‘Illegal’ hotel set to be finished

THE controversial Algarrobico hotel that has caused an environmental storm could be finished after a legal judgement. The court of administrative disputes in Almeria has formally notified the town of Carboneras that the July judgement of the superior court of justice of Andalucia (TSJA) was lawful and the building licence is now valid. A panel of judges ruled in July that the Algarrobico building licence from 2003 was legally issued, overturning previous rulings. With the licence now being

usable, Azata del Sol (the hotel promoter) could in principle restart the construction of the hotel in the Cabo de Gata natural park. Sources said this process lets Carboneras know the judgement is final. The history of the half-built hotel has been a colourful one, with the 2003 building licences being deemed either legal or illegal in various court decisions. A demolition order was proposed in October 2011. Secretary of state for the Ministry of the Environment, Teresa Ribera,

backed the order at the time and referred to the hotel as a “symbol which should disappear as soon as possible.” Greenpeace got involved in May 2014, leaving the message “Hotel illegal” painted on the facade. However, 200 residents of Carboneras arrived at the hotel and shouted: “Yes to the hotel, we want the hotel,” whilst amending the sign to read “Hotel legal”. Organiser of the protest, Pascual Diaz, said: “We would like the hotel open, to inject money and bring jobs to the town.”

ALMERIA CITY: Nowhere cheaper for a night’s stay in a four star hotel.

Almeria among the cheapest in Spain ALMERIA is one of the cheapest cities in Spain for travellers, according to the 2014 rankings published by the respected travel website TripAdvisor. Huelva, Jaen and Murcia also make it onto the list, meaning that Andalucia and southern Spain offer some of the best value for money tourism in the peninsula. The rankings are based on the price of a night in a four-star hotel, a return taxi, a two-course dinner for two with a bottle of

house wine and a couple of cocktails to see off the night. Huelva is Andalucia’s cheapest city, with an average price of €130.41 for a night out, whilst Almeria comes in second with an average cost of €138.25 for dinner, drinks, taxi and a bed. Focusing only on accommodation, there is nowhere cheaper than Almeria. A night in a four-star hotel in the city will cost roughly €61.48: €35 cheaper than a night in Sevilla.

Almeria Port tested to limits THREE cruise ships docked in Almeria Port on Tuesday on a busy day that saw more than 2,000 travellers descend on the Almerian capital. Passengers got the chance to sample all that Almeria has to offer: an opportunity that more often than not goes overlooked with cruise liners opting for bigger destinations.

France’s Club Med 2 docked at Almeria for the first time, and Britain’s Saga Sapphire and the US’s Wind Surf also arrived during the day. The arrival of three ships at once tested the harbour’s organisational skills. As well as the arrival of the three liners, the port maintained its normal level of maritime traffic. The Port Authority developed a

plan in collaboration with the cruise liners which permitted the ships to berth in the harbour and allowed passengers to disembark without a problem. Almeria’s tourist office provided visitors with assistance to ensure that they were able to navigate their way around the city easily, discovering everything that Almeria has to offer.

Bell tolls THE Vela bell at the Alcazaba rang out on Monday to celebrate the centenary of La Virgen de Los Dolores. It is the first time that a bell has sounded in 50 years.

TOUCH of Hollywood glamour is coming to Spain as one of the world’s most important film festivals is set to start. It may not have the cachet of Cannes, but the San Sebastian International Film Festival is acknowledged to be one of the most important in the annual rota of movie festivals. It has come a long way since its inception in 1953 when it was for Spanish language films only. By 1955 its remit was extended to include ‘foreign’ movies, specialising in colour, and since then it has never looked back. Officially it is one of the 14 ‘A’ category competitive film festivals accredited by the International Federation of Film Producers Associations, and has attracted a host of star names over the years.

Father asks to reopen the case FATHER of missing man, Joaquin Fernandez Garcia, has asked police to reopen an investigation into the 2008 disappearance of his son, known as Junior, in Carboneras. Joaquin disappeared on September 11 2008, aged 23, after allegedly stealing a boat from the harbour with his friend Juan David. However, Joaquin’s father has suggested a number of discrepancies in the story from David.

Juan David was rescued by a fishing boat 12 miles from the Carboneras coast and he claimed to have spent eight hours in the water despite Marine Rescue saying survival was four hours and showing no signs of hypothermia. Originally he said he lost sight of Joaquin, later changing his story to Joaquin dying in his arms, finally altering his story to Joaquin sinking suddenly. Emergency services

Currently, she is in a hospital in her homeland of Belgium. Her dream is to return to her beloved Spain and live in her own home. However, this comes with costs as practical adaptations and nursing services need to be provided. Helping Hands, a charitable organisation that Rita worked closely with, is holding a beneficiary concert on Friday, September 19, at the Pulpi fiesta marquee. An artisan fair is being held from 4pm and the concert starts at 6pm. Tickets cost €15.

Top acts star in Red Cross benefit concert THREE top acts from the Levante de Almeria came together in Vera at the weekend to support the ongoing work of the Red Cross (Cruz Roja) in Vera. Top of the bill was Mojacar based rock band Hysteria, playing rock covers from popular bands from the past decades. Supporting them was big Tom Lee and J&J Music. Tom said he was really pleased to be singing at the gig: “When our house was completely flooded in September

2012, Cruz Roja in Vera supported us in the first days. We’d lost everything even our little pup for a couple of days. “The volunteers at Cruz Roja just offered us whatever we needed to get us back to something like normal life. Now, I can give something back to them and I hope everyone will be really generous with their donations.” J&J Music, Jim Mackie and Jill Farmiloe have been playing to enthusiastic audiences over the past three years

NEWS Kickboxing event in Vicar TEAM YURI, in conjunction with the town of Vicar, is hosting a kickboxing event on October 11 at the sports pavilion. This is the first of two events that team Yuri intends to promote within the town. The second is planned for the Palacios de los Deportes in the coming months. Competitors from gyms and clubs from Almeria, Cadiz, Granada and Malaga will compete in the event. Almeria group records first album ALMERIA group La Milonga was launched in the spring of 2013 and is already gaining a fierce following. The members of the group all met at La Guajira’s Socio-Cultural Asociacion. The musical style is described as tango and bolero but also with flamenco rhythms and harmonies. After a year of performing and practising, and with four songs already recorded, the group has decided to record their first album titled Tango y Bolero con Flamencura. The group has decided to get a little creative with their finances and have set up a crowd funding project, which is an

Jail threat for drug seller PROSECUTORS are seeking a four year sentence for a 33-year-old man (JAFR) charged with attempting to sell cocaine and designer drugs at a water park in Almeria. Officers from the Guardia Civil intercepted more than 20 grammes of cocaine and 6.24 grammes of 2-CB, a drug known as Nexus or trippy pills, allegedly for sale to third parties. JAFR is charged with crimes against public health in the form of supplying substances that cause serious damage to health. The Prosecution is also asking for a fine of €542 to be imposed.

Youth gang bust in Almeria city JUDICIAL police have dismantled a youth gang responsible for stealing from premises in Almeria City, mainly in Vega de Aca and Nueva Andalucia. 47 arrested for fraud NATIONAL POLICE have arrested 47 people and questioned 79 others for governmental fraud that exceeds €557,000. According to reports, the perpetrators created a fictitious company in Roquetas de Mar enabling foreign nationals to collect unemployment benefits and subsidies or issue and renew residence permits. The formal investigation initially investigated two brothers of Romanian origin. The investigation expanded to include the girlfriend of one of the brothers plus four other key individuals. The 47 people arrested were in El Ejido, Palma de Mallorca, Madrid and Albacete. The detainees are charged with alleged crimes against the Treasury and Social Security as well as forgery and fraud.

The exact circumstances of the accident are unknown. 3 arrested in drugs bust OFFICERS from the Guardia Civil in Arboleas and Alhabia have seized 120 marihuana plants and arrested three people. The first activity came as a result of the constant efforts of the Guardia Civil in the area of Arboleas, and after analysing different information, agents suspected the existence of a house in Arboleas, which could be cultivating marihuana. Once officers located the planting area, they conducted a search of the property and noticed a strong aroma of marihuana from the house. In the back garden of the property they found 22 marihuana plants in individual pots, all in excess of 1.5 metres in

Public debt hit new record in second quarter SPAIN’S public debt hit a new record between April and June. The Central Bank released data on Friday revealing that the country’s public debt reached €1 trillion or a debt-to-GDP ratio of 98.9 per cent. Figures show that the Central

Government’s debt grew by 7.84 per cent, totalling €885 million (a debt-to-GDP ratio of 86.4 per cent), while the Autonomous Communities’ debt increased by 15.7 per cent, adding up to €228 million (22.3 per cent of GDP). In contrast, the debt

incurred by councils throughout Spain decreased by 5.7 per cent and fell to €41 million, which is equivalent to 4.1 per cent of GDP. This sharp increase can be attributed to the new set of rules included in the European System of Accounts (ESA), which entered into force on September 1 throughout the European Union. This new calculation of Spain’s public debt includes a larger number of public businesses, which had not been taken into account in the calculation of the debtto-GDP ratio until now.

RIP Peter Hetherington PETER HETHERINGTON, who has passed away became legendary some 10 years ago with the opening of his restaurant on Indalo Mountain - the Oasis. The atmosphere was light and Peter enforced the rules. He wandered from table to table wearing his familiar bermuda shorts under his apron. Welcoming and generous to all. Peter was a keen trekker and helped originate many enjoyable jaunts into the Sierra Cabrera and beyond. N a recent email, David Cummings made some interesting observations. “I applaud your sentiments in trying to raise awareness of the bigotry, lack of equality and treatment shown towards women. “However, I do not accept your view that these opinions belong in the Stone Age, and believe you’re basing this assumption on Hollywood movie images of a caveman with a big club dragging a woman along on her backside by her long hair. “Your campaign would have more credibility if you were to publish the real cause of women’s problems, which are due purely and simply to religion and the Bible. Stone Age people could neither read nor write, but the Bible is littered with disrespectful attitudes towards women. Take a few moments to check out Genesis 3:16, 1 Timothy 2:8-15, 1 Corinthians 14:34-36, Peter 3:1-7, Ephesians 5:22-24, Colossians 3:18-19, and these are only a small selection, which were not written in the Stone Age. “An interesting quote by Elizabeth Cady Stanton: ‘The Bible and the Church have been the greatest stumbling blocks in the way of woman’s emancipation.’ “I would respectfully suggest to your women readers to search the internet and discover why their god hates them, then they’ll realise why some men have adopted such atrocious attitudes towards them. “The EWN should stop degrading women by publishing pornographic adverts offering their services. Groups have been formed to help those women when they are strong enough or able to speak out and the police have introduced specific policing units to help female victims of domestic and sexual crimes. “Equal opportunities and fairness within the workplace have improved substantially in the UK, yet when I read your article of the comments made by the Turkish Deputy Prime Minister and a mayor in Northern Spain, I was saddened that some countries are still behind the times on improving life for women and still have an old mindset; old laws in need of review. “I choose to live in Spain and hope that eventually the day will come when we as women are treated fairly and that one day we will have the same level of equality not only in Spain but everywhere in the world.” Lesley, Costa del Sol

Campaign in Roquetas de Mar for doggie-beaches DOG-LOVERS in Roquetas de Mar are gaining support for their campaign to create ‘dog-friendly’ zones on the area’s beaches. A first meeting held earlier in the year saw around 50 people show up. The second gettogether, which took place last Sunday, saw three times as many people throw their support behind the campaign. With a third meeting planned in the near future, campaign organisers want to use the time in the meanwhile to garner as much support as possible. By visiting veterinary clinics and campaigning in shopping centres and on the streets, they hope to add hundreds, if not thousands more signatures to their petition, which is being managed

The demand for dogfriendly beaches in Roquetas de Mar is not a new one. For a while now, pet-owners have been asking for designated areas in which to take their

dogs without the fear of causing annoyance to other beach users. It would not be a novelty in Spain: many other Spanish towns and cities have ‘playas’ for pooches. A dog-friendly beach would have to abide by strict cleanliness rules, and it would be up to dogowners to ensure that they behaved in a responsible way with their pets. In general, Roquetas is

known as a fairly dogfriendly place. Many hotels already allow guests to bring their pets along on holiday with them, for those who do not wish to be separated from their animals during the holidays. There is, however, a notable lack of public parks and coastal areas where dogs can relax with their families. This campaign, so its organisers hope, will change all that.

N recent weeks the world has watched, powerless, as three brave men have been butchered by monsters. The murders of James Foley, Steven Sotloff and David Cawthorne Haines have shaken us in a way that the deaths of thousands in Iraq and Syria did not, but maybe now, finally, our governments will do something about it. Over the last year, ISIL has brought nothing but instability, terror and unimaginable bloodshed to Syria and Iraq. Countless have been killed at the hands of these animals under the guise of an ideology that has no place in any religion. If a terrorist organisation can indiscriminately kill journalists and aid workers, then nobody is safe. Any one of us could be next. James Foley and Steven Sotloff were journalists, just trying to do their job and report the truth to the

world. They were killed because they were in the wrong place at the wrong time. David Cawthorne Haines was an aid worker providing food, medicine and comfort to those who needed it. There is no reason on earth as to why he should have been killed except for pure sadism. Alan Henning, ISIL’s next victim, is a taxi driver who decided to drive aid to Syria. His life, and the lives of his family, has been turned upside down because he refused to sit idly by whilst others suffered. We cannot stay silent while he suffers. Do nothing and we are as guilty as those who are committing these barbaric crimes. How many more must die before our governments act? Why have they still not done anything? This uncontrolled violence must be brought to an end, and those with the power to do so must act now.

THERE has been a remarkable shift in the demography of Mediterranean Spain over a very short time. By the time I settled here in 2008 the region between Gibraltar and Valencia was under British occupation. Most businesses set out their stalls accordingly. A Spanish restaurateur in Torrevieja explained to me that he could survive if unable to speak Spanish, but the ability to communicate in English kept him solvent. As I strolled esplanades the second language heard spoken was English. This is no longer the case. According to national statistics 90,000 (22.8 per cent) Brits abandoned Spain in 2013. How many others have since died is anyone’s guess. Spain has lost much of its appeal as a viable place to work or set up a business. The Russian presence is widespread, but their being treated as the pariahs of Europe has reduced Russian tourism and investment in Europe by 10 to 40 per cent

depending on country. Britain has lost its dominance. The Costa communities are now a blend of many nationalities. Businesses now have little choice but to modify their approach to cater for a broader church. Most enterprising restaurants now offer their menu in Russian. At the onset of what I had hoped would be a wonderful evening’s entertainment the night’s performer appeared. Having seen Simon a year or so earlier I groaned. His well received repertoire, then at an Irish theme venue, was strictly to British taste; much of it 1960s pop. This was going to go down like a lead balloon. At this venue, Brits were very much the minority. Our fellow diners comprised a blend of Spanish, Russian, German and other nationalities. The audience had changed; had Simon? His performance that night was internationally popular trad-jazz, parody, Latin American, light classical, waltz, oompah and Western European favourites. Well done, that man. Just add the Kalinka song; learning the balalaika can be done another time. Many of the early departed 90,000 Brits simply refused to change with the times. I know an entertainer likely to grow richer by moving with the times.

Thanks to all good Samaritans ON Tuesday, September 2, I was in Garrucha waiting for the bus to take me to Mojacar. I suffered a dizzy spell and was helped by a number of people. The owner of a café brought me into his premises and made me comfortable. An off-duty nurse assisted me and insisted I needed to go to the hospital. I did not want to make a fuss but she said it was necessary, so she called for an ambulance. An English couple cooled me down with a fan, which was most welcome. A lady called Rosalie (I did not get her surname) stayed with me throughout my ordeal. She accompanied me in the ambulance and stayed with me at the hospital, translating my symptoms to the doctor. She also insisted on accompanying me to my home to make sure I was safe. Rosalie, you were an angel. I am led to believe bystanders at the bus stop also assisted. Get learning REGARDING the Language hurdle letter, what would anyone expect at any call centre in Britain? Would we expect them to speak Spanish? Of course not, so why do people here expect staff to speak English? If people are not prepared to learn the language, then they should leave. I would say the same to anyone who wishes to settle in Britain: learn English or get out. In Britain we speak English and in Spain they speak Spanish: where is the difficulty? People who make no effort to learn are ignorant, arrogant and an embarrassment. It really is not difficult to learn, we have done it with absolutely no previous language experience, so just try. Prickly subject THIS year the Mojacar area has seen a plague of tiny greenishwhite flies. They attack the prickly pears which are part of our traditional landscape and act as natural fire breaks. Theatrics over some goldfish is quite a saga LEAPY LEE SAYS IT OTHERS THINK IT

KNOW we are a nation of animal lovers, but the theatrical goldfish saga that came to light last week really did tip the scales. (Scales geddit? Suit yerself). Apparently in a recent modern day interpretation of Richard III, a member of the audience was ‘horrified’ by what she considered cruelty to a goldfish! The lady in question, who was a member of People for the Ethical Treatment of Animals (PETA), was sitting in the front row. In a letter to the producers, she complained that when the Duke of Clarence’s life

was dispatched in a tank of water, the lives of the goldfish swimming around in it were being placed in peril of injury or death! You really couldn’t make it up. In the letter the group insisted that goldfish were intelligent sensitive animals that possess ‘long term memories and complex social structures.’ Despite the fact that the fish were supplied by a reputable company and cared for under RSPCA conditions, such was the onslaught from these people, that for a bit of peace, the company has actually withdrawn them from the show (I bet their agent wasn’t too happy with that!). I mean give us a break. ‘Long term memories?’ My daughter has had a goldfish in a bowl for six years after

winning it at a fairground. I understood that the reason it kept good and healthy and didn’t go doolally was because it kept forgetting it had already just done a circuit. The mind boggles. On a more serious note, the tragic kennel fire which took the lives of 53 dogs last week was indeed a heartrending event. However, the more than £1 million (€1.26 million) that poured in within days was I felt a little excessive. I wonder how much was donated by the public to help the children and refugees starving and dining in the hell holes of the Middle East in the same short period? Nowhere near that figure I’ll be bound. Makes ya think dunnit? I haven’t broached on the

‘Scottish day of reckoning’ yet, mainly because I didn’t want to upset my Scottish friends. But as this piece comes out on the day of the referendum, I just thought I’d throw in my three penn’orth. I hope everyone votes with their head and not their hearts. We really are sorry for Bannockburn. We really would have cheered for Scotland in the World Cup assuming you’d been in it! And we really would rather

we all stayed together. Seven out of 10 English people agree with me and frankly I wouldn’t trust Alex Salmond further than I could toss a caber. No is the only decision that makes any sense. You know it makes sense. Keep that mail coming, I can take it. And whatever ya do - Always

ITH the summer almost over, and you’re maybe looking at all those snaps or selfies taken on the beach or in the pool, it’s always instructive to look back at past holidays and ask yourself what made certain ones stand out. Perhaps for completely the wrong reasons they were travel nightmares? One of my first was many years ago as a student on a Greyhound bus travelling around the USA. A youth had a Sony Discman playing a compilation CD so loud I’m amazed his eardrums didn’t burst. Five hours in, one passenger cracked, leaned over

Another nightmare, shortly after my return, was standing nose-to-armpit for two hours in

the dark on a static London tube on a suffocatingly hot summer’s afternoon. That bit was just about bearable, but an American lady piping up that we should all introduce ourselves was tortuous and, in seconds, had all the passengers on the verge of throwing up. And what about flights? Let me count the ways. I recall a 13-hour flight seated next to an engineer called Arnold with an obsessional passion for talking about his work. It’s the closest I’ve ever come to violence against another person by means of a moist towelette and a bag of nuts. And Ryanair? Where to begin and how much time do you have? Cramped into seats smaller than those on the average bus, every available space covered with adverts for their booze and raffle tickets, continual announcements which should have been safety announcements, but were adverts for their booze and

David Attenborough to explore Great Barrier Reef in new BBC One series Richard Shanley

SIR David Attenborough is to return to Australia’s Great Barrier Reef for a new BBC One series. The broadcaster previously filmed in Queensland for the BBC programme Zoo Quest in 1957. Attenborough explained to Radio Times that the new series will be largely filmed underwater. “People say to me, ‘What was the most magical thing you ever saw in your life?’ And I always say without a word of exaggeration, “The first time I was lucky enough to scuba dive on the Great Barrier Reef',” he recalled. “As I entered the water I remember suddenly seeing these amazing multicoloured species living in communities... just astounding

He alerted his French cook to prepare some canapés for our Friday guests and had our architect come in and immediately design a plan showing all the projects. It was all excitement and go.

We were instructed the Minister would walk in at exactly about 2pm to witness the fruition of our frantic efforts. I was ordered to sit next to the model and present it all in vivid detail to none other than Sr. Sanchez Bella second in command of the world and head of Spain’s tourism. At 5.30pm D. Jacinto rushed into the room and enquired if everything was prepared. He stared at the plans and noticed the number of units we had planned to build. “Gimme a pen,” he exhorted. Update On The Spanish Tax Reform The income tax rates and thresholds will change next year, under reforms aimed primarily at lower income individuals and families. There are some other changes which may affect you. The Spanish government released its draft tax legislation in June. In August it approved three laws which include some additional changes to the original proposals. The reforms will apply from 1st January 2015. However the laws still need to approved by parliament and so may change. Income tax The current seven income tax bands will be reduced to five, and tax rates reduced over 2015 and 2016. The minimum tax rate is reduced from 24.75% to 20% in 2015 and 19% in 2016. The top rate will fall from 52% to 47% next year and 45% the following one. However the new top rate will apply from income over €60,000, as opposed to €300,000 as currently.

In particular, taxpayers with annual income of less than €24,000 will see their income tax reduced by 23.5%, while those earning under €30,000 will pay 19.34% less tax. Contrary to the original proposals, the 60% deduction against net rental income for residents is not reduced to 50%.

Savings income Currently, income up to €6,000 is taxed at 21%; income between €6,000 and €24,000 at 25%, and the excess at 27%. Under the proposals, the rate for the first tax band will reduce to 20% in 2015 and 19% in 2016; income between €6,000 and €50,000 will be taxed at 22% and 21% respectively, and anything over €50,000 at 24% then 23%. Capital gains tax Under current rules, gains arising on assets held for less than a year are subject to the normal scale rates of up to 52%. From 2015, all capital gains, regardless of the holding period, will be taxed at the savings rates as above. One of the most significant additional changes is the exemption for individuals over the age of 65 on all capital gains, provided the proceeds are used to buy a pension annuity. There

appears to be no legislation to restrict main home relief for over 65s in any way, including any requirement to buy an annuity. Indexation will no longer apply on the sale of a property from 1st January 2015. Succession tax Succession tax affects almost everyone living in Spain, and many do not realise how much it can impact their heirs, depending on their circumstances. Unfortunately there are no proposed changes in the tax reform and draft legislation, to ease the burden for families. In September the European Court of Justice ruled that Spain has failed to fulfil its obligations regarding succession and gift tax. Basically, by allowing differences in the tax treatment between resident and non-resident beneficiaries, they have breached the EU treaties. The main aim of the tax reforms is to help those on lower

incomes, so those with savings and investments need specialist tax planning to protect their capital, income and assets from tax. The reforms do not address wealth tax, and we need to wait and see what, if anything, the government does with regards succession tax following the court ruling. It is important to seek expert and personalised advice to establish what would work best for you in the short and longterm. Tax rates, scope and reliefs may change.
