Blue Flags “key” for tourism BLUE FLAGS for beach quality are vital for the province’s tourism industry, according to Andalucia government VicePresident and regional Tourism Minister Juan Marin. Speaking at a ceremony in Roquetas de Mar’s Santa Ana castle last week to officially present the 27 recognitions Almeria’s coast has merited this year, as well as those for the rest of Andalucia, Marin insisted the awards are “key for maintaining our competitive position and for consolidating the confidence of those who visit us.” Marin promised the Junta de Andalucia would take steps to increase the number of the Association of Environmental and Consumer Education (ADEAC) quality recognitions flying on the region’s beaches next year. He argued the way to achieve excellence on the coastline has to be based on “sustainability, the responsible
use of resources and good service.” Marin also maintained the region needs to make the most of its climate and keep beaches open year-round “in order to continue growing in a competitive environment.” He revealed his department is in contact with councils in coastal areas and with the ADEAC with a view to establishing a joint strategy for moving forward. With 27 Blue Flags this year, Almeria has the second highest number among the Andalucia provinces, beaten only by Cadiz, which has two more. Almeria has 10
more than Malaga. Blue Flags are flying on beaches in 10 provincial locations this summer. Roquetas de Mar has the most with six. “They demonstrate the quality of the water, the quality of the beaches, and the service of the men and women working 365 days a year,” affirmed Roquetas mayor Gabriel Amat. Roquetas is followed by El Ejido and Adra with four Blue Flags a piece, and Carboneras with three. Nijar’s San Jose and Aguamarga beaches have a Blue Flag and a Spanish Tourism Quality Institute ‘Q’ for quality recognition San Juan de los Terreros,
Mojacar and Almeria City also have two Blue Flags. Villaricos and Balengra both have one. The ADEAC awards Blue Flags to beaches and ports which meet a series of conditions, among them water quality, information, environmental management, safety and services.

Six arrests in marihuana raids SIX arrests and the seizure of more than 2,000 marihuana plants and firearms were the result of Guardia Civil raids on five properties in La Alqueria in Adra and a greenhouse in Matagorda in El Ejido. Guardia launched Operation Guillaume in Adra to investigate the possible existence of an illegal plantation in the area in response to numerous complaints from local residents about a strong smell of marihuana and frequent power cuts. There was also a fire in an electricity transformer last month. Discreet surveillance of the zone led to the identification of the most likely locations for indoor plantations. Officers found more than 630 plants growing in four properties and clear signs plants had recently been collected from a fifth. They also seized two

POLICE arrested two Croatian women suspected of being part of an organised gang responsible for a series of house break-ins as they were boarding a Granada-bound bus in Almeria City. According to police the criminal organisation specialises in getting into properties using hard pieces of plastic or pieces of tin can to open door latches. If that doesn’t work they force open doors or windows using tools like crowbars. Gang members travel around, targeting different locations, the police said. Investigations into the gang’s activities centred on the two women in their 20’s who had been staying in a hostel in the provincial capital. Po-

The Guardia arrested two suspects in their 20’s, charging both with illegal drug cultivation and illegal possession of firearms.
House break-in gang members detained lice reported they had been surprised by the occupant of a property in the process of trying to force one of the locks. The description the man provided led to the identification of the pair at Almeria bus station. When officers frisked the women they found they were carrying €400 in cash, a necklace stolen from one property and a gold bracelet pinched from another, which one of the women had hidden in her private parts. The women also had a piece of plastic cut from a shampoo bottle.
Police warned these kinds of gangs have a clear hierarchical structure and division of responsibilities. Some members focus on identifying potential targets, marking them with some kind of sign like stuffing paper between the door and the frame. Others have the job of breaking into the properties, concentrating on taking items which are easy to hide and which can be quickly disposed of in illegal markets such as jewellery.

Booze battle THIS picture of revellers being doused with wine comes as northern Spain’s La Rioja region prepares to celebrate a festival themed around the drink on Saturday. The Battle of Wine takes place in the Riscos de Bilibio area of the region every year. Between 30,000 and 40,000 litres are used during the festival, according to estimates from organisers. The fiesta begins with a procession of its participants at 9am. Attendees carry jugs, bottles and other containers filled with red wine
to the Hermitage of San Felices de Bilibio. They are led into the battle by the mayor of Haro on horseback. Revellers then throw wine over one another until they are soaked before returning to Haro for more celebrations in the Plaza de la Paz. Mock bullfights featuring calves that are not killed are among the activities which take place during the rest of the day. The fiesta grew out of an annual pilgrimage in honour of San Felices de Bilibio which began during the

medieval era. The first account of wine being thrown came towards the end of the 19th century. The addition of revelry to the festival was at first controversial, but it became a standard feature by 1949 when it was first referred to as the Battle of Wine. The fiesta began drawing visitors from outside the area and Haro Council secured recognition for it as a festival of interest to tourists in 1965. It received national recognition in 2011.

Drug traffickers caught GUARDIA CIVIL intercepted a boat carrying more than 400 kilos of hashish on board just off the Adra coast. Four different units and a maritime service patrol took part in the operation dubbed ‘Chelja,’ launched after the Guardia’s Almeria communications centre reported its exterior surveillance system had picked up on a suspicious small craft approaching Adra’s beaches. When the boat came ashore in the area known as Boca del Rio-La Conda and a number of individuals began unloading the illegal cargo, one of the Guardia patrols moved in on them. The suspected criminals fled, but officers caught up with one, finding him crouched down in undergrowth next to a pile of eight hash bundles. The suspect identified as KC faces drug trafficking charges. The maritime service recovered a further three bundles of hash found floating in the sea.

Almeria telescope discovers Earth-like planets SCIENTISTS have identified two planets not unlike Earth which just might be able to support life with images captured at Almeria’s Calar Alto Observatory and by two other telescopes in Spain. A report published last week in Astronomy & Astrophysics revealed the planets have a similar mass to Earth, are warm, and could have liquid water on their surface. The find was possible thanks to the Spanish-German CARMENES project, which since 2016 has searched for planets around nearby stars. The investigations have been carried out with the assistance of a high precision spectrograph installed on a 3.5metre telescope at the Calar Alto observatory, which is located in the highest point of the province in the Filabres mountains. The two planets orbit the Teegarden star, a red dwarf much smaller and less bright than our sun and 12 light-years from our solar system.

Fishy activities AN operation into illegal tuna fishing resulted in nine arrests in Almeria and investigations into a further three individuals. Inspectors from the Agriculture Ministry’s Fisheries General Secretariat and officers from the Guardia Civil’s SEPRONA nature protection service took part in the operation launched to investigate furtive fishing activities from leisure craft over the tuna fishing season on the back of complaints from the professional sector and the corresponding threat to the species. Investigations led to the seizure of nine tuna fish with a joint weight of close to two tonnes and a market value of €59,000. Divers recovered one fish from where it had been hidden on the sea bottom in Villaricos after a Guardia helicopter clearly made out tuna on board a boat getting ready to dock in the port. The boat turned round when the crew spotted the Guardia,
but a Provincial Maritime Service craft caught up with it and directed it back to Villaricos. Spanish press reported the Guardia believe there was evidence there could be some kind of organised networks behind the illegal tuna fishing given the species’ value of around €30 to 40 a kilo. The average weight of a tuna fish is some 200 kilos.

Prettiest beaches THREE of Almeria’s beaches are ranked among the 25 prettiest in the whole country. Readers of the El Pais newspaper ‘El Viajero’ travel supplement put Carboneras’ Los Muertos beach in fifth place in an online survey featuring 200 possible options. The Monsul and Genoveses beaches in the Cabo de Gata natural park came in at eighth and ninth respectively. Some others listed were Los Cocedores and Cuatro Calas in Pulpi, and Cala Enmedio and San Pedro in Nijar.
Cut off UNDER the banner ‘Their cleanliness depends on you,’ Pulpi Council has launched an environmental awareness-raising campaign aimed at keeping the municipality’s beaches and streets in tip-top conditions. The local authority has produced a campaign video and is reminding residents and visitors about the importance of keeping their surroundings rubbish-free with messages in public places like ‘thank you for keeping the town you love clean,’ and ‘if we don’t respect but throw rubbish on our most valued heritage, we will create the image of a dirty, not very committed to the environment Pulpi.’ There will also be fines of between €90 and €300 for failure to comply with regulations related to rubbish disposal. “We all have to do our bit,” Mayor Juan Pedro Garcia said at the presentation of the campaign in San Juan de los Terreros on Saturday. “If not all of us are aware that we have to collaborate, cleaning is practically impossible,” the mayor added. “Plastic is not only something which makes streets dirty, but something which could destroy the planet.”

LOVE was in the air in Mojacar, Nijar and Lucainena de las Torres on Saturday night. The three marked the summer solstice with the third edition of the ‘La Noche mas Romantica’ (the most romantic night) along with the 50 other municipalities around the country which belong to the Prettiest Villages in Spain Association and more than 400 locations across Italy, France and Belgium.
Feeling the love In Mojacar the village streets, shops, restaurants, market stalls and local buses were decked out with more than 2,000 balloons and
hearts. There were mime artists entertaining the children, live jazz and boleros in the Parterre and Fronton squares, and an immense
dance floor in the Plaza Nueva. In Nijar there was a concert of love songs performed by Carmen Muyor and Quique Peña. The culmination of the celebrations was the Prettiest Kiss in the World at the stroke of midnight. As church bells rang out and fireworks went up, everyone was encouraged to pucker up and feel the love, planting a kiss on their significant other, a family member or friend.

Q is for quality FOUR Carboneras beaches have earned the ‘Q’ Tourist Quality recognition. For the sixth consecutive summer, flags indicating the Spanish Tourism Quality Institute distinction will be flying on the Marinicas, Los Cocones-Barquicos, and the Ancon beaches in Carboneras town. Also meriting the classification is the municipality’s El Corral beach. The institute awards the quality recognition to beaches passing strict audits covering key points including safety, lifeguard services, information, cleanliness, rubbish collection and facilities. The three Carboneras town beaches have Blue Flag certification this year as well.

The mayor is also President of the Permanent Committee along with two councillors apiece from the Socialist Party and the Popular Party. Mojacar Council holds ordinary plenary sessions every two months on the last Thursday of the month, apart from public holidays, when they move to the next working day.

The world’s most beautiful kiss flies into the Mojacar sky MOJACAR celebrated its third successful Romantic Night attracting more people than ever. The Council’s organisation all went to plan, with over 2,000 balloons transforming the Old Town and its special enchanting corners which have been immortalised by the thousands of photos over the years. On the night, several PhotoCalls were set up in the best spots, to encourage those strolling around to take the best snap on the best stage. Live music invited everyone to get up and dance in the various village squares, with mime artists gently encouraging the shy ones to join in. On this all-important night, romantic love took centre stage. In fact, Mojacar’s Romantic Night had already had its designed effect last year on one couple at least, with a proposal and a wedding. The Plaza Nueva, which was turned into a huge dance floor with romantic music and

T h i s ‘beautiful’ initiative, with its positive message of peace and love, prompted Mojacar to show the biggest heart, with the most beautiful kiss of all.

Dames end of season lunch MORE than 30 members and friends of the Mojacarbased Dames in Spain attended the end of season lunch at El Burladero in Mojacar Playa It was the group’s final event of a very successful season, which included trips to shopping centres, an olive oil farm, a four-day break in Valencia, and talks and demonstations on various topics. The new Dames in Spain season starts up on Monday September 16, with an 11am meeting at Sensations restaurant in Mojacar Playa, when the full programme for the 2019/2020 season will be available. Sad loss of Indalo Players’ member Brian Allinson BRIAN ALLINSON, longstanding member of the Indalo Players, has sadly lost his battle with an illness. Brian leaves behind wife Lyn, their two sons David and Rick, a grandchild and one great grandchild, and a legacy of long and happy memories for all who knew him. An only child, Brian was born in 1942 in Milton, Staffs and moved to Morecombe at the age of five, where he spent most of his life. He and Lyn met at a wedding where Lyn was bridesmaid and Brian was best man. The weather was quite cool and Lyn began to feel chilled until Brian came to the rescue and loaned her his jacket. They married in 1963 and in 1966 Brian started his first company, North Western Aerials, and later started an alarm business. He sold the business to a major company, and for a while ran the business for them, but having been used to making all the decisions Brian soon found it difficult to adjust under the new regime so launched his own enterprise. Thanks to Brian’s diligence and hard work the business was very successful to the point when, as a confirmed petrol head, he was able to re-

MUCH-LOVED: Brian Allinson leaves behind a legacy of happy memories for all who knew him. alise an ambition and purchase his very own dream car: an Aston Martin DB5. His family grew, and both his sons helped Brian run the company. Brian loved both playing and watching tennis, golf and snooker and was a big fan of Formula 1. Having had many holidays
on the Costa Almeria, Brian and Lyn moved to Mojacar in 1999. It was not long before his talent as an electrician was discovered by the Indalo Players. He did the lighting on any of their productions over the years. Both he and Lyn were also great supporters of the PAWS-PATAS, and Brian’s
expertise was frequently called upon to install new sockets and lights at the animal charity’s premises and to make safe electrical items brought in by members of the public. Brian was a man who rarely said no and would never stand by and watch people struggle. He will be sorely missed.

Missing 74-year-old found on roof MARIA HEREDIA TORRES had been missing for two days before she was found of the roof of a housing block in Malaga City. She suffers from severe Alzheimer’s and it is thought she became disorientated and made her way up onto the roof where she fell and couldn’t get back up again. She is now recovering at home with her family after the ordeal.

Tourists warned to ‘check their change’ THE Guardia Civil has reissued a notice to tourists to keep a look out for Egyptian and Mexican currency working its way into Spanish circulation. The Mexican Five Peso coin and the Egyptian Pound coin are very similar to the Two Euro coin and on first look the difference would go unnoticed. However the number of ‘foreign’ coins making their way into circulation at the A COURT in Sevilla which specialises in cases of violence against women remanded in custody a 20-year-old male for allegedly attacking his 15-year-old girl friend. Officers from the National Police and emergency services were called to a street in the city after a man was seen to smash a girl’s head against a shop window, breaking the glass. Whilst paramedics attended to the girl, the officers chased a suspect through the

Tourists are being asked to inspect their change when purchasing items to make sure they don’t receive one of the coins unintentionally. The Mexican Peso is only worth 24 cents whereas the Egyptian Pound coin is only worth five cents. TOURISTS: Are being warned to look out for the coins entering circulation.
Violent attack streets until they caught him. The girl who suffered serious injuries to her head and shoulder including a
broken nose is reported to have said that she had known the man for two years and had gone out with him, but that night he had seen her with friends and attacked her. Although there is no prior history of arrest for violence, the court decided after interviewing witnesses that the alleged assault was so serious that the young man, whose family come from the Dominican Republic, would be held without bail until the trial.

Two men hurt in falls in Ibiza THE men were both seriously injured after two separate falls within the space of three hours in the Roca Llisa and Platja d’en Bossa areas. The first occurred at 1am when a 43year-old Frenchman fell whilst walking. He suffered a fractured vertebrae and was transferred by 062 to the Nuestra Señora del
Rosario Polyclinic. The second incident happened at around 5am when a 53-year-old from Austria fell from a height of around one-metre suffering a spinal injury. He was rushed to the same clinic where both men are being treated by the Neurosurgery unit.

Cataluña apologises to Mexican people THE Catalan region of Spain has formally apologised for it’s involvement in the 16th century conquests of the land now known as Mexico. The government of the autonomous region offered the apology despite Spain’s refusal to do so. The apology is in relation to the killings and other offences carried out during the invasion of the area towards the indigenous people. The statement was issued by the Catalan Minister for Foreign Action, Alfred Bosch, during a speech at the National Institute of Indigenous People (INPI). A letter from Mexican president Lopez Obrador asking for resolution from both the King of Spain as well as

Student drowns in Italy A 21-YEAR-OLD student from Cantabria has drowned in a swimming pool whilst on an Erasmus exchange programme in Italy. The student, only formally identified as JAE, was studying nursing at the University of Cantabria. The university is working closely with the family of the girl to complete all the necessary paperwork to bring her back to Cantabria. The rector of the school has conveyed his condolences to the family for their loss.

Two held after alleged dispute POLICE were called to a late night disturbance last Thursday between a couple on the Antonio Machado promenade in the Huelin district of Malaga. As officers arrived they stopped a man who was trying to leave the scene. Upon questioning, the man stated he had been in an alterca-
tion with his partner and she had attacked him by biting him and scratching him. The woman was later questioned, and along with witness statements both were arrested and taken into custody. It later emerged the man had a restraining order placed on him for a previous incident with the woman and had therefore breached its terms . They were both taken to a health centre for treatment.
Burglars hit hard times IN the first quarter of 2019 police in Gijón - reportedly the safest region in Spain - have noticed a sharp decrease in burglaries according to their crime statistics base. The 18 per cent drop is relative to the first quarter of last year when 100 homes were broken into. Before April of this year, 82 were recorded. Officials in Gijón claim the reason for the crack-down on crime is due to increased interrogation and investigation on a regional level.

Do you know where you are domiciled? Are you sure? For British expatriates, understanding domicile is an important element of estate planning. It is domicile, not residence, that determines your liability for UK inheritance tax. Domicile is a complex and incredibly adhesive UK common law concept. The basic rule is that a person is domiciled in the country in which they have their permanent home - regarded as your ‘homeland’. However, you can remain UKdomiciled even after living abroad for many years. There are three types of domicile under English law: • Domicile of origin - where a child takes their father’s (or single/ unmarried mother’s) domicile (not necessarily their country of birth). • Domicile of dependence - applies to women married before 1974 (whose domicile will mirror their husband’s) as well as minors and other legal dependents. • Domicile of choice - acquired by moving permanently to

While changing domicile is possible, this needs to be a carefully considered process as there are no set rules - much depends on your particular circumstances and intentions. If challenged by HM Revenue and Customs (HMRC), the onus is on you - or, rather, your heirs - to prove you were non-UK domicile at the date of death. Changing domicile To acquire a domicile of choice you must be physically present
and tax resident in your new country, intend to live there permanently, and not foresee any reason to return to the UK. You need to sever as many ties as possible with the UK, as HMRC will look for any indication that you see Britain as your homeland and may return one day. Stating in your will that you wish to be buried in the UK, for example, could work against you. Even if you adopt a domicile of choice outside the UK, it can take up to four years to shed a UK domicile for inheritance tax purposes. HMRC may treat you as UK-domiciled if you: • were UK resident for 15 of the last 20 tax years • return to Britain for more than a year (if the UK is your domicile of origin and place of birth) • move to a third country - until you can demonstrate you have established a new domicile of choice.
The effect of domicile on inheritance taxes Anyone who is deemed UKdomiciled is liable to 40% inheritance tax on their worldwide assets (since April 2017, this includes all UK residential property). There is an individual tax-free allowance of £325,000, transferable to your spouse or civil partner, plus a £125,000 ‘family home allowance’ (increasing to £150,000 this April and £175,000 in April 2020). As well as UK tax, you could be liable to Spanish succession tax. However, in most cases the UK would give credit for the tax paid overseas to avoid double taxation on the same asset. Non-UK domiciles are only liable to UK inheritance tax on assets situated in the UK.

The party emerged from the April 28 general election with 124 of the 176 seats necessary for a parliamentary majority. The PSOE’s presidential candidate Pedro Sanchez needs the 42 seats won by Unidos Podemos - the left-wing Podemos and Izquierda Unida alliance - but in return, Podemos leader Pablo Iglesias wants ministries or a vice-presidency. Sanchez’s offer of intermediate ministerial posts is not what Iglesias wants, but insiders say that nobody trusts Iglesias to toe another party’s line. In Brussels, a Macron aide declared to a hundred reporters, “The president has not congratulated Ciudadanos for these actions, nor anything like it.” Ciudadanos later clarified in an official communique that Rivera was referring to congratulations from Macron’s party, La Republique en Marche, “not Macron in his role as president of the Republic.”

Toddler killer jailed By Dilip Kuner A MAN who brutally battered his partner’s 18-month-old toddler son to death has been jailed for more than 27 years. A jury at Sevilla Provincial Court found Ezequiel TR guilty of continually maltreating and eventually murdering the defenceless child. They had heard that on April 23, 2016, the guilty man took the 18-month-old to his room when he started crying. As he would not stop, the murderer grabbed him by the arms and brutally shook him, then hit his
head three times against a flat surface. The child died a few hours later. Now Ezequiel TR has been jailed for a total of 27 years, seven months and 15 days at a sentencing hearing. The victim’s mother, Isabel RM, has been imprisoned for four years, seven months and 15 days after being found guilty of mistreating both the toddler and her elder son, who was three years old at the time. In addition, the convicted will have to compensate the surviving child €130,000 for the death of his brother and another €2,000 for ill-treatment.

While there are new rules for British nationals applying for residency in Spain, there will be no change to the right and status of EU nationals living in the UK, nor UK nationals living in the EU, while the UK remains in the EU. As an EU citizen it is now mandatory to register as a resident if you intend on living in Spain for more than three months. You must register in person at the Oficina de Extranjeros (immigration office) - visit: http://www.seat.mpr.gob.es/portal/servicios/extranjeria/extranjeria_ddgg.html for regional offices - or a designated police station, which you can find at: https://www.policia.es/docu mentacion/oficinas/oficinas_extran.html You must make an appointment online before going to your local office or station, which can be done on the Spanish public administration website: https://sede.administracione spublicas.gob.es/icpplus/index.html When making your appointment you must select the province where you live and then the option ‘certificados UE’ and follow the instructions. You take the following documents with you to your appointment: Passport or other identity document (not expired) Official form (EX-18), two copies, filled and signed by the UE national. In addition, you will need other documents, depending on your situation: • (employed) - contract of employment or other proof of your employment status. • (self-employed) - proof of registration in the register of economic activities or other proof of your employment status. • (not employment in Spain) - Proof of: health cover valid in Spain; sufficient means to support yourself and your family. • (pensioners) - provide proof of public health cover. • (students) - proof of your registration in an educational establishment; proof of public or private health cover; formal declaration that you have sufficient means to support yourself during your stay. *You will be issued with a credit-card sized residence certificate which will include your name, address, nationality, NIE number, and date of registration. *The old A4 residence certificates are still valid, and you do not need to apply for a creditcard sized alternative unless your circumstances change, for example you move house. He said, “We must create our future together,” during his last celebration of the Queen’s birthday in Madrid, as his six years in Spain comes to an end in August. More than 700 people celebrated the strong links that unite the UK and Spain at the Queen’s Birthday Party, a party to celebrate the 93rd birthday of Queen Elizabeth II, who in 2019 also celebrates 67 years as sovereign. The party took place in the British Ambassador’s official residence in Madrid under the banner of ‘Creating our future’ and brought together personalities from the worlds of politics, business and society, such as the Minister of Science, Innovation and Universities, Pedro Duque; the Secretary of State for Tourism, Isabel Maria Oliver; the Congressional spokesperson for Ciudadanos, Inés Arrimadas; and the Vice-President of Banco Santander, Matías RodríguezInciarte. In his welcome address, HMA Simon Manley underlined the excellent ties between both countries and called for the continuation of this special relationship in the future. “We have shared challenges such as climate change, the ageing population, Islamist terrorism and the digital revolution. Inside or outside the European Union we have to tackle them together,” emphasised the Ambassador. Spain and the UK have trade flows of more than €62,000 million per year. More than 300,000 UK nation-

Michel said: “We are proud to be British and so thankful to be living in Spain. What a brilliant combination, a fantastic community, fabulous mixture.” The guests joined Simon Manley and his wife Maria Isobel as they marked the last time he will celebrate the Queen’s birthday as Ambassador. Wishing the Queen a happy birthday, Michel added: “The British Ambassador Simon Manley and his fantastic team throughout Spain have done the Queen proud. “Congratulations to the Embassy and Consulate, who have really shown our Spanish friends how to party.”

This was the last Queen’s Birthday Party in Madrid for Simon Manley who, in August, will hand over to the new Ambassador Hugh Elliott, who has been Director of Communication in the Government’s Department for

Spain escapes EU law fine
SPAIN has been ‘let off’ an €80 million fine for delays in implementing its new mortgage law. The European Commission has informed the European Court of Justice that the law has now been brought in correctly, so it is withdrawing the case and possible fine. Political instability, the situation and repeated elections have been blamed for the delay in implementing the legislation that brings Spain into line with EU regulations, which should have come into force in March 2016.

Trump threat over Google tax PRESIDENT Donald Trump has told Spanish PM Pedro Sanchez the US will react “very harshly” if plans for a ‘Google Tax’ go ahead. The warning came on the eve of this week’s G20 summit and is aimed at Spain and France in particular, as well as other European nations who may consider such a charge. US Trade Representative Robert Lighthizer, who is the main advisor, negotiator and spokesman for Trump in the area of trade, was speaking to a Senate committee when he issued the warning.
By Dilip Kuner He said that “President Trump will respond very harshly” against European countries that insist on applying tax pressure that, in his opinion, “discriminatorily penalise American companies.” The US ambassador to Spain, Duke Buchan, wrote to the Spanish government last November to ask that a proposed new tax be withdrawn, saying that Sanchez should not try to impose such a tax without international agreement within the Organisation for Economic Development Cooperation (OECD).
The government has said that it plans to create a new tax as soon as possible because it considers it necessary for Google and other digital platforms to pay more than they currently do. It hopes to raise €1.2 billion annually. Nadia Calviño, Spain’s Minister of Economy and Business, said: “It is a priority to jointly address the special challenges posed by the taxation of new business models of digital platforms. The government assures that this declaration does not change the plan to create the new tax.”
BASQUE automotive group CIE Automotive has spent 58 million acquiring two companies dedicated to the machining of parts in Celaya, Guanajuato State (Mexico). It has bought Maquinados de Precisión de México and Cortes de Precisión de México, whose Ebitda (gross operating margin) is expected to reach €16 million by the end of 2019. Jesús María Herrera, CEO of CIE Automotive, explained that the purchase will allow it to expand significantly physically and commercially in the future. The companies are being paid for in cash.

Price rise slowdown INFLATION in Spain dipped on the back of lower than expected electricity and fuel prices in May to a year-onyear rate of 0.8 per cent from 1.5 per cent the previous month, according to the National Statistics Office. MONEY SPINNER: Sports make big contribution.
Sports spend on the rise SPORTS tourism was worth €2.44 billion to Spain in 2018, up 10 per cent on the previous year. According to figures in the Annual Sports-Related Statistics report from the Ministry of Culture and Sport, €1.41 billion of that came from visitors to the country, compared with the €1.26 billion spent in 2017. Tourists resident in Spain spent €1.03 billion on sport-related trips, compared with €957 million the previous year. In total, 4.1 per cent of all trips made for leisure, recreational or holiday purposes by Spanish residents were for sports purposes. The number of sports clubs increased in 2018 to 67,512, a rise of 0.7 per cent in 2017.
Big exposure THE eurozone financial system, including banks, investment funds, pension funds and insurance companies, has a total exposure to companies affected by anti-emissions regulations of €720 billion, says the ECB.

It says that Europe as a whole faces significant financial risks from ageing populations, low productivity, high national debt and a Brexit-related economic slow-down. The Bank of Spain said that the European De-
posit Insurance Scheme (EDIS) would make the financial sector more resilient and be the final part to a full banking union within the eurozone. Speaking in a presentation of the bank’s annual report Governor Pablo Hernandez de Cos said: “It is necessary to complete (the) revision of the Economic and Monetary Union to avoid the single currency still being exposed to tensions in case of high-calibre disturbances.”

Too many jobless in Spain THE Spanish jobs sector remains one of the biggest problems within the country’s economy. The unemployment rate is expected to continue to fall, but is predicted to take until 2021 before reaching around 12 per cent, according to the Bank of Spain. After a five-year slump in the economy from 2008 to 2013 unemployment soared to almost 27 per cent, but has since fallen to 4.7 per cent in the first quarter of this year. “While it’s true that the unemployment rate has fallen significantly since the economic recovery began, it is still very high,” said Governor of the central bank Pablo Hernandez De Cos.

Lower AVE costs call THE current cost structure for operating high-speed trains should be reformed as the market is opened up to competitors to ensure lower ticket prices. This is the conclusion of the Comisión Nacional de los Mercados y la Competencia (CNMC). In a report is sees the need to ‘modify in depth’ the fees that infrastructure owner Adif charges for the use of t r a c k s a n d s t a t i o n s . L a s t y e a r, Renfe paid it €1.228 billion. Adif’s liabilities add up to around €18 billion, and its only major source of income is the fees it receives. The regulator does not go into depth on how the lowering of fees w i l l a ff e c t t h e f i n a n c i n g o f t h e debt. But it considers the setting of fees needs to be pitched right if competitors are to enter the market and reduce ticket prices. The body, chaired by José María Marín Quemada, says that royalties will be ‘key’ in the design of commercial strategies carried out by operators that break Renfe’s monopoly, such as the French company SNCF, which has already shown its interest in operating in Spain. in December 2020 to provide a better service for passengers and generate resources. This will help capitalise on the investment already made in what is the second biggest high speed network in the world.

Lagging behind in RD&I SPAIN is the only country wi t hi n t he EU 5 - t he t op economic nations - to have reduced spending on RD&I. The Independent Fiscal Accountability Authority (AIReF) has said that ‘total investment has fallen between 2009 and 2016 by 10.2 per cent,’ in contrast to total investment growth of 17 per cent amongst the 28 countries of the European Union. In contrast to Spain, the ot her EU 5 nat i ons i ncreased RD&I expenditure in the same period. In the case of France this was by 10.3 per cent, while in Italy the increase was 12 per cent. In the United Kingdom the rise was close to 15 per cent. By far away the leading country was Germany, where the figure reached a remarkable 24 per cent.

LEAPY LEE SAYS IT OTHERS THINK IT I TRULY can’t make up my mind whether society reflects the media, or the media reflects society. I suppose, when it comes down to it, they’re all actually in it together. I remember the 50’s, when BBC radio comprised the Light and Third programmes and the Home Service. In those early days, they flatly refused to play anything with a modern ‘beat,’ and utterly scorned the new, and to their mind, utterly degenerate ‘Rock n Roll.’ The presenters wore dinner jackets and tuxes to the studio - even though they couldn’t be seen. Television was also strictly controlled. Dress codes were strongly adhered to, Elvis Presley was only filmed from the waist up, and even mild swear words were utterly taboo. After the Epilogue, the National Anthem always preceded the ‘test’ card which followed at around midnight. (Many families stood to attention in their living rooms while God Save the King rang out!) Was it all a good or a bad thing? Well I’m sure we all have our own opinions about that. It was however a fairly accurate reflection of society as it was during that post war recovery period. A time when we had absorbed all the violence we could stomach, and patriotism was paramount to those who had survived the conflict. Fast forward to the present day. With the advent of scores

of channels and wavelengths - all trying to create their own money tree - the first thing that goes completely by the board is any semblance of responsible or moral obligations. In fact, in their endeavours to attract more attention, some of the offerings of today’s media
are almost beyond belief. (‘OAP’s Behaving Badly’ simply pales by comparison!) I recently heard some radio station play a song whose lyrics comprised of nothing but the F word, chanted over and over again. There is a TV ‘dating’ programme that actually presents couples
to each other stark naked. Apparently some male contestants are picked as possible partners merely for the size of their manhood! Cilla must be positively spinning! Although I have never viewed the Mallorca show, to me the rules for the highly popular ‘Love Island’ however, truly do take the whole tin. This is the ‘contestants’ code’ insisted on by the producers of a programme that has been voted one of the most popular reality shows ever. Rule 1. No masturbating. 2. No total nudity. 3. No sex while drunk. And, in an almost ludicrous effort to take the moral and hygienic high ground - rule four and five informs the contestants that there is to be ‘no smoking’ on camera and that ‘condoms must be used at all times’! And if all that doesn’t reflect the attitude and priorities of our modern society, nothing does. And finally what a pleasure to watch the Ladies World Cup. A chance to really enjoy the game of football; instead of enduring a bunch of posturing, egotistical prima donnas, more worried about their hair styles and bank balances than the beautiful game. TECH FOR THE TIMID PRAISE the Lord and pass the ammunition, as the wartime song had it: Spain just reached 10th place in the world’s digitisation stakes. But half of us still lack basic digital skills. First the good news: Spain knows its way around a mousepad and touchscreen far better than Germany, France or Italy. Half of all shopping searches here are made by mobile phone, though 71 per cent of the actual purchases happen on computer. We’re avid online buyers of clothing, travel and books, and according to the EU as recently reported in this fine paper, Spain joins Ireland in having made the most progress in connectivity, human capital, use of the internet, digital integration and digital public services. Though anyone who has tried navigating the snakes-and-ladders of Spain’s bureaucracy online may perhaps beg to differ. The bad news is that one in five people here are not online, and

So who’s a digital dummy then? Not all of us have bridged that digital divide, warns Terence Kennedy
one in two lack those basic digital skills. Given that most six-yearolds could reprogram a NASA space mission while playing Postman Pat, that means an awful lot of we more, um, mature people who simply don’t know our Alt key from our Enter. And so many of us still make such elementary computing mistakes. For instance, we join the
23 million other people around the world who use 123456 as a password and then wonder why our bank accounts get hacked. Or we compose a borderline-obscene e-mail to the object of our attraction and then a ham-fisted click sends it off to the wrong person. (Note to the local tax authority: I really didn’t mean to infer an unnatural attraction to your ear-
lobes, honest). At the other end of the scale are those so terrified of the internet that they miss out on all the good stuff: cheap deals online, all the world’s knowledge at our fingertips, all the cat videos you can handle, unlimited choice for everything from airtickets to car hire to the sins of the flesh, and and and… It does all come at a price. Those of us who have bought into this brave new digital world face problems our forefathers could not have begun to imagine. Our attention spans are shot, we’ve forgotten how to remember telephone numbers (or indeed how to do basic maths), we text because absolutely nobody phones any more. And we just keep falling for stuff. Beware the next time a nice man from Microsoft in India phones out of the blue to offer his kind help in sorting out a problem they detected. You have been warned. Again.

I k n o w m a n y w h o a re convinced putting a credit c a r d a n y w h e re n e a r a computer will get their bank accounts looted. Older folks fall back quickly on the argument that if we all buy online, our high-street shops will d i s a p p e a r. T h e y m i g h t , eventually, but that’s not o u r p ro b l e m a s w e ’ l l b e pushing up pretty daisies by then. Some older people fear social isolation, desperately needing interaction w i t h ‘ re a l ’ p e o p l e , n o t those online. For them I have news: hordes of bedroom-bound teenagers are in the same boat. At least you dear reader could surely never be as computer-illiterate as the learner who was told to press any key, but couldn’t find one labelled ‘Any key.’ Could you?

Fabulous Aston Martin for a secret agent NICK HORNE’S Rich Pick Freelance correspondent, London, England ONCE upon a time James Bond was not famous. Hard to believe; it was a long time ago. On August 15, 2019 at the Monterey auction on America’s West coast, a car that was in at the start of it all (it was an Aston Martin), RM Sotheby’s will be offering a very nearly unique opportunity to acquire a fully restored James Bond car. Some say ‘The James Bond car,’ the DB5. The James Bond franchise really got a head of steam going with the ‘Goldfinger’ movie released in 1964. The various catch phrases that have now entered the language made their entrance to life then. Martinis, Bond Girls, trilby hats as sexual lures and signifiers, and of course the gadgets. Lots and lots gadgets. Who could have known that the most memorable gadget would not be Rosa Klebb’s death dealing poisonous bladed shoes (From Russia with Love), nor the death dealing lasers that starred in many of the movies, but rather the car. The car was the Aston Martin DB5 which was fully loaded with gadgets. The car’s special modifications included several machine guns as well as a raising rear bullet proof screen and even a radar track-
ing screen embedded into the dashboard. The DB5 the ‘James Bond Car’ was commissioned by Eon Productions when Ken Adams and special effects man John Stears visited Aston Martin’s Newport Pagnell factory in late 1963. No one would have foreseen the effect that the Aston Martin would have in the movie, nor the effect that the movie would have on the fortunes of Aston Martin. For ‘Goldfinger,’ two cars were built one fully loaded with all the gadgets and one for the stunt driving and chase sequences. Two further cars were b u i l t

likewise for ‘Thunderball.’ One of the four specially built DB5s has been lost. While the car on sale at the Monterey auction is one of the pair ordered to promote Thunderball; chassis number DB5/2008/R. Q the weapons master explained to James Bond as played by Sean Connery, the Snow Shadow Grey painted DB5 was a very special car. Equipped with front and rear over-rider rams on the bumpers, a .30 calibre machine gun in each wing and as well as wheel hub mounted tire slashers and a raising rear bullet proof screen. More passive kit included a radar tracking scope, revolving licence plates returning to active counter measure were smoke screens and oil slick and caltrops [spiky things to burst tyres of pursuing cars]. Years before the modern era the car came equipped with a telephone so that James Bond could keep in touch even while on the move. Who could ever forget the passenger seat ejector system! B a r n e y

The movie it is argued cemented the franchise and it certainly was a major boost for Aston Martin who saw sales surge. The rest as it is said is history. One example of the car the first Stears modified car has been lost since 1997, leaving just three examples. The car on offer at Monterey in August is one of only two built from new with all the Bond gadgets. The 2008/R also has a minimal chain of ownership, just three private owners in more than 50 years. The Aston Martin DB5/2008/R is a highly desirable object for a collector or Sotheby’s suggest a secret agent. Estimates are in the range of US$4 million to US$6 million. Nick Horne, London, England

I WAS, as you’d expect, minded to write about the Middle East this week or, if not that, the UK PM wannabes or, failing that, the latest gaffe/threat of the Trump regime, but fortunately I came across a story of real AND international importance. The story I spotted was that scientists have discovered that coffee doesn’t just keep you alert; it keeps you alive. As little as two cups of coffee a day can raise your life expectancy by as much as TWO years, reducing the risk of cancer, heart problems and even neurodegenerative brain diseases. Wow! Well, not exactly another MOBO study (Masters Of the Bleeding Obvious), but I’d really love to read the methodology section of this ‘research.’ What nonsense, and how did they come up with such a random number even if TWO years is in anyway believable. Walking every day will do that for you and more. And it’s ridiculous to ignore the number of other variables in someone’s dietary habits and lifestyle to focus simply on a single item. And next week: too much coffee will be bad for your haemorrhoids! Just what ARE these researchers drinking to come up with

such conclusions? Nonetheless, I love coffee so I’m just going to accept it. Now all I need is to find studies with similar conclusions on alcohol and dairy... So, along with fake news and fake facts, we also have this so-called scientific ‘research’ from which scientists take the facts they like best, gently and carefully manipulate them, ignoring anything ‘inconvenient’ or likely to give a contrary impression. Paid for by big business with highly trained professionals happy to do anything for the money. In the end, it’s all about telling porkies, isn’t it? And telling porkies can even be extremely profitable these days. In other news, researchers discover a link

Are we easy targets? MIKE SENKER IN MY OPINION Views of a Grumpy Old Man LAST week the BBC announced they were scrapping free TV licences for over 75s except those receiving pension credits. The BBC was told that it could increase the licence fee if it covered free TV licences for over 75s, but now seem to have broken the terms of that deal. How do they get away with it? They made a deal, that’s it. Anyway they have got away with it, but they shouldn’t and the government shouldn’t let them. It was probably always going to happen with scumbag, lying politicians and a massive corporation involved. But it doesn’t have to happen. If I was in charge this is how I would solve it. Advertisements. In this day and age every single bit of media exists because of advertising. It’s not the dark ages for goodness sake. I’m not even talking about normal advertising like ITV or many other stations. One idea is that every programme is sponsored by one company. They already do product placement. It would stop the silly bits of duct tape on peo-
ple’s hats, sweatshirts etc. I mean, how daft is that anyway? Another way it could be funded is by taking the lead from many apps that you have on your ‘phone. Have BBC Premium, which keeps it advert free and you pay the licence fee that you pay now or even charge a bit more. Or have BBC Light, which is free, but has ad breaks like the other 500 TV channels I have now. But either way the 75+ group wouldn’t have to pay. It really annoys me how often this type of thing happens to OAPs. Is it just we’re easy targets and believed to be of no use to them? By now everybody knows my thoughts about Donald Trump and I know that his hard core followers think he can do no wrong, but even ignoring his lies, his racist, homophobic, misogynistic remarks and his all-round, just plain ignorance he has manged to sink to a new low. He is now re-tweeting Katie Hopkins in his ramblings and if you don’t know how bad that is, google Katie Hopkins. Here’s a small resume. She’s the one that was fired from LBC in the UK after a tweet that called for a ‘final solution’ to Islamic terrorism, which, some suggested, was a reference to the extermination of Jewish people by Hitler. I don’t think anything else has to be said about her but it just confirms my feelings about Trump.

LEGALLY SPEAKING Can they pay the president? I live on an urbanisation of 100 properties. Only 12 properties are inhabited by permanent residents. Seven of these have previously acted as president. At the end of this year our president and vice president are standing down and there are no volunteers for the positions. We were informed at our last AGM that, if there were no volunteers, the names of permanent residents who had not previously been president would be grouped together. One of these would then be randomly selected to take over the duties of president for one year. This would be a random selection from five names. As owners who are nonresident are equally responsible for the community, should their names also be legally included in this selection? N K (Costa Blanca)

Pause for self-assessment A FEW weeks ago we were highly impressed to find ourselves driving along a very new section of dual-carriageway on the main 900km highway from Dar-Es-Salaam, Tanzania to Nairobi in neighbouring Kenya. This, the primary route in Tanzania, carries a vast amount of highly diverse traffic, little of which would have any chance of passing the Spanish ITV, on a poor-quality, pot-holed road with few crash-barriers protecting even the most extreme roadside chasms, and frequent, utterly vicious speed-humps, so that attaining an average speed above 50 kph is quite challenging. The appearance therefore of this new 14km section of dual-carriageway between Kilimanjaro and Arusha, just as dusk was falling after a hard day’s driving, was a welcome relief, allowing an immediate increase in speed. But not for long! Surely that couldn’t be headlights approaching in our lane, could it? But yes it was; and we just managed to squeeze back into the line of traffic we’d been passing, before a bus, two lorries, several cars and an assortment of miscellaneous other traf-
fic thundered by in the opposite direction! How dangerous was that? But I later gathered that for many, the four lanes of a dual carriageway are treated with flexibility; if your carriageway’s busy, then it makes sense (to the East-African mind anyway) to cross the central reservation and use the spare capacity of the other lanes! There was an acknowledgement by most I spoke to that it was wrong and potentially dangerous for anyone else to drive the wrong way down a dual carriageway, but pretty well everyone reserved the right for themselves to do so if circumstances made it beneficial for them. But before being too critical, isn’t there just a little of this logic in each and every one of us? How often we condemn the wrongdoing or ‘sin’ we see in others, whilst finding excuses to justify our own failings. How much we could all benefit from a little bit of honesty in our own self-evaluation, with the words of the ancient confession: ‘We have left undone those things which we ought to have done; And we have done those things which we ought not to have done; And there is no health in us.’

DEAR Editor, Every year, without fail the French go on strike, they have demonstrations and generally disrupt people’s plans, particularly during the all too brief tourist season. It is, it seems, more of a hobby for them rather than any number of legitimate industrial disputes. Air traffic controllers striking and fishing boats blockading the ports are two common protests and are two monotonously regular inconveniences. Then this year, we get the Gilets Jaunes, the series of protests against their government. Blockading Paris and the auto routes, disrupting travellers at whim. I read the newspapers and yet still do not understand what they are trying to achieve. Then, I had a thought - perhaps, just perhaps these strikers and blockaders are really employees of the Spanish Tourist Board, employed to get people to come to industrially, peaceful Spain. JUSTICE has been done. The La Manada ‘Wolf Pack’ gang has been convicted of rape. Finally, the 18-year-old victim of a horrific gang rape at the Pamplona bull running festival of San Fermin can move on with her life, three years after the event. Her quest for justice should never have come to this. While the police are faultless - they acted immediately in tracking down the perpetrators of the horrendous crime - the rest of the justice system is not. When the five men who took advantage of the young woman were cleared of rape and convicted instead on the lesser charge of sexual assault, there was understandable outrage in the country. No one could understand how the men - who not only assaulted the victim at least 10 times in the most depraved ways but also posted a video of the assault to a WhatsApp group called La Manada - were not guilty of rape. It came down to the interpretation of the law made by a lower court. It decided that according to the letter of the law for an assault to be considered rape then it has to be accompanied by either violence or the threat of violence - for example showing a knife. Ridiculously, the court seemed to imply that because a lone woman did not fight back against five grown men, then it was not rape. Fortunately, the Supreme Court decided otherwise. Let us hope this sets a precedent that other judges follow in future.

Mushroom magic for mental health PIONEERING medical trials have shown psilocybin, a powerful hallucinogen found in magic mushrooms, to be effective in treating depression. Magic mushrooms have been used by shamanistic cultures for centuries as they were believed to facilitate communication with ancestors and spirits. New research using an extracted active ingredient of magic mushrooms, psilocybin, has shown dramatic results in the treatment of depression. Psilocybin, far less potent than LSD, induces changes in mood, thought, and perception. Trials are exploring the drug’s use in the treatment of depression by allowing the patient to journey into their mind reliving memories and confronting trauma. Psilocybin produces effects such as auditory and visual hallucinations, spiritual epiphanies, euphoria and a sense of connectivity beginning 45 minutes after ingestion and lasting four to six hours. Trial participants have said that the experience can be life-changing. One trial in 2016 at Imperial College London treating a small group of patients suffering with decades of depression saw their symptoms reduce after ingesting capsules of a high dose of psilocybin. Three months later half of patients reported their depression to be reduced by 50 per cent or more. Further studies have examined psilocybin’s effectiveness in treating depression in cancer patients. Patients reported improvements in mood directly after the drug’s consumption with results remaining unchanged at a follow-up of six months later. Despite Psilocybin’s effectiveness the drug remains controversial due to extreme side effects such as irregular heartbeat, hallucinations and ‘bad trips’ involving disturbing thoughts and in some circumstances temporary psychosis. Despite the potential benefits psilocybin is a potent psychedelic and should an individual decide to use psilocybin they should do so in a clinical setting.

Salpicón de Marisco Seafood Salad THIS is a lovely traditional Mediterranean seafood salad and is so easy to put together. It is one of those salads, th a t d u e t o th e ingredients being used, adds a lovely bright colour to any table. You can buy all the ingredients you need ready for chopping up and simply add to a bowl, mix through and make a simple dressing to add a bit of zing! Although eggs aren’t often included in the recipe, I do like to chop up a couple of cold boiled eggs and mix them through at the end. Salad Ingredients: • Cooked prawns - 230 grams • Cooked octopus - 330 grams • Cooked mussels out of shells - 100 grams • Crab Sticks - 8 sticks • Red pepper - 150 grams • Gr e e n p e p p e r - 1 0 0 grams
• Pickled baby onions 12 leave whole • Chives - 50 grams • P itte d o liv e s g re e n and black - 80 - 100 grams Optional - tomatoes and boiled eggs chopped. For the vinaigrette: • Garlic clove - grated • Salt to taste • White wine vinegar 2 tablespoons • O liv e o il - 4 ta ble spoons Method: Chop all the salad ingredients up into chunks, leaving the baby pickled onions whole, and stir it all through to mix everything evenly and then gently mix through the dressing. If you are using a couple of boiled eggs, add those after mixing everything else through so they don’t break up too much. OLIVE TREE FARM was set up about four years ago with the intention of achieving a level of self sufficiency. We have poultry for meat and eggs, goats for milk, rabbits and small pigs for meat and harvest our 70 olive trees each year for oil. We also grow a variety of fruits and vegetables.
LGBT pride is being celebrated to the full in Almeria City this week. Events officially kicked off with the unfurling of the lesbian, gay, bisexual and transgender pride rainbow flag from the Almeria City Hall balcony on Tuesday evening and come to a close on Sunday with a pool party in an El Toyo hotel. Over the five days there are conferences, concerts, exhibitions, theatre, film screenings and family-orientated activities. The main event is Saturday’s parade through the city streets. Starting at 7pm at the Plaza Circular and ending at Plaza de Pablo Cazard, the organisers said three times as many people were expected to take part than last year.
The parade will be followed by the reading out of an LGBT manifesto at 9pm and three hours of live sets and DJ mixes, with artists like Runy DJ, Kiara Show, Rubi Diamante, Madamme Pop, Conchitaypelayo and DJ Sofia Cristo. Speaking at the presentation of the pride programme Almeria Culture councillor Diego Cruz said it was “a week of celebration and also of visibility for a community which is still being unfairly persecuted.” The councillor said pride week was aimed at “all Almerian society, independent of their sexual orientation or gender identity,” and designed to be “as inclusive and open as possible.”

Collaboration on culture THE Olula del Rio City of Culture museum project is set to go ahead imminently thanks to an agreement between the provincial government and the Fundacion de Arte Ibañez Consentino. Almeria Council has agreed to contribute €250,000 to the construction of the 1,400sqm building. On the ground floor there will be an extension to the centre dedicated to the photographer Carlos Perez Siquier and a cafe, and on the upper floor there will be a new exhibition area for Almerian art. Speaking at the formal signing of the agreement, Almeria Council President Javier A Garcia commented, “We want to recognise the work of all those who are making it possi-

A job well done THE provincial council reported a project to improve traffic safety on a notoriously tricky bend on the AL6104 connecting Macael and Laroya has been completed. The â‚Ź46,500 works concentrated on a section of the mountain road with a high embankment which in some parts reduced visibility. The embankment was also prone to frequent landslides. Almeria Development Deputy Oscar Liria said the project represented the elimination of a significant risk on
the road. He also pointed out the provincial government has carried out works on upgrading the Los Chopos lane
connecting Laroya and Tahal, which he said had been in a very poor state of repair.

Gender violence murder case - 16 years sought THE Almeria Public Prosecutor will call for a 16-year sentence for a Lithuanian accused of mistreating and killing his girlfriend in Albox in March last year. Spanish press reported the woman died after she was hit in the eye during an argument between the two, causing her to fall forward and crack her head against a bathroom cabinet. The woman allegedly passed out and the accused moved her and laid her on a bed. He reportedly failed to call emergency services until hours later, despite the significant bleeding, saying his girlfriend needed assistance as she could
not breathe. When emergencies arrived she was already dead. The Public Prosecutor pointed out the Lithuanian had appeared in court in Almeria on three separate occasions for incidents of gender-based violence since August 2014, but each time his girlfriend refused to give evidence against him. The Public Prosecutor wants the 39-year-old to serve 13 years for homicide and an additional three years for habitual abuse, as well as a further 15 years on probation for both crimes and a payment of nearly €130,000 compensation to the victim’s young daughter.
FACE donates to local causes LOCAL charities and organisations received more than €8,000 in donations from FACE (Fundraising in Arboleas, Caring for Everyone) at its spring/summer fayre staged at the Arboleas community centre on Friday evening. The biggest single donation was for the provision of defibrillators in the Arboleas area, the charity presenting a cheque to Arboleas councillor Mike Page. Just before Christmas, Bev Nichols approached FACE about support for a project for at least one defibrillator for Arboleas. FACE started the ball rolling by holding a Valentine’s event which raised €426. Bev has continued promoting her ideas to other individuals and organisations and FACE agreed to act as temporary bankers until enough funds are raised to finance at least three defibrillators. Other donors to the defibrillator cause to date are: Helping Animals Almanzora, the Almanzora Valley Gardening Club, Sol Yoga Centre, Bev Nichols Go Fund Me page, artist Marion Nobbs, Jackie’s Zumba group,

New mortgage law SPAIN’S new mortgage law has finally come into force. It is designed to incorporate European directives on consumer protection into Spanish law and includes several aspects beneficial to the customer. It is most beneficial to people taking on new loans, but what about those who already have a mortgage? According to bank comparison website HelpMyCash.com there are some measures that will affect existing mortgage holders, although most of the new regulations are not retrospective. Chief amongst these is the one that reduces the cost of converting a variable mortgage to a fixed rate loan, and secondly a tightening of regulations for foreclosures. When it comes to swapping loans from variable to fixed rates, banks may now charge a maximum of 0.15 per cent of the outstanding capital within three years of the initial contract being signed. After this period the transaction should be free. Before the law came into force, the usual commission for novation (where the

Now the cost should be a maximum of €75. But remember - there may be notary and land registry fees to pay as well. The second article that applies retroactively is the one which regulates the application of the early maturity clause. This is the step taken by banks to enable them to foreclose on the mortgage and seize the home after missed payments. The new regulations establish tougher requirements to apply this clause. During the first half of the mortgage term, the money owed must exceed 3 per cent of the capital granted or reach an equivalent of 12 instalments. In the second half of the loan term, the missed payments must be worth at least 7 per cent of the principal of the loan or an equivalent of 15 monthly payments. In addition, the lender must give the debtor one month to catch up with any pending payments before being able to start the execution process. It has also been made easier for existing mortgage holders to swap banks should they so wish.

WELL that’s a turnup for the books, or should it be turnip? Vox does not believe in the EU but did not hesitate to present its list of candidates on May 26, presumably on a Trojan Horse basis. Funnily enough, the VOX EuroMPs must sit with the nationalist New Flemish Alliance (N-VA), Flemish allies of Carles Puigdemont, the self-exiled former regional president of Cataluña who declared independence on October 27 then scarpered. Vox managed to get where it is by banging on about Spanish unity and calling on the national government to send in the Army to Cataluña and now its EuroMPs are sitting with Puigdemont’s pals. You could call it democracy at work but you could also call it schadenfreude.
It’s never too late MANUEL VALLS, the former French prime minister who also happens to be Spanish - and a Catalan - ran for mayor in Barcelona under the Ciudadanos banner. In the end the most-voted parties were the pro-independence ERC and Ada Colau’s Barcelona en Comun, but Valls was brave enough not to listen to the diktats of Cs’ leader Albert Rivera. He offered his unconditional support to Colau to keep out ERC’s Ernest Maragall who pledged to use the position of Barcelona mayor to further independence. Colau took up the offer and Rivera has since disowned Valls and the three Cs councillors who followed his lead. Rivera drew his red line by ruling out any pact that would allow the PSOE to form a national government but slightly relaxed his cordon sanitaire municipally and regionally. Since the May 26 elections it is
obvious that Rivera has obtained more municipal and regional benefit from Cs’ pacts with the socialists than being in thrall to Pablo Casado and Santiago Abascal.
Hoping for the worst PEDRO SANCHEZ will go to his investiture debate without knowing who will support him. Podemos supremo Pablo Iglesias could do the dirty on him if he doesn’t get the ministry he thinks he’s entitled to. Pablo Casada can’t support him and Albert Riveraç won’t, although the PNV nationalist will probably come through, leaving just odds and sods and the Catalan separatist. So if Sanchez gets his votes that’s exactly what his opponents want: backing from the wrong quarters and a stick to beat him with. In other words, Spanish politics at their most typical and their worst.

She’s hung a yellow ribbon from the balcony, causing distress to the PSOE and giving Casado, Rivera and Abascal a fit of the vapours. Those yellow ribbons denote solidarity with the remanded members of the former regional government responsible for the short-lived UDI. But is it separatist to feel that they should not be in prison, as Colau obviously does? And quite a few people outside Cataluña for that matter.

Toyota RAV4 Excel Hybrid ROAD TEST

by Nick Fletcher TOYOTA’S RAV4 was a pioneer of the Sports Utility Vehicle when it made its debut in 1994. Today, it is an established global best-seller and the latest version - much larger than the original - still provides the versatility and practicality that made it famous. The latest RAV4 is a full hybrid - it can run on electric power alone. It has a 2.5-litre petrol engine mated to an electric motor and with electric CVT auto transmission. This combination gives a nippy 0-100 kph time of 8.4 seconds, top speed of 180 kph (112 mph) and low emissions, just 105 g/km. And there is a bonus - impressive average fuel economy of 17.9 kpl (50.2 mpg). While often it is hard to achieve such official economy figures in realworld driving, I did get very close - 17.3 kpl (48.9 mpg) in a mix of city, rural and motorway
d r i ving. The car is smooth, quiet and refined, with nicely-weighted steering, composed cornering and a comfortable ride. There are selectable driving modes and I found the best setting is Normal, which allows the car’s sensors to switch between petrol and electric power to achieve

optimum performance. When in city traffic you can push the EV button and run on electric power only. It is a simple and very effective full hybrid system. The RAV4 Hybrid is priced from €33,648 (£29,940) for a well-equipped entry version though my upper-range Excel, laden with much extra kit, is priced at €37,765 (£33,615). Equipment includes auto-
levelling headlights, powered tailgate, dual-zone climate control, rear view camera, touch-screen infotainment centre with digital radio, sat-nav and connectivity features, roof rails and rear privacy glass. Safety kit includes precollision and pedestrian detection system, adaptive cruise control, lane-keep assist, road sign recognition and hill-start assist. Cabin space is ample for five adults and the large boot space of 580 litres can be expanded to 1,690 litres by folding the rear seats. While the RAV4 is not the cheapest in the large-SUV class, most of its rivals are not available in full hybrid form, nor do they have Toyota’s five-year warranty or such strong secondhand values.

New Renault Zoe RENAULT, the French car manufacturer has announced a new version of its Zoe range of electric cars, with a more powerful motor, more battery capacity, more range, CCS fast charging and a better interior. FRENCHMAN Clement Berardo was disqualified on the first day of the Andalucia-Costa del Sol Match Play 9 after he ran out of golf balls. He was on hole 16 when the embarrassing incident happened at the Valle Romano course. Tournament director Federico Paez explained: “It was very windy, the fairways are narrow and the rough is very thick vegetation.” Berardo had a bad day with a quadruple bogey nine on the first hole, a double bogey, two more bogeys and two dropped balls on holes 14 and 15.

The woman from Murcia took her first victory in 2019 and won at Italy’s Misano circuit to throw the gauntlet down to champion leader and fellow Spaniard Manuel Gonzalez. The latter was beaten into second place on the day, but retains the lead in the race for the World SSP300 title. This win consolidates Carras-
co’s challenge for the 2019 crown after a slow start to the season. She could do no better than eight in the first three races of the season. The turning point came in the double header in Jerez when the 22-year-old seemed revitalised as she took two podiums. This catapulted her up the championship standings from 11th to sixth. After the win at Misano she is now in joint second alongside Dutchman Scott Deroue (Kawasaki MOTOPORT) on 64 points. He could only manage seventh in this fifth race of the season. Next up is Donnington Park in the UK, a circuit where last year she achieved a second consecutive win of the season. Her success this Sunday also has a symbolic value, since the Spaniard has become the rider with the highest number of victories in the history of WorldSSPP300 - four in total.
