Europa Nostra in a Nutshell Europa Nostra en bref

Europa Nostra is the European voice of civil society committed to safeguarding and promoting cultural and natural heritage. It is the largest heritage network in Europe, maintaining close relations with the European Union, the Council of Europe, UNESCO and other international bodies. Europa Nostra celebrated its 60th anniversary in 2023.

Europa Nostra est la voix européenne de la société civile engagée dans la sauvegarde et la valorisation du patrimoine culturel et naturel. Plus important réseau du patrimoine d’Europe, Europa Nostra entretient des relations étroites avec l’Union européenne, le Conseil de l’Europe, l’UNESCO et d’autres organismes internationaux. Europa Nostra a célébré son 60ème anniversaire en 2023.

Since 2023, Europa Nostra has led the European consortium selected by the European Commission to run the European Heritage Hub.

2025 will be remembered as a year of deep political and geopolitical turmoil, marked by the deterioration of transatlantic relations and the continuation of the war in Ukraine and the armed conflicts in the Middle East. This poses growing challenges to the world order established at the end of the Second World War. Europe has been seriously affected by these changes, the attacks focusing more specifically on the values that form the essence of our continent, namely those of peace, democracy, human rights, and the rule of law. As an antidote to these challenges and these crises, culture and cultural heritage appear more and more as an instrument to bring people together and to build bridges on which Europe can assert its role and vision for the future.

Europa Nostra has strongly positioned itself to make its civil society voice heard in support of these goals and values by advocating the need for culture and cultural heritage to be included among Europe’s strategic priorities. We therefore strongly applaud the adoption of the Culture Compass for Europe by the European Commission. The Compass indicates the key directions for strengthening the role of arts and heritage for the future of Europe which, together with its 20 flagship initiatives, offers a new strategic framework for EU cultural policy and action. We were delighted to contribute to the shaping of the Culture Compass that has a strong heritage component.

2025 also offered the occasion to organise for the first time our European Cultural Heritage Summit in Brussels, at the very heart of policy and decision-making of the European Union. In the presence of over 700 heritage professionals and volunteers, the Summit offered a unique opportunity to send strong policy messages and to reassert our positioning as the leading organisation in Europe committed to the defence of our foundational values. These commitments were reflected in the Brussels Manifesto “Heritage Matters for Europe ― Europe Matters for Heritage”, which calls on European, national,

L’année 2025 restera dans les mémoires comme une année de profonds bouleversements politiques et géopolitiques, marquée par la détérioration des relations transatlantiques ainsi que par la poursuite de la guerre en Ukraine et des conflits armés au Moyen-Orient. Cette situation engendre des défis croissants pour l’ordre mondial établi à la fin de la Seconde Guerre mondiale. L’Europe a été gravement touchée par ces changements, les attaques visant plus spécifiquement les valeurs qui constituent l’essence même de notre continent, à savoir la paix, la démocratie, les droits de l’homme et l’État de droit. Face à ces défis et à ces crises, la culture et le patrimoine culturel apparaissent de plus en plus comme des instruments capables de rassembler les peuples et de jeter des ponts grâce auxquels l’Europe peut affirmer son rôle et sa vision pour l’avenir.

Europa Nostra s’est fermement positionnée afin de faire entendre la voix de la société civile en faveur de ces objectifs et valeurs, en plaidant pour que la culture et le patrimoine culturel soient inclus parmi les priorités stratégiques de l’Europe. Nous saluons donc vivement l’adoption de la Boussole culturelle pour l’Europe par la Commission européenne. Cette Boussole définit les orientations clés pour renforcer le rôle des arts et du patrimoine pour l’avenir de l’Europe et, avec ses 20 initiatives phares, offre un nouveau cadre stratégique pour la politique et l’action culturelles de l’UE. Nous avons été ravis de contribuer à l’élaboration de la Boussole culturelle, qui comporte une forte composante patrimoniale.

L’année 2025 a également été l’occasion d’organiser pour la première fois notre Sommet européen du patrimoine culturel à Bruxelles, au cœur même de la politique et du processus décisionnel de l’Union européenne. En présence de plus de 700 professionnels et bénévoles du patrimoine, le Sommet a constitué une occasion unique de transmettre des messages politiques forts et de réaffirmer notre positionnement en tant qu’organisation de référence en Europe engagée dans la défense de nos valeurs fondamentales. Ces engagements ont été reflétés dans le Manifeste de Bruxelles “Le patrimoine compte pour l’Europe ― L’Europe compte pour le patrimoine”, qui appelle les dirigeants européens, nationaux, régionaux et locaux à libérer l’immense

We recalled these commitments in December, when a delegation of the European Heritage Hub and the European Heritage Alliance, led by Europa Nostra, had a thorough exchange on the Culture Compass with Glenn Micallef, European Commissioner for Intergenerational Fairness, Youth, Culture, and Sport.

In 2026, we shall continue to celebrate excellence through the European Heritage Awards / Europa Nostra Awards, our flagship programme run in partnership with the European Commission and with the support of Creative Europe. We will continue to mobilise forces to save heritage at risk with the 7 Most Endangered Programme, which we run with the support of the European Investment Bank Institute. Furthermore, we will pursue our advocacy work for cultural heritage across Europe through the Europa Nostra Heritage Agora and the European Heri-

Europa Nostra was awarded the Empress Theophano Prize 2025 in recognition of its 60-year commitment to protecting and promoting European cultural heritage as a crucial pillar of unity, identity and sustainable development. We were highly honoured to receive this prestigious prize on behalf of all those who care for Europe’s cultural soul, heritage and values.

Europa Nostra a reçu le Prix Impératrice Théophano 2025 en reconnaissance de son engagement depuis 60 ans en faveur de la protection et de la promotion du patrimoine culturel européen, pilier essentiel de l’unité, de l’identité et du développement durable. Nous avons été très honorés de recevoir ce prix prestigieux au nom de tous ceux qui œuvrent pour l’âme culturelle, le patrimoine et les valeurs de l’Europe.

Europa Nostra received the Empress Theophano Prize 2025 on the evening of 6 November, under the awe-inspiring dome of the ancient Rotunda of Thessaloniki, Greece. The prestigious prize recognises Europa Nostra’s six decades of dedication to preserving and promoting Europe’s shared cultural heritage and to building bridges among nations and peoples. The symbolic event brought together 200 attendees, including many prominent figures, from across Europe to celebrate the unifying power of culture and heritage.

The Empress Theophano Prize 2025 was presented by H.E. the President of the Hellenic Republic, Mr. Constantine An. Tassoulas, to Europa Nostra’s Executive President, Prof. Dr. Hermann Parzinger, and Secretary General, Sneška Quaedvlieg-Mihailović. |  1-2 | The ceremony was hosted by Stavros Andreadis, Chairman of the Governing Council of the Theophano Foundation, and Herman Van Rompuy, Chairman of the Advisory Council of the Theophano Foundation.

Ce prix prestigieux récompense les six décennies d’engagement d’Europa Nostra en faveur de la préservation et de la promotion du patrimoine culturel commun de l’Europe et de la construction de ponts entre les nations et les peuples. Cet événement symbolique a réuni 200 participants, dont de nombreuses personnalités éminentes, venus de toute l’Europe pour célébrer le pouvoir unificateur de la culture et du patrimoine.

Le Prix Impératrice Théophano 2025 a été remis par S.E. le Président de la République hellénique, M. Constantine An. In her speech, the Secretary General of Europa Nostra, expressed gratitude for the honour and emphasised the fundamental value of championing our shared cultural heritage: “Today, when Europe is again facing the demons of the past, the core mission of Europa Nostra is needed more than ever. Let us celebrate ― through the safeguard of our cultural heritage ― the very motto of the European Union: its ‘unity in diversity’! ‘In Varietate Concordia’! Let us affirm together that our shared cultural heritage is not a mere ornament, but a fundament of our common European House”, said Sneška Quaedvlieg-Mihailović. |  4 |

In a video message broadcasted at the ceremony, Cecilia Bartoli, President of Europa Nostra, expressed pride about receiving the Empress Theophano Prize, highlighting the hard work and dedication of those who have been passionately involved in the organisation’s mission for the past six decades.

Célébrons, à travers la sauvegarde de notre patrimoine culturel, la devise même de l’Union européenne : “l’unité dans la diversité ! ― In Varietate Concordia !” Affirmons ensemble que notre patrimoine culturel commun n’est pas un simple ornement, mais le fondement de notre maison européenne commune”. |  4 |

Dans un message vidéo diffusé lors de la cérémonie, Cecilia Bartoli , Présidente d’Europa Nostra, a exprimé sa fierté de recevoir le Prix Impératrice Théophano, soulignant le travail acharné et le dévouement de ceux qui se sont passionnément engagés dans la mission de l’organisation au cours des six dernières décennies.

In an evening filled with reflection, music and symbolism, the Rotunda of Thessaloniki ― standing for over 2,000 years at the crossroads of civilizations ― became a powerful stage for a dialogue between past and present |  6 |. Once a Roman temple, later a Byzantine church, then an Ottoman mosque, and today a UNESCO World Heritage site, the Rotunda represents the coexistence of cultures that defines Europe’s history |  7 |.

The Empress Theophano Prize, established in 2020 by the Theophano Foundation, is awarded annually to individuals or organisations that make an exceptional contribution to bridging human divides through culture, education and understanding. Past recipients of the Prize include the European Commission’s Erasmus Programme, the scientists Dr. Uğur Şahin and Dr. Özlem Türeci who developed the first vaccine against the coronavirus, the conductor Daniel Barenboim and his initiative West-Eastern Divan Orchestra, and the UN and its Secretary-General António Guterres.

Le Prix Impératrice Théophano, créé en 2020 par la Fondation Théophano, est décerné chaque année à des personnes ou des organisations qui contribuent de manière exceptionnelle au rapprochement des peuples par la culture, l’éducation et la compréhension. In 2025, a series of events and activities were held in the frame of the EU-funded European Heritage Hub project, run by a consortium of partners led by Europa Nostra, such as the Forum on EU Enlargement in Budva, the Forum “Heritage Matters for Europe’s Cities and Citizens” in Brussels, the peer-learning visit to Sarajevo, and the publication of five papers to guide heritage policy in Europe and beyond.

En 2025, une série d’événements et d’activités ont été organisés dans le cadre du projet du Hub européen du patrimoine financé par l’UE et mené par un consortium de partenaires dirigé par Europa Nostra, tels que le Forum sur l’élargissement de l’UE à Budva, le Forum “Le patrimoine compte pour les villes et les citoyens européens” à Bruxelles, la visite d’apprentissage entre pairs à Sarajevo, et la publication de cinq documents destinés à orienter la politique du patrimoine en Europe et au-delà.

The European Heritage Hub Forum “EU Enlargement: Cultural Heritage as a Key Resource for Cities and Civil Society”, organised by ICLEI Europe and Europa Nostra, took place on 3-4 April in Budva, Montenegro |  1 |. Held at a critical time for the EU integration journey of the Western Balkans, this forum explored the multidimensional value of cultural heritage for social transformation, sustainability and cross-border collaboration. It gathered some 400 participants, both in-person and online.

The “Music Now. Musica Nostra” Conference, hosted by Centre Européen de Musique (CEM) and Europa Nostra on 30 April in Mafra, Portugal, demonstrated the power of music to foster unity and peace, and support the triple transformation ― social, green and digital ― in Europe |  2 |. As a follow-up of the conference, CEM published the “Music Now. Musica Nostra” Manifesto.

The Youth Heritage Days, organised by ESACH and Hispania Nostra, were held from 26 to 30 March in the medieval town of Albarracín, Spain |  3 |. Some 60 students and young professionals from 15 countries explored the role of cultural heritage in addressing the triple transformation.

On 21-23 May, the Hub hosted a peer-learning visit in Sarajevo, Bosnia and Herzegovina, bringing together 19 professionals from 12 countries to explore how culture

Le forum “Élargissement de l’UE : le patrimoine culturel, une ressource clé pour les villes et la société civile”, organisé par ICLEI Europe et Europa Nostra, s’est tenu les 3 et 4 avril à Budva au Monténégro |  1 |. Organisé à un moment crucial du processus d’intégration européenne des Balkans occidentaux, ce forum a exploré la valeur multidimensionnelle du patrimoine culturel pour la transformation sociale, la durabilité et la collaboration transfrontalière. Il a réuni près de 400 participants, en présentiel et en ligne.

La conférence “Music Now. Musica Nostra”, organisée par le Centre européen de musique (CEM) et Europa Nostra le 30 avril à Mafra au Portugal, a démontré le pouvoir de la musique pour favoriser l’unité et la paix, et soutenir la triple transformation ― sociale, verte et numérique ― en Europe |  2 |. These compelling documents are the result of the research and analysis work led by KU Leuven, through the Policy Monitor and Policy Reviews.

The Hub entered its Preparatory Action phase in September, extending the project for 18 months. We have an expanded consortium, up from 20 to 28 partners. To guide this new phase, we defined 10 key priorities illustrating the triple transformation and the challenges related to each component. In addition, a stronger focus will be put on youth empowerment, local outreach through the City Hubs, and advocacy related to the latest EU policy developments.

The Hub Forum “Heritage Matters for Europe’s Cities and Citizens”, organised by Europa Nostra on 14 October in Brussels, Belgium, urged EU leaders to prioritise cultural heritage in the upcoming Culture Compass for Europe and the next EU budget (2028-2034 Multian-

Le Hub a également publié cinq documents politiques sur le rôle du patrimoine dans l’action climatique, le soutien au processus d’élargissement de l’UE, la construction des identités européennes, le développement régional et la cohésion sociale, ainsi que les relations culturelles internationales. Ces documents convaincants sont le résultat des travaux de recherche et d’analyse menés par la KU Leuven, par le biais du Policy Monitor et des Policy Reviews.

Throughout the year, the Hub hosted insightful Heritage Dialogues, and Sharing Local Stories webinars; it also organised five educational study visits across Una Europa universities, publishing an Educational Study Kit that details best practices from these visits.

The City Hubs in Kraków, Athens, Lisbon and Nicosia were also busy leading fresh initiatives and events. For instance, on 27-28 February, stakeholders from across Europe and the Eastern Mediterranean gathered in Nicosia, Cyprus, for a series of events highlighting the role of heritage in fostering dialogue, reconciliation and social cohesion. |  7 |. Last but not least, in June, the Kraków Hub published a pioneering report that mapped NGOs in the heritage sector in Central and Eastern Europe.

In 2025, at Europa Nostra we intensified our advocacy work to put culture and cultural heritage at the core of European strategies, policies and budgets. Following consultations with our network of members and partners, and fruitful exchanges with European Commissioner for Culture |  1 |, we strongly endorsed the Culture Compass for Europe presented by the European Commission on 12 November in Brussels, Belgium.

Europa Nostra contributed to the first consultation on the upcoming Culture Compass for Europe hosted by European Commissioner for Intergenerational Fairness, Youth, Culture and Sport, Glenn Micallef, on 20 March in Brussels |  2 |. We also presented key insights from a report based on a survey regarding the upcoming EU Strategic Framework for Culture, conducted among our members and partners.

On 9 June in Valletta, Malta, Europa Nostra held a fruitful policy exchange on the role of cultural heritage within the upcoming Culture Compass with Commissioner Micallef |  3 |. Our Council emphasised the importance of allocating at least 2% of the EU budget (MFF 20282034) to culture ― including cultural heritage ― through an ambitious stand-alone programme dedicated to this sector, which has multiple values for Europe’s identity, society, economy and environment.

On 15 October in Brussels, a Europa Nostra and European Heritage Hub delegation met with Commissioner Micallef |  1 |. The delegation followed up on a letter urging that heritage is recognised as a distinct strand in EU cultural policy, and underlined the crucial importance of using the Culture Compass to give a clear direction towards Europe’s future which is value-based and culture-driven.

Europa Nostra, also as leader of the European Heritage Hub, welcomed and strongly endorsed the Culture Compass for Europe presented by the European Commission on 12 November in Brussels. This strategic document recognises culture and cultural heritage as a cornerstone of Europe’s security, resilience, democracy, competitiveness, social cohesion and sustainable development. We were delighted that the document’s motto “Europe for Culture ― Culture for Europe” is aligned with the motto of our Brussels Manifesto “Heritage Matters for Europe – Europe Matters for Heritage” issued on 6 November.

Representatives from Europa Nostra and the Hub met with European Commissioner for Enlargement Marta Kos on 8 October in Brussels to discuss the role of cultural heritage as an enrichment of the EU enlargement process and a driver of democracy, fundamental values, reconciliation and inclusion |  5 |.

On the global stage, at MONDIACULT 2025 organised by UNESCO from 29 September to 1 October in Barcelona, Spain, Europa Nostra helped to place European cultural heritage priorities at the heart of global discussions and underscore the vital role of heritage in climate action, social cohesion and peace building. On this occasion, we also joined the meeting of the Group of Friends for Culture-Based Climate Action |  6 | .

At COP30, the UN Climate Change Conference held on 10-21 November in Belém, Brazil, culture and heritage gained recognition for the first time in COP history. Culture and heritage were formally integrated into the Action Agenda. COP30 also saw the first-ever Culture Day as part of its themed days |  7 |.

Awards Prix

In 2025, the European Heritage Awards / Europa Nostra Awards, co-funded by the Creative Europe Programme of the European Union, were granted to 30 heritage achievements from 24 countries |  1 |. Europe’s top heritage awards were presented to the winners at a major cultural event held in Brussels, Belgium. The best heritage projects and the most inspiring heritage champions were also celebrated across the continent.

En 2025, les Prix européens du patrimoine / Prix Europa Nostra, cofinancés par le programme Europe créative de l’UE, ont été décernés à 30 réalisations issues de 24 pays |  1 |. Les plus prestigieuses récompenses européennes en matière de patrimoine ont été remises aux lauréats lors d’un événement organisé à Bruxelles en Belgique. The 30 winners were honoured at a high-profile event held on 13 October at Flagey, an iconic Art Deco building in Brussels |  2 |. Some 600 people from across Europe attended this year’s European Heritage Awards Ceremony, which was co-hosted by Glenn Micallef, European Commissioner for Intergenerational Fairness, Youth, Culture and Sport, and Prof. Dr. Hermann Parzinger, Executive President of Europa Nostra, and attended by other distinguished guests, including the First Vice-President of the European Parliament, Sabine Verheyen, on behalf of the President of the European Parliament, Roberta Metsola .

“Our culture and our heritage are celebrations of what defines Europe; of what defines us as Europeans; of our shared values of freedom, democracy, equality and inclusivity,” stated Commissioner Micallef, who made a major speech and announced the laureates of the Grand Prix, together with Prof. Dr. Hermann Parzinger.

The winner of the Public Choice Award 2025 went to the restoration of the Puerta de Alcalá in Madrid, Spain. This impressive project raised the largest number of votes, cast via an online poll with the participation of some 10,000 citizens from across Europe.

The immense relevance of heritage was on full display during the European Heritage Excellence Day held on 12 October at the Royal Museums of Fine Arts of Belgium in Brussels. The 30 winners presented their inspiring projects and shared key learnings to some 300 participants. “Many of these projects set shining examples for a more sustainable, green and inclusive future,” affirmed Jacek Purchla, Chair of the Awards’ Jury.

Throughout the year, Europa Nostra developed and supported initiatives aiming at raising awareness of and saving endangered heritage in Europe, in particular through the 7 Most Endangered Programme. Together with our national and European partners, we provided expertise, identified possible sources of funding and mobilised our network to support local efforts to save heritage at risk in various countries.

On 18 March, together with the EIB Institute, Europa Nostra announced the 7 Most Endangered monuments and heritage sites in Europe for 2025 |  1 |. This year’s list comprises three cultural and natural heritage sites ― the Nyborg Castle (Denmark), the Castle of Monemvasia (Greece), and the Victoria Tower Gardens in London (United Kingdom) ― which are threatened by unsuitable development projects; two modernist buildings ― the Generalštab Modernist Complex in Belgrade (Serbia), and the Valhalla Swimming Hall in Gothenburg (Sweden) ― under imminent threat of demolition; and two religious heritage sites ― the Arakelots Monastery and Settlement (Armenia) and the Great Synagogue in Orla (Poland) ― threatened by neglect or lack of funding, respectively.

The announcement of the 7 Most Endangered sites for 2025 was made at an online event which featured the participation of Glenn Micallef, European Commissioner for Intergenerational Fairness, Youth, Culture and Sport. Nominators and representatives of the selected sites also contributed to the online event, which was co-hosted by Guy Clausse, Vice-President of Europa Nostra, and Shiva Dustdar, Head and Director of the EIB Institute.

Following months of expert and civic protests, the related US investment company dropped the plans for the construction on this site of a massive hotel and real estate development, known as the “Trump Tower Belgrade”, on 15 December.

The Heritage Dialogues held on 2 April at the Citadel in Budva (Montenegro), in the frame of the European Heritage Hub pilot project, explored the key role of local communities in safeguarding Europe’s endangered heritage |  4 |. The event featured campaigns led by activists and civil society, focusing on three sites listed in the frame of the 7 Most Endangered Programme: the Cultural Landscape of Sveti Stefan (Montenegro), the Cycladic Islands (Greece) and the Generalštab Modernist Complex in Belgrade (Serbia). The participants also joined an excursion to Sveti Stefan |  5 |.

In response to the ongoing destruction of Ukraine’s cultural heritage, including the deplorable drone strike on the UNESCO-listed Saint Sophia Cathedral in Kyiv, Europa Nostra strongly supported the creation of the Ukrainian Cultural Heritage Fund in a statement issued on 19 June |  7 |.

This Fund is a crucial step in protecting, restoring, and rehabilitating Ukraine’s cultural legacy, which forms part of Europe’s shared heritage, and should become a key instrument of the country’s lasting recovery and resilience.

In a pivotal moment for culture at the European level, the European Cultural Heritage Summit 2025 in Brussels was the perfect occasion to highlight the political, societal, economic and environmental relevance of heritage for Europe and its citizens. From 12 to 15 October, over 700 participants gathered for a series of events that showcased heritage excellence, ignited key policy discussions and allowed us to reflect on Europe’s shared heritage and values. The key outcome of the Summit was the Brussels Manifesto “Heritage Matters for Europe ― Europe Matters for Heritage”, which calls for cultural and natural heritage to stand at the very heart of European strategies, budgets and policies.

The European Heritage Policy Agora took place on 15 October at the Zweig Visitor Centre of the European Parliament. This insightful event of the Summit, highlighted the vital role of culture and history in shaping European identity and strengthening the European project. The historic Hardwick Hall estate in central England played host to the Inclusive European Heritage Residency 2025 from 14 to 20 June, bringing together a dynamic group of emerging and established heritage professionals |  4 |. Solidarity with Civil Society and Cultural Heritage Professionals and Activists who defend European Values in Georgia and in Serbia

On 31 October, Europa Nostra issued a statement expressing unwavering solidarity with civil society and cultural heritage actors in Georgia, where recent laws and anti-EU rhetoric threaten to isolate this EU candidate country, thus endangering its rich cultural heritage and vibrant civic life.

As highlighted during the European Cultural Heritage Summit 2025, culture and cultural heritage are vital to our society, contributing to sustainable development, social cohesion and the well-being of citizens.

We urge the European Union and the international community to unequivocally condemn the steadily deteriorating legal framework in Georgia, the imprisonment of cultural workers, the silencing of journalists and civil society organisations, and the deliberate isolation of Georgia from the rest of Europe. These deplorable actions endanger both the country’s democracy and its unique cultural heritage which forms part of Europe’s shared heritage.

We call on the EU Institutions, EU Member States as well as the European and international human rights organisations to stand firmly with citizens in Georgia who fight for democracy and defend their rightful aspiration to join the European Union.

Following the European Cultural Heritage Summit 2025, Europa Nostra published a statement of solidarity with civil society and cultural heritage professionals and activists who defend European values in Serbia, an EU candidate country.

Protected heritage sites like the Generalštab Modernist Building face the risk of demolition to be replaced by a massive unsuitable real estate development project, while the Belgrade Fair faces the risk of radical transformation driven by private investment. Meanwhile, cultural voices are actively being silenced.

Europa Nostra stands firmly with the brave students, university professors, heritage professionals, and cultural organisations who have, since November 2024, courageously defended heritage, democracy, and artistic freedom amid mounting repression.

In the face of these challenges, Europa Nostra calls on EU Institutions and EU Member States as well as European and international human rights organisations and the wider European cultural community to act in solidarity with those in Serbia who defend both democracy and the cultural soul of Europe itself.

Sneška Quaedvlieg-Mihailović y partage son expertise basée sur le plaidoyer continu d’Europa Nostra en faveur de la vaste mobilisation d’experts et la société civile pour sauver ce bâtiment protégé.

Dans un autre article sur le complexe moderniste Generalštab publié le 24 novembre, la Secrétaire générale d’Europa Nostra a déclaré au journal The Art Newspaper que dans ce dossier complexe, la protection du patrimoine et la préservation des valeurs européennes, telles que la démocratie, vont de pair. Enfin dans l’article d’opinion intitulé “Retrouver la boussole culturelle et morale de l’Europe”, publié le 23 décembre dans le magazine mensuel indépendant serbe CorD Magazine, la Secrétaire générale d’Europa Nostra souligne que “l’Europe doit considérer ses fondements culturels et démocratiques non pas comme des vestiges du passé, mais comme des atouts stratégiques pour la paix, la résilience et un sentiment renouvelé d’appartenance et d’objectif commun ; cette responsabilité essentielle incombe tout autant aux institutions, aux dirigeants et aux citoyens.”

The ceremony for The Heritage Trees Project, Belgium ― winner of a European Heritage Award / Europa Nostra Award 2025 ― was held on 26 August at the archaeological abbey site of Ename, and culminated with children planting trees.

La cérémonie du projet Arbres du Patrimoine en Belgique ― lauréat d’un Prix européen du patrimoine / Prix Europa Nostra 2025 ― s’est déroulée le 26 août sur le site archéologique de l'abbaye d'Ename et s’est conclue par une plantation d’arbres par des enfants.

Income

Total income amounts to € 1.876.551 (2024 € 2.120.382). General income € 338.756 (2024 € 263.730 ) is € 75.026 higher than 2024. Membership contributions and donations & support increased with € 72.603, other income slightly increased with € 2.423 compared to the previous year. Income from activities € 1.537.795 (2024 € 1.856.651) is € 318.856 lower than in 2024. This is mainly due to the funding gap of two months between the end of the pilot and start of the preparatory action of the European Heritage Hub project, lower income from the European Heritage Awards as well as end of other activities.

Expenditure

Total expenditure amounts to € 1.948.729 (2024 € 2.122.501)

€ 173.772 lower than 2024. General expenditure is € 35.150 higher than in 2024. General expenditure amounts to 12,46 % of total expenditure (9,79 % in 2024); as in 2024, this percentage reflects the high allocation of general costs to our projects. Consequently, expenditure from activities amounts to 87,54% (90,21 % in 2024). The total expenses of the International Secretariat in The Hague and our Brussels Office amount to € 1.088.624 (2024 € 1.050.494), € 38.130 more than in 2024.

Le revenu total s'élève à 1.876.551 € (2.120.382 € en 2024). Les revenus généraux, d'un montant de 338.756 € (263.730 € en 2024), sont supérieurs de 75.026 € à ceux de 2024. Les cotisations des membres, les dons et les contributions ont augmenté de 72.603 €, tandis que les autres revenus ont légèrement augmenté de 2.423 € par rapport à l'année précédente. Les revenus provenant des activités s’élèvent à 1.537.795 € (1.856.651 € en 2024), soit 318.856 € de moins qu’en 2024. Cela s'explique principalement par un manque de financement de deux mois entre la fin de la phase pilote et le début de l'action préparatoire du projet du Hub européen du patrimoine, ainsi que par la baisse des revenus liés aux Prix européens du patrimoine et la fin d'autres activités.

Dépenses

Les dépenses totales s'élèvent à 1.948.729 € (2.122.501 € en 2024), soit 173.772 € de moins qu'en 2024. Les dépenses générales sont supérieures de 35.150 € à celles de 2024. Les dépenses générales représentent 12,46 % des dépenses totales (9,79 % en 2024) ; comme en 2024, ce pourcentage reflète la part importante des frais généraux à nos projets. Par conséquent, les dépenses liées aux activités représentent 87,54 % (90,21 % en 2024). Les dépenses totales du Secrétariat international dans nos bureaux de La Haye et de Bruxelles s'élèvent à 1.088.624 € (1.050.494 € en 2024), soit 38.130 € de plus qu'en 2024.

Result

The 2025 financial year shows a total income of € 1.876.551 (plus a positive interest) and total expenditure of € 1.948.729. Consequently, the year was closed with a negative result of € 65.234 (positive result of € 4.538 in 2024). After appropriation negative € 2.250 (2024 negative € 6.363) to the ‘Dineke and Hans de Koster Fund’ and no appropriation to the ‘Youth Fund’ (2024 no appropriation to the Youth Fund), the amount of € 62.984 is deducted from General Reserve. On 31 December 2025 the total Reserves, including the two labelled funds, amounted to € 465.445. The ratio reserves/total balance sheet was 51,07% on 31 December 2025 (2024 27,27 %).

Risk Analysis and Risk Mitigation

Potential operational, financial and reputational risks are: discontinuity of the European Commission grants or other grants, illness or departure of key staff, not be able to fulfil the obligations inherent to the projects co-funded by the European Commission or other parties, reduced income from individuals and organisations, incapability to raise sufficient additional income, unintentional damage to the reputation of Europa Nostra as a result of an omission or mistake as a consequence of an ever-growing number of simultaneous tasks. However, the competence, dedication and energy within the Europa Nostra team composed of professionals and qualified volunteers, as well as the high appreciation which Europa Nostra’s work receives internally and externally for the content, quality and importance of its achievements, reduce to a certain extent the probability of these risks to materialise.

Fraud Prevention

The Board of Europa Nostra acknowledges the importance of standards and ethical rules for all internal bodies (Board, Council, Committees) and the employees of Europa Nostra to prevent fraud.

Résultat

L'exercice financier 2025 affiche des revenus totaux de 1.876.551 € (auxquels s'ajoutent des intérêts créditeurs) et des dépenses totales de 1.948.729 €. Par conséquent, l’année se clôture par un résultat négatif de 65.234 € (contre un résultat positif de 4.538 € en 2024). Après une affectation négative de 2.250 € (affectation négative de 6.363 € en 2024) au “Fonds Dineke et Hans de Koster” et aucune affectation au “Fonds Jeunesse” (aucune affectation en 2024), un montant de 62.984 € est prélevé sur les réserve générale. Au 31 décembre 2025, les réserves totales, y compris les deux fonds affectés, s'élevaient à 465.445 €. Le ratio réserves/total du bilan était de 51,07 % au 31 décembre 2025 (27,27 % en 2024).

Analyse et atténuation des risques

Les potentiels risques opérationnels, financiers et de notoriété sont les suivants : interruption des subventions de la Commission européenne ou d’autres subventions, maladie ou départ de membres clés du personnel, incapacité à remplir les obligations inhérentes aux projets cofinancés par la Commission européenne ou d’autres partenaires, diminution des revenus provenant des particuliers et des organisations, incapacité à générer des revenus supplémentaires suffisants, atteinte involontaire à la réputation d’Europa Nostra à la suite d’une omission ou d’une erreur résultant d’un nombre sans cesse croissant de tâches simultanées. Toutefois, la compétence, le dévouement et l’énergie de l’équipe d’Europa Nostra, composée de professionnels et de bénévoles qualifiés, ainsi que la haute appréciation dont bénéficie le travail d’Europa Nostra tant en interne qu’en externe, en raison du contenu, de la qualité et de l’importance de ses réalisations, réduisent dans une certaine mesure la probabilité que ces risques se concrétisent.

Prévention de la fraude

Le Comité exécutif d'Europa Nostra reconnaît l'importance de normes et de règles éthiques applicables à tous les organes internes (Comité exécutif, Conseil, Comités), ainsi qu’aux employés d'Europa Nostra, afin de prévenir la fraude.

Looking Ahead

Similar to 2024, our financial perspective for 2025 and beyond remains challenging. We have seen our costs increasing, while the income decreases. Salaries were indexed by 2% (lower than the inflation rates in The Netherlands and Belgium). Personnel costs are expected to continue rising in the foreseeable future, which remains a long-term concern. On a positive note, we are grateful for the generous support of the Athanasios and Marina Martinos Foundation (AMMF) which contributes to Europa Nostra’s activities with € 112. 500 per year from 2025 to 2028. In 2026, Europa Nostra will continue implementing our three flagship programmes: the European Heritage Awards, Europa Nostra Agora both co-funded by the European Commission and the 7 Most Endangered Programme supported by the European Investment Bank Institute. Europa Nostra as leader of a strong consortium of partners will continue working on the Preparatory Action of the European Heritage Hub Project building on the success of the pilot project co-funded by the European Commission and launched in May 2023. We value the confidence of the European Commission and our European partners. While the income from project grants remains stable, Europa Nostra needs to further intensify its efforts to receive additional funding to provide the necessary co-financing rates of 10-20% through fundraising activities in 2026 and beyond.

As ever, Europa Nostra remains grateful for the vital and loyal support of our members, partners, donors and sponsors. Above all, we would like to thank all volunteers who serve Europa Nostra on the governing bodies, juries and various committees. Without their immense pro bono contribution, our work would not be possible. Our sincere gratitude also goes to the strongly committed staff members of Europa Nostra working in our offices in The Hague and Brussels, but also remotely from Italy and Portugal.

Perspectives d’avenir

Tout comme pour 2024, nos perspectives financières pour 2025 et au-delà restent difficiles. Nous constatons une augmentation de nos coûts, tandis que nos revenus diminuent. Les salaires ont été indexés de 2 % (un taux inférieur à l'inflation aux Pays-Bas et en Belgique). Les coûts de personnel devraient continuer à augmenter dans un avenir proche, ce qui reste une préoccupation à long terme. Sur une note positive, nous sommes reconnaissants du soutien généreux de la Fondation Athanasios et Marina Martinos (AMMF), qui contribue aux activités d’Europa Nostra à hauteur de 112.500 € par an de 2025 à 2028. En 2026, Europa Nostra poursuivra la mise en œuvre de ses trois programmes phares : les Prix européens du patrimoine et l’Agora Europa Nostra, tous deux cofinancés par la Commission européenne, ainsi que le programme des 7 sites les plus menacés, en partenariat avec l’Institut de la Banque européenne d’investissement. Enfin, en tant que chef de file d’un solide consortium de partenaires, Europa Nostra continuera à travailler sur l’Action préparatoire du projet du Hub européen du patrimoine, en s’appuyant sur le succès du projet pilote cofinancé par la Commission européenne et lancé en mai 2023. Nous apprécions la confiance que nous accordent la Commission européenne et nos partenaires européens. Alors que les revenus provenant des subventions de projets restent stables, Europa Nostra doit intensifier ses efforts pour obtenir des financements supplémentaires afin d’assurer les taux de cofinancement nécessaires de 10 à 20 % grâce à des activités de collecte de fonds en 2026 et au-delà.
