ALMERIA took a battering as Storm Gloria swept across the province at the beginning of the week, bringing torrential rain, snow, strong winds and fierce seas. Many people in inland areas woke up on Monday to wintery landscapes, icy temperatures and impassable roads. The AEMET State Meteorology Office issued an orange alert for the Los Velez and Almanzora Valley regions due to heavy snowfall. The provincial administration and the Sub- delegation of the Government in Almeria reported that sections of nine roads were closed in Benizalon, Purchena, Collado Ramal, Velefique, Las Menas, Seron, Calar Alto, Tahal and Alcudia de Monteagud. STUCK: The Guardia Civil had to rescue a couple after their vehicle became trapped in snow on the road between Macael and Tabernas. Tabernas and Macael and the AL-5101 in Benizalon on Sunday night after their vehicles got stuck in snow. Tyre chains were essential on a number of other roads, among them the AL-8100 in Oria, the AL7100 running between Albox and Chirivel and the AL-8102 going from VelezRubio to Taberno. Despite the communi-
cation problems, none of the province’s towns or villages were left completely isolated, according to the Diputacion de Almeria. British expat residents posting on local Facebook forums did report intermittent power cuts in the Albox area though. Down along the coast the main story was the huge waves which pounded the beaches

A message for UK nationals from HMA Hugh Elliott Happy New Year, and please make sure you are registered! CITIZENS’ rights have always been an important part of the negotiations on our exit from the EU. Indeed the citizens’ rights parts of the Withdrawal Agreement (the agreement about how we leave the EU) were one of the first areas to be agreed between the UK and the EU back in autumn 2018. The final text of the Withdrawal Agreement was agreed between the UK and the EU in October 2019 and there were no substantive changes to the citizens’ rights elements. In the UK, the process for approving the Withdrawal Agreement - or what many of us call ‘the Deal’ - is already well underway in parliament. The House of Commons approved the Withdrawal Agreement Bill - which is the domestic legislation that needs to be passed by parliament - by a majority of 99 on Thursday January 9. It is now being discussed in the House of Lords. If there are any amendments as a result of this, these will be considered by the House of Commons. The Bill will then be given ‘Royal Assent’ which means that it becomes law in the UK (to follow this in depth, see the UK Parliament website https://services.parliament.uk/Bills/201920/europea nunionwithdrawalagreement.html). In parallel, the European Parliament will also vote on the Withdrawal Agreement on January 29; approval by a simple majority would mean that the EP has also ratified ‘the Deal.’ These processes are a bit intricate, but the key point for you is that we are firmly on track to leave with a Deal on MEMBERS of the Carrie’s Dusty Boots line dance group treated their leader and trainer Carrie Ann Earl to a fantastic surprise with afternoon tea and a trip down memory lane featuring their shows and exhibitions over the last 12 years. As you know, the UK will be leaving the EU on January 31 and we are on course to leave with a Deal, so I wanted to explain some of the jargon around the parliamentary process and, crucially, what all of this means for British nationals living in Spain.

For British Nationals in Spain, the Withdrawal Agreement contains really important guarantees for you on citizens’ rights, such as the right to continue to live and work in Spain, continuation of healthcare and uprating of pensions. Those rights will be protected for as long as you remain
resident in Spain, provided that you are registered as a resident by December 31, 2020. That’s why it is so important to ensure that you, your family, your friends and indeed your neighbours are all correctly registered as resident here. Surprise trip down memory lane moments were shown on the big screen at the Total Entertainment Albox mini cinema, prompting Carrie to remark she hadn’t realised just how much the group achieved in that time.
She made it clear that without the group’s commitment and dedication it would not have been possible to perform their many fabulous routines. Carrie also paid tribute to
group members past and present for the laughter and fun over the years, and thanked all the ‘long-suffering’ partners, husbands and wives. Carrie Ann really is top of
her game. Just recently she was nominated for a Crystal Boot award, the line dancing world’s equivalent of an Oscar, for her ‘Pass Me A Beer’ routine. The event will be held at the Norbrek Castle Hotel in Blackpool on Saturday February 1.

Low income NIJAR has the lowest average per capita income in Spain for municipalities with more than 10,000 inhabitants at €6,253, according to National Institute of Statistics figures. Two other localities in Almeria are also ranked in the bottom 10 for income: Vicar (€6,634), and Adra (€7,112).
Museum figures ALMERIA City’s network of museums attracted some 16,000 more visits in 2019 than in the previous year. More than 128,000 people in all visited the eight museums, which include the Museo de Arte’s two venues, the Civil War shelters, the guitar museum and the Arab baths.
Visitor record THE El Ejido municipal tourist office registered a record 8,800 visitors last year, 16 per cent up on 2018. Tourism councillor Luisa Barranco said the municipality was increasingly attracting visitors year-round, especially at weekends and bank holidays. The British account for one in three foreign visitors.
Roman return POLICE recovered a piece of a Roman olive mill stolen from a property in Berja last June and have opened an investigation into the suspected thief. Police believe the robber used heavy machinery and a lorry to move the piece, which weighs between 400 and 500 kilos.
Migrant rescue A SALVAMENTO Maritimo-coordinated operation led to the rescue of 17 Moroccan immigrants from a small boat located 39.5 miles south-east of Cabo de Gata on Saturday morning. The rescued men were transferred to Almeria City port where they received assistance from a humanitarian help team.
Pensioner stats ALMERIA has the greatest concentration of municipalities in Andalucia in which pensioners make up high proportions of the population. National Institute of Statistics figures reveal retired people represent more than 40 per cent of inhabitants in 11 Almeria localities, including Zurgena, Partaloa, Lubrin, Bedar and Arboleas.

OVERSEAS APPEAL INDEX THE provincial tourist board has got the 2020 Costa Almeria overseas promotion off to a start at travel fairs in the Netherlands and Northern Ireland. There were tourist delegations at the Vakantiebeurs fair in Utrecht and at Holiday World in Belfast in a bid to build on the Costa Almeria’s appeal as a holiday destination for northern European markets. Diputacion de Almeria Tourism Deputy Fernando Gimenez Tourism maintained the provincial presence at travel fairs is important for consolidating and growing foreign markets “as interesting and as with as much potential as the Dutch, which what’s more has a lot in common with and connections to the Belgian market.” The deputy said there has been important growth in the number of Dutch and Belgian tourists coming to the province in recent years thanks to a direct flight between Almeria and Rotterdam. “We believe that the presence of Costa de Almeria at Vakantiebeurs will help us gain loyalty among these markets,” the deputy commented. Gimenez also underlined the importance of having a presence at Holiday World given there is a direct flight connection between the northern Irish capital in the province from May to September. The deputy said that as well as highlighting the Costa Almeria’s beaches and sunshine the delegation promoted the “segments and experiences which complement our tourism offer.”

High-speed rail
THE Andalucia regional administration is urging the new national government not to delay the Almeria AVE highspeed rail connection. Junta de Andalucia Public Works regional minister Marifran Carazo revealed during a visit to Almeria City last week that a letter has been sent to the newly appointed Transport, Mobility and Urban Agenda Minister Jose Luis Abalos requesting a meeting as soon as possible. Carazo said she wants to directly convey her concerns about the arrival of the high-speed rail link to the provincial capital, but also about the future of the conventional Almeria-Granada-Sevilla line. Speaking following the signing of an agreement to make Almeria City part of the Metropolitan Transport Consortium, the regional minister also revealed that the works contract for the final section of the Almanzora highway is due to be put out to tender in the first three months of this year.

Numbers drop
ALMERIA airport passenger numbers dropped last year. The number of people going through El Alquian in 2019 totalled 978,997, figures from the AENA public company managing Spain’s airports show. This represented a 1.3 dip on the previous year’s total of 991,992. Total operations at the provincial airport between the beginning of January and the end of December was 11,777, a decrease of 1.4 per cent. The collapse of British tour operation Thomas Cook in September was one of the factors behind the drop, although this was offset to a degree by growth in domestic flight traveller numbers in the summer months. Almeria was the only airport in Andalucia to register a decrease in both passenger and air traffic operation numbers in 2019. El Alquian is ranked fifth in the region for quantity of travellers and operations, behind Malaga, Sevilla, Granada and Jerez de la Frontera.

Sorting out street sellers ROQUETAS de Mar Council is introducing greater controls on street traders in the municipality. The local authority has approved an Urban Development department instruction aimed at producing better checks on the temporary stalls which pop up, particularly in the summer months. The administration also wants more controls on the use of cycle tracks and the occupation of public spaces, both of which it says are ‘very problematic’ in high season. The idea, Urban Development councillor Francisco Gutierrez explained, is to “introduce order” on stalls selling handicrafts, offering hair braiding, or renting out bikes or other personal mobility vehicles in areas where there are large numbers of pedestrians, and especially on the seafront promenades. The council said the move was something which local tradespeople had been demanding given that until now licence requests have not been linked to a specific location. This has made it difficult for Local Police to control illegal streets sales as vendors without authorisations have been mixed up with those who have authorised stalls. There have also been problems for people using the cycle tracks due to numerous stalls being set up right next to them. Gutierrez, along with Environment councillor Jose Luis Llamas, announced that it will be the local administration who establishes the

CONTROLS: The council said it will establish which locations are available to street vendors and will limit the number of licences issued. available locations for these kinds of authorised activities “in accordance with criteria of suitability and logic.” They also made it clear there will be a limit on the number of licences issued “which will allow for greater and better controls and which will guarantee the full legality and safety of the services offered.” According to the council the measures will prevent throngs of people gathering in one place and the mix up of illegal with authorised stalls. A further benefit, the administration says, is that it will help to stop vendors who do have handicraft licences and all the necessary permits from offering illegal products and services, “something which up until now has been happening in some cases.” The Urban Development depart-
ment will supply anyone interested in acquiring a licence to set up a stall on a public street with a specific form, which will include the locations available for each activity, ‘in order that it will be possible to limit, group together and prioritise those of higher quality.’ The local authority made it clear preference will be given to traders with a premises in the vicinity of the spaces on offer. The instruction also addresses the proliferation of bike rental and personal mobility vehicle stalls in areas which get packed with tourists. Gutierrez revealed that the traffic by-law will include new wording on prohibiting the use of electric bikes and scooters on cycle tracks and related to the Directorate General of Traffic instruction on the obligation of having insurance, a licence, a helmet and number plate.

Aiming to finish top
SCHOOLchildren in Adra are aiming to finish top of this year’s regional recycling league. Youngsters in seven municipal schools are competing against children from educational centres in Balanegra, Berja, Dalias, La Mojonera and Vicar in the ‘Liga del Reciclaje del Poniente Almeriense.’ The Consorcio de Residuos Solidos del Poniente Almeriense rubbish disposal service launched the initiative, now into its third year, as a way of getting children involved in raising awareness from an early age about the correct separation of waste materials for recycling. The children have until the end of May to deposit the largest amount of waste packaging in the yellow containers located in their schools. The winners will be rewarded with an excursion to the Aula de la Naturaleza Paredes, an environmental education centre in Abrucena in the Sierra Nevada, with a workshop and teaching activities. The second best recyclers will get a trip to the Castala park in the Gador mountains, which offers games and activities. Third in the league will get a recycling-related storytelling prize, which will allow them to put into practice everything they have learned from taking part in the campaign. All participating schools will receive a set of sports equipment.
Contraband cigarettes GUARDIA CIVIL seized contraband cigarettes with a combined market value of some €15,000 in just one day during routine checks on passengers and vehicles disembarking at Almeria port. Officers found nearly 3,000 packs of smokes hidden in the false bottom of a car trailer and behind double covers on the roof, doors and floor of a van. Both vehicles came off the Las Palmas de Gran Canaria ferry.

MOJACAR Council has demanded one of the Costa Almeria’s most popular beachside venues for partying youngsters keeps its doors shut. The local authority announced it had issued a resolution imposing not only a €20,000 fine on the company behind Maui in Mojacar Playa, but also stating the establishment should not open for a period of 24 months. A council statement said the business was responsible for a “serious violation” of the law on Public Spaces and Leisure Activities in Andalucia. It claims a municipal architect report in 2018 showed the establishment was staging the kind of ‘recreational activity’ for which it ‘lacks the authorisation.’ It further says the report considered adopting ‘urgent security measures to maintain conditions of security and to not disturb the normal peace of people and residents, in view of the har m and acoustic nuisance which the use of music in the establish-

NUISANCE: The council claims it has received numerous complaints from local people about the venue due to noise and mess. ment causes outside the premises.’ The statement goes on to say the council has received ‘an infinite number of complaints from residents and communities due to the noise, the nuisance caused by being unable to sleep or rest, as well as for the rubbish which the zone wakes up to and the arguments and shouts from some customers in the early hours of the morning.’ What’s more, the local authority asserts, a legal report
dating back to October 2018 revealed that in accordance with municipal records relating to the premises and police reports, the venue was putting on activities which did not fit with its authorisations. Hence in November that year the administration launched sanctions proceedings ‘on having been proven’ that the establishment was operating as a music bar without the right kind of licences. What Maui does have, according to Mojacar Council, is
a licence dating back to 1981 to open a ‘caseta merendero,’ which translates more or less as an open-air cafe, and which in any case was not granted to the current owners. Posts on the Maui Twitter feed meanwhile announce the venue is due to open at the beginning of February. There were also Spanish press reports that the Maui management maintain there are ‘irregularities’ in the Mojacar Council resolution.

Spending plans move forward ANTAS Council’s 2020 spending plans are set to move forward. The governing PSOE Socialist party team voted in favour of the more than €3.7 million budget. The opposition Partido Popular and Ciudadanos voted against, labelling the plans ‘confused and not very transparent.’ The governing council team went through the points one-by-one at the plenary meeting in response to opposition criticism that there lacked clarity on what each amount listed will be spent. The opposition also complained the budget included a grant from the provincial government for rural roads. Among the specific spends lined up for this year are €90,000 on improving accessibility in the multi-uses centre, €10,000 for smartening up the old town and €7,000 for a new petanca court.

Desperate for donations THE PAWS-PATAS animal charity has put out a desperate call for donations for its fundraising outlets in Mojacar, Turre and at Las Buganvillas in Vera. “We would not survive without our fundraising outlets, but our stocks are almost depleted,” the charity’s Chrissie Cremore told the Euro Weekly News. “We are desperate for your kind donations, be it clothes, bric-a-brac, crockery, bedding, toys, etc. Please have an early spring clean because we really are in dire need!” PAWS-PATAS is also keen to attract new members, and invites anyone interested in doing their bit for the animal charity to go along to its AGM on Saturday February 1 at the Hostal Rural in Turre. Gibraltar won’t negotiate with EU THERE seems to be some confusion between Gibraltar and the UK after Chief Minister Fabian Picardo gave an interview in which it appeared that he was looking for Gibraltar to join Schengen following Brexit. There was a response from a UK government spokesman (according to the BBC) saying that this was not possible and that any arrangement would have to be part of the UK-EU talks on future relations with the European Union. Since then, Mr Picardo has explained that he wasn’t looking for FORMER Secretary of State for International Trade under Theresa May and a staunch Brexiteer has taken the opportunity to give public advice to Boris Johnson with regards to trade deals with the USA. He considers that it is more than likely that there will be a considerable delay in setting in place a deal with the American federal government due to the British decision to support the EU ban on

Dr Fox has suggested therefore that the Conservative government should look to enter into individual deals with the most affluent of the US States such as California, Florida, New York and Texas which have huge economies and are allowed to enter into trade deals under US law.
Gibraltar to join Schengen but hoped that there would be a chance for it to be treated as a special case like Liechtenstein which is in Schengen but not in the EU. Of the current 28 States in the EU, just six, including the UK are not part of Schengen which is an agreement which allows free movement between Schengen members without the need to show passports or obtain visas (except in times of emergency). As Gibraltar employs so many Spaniards and expatriates who live in Spain, any delay at the border could be harmful not only to the economy of Gibraltar (which also sees large numbers of tourists entering across the land border) but also to the local Spanish towns such as La Linea de la Concepcion, Alcaidesa and San Roque who rely on workers’ income. It would appear that Northern Ireland will receive special treatment as far as cross border movement with its neighbour the Republic and Gibraltar is anxious to see as little disruption with movement into Spain as possible.

BREXIT EXTRA Bank moves US banking giant JP Morgan Chase has reportedly purchased an office building in Paris in order to move a large number of its UK-based staff to France now that Brexit is to go ahead. This is in accordance with warnings issued in 2019.

Council meetings going live CUEVAS de Almanzora Council meetings are set to be streamed live. “One of the challenges for this government team is to boost the transparency of the local entity and bring the municipal administration closer to residents, improving on the existing channels of com-
munication,” commented Cuevas mayor Antonio Fernandez Liria. The local authority is getting provincial government assistance to install new equipment in the town hall with a direct streaming system for plenary meetings and other public acts.
INCONSIDERATE: Piles of rubbish were just left on the road.
Rubbish dumping VERA Local Police have reported three local residents for dumping piles of rubbish on the street next to skips and outside regulation waste disposal hours. Documentation found among trash on Avenida Brasil led to the identification of the responsible individuals. The three face fines of up to €600 for serious infringements of the regulations established by the Consorcio de Basuras Almanzora - Levante rubbish collection service. “Our commitment to the
public is to promote greater civic responsibility in relation to looking after the town, and if to achieve this we have to penalise behaviour which fails to comply with that set out in the by-laws we are not going to shy away from doing so,” said Vera Deputy Mayor and Public Safety councillor Alfonso Garcia. “The cleanliness of Vera is one of the government team’s priorities,” Garcia added, “but we cannot make Vera the municipality everyone wants alone; we need the collaboration
of the public so our town shines in the way it deserves. “Having a cleaner town is everyone’s business.” Vera Council reported that a new by-law on the protection of urban areas is due to come into force soon. It will set out basic regulations on the care and protection of public spaces and urban furniture “with the objective of contributing to improving the quality of life of all residents,” the local authority said.

Hats off to AEEPP!
The Spanish Periodical Association (AEEPP) is celebrating turning 20. The largest association of press editors in Spain was founded on January 20, 2000 and has been producing excellent work ever since. Under the guiding hand of Miguel de Haro, a small group of publishing businessmen created an upstanding institution that represented them while also looking after the interests of the press. TODAY, AEEPP is the largest association of press editors by number of associates in Spain. The institution is currently partnered with over 160 companies and 1,000 publications. AEEPP is the only press association that is part of the large national business confederations (CEOE and Cepyme) and is one of the most active international players. Among the associations associates are not only some of the most widespread media but also many of the most innovative publications in the sector. A strong passion unites EWN Media Group and the AEEPP, who have awarded the Euro Weekly Newspaper for its work in the Spanish press. New Year walking progamme underway ADRA Council’s 2019 walking programme got off to a start with the nine-kilometre La Molata route in the Cabo de Gata natural park. More than 70 walkers went along for the four-hour, low difficulty hike through stunning locations, including Rodalquilar, el Playazo, Cerro Molata, the Cuervo cove and Las Negras. The council explained the hikes are organised by its Youth department and are particularly aimed at encouraging young people to take up healthy leisure time and sport activities. The programme features walks in Almeria Province and elsewhere in Andalucia of different levels of difficulty, including routes which are suitable for children aged from six years’ old and upwards. The walking programme runs until June and will also include bungee jumping in March. The next walk will be the Mamut route in Padul in Granada on January 26. Registrations can be done in person at the Youth Office at Adra Town Hall in Edificio Plaza from 9am to 2pm from Monday to Friday. SOLUTION: The council members said the works would bring water cuts in the San Francisco and Saltador districts to an end.
HUERCAL-OVERA Council has explained details of plans for the water supply network in the San Francisco and part of the Saltador area of the municipality to local residents. Mayor Francisca Lourdes Fernandez, Public Works councillor Jose Diego Lopez, Urban Planning and Environment councillor Monica Ruiz and Districts councillor Isabel Ruiz were all present for Tuesday’s meeting. They told residents this will be an important pro-
ject with works which will run parallel to the ALP9104, also known as the Los Pozos road, and specifically the ditch. This was, the council team said, badly damaged by torrential rains between the La Morena river course and Montacar back in 2012, leading to water supply problems for residents of the zone. The project will provide a “solution,” the mayor affirmed, “bringing to an end the cuts to supply.” Fernandez underlined the importance of the
planned works for San Francisco and Saltador residents in guaranteeing a basic service and insisted the project is “an example of the work we are carrying out to provide public services to the entire municipality in equal conditions. “Hence the council prioritised in the budget a section of €88,000 to carry out said works, to which we will add others in Overa.” The Public Works councillor detailed that the damage to the water supply
network had been due to a pipe being washed away leading to numerous breakages. He said the works will consist of excavating and shoring up ditches in order to lay a new pipe. The project has a total budget of €148,000, for which there is €60,000 of Diputacion de Almeria funding. The next step the councillors told residents is to contract out the project, with a view to the works being finished by next summer.

He told Guardia Civil he stepped out of his home to investigate after hearing a vehicle sounding its horn right in front. led to the identification, location and arrest of two of the suspects, both of whom have police records. LFM, 28, and JFT, 25, face charges of illegal detention, injuries and threats. The Guardia said that a Malaga court has issued a search and arrest warrant for the third suspect, identified as 27-year old JMFH, who is now in France.
Officer talks down suicidal woman AN El Ejido police officer managed to talk down a young woman who was threatening to throw herself off a balcony. The female officer was with one of the patrols

called out to the property in response to a report a 29-year-old woman was planning to hurl herself down onto the street below following a family argument.
After talking with the woman for half an hour or so the officer managed to gain her confidence. She persuaded the 29year-old to come down from the railing and got her safely inside where a health team was waiting to sedate her. The incident occurred just before the start of the municipality’s San Isidro race, causing a half hour delay to the start of the annual sporting event.
Donating blood in Spain LIVING in Spain can bring with it an array of issues which may not have been encountered when living in the UK. In Spain, Blood Components and Services are provided by 17 Regional Blood Transfusion Services. Despite their autonomous operations management, every regional service is fully incorporated into a unique and common Public National Health System, supplying a cohesive blood transfusion care to all citizens, residents, and visitors in Spain based on 100 per cent voluntary and non-remunerated blood donation. Anyone who has lived continuously in the UK between 1980 and 1996 (a minimum of one year) will not be able to donate blood in Spain due to the risk of transmitting mad cow disease. Similarly, there are restrictions if you have received a blood transfer in the UK. However, each region may have different rules about donation. Call the donation helpline on 935 573 500. Alternatively, visit www.donorsang.gencat.cat to find out if you are eligible. If you are eligible, you can give blood at your local hospital, or via the Spanish Red Cross (Cruz Roja) at one of their clinics, or in one of their mobile units. You can check dates and locations by visiting www.donarsangre.org. A donor card is not necessary to give blood. On the first visit you will have to provide DNI, NIE, passport or a driving licence. If you are already registered in the Blood Bank, you only need a donor card or a document with your name and surname. The process of blood donation takes just 10 minutes in which 450 ml are collected (equating to 10 per cent of the total blood circulation of an adult person). Despite huge technological advances, the only way for hospitals to obtain blood is through the generosity of the public. The blood is carefully screened for disease to make sure it is safe. After a tattoo, you must wait four months to be eligible to donate. After surgery, the exclusion period will depend on the type of intervention. After minor surgical procedures, you cannot donate blood for seven days or until you are fully recovered. After undergoing major surgery, you will not be able to donate blood for four months. The rarest blood type is AB, present in 1 per cent of Caucasians, according to research by the America Red Cross.

ADRA’S switch to more energy efficient public lighting is moving forward. The council reported that low power consumption LED technology was installed on more than 750 street lights and on light points inside municipal buildings during 2019. “With the use of LED technology we are not only trying to reduce energy costs, but also to help conserve the planet, and at the same time promote energy efficiency and saving measures among residents by setting an example,” commented Adra mayor Manuel Cortes. Speaking following a meeting with Municipal Services councillor Francisco Lopez and Energy Efficiency councillor Antonio Sanchez to evaluate the energy situation in the town and the best way forward, the mayor stressed the swap to LED cut power consumption,

THE Government Subdelegation in Almeria reported there were 1,444 fewer people re g i s t e re d a s o u t o f work at the end of December than at the beginning, representing a 2.57 drop in the jobless rate. The decrease put the number of people without work at 54,772, the first time the total has fallen below 55,000 since February 2009. The inter-annual drop was 2.66 per cent, or 1,497 less people out of work than in December 2018. Costa Almeria expats go full steam with association to promote old La Alfoquia station BRITISH expats are going full steam ahead with an association to support and help develop the area around the old La Alfoquia station. Launched last month, the Cultural Association of the Friends of Zurgena Railway is focused on the idea of creating an open-air museum in the area around the station plus a small indoor museum as a fitting way of recognising and commemorating the importance of the railway line to the region. Given the strong histor-
ical connections between the provincial line and British companies, many members of the local resident expat community have taken a keen interest in the association. Some 50 people have already joined, among which there are also a good number of Spaniards. Association President and Zurgena local councillor Jim Simpson told the Euro Weekly News there were plans to hold events and trips throughout the year with a view
to encouraging interest in the project. Jim also revealed that the association has done video interviews with some of the local men who worked on the railway in its heyday. The idea is to feature their fascinating memories as one of the exhibits in a future museum. Jim also explained that the more members the association gets, the more likely it is to secure

EU has trade surplus A REPORT compiled by the Kiel Institute for the World Economy (IfW Kiel) and the ifo Institute Munich has concluded that the European Union has a trade surplus with itself of €307 billion rather than the zero it should be. They contend that simple calcula tion errors could not possibly account for such a huge amount which grows annually, but is likely to be the result of massive tax fraud which affects every member state. According to their estimates, such practices could have cost the EU
By John Smith member states’ treasuries some €30 billion in 2018 alone and it is easy for companies to perform the sleight of hand which results in the tax evasion. “When companies declare sales as exports, they are exempt from VAT. However, if, in reality, these transac tions were not crossborder but do mestic, they are not recorded in the supposed trading partner’s import statistics and go untaxed,” explained those responsible for undertaking the study. Last year, the entire world ran a
trade surplus with itself of €357 bil lion, so this new analysis suggests that 86 per cent of the global devia tion is solely due to the EU and points a finger at the UK due in part to the way in which it prepares its trade data using small random sam ples only. Britain however battled for many years with the Carousel Fraud prob lem which saw goods imported from the EU without paying VAT and then companies selling those goods and charging VAT , finally closing down prior to paying the UK Customs and absconding with the money.
AFTER an initial test, Spain’s largest energy company Iberdrola has signed an agreement with the Avia service station network to in stall fast charging points for elec tric cars in 100 of Avia’s sites. Initially, they were tested in just seven provinces, but now it is ex pected that they will roll out into the majority of Spanish provinces and there will be a total of 500 fast chargers in the 100 service sta tions to ensure customer satisfac tion. Long term, Iberdrola aims to have 25,000 recharging points across the nation.
LEGALLY SPEAKING How to get 3/5 majority? Our community is considering a vote to limit shortterm holiday rentals, but how can we ob tain the votes of ‘threefifths of the members’ when fewer than half that number ever attend the AGM? I raised the question with our administrator who kindly explained in detail about ‘members present or by proxy’ and the first and second calling of the meeting. Can you confirm her explanation? S D (Costa Blanca) Yes, we can. We tend to use the YOU AND THE term ‘members’ LAW IN SPAIN too loosely. Here is the detailed picture. The announcement of the AGM should specify ‘first calling’ and then ‘second calling’ usu ally half an hour later. If 51 per cent of members and proxies are not present, the AGM cannot be held on first calling. At the second calling, valid decisions can be voted by the members and proxies present. So a threefifths vote of those present will suffice to pass resolutions. The members who did not attend can protest the vote within 30 days after being informed. Note that the law also spec ifies that this majority must include the ‘cuotas’ or partici pation shares as well as the number of owners.

Staff cuts ONE of Spain’s leading banks, Caixa has been reducing staff over the country and now wants to lose 376 from Barcelona and Teruel. It has explained to the unions involved that it hopes to give early retirement to many.
Fewer closures HMV, one of the UK music scene’s best known stores, was saved from financial ruin by Canadian firm Sunrise Records but with a cost of closures. However thanks to renegotiated rent deals with landlords a further six shops have been saved.

NHS. It is suspected that the threshold will be in creased to £150,000 (€165,000), as this would help the majority of senior doctors. It will also benefit other

The developers would be able to recover their costs over a period of years (with a reasonable profit mar gin) and once this has been done, the properties would then be handed over to the State as assets to man age.

So boring...
LEAPY LEE SAYS IT OTHERS THINK IT I REALLY could not have agreed more with actor Lawrence Fox, when he stated on last week’s Question Time that this whole racism question is becoming decidedly boring. I also loved his description of racist accusers being a bunch of ‘sanctimonious, humorless, preachy victimhood-peddling mediocrities that fill our public spaces.’ Brilliant, and so true. These people that find racism under every stone are the biggest racists of all. The United Kingdom is not America. Back in the 50’s and 60’s, when I was a lad, we had not even heard the word racism. When groups like the wonderful Platters, The Drifters, and performers with the talents of Johnny Mathis and Nat King Cole came along, we truly never saw colour. All we saw were great artists. The problems began to arise in the UK when the early black immigrants shied away from integration and began to create their own ‘tribal’ neighbourhoods, thereby setting themselves apart and consequently remaining an unknown and somewhat suspicious entity among the indigenous population. However, over the years with better education and with later
generations becoming more integrated, the British populace has tried its utmost to accept all as equal, and even introduced strict laws of the land to make sure that racial discrimination is in no way tolerated in the country. But that simply wasn’t good enough was it. The wingers, who either out of pure hatred or simply looking for excuses, still endeavour to put the blame for a whole multitude of their misfortunes on racism. Because many of their accusations are completely unfounded or frivolous, it’s made people angry, actually creating racism where it never before existed. This latest episode concerning the Duchess of Sussex is a typical example. The British people welcomed this young lady with open arms. Disregarding the despicable trolls, the fact that she was of mixed race was not an issue. Even the evangelistic wedding service, which was utterly unfamiliar and unorthodox to most of the British public, was accepted and celebrated as a part of their new royal family member’s heritage. Even when it became apparent that her main circle of friends - Oprah, Serena Williams, and the Obamas were all black, and she
was at loggerheads with her white father, the British public still never harped on about what could easily have be interpreted as her own racist leanings. But when it all started to go wrong, instead of blaming the fact this selfish and ambitious young lady’s dream of being a princess was not quite the ‘leading role’ she had in mind, the ‘usual suspects’ all began screaming that she was being forced to make her decisions because of racism! One accuser actually stated on TV that because she was depicted as the instigator of the Sussex decision to withdraw from the Royal family, it was inferring that all black women were aggressive and manipulating and therefore the insinuations were racist! No, I’m afraid those who stir up racism at every opportunity are themselves the true problem. The sooner we lay the blame where it truly belongs, the better. The Splash - Expected to make Waves
NICK HORNE’S Rich Pick Freelance correspondent, London, England LONDON in the 1950s and 1960s was a dull and dark place , the rest of the UK even more so. To visualise the towns and cities is to imagine cleared bomb sites and piles of rubble that were still being cleared. To go from Yorkshire to Los Angeles in 1964 is to leap from dark shadows into the light. Of course the Swinging Sixties were just getting going and by 1968 the Summer of Love had happened, it was all over. London, February 11, 2020 ‘The Splash,’ a painting created by the artist David Hockney will be offered at auction. ‘The Splash’ has come to symbolise for some that sudden 1960s’ transition from the past to the future when the world seemed suddenly young and filled with possibility. Between now and February 11 ‘The Splash’ will go on a world tour visiting Hong Kong, Taipei, New York and then to London where it will be the star of auctioneer Sotheby’s Contemporary Art Evening Sale. The work on offer is the second of three versions of ‘The Splash.’ One, the ‘Bigger Splash’ is in the Tate Collection. Another, the ‘Little Splash’ is in a private

How significant is this painting? “Not only is this a landmark work within David Hockney’s oeuvre, it’s an icon of Pop that defined an era and also gave a visual identity to LA. Even looking beyond the 20th century, few artworks have attained as mythic a status as this painting.
It’s ok I have enough friends MIKE SENKER IN MY OPINION Views of a Grumpy Old Man I DON’T like Facebook, but do use it just because I have to so I can follow a couple of groups that are to do with my Orthostatic Tremor. It’s the only way I can speak to the few hundred people that also have the disorder. I post a few videos because I’m trying an experiment and it’s going OK. Anyway, because I answer a few folk’s questions, I also have accepted a few friend requests. They’re from people I have known for a few years and maybe lost touch with. But what’s also happened is I’ve started to get requests from people that I don’t really know. They live all over the world, but most are from the USA and Australia and we have spoken online about our disability. I accepted a few but after a few weeks I realised I had made a terrible mistake because of the stuff they post. I don’t need people to presume I am interested in how great they think Donald Trump is. I also don’t have to be told that Jesus will save me on a
regular basis. (Don’t be offended - I would say the same about any other religion’s gov’ners as well). So what do I do now? Easy I unfriend them and decide to go with my original quote I put on FB which said, ‘Please do not ask to be my friend. I have enough friends. In fact I have friends I haven’t even used yet! But should a vacancy occur I will let you know.’ Anyone ‘phoned Vodafone ES customer service lately? Service is fine but the music they play whilst you are on hold is absolutely crazy. It is the loudest rock music I’ve ever heard. I told the operator and they laughed and said ‘I know, everyone says that.’ If everyone agrees, change it! If you have a Vodafone account ring them and tell me what you think. The same goes for shops and restaurants. I find the music in shops is chosen by the staff and most of them are youngsters so, of course, it’s going to be thumping dance music. Restaurants are a little more difficult because a lot of people go for the food and entertainment. The problem is when you go for dinner with a couple of friends and the background music is so loud you can’t hold a conversation. Anyway, just sort it out please.

“Equally as recognisable as Munch’s series of screams, Monet’s water lilies or Van Gogh’s flowers, Hockney’s splash is ingrained within our cultural imagination,” so says Emma Baker, Head of Sotheby’s Contemporary Art Evening Sale. David Hockney first visited Los Angles in 1964, on his return to England that year he began work on his first pool painting: ‘Picture of a Hollywood Swim-
ming Pool’ which sold at Sotheby’s New York in November 2019 for US$7.2 million. Hockney relocated from London to Los Angeles in 1966 and between the summers of 1966 and 1967 ‘The Splash’ and many of the other instantly recognisable works of David Hockney were created. ‘The Splash’ embodies much that David Hockney found so appealing and attractive of California. The painting also confirmed his reputation as an international artist whose virtuosity had combined three disparate artistic movements Pop Art, Modernist Abstraction and Minimalism and made the style his own. ‘The Splash’ fixes a moment in time, a fleeting moment, a second after a diver has broken the calm surface of a swimming pool. The painting’s central character is present, yet not present, masked by a splash of water. The work is one of the most celebrated and instantly recognisable works of art of the 20th century. It is also expected to make a splash at auction with an estimate six times what it achieved at auction at Sotheby’s London in 2006. Current estimates lie between £20 million and £30 million. Pause to adapt IT seems no time ago that I was questioning the wisdom of my parents’ decision to retire from their North London home, south, to Worthing, which, in my mind, appeared at the time to be largely populated with elderly residents. And, as expected, their time became increasingly taken up with visiting the sick or infirm at home or hospital and running errands for the housebound, until of course it was their turn to be visited and have others tending their needs. So why, I sometimes ask myself, didn’t I heed my own advice? For here am I, 55 years on, just like them, having retired to a warmer clime, where the English-speaking population are, for the most part of similar age to myself, requiring much time in visiting the sick or infirm and running errands for the housebound, as well as attending/taking funerals! But the Bible teaches that God understands our needs and aspirations, equipping us to adapt to changing circumstances and often relocating us to where our abilities, of which we often
are completely unaware, may best be used in His service. So my parents discovered many new skills in their retirement as they faced the challenges of their new surroundings, which kept them busy and extremely happy, working with the local Churches in serving the community to which they had moved, right up to their own eventual death. And for myself? Well, I’d never written anything other than technical manuals and committee reports before retiring to Spain, and certainly never had anything published. Yet within weeks of arriving I was asked to write this item and discovered to my surprise that I actually could. Similarly, I’d never taken a funeral and actually disliked funerals to the extent of looking for excuses to avoid attending whenever possible. Yet here, that appears to be my prime role in life, and I find it gives immense satisfaction to serve in this way. Just chance? I don’t think so; for with God, nothing is random, but experience suggests that He brought me here and then equipped me for just these and other similar duties.

DEAR Euro Weekly, It is such a shame for the royal couple, Harry and Meghan. Am I the only person that feels sorry for them? I think what they are doing is very admirable, surely they should be allowed to chose how to live their life or how much time they put into ‘royal’ duties. Maybe Harry knows something we don’t. There seem to be many questions left unanswered about the family. What really happened to Diana? What on earth is going on with Andrew? I mean is Prince Charles even Harry’s real Dad? I am sure it is James Hewitt. Poor Meghan, fairytales tell us that it’s every little girl’s dream to marry a handsome prince and she has done this and now faces all this backlash. Surely she can reappear in the cast of Suits if she wants to make her own money and Harry can stay at home with baby Archie. Anyway, leave the young couple alone and give them some space. From what I have understood, albeit with my limited knowledge of Spanish politics, is that the left parties are in government. However, it seems the Spanish aren’t missing much with the other parties. VOX is a radical party that defends animal abuse and hunting. They also have no respect for other cultures and on top of everything they are misogynistic. I say thank gosh that they didn’t get the top spot. Yes, I totally agree that the person blackmailing Malaga coach Victor Sánchez is a complete scumbag, but there is no reason to sack the man for having a bit of fun. He wasn’t hurting anybody apart from his own pride. Really the video is not that shocking and not anything that most people haven’t seen on TV or film. I am glad they managed to get to the source and arrest him. They should have a look at his phone and post some of his private photos online as part of his punishment. Be prepared WITH Storm Gloria already in full swing and having given the east of Spain such a powerful battering, more than 30 provinces in Spain were placed on high alert. As most of the sunny coast rarely have to suffer such extreme weather we have to ask that with such a specific infrastructure can they ever be prepared? Cataluña’s regional government went as far as banning outdoor activities in Girona and Barcelona, while Alicante Airport was forced to temporarily close, disrupting more than 200 flights. In southern Alicante, scenes of flooding and street debris reminded residents of the massive storm that hit them in September, when rivers burst their banks and caused widespread damage to property and crops. With the financial infrastructure of these coastal areas dependent on their beautiful beachfronts and import and export of seafood, the installation of storm surge barriers could provide protection from flooding during extreme weather events. By using a movable barrier it can still allow a flow of either maritime traffic or even natural movements of water to and fro. Many of the local governments already have beach regeneration projects to hinder erosion or regenerate the coastline. Future housing construction projects may need to take into consideration the ability to withstand stronger winds and the use of stronger or different materials. At any rate, Spanish cities will have to be built in a way that goes against what appears to be their nature, using the fullness of human ingenuity not to trample the earth and replace natural with the artificial, but to engineer both nature and the land in a way that emphasises their codependence.

Spanish weight worries
AT present, 77 per cent of Spaniards have at least one meal away from home every day. Breakfast is the main culprit, as nine out of 10 people who eat it outside do so in a restaurant or bar. The latest lifestyle survey conducted by the Spanish Society of Obesity, throws a light on the country’s eating habits. According to the study, people who eat breakfast away from home increase their risk of obesity by 18.8 per cent. People who suffer with obesity are those who eat out for breakfast the most and generally have dinner at home. People are also more prone to weight problems if they shun vegetables as a main course or a side dish and opt for a sweet dessert instead of fruit. Eating sweet for pudding increases the risk of obesity by 20 per cent. In this regard, it is surprising that 40 per cent of obese people explained that they don’t have fruit because it’s never on restaurant menus. Restaurateurs argue that people go to restaurants to treat themselves, stating this as the reason for not putting an apple or

an orange on their menu. However, experts highlight that eating out has stopped being something occasional. They believe that the catering sector is jointly responsible in the fight against obesity. Offering free water and informing of the calories in each dish are some of the steps that restaurants can take. Half portions are another measure that health experts hope restaurants will implement in the near future. Obesity is a disease that has doubled in Spain in the last 20 years. Doctors explain that this will be a big problem for public health services in the coming years. Social environments are very influential and, in fact, having a family member or friend with obesity increases the risk by 13 per cent. The study also determines that 54.6 per cent of people who are obese do not accept it and refuse to perceive it as a disease. Doctors explain that the misconception translates into one of the most common phrases: ‘I’m not obese, I’m fat.’ Health professionals insist that overweight people who don’t recognise this problem make the medical intervention a lot harder.
Invaluable discovery RESEARCHERS at the University of Alabama have uncovered what could be key information to fully understand Alzheimer’s. According to their investigations
the disease is activated by the defective signalling of norepinephrine. It is widely accepted in the scientific community that the disease is trig-
gered by the accumulation of amyloid proteins in the brain. These proteins alter another protein known as tau, which in its altered state is toxic to neurons. However, it was unknown what connected the two processes. The new study has revealed that amyloid proteins stop norepinephrine from signalling in brain neurons, and instead redirect the signal to tau proteins. This signal alters the proteins which in turn begin attacking and killing neurons, subsequently causing Alzheimer’s. The research provides valuable information on the mechanisms underlying the toxicity of amyloid proteins, which also explains the failure of previous clinical trials. Scientists can now use the discovery to design future medications and find a way to block the damaging redirected brain signals.

While there are many old wives’ tales surrounding the cold, a lot of popular beliefs can be scientifically proven. People like to say that the body loses heat through the head. In reality, heat can be lost through any part of the body that is exposed to cold, the head usually being one of them. And, although it may not seem like it, the head represents around 10 per cent of the body’s surface and weight. This is the reason why it is important to wear hats on very cold days, especially for people with little hair. Hands and feet can get cold very quickly as they are the most peripheral areas of the body. In low temperatures, our body prioritises pumping blood to the vital organs, leaving our extremities the last to receive warm blood. However, unless a person is exposed to extreme temperatures, this coldness does not negatively affect health or the immune system. A big number of people frequently question if the cold is slimming. In fact, the cold does actually cause the body to burn more calories. When the temperature drops, the body has to generate heat by burning the so called ‘brown fat.’ If we do not replenish that fat, it will result in weight loss. Nonetheless, nature is wise and it reacts to the change by increasing the

Subcutaneous fat acts as an insulator, meaning a person with low body fat will be more exposed to the chill. Women are also more sensitive to low temperatures due to factors such as lower muscle mass than men, a faster metabolism and female hormones. When the temperature
drops, women’s blood vessels close faster while in men the mechanism is much slower. This causes women’s skin to feel colder much before men suffer the same feeling. Luckily, our body is very adaptive. Just like other living beings, we can easily get accustomed to our environment in order to survive. The same happens throughout winter and, as winter progresses, we become less sensitive to the cold.

A Slow Cooked Classic Slow Roasted Shoulder of Lamb THE cooking of a leg of lamb can be tricky. Overcook it and it loses a lot of its tenderness and flavour, too pink and some of your guests might be squeamish. A shoulder is much more forgiving. Cooked long and slow you shouldn’t even need a knife to carve it, just gently tear the tender meat away with a fork and spoon. Set the oven to quite high (about 220ºC). Rub a shoulder of lamb with olive oil and plenty of salt and black pepper. Make a trivet of carrots, onion and celery in the bottom of a roasting tin. Scatter in some fresh mint, rosemary and garlic cloves and sit the lamb on top. Put in the hot oven. After 20 minutes turn the oven
down low to about 140ºC. Leave to roast for about two hours. Could be more, could be less, just check by trying to tear a piece of meat away with a fork. As soon it yields its tender flesh, easily remove to a carving board and cover with foil. Place the oven tin on the hob on a medium heat and sprinkle with a tablespoon of flour. Deglaze the pan with a glass of red wine or port, add beef stock, simmer for 10 minutes then strain into a saucepan. Stir in some red currant, mint or even cranberry jelly left over from Xmas. Serve with whatever you like with your lamb!

The Equality School programme features activities like workshops, games, storytelling, theatre, music and video forums for children aged from three onwards with the goal of installing values of an equal society without discrimination based on gender, race or religion. (you try staring at your own face for more than 10 seconds, especially in my case when a
ropey looking stranger glares back)... I also insist that they create the most absurd, silly, or ugly expressions possible. For image conscious teenagers this has always been surprisingly liberating and it is often the ‘cool’ kids who pull the silliest faces and enjoy the activity the most. Of course this only happens after several minutes of hiding, cringing and full on adolescent whining. There is, however, freedom in this release from vanity and the pressure to look good and with this release the focus on skill and technique begins to override all else. The creation of all forms of art is a vanity. As much as the artist may profess to an altruistic desire to send a message or to create a better world, ultimately, in truth, the act of creation is a vain one that benefits the creator first
and foremost. The pleasure from seeing my words in print is immense, a frisson of pride laced with smug satisfaction. “Look at me. How special I am.” Art historians have written about El Greco’s angst , Van Gogh’s expendable appendages or Munch’s screams, but in reality they painted because it afforded them pleasure, because they chose to. Michaelangelo may have believed that God told him to go forth and chip away but it was his vanity that released David from his marble tomb... and thank goodness for that vanity because without it our world would be an uglier place. So in conclusion let us celebrate the sin of vanity, but not too much, we wouldn’t want to let him get above himself now would we. MOTORBIKE and moped sales revved up in Spain in 2019 to levels not seen for a decade, a trend industry experts say is partly due to a change in public thinking on the best ways to get around. Industry association ANESDOR said the sector registered sales of nearly 195,000 motorcyles and mopeds, more than 2,500 trikes and almost 5,000 light and heavy quads last year, 12 per cent up on 2018. “We touched bottom in 2013, when we hardly sold 100,000, and since then we have grown at a good pace,” commented ANESDOR Secretary General Jose Maria Riaño. “Increasingly more Spaniards get around on motorbikes and mopeds, and this has translated into very positive figures for the industry in 2019.” He attributed growth in the sector in part to the recovery of the Spanish economy in recent

The ANESDOR head maintained last year’s results are a “clear indication of where the mobility market is heading.” Despite the good news for the motorcycle and moped market, sales last year were still some way below the 300,000 reached in 2008 before the economic crash and the more than 400,000 seen in the boom years. ANESDOR said growing competition from vehicles like electric scooters and ordinary bicycles could make it difficult for the industry to reach pre-economic downturn totals once more.

THE Nissan Micra received a facelift in 2019 and sleeker and more sporty styling widens its appeal, especially to younger buyers. THE annual Albox Night Race will once again raise funds for the fight against cancer. This will be the eighth edition of the event and the third year when the money collected will go towards the AECC Spanish Cancer Association. Albox Council’s Youth and Sport department is organising the race in collaboration with the local branch of the AECC, which this year will take place at 6pm on Saturday Febuary 22. The full circuit will be five kilometres on a route going through the town to the La Loma area and which will be closed to traffic.
