READY TO OPEN?: Store floors marked for social distancing. DESPITE Spain’s slow but steady progress in de-escalating out of the coronavirus health crisis, there is still a lot of confusion felt by residents in confinement about what rules apply, where they apply and to whom they apply. Thankfully measures are beginning to relax however, finding out which measures apply in which stage has been a headache for many. Firstly, the government said it would only de-escalate by provinces, and this has been the case in Andalucia, however, in other areas of the nation provinces have been allowed to de-escalate by sanitary districts. Why has the entirety of Malaga, which only has one sanitary district that does not comply with Phase 1 criteria, been forced to remain in Phase 0? Instead, territories in Valencia and Alicante with a higher incidence of the virus have been allowed to de-escalate separately. Not only this, but the constant backtracking on rules
and regulations has also proven confusing, to say the least. Initially, the new driving regulations were only applicable to residents in Phase 1, now they apply to Phase 0 as well. At one point, bars and restaurants were only allowed to open their terraces to accommodate 30 per cent of usual customers, after facing backlash they changed this to 50 per cent. Similarly, going to a residence in the same province was only allowed in Phase 2, after facing controversy this has been amended to Phase 1.
It begs the question, how are these regulations being created and enforced? How much backlash must a regulation face before being adapted? What is the final say? These are important questions that business owners and customers must know the answers to if they plan on contributing to the economy and re-activating the notion of ‘new normality.’

Clearing Up Confusion TO make things a little simpler during this complicated time, we have developed an easy to read guide about what you can and can’t do during your deescalation phase: Can I travel to go and see my family or friends? No, if you are in Phase 0 you are not allowed to visit friends or family at their homes. Yes, if you are in Phase 1, you are permitted to hold small social gatherings of up to 10 people, but this must be within the same province. You are not allowed to travel outside of your province to visit anyone. Can I go to the bar/restaurant? No, if you are in Phase 0, bars and restaurants will remain closed to the public, however, you can go and pick up food to take away and eat at home. Yes, if you are in Phase 1, then bars and restaurants with open terraces will be open but at a limited capacity and correct hygiene measures should be abided to. Can I go to the hairdressers? Yes, no matter what phase you are in, businesses which take prior appointments will be open, all you need to do is book in advance.
EXERCISE: Is permitted in bothphases but at regulated times. Can I go to church or my place of worship? No if you are in Phase 0 this will be
closed. Yes, if you are in Phase 1. Can I travel in the car with my family?
Individuals in both Phase 0 and Phase 1 are now allowed to travel with members of their household in the same private vehicle, without using masks and occupying all seats available. However, if you are travelling with a non-household member you must wear a face mask and respect the maximum distance between passengers. Can I go out to do exercise? Yes, in both phases exercise is allowed, however, you must abide to your designated time slot. Children under the age of 14 (accompanied by an adult): From 12.00pm to 7.00pm Individuals over the age of 70: From 10.00am to 12.00pm and from 7.00pm to 8.00pm Individuals over 14 but under 70: From 6.00am to 10.00am and from 8.00pm to 11.00pm Can I take my children out? Yes, in both phases, either to accompany you to do activities permissible under your phase or during the designated exercise hours. When taking your child out for exercise this must be done by a single parent and only a maximum of three children can go out under the supervision of one parent.

On to Phase 1 for some A LARGE chunk, but not all health districts in the Valencia Community are through to Phase 1 of Spain’s deescalation, a move which benefits 51 per cent of Spain’s population. Spain’s Health Minister, Salvador Illa’s, announcement on Friday came as a huge relief for many parts of Costa Blanca’s north region, with Marina Baixa, Denia and Alcoy meeting the requirements for relaxed confinement measures, meaning bars, restaurants, cafes, hotels and other small businesses can start the move towards a ‘new normality.’ But only half of the Alicante Province was given the go ahead, leaving Alicante City area (San Juan, El Campello, San Vicente) in Phase 0 due to bed availability and their number of Covid19 cases. Expats living in those areas which have moved into the first phase of deescalation will enjoy more freedom, which includes being able to visit family and friends (as long as they are also in Phase 1), shopping without an appointment, and enjoying a drink or meal in bar/restaurant terraces. There are still limitations, such as social distancing and strict health measures

The Valencian Government had proposed that all three provinces - Alicante, Valencia and Castellon - move on to Phase 1, while asking the central government that the de-escalation be carried out by smaller population units the 24 health departments that make up the Valencian health system. Seasonal hours Lighting A FUTURISTIC pedestrian crossing at the busiest zone in Benidorm has been unveiled with a striking resemblance to a running track, and flashing lights to indicate when it’s safe to cross. While the normally bustling holiday resort has been ghostly quiet due to the State of Alarm, Benidorm Council has been making the most of the lockdown carrying out essential road safety works in an area with the highest pedestrian intensity. The pedestrian crossings in the lower part of Calle Ruzafa, in the centre of the town, where it merges with Calles Herreraas and Emilio Ortuño, were previously separated by a few metres. Technicians have now combined the crossings as they go round a sharp bend, and installed flashing lights at individual sections for a safer pedestrian crossing.
THE word disabled is being removed from parking signs in Villajoyosa as the council’s Public Safety and Traffic department adapts road signs in a ‘more inclusive and respectful way.’ The council has decided to remove any reference to reduced mobility from its road signs, retaining only the representative icon. SUMMER opening hours for bars and restaurants will be brought forward in Villajoyosa together with cash aid and relief measures for small businesses to help them to get back on their feet during deescalation. The council confirmed €500 will be given to self-employed, mutual, micro and SMEs that have been forced to close, and €250 to those which have seen income drop by more than 75 per cent due to decreased business activity. Waging war WAR is being waged on mosquitos in El Campello on the Costa Blanca as rain and high temperatures leave residents plagued by a rise in populations. The council said: “Due to recent episodes of heavy rains followed by rising temperatures, mosquito populations have increased in El Campello. “For this reason, the Public Health Department has ordered that the company Lokímica, which has been awarded the contract for the antivectorial health treatment service, will reinforce the treatment against mosquitos.” Fumigation efforts will be concentrated at the mouth of the Río Seco, as well as all the residential areas. And the council is calling on the public to do its bit to combat the pest problem. “In controlling the proliferation of mosquitos, the maintenance of private areas is of great importance, since, especially the Tiger Mosquito, needs very little water to deposit its eggs. “So it is important to take certain precautions such as avoiding leaving out containers that can accumulate stagnant water, and carry out proper maintenance of swimming pools and ponds.”

Caring for carers A COSTA BLANCA association is supporting health workers across Spain during the coronavirus pandemic. Based in Alfaz del Pi ‘El Jardín de Esther’ has been giving free mindfulness workshops followed by 30 health professionals from
different areas of Spain. One of the promoters, Daniel Mendialdua, a sociology graduate and mindfulness instructor, said the initiative has been “very positive,” both in the response and the information obtained. “The most important objective has been achieved, which is to help those who are helping us the most to stop the Covid-19 pandemic, by providing a place for deep rest, after the emotional stress to which they are subjected,” and providing useful tools to cope with the day to day, explained Daniel. David and all the members of El jardín de Esther, are now considering starting a new workshop, dedicated to family members who live together and care for patients with different diseases. The association is mostly made up of professionals who work at the Universities of Alicante and Miguel Hernández in Elche.

IT’S full steam ahead in El Campello as the council puts 100 per cent of its maintenance staff to task preparing the town for de-escalation. The Department of Services and Infrastructure says its brigade of 40 workers, including building site personnel, gardeners and electricians, have been reincorporated in recent weeks, with everyone back at work. Among the tasks being carried out daily, maintenance staff have been preparing road surfaces, parks, gardens and urban hedges, cleaning fountains and collecting rubble and debris. In addition, repairs are being made to public buildings that are still unoccupied, “so that they are in optimum condition before the workers return to their posts.” A council spokesperson said: “Last week they undertook and completed the waterproofing of the terrace of the town hall and prepared the floor of the kitchen and bathrooms

OLIVA has taken an energy conscious move towards lighting up the town and is installing 384 external LED lights and 56 supports at a cost of €165,000, subsidised by the Provincial Council of Valencia. The council’s replacement of the older lights for new low consumption alternatives is “to improve the energy efficiency of the system of public lighting in the town.” The new lights have a useful life of more than 100,000 hours and have so far been installed in El Pinet and Sant Francesc areas, La Rajada and Tirant lo Blanc

Ryanair Returns BUDGET carrier Ryanair says it plans to reintroduce 40 per cent of its services from July 1, subject to travel measures being lifted and safety measures being brought in at airports. The airline will operate nearly 1,000 flights a day, bringing back nearly all of its pre-Covid 19 routes. Other new rules include face coverings being worn by all crew and passengers and cashless on-board transactions. Queues for the toilet will be banned during flights and passengers will have to request access from crew members. Ryanair will ask its passengers to check in online and bring fewer bags, while they will also have to download their boarding pass to a smartphone. On arrival at the airport, people will have their temperature checked and will have to wear a face mask or covering at all times.

IN the small print of the Official State Bulletin order approved this Saturday, May 9, the government has included a prohibition regarding sales at physical shops, which will affect the more relaxed opening of shops in Phase 1. However, this measure will only affect physical stores as it aims to avoid crowds and an over-saturation of people. “This restriction will not affect sales or sale promotions made through the websites” states the order. Neither employers nor large operators understand the meaning of the measure, which they describe as ‘incongruous.’ This measure was established to give an opportunity to smaller businesses

THE National Police have arrested a gang of safe-crackers suspected of stealing a gold bar and high-end jewellery during a lockdown crime spree. According to the police, the seven ‘highly professional’ suspects

specialised in overriding security systems using ‘frequency inhibitors and oxyfuel torches’ to open safes. They have been charged with seven burglaries in Zamora and Madrid. The gang, all from

ARRIVING IN SPAIN: People must spend two weeks in isolation. TRAVEL agencies, tour operators, and transport companies are now obligated to inform potential holidaymakers and travellers about the new quarantine measures when selling tickets destined towards any Spanish territories. “People coming from abroad must quarantine for 14 days following their arrival,” stated the Official State Bulletin on Tuesday, May 12. This order established by the Ministry of
Health, which comes into force at 12.00am on May 15, aims to enforce a quarantine for people arriving in Spain from abroad, at least until the State of Alarm lasts. It establishes that any person who travels to Spain from abroad, regardless if they are Spanish or foreign, must be quarantined for two weeks either ‘at home or accommodation, and must limit their movements’ to certain activities such as ‘ac-
quisition of food, pharmaceuticals, access to health centres or due to force majeure.’ The transborder workers, transporters and crews are exempt from this standard, ‘provided they have not been in contact with people diagnosed with Covid19.’ Airlines must also provide a Passenger Location Card for passengers to fill in upon arrival in case they must be located once they have entered Spain.

Travel Ban Extension SPAIN and its European Union fellow countries are set to keep a nonessential travel ban going for potential visitors trying to get in from outside the region. The European Commission has asked for formal approval to extend the limitation for another month, which would take it through to June 15. Airport charges LOW COST carrier Ryanair has demanded that Spain’s Prime Minister, Pedro Sanchez, scraps airport charges in Spain. The Irish company has also said that they “want to resume flights as soon as possible,” once travel restrictions have been lifted. Ryanair is annoyed that they have to pay parking fees for their stranded planes across the Spanish airport network operated by state-owner Aena. Ryanair’s argument is that their planes cannot go anywhere else, and though Aena has given them a six-month interest free delay on paying the fees, the company says the charge doesn’t make any sense.
Ryanair’s Eddie Wilson said: “It’s unjustified as our aircraft are immobilised and parked at airports due to the Spanish government’s travel restrictions.” Wilson added that he fully supported the Madrid government’s measures to fight the coronavirus, but said that Aena-operated airports “should not be allowed to make any benefit out of the crisis at the expense of airlines that are in a difficult situation due to travel restrictions.” He also pointed out that most EU airports had waived fees, and added that if Aena didn’t then it “would be up to Pedro Sanchez and the government to do so.”

Antonio González Pacheco was given the nickname of the cowboy outlaw after his habit of spinning a gun on his finger. Regarded as one of the worst torturers in the General Franco dictatorship, he was never charged thanks to the Amnesty Law of 1977,
which granted immunity to crimes committed from the Spanish Civil War through to the mid70’s. González served as a police officer in Madrid under the Franco regime and in 1975, after Franco’s death, he joined the police’s anti-terrorism unit, where he led a campaign against the Basque terrorist group ETA. In 2013, an Argentinian court issued an international arrest warrant on 13 counts of torture as
part of an investigation into Franco-era crimes that included disappearances, forced labour, murders, stolen children, and unlawful detention. That bid failed a year later; the High Court in Madrid rejected an extradition request, saying that any crimes that had been committed had passed. He was even awarded a silver medal in 1977 for his services to the country and a 50 per cent hike to his retirement pension.

LARGE OWNERS. This RDL states that in cases where lessors are large holders (that is, they have more than 10 urban properties, or constructed areas of more than 1,500m2), or are public housing entities, a moratorium (delay) in the payment of the rent for the period related to the State of Alarm, its extensions and even the following monthly payments up to four months, will be put in place AUTOMATICALLY, and the tenants may pay by a de-
ferred method, without penalty or interest, within a period of TWO YEARS. The lessor or tenant must meet the requirements stated in the law including the fact that the activity must have been suspended, reduction of 75 per cent of invoicing, etc. SMALL OWNERS. The problem is that in most cases the owners of commercial premises are small landowners, and the RDL does not anticipate anything, beyond the possibility of requesting a deferment or modification of the rent, but it is not mandatory. Therefore, RDL 15/2020 does not foresee any solution for the majority of businesses seriously affected by the coronavirus, who cannot pay their monthly rents, since the moratorium will depend upon a voluntary
agreement between the parties. Our advice is for the parties to negotiate, and we understand that RDL 15/2020 is compatible with other possible options possible in law, such as the wellknown rebus sic stantibus doctrine or the possibility of modifying the conditions of the contract due to the change in circumstances caused by of the Covid-19 crisis. In the application of this doctrine however there are many elements that must be considered with regards to such rental of business premises if such an application is to be accepted, for example, for the application of RDL 15/2020 (75 per cent decrease in invoicing, duration of the moratorium on payment, etc.).
In addition, when the tenant claims the application of the rebus sic stantibus doctrine to their commercial premises lease, we understand that it must be accompanied by an appropriate justification of the change in circumstances in order to warrant a reduction or moratorium on the monthly rent. Together with its pedestrian streets and seafront promenades, Benidorm has 91 kilometres of bicycle lanes and almost 270,000 square metres of greens zones where it is possible to walk or practise sport during the de-escalation timetables set by the central government.

WITH Albir’s lighthouse still closed to the public, the town hall has been carrying out repairs and improvements unhindered. Built in 1863, El Faro has guided shipping without interruption since then, even during the 1936-1939 Civil War. Alfaz Town Hall decided to rehabilitate the building between April and July 2011, with an official reopening in October that year. Alfaz’s Heritage councillor Manuel
Cortes explained that although the project was relatively inexpensive, the decision to restore the lighthouse and maintain it in good condition, was an important one. El Faro is now an interpretation centre or informal museum, giving details of the workings of the early lighthouse as well as the way of life of the lighthouse keepers residing there until the 1960s when technology made their continual presence unnecessary.

Originally a watercourse it channels heavy rain and prevents flooding, and it is precisely because the Bulevar is so often subjected to extreme weather conditions that it needs regular upkeep, said Alfaz’s Technical Services councillor Oscar Perez. “We have been working throughout the town since the beginning of the crisis resulting from the Covid-19 pandemic and haven’t stopped at any time. Quite the opposite in fact,” Perez added. A Technical Services brigade has been clearing the streambed and its sides, clearing the vegetation and pruning trees, and although the councillor emphasised that maintenance is ongoing in all areas of Alfaz, he revealed that special attention is being paid to the beach area. “We are concentrating on this because we want everything to be ready for when lockdown ends,” Perez said.
Town hall takes over 2020 fiestas
THE Penya Induccio, organisers of Alfaz’s 2020 fiestas, have handed over to the town hall. “In this situation of uncertainty no-one can be sure of what can or can’t be done in November,” said Fiestas councillor Oscar Perez. Instead, Penya Induccio will organise the 2021 celebrations, Perez said. “We shall resume our activities and carry out all the events we had planned, promising our commitment to offering a year that will be magical and special,” a Penya Induccio statement pledged. Meanwhile the town hall will organise this November’s celebrations, “At present we don’t know how things will be in November,” Perez said, but stressed that the town hall would always guarantee the safety of the public and comply with the Spanish government’s regulations.

Otherwise the red

All training must be individual, no collective activities are allowed and a five-metre distance is required between swimmers or the rowers also allowed to use Albir’s coastal waters. Swimmers enter the beach at the lifesavers’ observation tower located at the Albir-Altea boundary in front of Country Ribs.
Caring for the carers THE Alfaz-based association, El Jardin de Esther (Esther’s Garden), recently organised a free, online Mindfulness workshop. Directed at care for those who do the caring, the workshop given by Daniel Mendialdua, a Sociology graduate and Mindfulness instructor, was followed by 30 health professionals from different parts of Spain. The workshop had achieved its important object of helping those who are doing most to halt the spread of Covid-19, Mendialdu said. It offered them a place “of deep repose” after the emotional tension they are subjected to and provided them with the means of surviving their daily routine, Mendialdua declared. Alfaz’s Health councillor Maria Cortes also said it was gratifying to know that an Alfaz association was doing so much to contribute to assisting those who look after others.
ALFAZ held its first ever Europe Day although it was a virtual celebration via video-conference owing to the Covid-19 pandemic. It was ‘attended’ by representatives from all of Alfaz’s international groups and associations, the majority of whom are from European Union countries. The occasion also saw the town’s first lockdown performance of the EU anthem, Ode to Joy, by the members of Alfazs Sociedad Musical La Lira. The online event was open to all, with invitations sent to all who had previously emailed the town hall’s Other Nationalities department, explained councillor Martina Mertens. Europe Day, on May 9, celebrates peace and unity throughout the continent and is the anniversary of the historic Schuman Declaration, the speech made in 1950 by France’s Foreign Minister Robert Schuman, proposing the creation of the European Coal and Steel Community, which was eventually to become the European Union.

Getting down to work THE Municipal Tourism Intelligence Committee has now met for the first time. The committee, whose creation was approved last September, includes representatives from all parties on the local council, town hall officials and representatives belonging to Calpe’s tourism sector, including hotels, bars, restaurants, commerce and complementary services as well as local
groups and associations. Inevitably, this was a virtual meeting, and served to outline action plans and promotions carried out so far this year and those included in Calpe’s 2020 Strategic Plan. Special reference was made to the consequences of the Covid-19 crisis and actions taken by the town hall’s Tourism department in this respect.

Calpe’s Town Plan (PGOU) originally classified three districts for construction but as none was carried out, no development rights were generated, the two parties maintained. The reaction is identified with the presence of antibodies, either called ‘IgM’ (early response that gives a short-term immunity) and/or ‘IgG’ (late response that gives a longterm immunity). PCR, ‘Polymerase Chain Reaction,’ is an early and technically specific test. It is considered the most accurate, but there is a window of two to three days for the result. On the other hand, the Elisa test detects the antibodies in the blood. The test is simpler, faster and nearly as effective.
Both tests direct or indirect can be done in asymptomatic, mild symptomatic or clearly symptomatic patients with the Covid-19 infection. It is NOT necessary to go to hospital or the Public Health System to have the coronavirus diagnostic test, but please remember it is mandatory to consult with your Doctor to decide on what test is necessary and the interpretation of the results.

Back to the beaches TEULADA-MORAIRA’S beaches are now open for walking and exercise in line with the central government’s de-escalation measures. The town hall announced that Moraira residents living within one kilometre of the beaches are currently free to use them for one hour between 6am and 11pm. To practise running, it is necessary to live in the town’s urban areas but there is no time limit. Individual, non-professional water sports may be practised on Portet beach, respecting social distancing and following the timetable set for other sports. At present there is a total ban on sunbathing, swimming or using children’s play areas on the beaches, the town hall stressed.
Firebreak A FIREBREAK is being cut through Javea’s densely wooded Capsades Rebaldi area. The €3,898 project, which is subsidised by the provincial council, the Diputacion, is included in Javea’s Municipal Fire Prevention Plan. As a high-risk zone where woods overlap with urbanisations, the 25-hectare fire break will bring increased protection to the area, explained Services councillor Kika Mata who recently visited Capsades Rebald to view the work in progress accompanied by Javea’s mayor Jose Chulvi.

Considered a non-essential service during the State of Alarm lockdown, all maintenance of this kind had been suspended until now, explained Teulada-Moraira’s Environment councillor Carlos Martinez. Cover up DRUG FARM: Marihuana buds were found hanging from the ceiling. A SHADY drug dealer and her partner were arrested for covering up her mother’s death. Their lie was discovered by the emergency services that were called while ‘supposedly’ taking the mother for a walk in her wheelchair. The daughter told paramedics that her mother fell ill during the walk; it didn’t take long for them to discover that she had been dead longer. The
couple’s suspicious behaviour raised alarm when the paramedics tried to perform CPR, which led them to alert the police. The National Police carried out a search of their home in Granada to check for any foul play, instead discovering that it was a large-scale drug farm, with accessories of a drug business. They found ‘142 dry marihuana buds hanging from the ceiling,
as well as two rooms dedicated to producing the drug.’ The couple were arrested and charged with drug-related charges. But they have been released as the police do not suspect foul play in the mother’s death. Water Safety THE Spanish National Research Council has conducted a report regarding the safety of bathing in the sea or pools during the coronavirus crisis and ruled that transmitting the virus in this environment is ‘highly unlikely.’ It warns that social distancing should be respected even when enjoying recreational activities in the water. Risk in swimming pools and spas will be less likely due to disinfecting agents which are used to avoid contamination by the influx of users and ‘should be sufficient to deactivate the virus.’ A SEVEN-YEAR-OLD girl died suddenly last Thursday on a street in the Malaga neighbourhood of El Palo. The events took place on May 7 on Calle Almagro y Cárdenas, behind the football field of El Palo. The emergency services received several calls about the incident. The President of the Andalucian Government, Juan Manuel Moreno, has warned the Prime Minister, Pedro Sánchez, of the “reputational damage” that the decision to leave the province of Malaga out of Phase 1 of the de-escalation causes the brand of the Costa del Sol. It should be noted that tourism represents 12 per cent of the economy in Andalucia and 13 per cent of employment. She has raised the money and is providing baby food and free meals to many, many people. “Every Christmas she raises money and enlists the help of other chefs to cook for over 500 children and provide them with gifts. “The woman has a heart of gold and deserves some sort of acknowledgement. Whilst many might expect the lock down to encourage gambling, the slow down of economies and loss of income for many means that the online casinos are also not making the money they used to. Codere runs its business in Spain, Italy, Mexico and South America but with bet ting shops closed and money tight, it has now received a blow as US giant Moody’s
By John Smith has downgraded its credit rating by two points as it has delayed payment of inter est on bonds worth €27 million. According to the ratings agency, the company faces the reality of the maturity of bonds worth €800 million in the latter part of next year and it fears that the bet ting company could end up in default as it already has liquidity problems. Codere has called in a specialist firm of advisers to try to help it renegotiate its
debts, but even if its betting shops open within the next few weeks, if there are no significant sporting events for customers to bet on, then cash flow will be more of a trickle. It is quoted on the Spanish stock ex change and is now looking for a further €100 million in loans to keep going. Lack of liquidity coupled with the fact that lenders may well be more interested in backing larger enterprises with greater assets means Codere which employs some 12,000 staff could be in trouble.

Bitcoin devaluation EVERY four years the value of crypto currency bitcoin is halved in a deliberate effort to slow down the number of coins ‘mined.’ At the onset of the coronavirus Covid19 pandemic the value of a single bitcoin dropped to $4,200 (€3,876) but now a few days be fore the devaluation, it has jumped back to just below $10,000 (€9,232). It is understood that the total number of bitcoins that can ever be mined is 21 million and the cur rent number in existence is 18 mil lion.

Interest freeze CREDIT card companies in the UK have agreed to put a freeze on interest payments for almost 700,000 card holders. In addition, lenders have done the same on personal loans for a further 470,00 customers.

Lenders return £100 million IN 2010, the newly formed Metro Bank Plc became the f i r s t n e w U K h i g h s t re e t bank to launch in 150 years and all went well at first. Initially a privately owned bank, it launched on the stock exchange and by 2018, share prices rose to almost £40 (€46) but the revelation of a ma jor accounting error saw shares plummet and the resignation of its two founders. Not a rescue SPANISH Prime Minister Pedro Sanchez has warned that loans of €540 billion to be made by the Eurogroup to member states are not a bailout but credit lines to help each
government’s economy. The money is coming from two sources with the European ‘bailout’ fund (ESM) inputting €240 billion, the European Investment Bank is
funding €200 billion. A further €100 billion will be given by the European Commission in order to support measures such as paid furloughs known in Spain as ERTE.

A constant during the crisis Golden Leaves l a n o i t a n r e t n I is here to help THE coronavirus pandemic has effectively knocked the world off its axis and changed almost ever y facet of our daily lives, confining nations t o t he i r h o m es , an d bringing with it an unprecedented fear of the unknown. Even the process of grieving has changed as peop l e a r e f o rc e d t o mour n the death of a loved one in isolation. Throughout these uncertain times, Golden Leaves International has remained consistent throughout the expat community, supporting various charities and causes as people find their way through anxious and frightening times. EWN spoke to International Operations Director, Emma Quantrill, at the firm’s head office in Javea. She said: “We have been and are here throughout this health crisis, it’s important for Golden Leaves that expats know this even if people don’t have a Funeral Plan with us. “It’s a difficult time for people but we are specialists in this field, and if people just need to talk, please contact us we are here to listen and help.” Emma commented “We’ve been video calling as we have found it is far more reassuring and comforting for the community to see our faces. In addition, most of the calls we have been receiving are from clients wonderi n g
how the funerals will work during this time. Our support and service process is still the s a m e . We d o u n d e r stand why people are ringing to make sure as it’s a worrying time and people are more anxious. “Our advice, as always, is if someone loses a friend or loved one, ring us first. As long as you have a plan with us, we will take care of everything and if not, we can give you advice and point you in the right direction.” She added: “These are unprecedented times; it can be difficult to reach out to people who are grieving because there are different stages to grief. It’s just important to let them know they are not alone.” Emma has seen a lot of change in attitudes towards death over the years, and even more so now, in the midst of the pandemic. “Death is on people’s minds now, it’s not as taboo a subject as it once was, and people are more open to talking about and planning ahead for it. “It’s important to put an End of Life plan in place, not just because of the pandemic, but also because of Brexit. “We have found that with Brexit and now the pandemic, people are understandably worried as many longstanding companies have gone into administration. I can assure everyone that we have an independent Trust Fund in place to safeguard your plan purchase against this situation occurring.”

PERSONAL IMPACT HEALTH INSURANCE Specialist, Victoria, is also hands on throughout the crisis, advising and reassuring clients and others who need assistance. While she and the rest of the team have maintained a presence throughout the State of Alarm, she says how it has affected her personally. “My life has changed a lot due to lockdown,” said Victoria. “I have a five-year-old son, He’s at home with my husband. “It’s been hard not being able to go out with my boy. It was his birthday last month and he obviously wanted to see his friends. “He has been fantastic and very understanding of this overwhelming situation. His
school did an amazing job and explained everything before it closed, and we reinforced the message at home too. In truth it’s hard for him to understand in full because he can’t physically see it.” But Emma says she feels lucky and privileged. “The confinement side of lockdown has not really had much of an impact on me. I am fortunate to be able to adapt to a situation and changes in circumstance. “We are all now in a new world and we are all doing our jobs differently and to the best of our ability. “My team and I are concentrating on helping other people who are in a much less fortunate position.”

LEAPY LEE SAYS IT OTHERS THINK IT I CANNOT personally join in the condemnation and leftie gloating over the British government’s handling of the PPE dilemma. With the growing pressure and need for more and more supplies it is plainly obvious that ministers have been searching far and wide for ways of obtaining these lifesaving pieces of equipment. After all, who would have thought that Turkey of all places would have some means of producing vast amounts of these vital medical items? A number of other countries in the world, seeing a chance of a quick profit, have turned their hand to manufacturing these supplies, is it no wonder that much of it is inferior or not fit for purpose? The most despicable country of all of course is China. With its vast manufacturing ‘robot’ manufacturing capabilities the Chinese are pouring all their efforts into churning out as much

MEDICAL SUPPLIES: Many countries are now manufacturing these. PPE and breathing equipment as possible. Millions of tons are being manufactured from their factories, many of which are springing up virtually overnight. They are hawking their products around the world and, according to reports, ‘customers’ are being given 15 minutes to make decisions on millions of
pounds worth of goods or else it gets offered to someone else! This is a disgraceful state of affairs. It’s almost a take it or leave it scenario. And what about the moral issues? The country responsible for the whole debacle is making billions from the victims of their actions. That’s like demolishing
someone’s house without their permission and charging the owners for rebuilding. What they should be doing is donating all their products free of charge. At least this would go some way to making amends for this scourge of death and misery they have released on the world. Well don’t hold your breath for that scenario; they’re too busy making sure they’re all fir mly on board before the world’s economy ‘gangplank’ plunges into the water. Five weeks ago I wrote that the ethnic areas of the UK cities weren’t taking a blind bit of notice of the gover nment’s advice for social distancing or staying indoors. Mosques were still open and some Imams were telling their followers the virus was ‘not their problem’ and was ‘Allah’s revenge on the Infidel.’ I said at the time that when they began to drop like flies, it
would be a whole different story. Well it’s happened hasn’t it? It is now being reported that those from ethnic communities have up to four times the chance of dying from the virus than their white counterparts. They actually are trying to insinuate that this disease has some kind of racist connotations! What a load of old codswallop. The only reason there are more people dying from the ethnic communities is because the majority consider themselves totally alien from the rules and regulations that govern the country they live in. End of. I do not of course include those from these communities working in the front lines. These are the givers. Unfortunately they are a very small percentage of their compatriots. A letter from the near future
BARRY DUKE IT’S 2025. I still have a goatee and moustache, but they are no longer immaculately groomed. What’s the point as I am no longer allowed to show my face in public? For this I have to thank Professor Amanda Berk, of England’s Health Protection Agency. She invented a ‘smart’ full face and body covering to avoid repeats of pandemics such as Covid19. This was immediately adopted by disease control centres across the globe. Clerics representing religions that castigate women for dressing ‘immodestly’ were jubilant after the Berkquarantina - or ‘berka’ for short - was introduced, but they started kicking up holy hell after they realised the garment was mandatory for ALL sexes. Human rights activists were also dismayed by the garment, for not only does it have an inbuilt tracking device but also

UP until a month ago, we had become completely accustomed to full, constantly topped up supermarket shelves. We could get whatever we wanted, whenever we wanted it. But did we ever actually stop to consider what it took to produce food or where the constant flow came from? Food had become a commodity we no longer had to fight for, it was readily available. However, when the Coronavirus pandemic slapped the world in the face it put certain things, like the need for food, into perspective. Faced with stripped supermarket shelves, closed bakeries, coffee shops and restaurants, reality bit. Some of those in isolation were robbed of their packaged sandwich breakfast, ready meals from supermarkets and easy alternatives from the kebab shop and had to try something new, cooking from scratch, getting inventive and fending for themselves. In doing so nine out of 10 adults report that they are more aware of how much food they are wasting, and over a third of consumers are throwing out less than before the crisis struck. We are learning to value food as well as learning to value our own abilities to handle change and survive. However, we cannot allow ourselves to become complacent. When we return to normality we must carry over this new respect for food and ultimately our new respect for survival.

Dear Leapy, Because of lockdown, I'm here in Brighton & Hove with time to tidy up my office. (I used to run a business, now retired.) My late husband and I bought a little flat in Villajoyosa back in 1982 and I still go there every April and November. I always get EWN when I’m there and enjoy your articles. DEAR Euro Weekly News, The hours given to different age groups of the community is just not working. On the first day that children with a parent were allowed out it seemed like every child was out enjoying themselves, a week on, they have six hours to exercise, where have they all gone, our promenade is now deserted between the hours of 12 and 6, however b e t w e e n 6 a m a n d 1 0 a m t h e s a m e a re a s a re crowded, not only with the designated age group but also some children and very many over 70’s who obviously can’t wait until 10 am to take their exercise. T he t o wn c e nt re w a s a s b u s y a s b e f o re t h e lockdown at midday today, social distancing has d i s a p p e a re d . S h o r t m e m o r i e s ! ! I love jumping on the bus into Benidorm to see drag shows, comedy, singers, but I’m also the British Patron of Vilamuseu. They have a terrific collection with some unique pieces. My favourite era is the Romans, so I love walking over to the Tower of San Josep, the tallest Roman funerary monument in Spain. To thank me for my support (translations, financial) they named the gardens after me. Have you ever been to Villajoyosa? It’s such a vibrant place, fishing fleet, market, I love it. Think twice Dear Euro Weekly, I booked a flight with Ryanair from Alicante to London Gatwick in March. I also booked a hotel and airport parking. I took out Ryanair insurance. The week before I was due to travel I started coughing and felt unwell. On the advice of the Spanish medical contact service, I was advised not to travel, I didn’t. I managed to cancel my hotel and airport parking without any financial loss. I contacted Ryanair insurance provider to advise them, again bef o re m y t r a v e l . N o re s p o n s e t o d a t e . I h a v e emailed them on another two occasions since. Again, no reply. Ryanair is a money-making organisation who think nothing for their customers. The flights were £124.39. Not a great sum but now, as a regular on Ryanair in the past, I would have to think twice about using them again. Regards, Trevor

No business owner can handle those extra costs to begin with especially when coupled with fewer tables/customers. The cost would then need to be passed on to the customer but that would mean significantly higher costs which many customers simply wouldn’t want to pay. I see it as a way to kill off the cafe/restaurant /bar businesses in Spain, not to support them.
Spain’s Benidorm Reopening Bars as Anger Boils Up in Costa Blanca Towns Forced to Keep Tough Lockdown Laws Andy Rayner Elche has two hospitals, which are responsible for many towns as well as the city itself. The hospitals have coped brilliantly, and Elche as a whole has many less cases than other cities... the problem is authorities worry about a spike, meaning that these two hospitals will be overrun... so strangely to many, and as a precaution they have not let Elche or surrounding towns pass. Rightly or wrongly this appears to be what’s happened to us. Caught everyone by surprise because Elche hospitals have only registered 20 deaths and never once was anywhere near overrun… In fact Vinalopo hospital only ever had a handful of cases, and wasn't really used… Elche General had a Covid ward.

UP AND DOWN WITH BALANCE UNEDITED WE hear this phrase being used quite a lot with recent events - the ‘New Normal’.’ So what is it like having bipolar and adjusting to your ‘new normal’?! Having bipolar is a game changer, but you still have the power to decide where to set your goalposts for a fulfilling future. It took a long time for me to come to terms with and accepting the fact that I have a mental illness . But lately, I have been looking beyond my bipolar. With the skills and support to manage my symptoms, I am ready to make the most of my life and my abilities. There’s an end to saying ‘I survived the day.’ Now I’m more focused on what I can do to thrive. I’m not necessarily letting go of my struggle with bipolar disorder, but I am learning to thrive inside of it... I feel more optimistic than I have in a long time. In other words, I am embracing this ‘new normal.’ Basic milestones like keeping a routine, keeping your home organised and staying in contact with friends and family can begin to feel out of reach, being physically fit and healthy. A bipolar diagnosis doesn’t mean you have to say goodbye to your hopes and dreams with patience, commitment, and a plan for setting realistic goals you can achieve anything you set out to do. It might take a little longer, and you might need some motivation to get there. Letting go It’s important to take the time, to give yourself the time to be sad before mov-
ing on to make adjustments, before thinking about how you can have a really happy life. When I stopped comparing myself to others , my ‘new normal’ became less painful. I let go of the past and the ‘what ifs’ ‘what if I had done it differently.’ You can’t change the past, but you can change how your ‘today’ is going to be. Keep it real Lower your expectations too much and you’ll stay stuck. Aim too high and failure is almost certain. You need a just-right plan where you want to go with what you’re capable of right now. When a goal starts to take over someone’s time day or night, takes priority over having good relationships, or costs too much money or energy, that’s when you should worry. Sometimes you need to tone things down a little bit, keep it real. A new path Start by being more gentle with, and accepting of, yourself… to a certain extent, we all live wanting other people’s respect, but that craving can be more intense if you’re feeling insecure. A good way to set new goals is to look back at the ones you’ve already met, a lot of times they’ll be things that, six months before, you didn’t think you could do. Just because I have this illness doesn’t mean I have to feel sorry for myself and I don’t want other people to feel sorry for me, either. I’ve actually had enough now! MIKE SENKER IN MY OPINION Views of a Grumpy Old Man WELL here we are again, week whatever it is of lockdown and to be honest although I’ve tried to take the attitude of ‘keep calm and carry on’ and ‘we are all in this together’ etc, I’ve actually had enough now. Not with the fact that we have a worldwide pandemic and we have to be sensible but what’s making me grumpy is the confusion that is out there. This is mostly because the press keep putting stuff out that this unnamed source said this and this unconfirmed said that. Most turns out to be totally untrue and in some cases achieve nothing but fill a few column inches. This confuses people even more and can actually be damaging. It doesn’t help, of course, that a rule by the government here made on one day is then rumoured to be going to change the next day. So today for instance because I’m over 70, I can go for a walk with Mrs S at 7 pm but I’ve
now heard that as it’s too hot for younger people to go out earlier we may lose that slot to them. I don’t know if it’s true or not but if it is I have to ask why? Why is my well-being not as important as anybody else’s? I don’t want to be limited to only going out at 10 - 12 in the morning because it’s too hot. There’s so much confusion. I’ve now just heard I should try and use my exercise time to walk the dog as well but he stops every few feet and that’s no good to me. Now, if I had a bike I could go further and longer, but I haven’t so I can’t. My pal, who owns a bar/cafe doesn’t know exactly if he can open yet or not and if he does can anyone come at any time or only when they are allowed out? The CAB Facebook page is about as good as it gets but just reading it you can see that not everybody is understanding it all. There is no point either in slagging off or being rude to someone because you think their comment or question is not worthy. And remember the CAB guys are volunteers and working at full steam to keep us informed and I thank them very much for everything they do, especially Myra, who I share a slot with on Talk Radio Europe every other Friday at 11.30.

CORONA CHAMELEONS GAVIN LAMBE-MURPHY THE universe sometimes returns an ex, just to see if you’re still stupid. That’s what happened to me last week, when I was contacted, via WhatsApp chat. There wasn’t so much of a chat, instead, I was asked if I wanted to have sex again. I didn’t bother to reply, I deleted the message and laughed. Apart from the fact that said ex is in Monaco, and I’m in Marbella, the very idea that I wanted to share as much as an espresso, let alone a bed, made my stomach turn. An hour or so later, I was watching a movie and could hear my phone beeping from another room. Eventually, I went to investigate more similar messages, all from the same sender, filed in my phone as ‘Don’t Answer!’ I realised, I’m happy to be single. However, it threw up the question of what I’ll do next. If lockdown is to continue, one way or another, for the foreseeable future, perhaps I should take my friend Raf’s advice, and snoop on the dating apps. It’s a long time since I ventured into the strange world of dating apps, and last time, I recall it was a minefield. So many odd people - some desperate, some angry, some scarily crazy. I’m sure I fit into one of those categories, lord knows which one, but I couldn’t take it seriously. I checked, and so many people, all ready to chat. However, some, like the aforementioned ex, went straight to sex. I know people use apps for hookups, and that’s all good. But, basic, boring people, demanding XXX photos, without offering as much a clear face photo. Come on! Don’t get me wrong, I’m confident, but after nine weeks in lockdown, eating pasta, it would require Mario Testino to take my photos, if I wasn’t going to scare people. Then there are those who insist their photos are recent, even though they are clearly taken at bars, restaurants, or clubs, which have been closed for years. Surely, a recent photo is necessary, if we’re going to move past ‘hello.’ What next, we chat for months before meeting, and when we do, they’ve aged 20 years, gained 15 kilos, and somehow lost their hair? These, are what I call the Corona
STRANGE FEELING: To finally be free. Chameleons - a new breed of online daters, or online fakers, who create a whole new world, and image for themselves, as they know they have little, or no chance of meeting anytime soon. After just one hour of this bizarre world, I decided it wasn’t for me, deleted the apps and opened more wine. Like most, I had really missed my morning run. Admittedly, some days, the only way to move my ass and do it, was to reward myself with breakfast at The Marbella Club afterwards. When the government announced that exercise was permitted, I was like a giddy child at Christmas. So much so, I went to bed early, in order to be ready to go at 6am. My house is directly on the beach, and having spent the last two months staring out to sea, to finally be free was a strange feeling. I ran as fast as I could along the water’s edge, listening to Dimitri from Paris. Breathing the fresh morning air and realising, that the real world is waiting for us. All of nature, having been left alone, now in excessive bloom. Strangers, smiling as we pass. Perhaps, Covid lockdown has been something of a reset button from the universe. Having been locked away, suddenly I notice so many beautiful people running by. Marbella, I salute you. Who needs online, when we have real life? Remember, the universe who sends the ex back into your life, is the same one, who sends you many great opportunities each day. Now is the time to open our eyes, and most certainly our hearts.

“WE are getting closer to the true definition of a superhero…” commented one Banksy fan on the elusive artist’s Instagram account next to an image of his latest work, a tribute to NHS workers created for staff at the Southampton General Hospital. The predominantly black and white painting, entitled Game Changer, shows a small boy kneeling next to discarded Batman and Spiderman figures and clutching instead a new NHS nurse superhero doll, complete with face mask. With her outstretched arm and billowing cape, she looks just like an action hero off to fight evil. The painting is now on display in a foyer near the hospital’s emergency department. Banksy left a note for the staff, saying: “Thanks for all you’re doing. I hope this brightens the place up a bit, even if it’s only black and white.” The painting will remain at the hospital until the autumn, when it will go under the hammer to raise funds for NHS charities.

PRIME MINISTER Boris Johnson said in his speech on Sunday, May 10 that Britain would introduce a 14-day quarantine for passengers flying into the country, which would mean that visitors would have to remain at a single address. Willie Walsh told MPs that there “was nothing positive in the address” from Johnson, and added that he would need to review plans to resume flights. Walsh is the chief executive of BA and Iberia’s parent group, IAG, and speaking to the House of Commons Transport Select Committee, he said quarantine would make
matters worse for travellers. “We had been planning to resume - on a pretty significant basis - our flying in July. I think we’d have to review that based on what the Prime Minister said on Sunday.” Other carriers like easyJet and Ryanair have condemned the quarantine plans, and Walsh said that the development made no sense as it was important to get the UK economy moving again. He also believed there was a strange inconsistency: “I think the air passenger quarantine is a surprise as similar measures are not in place for other forms of international travel.”
