elcome to the August edition of the Seaward Press! Big changes are coming to the Estate, and we share them with you in this issue.

Some home admin first: if you have water leaks or have had them recently, there is a detailed and comprehensive guide on how to handle the water claim. Keep an eye on your pipes to ensure minimum wastage and prevent some seriously costly bills. If it’s time to trim your trees, make sure to notify the Estate office and hire professional tree services companies; more about this on page 13. We all love our furry family members, so we need to make sure all their vaccinations are up to date, and if you have a permit for a wildlife pet (indigenous birds, snakes, tortoises, etc.), make sure to register them at the Estate office as you would with a cat or dog. Lastly, we cover the project at the Alex Park Dam! This great undertaking promises to improve infrastructure in terms of stormwater drainage and create a community space where residents can spend time. Set to open later this year, it’s an exciting addition to the Estate. *And you can help with naming it as well; read how to on page 9. Till next edition, enjoy the read.

Alex Park Dam More Than an Attenuation Pond

A

n engineered stormwater feature is being transformed into a safer, greener, and more welcoming shared space, one that protects the Estate while giving residents new reasons to enjoy Alex Park. A New Chapter for Alex Park Residents passing by have watched a remarkable transformation unfold. What was once a functional part of Seaward Estate’s stormwater network is being re-imagined as a place where infrastructure, nature and community can work together. Alex Park began as part of the Estate’s existing stormwater system and, over time, the surrounding land also became a valued residents’ park. In response to Seaward’s stormwater needs and the requirement to improve resilience during major flood events, including the 1-in-100-year design scenario, the original engineered attenuation feature and gabion drainage system were redesigned and upgraded into the dam now nearing completion. The project’s core purpose remains essential: to slow and manage stormwater, reduce erosion, protect downstream infrastructure,

PROPOSED COMMUNITY OPENING: EARLY SUMMER 2026 and strengthen the Estate’s resilience during intense rainfall. But the opportunity did not end there. The surrounding park is now being rehabilitated so that residents can also benefit from a peaceful recreational environment, improved biodiversity through indigenous planting, and inviting community facilities. THE BIG IDEA Protect the Estate first, then turn the necessary infrastructure into a place that adds beauty, enjoyment, and long-term value to Seaward. Why the Dam Matters Did You Know? A well-designed attenuation

system does more than hold water. It reduces peak flows, helps control erosion, and gives downstream infrastructure more time to cope with a storm event. A well-maintained park and dam environment can also enhance the Estate’s overall appeal and contribute positively to long-term property values. Stormwater infrastructure is often at its best when nobody notices it. During heavy rain, however, large volumes of runoff can move through the Estate in a very short time. If that water is not slowed down and controlled, it can scour channels, destabilise banks, place pressure on roads and drainage structures, and increase downstream risk. Seaward Estate | 5


steep embankments where required. This provides quicker ground cover and bank protection while indigenous shrubs, plants and young trees begin the slower work of establishing strong root systems.

• Stormwater Attenuation: The dam temporarily stores incoming runoff and releases it more gradually into the downstream drainage system. • Erosion Control: Slower water velocities help reduce scouring and protect channels, banks, and surrounding landscapes. • Infrastructure Protection: The system helps reduce pressure on roads, culverts, pipes, and other vulnerable downstream infrastructure. • Long-Term Resilience: The upgraded system strengthens Seaward’s ability to respond to severe and increasingly intense rainfall events. The dam will remain working infrastructure. Water levels will rise and 6 | Seaward Estate

fall according to rainfall and operating conditions, and all recreational use must respect that primary function. From Construction Site to Living Landscape The next chapter in the life of the Alex Park Dam Project is rehabilitation. This stage is not simply decorative planting; it is part of the long-term performance of the project. Healthy vegetation helps bind soil, slow surface runoff, stabilise disturbed areas, filter water and soften the dam’s engineered edges. To accelerate the visual recovery of the park, pre-grown roll-on lawn will be installed across selected areas. Vetiver grass – although nonindigenous – is an effective bank stabiliser and will be used only on critically

How the Landscape Will Develop 0–8 Weeks Critical lawn establishment and restricted access to newly laid and sensitive areas. 3–6 Months Indigenous grasses, shrubs, and other plant material begin to settle and fill out. 12–18 Months The park develops a more established and cohesive appearance. 3–5 Years Selected indigenous trees planted to create shade, structure, and richer habitat. The proposed opening is now planned for Early Summer 2026, allowing additional time for the planting to settle. Final timing will still depend on snagging, safety installations, regulatory close-out, water levels, and the progress of the rehabilitation. A Landscape That Improves With Age The first season will introduce the park. The years that follow will reveal its real character as the planting matures, habitat increases and the engineered landscape becomes progressively more natural.

Dr Jonathan Foley’s Landscape Vision The long-term rehabilitation will follow Dr Jonathan Foley’s “Alex Park Landscape Plan”. Rather than planting the same grass or shrub around the entire dam, the design uses a series of distinct ecological zones, each selected for a specific function and visual character. • Riverine Mix: Trees and plants suited to drainage corridors and wetter ground, helping stabilise banks and create habitat. • Wetland Mix: Sedges, rushes, papyrus, palmiet, and related species that soften the waterline, support wildlife, and improve the natural appearance of the dam. • Forest Mix: Longer-term canopy trees that provide shade, cooling, structure, and nesting opportunities. • Shrub Clumps: Layered indigenous shrubs that add seasonal colour, shelter and food for pollinators and birds. Plants in the immediate vicinity around the dam will

become denser and more natural over time. Longer wetland grasses and sedges will help conceal the liner in mature views. Vetiver and other erosion-control planting will be positioned only where required by the approved design, not uniformly around the dam edge. Biodiversity by Design A greater diversity of indigenous planting is intended to attract a wider range of birds, butterflies, dragonflies, insects, and small mammals, creating a healthier and more resilient park ecosystem. A Few Plants to Look Out For Riverine areas: wild frangipani, quinine tree, longleaved waterberry and wild date palm. Wetland edge: sedges, papyrus, Juncus, red-hot poker, palmiet, and Cape bulrush. Why This Planting Mix Matters Different root structures help bind disturbed soils, slow surface water, and stabilise the banks. Layered vegetation also provides shelter, food, and nesting opportunities, while seasonal flowers support pollinators and add colour without making the park feel overly formal. The two dry, branched habitat trees positioned farther apart in the water will provide distinctive focal points and natural perches for local birdlife. The concept

imagery is illustrative; the final habitat will develop naturally as the planting establishes. A Park Made for Everyday Moments The exciting part of Alex Park Dam is that its value will be experienced in small, ordinary moments: an early morning walk, a quiet bench overlooking the water, a family picnic, children discovering nature, birding or neighbours catching up after work. • Floating Jetty: A defined and visible point for enjoying the water and, subject to final rules, fishing activity. • Family Time: A place where children can discover nature and families can make memories together. • Quiet Space: Benches and shaded areas will offer places to read, reflect, watch birds, and enjoy the park at a slower pace. Braai facilities are also planned, with the double braai positioned closer to the park entrance and tables and seating beyond it. The intention is to create a practical, comfortable gathering area without allowing recreational facilities to dominate the natural setting. Seaward Estate | 7

The long-term vision includes selected park benches, informal walking routes, and the small floating jetty. Together, these simple facilities will create a welcoming place for residents of different ages to enjoy the outdoors in their own way. Good for People & Property Beautiful, well-managed common spaces strengthen neighbourhood identity, encourage outdoor activity, and contribute to the overall desirability and long-term value of the Estate. Safety Comes First Alex Park Dam will remain an operational stormwater facility. Water levels can change quickly during and after heavy rain, and the banks may become wet or slippery. branded signage and closeout inspections have been completed. • Life Buoys: Emergency life buoys, complete with ropes, positioned at suitable visible points. • Clear Signage: No swimming and no boating, with safety information displayed clearly in the Seaward look and feel. • Child Responsibility: Parents and guardians always remain responsible for children. • Dogs & Leads: Dogs must remain controlled, and all pet waste must be removed. • Heavy Rain: Residents should avoid the dam during storms and active stormwater flows. • Respect the Park: Use paths, bins, braai areas, and community facilities responsibly.

IMPORTANT Safety equipment and signage support safe use, but they do not replace personal responsibility. Residents remain responsible for themselves, their children, and their guests. The small jetty is intended to keep wateredge activity defined and visible. Final operating rules, including any permitted fishing arrangements, will be communicated before the park opens. Our Shared Responsibility By staying on designated paths, protecting new planting, using braai areas responsibly and reporting any damage or safety concerns, residents will help Alex Park mature into the welcoming community space envisaged for it. The Final Journey to Opening The main dam and stormwater work is complete, bar completion of snagging. The final programme now focuses


on snagging, selected finishing works, implementation of the approved planting plan, roll-on lawn, safety installations, community facilities, and regulatory close-out. • Final Snagging: Complete remaining repairs, cleaning, finishing items, and contractor close-out. • Landscape Establishment: Install roll-on lawn and begin the approved riverine and shrub-clump planting. • Safety Readiness: Install life buoys, warning signage and any additional measures identified during final inspection. • Community Facilities: Finalise benches, bins, the double braai facility, and the small floating jetty. • Water Level & Presentation: Allow the dam and surrounding park to present as a safe, welcoming, and completed space. • Regulatory Close-Out: Resolve the remaining environmental and administrative requirements before unrestricted access. Water Leaks, Water Claims & Your Levies What every homeowner needs to know

W

ater leaks can happen when we least expect them. Whether it’s a burst underground pipe, a leaking irrigation system, or a concealed plumbing fault, the result is often the same: unexpectedly highwater consumption and a costly utility bill. To assist homeowners, Siza Water provides a Water Leak Claim process under certain circumstances. However, many residents are unaware of the requirements, timeframes, and limitations associated with these claims. It is also important to remember that a pending water leak claim does not suspend your responsibility to pay your monthly levies and utility charges. This article explains the process and highlights why acting quickly can save you both time and money.

FIRST THINGS FIRST: REPAIR THE LEAK The moment a leak is discovered, it should be repaired as soon as possible. Not only does a leak waste a precious resource, but it can also result in substantial water losses over a short period. HOW TO QUALIFY FOR A WATER LEAK CLAIM: • The leak must be repaired within 60 days of discovery. • Residents are encouraged to use a qualified or registered plumber. • Delays in repairing the leak may affect claim eligibility. HOW TO SUBMIT A WATER LEAK CLAIM Step 1: Repair the Leak Arrange for the repair to be completed and obtain a detailed invoice from the plumber. Step 2: Record Your Meter Reading Immediately after the repair

is completed, take a water meter reading. This helps establish the date from which normal consumption resumes. Step 3: Obtain a Claim Form from our Managing Agents Ballito Estates: 032 946 2055 A Water Leak Claim Form will be emailed to you. Step 4: Submit Your Documents Complete the claim form and submit it together with: • Plumber’s invoice • Supporting information relating to the repair • Any additional information requested PLEASE NOTE: Submit the claim form even if you are not yet in receipt of the invoice or report. In this way, your claim is on record with Siza Water timeously. WHAT HAPPENS AFTER SUBMISSION? Once Ballito Estates receives your completed documentation:

• A six-month water consumption reconciliation will be prepared. • Supporting information will be compiled. • The claim package will be submitted to Siza Water for consideration. Please note that all documentation must be submitted within 60 days of the repair date. IMPORTANT SIZA WATER CLAIM CONDITIONS: Maximum Number of Claims A consumer may submit a maximum of: Two (2) approved water leak claims per year. Maximum Claim Value For losses occurring after 1 July 2023, claims are limited to: R16,425.00 per occurrence! Credit Applied to Account Approved claims are not paid out in cash. Instead, approved amounts are applied as a credit to the relevant account. WHY YOU MUST CONTINUE PAYING YOUR LEVIES One of the most common misconceptions is that a water leak claim allows residents to stop paying

levies until the claim is processed. Unfortunately, this is not a feasible option or excuse. While your claim is being assessed: • Water and sewer services continue to be consumed. • Municipal services continue to be provided. • Levies covering operational costs of the Estate continue to be raised as services are provided. • Charges continue to accrue on the account including interest on outstanding levies as well as legal fees. For this reason, residents are strongly advised to continue paying their

monthly levies and utility charges in full and on time. A pending claim should never be used as a reason to withhold payment, always remembering that the maximum amount of only R16,425.00 will be paid out by Siza Water per occurrence. The shortfall will still be due by yourself as the owner. Once approved, any applicable credit will be processed against your account in accordance with Siza Water's procedures. DID YOU KNOW? Many water leaks are not immediately visible. Common causes of excessive water consumption include: • Underground pipe leaks

Monitoring your monthly water consumption is one of the easiest ways to detect a hidden leak before it becomes a major expense. Seaward Estates Administration Office sends out monthly letters to owners where any excess water usage has been noted as compared to your previous month’s consumption. Please

don’t ignore these letters, they are important notices to trigger an investigation as to why your water consumption has increased in the past month.

• Protect valuable water resources. • Reduce unnecessary costs to themselves. • Support the financial sustainability of the Estate.

Tree Pruning & Tree Felling Guidelines Preserving the Landscape We Share

rees are an essential part of Seaward Estate’s natural beauty and contribute to the environmental health and character of our community. To help preserve this valuable asset, residents are reminded that all tree pruning and tree felling must be carried out responsibly and in accordance with Estate protocols. Before pruning or removing any tree on your property, residents are required to obtain the necessary approval from the SEMHOA office.

Certain indigenous and protected tree species may also require permits from the relevant environmental authorities before any work may commence. Unauthorised removal or excessive pruning of trees may result in penalties and could contravene environmental legislation. When undertaking approved pruning, only the minimum amount necessary should be removed to maintain the health, safety, and appearance of the tree. Excessive trimming, topping, or practices that may permanently

damage or destabilise a tree are strongly discouraged. Residents are also encouraged to use qualified and experienced tree service providers to ensure work is carried out safely and professionally without endangering your property and neighbours. By following the Estate landscape protocols and procedures, we can protect Seaward Estate’s unique green environment, enhance biodiversity, and maintain the attractive surroundings that make our Estate a desirable place to live. Owning Wildlife Pets

lease be reminded that the Seaward Estate Conduct Rules prohibit the keeping or ownership of wildlife, including protected Threatened or Protected Species (TOPS), without permits. If you currently own a wildlife pet that was legally acquired, you are required to declare it to the Estate Management Office and provide all relevant documents for the pet to be registered like all other normal pets

as per the Estate pet rules. Indigenous wildlife in captivity MUST have a permit issued by Ezemvelo KZN Wildlife confirming lawful ownership. Wildlife pets that need permits from Ezemvelo KZN Wildlife include indigenous birds, snakes, tortoises, and mammals. Residents who fail to declare such animals or provide the necessary documentation will be required to remove them from the Estate and could face further action in

terms of the Estate Rules and applicable legislation by Ezemvelo KZN Wildlife. We appreciate your cooperation in helping to protect our local wildlife and ensuring compliance with the Estate Conduct Rules. Protect Your

eaward Estate's residents are reminded of the importance of ensuring that all their pets are up to date with vaccinations, especially the rabies vaccination. Following reports of a confirmed rabies case involving a feral kitten in Ballito Junction, pet owners must take the necessary precautions to protect their pets, their families, and the wider community. Rabies is a fatal viral disease that affects both animals and humans, which in other

cases has led to fatality. South African law requires dogs and cats to be vaccinated against rabies, and keeping vaccinations up to date is one of the most effective ways to prevent the spread of this disease. KZN province has had the highest number of rabies cases in South Africa since 2020. We would also like to remind residents that pets should not be allowed to roam freely outside their properties. Free-roaming pets are at greater risk of coming into contact with
