Orihuela preparing DESPITE summer still going strong, Orihuela is already preparing for the inevitable rains. With concerns that a sudden drop in temperatures after severe drought could result in a cold spell, the town hall is organising emergency services to be prepared for such an event. A meeting of the Centre for Municipal Co-ordination has been held to define the role of the different agencies involved if severe storms were to occur. The meeting included representatives from the Red Cross, Provincial Consortium of Firefighters, Local Police and Directors of Torrevieja and Orihuela hospitals, as well as municipal engineers and technicians. An emergency drill is scheduled for next Thursday. Torrevieja is also planning for future rains. Agamed has begun work on a channel to prevent the floods which occur with heavy rains along the CV-905. A pathway is being cleared parallel to the road to channel away the water flow. Work on the 34,866square-metre area is expected to be completed within two weeks.
Shuttle-bus service is proving more popular TWENTY PER CENT more passengers have used the express passenger bus service between Torrevieja and Alicante-Elche airport. During the first eight
months of this year the service was used by a total of 57,687 passengers, a rise of 20 per cent over the same period of 2013, when the total number of users was 48,147.
During July and August, 21,337 people used the bus, a 15 per cent increase compared to last summer, meaning an average of 344 passengers each day.

DELAYS: Pilots call for departure to control tower before they are ready to stop delays.
Poor planning results in delays
PILOTS are claiming they lose up to eight minutes each time they take off from Alicante-Elche airport. The delays are a result of poor planning as the hold up is caused as they taxi to the runways because designers did not allow enough space for two aircraft when the €700 million airport was first designed. As a result they must wait until the access is clear which causes delays and hold ups. Airlines said: “The extra time that an aircraft is on the
ground means losing money.” Pilots get round the problem by asking permission to take off before they are entirely prepared: “They know that they will have everything ready in the time they wait before they get the okay from the control tower.” Airports operator Aena denied that there were hold ups but did admit private meetings had been held with airlines last month. They promised solutions would be found when budgets allowed.
School drug gang are arrested in Torrevieja FIVE people have been arrested for selling drugs close to the entrance to a school in Torrevieja. Neighbours and parents of students raised their concerns to
police about the possible presence of a gang operating out of a property opposite the school selling drugs. Police launched an investigation which resulted in
the arrest of three Spanish women and two Pakistani men, suspected of crimes against public health. A property search found cocaine and heroin was in the
house along with cash and tools for preparing the drugs. The arrested have been put at the disposition of the Torrevieja courts which will investigate the matter further.

HOSPITALITY businesses are coming together to ask the Government to target illegal tourist accommodation on the Costa Blanca. The Hospitality Business Association in Benidorm and the Costa Blanca (Hosbec) and the Federation of Real Estate in Valencia (Feprova) and the Association of Real Estate in the
Province of Alicante (Provia) have agreed to adopt a common position and ask for support from the Government and the region’s municipalities in eliminating the underground economy in the tourist industry of privately renting out accommodation that is not registered or declared. Both sectors require rental owners to ‘meet all their tax
obligations and minimum conditions for civic responsibility and licences.’ They added it is a priority for all aspects of security, public order and police regulations to be met, including a registration of visitors. Hosbec said “in the spirit of the hotel industry we do not want to ban anything, but to regulate and facilitate legality and compliance.” A touch of Hollywood glamour.

Mobility week EUROPEAN Mobility Week, on in Alicante until Monday, includes a varied programme of activities, work-shops, talks and tours to promote mobility for disabled people. Gay pride AROUND 7,000 people took part in and witnessed Benidorm’s annual Gay Pride festival at the weekend. Cyclist killed A CYCLIST died after he was run down by a Gandia-bound train in Tavernes. Three trains were affected by the accident and RENFE ferried passengers to their destination stations. Youth centre ELCHE’S new Youth Recreation Centre is to open next month. Seven staff will be on site with the centre offering events, activities and workshops. Load of rubbish SANTA POLA’S cleaning contractor collected 21.5 tonnes of rubbish during the town’s eight-day long fiestas. Additional services were put in place to accommodate the extra work. Palm planting SEVEN HUNDRED palm trees have been planted in Orihuela’s Palmera. The palms were grown in the municipal nursery as part of the plan to continue the Palmeral’s repopulation.

TOUCH of Hollywood glamour is coming to Spain as one of the world’s most important film festivals is set to start. It may not have the cachet of Cannes, but the San Sebastian International Film Festival is acknowledged to be one of the most important in the annual rota of movie festivals. It has come a long way since its inception in 1953 when it was for Spanish language films only. By 1955 its remit was extended to include ‘foreign’ movies, specialising in colour, and since then it has never looked back. Officially it is one of the 14 ‘A’ category competitive film festivals accredited by the International Federation of Film Producers Associations, and has attracted a host of star names over the years.

Thief targets sleeping owners A MAN has been arrested accused of 15 robberies in Elche. Police detected a spike in crimes in the Carrus and PeĂąa de las Aguilas area of the city and began an investigation after noting that a similar modus operandi was used with each one seeing the accused climb or
break through the perimeter fence and then break the door frame to enter the property. Once inside, the 59-year-old allegedly stole cash, jewellery and small appliances. Many of the burglaries occurred with the home owners sleeping inside. With many items sold on locally, police have been able to retrieve items and return them to their rightful owners.
Marihuana found during operation Hair in POLICE investigating a case of domestic violence in Murcia uncovered a marihuana plantation. Guardia Civil were called to a home in Calasparra after reports that a restraining order was being broken. The victim of domestic violence had called police saying her ex-partner was at the family home. As police visited the property they found between 20-50 marihuana plants drying on the porch. They cautioned the man and then mounted a surveillance operation on the house and questioned the couple’s son who was carrying a hunting rifle with no authorisation for the weapon. Both father and son face charges.

AN entire batch of medical equipment has been withdrawn. SAMU emergency workers found a hair inside a package of intravenous equipment. The tubes and drip kit are all pre-packed and staff in Elche spotted the hair before they opened the envelope, so it was not used on a patient.

Twenty immigrants in boats detected by radar TWENTY immigrants arrived on three boats along the coast between Torrevieja and Cabo Roig. Guardia Civil intercepted two at sea and the third boat when it reached the coast after the
Integrated External Surveillance Service (SIVE) in the region of Murcia had warned of a possible wave of arrival of boats. The immigrants, from North Africa, were treated by Red Cross volunteers and taken to
Torrevieja’s Guardia Civil barracks as the boats were taken to the Marina Salinas. This is the sixth operating mobilising humanitarian aid and services from the Red Cross so far this year in the province of Alicante and the second to occur this month. another family member via WhatsApp but it soon spread across mobile and social networks causing controversy. The body was buried 23 years ago and was disinterred at the request of the widow ahead of reburial. The niece said she took the picture to show her

10hr delay for Brussels plane A FLIGHT from Alicante-Elche airport to Brussels was delayed almost 10 hours after a technical fault sent crew over their permitted number of flying hours. A technical failure on the Vueling plane saw the 178 passengers disembark but as that was being dealt with, the crew had then gone over their allowed hours on duty.
One student, who was flying to Brussels to study translation and interpreting said: “They treated us dreadfully at the office that Vueling shares with Iberia. “They only agreed to give us food and a snack.” The flight was scheduled to depart at 12.15pm and finally left at 10.10pm.
Sick note scam ELEVEN people have been arrested for using forged or fake doctor’s certificates, used to obtain permanent sick leave and benefits relating to permanent disability. The arrests took place in Alcoy with the detainees aged between 45 and 66 believed to have paid €1,000 each for the sick notes. A doctor and a social worker were also arrested in Alicante City. The investigation was launched four months ago after police received a report from the inspection service attached to Social Security, alerting them to possible irregularities.
No boost in Murcia WHILST nationally property sales rose in July, in Murcia region the number of homes sold fell. During the month 966 sales were registered, a decrease of 11.8 per cent compared to July 2013. It means that Murcia is one of the poorest performing regions in the country. In neighbouring Valencia region sales rose.

SIERRA DE ORIHUELA: The insects are attacking the pine forests.
Dry pine insects attack 2,000 trees THE dry pine insect, the Tomicus Piniperda, is attacking pine forests across the Sierra de Orihuela. Orihuela Town Hall recognised the concern of citizens but said they are limited in the action they can take as the land is owned by the Valencian Generalitat. The only data available showed the beetle, which dries out the pines, had destroyed 1,140 trees in spring with estimates now putting that figure to be at more than 2,000. Councillor for the Environment, Manuel Gallud, said traps were being put in place
this week to trap the beetles but considered the action “insufficient” comparing to the beetle to the red palm weevil affecting palm trees, as it quickly spreads. He is calling for the dry pines to be removed to help prevent the beetle spreading and because of their increased fire risk. In a report, the Regional Government recognised that the plague is also affecting other municipalities of the Vega Baja but specifies that “the damage to the Sierra de Orihuela is larger.”

Delays mean refunds AVE passengers travelling on the high speed train from Madrid to Alicante suffered a two hour delay. The train broke down 10 minutes after leaving Atocha railway station. Engineers were unable to repair the fault with the 250 passengers needing to be transferred to another train. The AVE had five lengthy breakdowns during the summer. The last one left more than 200 passengers stranded in Toledo for three hours. However, it is not all bad news for travellers. If the train is over 30 minutes late, RENFE refunds the cost of the AVE ticket.

2-storey bar to be demolished TORREVIEJA’S first two storey beach bar is to be demolished. The premises occupies nearly 60 square metres in El Acequion, but it has been declared to be without the necessary permits and permissions. As it is in the bay of Torrevieja, jurisdiction lies with the Directorate General of Ports and a permit would be required from the Government, despite earlier reports that jurisdiction laid with Torrevieja. A report says it is in an area “outside of tertiary services or concessions and should never have been placed in the area.” The owner has been given 10 days to remove the structure. If not, Torrevieja Town Hall will have to fulfil the
demolition order with Mayor Eduardo Dolon putting the cost at €14,883.

Early school leavers are classed as the percentage of population aged between 18 to 24 who have not completed upper secondary level of education and do not follow any kind of education or training. Councillor for Education, María Jose Catala stressed the figures “show that Valencia is meeting the goal of reducing early school leaving and put this autonomy in a privileged place among the other communities showing good results.” The introduction this new school year of the Lomce Law aims to further reduce the number of early school leavers and increase achievements in schools.

Alicante bakes in Saharan heat ALICANTE Province has recorded the hottest week of September in the last 52 years. A rush of fixed thermal heat from the Sahara brought temperatures to above 38 degrees Celsius in many parts of the province. During the first two weeks of the
month, temperatures were around 2.5 degrees above the average for September. The Meteorological Agency said to have so many days of such intense heat was ‘exceptional’ with humidity levels remaining at 85 per cent overnight.
Hospital lays off 31 Call for staff since opening repairs ELCHE’S Hospital Vinalopo has laid off 31 workers since it opened in 2010, a drop of 2.8 per cent in staffing levels. Hospital officials dismiss reports that there has been a large number of disciplinary dismissals at the hospital and that professionals are under pressure to reduce spending with management giving priority to economic criteria over healthcare. They said Vinalopo is one of the most stable organisations in Alicante and has generated employment in recent years with 93 per cent of the 1,100 staff on permanent contracts.
A WOMAN broke a bone in her hand as she tripped over an uneven pathway in Elche. The woman was walking with her partner by the Vinalopo Hospital when she tripped on a raised manhole cover in an area poorly lit outside the hospital grounds. The couple denounced the accident asking for the area to be improved.

Stone Age people could neither read nor write, but the Bible is littered with disrespectful attitudes towards women. Costly hotels THE price of hotels in Murcia Region have increased by 20 per cent in September compared to the same month in 2013. The average rate of a room per night is now €78, the second largest increase recorded behind Madrid, where hotel
prices increased 36.7 per cent, that's according to travel website Trivago. The increase in September prices for Madrid is believed to be a result of the city hosting the Basketball World Cup championships.
Dogs poisoned A PIGEON breeder in Cartagena has been charged by police with poisoning dogs. The 56-year-old, if found guilty, could face a prison sentence and be banned from working with animals
for up to three years. Police received numerous reports of poison being left in the natural park area in Galifa. Officers found the poision along with a dead greyhound.
Decline for grapes AS the annual table grape harvest begins in Alicante Province, the industry has expressed its concern at the “significant decline” in production as a result of the drought. Some varieties of grape are down 30 per cent, others 50 per cent. The harvest began around 20 days earlier than normal because of the drier temperatures.
Ravine death A MAN has died after falling down a ravine on to the banks of the river Vinalopo in Elche. The 45-year-old was driving his tractor at the time when for some reason he lost control and fell down the ravine onto a country road. The SAMU emergency ambulance attended the scene but could not save the man’s life.

Lynn McDearmid, owns Wigs R US in Benidorm’s Indoor Market and was called by a reporter in the UK to feature in the paper about the work she does. Lynn moved to Almeria 14 years ago before

in the shop before buying the business from the owner. By then Lynn had fallen for the industry and the satisfaction she gets out of it. As well as the fashion side, there is the more difficult, emotional side with Lynn seeing a lot of cancer patients: “I always have tissues at hand, a lot of the time when women come in to try on wigs it is the first time the realisation has hit them that they have cancer and a lot of them
ask us to shave their head before their hair falls out.” But equally, the comfort and relief seen when they try on a wig is paramount for Lynn. She helps people from Torrevieja to Denia and visits hospitals and is currently working with MABS cancer charity to support patients. Gran Alacant pledges support SANTA POLA Council has strengthened its relationship with the Easy Horse Care Rescue Centre after meeting with co-founder Sue Weeding and local business supporters. PEACHES AND NECTARINES: Have been affected by the Russian economic veto.
Veto ups the price THE Russian economic veto has provoked a tenfold increase in the price of peaches and potatoes from harvest to point of sale, according to Spanish agricultural association COAG (Coordinadora de Organizaciones de Agricultores y Ganaderos). Peaches, nectarines and potatoes have been affected by the Russian economic veto and in August prices rose significantly. From the field to the table, the value of a peach or potato can increase 10 times over, says COAG. COAG has asked the food regulators Agencia de Control Alimentario (AICA) to conduct a rigorous investigation to ensure
a responsible and stable market, and to avoid speculation in the sector. Peaches can be bought for €0.17 a kilo from the farmer, but the price has risen to €1.85 at point of sale. Potatoes follow a similar pattern, with an average price of €0.06 in the field and €0.69 in the shop. Miguel Blanco, COAG’s Secretary General, said: “Wholesale prices have been suffocated thanks to a combination of market speculation by third-party dealers and big European distribution companies. “They have taken advantage of the Russian economic veto and lowered the prices offered to the agricultural producers without doing the same with consumers.”

There is no reason on earth as to why he should have been killed except for pure sadism. Alan Henning, ISIL’s next victim, is a taxi driver who decided to drive aid to Syria. His life, and the lives of his family, has been turned upside down because he refused to sit idly by whilst others suffered. We cannot stay silent while he suffers. Do nothing and we are as guilty as those who are committing these barbaric crimes. How many more must die before our governments act? Why have they still not done anything? Pilot killed as fighting fire THE pilot of a helicopter taking part in efforts to extinguish a fire in Almansa, died when his aircraft crashed to the ground. The fire broke out on Saturday amongst some woodland near the town of Yecla in Murcia at around midday. The 44-year-old pilot from Murcia was attempting to collect water from reserves near the town of Alpera in Albacete when his helicopter ran into trouble and smashed to the ground. The fire affected 300 hectares in the area between Murcia and Albacete Province, and more than 160 fire personnel and at least 37 aircraft battled through the night to bring the fire under control.

IBERIAN WOLF: Is not a protected species so can be hunted.
Outrage at plans THE shooting of 140 wolves in the area of Castilla-Leon is due to be implemented in the next few months, as the government has increased the hunting quota for Iberian wolves in the province. Unlike Portugal, the Iberian wolf is not a protected species in Spain, therefore giving Spanish authorities the right to authorise the hunting of these animals. Alberto Fernández Gil, a specialist and author of several books about these wolves said, ”any indiscriminate, nonselective control of wolf populations not
only bears the risk of destabilising existing pack structures (e.g. by killing high ranking or alpha individuals) forming a vital prerequisite for the survival of packs, but it may most likely spur more wolf attacks on livestock as they require less skilful hunters for making a kill.” “In this way the scheduled shooting of 190 wolves in Castilla-Leòn and Astoria would become totally counterproductive, undermining the original idea of reducing the damage to livestock owners via the population control of wolves.”

You can go to court against your neighbour and you will surely win your case. Nevertheless, the expense and time involved may turn out to be greater than the cost of having the trees trimmed yourself.

THERE has been a remarkable shift in the demography of Mediterranean Spain over a very short time. By the time I settled here in 2008 the region between Gibraltar and Valencia was under British occupation. Most businesses set out their stalls accordingly. A Spanish restaurateur in Torrevieja explained to me that he could survive if unable to speak Spanish, but the ability to communicate in English kept him solvent. As I strolled esplanades the second language heard spoken was English. This is no longer the case. According to national statistics 90,000 (22.8 per cent) Brits abandoned Spain in 2013. How many others have since died is anyone’s guess. Spain has lost much of its appeal as a viable place to work or set up a business. The Russian presence is widespread, but their being treated as the pariahs of Europe has reduced Russian tourism and investment in Europe by 10 to 40 per cent
depending on country. Britain has lost its dominance. The Costa communities are now a blend of many nationalities. Businesses now have little choice but to modify their approach to cater for a broader church. Most enterprising restaurants now offer their menu in Russian. At the onset of what I had hoped would be a wonderful evening’s entertainment the night’s performer appeared. Having seen Simon a year or so earlier I groaned. His well received repertoire, then at an Irish theme venue, was strictly to British taste; much of it 1960s pop. This was going to go down like a lead balloon. At this venue, Brits were very much the minority. Our fellow diners comprised a blend of Spanish, Russian, German and other nationalities. The audience had changed; had Simon? His performance that night was internationally popular trad-jazz, parody, Latin American, light classical, waltz, oompah and Western European favourites. Well done, that man. Just add the Kalinka song; learning the balalaika can be done another time. Many of the early departed 90,000 Brits simply refused to change with the times. I know an entertainer likely to grow richer by moving with the times.

Thanks to all good Samaritans ON Tuesday, September 2, I was in Garrucha waiting for the bus to take me to Mojacar. I suffered a dizzy spell and was helped by a number of people. The owner of a café brought me into his premises and made me comfortable. An off-duty nurse assisted me and insisted I needed to go to the hospital. I did not want to make a fuss but she said it was necessary, so she called for an ambulance. An English couple cooled me down with a fan, which was most welcome. A lady called Rosalie (I did not get her surname) stayed with me throughout my ordeal. She accompanied me in the ambulance and stayed with me at the hospital, translating my symptoms to the doctor. She also insisted on accompanying me to my home to make sure I was safe. Rosalie, you were an angel. I am led to believe bystanders at the bus stop also assisted. I wish to convey my thanks to all who came to my rescue. I was so grateful and your kindness was much appreciated. May God bless you all. Angela Mary Fay, Mojacar (Almeria)
Get learning REGARDING the Language hurdle letter, what would anyone expect at any call centre in Britain? Would we expect them to speak Spanish? Of course not, so why do people here expect staff to speak English? If people are not prepared to learn the language, then they should leave. I would say the same to anyone who wishes to settle in Britain: learn English or get out. In Britain we speak English and in Spain they speak Spanish: where is the difficulty? People who make no effort to learn are ignorant, arrogant and an embarrassment. It really is not difficult to learn, we have done it with absolutely no previous language experience, so just try. Prickly subject THIS year the Mojacar area has seen a plague of tiny greenishwhite flies. They attack the prickly pears which are part of our traditional landscape and act as natural fire breaks. They have spread into our gardens and are killing other plants and may even threaten vegetables if left unchecked. They are so small they can penetrate mosquito screens and infest the inside of our houses after dark. Why has there been no action by the authorities? If the cacti are killed off the nature of our area will change drastically. Why should it be left only to house owners to buy expensive

Free speech I HAVE read Your Say letters on a weekly basis for several years now. Readers write in, air their views and comments and give their honest opinion on certain subjects. However, every so often along comes an egotistic, selfopinionated, arrogant person and in the Euro Weekly News’s case that person is Bill Campbell. The arrogance of this man beggars belief. I think it’s in his genes, handed down from generation to generation by ancestors who committed the worst atrocity ever recorded on British soil and then tried to deny it ever happened. Bill, please let Leapy Lee and all the other readers have their say. I know that some of them don’t have your high level of intelligence but they are still willing to give the newspaper their views and comments on various topics, not that it matters to you.

Herbal remedies THANK you for this week’s article by Dick Handscombe (Herbs can improve your diet and health). It was one of the most interesting and informative newspaper articles I’ve read in years. Here in Almond Court we’re lucky enough to have much of what he recommends: a peaceful garden area with a pristine swimming pool, an immaculate lawn and stately trees for admiration. We have a shady arbour amid shrubs and aromatic herbs for contemplation and a raised terrace with tables and parasols for conversation. Theatrics over some goldfish is quite a saga LEAPY LEE SAYS IT OTHERS THINK IT
I
KNOW we are a nation of animal lovers, but the theatrical goldfish saga that came to light last week really did tip the scales. (Scales geddit? Suit yerself). Apparently in a recent modern day interpretation of Richard III, a member of the audience was ‘horrified’ by what she considered cruelty to a goldfish! The lady in question, who was a member of People for the Ethical Treatment of Animals (PETA), was sitting in the front row. In a letter to the producers, she complained that when the Duke of Clarence’s life
was dispatched in a tank of water, the lives of the goldfish swimming around in it were being placed in peril of injury or death! You really couldn’t make it up. In the letter the group insisted that goldfish were intelligent sensitive animals that possess ‘long term memories and complex social structures.’ Despite the fact that the fish were supplied by a reputable company and cared for under RSPCA conditions, such was the onslaught from these people, that for a bit of peace, the company has actually withdrawn them from the show (I bet their agent wasn’t too happy with that!). I mean give us a break. ‘Long term memories?’ My daughter has had a goldfish in a bowl for six years after
winning it at a fairground. I understood that the reason it kept good and healthy and didn’t go doolally was because it kept forgetting it had already just done a circuit. The mind boggles. On a more serious note, the tragic kennel fire which took the lives of 53 dogs last week was indeed a heartrending event. However, the more than £1 million (€1.26 million) that poured in within days was I felt a little excessive. I wonder how much was donated by the public to help the children and refugees starving and dining in the hell holes of the Middle East in the same short period? Nowhere near that figure I’ll be bound. Makes ya think dunnit? I haven’t broached on the
‘Scottish day of reckoning’ yet, mainly because I didn’t want to upset my Scottish friends. But as this piece comes out on the day of the referendum, I just thought I’d throw in my three penn’orth. I hope everyone votes with their head and not their hearts. We really are sorry for Bannockburn. We really would have cheered for Scotland in the World Cup assuming you’d been in it! And we really would rather
we all stayed together. Seven out of 10 English people agree with me and frankly I wouldn’t trust Alex Salmond further than I could toss a caber. No is the only decision that makes any sense. You know it makes sense. Keep that mail coming, I can take it. And whatever ya do - Always

Update On The Spanish Tax Reform The income tax rates and thresholds will change next year, under reforms aimed primarily at lower income individuals and families. There are some other changes which may affect you. The Spanish government released its draft tax legislation in June. In August it approved three laws which include some additional changes to the original proposals. The reforms will apply from 1st January 2015. However the laws still need to approved by parliament and so may change. Income tax The current seven income tax bands will be reduced to five, and tax rates reduced over 2015 and 2016. The minimum tax rate is reduced from 24.75% to 20% in 2015 and 19% in 2016. The top rate will fall from 52% to 47% next year and 45% the following one. However the new top rate will apply from income over €60,000, as opposed to €300,000 as currently.

In particular, taxpayers with annual income of less than €24,000 will see their income tax reduced by 23.5%, while those earning under €30,000 will pay 19.34% less tax. Contrary to the original proposals, the 60% deduction against net rental income for residents is not reduced to 50%.
Savings income Currently, income up to €6,000 is taxed at 21%; income between €6,000 and €24,000 at 25%, and the excess at 27%. Under the proposals, the rate for the first tax band will reduce to 20% in 2015 and 19% in 2016; income between €6,000 and €50,000 will be taxed at 22% and 21% respectively, and anything over €50,000 at 24% then 23%. Capital gains tax Under current rules, gains arising on assets held for less than a year are subject to the normal scale rates of up to 52%. From 2015, all capital gains, regardless of the holding period, will be taxed at the savings rates as above. One of the most significant additional changes is the exemption for individuals over the age of 65 on all capital gains, provided the proceeds are used to buy a pension annuity. There
appears to be no legislation to restrict main home relief for over 65s in any way, including any requirement to buy an annuity. Indexation will no longer apply on the sale of a property from 1st January 2015. Succession tax Succession tax affects almost everyone living in Spain, and many do not realise how much it can impact their heirs, depending on their circumstances. Unfortunately there are no proposed changes in the tax reform and draft legislation, to ease the burden for families. In September the European Court of Justice ruled that Spain has failed to fulfil its obligations regarding succession and gift tax. Basically, by allowing differences in the tax treatment between resident and non-resident beneficiaries, they have breached the EU treaties. The main aim of the tax reforms is to help those on lower
incomes, so those with savings and investments need specialist tax planning to protect their capital, income and assets from tax. The reforms do not address wealth tax, and we need to wait and see what, if anything, the government does with regards succession tax following the court ruling. It is important to seek expert and personalised advice to establish what would work best for you in the short and longterm. Tax rates, scope and reliefs may change. HERE is not a lot I envy when I compare the lives of young people today to that of our postwar generation. I do wish them all the luck in the world. I do wonder what their memories will hold for them when they retire. Will there be a yearning for what has passed and is then irrecoverable? Will young people when old cherish as a gift the evocation of their younger lives? I hope so, but somehow I am not too sure they will. Yes, I am aware of modern advances in all fields that were as it happens largely the fruits of my generation. Were we deprived by our not having much of what youngsters have today? Not a bit of it. ITH the summer almost over, and you’re maybe looking at all those snaps or selfies taken on the beach or in the pool, it’s always instructive to look back at past holidays and ask yourself what made certain ones stand out. Perhaps for completely the wrong reasons they were travel nightmares? One of my first was many years ago as a student on a Greyhound bus travelling around the USA. A youth had a Sony Discman playing a compilation CD so loud I’m amazed his eardrums didn’t burst. Five hours in, one passenger cracked, leaned over
TRAVEL NIGHTMARES: What was your worst experience? and casually cut through the headphone wire. We all gave him a silent round of applause.
Another nightmare, shortly after my return, was standing nose-to-armpit for two hours in
the dark on a static London tube on a suffocatingly hot summer’s afternoon. That bit was just about bearable, but an American lady piping up that we should all introduce ourselves was tortuous and, in seconds, had all the passengers on the verge of throwing up. And what about flights? Let me count the ways. I recall a 13-hour flight seated next to an engineer called Arnold with an obsessional passion for talking about his work. It’s the closest I’ve ever come to violence against another person by means of a moist towelette and a bag of nuts. And Ryanair? Where to begin and how much time do you have? Cramped into seats smaller than those on the average bus, every available space covered with adverts for their booze and raffle tickets, continual announcements which should have been safety announcements, but were adverts for their booze and
raffle tickets. Even if you tried to get some sleep, you were woken up by a hostess trying to sell you… more booze and raffle tickets. Now I admit I don’t like flying. Ever since a bad experience as a child in a turbo prop to storm-bound Malta (the nosewheel bursting halfway down the runway upon finally landing ... that was fun ... sparks flying and smoke everywhere) when the pilot announced: “We’ll soon be landing at Luqa airport. Or quite near it.” Actually, “quite near” turned out to be 200 miles away in another continent Tunis, North Africa. What’s your worst travel experience, I wonder? Average Brit spends nearly a year hungover

THE average person spends nearly a year of their life hungover. Macmillan Cancer Support surveyed 2,000 British adults and found that one in 14 will have more than 3,000 hangovers in their life time. An estimated 315 days of their lives are lost as a result of over drinking. The survey found that people from the north of Britain were more likely to suffer, with 22 per cent of people likely to have more than four hangovers each month compared to 15 per cent of southerners. Men even admitted to having missed dates, interviews, weddings and funerals as a result of their hangover.

According to a comparative study of the health systems in EU countries published by the Ministry of Health, Spaniards visit a doctor on average 7.4 times per year. Brazil is now taking over world’s beauty industry THE 2014 Fifa World Cup in Brazil seems to have had an unlikely effect on the beauty industry. Together with the run up to the 2016 Rio Olympics, Brazilian influence is resonating dramatically in the beauty and personal care category - and new research from market analysts Mintel reveals just how much influence it has. Only 10 per cent of recent skincare launches inspired by Brazilian lifestyles and ingredients were actually released in Brazil, while 90 per cent of new Brazilian inspired products were launched in the rest of the world. This influence is seen largely on the ingredients platform, with products featuring one of four key claims such as ‘Brazilian,’ ‘from Brazil,’ ‘sourced from Brazil’ or ‘inspired by Brazil.’ And it seems Brazilian haircare is also inspiring the global market. While previously the vast majority of haircare product launches specifying the use of saltfree formulations were
found in the Brazilian market, this is slowly changing. So far in 2014, Brazil has accounted for 65 per cent and the rest of the world for 35 per cent of such product launches, compared to 95 per cent and 5 per cent respectively in 2011. Vivienne Rudd, Global Director of Insight, Beauty & Personal Care, at Mintel, said: “Brazil has traditionally been seen as an incredibly rich source of natural ingredients but today it is an inspiring beauty market in its own right. “The Brazilian determination to look as good as possible whatever the cost is driving the country’s

Are some people’s brains wired to make them want to eat? PEOPLE who are more obese are more tempted to eat because their brain is wired differently. That’s the view of US researchers who found that obese people had a greater level of dopamine activity in the region of the brain which controls habit. Cooking smells or even food adverts have a stronger pull releasing the dopamine and making it harder to control a healthy weight. Dopamine is the ‘pleasure chemical’ which influences reward, motivation and habit formation. Most drugs cause the release of dopamine, so it is thought to contribute to why some
can be addictive. U.S. researchers found that obese people tended to have greater dopamine activity in the region of the brain that controls habit and less activity in the region of the brain that controls reward. One expert said: “While we cannot say whether obesity is a cause or an effect of these patterns of dopamine activity, eating based on unconscious habits rather than conscious choices could make it harder to achieve and maintain a healthy weight, especially when appetising food cues are practically everywhere.”

MOST weeks I am asked by someone ‘Where can we buy organic/ecological vegetables and fruit? It is not as easy to buy them here as it was in England, France, Germany or Switzerland?’ Unfortunately these people who moved to Spain for a healthy lifestyle are correct. Except for a few regions, particularly in Andalucia, it is not as if Spain has a significant presence in European organic farming. But recognise that an olive is a fruit and the growth of ecological olive oil is a major factor in the growth statistics for Spain. Essentially five factors make it difficult to source ecological fruit and vegetables.
FRUIT and VEG: Have a go at growing your own. • The relatively few farmers who are prepared to produce products without using chemical fertilizers, pesticides, fungi-cides and weed killers, genetically modified seeds or growth hormones. The latter especially in the production of meats and eggs. • The fact that it is easier for farmers to export 80 per cent of their produce in bulk rather than sell locally in Spain.
• Many local small scale agriculturalists, some of whom grew things by organic methods even if not officially registered, gave up with the difficulty to sell to local shops and supermarket groups once the major national and international supermarket groups established central buying, and the ease of making a living by getting involved in the construction industry or tourism. • The complexity of regulations
involved in registering to be an organic grower and packer and seller of organic products. • Spain not using all available European Community grants for the expansion of organic growing because matching the money available on the 50:50 basis required by Brussels was not seen as a national priority compared with the assistance required by all growers especially for damage to crops by storms, drought and in some cases irrigation water shortages. If you are lucky you will have local organic growers selling at farmers markets or operating weekly box schemes with boxes for pick up or delivery. The latter box system is growing but it has a long way to go to meet demand. So for most of us the best solution is to grow your own. It is not difficult, as seeds, plantlets, ecological fertilisers, insecticides and fungicides are relatively easy
to find compared with 15 years ago when we started and were thought to me mad by local chemical enthusiasts who tried to impress us with one kilo tomatoes and cabbage size lettuces each with large surface areas for chemical contaminations. Most importantly you do not need much space as much of a family’s vegetable needs can be met by growing your favourite veggies in builder’s buckets, raised beds, growing tables or 20 square metre veggie plots. More construction licences issued by Madrid than in 2013 THE number of licences for the construction of new housing in Madrid increased in 2014. Between January and August, Madrid Council granted 35 per cent more licences for the construction of new homes than in the same eightmonth period in 2013, said Deputy Mayor Enrique Nuñez at a press conference. Figures show that out of the 2,741 granted licences, 54 per cent (1,485) correspond to social housing, while the remaining 46 per cent (1,256) were granted for private homes. Should this trend continue, not only could 2014 end with approximately 4,300 licences issued for new construction, but the economic impact for Madrid could be

House prices saw first increase since 2008 between April and June, compared to the same period in 2013. This is their first positive annual increase since the same
period six years ago and puts an end to the long period of annual declines registered since 2008, according to data from the
National Statistics Institute. The largest year-on-year price increase was witnessed in Madrid (+2.7 per cent), followed by

According to eleconomista.es, the price of resale housing increased by 0.2 per cent between April and June, compared to 2013. This is the highest rate since the fourth quarter in 2007. On the other hand, the prices of new homes registered an increase of 1.9 per cent, which is the first positive rate since October-December 2008.

OVER the past few months I have been interviewing Lamia from House Sit Match on my radio show at Talk Radio Europe (every Saturday at 10.am). There is no doubt the system works. As the owner I am compelled to have a licence and was required to take a medical examination to see if I

My licence clearly states they have to be muzzled in all public places and that I am the only person that is able to walk my dogs and only one dog at a time. Each dog has a public insurance for half a million euros.
In the next few weeks I am taking a break and whilst I am away Boy Boy and Sheba will be having their holiday at Stefanie’s Kennels Estepona (http://stefanieskennels. com/) where they will be safe, well cared for and if there is a health problem they have immediate assistance from a vet on the premises. I am also within the law. For those that do not come under ‘the Dangerous Dog Act’ there is an excellent choice of kennels and pet sitters. In a few days’ time I will send my dogs for a full medical examination to ensure their teeth and gums are in order and in general they are in good health. My dogs will also be vaccinated for Kennel Cough which seems to be going around again. I do strongly recommend all dogs and cats are vaccinated each year against kennel cough. STUTTGART based sports car manufacturer Porsche has handed over 120,000 new vehicles to customers the world over from January to August 2014. That is an increase of 12 per cent in comparison to the same period last year. In August alone the company delivered around 15,000 vehicles - a jump of 30 per cent in comparison to the same month last year. Bernhard Maier,

Two rescues by SAMM crews THE Sailing Association Mar Menor (SAMM) has been in the thick of it recently, carrying out two spectacular rescues within days of each other. The crew of the 24ft Stryker catamaran Hamoor was sailing to Los Najeros after enjoying a day out in Playa Honda when they came across a vessel in distress in the Mar Menor. At first, they thought that the three people in the boat a distance from them were waving in greeting, as is normal amongst the sailing community. Waving back, it was not until they noticed the white flag that they realised that something was wrong. Dropping sail, the Hamoor made its way over to the boat, which turned out to be a four-metre dinghy, half full with water. With mast and boon down, and the sail dragging in the sea, the dinghy was in trouble. Aboard were a Spanish man and two young children around 10 years of age. Although they were wearing lifejackets, the two boys were visibly distressed and the language barrier probably didn’t help the matter. The Hamoor’s crew, with the help of the Spaniard, managed to get the boys into the safety of the catamaran, before they proceeded to tow the halfsunk dinghy back to Los Nietos and dry land. A couple of days later, other SAMM associates came across a pair of lads in canoes in distress in the water. One of the boys had got himself tangled up in jellyfish netting, and his canoe was capsized. Although the canoe could not be saved, SAMM members managed to pull the occupant to safety, and they all returned to shore .

Mazarron come back MAZARRON came back from behind to defeat a resolute Sucina team 1-3 and move into second place in the Primera Autonomica. The game got off to an explosive start when the Sucina goalkeeper charged out of his goal to deny Tolo a goalscoring opportunity by handling outside the area. He was shown the inevitable red card but Mazarron failed to take advantage of the numerical advantage in a disappointing first half. It was Sucina who took advantage of errors in the Mazarron defence enabling Antonio to give them the lead after 22 minutes. Neither side managed to create any clear-cut chances before the interval and Cristian’s free kick after 32 minutes did not trouble the Sucina keeper. The second half was a different story as Mazarron started to play the ball on the ground with some excellent passing movements. Chema replaced Lorca at half time and raced
