Village Manager

The Village Manager is responsible for the harmonious running of the village, and is contactable via the Reception desk during office hours via ext 4002

Client Services Officer

The Client Services Officer deals with all general enquiries and can be reached on ext 4001

Village Clinic

The Village clinic is open on weekdays from 10h00 to 11h00. If you require medical support and are unable to attend the clinic, please call ext 3003 or Healthcare on ext 3111

Unit Manager

The Unit Manager of the Healthcare Centre is on duty from 08h00 - 17h00 weekdays and is contactable via ext 3003

General Information Accounts: You will receive a monthly account for levies, water and rates, this is paid by debit order. Should you wish to open a coffee shop account you will receive this account separately , and be debited accordingly. Mail: Incoming mail can be collected at the resident boxes at the entrance of the Estate. Domestic Workers: If you employ a domestic worker or carer, please complete the form provided in this booklet and hand it in to the administration office with a copy of her identity document. Security will register his/her details on the biometric access control system at the Service Entrance and provide her with an ID disc which must be worn whilst in the Village. Visitors are announced to your unit by Security and are given access to the Village once you have confirmed that you are expecting them. Domestic Refuse is collected daily on a Thursday and your black wheelie bin is to be left outside you home. We do have a recycling policy and ask that domestic refuse is placed in a black bag and recycling a clear plastic bag. Garden Refuse: Refuse is to be placed in a green refuse bag. Security and Emergency calls will be answered at any time of the day or night. By using your panic button or pressing the security button. Our Security & Healthcare staff will contact you immediately to assess the nature of the emergency and respond appropriately. Please familiarize yourself with our emergency procedures. Keys: A spare set of your keys can be securely locked in our Healthcare Centre for safekeeping. Coffee Shop: Our Coffee Shop is open daily from 08h00 to 19h00 - breakfast, light lunches and early dinners are on offer. Mail: Post is deposited in your personal mail box at the entrance to the estate, as set of keys are provided. The Pub: The bar is open on a Wednesday 18h00 to 21h00. Meals: We offer a full coffee shop menu. The restaurant is open from 8h00 to 19h00 and breakfast, l unches and early dinners are on offer.

Swimming Pool: The solar heated indoor swimming pool is open from - 07h00 till 20h00. There is a changing room adjacent to the pool. Residents are requested to keep the noise level of children down, especially between 13h00 and 16h00. No diving is permitted. Holidays: Should you be away for any length of time, please inform reception and we will inform security. Hairdresser: The hairdressing salon is situated in Health Care. Appointments can be made via Health Care reception on extension 3111. Podiatrist: The services of a Podiatrist can also be procured via Health Care. The Library: Situated on the first floor of the Clubhouse and is always open. A librarian is available to help and recommend on a Monday, Wednesday and Friday between 8h00 and 13h00. Village Information: All upcoming social events and special notices are shared on email. We also have a notice board at reception which can be perused at your leisure Services: We offer a Domestic Cleaning and Gardening Service. Please enquire at Reception to schedule relevant service. We do hope that your stay at Tokai Estate will be a long and happy one!

Medical Emergency Information Faircape Health is able to offer a Primary Health Nursing service to the residents of the Village. Primary Health Nursing is defined as the nursing care offered during one’s first contact with a health professional and incorporates the following principles: Health promotion

Palliation

Illness prevention

Wound management

Chronic disease management

Infection control

Basic care of the sick

Immunisations

Rehabilitation

Community health and development

Faircape Health have entered into agreements with GP practices in your area where the doctors have agreed to deliver services after hours. It is important that residents ensure that they will have a GP practice who will attend to residents at home in the case of need. We encourage you to build up a relationship with your doctors. At Bridgewater Manor Dr Donkin is generally available to see residents in their units after hours - 087 288 3151. Faircape Health nursing staff operate the Healthcare Clinic from Monday to Friday, during which time village residents can attend and receive primary health nursing. This may include the recording of blood pressure, a finger prick glucose test, a urine dipstick test etc. Consumables used will be appropriately charged for e.g. urine dipstick test strips, dressings etc. Assistance will be offered, where needed, for chronic medication blister packs to be packed and delivered by a pharmacy. Should you have any questions or concerns relating to the Healthcare Centre, please direct them to your Village Manager.

Emergency Procedure To ensure your safety, it’s vital that all residents kindly read and familiarise themselves with all emergency information. 1

Healthcare will attempt to make contact with you by telephone.

The on-call designated carer will be dispatched to your unit. Medical assistance can only be rendered by the Emergency Medical Services (EMS). Our healthcare staff are not legally permitted to diagnose or perform clinical procedures as it falls outside of their scope of practice. Any carer present in an emergency may only provide comfort to a person until the EMS arrive. The security guard will also be summoned to the unit to render assistance to the carer.

The carer will communicate by two way radio with healthcare as to the nature of the emergency. Depending on the severity of the matter the Healthcare Sister will escalate the call to the emergency services.

Healthcare will ensure that a back up call is made to the relevant emergency services.

The carer and security guard will stay with you until the relevant emergency services arrives.

The EMS are staffed by paramedics who are trained to diagnose and treat medical conditions. They are able to provide the best possible outcome to a medical emergency.

Please Note: The Emergency Medical Services (EMS) are paid for by Faircape at no extra cost to the resident. This includes paramedics. Thereafter, all costs relating to treatment and additional services such as ambulance transportation to or from hospital, further medical assessment, prescribed medicines, and so forth will be for the resident’s account.

Emergency Information - Frequently Asked Questions & Answers: What happens when I press my panic button? Both healthcare & security services will be notified by a ringing alarm. A screen will display the unit number of the resident as well as the exact time at which the panic button was pressed. The alarm will ring continuously and can only be disabled manually. The Registered Nurse (RN), Enrolled Nurse (EN), or Nursing Service Manager (NSM) on duty will notify the carer who will arrive with a radio, the resident’s spare keys, and a mini first aid kit (containing gloves, and crepe bandage). The RN/EN/NSM will then telephone the village residence to enquire about the incident. If the telephone is not answered, the incident will be treated as an emergency. If the carer identifies a medical emergency or potential medical emergency, medical emergency respondents will be notified and they will arrive at the residence as soon as possible. What is the carer expected to do when she arrives? The carer will remove any potential dangers from the area and endeavour to make the resident comfortable by providing a blanket and pillow. The carer will clean up any spills, pick up any fallen objects, offer a drink of water, and change a diaper if needed and appropriate. The carer will continue to provide as much support as they are able until the medical respondents arrive and provide feedback as necessary to the RN/EN/NSM on duty. What happens if the situation is serious or worsens while the carer is tending to the incident? The RN/EN/NSM will call the emergency service, and provide them with the additional information. All emergency services have a grading system. They will assess the new information provided to them and escalate their response accordingly. What if I have fallen and need help getting up? The carer will continue to provide comfort and support to the best of her ability. She is not, however, permitted to help the resident stand up. The carer is not sufficiently trained to assess the possibility or severity of internal injuries such as broken bones. Cracked or broken bones (especially vertebrae) can lead to serious complications if the resident is moved before being assessed by a qualified emergency respondent. Why can’t the RN/EN/NSM on duty come to my residence and provide assistance? The RN/EN/NSM on duty may not leave the healthcare centre to attend to a resident of the village. She must remain in the Nursing Services Office in order to coordinate the emergency response procedures. Additionally, it’s beyond the scope of her practice to perform medical diagnosis which is required as part of the response protocols. What is the role of the emergency services after I have pressed my panic button? Faircape Life has signed a service level agreement with CMR, ER24, and CMC to respond to medical emergencies. What will it cost me for the call out and emergency service response? Residents are not charged for the response and assessment. The cost of the emergency services response and assessment is covered by the service level agreement between CMR, ER24, and CMC. Further charges may be incurred however for any additional services related to medical treatment including transport to and from hospital. Medical aids generally cover the cost of transport to hospital but not the cost back to the village. www.faircapelife.co.za

If I don’t need to go to hospital for further medical assessment can I stay at home? Yes, once the emergency service respondents have performed their assessment they will provide recommendations based on the need for further treatment. What if the emergency service respondents recommend hospitalisation but I don’t wish to go? The emergency service respondents will kindly ask that you sign a document to indicate that you don’t wish to be taken to hospital by them. This is commonly referred to as an “RHT”, or “Refusal of Hospital Treatment”. They will ask you to sign this document in order to protect themselves from potential legal consequences should a serious or life threatening medical emergency go untreated because of refusal to be transported safely by them to the hospital. Is there a record of every emergency? Yes, if a panic button was pressed and the emergency response procedures set into motion, the RN/EN/NSM on duty will record and submit an incident report before the end of her shift. The incident report will include a summary of all events which transpired and how Faircape Life responded. These incident reports are received, assessed and reviewed by all members of our Multidisciplinary Team (MDT) to ensure residents receive only the highest standard of care, comfort, safety and security. What happens during the incident report review process? During the incident report review process, the appropriate member of the MDT will be assigned to perform follow ups. For example, if a fall was caused by a slip in the shower our Nursing Services Manager or Occupational Therapist will be assigned to investigate. They may make an appointment with you to visit your residence and assess the shower to add additional hand-rails or provide a non-slip shower mat. Every incident is unique and the Faircape MDT will always take every step possible to provide you with the highest standard of care, comfort, safety and security. Will I be charged for the MDT follow up visits? No, you will not be charged for any follow up visits by members of the Faircape MDT. You will however need to purchase any recommended additions or alterations to your residence based on the MDT recommendations (eg. a new shower hand-rail or non-slip shower mat). Will I be required to visit my doctor after an incident or a fall? We would very much like for you to be monitored after a fall or incident even if immediate hospitalisation wasn’t required. You may visit our village clinic for your healthcare needs or make an appointment with your trusted personal doctor. It’s important to be monitored after an incident so that your trusted healthcare providers can rule out any potential medical reasons for the incident or fall. For example, dizzy spells may be indicative of low blood pressure, hypoglycaemia, or even a side-effect of prescribed medication. What if I require medical assistance from the healthcare centre but it doesn’t seem to be an emergency? If you need primary medical care visit the healthcare centre during clinic hours (10am to 11am). If it is past 11am and you require primary medical assistance that cannot wait until the next day please still go to the healthcare centre. If you require transport call the Village reception. If it is after hours (past 4pm) or you are physically unable to mobilise or are too unwell to go to the Healthcare Centre press the panic button.

After Hours Urgent Maintenance In Case of Burst Pipe, Geyser, or Flooding: 1. Turn off the main water stop-cock. The location of your stop-cock should have been indicated to you and we encourage you to check this if you are unsure. 2. Call Estate Maintenance on 071 356 7560 or 083 862 6955 to report the incident. 3. In the event that there is no response, call the Village Manager on 060 997 5789 to report the incident. Other Urgent Emergency Maintenance Items We encourage you to wait until morning when it is less costly to obtain a professional contractor to manage the issue. Typical Maintenance Emergencies Include: • Burst pipe, geyser or flooding • Electrical power outages Should you experience any of these emergencies, which cannot wait until the next day, a list of emergency contact numbers are available from security. Special Notices Do not call the healthcare centre for maintenance related emergencies.

Pet Policy 1. Dogs a. Maximum number: Two – subject to Trustees consent. b. Maximum size: Small to Medium. Large dogs that have a well established long relationship with their owner/s prior to joining Tokai Estate will be welcomed. c. Upon the death of your pet you will only be allowed to replace your pet with a small to medium size dog. d. Must be neutered or spayed and have distemper, rabies and other relevant inoculations. e. Must be tagged for identification. f. B reeds whose origin shows development for purpose of “attack, or fighting”, are not appropriate for Tokai Estate. g. It is strongly advised that puppies under one year of age not be acquired due to the high level of maintenance and care such a small animal requires. h. Dogs must be house-trained and well-behaved. 2. Cats a. Maximum number: Two - subject to Trustees consent. b. It is strongly advised that kittens under two years of age not be acquired due to their high level of predatory tendencies. c. Must be neutered or spayed and have distemper, rabies and feline leukemia inoculations. d. Owners must limit their cat from roaming within the common property, which rule shall be strictly applied. 3. Damage Costs a. The Resident will be required to reimburse Tokai Estate for damages that may occur because of his/her pet. b. Upon becoming vacant, and prior to a new resident taking occupation, a Unit previously occupied by a pet will be fumigated. The cost will be for the account of the first resident. c. The Resident may also be financially responsible for any flea or other insect infestation that affects adjacent Residences as a result of his/her pet. 4. The following rules apply for all pets: a. Dogs and cats must be kept in the Resident’s residence and under control at all times when outside the unit. Under no circumstances is any pet allowed to roam outdoors without the owner. Dogs must be on a lead when outdoors and Cats must be contained within their owner’s residence for the duration of the night. b. All animal waste (from litter boxes, cages, etc.) must be picked up and disposed of in sealed plastic bags and placed in the trash bin. If you are placing litter in the trash bin, please use two heavy-duty trash bags. Litter from litter boxes is not to be disposed of in the toilet. Charges for unclogging the toilet or cleaning up any common area will be billed to the Resident. c. The Resident agrees to clean up behind his/her pet while walking the pet on the common 14

grounds (exceptions will be made in the case of service dogs for the sight impaired). d. The Resident agrees to keep his/her pet under control at all times to ensure that the pet does not jump up on other Residents or guests on the property. e. Pets that disturb the peace and quiet of other Residents through noise (excessive barking, whining, meowing, screeching, etc.), odours, animal wastes, biting, scratching or by creating any other nuisance will be engaged by management to discuss an action plan to address the pet’s behavior and the way forward. f. I f the Resident is to be away from his/her residence for longer than 4 hours, arrangements must be made for the care of the pet. Under no circumstances are pets to be left unattended in the Resident’s residence for long periods where they are creating a nuisance. In addition where the trustees believe that the welfare of the animal is at risk, this will be considered an emergency and reported to the appropriate authority for removal of the pet from the premises at the Resident’s expense. If the Resident leaves the pet unattended because of emergency illness, their responsible party will be contacted. If the trustees take action which the Resident believes is not justified, then the matter can be referred to an appeal process where an independent outside expert will be asked to make a final and binding decision regarding the action. If the parties cannot agree on the independent expert, the trustees can request a senior advocate to recommend an expert to the trustees. g. The Resident agrees to provide adequate care, nutrition, exercise and medical care for his/her pet including all current inoculations as required or necessary. Pets that appear to be poorly cared for will be reported to the appropriate authority for removal at the Resident’s expense. h. Please be so kind to inform the office regarding arrangements made for your pet/s should you be away or planning to leave for vacation. i. T he prescribed Pet Application Policy form, attached hereto as Annexure “A”, will need to be completed by the Resident prior to any pet being brought into the village by a Resident. The Trustees will consider the application and can impose any conditions they deem necessary in considering the application. j. I t is fundamental for the harmonious living of residents in Tokai Estate that pets are properly managed and that pet owners abide by the policy. In the event of an infringement of the policy, the Trustees shall be entitled to: i. In the first instance of an infringement, impose a fine not exceeding R500; ii. In the case of a second infringement, impose a fine not exceeding R2 000; iii. In the case of a third infringement, arrange for the animal to be removed at the Resident’s expense.

Occupational Therapy Services Faircape Health Occupational Therapy Services for long-term care The onsite Occupational Therapist provides a balanced, comprehensive therapeutic activity programme on a group and individual basis. The therapeutic activity programme aims to improve and maintain mental, social, psychological & physical functioning and wellbeing and enhance quality of life. The Occupational Therapist assesses each resident to determine their abilities and activity needs and prescribes and plans the activity programming according to this. The Occupational Therapist integrates modalities such as multisensory stimulation, reminiscence therapy, music, pet therapy, cognitive stimulation, exercise and more into the activity programme. Besides therapeutic activity, the Occupational Therapist also addresses individual health or therapeutic needs such as fall prevention, assistive device prescription, compensatory/adaptive communication strategies and task adaptation as needed. The Occupational Therapist also provides training to staff and support, education or counselling to residents or families as needed. Occupational Therapy Services available to village residents The Faircape Health Occupational Therapist based in the healthcare centre is available for individual consultation with village residents upon referral. Referral can be made based on needs related to fall risk, home safety, assistive devices, home & task adaptation, individual activity planning with cognitive impairment and driving ability concerns. If ongoing rehabilitation is required, the services of an external Occupational Therapist will be recommended.

Take-away Procedure Take-away procedure 1. Residents may book take away meals of the Daily Lunch Menu or the Cafe Menu. 2. Homebaked Bread will be cling wrapped – butter will be supplied. 3. Booking take-away meals must be done on the Meal booking sheet by 15:00 the day before the meal is required. 4. Because the quality of some meal items may be compromised when reheating, it is recommended that residents eat their meals in the dining room if possible. 5. Take-away meals may be collected from the Food Services Manager in the dining area. 6. Take away container charges will apply, depending on the meals ordered. 7. Booked Meals will be labeled with Resident Name, Cottage Number, and signed off by the Chef to confirm that all is in good order. 8. Meals not consumed immediately must be refrigerated and stored below 4 degrees until ready to be consumed. 9. Meals must be removed from packaging before reheating. 10. Meals not consumed within 24 hours of collection must be discarded.

Landscape Guidelines Common Areas: These areas are areas managed and maintained by the Association’s appointed contractors. These are all areas not designated and excluding the fenced off private gardens. They include all pathways, thoroughfares, walkways, outside seating areas, planted areas and lawns. The following provisions shall apply to all Residents: 1. • • •

Planting: Under no circumstances may any plants be removed, pruned or damaged. No person is allowed to plant or discard plant material in these areas. All planting will be maintained by the Association, and any suggestions to the planting must be raised at the appropriate meeting/AGM. • All new planting will be done by the Association and will be executed according to a detailed planting schedule and specifications. • Irrigation systems may not be tampered with. All irrigation will be maintained and repaired according to a detailed schedule and specifications. 2. Trees: • Under no circumstances may trees be pruned, damaged or removed. • Should it be felt that trees pose a problem this must reported to the trustees or to the managing agent. • All management of trees must refer to the detailed tree management document prepared for this particular Estate. • All new trees planted or replaced will be according to a detailed tree schedule and specifications prepared for the Tokai Estate 3. General: All areas must be kept clean and free of litter and other matter. Areas will be cleaned by ground staff on a regular basis, but residents must maintain mutual respect for others and the spaces that are for common use. Private Areas: These areas refer to the private gardens as indicated and cordoned off by the planted hedge and fence, and indicated on the plan. These areas form part of the private dwelling. The Resident shall receive, as part of the Unit, a lawn as well as a private planting bed. The maintenance of Private Gardens, including any irrigation and consumption charges, shall be the responsibility of the Resident. The following provisions shall apply to all Residents: 4. Planting and Trees: • All planting within the private garden must be from the approved planting list, as stipulated by the Trustees from time to time. • Under no circumstances will any exotic planting be allowed such as Yucca, exotic cactus or other plants that appear on the CARA listing of invasive plants. • No shrubs or hedges are to be higher than the maintained hedge making the perimeter of the private garden. www.faircapelife.co.za

• N o additional trees are allowed to be planted in the private garden, without the prior written consent of the trustees. 5. Maintenance of Private Gardens: • All private gardens must be well maintained and kept in a neat and tidy condition by the Resident at all times. • Residents shall not be entitled to appoint their own private contractors to attend to the maintenance of Private Gardens, and in such instances shall make use of the contractors appointed by the Association from time to time at a market related cost, which cost shall be for the Resident’s account. • Should the Resident fail to maintain his/her garden to the reasonable satisfaction of the Trustees, the Trustees may instruct their appointed contractor to attend to the necessary maintenance work at a market related cost, which cost shall be for the Resident’s account. • The Resident agrees to allow access to his/her private garden for the purpose of clause 5.3 above, provided that reasonable notice is given to the Resident in this regard. 6. General: As all private gardens can and will be viewed from other properties, it is imperative that the gardens are kept neat and clean at all times. All garden hoses must be tidied and packed away and all garden equipment stored. The Trustees shall be entitled to request an owner to remove any item (including furniture, ornaments, or any other feature) visible from the common areas should the trustees, in their sole and unfettered discretion, find such item to be displeasing.

Garbage Protocol • We will provide one black wheelie bin per home. • No rubbish to be thrown directly into the bin. • Black bags to used for general refuse, clear bags for recycling and green bags for garden refuse. • Recycling bags will be collected once a week on a Thursday. Starting times to commence 09h30. • Bins to be wheeled onto the end of the driveway for Averda vehicles to collect. Smaller moving boxes to be flattened and placed under the bin or inside the bin should space be available. • Two removal vans will drive through, one to collect refuse and one for recycling. • An Averda pamphlet will be supplied in the Estate Welcome Pack explaining collection procedures of both general and recyclable waste, as well as the different streams of recyclable waste. Summary of Service 1. 1 x Wheelie bin provided by Averda – additional bin for your expense at a price. 2. Resident places the various refuse bags into the wheelie bin provided, black bag for general waste, clear bag for recyclable waste and green/black bag for garden refuse 3. On collection day the Resident will wheel the bin out to the end of the driveway 4. General waste collected by Averda on a Thursday. Black & Green bags removed from the bin by the refuse collector 5. Recyclable waste collected by Averda on a Thursday. Clear bags are removed from the bin by the refuse collector 22

Architectural Guidelines Introduction The purpose for the Tokai Estate Design Code and landscaping code is to create a harmonious built environment that will be sympathetic to the existing architecture, landscape and surrounding features. Property owners need to acknowledge that contributing to the vision for the Estate as a whole, ensures the overall architectural vision for development is maintained in the years to come. These guidelines pertain to all future extensions, additions or alterations to existing homes within the estate. No structure may be constructed on the estate unless it complies with the architectural guidelines. The responsibility of compliance lies with the owner of the erf. Should there be any matters not covered in the guideline, and in the event of any difference of interpretation, the nominated architect shall make a ruling, which shall be binding. Building plans for any alterations or building work need to be submitted to the estate architect. It is also important to ensure that an orderly process is followed with regards to development, repair, redecoration and maintenance. These guidelines may, in the sole discretion of the Trustees of the Association, be amended from time to time, without retroactive effect, to both take into account areas and subjects not covered or in order to amend or clarify the provisions pertaining to areas or subjects previously dealt with. In the event of amendments, the guidelines applicable shall be those in force of the time of submission of plans to the nominated architects for scrutiny. The Architectural Vision The architecture is derived from a clean lined aesthetic, based on elements of traditional Cape architecture. All units are orientated to maximise north aspect, and implement passive, sustainable design principles to enrich the living environment of users. Homes focus on modern open plan living with an emphasis on the ‘flow’ from interior to exterior, with the outdoor areas centred on the outside braai area and garden living. The home is designed to maximise garden space and create privacy wherever possible, with strategically placed areas of glazing to maximise light and views. The facades of the homes are layered through pergolas and screens and the use of aluminium shutters create both privacy and protection from the sun. Form No change/alteration to the home can change the form of the building envelope. This includes wall elements, windows openings, external doors and roof forms. Rainwater goods Any maintenance and repair of gutters and down pipes need to match the colour and material of the existing system. No rainwater harvesting and tank systems are allowed to be installed. Skylights Skylights may only be installed with the prior written consent of the Trustees of the Association. www.faircapelife.co.za

Finishes and Paint The estate has a palette of colours that need to be adhered to for any paint work. No textured paints are allowed. Perimeter and Screen walling / fencing and Electric Fences No additional perimeter fencing or screen walling is allowed. Electric fencing of individual units on the internal boundary walls is not permitted. Pools & Pool fences Owners need to apply for permission to install a pool, which needs to be of the approved specification and size and needs to be located within the demarcated area for that home. This area needs to be fenced off and comply with the National Building regulations and Local Bylaws. Pool pumps may not be visible from off site. Swimming pool pumps and filtration systems must be suitably screened according to the specification of the estate architect. Position of this plant must be indicated on drawing submission and approved by the estate architect. No portable pool of any type is permitted. Glazing No changes to the size or placing of glazing elements are allowed. If any glass, window or external door needs to be replaced, the window needs to match the exact colour and material of the exiting aluminium specification and the glass needs to be nonreflective. If an owner wishes to upgrade his windows to double glazing, the window needs to match the exact colour and material of the exiting aluminium specification and the glass needs to be non-reflective. Shutters Additional external aluminium shutters and tracks can be added to the aluminium door system, provided the aluminium specification matches the existing shutters in specification, colour and size of profile. Bird Proofing No bird proofing shall be permitted on the exterior of homes. Security The security of the Estate is considered to be of paramount importance. Owners shall at all times assist and comply with whatever security systems and procedures relating to access control or other aspects which may be implemented by the directors. • • • •

No external metal security gates permitted. No external burglar bars are allowed. No decorative wrought iron/cast aluminium gates or screens are permitted. Internal clear Perspex burglar bars are allowed.

Window Coverings All internal window coverings need to be in neutral light tones. No brash, bright colours are allowed. Awnings Canvas awnings above individual windows are not allowed.

Owners are allowed to install a retractable canvas awning over the existing porch pergola. The specification and colour of this awning is detailed, the design of which can be obtained from the estate architect. Air-conditioning Units Air-conditioning units are allowed in the master bedrooms and the living area. The specification and location for both unit and condenser are to be obtained from the Estate Architect. Maintenance of all units is for the account of the Occupant. DSTV Dishes The installation of Satellite and DSTV dishes require the prior written consent of the Trustees of the Association. Ornaments and Signage on External Walls No house names, ornaments, window boxes or any other item may be visible from common areas. Paving No additional paving may be added to any areas of the home. Chimneys / Braais Only built in braais and flues approved by the Tokai Estate may be installed. External lighting No additional external lighting can be added to existing homes. Unsightly Objects Owners shall at all times ensure that any object which could, in the opinion of the HOA be considered unsightly or to the detriment on the Estate is not visible from the street, from common areas or from other properties. Caravans, Wendy houses, or free standing animal shelters and similar temporary structures are not allowed. Generators Generators need to be located within the garage and may need to be sound proofed if complaints are received regarding the noise thereof. Solar Panels The homes makes use of a solar geyser system for heating water. Plan Approval and Submission Process All building plans for any new work or maintenance must be submitted for scrutiny and approval by the Trustees of the Association in terms of the Conduct Rules. A ‘submission’ checklist needs to be adhered to with each submission to ensure that all relevant information is received.

Security and Access Guidelines The Tokai Estate has been developed to provide a comfortable, safe and secure lifestyle for its residents. The security infrastructure has been developed in order to ensure and promote a secure and safe environment. These security measures are not intended to limit the lifestyle and/or investment of home owners and residents, but rather to protect and safeguard them against possible criminal activities. Focus on Security and Safety Security features include: • 24 hour, 7 days a week manned control room and security entrances / exits • Electrified and alarmed perimeter fencing and walls • CCTV cameras on around the perimeter and throughout the Estate streets and Parks • Off Site CCTV surveillance and electric fence monitoring by an ISO Certified control room. • After hour Roller Shutter Main vehicle gates and booms • Dedicated residence only turnstile for access and egress • Bio-metric finger print access controls • Additional RFID vehicle access control system • Visitors Pre-Clearance System - Secsyst • Audio Video visitors/contractors access system • Dedicated access controlled gate and clearance room for contractors/gardeners/staff and domestic workers. Perimeter Security The perimeter fence consists of steel palisade fencing. Part of the electrical fence has an electrical wire configuration that produces a low voltage alarm current up to a 1.8m height. Above 1.8m height the fence is a high voltage configuration delivering a full power electrical current. Any attempt to tamper or breach the fence, will trigger an alarm indicating the affected zone within the on-site control room as well as the off-site monitoring centre. CCTV Cameras CCTV cameras are installed at 30m intervals along the perimeter fence. All streets, parks and the main entrance gate including the contactors entrance/exit area are monitored by CCTV cameras connected to the on-site control room. All perimeter cameras as well as the contractors and main entrance area cameras are live monitored by the off-site ISO certified control room on a 24 hour, 7 day week basis. Access Controls Main Entrance Gate – 24hr manned 7 days a week The Estate entrance gate area consists of four lanes; a visitors’ lane and a resident’s lane on 26

entry and exit. The access controls to enter the Estate as follows: Access/ Egress Gate Controls • The Main entrance/exit consists of 4 lanes, 2 x entrances 2 x exit lanes. • Each lane is fitted with a roller shutter gate and a boom barrier. The roller shutter gates will be closed after hours. • The entrance/exit lanes are secured by access booms during the day and roller shutter gates at night. • The roller shutter gates are controlled from the control room by the concierge supervisor. • CCTV cameras monitor and record all activities. Residents Residents can enter/exit the Estate without physical security interference by making use of the following options: RFID accesses/egress system – available for residents who permanently reside on the Estate The RFID tags are only available to resident’s vehicles. This System works as follows: A Radio-frequency identification disk is stuck on the windscreen of the vehicle and on approach to the boom/gate the UHF reader picks up the id from a range of approx. 10-15 meters for validation. On positive validation of the windshield tag, the controller sends a signal to a touch panel (mounted on a gooseneck along the driveway area) that will turn “blue”. The resident will then have to wave their hand in close proximity of the reader at which point the boom barrier will open. The system will also take a picture of the driver of the vehicle at this point. The complete transaction is recorded and a report can be generated for investigation purposes. Biometric Fingerprint Access The biometric access control system consists of a biometric access control reader mounted on a gooseneck along the driveway area as well as at the pedestrian turnstile. Residents will be required to enrol their fingerprints at the admin office within the Clubhouse to enable them to make use of the system. The unit captures the raw data in the form of a fingerprint. This data is then analysed & compared to the person’s characteristics against the enrolled record. If the two records match, the person is authenticated. Resident Family Members Resident family members must be enrolled on the Bio-metric finger print system at the Estate manager’s office based in the clubhouse. This will allow family members to enter/exit the www.faircapelife.co.za

premises at any time without the necessity of going through the visitors access procedure. Visitors Audio and Video Capturing Unit • In the event where a visitor arrives at the Main incoming gate and they have no “pre-clearance” the visitor will be requested by the gate concierge to identify themselves by pressing a button which will then capture the visitor’s details on a PC system together with a facial snapshot of the visitor. • Prior to allowing the visitor entry the gate concierge will confirm entry authorization with the relevant resident. • Only if the resident provides approval may the security officer release the boom or turnstile to allow the visitor to enter the premises. • If there is no reply at the residence, the visitor will not be allowed access to the premises. This is applicable to both pedestrian and visitors with vehicles. • No persons looking for work will be allowed to enter the premises and no CV’s may be handed in at the gate. Contractors Gate Prior to be given access onto the property all contactors (“bakkies” company logo vehicles, delivery vehicles) are subject to the following procedures: On arrival at the contractor’s gate the vehicle driver and all his staff will be required to report at the contactors entrance room where they will be subject to the following procedure. • All contractors will be required to have their fingerprints enrolled. • The finger print access will only be validb for the day/period that the contractor will be required on-site. • Contractors will be required to enrol on the audio and video capture system. • Once the above has been completed the contractors will be issued with a high visibility vest that must be worn at all times whilst on the premises. • The contactor staff will then be allowed entry by security via the turnstiles. Only the driver may return to his vehicle at which point security will open the boom/gate to allow the vehicle to enter. The contactor staff will then mount the vehicle once inside the premises. • Any missing or damaged high visibility vests returned on exit by contactors will result in the replacement cost of the vest being invoiced to the contractor. • All contactor staff must exit the premises via the security contactors control gate area. No contactor staff besides the driver will be allowed to exit via the main gate area. • All contactor staff will be subject to a search of their person and bags prior to exiting the contractors security control area • All contractor vehicles must exit the premises via the main gate making use of the visitor’s lane. The contractor’s vehicle will be searched by the security at this point prior to being allowed to exit. • Any property given to casual workers/gardeners and domestics by residents is to be accompanied by a security pass signed by the owner. The passes are only accepted during daylight hours during the week. • Permanent employees of owners must provide security with a copy of their ID document to get enrolled for a period of more than one (1) day • Tokai Estate reserves the right at their discretion to carry out annual checks on any workers or contactors. 28

Regular/daily Contractors i.e daily bread/mill deliveries. Regular or daily contractors will be enrolled on the fingerprint system that will allow him to make use of the fingerprint reader at the contactors boom during pre-determined specified and approved time periods without having to report within the security control area. Any additional staff besides the driver must however still disembark the vehicle and enter the premises via the security control area. Only when security is satisfied that there are no additional staffs within the vehicle will the security officer activate a button that will indicate a green light to enable the driver to make use of the finger print reader to open the boom. No contactors will be allowed after hours or weekends unless in the event of an emergency or pre-arranged with the Estate management. Casual Workers All casual workers must conform with same enrolment process as prescribed under the contactors enrolment procedures together with the following conditions: • Any outside workers/contractors who are employed by a resident must be enrolled with the Estate security and a copy of the gardeners/domestic workers I.D. document must be supplied to security • All casual workers will follow the same enrolment procedure as normal contractors. Gardeners will be issued with a high visibility vest on entering the premises. This vest is to be worn at all times while on the premises • Any missing or damaged high visibility vests returned on exit by contactors will result in a fine being imposed which will require payment before the contactor will be allowed back on the premises • Casual workers who are NOT enrolled on the system by security will not be allowed entry onto the premises. • Residents must inform security if they are expecting a contractor. • If a resident has not informed Security that a contractor is expected they will not be allowed access to the premises if the resident is not at home. • All contractors must be off-site by 17h00 • Any property given to gardeners or any other workers by residents is to be accompanied by a security pass signed by the owner (copies available at reception) • No contractors are permitted to be on site after 17h00 during the week except in an emergency where Estate Management must provide approval and security has been informed. • There are no general ablution facilities available to contractors and these need to be provided by the Residents • Contactors are not allowed to work on-site over weekends Domestic workers • All domestic workers must be enrolled on the bio-metric finger print reader and audio and video capture system. • All permanent domestic workers that renders a service for more than one day will be required to provide security with a copy of their ID document prior to enrolment. • All domestic workers must enter and exit via the contractor’s gate area. No domestic workers will be allowed access onto the premises via the main gates or turnstile. • Regular registered domestic workers will be enrolled on the fingerprint system that will allow www.faircapelife.co.za

them to enter and exit the premises via the contactors gate security control area. • Any property given to domestic workers by residents is to be accompanied by a security pass signed by the owner. • Residents may not enter the premises with domestic workers inside their vehicles. All domestic workers must enter/exit the premises via the contractor’s security control area. • Residents must inform security and complete the “Change of Domestic Employment Status” document whenever an employee is terminated. Staff • All staff members must be enrolled on the bio-metric fingerprint system • All staff members must enter/exit the premises via the contactors security control area • Staff members will be subject to a random search by security prior to exiting the premises. Security will employ the “coloured ball” search procedure where a random colour will be selected for the particular search period. Any person drawing a ball from a bag/basket of the particular determined colour will be subject to a search. Taxi collect and drop off service Taxis follow exactly the same procedure as any visitor when they arrive at the main gate; the visitor audio and video capture system must be used to sign the taxi in. The gate concierge must phone the resident for confirmation and authorisation prior to allowing taxis on the premises. Post Room Access to the post room is controlled by a biometric finger print reader. • When the post services arrive they must report to the security control room • A security officer will accompany the postman to the post box room where security will allow the postman access into the post room by using the biometric finger print reader. • Security will escort the postman off the premises once all the post has been dispensed into the relevant post boxes. • No persons delivering flyers or advertising material will be allowed onto the premises. • Residents can gain access into the post room from within the Estate grounds by using a door. Access via this door is controlled by a biometric or access tag reader. External Park Gate The park situated at the back of the healthcare centre can be accessed from within the Estate by making use of the mantrap gate. The mantrap door consists of interlocking gates that are interfaced so that when one gate is unlocked, the other gate automatically locks. To pass-through the mantrap gate from and to the park an authorized person must make use of the biometric fingerprint reader to enter and exit the gate.
