The objectives of this meeting are to: • Provide an understanding of the current and projected flood risk along the key transportation routes used by EMS to access the hospital; • Present the Route Analysis results and Critical Factors for decisionmaking; • And, have the Advisory Committee come to consensus on Four Prioritized Route Segments for the next project phase – feasibility analysis (risk reduction).

Project Area The project limits include the following major routes that serve the hospital and where access is threatened: • Barnes Road • Wing Road • County Road • Eastville Avenue • Temahigan Road • New York – Lake Avenue • Circuit Avenue • Dukes County Avenue • Beach Road (at Eastville Beach and Hospital Entrance)

Criticality Factors for Prioritizing 1. Response Times – (Any additional time is undesirable) 2. Critical Routes – Next slide 3. Detour Routes (Travel Time)

4. Fleet Vehicle Thresholds (driving thru flooded conditions) – 8in 5. Vulnerability (Storms and Future “Sunny Day” flooding) ✓ Depth of Flooding ✓ Duration of Flooding ✓ Length of Road Segment Flooded

Prioritization

Next Steps: Roadway Adaptation Alternatives Analysis

Prioritized Segments Feasibility Analysis Data Collection • GIS boundaries, Topographic Lidar, and Environmental Resources have been obtained • No planimetric data available - Field Verification needed Feasibility Analysis • Analyze potential elevations, nature-based solutions and relative risk reduction • Analyze side slope configuration and impacts − Natural resource, Private Property

• High level Cost and Permitting Considerations • Propose location-specific Design Flood Elevations (DFEs) and convey resultant risk reduction • Prepare Technical Memo • Present to Selectboard/Public event

Conceptual Design Conceptual Design • Concept Design for Four Priority Segments − Plans, Profiles, and Sections − Adaptability for the future − Cost Estimates

Nature Based Solutions (NBS) • Identify where NBS can be implemented • Produce concept level designs
