This is the second year of Verde Creatives’ in publicly demonstrating support to the Pride Month celebration coming from its successful staging of its Queen of Baguio in 2024 to highlight the rights and visibility of transgender Filipinas. Verde Creatives is founded and prides itself to be led by a transgender woman in Ms. Bemz Benedito. But mostly of its PR associates and past and present mentees are comprised of cis gender individuals who fully support the advocacy of Ms. Benedito and Verde Creatives.
Moreoever, Ms. Benedito who spearheads the photo campaign for Pride Month is also a steady name in the movement for LGBTQIA+ rights. She was also the first transgender woman to be a congressional nominee and first transwoman to be elected chairperson of Ladlad Partylist (the first and pioneer political party for LGBTQIA+ Filipinos). Comparably like last year, Verde Creatives is partnering with Ladlad and STRAP or Society of Transsexual Women of the Philippines (the pioneer in transsexual women support group in the country) in this endeavor. The photo campaign is a collection of images from Verde, Ladlad and STRAP and as well of its cis gender supporters and allies. To solidify the campaign for visibility and rights, the campaign is also steered in rainbow






colors by other leaders in the community like Mr. Dexter Macaldo, Chairperson of Ladlad, Ms. Santy Layno of STRAP and admired beauty empress Ms. Marie Barbie Anne Arcache, National Leader of LGBT Filipinas Taguig City and Adviser to the Philippine Financial and Inter-Industry Pride or PFIP Council. The campaign is joined by other fierce and admirable individuals in the rainbow community all doing their share in uplifting the rainbow community in its crusade for equal rights, acceptance and strong visibility.
The photo campaign, “Equality Champions: Magandang Laban” hopes to give visible images of Filipinos who are LGBTQIA+ and as well its supporters and allies. Through their collective voices and images, they hope to open the dams of wider and stronger support to their good fight.

WHEN Police General Rommel
Francisco D. Marbil took the helm as the 30th Chief of the Philippine National Police (PNP) on April 1, 2024, it wasn’t just a new title—it was a clarion call for change. For him, this moment wasn’t about professional milestones; it was about reshaping the very essence of policing in the Philippines. His mission: to restore trust, foster peace, and redefine what it means to protect and serve the Filipino people.



Born on February 7, 1969, in Manila, the PNP Chief’s journey to leadership was rooted in over three decades of service. A proud graduate of the Philippine Military Academy “Sambisig” Class of 1991, his rise through the ranks wasn’t just about career advancement; it was about shaping a vision for the future of the PNP. Yet, when he assumed his new role, it wasn’t just a career accomplishment—it was a responsibility to heal a deeply fractured relationship between the police and the public.
“This is the most challenging time for the PNP,” Police General Marbil admits, his words heavy with the weight of the moment. With high-profile cases and controversies threatening to erode public confidence, restoring trust in the police force has never been more urgent. From the scandals involving figures like Apollo Quiboloy to the controversy

surrounding Mayor Alice Guo, the PNP’s reputation is at a critical crossroads.
But for the PNP Chief, the solution isn’t found in more rules or regulations. It begins with a shift in culture. “It’s not about being feared,” he stresses. “It’s about being trusted.”
Rebuilding that trust is no small task. Marbil believes that creating a truly effective police force means fostering unity and solidarity. He envisions a PNP where officers stand as brothers and sisters, not just to each other, but to the communities they serve. A force where every citizen, no matter their status, is someone worthy of protection.

He likens the bond between the police and the public to that of a bank and its clients: “You invest in a bank because you believe it’s safe. You do the same with the police. When an officer breaks that trust, the public’s hope is lost.”
This loss of hope, however, is the very fuel that drives his reform agenda. “It’s not just about solving crimes anymore,” he explains. “Wouldn’t it be better if there were no crimes to solve in the first place?”
Under Police General Marbil’s leadership, a shift has already begun. The focus is no longer solely on solving crimes but on preventing them. One of the first changes he instituted was ending the practice of requiring officers to donate relief goods during typhoons. “Where do they get the resources?” he asks, highlighting that police officers, too, are often victims of natural disasters. By supporting the welfare of officers, he believes they will be better equipped to serve the public.
His leadership marks a departure from traditional, militaristic models. Marbil champions accountability and responsibility over blind obedience. “Gone are the days of just saying, ‘Just following orders,’” he declares. “You have to stand for something.”
For him, integrity isn’t just a buzzword—it’s a way of life for every officer, from the highest ranks to the lowest.

The ultimate goal is a force that embodies transparency, accountability, and unwavering commitment to the people it serves.
As the Philippines enters a new era, Police General Marbil sees the PNP as an integral player in shaping the “Bagong Pilipinas” (New Philippines). His vision is for a police force that doesn’t rely on authority to gain respect but on the trust and confidence of the people. “Once you wear the uniform, it’s not about your name anymore,” he says. “It’s about what you represent.”

Police General Marbil’s goal is clear: to leave behind a Philippine National Police that has truly earned the trust of the Filipino people—a force that serves not just for the people, but with them. In this new era of service, he sees the PNP as a protector of peace, a builder of trust, and an embodiment of a safer, more united nation.

His leadership style is simple but powerful—every decision he makes is driven by a clear sense of purpose, aiming to set the PNP on a path of professionalism and trustworthiness.
Marbil’s leadership is all about fairness. He might come across as strict, but he’s firm in his belief that fairness and consistency should guide every decision. “Inconsistency leads to confusion,” he says, and he’s serious about ensuring that no officer, whether new or experienced, is treated differently. For Marbil, there are no gray areas—when it comes to discipline, it’s either right or wrong. This clarity helps build trust within the police force, fostering a culture of equality and respect.
He also sets high standards for punctuality. All officers, including those in lower ranks, are expected to report before 8:00 a.m. “A leader must lead by example,” Marbil explains. His no-nonsense approach to time is not just about discipline— it’s about building a culture where everyone respects the value of time and responsibility.
Chief Marbil is not afraid to challenge long-standing practices. He has introduced what he calls a “360-degree shift” in how the PNP operates, cutting out outdated traditions like lengthy parades and flag-raising ceremonies. “If we don’t value time, how can we expect others to?” Marbil asks. His goal is to free up officers to focus on their true purpose: serving the public.

Marbil also decided to remove athletic events from the PNP schedule, believing that daily operations and community engagement should take priority over military-style routines. It’s a shift that aims to make the PNP more responsive to the needs of the people.
For Marbil, becoming Chief PNP wasn’t just a career achievement—it felt like destiny. He’s a man of faith and commitment, more focused on serving the people than playing politics. His vision for leadership is simple: be disciplined, fair, and always put the public first. Under his guidance, the PNP is working toward a future built on trust and service to the community.

THE Philippine National Police (PNP) plays a vital role in maintaining peace and order in our communities. Behind every uniform, however, is an officer who faces immense pressure, stress, and risk. The challenges they face are high, but thankfully, the PNP has introduced several initiatives aimed at improving the mental, physical, and financial well-being of its officers. These efforts provide essential support to help officers thrive as they serve and protect.


Mental health is a growing concern among police officers, given the traumatic nature of their work. Unlike military personnel stationed in centralized locations, police officers work locally, often near their families but also in high-stress environments. “Our policemen work 12 hours a day; it’s stressful. Orders here, orders there, so I reduced the number of orders,” Marbil shared.






In response, the PNP has introduced mental health programs such as stress management workshops, counseling services, and regular medical check-ups. While military facilities like V. Luna address trauma recovery, the PNP focuses on issues like hypertension and fatigue. These localized efforts help officers manage stress and prevent burnout, allowing them to stay resilient in their roles.
The financial strain on police officers is significant, especially with modest salaries and rising living costs. “Our officers are assigned where they live... Many are breadwinners supporting their families and paying for home construction or education,” Marbil explained.
To alleviate this, the PNP introduced the Health Card and Reimbursement of Hospital Expenses (RHE) programs, which ease the financial burden of medical emergencies. The PNP has also partnered with financial institutions to provide accessible loans, helping officers manage financial pressures without compromising their well-being.
Police officers often face legal battles without the resources to secure strong legal representation. “Why do we need private lawyers? If you’re a drug pusher, you get the best lawyers. But for us in government, we have no funds,” Marbil said.
In response, the PNP has collaborated with the Police Security and Safety Insurance Fund, Inc. (PSSLAI) to offer legal assistance. While in-house lawyers provide support, this new partnership ensures that officers have access to expert legal representation when needed.
By prioritizing the wellness of their officers, the PNP is investing not only in the people who serve us but also in a stronger, more resilient police force.

But real influence often works in tandem, built on the strength of those who lead not just with authority, but with empathy. In the Philippine National Police, that balance is clearly seen in the dynamic between PNP Chief General Rommel Francisco D. Marbil and his wife, Mary Rose P. Marbil.

As Chief of the PNP, General Marbil has guided the force through a period marked by quiet recalibration. His leadership has evolved from focusing solely on systems and protocol to centering on people—how they’re supported, empowered, and uplifted. His style is not performative but grounded, steady, and quietly transformative. Under his watch, leadership has meant not only making decisions at the top but creating space for others to grow into their own roles with confidence and clarity.
At his side—but never in the shadow—is Mary Rose Marbil. She stepped into her role as adviser to the Officers’ Ladies Club with clear intent: to transform a traditional support group into something far more inclusive and sustainable. Her efforts resulted in the formation of the PNP OLC Foundation, a move that opened the doors and broadened the organization’s reach to include health care, education, livelihood, and wellness support for PNP personnel and their families.
While General Marbil commands with structure and strategy, Mary Rose complements it with heart and hands-on leadership. She brings in a collaborative energy that empowers those around her, fostering a culture of shared responsibility rather than hierarchy. Her transition from corporate life to foundation work is marked not just by managerial skill but by a personal commitment to service.
