By Simon Firth The severe floods which battered large parts of southern Spain claimed the lives of two people and left damage in its wake that will cost many millions to repair. The King of Spain, Felipe VI, was so moved by the plight of the flood-hit region that he phoned the president of the Andalucian government, Susana Diaz, and several of the mayors in towns battling to cope with

the worst effects of the freak weather. The seasonal downpour began slowly some weeks ago but increased in ferocity and intensity last weekend until torrential rain began to overwhelm areas of the Malaga Province, including Malaga City and the nearby towns of Estepona, Mijas, Marbella, Cartama, Manilva and Alhaurin de la Torre. The Spanish government has so far pledged at least €40 million towards meeting the cost of the clean-up

but vital infrastructure has been damaged, including a bridge which collapsed as its supports gave way in the non-stop heavy rain, crushing several cars. Officials declared an emergency in the area as rivers swelled and burst their banks, unable to cope with the amount of water, with the 204 litres per square metre recorded in 12 hours in Estepona a provincial record. Tragic though the loss of life has been, it is a tribute

to the efforts of the emergency services personnel and the volunteers who came to help battle the floods of 2016 that the death toll did not go higher than two.

More officers NERJA Council has indicated it intends to create at least eight openings on the Local Police force. This will mean within the next few years there will be 45 officers. The reinforcements

are inspected to include a new deputy inspector. The council has also carried out extensive renovation work on the police station and the officers have received four new vehicles.

Woman dies in ATV plunge By Sam Croft A 56-YEAR-OLD Malaga City resident died on Tuesday December 6 after a spectacular traffic accident in the La Cala de Moral area near Rincon de la Victoria. The victim was driving along the A-7 motorway in an all-terrain vehicle. She

was the only occupant of the ATV and police sources have indicated that there were no other vehicles involved in the accident. The incident occurred shortly before 7pm. The woman was driving on an overpass when she crashed into the traffic barrier, which witnesses said had the effect of a trampoline. The vehicle went over the

edge and plunged 15 metres, ending up in a roundabout. Fortunately, no other vehicles had been using the roundabout at the time. Witnesses indicated that the woman was still alive in the immediate aftermath of the fall, but when emergency workers arrived, she was pronounced dead.

Beach bars in hot water By Sam Croft BURRIANA beach, in Nerja, is the home of some of the most famous chiringuitos (beach bars) in Malaga Province. Although many of these establishments have been operating for a half-century, the last time they were officially awarded longterm concessions was in 1999, for a period of 10 years. Following the expiration of those concessions the council had the option of extending them on a yearly basis. Nerja’s previous governing team, led by PP, chose to extend the concession every year between 2010 and 2015. However, the current council, led by the tripartite government of PSOE, IU, and EVA-Podemos, announced last June that this year they would be put out to tender once again. However, this process may now be postponed, as the Beaches Council has reportedly detected ‘numerous irregularities’ in the concessions of six of the beach bars on Burriana Beach. They also allegedly lack opening licences, do not comply with accessibility regulations, and lack an updated goods inventory. Beaches councillor Cristina Fernandez (EVA-Podemos) stated that “it is a very serious situation.” She claimed that the previous PP council should be held ac-

In a statement, ex-mayor Jose Alberto Armijo (PP) indicated that when the irregularities were explained in further detail, PP representatives would take a stance on

the subject. However, Armijo anticipated that the supposed irregularities would not be attributable to the previous PP council. PP council members have also argued that putting the beach bars out to tender in the midst of the town’s economic recovery will lead to unnecessary complications for the council.

Raging against the music machine VELEZ-MALAGA shopkeepers are up in arms, and this time it is not because of illegal street selling or a lack of security or cleaning services. They simply want to be able to play music in their establishments without having to pay a fee to the General Society of Artists and Producers (SGAE).

Currently, under Spain’s Intellectual Property Laws, any business which chooses to play music must pay a monthly fee, which varies depending on the size of the establishment. The campaign, which has been succinctly named ‘We don’t want to pay to have ra-

dio or televisions playing in our shops,’ was started by Elias Garcia, a young radio announcer who is “fed up” with the SGAE. Garcia has railed against the organisation, saying that “it is stealing our money” and that the concept of such a tax is “totally absurd.”

A creamy conundrum

SCIENTISTS: Have concluded that the scum is completely harmless.

By Sam Croft THE public enterprise Axaragua, which tasks itself with ensuring that Axarquia’s water and sanitation networks are functioning properly, recently worked with members of the University of Malaga’s Crystallography and Mineralogy Department to analyse a brown surface scum which has become increasingly frequent

in the sea in various parts of Axarquia. The researchers eventually came to the conclusion that the scum is not the result of wastewater spillages and that it does not have a faecal origin. Rather it is the by-product of a claysubstance which makes up large parts of the geography of Axarquia. This clay, which is found in the rivers, mountains, and countryside, ultimately

makes its way to the sea in small particles, especially during periods of heavy rainfall. The concoction results in patches of this foamy brown cream, which the researchers have dubbed “cappucinos.” Although the scum has occasionally led to complaints from bathers in the past, the study has ultimately concluded that it is completely harmless, albeit a little bit ugly.

PLAZA DE LA INDEPENDENCIA: Is shining bright with Christmas lights. By Sam Croft AS usual, majority of Christmas-themed activities in La Herradura will take place in the Plaza de la Independencia.

Once again, the square is shining bright thanks to a generous sprinkling of Christmas lights and decorations. Bells and a huge natural pine tree provide the finishing touches and add that

extra dash of elegance. Many of the town’s streets have been similarly decked out in lights, including Calles Prieto Moreno, Acera del Pilar, Plaza San José, Calle Real, Canalejas and Príncipe.

Festive season events LA HERRADURA is gearing up for Christmas with a busy calendar of events and activities announced by the local council. Music is the main theme this week with a performance by local choirs from the Axarquia area organised by Cosas Nuestras Andalucia Choir at the Centro Civico auditorium at 9pm on Saturday, December 10. Next up on December 16 is the Christmas gala for the children from La Herradura music workshop, which is organised by Bahia de La Herradura parents’ association and begins at the Centro Civico auditorium at 6pm. Saturday 17 sees a typical Christmas sweetmeat workshop for children and adults at the Centro Civico’s Pepe Gamez exhibition hall at 5pm, followed by the traditional Bahia de La Herradura Choir Christmas concert at San Jose church at 7.30pm. Sunday 18 at 6pm is the children’s party on Plaza de La Independencia with bouncy castles,

games and artificial snowball fights. Villa Nueva del Mar secondary school holds its Christmas gala at the Centro Civico auditorium at 7.30pm on December 21. A traditional event in La Herradura, the Rosario de La Aurora procession, will leave the church and pass through the streets of the historical centre at 6am from December 21 to 24. Las Gaviotas school will also be holding a Christmas party at the Centro Civico auditorium, this time on December 22 from 9.30am to 2pm. That evening sees a flamenco performance around the Christmas tree on Plaza de La Independencia by Antonio Parra and his friends from 7pm onwards. December 23 is the date for San Jose church’s live nativity scene on Plaza de La Independencia at 8pm, with music by Cosas Nuestras Andalucian Choir. The traditional midnight Mass will be held as usual at San Jose church.

Tea time in La Herradura FOR yet another year, La Herradura’s deputy mayor’s office organised a huge afternoon snack to raise money for the Three Kings Parade in January. Coinciding with this event was a huge food drive organised by Caritas Charity. The event took place on Tuesday December 6 at 5pm in the Plaza de la Independencia. Hundreds of people gathered to feast on churros and other sugary treats and get in the festive spirit, while a large street market took place at the same time in the square.

Powers of Local Police removed LOCAL POLICE in Malaga will no longer be investigating cases of domestic violence or juvenile cases. Under the new jurisdiction of the officers, they will now only be required to deal with the arrest of a suspect and the transfer of the victim to the National Police headquarters who will then take over the case. With regards to matters involving minors, they may proceed with an arrest if

they have committed a crime, but Local Police will not be allowed to investigate the family situation or the circumstances surrounding the facts. The decision to withdraw these powers was adopted after several meetings and the need to sign the Viogen cooperation agreement between security forces in regards to protection of victims of gender and domestic violence.

The request for Local Police to sign this is still pending with only Local Police departments of the larger municipalities having signed the agreement between the Ministry of Interior and the Spanish Federation of Municipalities and Provinces. The move has angered some associations working with victims of gender violence who considered it “insane” to withdraw such powers from the Local Police,

Seized drugs headache ANDALUCIAN police forces are complaining the more drugs they confiscate, the more they have sitting about on their premises causing both health and security risks. In 2008, after 154 kilos of heroin and cocaine had been confiscated from traffickers, the Ministry of the Interior ordered a security bunker be built at the police headquarters in Sevilla to safely store drugs until destruction. Yet, three years after construction of the safe storage bunker was completed, barely anything is stored inside as the health department, responsible for storing and destroying illegal substances, insists it lacks security personnel. Meanwhile police forces are forced to hang on to what they confiscate and

hope for the best. According to CITCO (the Intelligence Centre against Terrorism and Organised Crime) data, last year alone 378,702 kilos of hashish were confiscated by security forces, 298,734 of these in Andalucia. Over the last eight years, thieves have stolen 1,700 kilos of drugs from the authorities in Sevilla, Huelva, Malaga and Cadiz. Government delegate for Andalucia Antonio Sanz has claimed the solution is near and promised the Sevilla bunker will soon be ready for use, insisting the health department first needed to be able to guarantee security. The problem is not limited to Andalucia. In Galicia, one of the main entry points into Spain for cocaine, there is no official storage either. Police sources re-

vealed recently police chiefs have to store small amounts of confiscated drugs in their offices or, in the case of large hauls, in sealed vans on police premises. The problem is worsened by judges refusing to allow destruction of drugs in case defence lawyers demand counteranalysis. The Guardia Civil complained this is leading to a health risk in barracks. With marihuana cultivation an increasingly popular way of obtaining drugs with lower risk, barracks are becoming storage points for forests of plants. The humid conditions and characteristics of the drugs, officers complain, are putting families which live near the facilities at excess risk.

Intercepted migrants’ boats SALVAMENTO MARITIMO (Maritime Rescue) intercepted two boats carrying 64 migrants in the Alboran Sea on Tuesday December 6. The two vessels were then taken to the Motril Port. An alert was raised on Monday December 5 from the Moroccan Coast after a boat was spotted leaving Tazarine at around 3pm. The Maritime Rescue team was mobilised and went to investigate in a boat and a helicopter. Eventually the migrant vessel, which was transporting 33 people, was intercepted. In the process Maritime Rescue detected a second boat which was also carrying dozens of migrants. The Red Cross attended to the migrants, who were apparently in a good state of health and mostly of sub-Saharan origin.

Children have a say By Eleanor Hawkins MOTRIL Council has given a voice to local children by inviting representatives from municipal play centres to attend court and tell the authorities what they think needs improving in their neighbourhoods. The children, aged between five and 14, voted representatives from centres in Huerta Carrasco, San Antonio, Varadero, Cuartel de Simancas, Cerillo Jaime and Puntalon to attend a special session at the town hall before making lists of their proposals. The group was received by local mayor Flor Almon and Social Services councillor Gregorio Morales, who explained that as a vital part

of the neighbourhoods they considered the youngsters should be allowed to speak their minds. “They should have the same opportunity as adults to decide what is to be done in their surroundings,” the mayor said. Family meetings run by the Social Services department were also used to invite parents and children to make suggests regarding improvements to streets and squares, parks, security, signposts, rubbish treatment or environmental awareness for example. “The people, young and old, have spoken. Now it is up to all of us to pledge to participate and collaborate to repair and conserve communal materials in the neighbourhoods,” Almon said.

THERE is no question that Spain needed rain, but the last week has seen terrible devastation from the torrential rains which have hit most of the country and particularly in Malaga Province which witnessed scenes of flooding and devastation not seen since the 1980s. Our hearts go out to those who were evacuated from their homes due to the floods and indeed one of the saddest stories is of the young Romanian hostess who had come to Spain to make a better life but was drowned in the basement of the club she worked in. It’s easy to ignore the cost of insurance when finance is tight especially in the run up to Christmas and New Year but there’s no doubt when events like this occur, the cost of clearing up and re-

placing ruined furniture, let alone structural damage is potentially enormous. As usual, emergency services did all they could to assist those in distress with people being rescued by helicopter from the top of buildings and from stranded cars, with councils opening temporary accommodation for those who were forced out of their properties. The previous week saw water spouts and even tornados around Spain and the wet weather was in the process of heading north. along the coast of Valencia towards Catalonia. Hopefully the weather gods are going to settle down in order that those who have been hit by the terrible weather can recover and clean up. We hope all our readers and advertisers are safe.

Court declare civil servant’s dismissal unjust A MALAGA court has ruled that the dismissal of a public employee in Torrox was unjust. The council was given the option of either reinstating the woman or paying her €15,570 in damages. For 13 years, the woman worked as a

caretaker in several municipal sports facilities in the town. Despite this, she was never given any kind of contract nor was she registered with Social Security. She typically worked around 20 hours a week. In May of 2016, the council decided that

the woman’s services would no longer be needed, and communicated this to her verbally. The woman subsequently went to the Local Police and decided to take the council to court for unfair dismissal. She was also attended to in the casualty

IT was bound to happen. The political shenanigans of the campaign, the resulting internecine bloodletting and now the feeling that events are moving at a pace of their own. That must mean someone is writing a TV drama and it’s all about Brexit. Playwright James Graham told the BBC he felt moved to write about “the new mood we’re living in which is very different, a bit scary, very divisive, very angry, very confused.” He may have hit the nail on the head there. That sparked a predictable outburst from one pro-Leave MP who said the British people would be “absolutely outraged” at

Have cake and eat it.” And as already mentioned in this paper, the government faces a fresh legal challenge based on Article 127 of the Agreement on the European Economic Area. PLANS AFOOT: To create an avenue of gardens that will include a walkway.

Green belt to bring quality of life for locals By Eleanor Hawkins VELEZ-MALAGA Council’s environmental department has started work to create an avenue of gardens parallel to Calle Aceituneros which will include a pedestrian walkway with trees down the sides and hedges to separate it from the existing bike path. The project has a budget of €590,000, most of which will be covered by the PFEA rural employment scheme and Malaga Provincial Council.

The boulevard, Environmental councillor Marcelina Mendez-Trelles said, will vastly improve quality of life for local residents and put an end to conflicts between cyclists and those on foot who currently share the bike path in the area. The green belt to be prepared is 1,300 metres long, will stretch from Camino del Remanente to Asprovelez and will be planted with deciduous trees to provide plenty of shade in the summer but allow

the sun to reach the ground in the winter. Altogether the project will provide work for 233 local people for between 15 days and three months. In November, the council has also reported, eight projects have been launched under the PFEA scheme worth €1,360,571 which will provide work for 569 locals to improve urban fittings, pavements, parks and rural infrastructures, sports facilities and schools.

Belen is top of the world NORMALLY the traditional ‘belen’ or nativity scene, is found in a town square or in a church, but in Velez-Malaga, visitors may have to go a little further to see a nativity. A group of mountaineers from the club ‘Grupo del 17’ are welcoming the start of the festive period with the installation of what they claim to be the “highest nativity scene in the province of Malaga” as they prepare to place the belen at the summit of Mount Maroma, which peaks at 2,065m. Several mountaineers will face the ascent on Saturday December 10 and put the belen in place.

Beware the missed call scam THE Guardia Civil have issued an announcement warning citizens not to call back if a call from a number with any of the following prefixes is received: 355 Albania, 225 Ivory Coast, 233 Ghana or 234 Nigeria. “The missed call scam is back and usually uses these prefixes,” read the official line. “If you find a call on your phone which starts with one of these numbers be careful and don’t call back!” The scam is relatively simple. When a phone owner spots a missed call from an unknown number and returns it, he or she is connected to a ‘special tariff’ number, the proceeds from which are shared between the national and international operators plus the scammer(s).

Drugs bust in Orgiva TWO individuals, one British and the other from the Netherlands have been arrested for allegedly selling illegal drugs in Orgiva. Initially, after being stopped by the Guardia Civil, they were found to have a number of assorted tablets consisting of ecstasy and speed but once their car was searched thoroughly, offi-

cers found a secret compartment containing more of the same as well as scales and a notebook apparently containing records of sales. Having found so much evidence against the two men, their house was visited and more traces of drugs as well as a packaging machine and detailed documents were seized.

DFAS: LS Lowry - Lux Mundi activity a visionary artist

EXTRAORDINARY ART: One of Britain’s most popular artists. LS LOWRY is one of Britain’s most popular artists and yet the very familiarity of his work has stopped us looking as closely as we should at this extraordinary artist. In 2011, his 1960 painting of Piccadilly Circus sold at auction for a record £5.6m (€6.5m). In 1968 he rejected a knighthood,

one of five offers of honours he would reject in his lifetime, the record for the most honours declined. He was a painter not only of the mills of the industrial northwest but also perhaps one of the great painters of the human condition himself – the TS Eliot of modern British Art and,

perhaps Britain could even claim him as its very own van Gogh! Come along and make up your own mind, as Michael Howard presents this interesting talk. The event takes place at 6pm on Tuesday December 13 at the Cultural Centre on Calle Granada in Nerja, with tickets free for members and €10 for guests.

LUX MUNDI Torre del Mar recently held their Christmas Bazaar at the centre. It was a sunny day, so many of the large number of international friends who came to join in the festivities were able to take advantage of sitting in the garden to savour the delicious homemade hot savoury food and homemade cakes with their coffee and drinks. There were plenty of opportunities to purchase Christmas gifts, books, clothes, brica-brac, art and crafts, book a photo session for a special occasion and name the reindeer, which was won by Martha Martin with the name of Rory. She will collect it later as she had unfortunately left the festivities. The event was a great success and Lux Mundi would like to thank all the helpers and friends for their support and generosity, which enable Lux Mundi to continue with their charitable work and look forward to meeting you all again at their future events and excursions. SINCE the announcement of Donald Trump’s surprise victory in the US, euro performance has been affected; GBPEUR moved back above 1.1750 and EURUSD down nearly seven cents to 1.06. With Mr Trump seemingly keener to tie down a more powerful relationship with the UK rather than the EU, it has sent a message out to the European Union that the Brexit situation has not exactly enhanced the single bloc’s position in the global market. With regards to Brexit, all the implications and legal battles are due to take place in the coming weeks, as migration and access to the Single Market are the key political issues. There are now rumours surfacing that triggering Article 50 will not necessarily mean the UK has to leave the EEA Membership, which in itself is Article 127. The confusion, rumours and constant meetings between political heads would suggest that Brexit is not going to be as smooth as some

Theresa May herself has been hard at work meeting with her seniors, and the latest was the Polish Prime Minister, who visited Downing Street on the last week of November. The meeting was put in place to support entrepreneurs in both the UK and Poland. The Polish UK trade was worth approximately £15bn in 2015, a figure which has risen dramatically since 2006. Another point on the agenda was to make sure that up to 900,000 Polish workers guarantee their rights in the UK, which would have been pleasing for Beata Szydlo (Poland PM). The Eurozone itself comes into the spotlight this December, and not only because the US will almost certainly raise its current interest rates, which will have an effect on euro-paired currencies. The ECB will also need to make a decision on its current Quantitative Easing programme, which purchases Government bonds in the hope of raising inflation. Current inflation levels are miles off of the expected 2 per cent marker, and a continuing trend could see bonds completely dried up to buy in the future. The UK, US and Eurozone are all in the spotlight over the coming few months, and it appears the Trump win has been more positive than investors had predicted.

Pound of flesh causes uproar JUST when the Bank of England had thought that it was doing so well with the launch of the new polymer five pound notes which have a much longer life and are much more robust than paper notes, someone has come along and burst their bubble! It started with a tweeted enquiry as to whether the new note (and its successors in higher denominations which are already planned) contained any animal fat and low and behold it does. There is apparently a small amount of tallow in the make-up of the polymer note and this has put a number of potential users in a spin. Tallow was used for centuries as a ‘poor man’s’ candle when wax was too expensive and was also a principal component of some soaps. Mourinho and Ronaldo accused of evading taxes

JOSE MOURINHO: Has allegedly transferred funds out of the UK and Spain. By John Smith AN international consortium of newspapers which includes The Sunday Times and El Mundo have reportedly joined together to obtain access to reports being held on the website ‘Football Leaks’ which were apparently obtained by hackers who targeted various sports agents around the world. It is alleged that Jose Mourinho arranged for large volumes of funds to be syphoned out of the UK and Spain whilst he was manager of Chelsea between 2004 and 2007 and Real Madrid between 2010 and 2013 and their eventual destination was the British Virgin Islands (BVI). The chairperson of the UK public accounts committee, labour MP Margaret (Meg) Hillier reportedly responded to a Sunday Times approach by confirming that the claims should be investigated and she will be speaking to the head of HM Customs and Revenue in committee shortly

In addition to Mourinho, it is claimed that Real Madrid star Cristiano Ronaldo, who played for the current Manchester United manager has also used his position to send funds from Spain to a British Virgin Islands established company thus allegedly cheating the Spanish tax agency of funds. Both Portuguese born individuals are represented by agent Jorge Mendes and in a statement he has rejected all allegations of wrongdoing on their behalf and has stated that they are both compliant with all tax rules in both Spain and the UK. BVI are quite significant and may amount to as much as €75 million, with the lion’s share supposedly coming from Ronaldo. Considering that the Spanish authorities have been so determined recently to prosecute a string of Barcelona players including Messi and Neymar, it will be interesting to see whether this latest information will make them include Real Madrid in their review. In the meantime, as the BVI is a UK Overseas Territory with a British appointed governor and with an obligation to act in accordance with instructions received from Whitehall, then it should not be that difficult for the Foreign Office and Treasury to get to the bottom of its involvement (if any) in these alleged activities. Whatever the result of these accusations, it would appear that there are plenty of additional revelations to come about other sporting stars over the next few weeks.

TO save on space I have omitted the number of time wasting office visits that had to be endured regarding the subject of this week’s column. Those of you who have had to deal with Spanish ‘red tape’ will know exactly what I mean! All who are anticipating a retirement on Spanish state pension, can now read on and weep! According to Spanish law it is a requirement that, irrespective of how many years of contributions you have under your belt, it is obligatory to work the previous final two years up to claiming your pension. With this in mind, just under three years ago I decided to check how many further years I would need to qualify. I was duly investigated and informed that, if I became autonomous again, I needed to work and contribute up

offices for duplicate? Six months! I subsequently supplied an old readable residencia containing all relevant information – rejected, out of date. I then supplied an even older undated form – rejected, no expiry date! On gestors advice I then obtained a list of my residency records stamped and verified by the Guardia Civil. Rejected, no reason given. After some four long months I managed, through a colleague, to get a slightly earlier appointment at the residencia offices and duly obtained a duplicate, which I then submitted to the authorities. To cut a very long story short, I have now been informed they have made an error and I am still 14 months short of qualification. I now owe them eight months autonomos since March. FOLLOWING Trump-a-thon and Brexit, the EU is facing a series of make-or-break elections in the coming months. With Trump in the White House, Italy lurching from crisis to crisis, France’s Le Pen waiting in the wings, Austria and the Netherlands becoming increasingly Eurosceptic (plus Erdogan’s threats), life will become even more problematic for the EU. (And Mrs Merkel may well end up concluding three terms as Chancellor were more than enough.) The EU was always going to be bedevilled by the simple fact that a huge amount of central control and cohesion would be needed to maintain anything more than a free trade bloc. The EU countries are so dis-

MAKE OR BREAK: How many more countries? parate, politically and ideologically, that a one-size-fits-all approach was never likely to succeed. The more it developed, the more central control this project would need to maintain itself and inevitably the more unstable it’d become. The EU urgently needs to reform if it wants to survive or risk drowning under an over-

whelming wave of populist/anti-establishment resentment. The EU is like a marriage - a contractual agreement voluntarily entered into by two parties for cohabiting with obligations of mutual support with a degree of affection. What often makes marriages collapse is when one partner takes the

relationship for granted reasoning that, as the other partner is contractually bound, zero effort to listen is required. Grievances build up and rankle. This doesn’t bother the politicians, but it does the people. For many, it’s as if the EU views its behaviour post-marriage (EU member-

ship) as a matter for itself - it can, figuratively, zap through TV programs or slurp its soup etc at will and far from being consulted, some member states don’t feel they’re being listened to at all. Great institutions might think their sheer size ensures permanence. The reality is that they can disappear in a decade if public opinion sufficiently turns against them. Institutions which fundamentally exist because of public support should never take that support for granted. Oh, and one last thing, could Blair, Major and Clegg stop sticking their collective oars in the Brexit debate... Preparing for the cold white stuff AS part of the series, we answer some common driving questions and keep you updated on the latest driving and road news kindly provided by members of the Guardia Civil based in Torrevieja, Costa Blanca, who set up the N332 website and Facebook page to help break down barriers.

SNOW SEASON: Snow chains are recommended for driving on some roads. WE are quickly coming into snow season and whilst the thought of snow may be far from your thoughts, particularly for those living in the warmer coastal regions, the reality is that you are rarely more than an hour away from the mountainous areas. If you are headed skiing this winter or there is a risk you will be driving in snow you should purchase snow chains for your vehicles. These are not a mandatory requirement, but in some areas where snow packs the road, it does become compulsory to use them so it is advisable to have them ready. The Guardia Civil or other authorities, can impose a restriction without warning, placing signs on roads informing drivers that

they must use snow chains so if you do not have them with you, the only option is to wait until the road has been cleared by a snowplough or until the restriction has been lifted. If you see the ‘cadenas obligatorias’ signs you must stop driving if you do not have snow chains on and failure to adhere can result in a fine, as well as the potential danger you put yourself and other road users in. When headed to the snowy areas, it is also always recommended to take additional equipment with you such as warm blankets and emergency food and drink, in the case of a breakdown and ensure your mobile phone is fully charged.

Don’t exaggerate! Mike Senker

In my opinion Views of a Grumpy Old Man I’VE told you a million times not to exaggerate! I like to watch sport on TV and I’m very good at it. I’ve never lost a frame of snooker or a race and never missed a penalty at a football match. But what I don’t understand are some of the things people say. My favourite, and not just to do with sport, but on shows where people are being tested they’re asked how they’re going to approach the task they say they’ll give it 110 per cent. Well you can’t, can you? You can only give 100 per cent. ‘Per cent’ means ‘parts of a hundred.’ Exaggeration like that is just annoying. There are loads of things people say but mean something completely different. For instance: Swift half? ... seven pints! Your parcel will be delivered between 7am and 9pm… your parcel will never be delivered! Pop round later if you like. Yeah might do... you have more chance of seeing Henry VIII and his six wives than me! How about indicating you want the last roast potato by offering it to everyone else first? Also, why is it as soon as the waiter

says ‘do not touch the plate it’s extremely hot’ you touch it? Why? Don’t we believe him? Do you think he just made it up? How about as you get older and you get introduced to someone for first time. ‘This is Adam’. Two things can happen. First, you are not paying attention because over his shoulder you can see someone you really want to talk to so you instantly forget his name. Or, you heard ‘This is Alan’ and you proceed to call him that for the rest of the evening. This happens to Mrs S all the time. Her name is Patti but she gets called Patsy, Hetty, Cathy, Hattie and what cracks me up is she never corrects anybody. She is so polite. On a slightly different note there is something that’s been giving me the hump for years. In our kitchen we have several electrical appliances that have an LED clock incorporated in them - the oven and microwave in particular - and I can never get them to be the same time on both. What is even worse is that they are directly next to each other. How can that be? I set them to identical times and when I look the next day they have changed! One is always a couple of minutes different to the other. It drives me nuts! Has anyone got any ideas how to fix that? I’ll be on Talk Radio Europe on Thurs 15th for my last grump before Christmas. ANY dissenting opinions are quickly put down as the ramblings of ignorant racist ill-informed morons. I HAVE just seen the news on the internet that a couple have died in their home because of the poisonous fumes emitted by a faulty boiler. This is an absolute tragedy. Peopl e have t o be awar e t hat carbon monoxide is a killer. You can’t see it or taste it. If your boiler is faulty then get it fixed by someone with the right skills to do the job. If not, you’re taking a risk with your lives. It’s a needless loss of life but a CO detector doesn’t cost that much and will at least make you aware if there is any gas in your property. Football grieves I AM old enough to remember the deaths of the Busby Babes on the tarmac at Munich. That was a terrible day for British football and my city in part i cul ar. Those m em or i es cam e flooding back when I heard about the poor young Brazilians who perished when their plane crashed. Can a blood test reveal if you will die in the next 5 years? SCIENTISTS say they may be able to predict if you will die in the next five years from

a simple blood test. The claim comes after scientists say they have found a

marker in the blood that detects an abnormality that can hint at a range of serious conditions such as cancer and chronic heart disease and can predict a risk of early death. A team of international researchers collected data on over 6,000 men aged between 45 and 69 from 1997-1999. They were then followed until 2015 to see if they had passed away and the markers in the blood more closely analysed. Known as IL-6, the marker proved to be a more accurate mea-

surement than previous methods and was the strongest predictor of death within five years. The researches claim studies on biomarkers is progressing quickly and is crucial for future treatment targets and to shape future research. It is hoped if abnormalities in blood can be detected early, preventive treatment can be carried out.

Raynaud’s Phenomenon is a condition whereby cold temperatures or strong emotional reactions lead to vascular spasms which block blood flow temporarily. If when you are out in the cold or at emotional times find that your fingers, toes, ears or nose turn white, then blue, then red over a period of a few minutes or up to a few hours, you may have Raynaud’s. • When does it happen and what is the cause? This phenomenon is usually caused by low temperatures and stress. There are two types: primary Raynaud’s, where the cause is unknown and most patients have few symptoms, and secondary Raynaud’s, which is associated with autoimmune diseases, artery problems, certain medications, infections and heavy smoking among others. • Can I beat it without having to take drugs? These steps can help keep Raynaud’s under control: keep your body warm, avoid exposure to the cold in any form, use gloves

when outside or touching ice or frozen food, avoid catching cold after active sports, stop smoking as this causes blood vessels to narrow, avoid caffeine and medicines which case blood vessels to spasm. If these measures are not enough to control the problem, you should see a Specialist in Internal Medicine for evaluation who may prescribe medication if necessary. It is important to treat the cause of the phenomenon. • Who does it usually affect and why? When does it appear? Primary Raynaud’s usually appears in women under the age of 30. Secondary Raynaud’s is association with other conditions and generally appears in the over 30s. • Can it cause other health problems? Primary Raynaud’s Phenomenon it’s usually related to other illnesses and only appears due to cold or stress. Secondary Raynaud’s however is associated to other conditions. In any case, patients suffering symptoms of Raynaud’s should see a specialist in Internal Medicine for evaluation.

In 2015 a medical report showed that pre-diabetics, who maintained a weight loss of as little as 4.3 per cent, eliminated their risk of developing diabetes at three years. Lettings crackdown by Airbnb network THE short-term rental network Airbnb has announced it is to ban landlords from letting their properties out for more than 90 days a year. The rule is being introduced in London but the company will doubtless come under pressure to extend this rule to other major cities. Airbnb had been accused of allowing professional landlords to bypass local authority planning regulations resulting in a reduction in the stock of homes for longterm rental. Councils did not have the resources to police this restriction which, it is claimed, led to a rise in prices. Now the company has been forced to act and anyone wanting to rent their home out for longer than 90 days will have to supply proof of permission from their council. Earlier this year the Residential Landlords Association (RLA) said: “Given the pressures faced in the capital it is important that properties advertised as being

available for more than 90 days a year are genuine holiday lets with appropriate planning permission.” Similar limits exist in other big cities: in Amsterdam it is 60 days a year while in Paris it is 120. In Barcelona the city authorities in v ited p e ople to re port the ir neighbours if they suspected them of illegally renting to tourists. The maximum fine for not being on the Catalan Tourism Register was also raised to €600,000.

Unused property to be put to good use THE Spanish government is embarking on an ambitious

plan to renovate millions of unused apartments for use b y familie s in n e e d o r a t risk of eviction. The measures will be taken in the long-term with the government hoping to see positive results by 2020. Evictions and homelessness continue to plague vulnerable families who have suffered most from the recession. But there are an estimated 3.5 million empty homes across the country

owned by banks and businesses who are highly unlikely to ever use them. By renovating the homes the gove rnme nt hope s to make them fit for occupation and increase their market value, theoretically ena bling na tiona l prope rty markets to reap dividends further down the line. It’s not quite as simple as it sounds. Most unoccupied prope rtie s a re not a ba ndoned over inadequate furnishings, but rather because they are effectively in property black holes. These are areas which lag fa r be hind the buoya nt c oa s ta l prope rty ma rke t, away from major cities and job and economic opportunities. M oving fa milie s the re may simply shift the problem geographically, but at least it’s a start.

Demand for a dream home SPANISH construction is in rude health if the abundance of new property ventures, both residential and commercial, is anything to go by. The real estate market in Madrid is now on fire with foreign investment increasing dramatically since the first signs of recovery in 2013. Indeed the commercial real estate boom is one of the chief reasons the Spanish GDP is predicted to grow by 3.2 per cent this year, one of the fastest rates in the EU. One recent example is the €2 billion investment planned by American conglomerate Cordish who are planning to build a huge leisure centre in Madrid that will create 56,000 jobs and attract five million visitors a

year. This commercial boom is working hand-inhand with exciting residential real estate developments that are not confined to the capital but are evident right along the Spanish coastline. Survey after survey shows that more foreign nationals than ever before are considering buying second homes in Spain, with Germans in particularly getting excited over the prospect. The good news is that, with the construction sector in full swing with new commercial contracts, the finance and willpower is there to invest in the residential market and fulfill the ever increasing foreign demand for a dream Spanish home.

PRETTY PERIWINKLES: Are a great groundcover plant that suppresses weeds and fills stark areas in the garden.

Periwinkles are a hardy and attractive flower By Graeme Tyrrell FINDING the right plant to suit the needs for your garden design, balcony space or terrace pots is always an interesting challenge. Gardens are meant to be enjoyed and relaxed in or with so it is always worthwhile finding out the best one for your situation. If you have a stark area in the garden to fill with an attractive flowering super hardy groundcover plant that suppresses weeds and needs minimal care once established, then Periwinkle, Vinca major and minor, may be your answer. The botanical name Vinca means winding or binding in Latin. The stems were used for binding work such as wreaths and garlands. In Mid-

dle English the plant was referred to as per wynke that has developed into the modern English name Periwinkle. It has also been known as myrtle and sorcerers violet and has been used romantically as a symbol of life long friendship and marriage. The prostrate and arching shoots with a choice of yellow rimmed variegated or bright dark green leaves and very distinct bluish or white trumpet flowers make a great floral display when well presented in the garden. The plants grow better in the shade but flower better in the sun. They don’t need highly enriched soil, just loose enough for them to their roots deep into the soil to get established. Once established they will dominate the garden taking every ray of

sunlight, every centimetre of soil surface and every dew drop they can. Periwinkles climb up and over every plant within their reach so they are great for weed suppression but a pest for your favourite vulnerable plants. As they are invasive in a garden with most other smaller shrubs coming off second best, they are best given their own area of garden where they can come into their own as a surrounding flowering accent for a larger tree, fill low maintenance areas or cover a difficult to garden slope. Periwinkle don’t climb the trunks of trees like ivy does and is easier to manage by maintaining a border or line of demarcation. Once established they can be very difficult to remove from the garden. They are very hardy as potted plants, They

will cascade over the sides of their container making them excellent for hanging gardens and window boxes. Generally they need little care other than watering and often recover well from some neglect if the containers don’t dry out completely. It is so easy to propagate by cuttings, division and layering. I have stored pots with old potting mix near my patch of periwinkles to find that they are later brimming with overflowing periwinkles with little effort on my part. In the garden, plant them in the desired area about 20 cm apart and keep them moist for the first year. They should only need need occasional watering even in summer in reasonable water holding soils. Add compost to improve moisture retention if needed.

THE German Shepherd is one of the world’s most popular companion and community service dogs. The origins of this lovable breed came from various sheepdogs found in Germany during the last century. In the second half of the 19th century, dog breed fanciers began to fix the type of sheepdog found in Germany that would eventually form the basis of the modern German Shepherd dog. In 1899 German cavalry officer Captain Max Von Stephanitz purchased a dog that impressed him very much. Naming this dog Horand v Grafrath, Von Stephanitz soon founded the Verein fuer Deutsche Schaeferhunde (SV) in Germany (The German Shepherd dog club of Germany). The SV started a registration book and Horand v Grafrath became the first registered German Shepherd dog. By 1910 the German

Shepherd had a firm foothold in Europe, and in Germany the service potential of the dogs was realised by helping to equip police stations with trained police dogs. Von Stephanitz was adamant the breed should remain a working dog, and constantly looked for new tasks. During the First World War, the German and French military used German Shepherds for various functions, including search and rescue of casualties, carrying ammunition, messages, cables and first aid supplies between the trenches, often through artillery fire. Many soldiers, impressed by the bravery of the dogs, took captured German Shepherds home with them after the war. German Shepherds were trained in large numbers by the German authorities as ‘seeing eye’ dogs to support the many soldiers blinded during the war. During the 1920s, canine movie stars such as Rin Tin Tin and Strongheart made the breed extremely popular outside of Germany. However, great harm was caused as unscrupulous breeders introduced poor breeding practices which, along with some irresponsible owners, worked against the founding principles of the breed. Anti German sentiment following the First World War, caused the British to rename the breed as the Alsatian Wolf-Dog. In Aus-

tralia, this led people to the wrong belief they were directly bred from wolves. During the Second World War many German Shepherds were pressed into military service. Breeding stock in Germany was greatly reduced due to losses during the war. Many dogs were trained to detect unexploded devices resulting in today’s explosive and drug detector dog programmes. Today it remains one of the most popular breeds of dogs in the world. The founding club has over 100,000 members, making the SV the largest single dog breed club in the world. German Shepherds are working dogs but also make ideal family pets. Their high intelligence, well-balanced temperament, physical size, courage and affinity for people make them versatile service dogs. However like all breeds many owners decide to become breeders but know little of what they’re doing and give out a mass of misinformation when selling their pets. Most of whom will display nervous behaviour and often hyperactivity or underactivity. Unfortunately this breed of dog suffers extreme problems with HD causing dogs to have a shorter life due to walking problems. When considering buying any breed speak to the breeder ’s vet to ensure the parents have a bill of good health.

Car tariffs fear dismay industry A FAILURE by the UK government to retain continued access to the single market could push up the cost of an imported new car by £1,500, it is claimed. A tariff of 10 per cent imposed could add more than £2.5 billion to imports and nearly £2 billion to exports. That could mean paying an extra £1,500 on average. The figures come from the Society of Motor Manufacturers and Traders whose president Gareth Jones said, “the industry wanted the ability to travel abroad free from barriers and red tape.” The industry’s recent success could be jeopardised if the car giants choose to invest in countries outside the UK. The SMMT had supported the campaign to remain in the EU and is now lobbying hard to stay in the single market.

WELL the sun shone on the righteous on Monday morning at Anoreta. After a week of rain every day right up to 2am on the day the dawn broke and then there was wall to wall sunshine with a nice temperature for ladies day. Fourteen teams teed off at 9.30am the course management having agreed to a shotgun start which was only slightly marred by the odd interlopers appearing on various holes and playing between the ladies teams!! It was amazing how little standing water there was on the course which was very playable despite the rain. However judging by the scores the heaviness did take its toll with the first team steered to victory by Eloisa scoring 99 points in a 3-2-1 format expected to yield far greater numbers. John and Russell managed to flee home with loadsa money in their pockets from their Twos victories. After the disappointment of a cancelled game last week the players were all looking forward to the individual stableford . The forecast was for a fine day but the ground was always going to be wet after the 130 mm of rain it had absorbed over the previous seven days. So in conditions that were a bit soggy underfoot 29 players did their best. In the circumstances there were lots of good scores with over a third of the field achieving 30 points or more. There was lots for the scorers to do sorting out four count backs among the winners and finding a way for Roy and Ian to get something from the day (best front and back nines). Well done Pepe who won overall with 36 points.
