INJECTION: While the Venezuelan economy flounders, Spain is providing a haven for old money

Reaping rich rewards PAIN’S property boom is being fuelled by the ruin of Venezuela’s. It is estimated that in the Salamanca district alone, more than 7,000 luxury apartments are now owned by Venezuelans. Their country is facing financial ruin, with inflation expected to hit one million per cent by the end of the year. And while some nationals face a fight to survive on a daily basis, others have found a safe haven for theirs in Madrid’s real estate market. According to real estate investment adviser, Luis Valls-Taberner, almost every street in Salamanca, an upmarket district of the Spanish capital, is home to a

wealthy Venezuelan. While he would not identify the buyers, he told told an international business newspaper that some of the properties were purchased through investment companies based in Miami or elsewhere - but the money always came from Venezuela. Madrid’s housing prices surged about 17 per cent last year, the strongest rise among Spanish cities, raising the cost of living downtown to levels last seen in 2007, before the country’s construction bubble burst. The Salamanca district, with its fashion shops and restaurants, has been at the heart of the boom, partly thanks to rich Venezuelans.

In Salamanca alone, by the estimates of some Madrid real-estate companies, over 7,000 luxury apartments are now owned by these expatriates. And the bulk is from families who became rich decades ago, in an economy whose main asset, oil, was nationalised in the 1970’s. According to Rolando Seijas, the Venezuelan founder of SNB Capital, a Madrid-based investment firm whose activities range from insurance services to an electronics component factory in southern Spain, the ‘big fortunes in Venezuela have always been connected among themselves and dependent on having a good relationship with the state.’

He added that ‘some Venezuelans have become successful entrepreneurs in Spain, starting delivery services, opening restaurants and shops or taking over franchises, like that of the US fast-food chain Subway.’ Venezuelans have not only been buying Spanish real estate, but also building it. In 2017, the Cohen family, owners of one of Venezuela’s largest commercial real estate companies, opened the Sambil Outlet on the outskirts of Madrid, which bills itself as Spain’s largest shopping centre. This year, the Cohen group also bought a building in Salamanca which will be turned into a dozen luxury apartments.

A humble adobe A

NEW trend is sweeping Spanish construction which involves building modern homes using techniques dating back centuries. The Adobe method has been used throughout history to construct buildings in Europe, the Middle East, Africa, Latin America and elsewhere. The method involves making bricks from clay, sand and other natural materials such as straw which are dried in the sun before being built around a wooden frame. The technique is visible in buildings such as the Great Mosque of Djenne in Mali as well as in the Poeh Museum tower in New Mexico in the United States. Adobe methods are now being used in Spain to build eco and green homes and other buildings. Bricks can be made using traditional methods and there are now options to buy them already completed. Examples of Adobe homes exist in Spain in the form of both historic constructions and new builds. Spain’s hot and dry climate lends itself well to using the technique. Disadvantages include the method being time consuming, with bricks taking around three days to dry. It is also hard to build tall structures with the method and exterior walls require regular maintenance.

Crowdfunding boosts market A TOTAL of €5.5 million has been invested in 11 property projects in Italy as a result of a crowd-sourcing platform. Financing firm Housers said they predicted the figure could be as high as €10 million by the end of the year and that it could reach €30 million in 2019. Giovanni Buono, the head of the company’s Italian operation, said they were planning on expanding into Rome, Torino and Venice having already broken into markets in Milan, Florence and Potenza. “In a year we have managed to get 9,000 investors from Italy to join our platform and invest in projects in the country, as well as Spain and Portugal,” he said. The firm are reportedly aiming to grow their user base to around 25,000 during next year. The platform works by members loaning developers amounts from €50 upwards to buy, build and develop properties.

TRONG investor interest in the real estate market triggered a 27 per cent growth in luxury residential property sales and purchases in the first half of 2018. This has been despite the uncertainty generated by the turbulent political situation in Cataluña causing a notable drop in the number of transactions of high standard homes in that area. Some estimates suggest that the number of transactions in Cataluña during the first six months of the year fell by 13 per cent. But the rest of the country has surged ahead when it comes to luxury property, simply shrugging off the falls seen in Cataluña to see a 27 per cent rise in prime residential real estate transactions, according to a report by Lucas Fox. This resulted in a sharp increase in the average sales price, which soared by 19 per cent in the first half of the year. According to the National Statistics Institute (INE), 217,539 housing transactions were carried out between Jan-

uary and May this year, representing an increase of 13 per cent over the same period last year. The sale of new homes represented 18 per cent of the total of transactions, with a total

of 38,328 new residential properties transferred. “Lower unemployment and access to credit, which is beginning to become a little easier, make it a very favourable

In addition, the total value of these operations increased by 10 per cent over the first six months of 2017. Moving across to Valencia City, according to the Ministry of Development, the total value of sales transactions grew in the first quarter by 17 per cent compared to the same period last year. In the Barcelona region of El Maresme there were 80 per cent more luxury sales during the first six months of the year, despite the political uncertainty that hit the rest of Cataluña’s high end real estate market, according to Lucas Fox. However, there was a 27 per cent reduction in the total value of transactions, due to a reduction in the average price of the properties traded.

New minister gets to work SPAIN’S new Minister of Housing and Development has taken up his post, with policies addressing renting, leasing and planning said to be high on his to-do list. Jose Luis Abalos referred previously to measures the new Partido Socialista (PSOE) government would implement if they took power. They include reforming urban lease laws to restore minimum periods of five years, as well as tax reliefs for tenants in rentals and for landlords offering affordable rates. Plans to increase the amount of rental housing available to the most disadvantaged groups have also been floated.

HE residential property market on Ibiza continues to boom. Entry prices for villas, fincas and apartments in very good locations increased once again in 2017. Local authorities have responded to the sustained level of demand by developing infrastructure on the island further and realising new development projects. “The number of properties coming onto the market is growing in the luxury segment too. Exclusive homes are currently taking shape in select locations around the island that offer superior services to residents,” said Florian Fischer, Managing Partner of Engel & Völkers on Ibiza. Interest in the Balearic island is growing year on year, and this is reflected, for example, in the sustained growth of private air traffic and in the number of wealthy visitors drawn to the island’s marinas. Avoid getting scammed when renting in Spain

There are many criminals who seek to scam vulnerable people, in most cases renting out an apartment they don’t own. The Spanish Organizacio de Consumadores y Usuarios (Consumer Rights Watchdog, Consumers and Users Organisation) has listed some tips to help define legitimate accommodation. More and more scams are being recorded related to holiday accommodation rental scams in Spain. Common ways relating to fraud include requesting a payment in advance, phishing for personal information or introducing malware through a link to access a user’s computer and steal information. The Spanish OCU advises to read the tips before agreeing to rent a property on the internet. • Comparing prices and conditions on different websites. Usually lower prices have worse conditions or are not legit. • Always read the conditions and recommendations of the holiday accommodation

rental sites. • Always communicate through the website where the accommodation is advertised and never transfer money from outside the page or application. If communication is made directly with the owner, there are no guarantees the money will be recovered and the platform will not be held responsible if any problems occur. • Be wary of rentals below the market value and advertisements that offer incredible homes at a very low price - if it sounds too good to be true it probably is! • Check the authenticity of the listing through other sources: reviews and comments from other users, checking the location on Google Maps or similar applications, calls and questions to the owner for specific services in the area like restaurants and things to do. If the information they give is too vague, be suspicious. • If a deposit is required to secure the property, only make the payment by a secure means proposed by the platform and that leaves a trace of the payment, such as paying by card, Paypal or a bank transfer. Always check that the account holder is the same as the owner

of the property being rented. • If you decide to rent directly from an individual before signing the contract or making a reservation, contact the advertiser beforehand to confirm their identity and clear up any doubts that may arise. If in any doubts local Gestoria can confirm if a certain property is owned by the person who is renting it out. • Try to avoid paying the full amount up front, and instead deposit the smallest amount possible and pay the rest on arrival when it has been verified that everything is as indicated in the advertisement and there’s nothing dodgy about the rental. • Keep a copy of the reservation and/or deposit. If a deposit is requested, clearly specify the payment reference of the bank transfer, the conditions of its application and that as it is a deposit it is to be returned. Ideally, you should have an inventory list of items that belong in the property and their condition before signing the contract. • If you believe you have been a victim of fraudulent rentals in Spain, inform the website so the advertisement can be removed and contact Local Police and Guardia Civil.

Climate As any expat moving to Spain discovers, there’s a difference between weather and climate. Spain has climate. Parts of the Costa del Sol enjoy warm summers and mild winters, notching up a cheerful 320 days of sunshine. The picture is a little different inland and in the sierras where winters are bright but colder, and it’s rainfall that keeps those hills of northern Spain so green. But it’s easy to see why an overwhelming majority of expats see the Spanish climate as a contributor to an improved quality of life.

Still, property prices and rent remain comparatively low: the average price of accommodation per square metre in 2017 was €4,382 and although rental prices are on an upward trend, particularly in high-demand areas, expats can still expect lower rates than in northern Europe. 4. Spain’s outdoor, face-to-face lifestyle makes it easy for expats to slot right in and start living the life. People who have moved here from overseas tend to find a warmer welcome from locals than in many other expat destinations, though having even a basic grasp of Spanish will make a big difference, especially since English isn’t widely spoken outside the cities and resorts. Retirees seeking to build a new social life are well placed to find one, whether settling in a coastal expat community or heading for the hills, with plenty of opportunities for socialising; an afternoon nursing a drink and tapas on the shady terrace of a bar or joining in the local fiestas pretty much anywhere. Family life is at the heart of Spanish lifestyles and it’s not unusual to see four (even five) generations of the same family filling a lunch table set for 12. Children are welcome in restaurants and cafés and as this isn’t an early-to-bed culture, you’ll soon get used to seeing them running around well into the evening.

5. Exploring Spain There are many faces of Spain: thriving, cosmopolitan cities, coastal demiparadises where the sun never seems to stop shining, mountain towns and villages, the little white pueblos of the south where the only sounds are birdsong and the timeless sound of goat bells. Expats find their way into all of these and more, exploring the country from wherever they’ve made their new home. And it’s easily done - Spain’s transport infrastructure is well served by generally toll-free roads, and by a highly affordable bus and rail network. Given the comparatively low costs involved, a short break away won’t break the bank, and is especially rewarding when you head off the beaten track. Spain’s UNESCO world heritage sites aren’t confined to the big cities. Retirees may cite numerous reasons for moving to Spain - but one thing’s for sure, the laid-back lifestyle, low cost of living and beautiful scenery will always be high on the list.

Property on the Water WHY pay millions of euros to buy a beachfront property when you can build a house on water? Well the first sustainable houseboat has been built in the marina of Torrevieja in Spain. The contemporary design home, manufactured from carbon fibre, polyester, concrete, galvanized steel, and wood is categorised as an unmanned and non-motorised floating fixture, but serves more as a house than a boat. Sporting modern wooden floors, American style kitchen and floor to ceiling doors, they add a bit of luxury thanks to the clever design and the stability of the houseboat meaning there is no feeling you are floating on the sea. The cost of building a houseboat is considerably cheaper than buying a property near the coast. A two bedroom-two bathroom model will set you back about €100-150,000. Another advantage of this type of housing is the construction time which takes between three to five months to build, depend-

ing on which size is ordered. With the help of a trailer or tugboat you can relocate it as many times as you want. “There are other similar products, but not with the same creature comforts and characteristics. The rest of the markets have specialised in motorised houseboats or having the maximum surface area. We want them to be comfortable and, above all, efficient, sustainable and affordable,” stresses Manuel.

Property mortgage increases STATISTICS published earlier in July showed the number of residential properties bought and sold in Spain during May was 4.7 per cent higher than same time last year. It also showed that purchases financed by mortgage rose by 7.3 per cent. According to the government’s central statistics unit, there were 31,166 new mortgages registered during the month. With most important increases in the 17 regions of Spain being those in the Canary Islands (70.9 per cent) and Castilla-La Mancha (21.7 per cent), Murcia and Aragon experienced decreases. The latest data show the average loan capital involved in new mortgages during May was 2.8 per cent higher than in 2017 at €117,044. Average interest rates of only 2.38 per cent on variable loans and 3.04 per cent on fixed rate repayment terms, 40.6 per cent of buyers went for fixed rate terms. According to the longer term picture, in the first five months of the year there were almost 144,000 new mortgages registered on housing purchases.

The 16th century castle has entertained French royalty throughout the centuries and features huge vaulted ceilings, landscaped parks and even has its own chapel. Also on the list is an Italian castello, on the market for €15.7 million, which would also double very well as a wedding venue. The most viewed overseas property on the list is an offplan Spanish home in a golf resort in the south of the Costa Blanca. Included in the very affordable price of €290,000 is a swimming pool and courtyard.

A BARCELONA couple are set to travel the world thanks to a growing travel trend which sees tourists stay in the homes of strangers and make theirs available in exchange. The pair are set to begin their journey in New Delhi in India. They are due to travel across a total of five continents staying in the homes of users of GuesttoGuest, who are sponsoring the couple’s journey after they won a competition. GuesttoGuest describes itself as a social network for travellers. Users register their homes and gain points by letting people stay in theirs, which in turn lets them use the houses of others across the world. Spain has the second most users of that platform and similar ones of any country, behind France.

THE appetite amongst buyers has strengthened over the last 12 months, particularly at the opulent end of the market above €4 million. Marbella’s favoured prime areas such as the beachfront, Golden Mile and La Zagaleta retain their pre-eminence, but new emerging prime markets are evident in other areas. New investment in the form of The Nobu Hotel and the widely anticipated W Hotel along with a number of other upmarket branded resorts demonstrate the latest trend among high-end tourists for the area, many recognising that the coast is also a viable winter retreat. Developers now understand the importance of delivering luxury low-density

projects with carefully planned communal facilities and the latest technology. The commercial property market in Marbella provides a valuable indicator as to the state of the town’s economy and future residential demand. Although there is a severe scarcity of office and retail units to buy or let as supply struggles to keep pace with commercial demand, which is a positive signal. Tourism figures show the number of visitors arriving in Spain rose 9 per cent yearon-year to 82 million tourists in 2017. Northern European buyers (Scandinavian, Benelux and German) are key countries contributing to increased sales, but the rise of the French buyer has

been the most notable trend in recent years along with Middle Eastern buyers who can now fly direct to Malaga from Doha, Riyadh and Jeddah. Despite the availability of good finance deals and historically low interest rates, around 70 per cent of purchasers are cash buyers. The latest data from Spain’s notaries suggests that British demand is still at the top and far from wavering in the run up to the UK’s departure from the European Union. In the second half of 2017, there were 49,553 sales to foreign buyers across Spain and the UK had the largest market share of all overseas buyers - 14.3 per cent . This figure rose to 26 per cent
