Honoring a Legacy of Service

As America celebrates 250 years of independence, the Carolina Museum of the Marine honors those who have defended that freedom.

In 2026, the United States marks the 250th anniversary of its founding, a milestone that invites Americans to reflect on the ideals that shaped the

The United States Marine Corps –established in 1775, just months before the birth of the nation – has stood watch for nearly the entirety of that history. In 2025, the Marine Corps marked its own 250th anniversary, celebrating two and a half centuries of service to the nation.

From the earliest days of the Republic to the present day, Marines have served wherever the nation needed them most.

The Carolinas have played an important role in that story. For decades, Marine Corps installations

across North and South Carolina have prepared Marines and Sailors for service around the globe. From recruit training at Parris Island to expeditionary training at Camp Lejeune, infantry training at Camp Geiger, and logistics and service support training at Camp Johnson – historic Montford Point, where the first African Americans served as United States Marines – to aviation

operations at Cherry Point, New River, and Beaufort, and to the proud legacy of Women Marines whose service has been shaped in these same places, these bases and stations have shaped generations of Marines and Sailors in faithful service to the nation.

In the Carolinas, Marines are shaped and prepared for the demands of the mission.

And from these same places came not

They came here – and changed history.

Before they face an enemy, they face themselves. Strength is built. Fear is confronted. Standards are met. and uncertainty – because the mission demands it, and those beside them depend on it.

And they endure.

They endure cold, exhaustion, and overwhelming odds.

They serve – at home and abroad.

Service does not end when the battle does. From distant shores to home soil, Marines answer the call – wherever duty requires, whenever it calls.

Their legacy. Our charge.

These moments are not separate stories. They are one continuous legacy – born in the Carolinas, carried across generations, and written into the history of the Marine Corps.

The Carolina Museum of the Marine exists to preserve that legacy – to capture and hold eternal the innovations, that began here and shaped the Marine Corps.

Ours is not only a duty of remembrance, but a promise of continuity.

A Vision Realized

For generations, the Carolinas have played a central role in the history of the United States Marine Corps.

From Marine Corps Recruit Depot Parris Island to Marine Corps Base Camp Lejeune, Camp Geiger, and Camp Johnson, and from Marine Corps Air Station Cherry Point and Marine Corps Air Station New River to Marine Corps Air Station Beaufort, Marines and Sailors have trained, deployed, and returned home through communities across North and South Carolina.

Their service has shaped the region leadership, and commitment to country.

The Carolina Museum of the Marine was created to ensure that this legacy would be preserved and shared with future generations.

The vision for the museum began in 1999 when Major General Ray Smith, USMC (Ret), then Commanding General of Marine Corps Base Camp Lejeune, and his wife Colleen Smith began discussing the need for a museum dedicated

to honoring the Marines and Sailors connected to the Carolinas. Recognizing the importance of preserving these stories, they helped launch an effort that would grow into a community movement. To advance the vision, Major General Smith turned to two leaders he trusted: Colonel Bruce Gombar, USMC (Ret), recently retired as his Chief of Staff at Camp Lejeune, and Sergeant Major Joe Houle, USMC (Ret), who had recently retired from active service. Together they began the work of transforming the idea into an organization and a mission.

Revenue Service in July 2000. They were joined by civic leaders Mike Alford, Hunter Hadley, Bill Hemingway, Ron McEleney, and Chuck Van Horne, forming an

In the early years, the organization – then known as the Marine Corps Museum of the Carolinas – worked steadily to develop plans for a museum that would highlight the achievements, connected to the Carolinas.

Exhibits would tell the stories of expeditionary warfare and amphibious operations, the pioneering service of the Montford Point Marines and Women Marines, and the many units that have served from installations across the region.

At the heart of the Museum would stand the Great Hall – a soaring, light-

and Marine Corps balls, while also welcoming weddings, reunions, galas, conferences, and other milestone occasions.

With seating for up to 350 guests for a formal dinner, the hall would be expanded further through the adjoining General Al Gray Classroom and Lieutenant General John A. Lejeune Classroom, creating exceptional

windows and crowned by vibrant campaign ribbons honoring Marine Corps history, it would be a space to balance reverence with welcome. By day, natural

Community support quickly became the backbone of the effort. By 2004, fundraising initiatives supported by private citizens, the State of North Carolina, Onslow County, and the City of Jacksonville had reached an early milestone of approximately $3 million.

Like many ambitious civic projects, the path forward was not always smooth. Economic challenges, shifting priorities, and the scale of the undertaking created periods of uncertainty. Yet volunteers and supporters refused to let the vision fade. Events, outreach efforts, and

grassroots fundraising continued to build momentum for the project.

For years, community partners helped carry the Museum’s mission forward through enduring traditions of generosity, leadership, and shared purpose.

Among the most impactful has been the annual Auto Dealers Event, launched through the vision of Mat Raymond, Jr. and sustained by a remarkable coalition of automotive leaders, including Sanders Ford, National Automotive Group, and Stevenson-Hendrick Toyota. Their support provided critical funding during the Museum’s long journey from vision to reality. Former North Carolina Senator Harry Brown, owner of National Automotive Group, played a pivotal role in securing transformational state funding that helped make construction possible, while Stevenson-Hendrick Toyota remained a steadfast partner throughout the Museum’s journey. Following the passing of Johnny Stevenson in 2017, Susan Stevenson continued both the business and the family’s commitment to the Museum, ensuring that support would endure.

That same spirit of commitment is reflected in the annual Al Gray Marine Golf Classic, now in its 16th year, which has brought together veterans, businesses, and community champions in support of the Museum’s mission. Led by presenting sponsor Coastal Enterprises under the leadership of retired Marine John Ed Glover, and supported over the years by steadfast partners including Marine Federal Credit Union, the tournament has

generated essential support while building fellowship, visibility, and momentum for the future. Together, these traditions reflect the community’s enduring belief in preserving the legacy of Carolina Marines and Sailors for generations to come.

A major milestone came in May 2016

Celebration Park at Lejeune Memorial Gardens in Jacksonville, North Carolina. Built at a cost of approximately $8.5 million, the park features the world’s largest Eagle, Globe, and Anchor sculpture – the iconic emblem of the

completed phase of the Museum project.

In 2017, General Al Gray, USMC (Ret), the 29th Commandant of the Marine Corps, joined the Museum’s board of directors. Shortly after joining the board, he began working with Museum leaders to develop what would become the Al Gray Marine Leadership Forum, an initiative dedicated to teaching leadership, citizenship, and critical thinking inspired by Marine Corps values. The Forum deepened the Museum’s mission and extended its reach beyond the local community, creating opportunities for visitors – particularly young people – to engage with the principles of leadership and responsible citizenship.

General Gray’s leadership also helped secure Marine Corps endorsement of the museum’s application for a site license on Department of the Navy land at Lejeune Memorial Gardens, allowing Navy Facilities to approve the lease for the Museum site on March 21, 2024.

Momentum accelerated when leaders in the North Carolina General Assembly in the project. Legislative leadership, including Senator Harry Brown and later Senator Mike Lazzara, with Representative George Cleveland and others, played critical roles in advancing the Museum’s inclusion in the state budget. In 2021 the State of North Carolina appropriated $26 million to support construction of the museum and its leadership education initiatives. Additional state support of $4 foundation needed to begin construction.

After more than two decades of planning, perseverance, and partnership, the project reached another historic milestone on May 17, 2024, when community supporters gathered in Jacksonville to celebrate the groundbreaking of the Carolina Museum of the Marine.

From its earliest days, the vision for the Museum has been rooted in gratitude. Veterans, military families, and civilians throughout the Carolinas shared a desire to create a place that would honor the Sailors who trained and served here. That shared sense of gratitude sustained the effort through years of challenges and helped carry the vision forward.

Museum of the Marine stands as a testament to what perseverance, partnership, and shared purpose can accomplish. Through the dedication of volunteers, veterans, community leaders, and supporters across the Carolinas, a vision has become a living institution. Here, the stories of Marines and Sailors this region will be preserved and shared for generations to come – reminding all who enter of the values that have guided them: honor, courage, commitment, and enduring gratitude.

Beirut and a Community Transformed

A community changed. A bond that endures.

Before Beirut, this community and the base that bordered it did not always see one another clearly. Land had been taken. Families displaced. Generations carried memories of what once was. Camp Lejeune was part of the landscape –but not always part of the community’s heart.

And then came October 23, 1983.

The loss did not happen somewhere far away.

The young men this community expected to welcome home would not be coming home at all.

Marines from this region – known in local churches, schools,

American service members killed, including 220 Marines.

Grief did what time had not.

It brought people together.

Civilians stood beside military families. Flags lined the roads.

The distance between the base and the town began to close –not through policy, but through shared loss, shared pride, and shared understanding.

And the community did more than mourn. It chose to remember.

At Lejeune Memorial Gardens stands the Beirut Memorial – They Came in Peace – where the names of the fallen are engraved in granite.

Across Jacksonville, the city created the Beirut Memorial Grove: 273 trees planted as a living tribute to those lost in the bombing and related incidents.

Each year, citizens, survivors, veterans, families, and military leaders gather again to honor the fallen and renew a bond that has never faded.

This museum stands on that ground.

Not only as a place that tells the story of Marines –but as a place shaped by a community that came to understand them.

Beirut was a profound tragedy.

But it was also a turning point.

A moment when a community and its Marines became one family.

The loss was theirs. The grief was shared. The bond was forged.

INTRODUCTION

For generations, the Carolinas have played a central role in preparing Marines and Sailors to defend the United States. From recruit training and infantry instruction to aviation operations and logistics support, Marine Corps installations across North and South Carolina form a vital part of the nation’s defense. These bases are where Marines learn their craft, deploy to protect freedom, and return home to their families and communities. Together they represent the enduring partnership between the Marine Corps and the people of the Carolinas.

THE MARINE AIR-GROUND TASK FORCE (MAGTF)

The Marine Corps organizes its forces around a powerful concept known as the Marine Air-Ground Task Force, or MAGTF (for civilian readers: MAGTF — pronounced “Mag-taff”). A MAGTF is a balanced, expeditionary force that combines four essential elements: Command Element – leadership and coordination of the force Ground Combat Element – infantry, artillery, and armored forces. Aviation Combat Element – aircraft that provide mobility, reconnaissance, and close air support. Logistics Combat Element – the Marines who sustain the force with supply, transportation, maintenance, and medical support. Together, these elements allow Marines to deploy rapidly and operate as a self-sustaining

team anywhere in the world. Few places in the United States embody this concept more completely than the Carolinas. With aviation stations, expeditionary training areas, infantry schools, recruit training, and logistics training all located within the region, the Carolinas provide the infrastructure that enables Marine Air-Ground Task Forces to train, deploy, and fight as an integrated force.

Marine Corps Base Camp Lejeune –Jacksonville, North Carolina

Established in 1941, Camp Lejeune is one of the Marine Corps’ largest

installations and home to II Marine Expeditionary Force.

Marine Corps Air Station New River –Jacksonville, North Carolina

MCAS New River supports Marine Corps helicopter and tiltrotor aviation units including CH-53 helicopters and MV-22 Ospreys.

Marine Corps Air Station Cherry Point –Havelock, North Carolina

Often called the “East Coast Hub of Marine Aviation,” Cherry Point provides aviation logistics, aircraft maintenance, and operational squadrons.

Marine Corps Air Station Beaufort –Beaufort, South Carolina

MCAS Beaufort is home to Marine Corps the F-35B Lightning II.

More than 750 families were displaced from their homes to make way for a training ground that would help win World War II. Farmers, fishermen, and small business owners left behind land that had been in their families for generations. Yet many of them – and their children – went on to serve in the war effort, both at home and abroad.

Purpose of the Al Gray Marine Leadership Forum

(Faithful to General Gray’s Intent)

The Al Gray Marine Leadership Forum exists to develop thoughtful, principled citizens by teaching people how to think clearly, reason ethically, and lead themselves and others in service of their communities and their country.

Inspired by the lifelong convictions of General Alfred M. Gray, 29th Commandant of the United States Marine Corps, the Forum is grounded in the belief that a free society depends not only on courage and sacrifice, but on virtue, judgment, and responsible citizenship. General Gray understood that democracy endures only when citizens are taught how to think – how to reason critically, evaluate facts, understand history, and act with honor, courage, and commitment in their daily lives.

Drawing from the Marine Corps’ enduring leadership principles – rooted in wisdom, courage, prudence, justice, accountability, and service above self –the Forum translates these values into practical skills applicable far beyond military service. Participants learn how to: •think clearly and independently, •make ethical decisions, •lead themselves with discipline and integrity, •engage responsibly in community life, •and contribute productively within families, neighborhoods, and workplaces.

The Forum is intentionally nonpartisan and values-based in nature. Its what how

of all ages to participate responsibly in a democratic society, to resist falsehood and division, and to lead with character in times of complexity and change.

In this way, the Al Gray Marine Leadership Forum carries forward General Gray’s conviction that education, history, and virtue are essential to the preservation of freedom, and that teaching these principles is a responsibility owed to future generations.

How the Museum and the Forum Work Together — Seamlessly

Carolina Museum of the Marine is the essential foundation of the Al Gray Marine Leadership Forum.

The Museum preserves and presents the lived examples of Carolina Marines and Sailors – men and women who demonstrated honor, courage, commitment, and loyalty to country, often at extraordinary personal cost. Through exhibits, artifacts, and oral histories, the in action: not as theory, but as real decisions made in real moments, sometimes unto death.

The Leadership Forum builds directly upon this foundation. Where the Muse“Who were we?” “What did these values look like in practice?”, the Forum answers the necessary subsequent questions “ Who are we now? “What do these values require of us now?”

Together, they form a continuous experience:

•The Museum inspires, grounding visitors in history, sacrifice, and example.

•The Forum equips, transforming inspiration into skills for thinking, reasoning, leadership, and service in everyday life.

This integration ensures that the bravery and dedication of Carolina Marines and Sailors are not only honactivated – becoming living tools for leadership, citizenship, and service that strengthen families, communities, and the nation.

A Marine on a Mission

When the vision seemed distant, uncertain, or out of reach, Joe Houle kept carrying the mission forward.

When a newly formed museum organization needed someone to carry an ambitious vision into reality, Sergeant Major Joe Houle, USMC (Ret) answered the call.

He had already served his country with distinction as a United States Marine, including combat service in Vietnam, where he was wounded in action and awarded three Purple Hearts. He retired as a command sergeant major. Retirement should have meant quieter days ahead.

Instead, when Major General Ray Smith, USMC (Ret) and his wife, Colleen,

to establish a Marine museum in Coastal Carolina, Joe stepped forward once again.

What began as a new assignment became more than two decades of extraordinary service.

From 2000 until his retirement in 2023, Sergeant Major Houle became the steady, determined force behind a mission that often depended as much on grit as resources. He served in multiple leadership roles, including Executive Director and Operations Director, but

titles never captured the breadth of his contribution.

He was fundraiser, recruiter, advocate, ambassador, problem-solver, volunteer, relationship-builder, and relentless believer.

When funding was scarce, he found a way forward.

When awareness was low, he created it.

When momentum slowed, he rebuilt it.

He worked with elected leaders at the local, county, and state levels. He cultivated donors. He rallied volunteers. He helped

runs, golf tournaments, galas, auto dealer events, festival booths, and community outreach efforts of every kind – whatever it took to keep the mission moving.

For many years, he was the face of the museum.

Yet Joe’s service never stopped at the museum doors.

Across Jacksonville and beyond, he became equally known for serving veterans, Marines, military families, and community causes. Whether helping lead the early-morning volunteer breakfasts at

the USO, organizing “No Dough Dinners” so active-duty service members and veterans could gather around a hot meal, or helping wherever needed, his commitment to service remained constant.

That spirit earned him numerous honors, including recognition as a community Man of the Year and appointment to the Governor’s Military and Veterans Affairs Council.

But perhaps his greatest legacy is this:

When others might have concluded the uncertain, Joe Houle kept showing up.

Year after year.

Decade after decade.

And because he did, this museum stands today.

At the groundbreaking in 2024, the joy on his face said what words could not.

The mission he had carried for so long

Carolina Museum of the Marine exists because of many hands, many hearts, and many faithful supporters.

But no one carried the mission longer –or with greater devotion – than Sergeant Major Joe Houle.

With enduring gratitude, we honor his extraordinary service.

This museum exists because of those who believe it should.

For more than twenty-six years, Marines, Sailors, veterans, families, volunteers, civic leaders, donors, and citizens across the Carolinas – and beyond – carried forward a shared vision – to create a place that would their stories, and inspire future generations.

Some served in uniform. Others served in their communities. Many served this mission directly – through leadership, stewardship, advocacy, volunteerism, generosity, and quiet acts of commitment over many years.

The names that follow are presented without rank or title, honoring the shared commitment that brought this museum to life.

Some gave in quiet ways. Others led from the front. Many did both.

Together, they built something enduring.

We are grateful for the Marines and Sailors whose service inspired this effort. We are grateful for the families who stood beside them. We are grateful for the citizens, partners, and supporters who recognized the importance of preserving these stories and ensuring they would be shared with future generations.

But gratitude alone is not the end of the story.

The legacy entrusted to us now calls for continued stewardship. It calls for those who will preserve these stories, carry forward the values they represent, and ensure that future generations understand not only what was done – but why it matters.

In honoring those who have served, we also recognize those who ensure their legacy endures.
