2026 Strategy: Power Agreements & EBA Progress

We hit the ground running this year with Power Industry Agreements taking centre stage. Lead negotiators Arron Harris, Ben Schmidt and Matt Boyd, supported by our dedicated Shop Stewards, are driving these discussions. We are committed to securing a solid outcome that reflects the value our members bring to the power sector.

Simultaneously, our contracting sector is finalising the 2025-2029 EBA. Throughout February and March, dozens of companies and hundreds of members turned out to vote, successfully locking in superior living standards and security through to 2030.

Addressing the Unprecedented Skills Shortage

The scale of work currently hitting Victoria has created an unprecedented skills shortage – one that the Branch is actively tackling with a range of strategic measures.

From the rollout of data centres and ‘AI factories’ to generational infrastructure like the Suburban Rail Link, North-East Link, and

the Sunshine Hub, the pipeline is massive. When you add the Melton and North-East Hospitals, the Western Distributor electrification, and a wave of renewable energy projects – including six big battery builds and several wind farms – the demand is clear.

With major upgrades to the Grand Prix circuit, the National Gallery, the return of commercial apartment projects, and a $17 billion investment at Melbourne Airport, we urgently need thousands more qualified electrical workers and apprentices to meet this challenge and keep the State moving. To put this in perspective, the ETU has internally mapped the labour requirements to build these projects in the next 3-5 years with a demand of up to 27,000 new electrical jobs to complete these projects. This is massive and unprecedented!

The Plan: A Standalone Training Centre

To meet this demand, we are in deep discussions with the Allan Government to establish a dedicated, blue-collar electrical training hub.

Our immediate goal is to place 2,000 apprentices over the next 18 months, assisting with some of the labour requirements that will initially be needed.

Balancing the Boom

While it’s a ‘good problem’ for a Union Secretary to have – thousands of new workers entering the trade, enjoying union wages and conditions – we must be strategic. We are focused on a careful balancing act:

• Apprentice Intake: Scaling up to meet the immediate demand for 2,000-plus apprentices.

• Full Employment: Prioritising work for all Victorian electricians. We are practically there now with full employment.

Regional Strategy: Utilising top-up FIFO arrangements for regional projects where necessary to maintain stability.

Our mission is to ensure that when this boom eventually levels out years from now, we aren’t left with an excessive number of surplus workers. By getting the balance right today, we ensure our members and their families enjoy the benefits of full employment for a long time to come.

EBA UPDATE: The Results are In!

The first quarter of 2026 has been a landmark period for our contracting sector. We’ve seen over 50 companies and hundreds of ETU members visit Arden Street to proudly vote up the 2025-2029 Contracting EBA.

This Agreement remains the gold standard in Australia. It recognises the skill and dedication of our members by delivering nation-leading wages, superior conditions, and the security of knowing your living standards are protected for years to come.

A NEW ERA OF

COLLABORATION

Victoria’s future is being built today — on construction sites, on infrastructure projects, and in classrooms where the next generation of skilled workers are learning their trade.

The Electrical Trades Union Victoria and Kangan Institute are excited to announce a new collaboration that will play a vital role in training electrical apprentices for the projects that will shape our State for decades to come.

For apprentices, the opportunity is significant. They will have access to high-quality training environments, experienced instructors, and direct engagement with industry. This will help bridge the gap between starting an apprenticeship on site and commencing TAFE in a timely manner.

The partnership also reflects a shared commitment to the trade union movement, with

Sharan Burrow AC serving as Chair of the Board of Kangan Institute and as a board member of the State Electricity Commission. A teacher and lifelong union member, Sharan has long been a friend of the Electrical Trades Union. She is a longstanding campaigner for social justice, labour standards, climate action, and a just transition. As former General Secretary of the International Trade Union Confederation and former President of the Australian Council of Trade Unions, she has represented the Australian and global union movement on the world stage.

The ETU has long championed high-quality apprenticeship pathways and the protection of the A-Grade Licence, while

Kangan Institute brings decades of experience delivering industryrelevant vocational education. Together, we form a powerful combination — grounded in practical industrial knowledge and supported by leading training facilities and educational expertise.

Ultimately, this collaboration is about building confidence: confidence in our apprentices, confidence in our training systems, and confidence that Victoria will continue to have the skilled workforce needed to deliver the projects that keep our State moving forward.

The journey for every electrical worker must begin with an apprenticeship. Through this partnership between the ETU and Kangan Institute, that journey will be stronger, better supported, and more closely aligned with our Union values.

It is an exciting step forward one that will help power Victoria’s future.

NELP is currently one of Victoria’s most significant infrastructure undertakings, and represents the largest investment ever made in Melbourne’s North-East.

By connecting the Eastern Freeway to the M80 Ring Road, the new 6.5km tunnels from Watsonia to Bulleen will shave 35 minutes off travel times, remove roughly 15,000 trucks from local streets, and finally complete the missing link in the city’s freeway network.

Crucially, this is a Union Built project, providing long-term, stable employment for our ETU members.

North East Link marks the third major tunnelling project of my career, following my work on the Victorian Desalination Plant and the Metro Tunnel. Each project has brought its own unique set of challenges, providing me with invaluable experience in the field. Today, I find a great deal of professional satisfaction in mentoring the next generation, and it is a privilege to pass on what I’ve learned to talented emerging Delegates like Jess. Together, we are building a strong and capable team.

PROJECT MILESTONES & WORKFORCE

With the tunnel boring machines nearing the end of their run, the project is pivoting towards the next major phase.

Following the Easter break, the electrical fit-out officially began.

Multiple electrical contractors are already established on-site, ensuring high-quality opportunities for our members.

There are currently 160 ETU electricians active at the North East Link Program.

This is the second tunnelling project of my career. My first experience was back in 2011 at the Desalination Plant, working on two underground tunnels 15 metres below the seabed. Those measured 1.2km and 1.5km long with a 4-metre internal diameter. By comparison, the North East Link Project is a massive step up, featuring twin 5km TBM tunnels with 14.1-metre internal diameters.

NELP is easily the most challenging job I’ve tackled. Working with Kussy has been a standout experience; he has a wealth of knowledge. Honestly, I thought I knew it all until I started working alongside him –I’ve learned a massive amount.

This number is projected to surge to 1,050 electricians as the project progresses toward its completion in 2028–2029.

This project offers exceptional job security and is a powerful example of the strength of our Union. It is a great time to be ETU!

MATT GALEA: POWERED BY THE TRADE, DRIVEN BY THE OUTDOORS

Matt Galea has been a qualified A-Grade Electrician for five years; a career path he chose for its strong professional reputation and the high standard of ‘clean’ work it demands. At 26, Matt has found a rhythm that allows him to excel on-site while making the most of every hour off the clock.

On the Job: The NELP Experience

Currently working with Mega Electrics – a subcontractor on the North East Link Project (NELP) –Matt views his time on the tunnel project as a major career milestone.

“It has been a massive eye-opener,” Matt says. “Seeing the scale of the machinery and the complexity of how a project this size comes

together is a great educational experience. The hours are long, but it’s incredibly rewarding. We’ve got a great crew here and it helps that everyone is in the same boat, working towards the same goal.”

Life Outside the Circuit

When he isn’t powering the city’s infrastructure, Matt is likely to be found as far from the grid as possible. A lifelong outdoor enthusiast, he spends his downtime camping, fishing, or hitting the water with friends – jet skiing, wakeboarding and kneeboarding.

“The Union allows all of my hobbies to happen. Having scheduled RDOs and lockdown weekends gives me the time I need to actually get away and reset. I love having the ability to head off, recharge, and come back to the site ready to get back into it.”

At just 21 years old, 4th-year apprentice Isaac is living proof that the future of our industry is in good hands. Having nearly finished his apprenticeship, and counting down the days until he’s an A-Grade, Isaac’s hard work hasn’t gone unnoticed.

After Alex Del Grosso (ETU OHS Coordinator & Trainer) caught wind of Isaac’s reputation on-site, he encouraged him to apply for the 2025 ETU National Apprentice of the Year. Fast forward through the selection process, and Isaac found himself in the Top 5 nationwide. Unfortunately, Isaac didn’t take first place, but is still a winner by simply being an ETU sparkie!

“I tried a few different trades before landing here,” Isaac says. “The electrical industry just resonated with me. I have plenty of family and friends already in the trade and I knew I wanted to embrace it – and become part of the union movement that they have all been proudly involved in.”

Work Hard, Play Harder!

For Isaac, being an ETU member isn’t just about the work – it’s about the lifestyle. He is a massive supporter of the Outdoor Recreation Advocacy Group (ORAG) and the work the Union does to protect our access to the bush and the waterways.

“The support for ORAG is huge. It keeps us doing the things we love. Without the Union fighting for our long weekends and RDOs, we wouldn’t have the time to get out there and enjoy it.”

When he isn’t on-site, you’ll find Isaac anywhere that the sun is shining and the water is moving. “If it’s outdoors and having fun, I’m there!” From knee boarding and jet skiing to snowboarding in the winter, he’s a true outdoor recreation enthusiast!

“Gone Fishing”

Isaac’s fishing resume is already impressive, ranging from pursuing fish on the Great Barrier Reef to hunting Northern Territory Barramundi and having a go in our own Port Phillip Bay. His favourite spots are the Murray River and Lake Eppalock.

Looking Ahead

Isaac recently attended the ETU conference and outdoor expo, and he came away more certain than ever about his career choice.

“With the mateship, the conditions, and the sheer amount of work coming up in the industry, it’s an incredible time to be a sparkie. I definitely made the right decision.”

Together, these projects are designed to handle a passenger surge from 36 million today to an estimated 76 million by 2042. That means thousands more ETU jobs.

Boom continues.

Billions in the west.

From the enormous works program at Melbourne Airport to the long-awaited Sunshine Superhub, ETU electrical workers are at the centre of projects that will shape Victoria for decades.

Anyone who travels through Melbourne Airport can’t ignore the scale of construction underway. Over the next decade, the airport will deliver up to $17 billion in capital investment, upgrades, and improvements – a powerhouse pipeline that will create thousands of strong union jobs for

ETU members. These are the jobs that keep our members working, supporting families, and securing longterm careers right here in Victoria.

Two headline projects stand out. The airport’s new runway is due to open in 2031, helping Melbourne handle future growth, and strengthening Victoria’s connection to the rest of Australia and the world.

On top of that, Melbourne Airport has announced a $4.5 billion expansion of its international terminal, including larger check-in and baggage halls, five new gates, expanded reclaim areas, and more space for border agencies, lounges, retail, and waiting areas. Preliminary works are set to begin

after the new road network opens in September 2026.

At the same time, Sunshine Superhub is getting underway as the first stage of Melbourne Airport Rail. Backed by a $4.1 billion investment, the project will transform Sunshine into a major transport hub, adding new regional platforms, upgraded connections, and capacity for more than 1,000 trains a day.

Together, these projects are designed to handle a passenger surge from 36 million today to an estimated 76 million by 2042. That means thousands more ETU jobs – quality work we can be proud of as we help connect our State to the world.

The Sunshine Superhub

SUNSHINE STATION IS BEING COMPLETELY REBUILT TO SERVE AS THE GATEWAY TO TULLAMARINE AIRPORT AND THE POWERHOUSE OF MELBOURNE’S WEST.

Melbourne Airport’s Third Runway (M3R)

THIS PROJECT EFFECTIVELY DOUBLES THE AIRPORT’S OPERATIONAL EFFICIENCY.

MELBOURNE IS FLYING HIGH –AND ETU MEMBERS ARE POWERING IT.

The Concept: Sunshine will become a regional Superhub, acting as the primary interchange between the Melbourne Airport Rail, the Metro Tunnel, and regional lines (Geelong, Ballarat, and Bendigo).

Key Features:

A massive expansion of Sunshine Station, including two new dedicated regional platforms.

A new airport rail link that will run from Sunshine to Tullamarine in about 11 minutes.

Integration with the Suburban Rail Loop (SRL), allowing travellers from the South-Eastern suburbs to reach the airport with a single interchange.

Timeline: Major upgrades at Sunshine and Albion stations are slated to begin in early 2026, with the hub becoming fully operational alongside the airport rail link (projected 2029–2030).

The Build: A new 3,000-metre runway 1.3km West of the existing North-South runway.

Parallel Operations: Will allow for simultaneous take-offs and landings (a capability Sydney and Brisbane already have) by removing the bottleneck where planes currently have to wait for the intersecting East-West runway to clear.

Economic Impact: An estimated injection of $6 billion annually into the Victorian economy and support for over 50,000 jobs by 2046.

RAIL, INFRASTRUCTURE & GENERAL TRADES UNION OFFICIAL

I am incredibly proud to be part of the historic ‘Big Build’ Sunshine Superhub, and even prouder to be representing our members as their union official on this landmark project. This hub will finally bridge the gap between our local communities, tourists, and Melbourne Airport.

The Sunshine Superhub also will put infrastructure in place for the future electrification of the Melton line, one of the fastest growing regions in Australia.

With Melbourne Airport recently recognised as the best in Australia and the Pacific at the Skytrax World Airport Awards, delivering a direct rail link is a huge milestone and gamechanger. Our rail, signalling, and infrastructure crews are ready to get to work on this historic connection.

This project is a long-awaited win for our industry. Most importantly, it will be Union Built and Union Proud. For our members, the scale of this project offers more than just work; it provides genuine longevity and job security.

This hub will finally bridge the gap between our local communities, tourists, and Melbourne Airport

It is an exciting milestone for a major city like Melbourne to finally establish a dedicated airport rail link, providing a much-needed alternative to shuttle buses and expensive airport parking.

We are currently in the early stages of the project, focusing on correlation and condition reports for track equipment. Our current team of eight is managing the foundational workload, but we are anticipating a significant expansion, with a second correlation phase kicking off, which could see our team grow by more than 25 members.

ORGANISER UPDATE: VLAD JURIC IN THE STRENGTH

Late last year, I was honoured to be appointed as the Union official to manage the ‘Wild West’. As a local myself, I can personally attest that the West truly is the best – and right now, it is absolutely surging.

The scale of development in our backyard is staggering. We are currently tracking more than 200 active and upcoming projects, with a total value reaching into the high billions. To put that in perspective, a single data centre currently under construction is valued at $3 billion, and it is just one of many.

Our footprint spans critical infrastructure, including:

Healthcare: Major hospital builds and upgrades.

Education: New schools to support growing communities.

Technology: High-value data centres.

Residential: Large-scale apartment complexes.

I am currently overseeing nearly 6,000 ETU members, a number set to climb as these projects ramp up.

I accept this challenge with immense pride. My priority is clear: to ensure that during this historic peak, our members are wellrepresented, our site standards are controlled, and – above all – that safety remains paramount. It is a great time to be ETU!!

POWER INDUSTRY UPDATE: BEN SCHMIDT

In late 2024, Ben Schmidt accepted a role in the ETU’s National office to contribute to the industry’s response to the massive growth in transmissions and renewables across Australia.

However, with Victoria’s electrification boom now in full swing and the upcoming power industry’s 2026 EBA negotiations, Ben is back!

He will now serve in a dual capacity –continuing his vital work as National Power Industry Coordinator while returning to the field as a Victorian Branch Power Official. His primary focus will be overseeing Citipower/ Powercor and their associated contractors.

With nearly 20 years of proud ETU membership and deep industry experience under his belt, Ben is ready to hit the ground running.

“The ETU Victorian Branch gave me my start as an official,” Ben says. “I’m looking forward to re-connecting with familiar faces across the State and bringing that experience to the table for our members.”

Ben’s key priorities for the months ahead include:

The Victorian ETU State Council was honoured to welcome United Workers Union (UWU) National Secretary Tim Kennedy in February, who addressed the Council on the critical issues facing his members and the broader union movement.

Tim is one of Australia’s most formidable and respected union leaders, representing 130,000 workers nationwide. His relationship and loyalty to the ETU is deep and long-standing; he has stood shoulder-to-shoulder with our members through countless disputes and has been a powerful voice on our picket lines for years.

His strategic knowledge and commitment to the movement

are second to none, and our support for his leadership remains unwavering. As we go to print, the UWU is conducting elections for its leadership and officials. Given Tim’s track record of outstanding leadership and the solid backing of the ETU, its members and other like-minded unions, we are confident he will continue to lead one of the country’s largest unions and remain a fierce defender of workers’ rights for years to come.

The ETU Victorian Branch looks forward to building on our decadeslong partnership with Tim Kennedy and the UWU. We wish him the very best in the upcoming elections and the ETU’s February State Council reaffirmed our unwavering support for Tim in his internal elections.

Lead-Government, Stakeholders and Policy

Fuel Prices, Global Conflict and Cost-of-Living Relief

Donald Trump’s war in the Middle East is driving up fuel prices and directly impacting Victorian workers. Higher fuel costs flow through everything getting to work and stocking supermarket shelves.

It’s my great pleasure to write the column that will probably be the least popular one in the magazine.

But with Victoria heading to the polls on 28 November, it’s worth taking a moment to think about what is actually at stake for ETU members and their families over the next four years.

There is a lot of noise around politics at the moment. Cost-of-living pressures, opinion polls and the issues surrounding the CFMEU have been taking up plenty of airtime. Trade unions need to look past the noise, and focus on what matters most to blue-collar workers: job security, wages, training, and living standards.

On that measure, this State Government has delivered for ETU members. Fast-tracked planning approvals for data centres, getting on with the Sunshine Superhub,

and the SEC’s investment in State-owned batteries, solar and wind generation are all helping keep electrical workers in strong demand. After a decade of the biggest infrastructure boom this State has ever seen, private investment is now flowing in behind it, with billions committed to Melbourne Airport and data centres, creating major opportunities for electrical workers across Victoria.

Victoria’s TAFEs are full, and the pipeline of work remains strong. In 2025, more than 54,800 apprentices across all trades were working towards their qualifications – a significant increase that shows just how much demand there is for skilled workers.

There is no better place in Australia to be an electrical worker than Victoria, and that has not happened by accident. It reflects years of hard work by our members, and serious engagement by our Union with the government.

That same approach has delivered outside the workplace, too.

Through the ETU’s Outdoor Recreation Advocacy Group, we have worked with the government to protect and expand the activities that many of our members enjoy on their weekends – opening up new national parks to recreational deer hunting, maintaining the duck season, and supporting the creation of Outdoor Recreation Victoria.

At the same time, we have fought to protect the trade, improve licensing, and ensure the voices of Victorian electrical workers are respected in the corridors of power.

Members will make up their own minds at election time, as they should. But this year it is worth being clear-eyed about the choice: between a government that has worked with us and delivered jobs and opportunities, and an alternative that talks about cuts, deregulation and attacks on construction workers, their wages and their rights at work.

In November, every Victorian will cast their own vote, there is a lot at stake.

Supply pressures and plastic shortages are affecting the construction industry, and the ETU is working with industry to keep projects moving.

The Victorian Government is responding with practical relief, including fuel price measures, cheaper registration, cheaper public transport and the Servo Saver app.

Victorian workers shouldn’t bear the brunt of global events, and in times of crisis, we need governments that act.

There is no better place in Australia to be an electrical worker than Victoria, and that has not happened by accident.

As the electrical trades union representing Victorian workers, the ETU is deeply concerned by revelations that critical safety failures have endangered the health of electrical workers involved in renewable energy projects here in Australia. The recent discovery that brake pads used in wind turbine lifts contain asbestos – a hazardous material banned in Australia since 2003 – raises serious questions about supply chain oversight and workplace safety protections.

Exposure Risks for Electrical Workers

Wind turbine lift brake pads supplied by an overseas manufacturer were found to contain white asbestos, putting workers who handle these components at risk of exposure to this deadly carcinogen. These brake pads have been used in wind turbines owned by major renewable energy companies which operate more than 60% of Australia’s wind turbine capacity. Such exposure risks are entirely unacceptable and highlight critical gaps that must be urgently addressed to safeguard electrical workers on-site.

Failures in Supply Chain Oversight

While Australian regulations strictly prohibit the importation of asbestos and products containing it, these contaminated brake pads nevertheless entered the supply chain and made their way to worksites. The Electrical Trades Union has always championed safe workplaces, rejecting any compromise on workers’ health caused by inappropriate equipment or unsafe work conditions. It is unacceptable that electrical workers – who are simply doing their job – may be forced into situations where they are exposed to asbestos.

Demands for Regulatory Enforcement

The ETU has called for immediate and stringent enforcement of workplace health and safety laws. Regulators such as WorkSafe Victoria must wield their full powers to prevent asbestoscontaining materials from reaching job sites. This includes rigorous inspections at the border, coordinated recall and safe removal programs, and ensuring strict accountability for companies that fail to comply with bans on asbestos products.

Electrical workers are frontline operators in the transition to renewable energy, a sector expected to grow significantly in coming

years. They deserve the highest standards of occupational safety, free from the threat of hazardous materials. The Union will continue to advocate vigorously for stronger border controls and proactive measures that eliminate the risk of asbestos imports linked to renewable energy components.

A Commitment to Public and Worker Health

Asbestos exposure is not only a workplace hazard but a community threat, given the potential for contamination to spread beyond job sites. Protecting workers is therefore also about protecting the broader public health.

The Electrical Trades Union remains committed to working with regulators, employers, and suppliers to ensure all equipment and materials used in renewable energy projects meet stringent safety standards. We urge all industry participants to prioritise the safety and wellbeing of electrical workers above all else. The pathway to a sustainable energy future must never compromise workers’ health.

Liam Cottle, A-Grade Electrician and ETU member, has been travelling to Bali annually for the last couple of years without any hiccups – that is, until his trip in March this year.

Four days into his holiday with his girlfriend Alexia, they were both hit with a debilitating ‘double whammy’ of the infamous Bali Belly. The situation escalated quickly,

requiring in-room medical attention, including IV drips and antibiotics - resulting in expensive medical expenses.

Fortunately, Liam had attended the EBA sign-up meetings at ETU headquarters in late 2025, where he learned about the new free Travel Insurance Benefit for financial members announced by Secretary Troy Gray. Having registered before leaving home, Liam felt a massive sense of relief when it came time to claim his medical expenses.

“The process was so easy,” Liam says. “I just went to the ETU

website, hit ‘Get Started’ on the Travel Insurance Benefits page, and completed the registration form to travel overseas. Within 24 hours, I had all the contact details ready to go, which was a lifesaver when we actually needed them.”

The claim process was just as smooth. “It was totally seamless,” Liam explains. “They just needed proof of payment and bank statements, and it was sorted. They were great to deal with. Energy Safe Victoria (ESV) has introduced Continuing Professional Development (CPD) for the electrical trade. You must complete the CPD course within the 2 years before renewing your licence. But you don’t have to sweat it, as you can do your CPD course for free at the state-of-theart Centre For U training facility, with the CPD Skills Maintenance course taking just 8 hours.

The Centre For U delivers courses and has also partnered with other RTOs to ensure you can access high-quality industry skills training. This means that you can get trained and back to work, or advance your career without having to dip into your safety net. The ETU is committed to looking after the wellbeing of all our members, both on and off the job. We offer a range of Health Services free for you and your family, to ensure you are all in good health all year round. With our General Health and Skin Checks you can catch any concerns early and follow up with your GP who can provide treatment or further referrals. The Australian Drug Awareness (ADA) course really opened my eyes to how deeply drugs and alcohol impact everyday people. I was shocked to learn how high the suicide statistics are in relation to substance abuse it really puts the scale of the issue into perspective. The biggest takeaway for me was the reminder that looking after your mates is a job in itself. It’s a responsibility we all share.

Andrew Kunkel’s journey with unionism started early in his career, working in hospitality and retail. “I’ve always been a staunch unionist.

I joined a union during the second job I ever had,” he says.

After stints with the LHMU (now the United Workers Union) and the SDA, Kunkel – as he’s known to his workmates – began his electrical apprenticeship and joined the ETU. “Unionism makes such a difference. It’s about people coming together for a common cause, getting a fair share of the pie, and ensuring safety. It’s much easier to speak out when you have numbers behind you.”

Now working in Victoria with Prime Electrical and Data, Kunkel is a Delegate on the MEL07 Data Centre project. It’s a first for both him and the company.

We are not volunteering to die; we are volunteering to help.

While the scale is massive – peaking at around 200 electricians over a 12-month build aimed for completion by Christmas – the work itself was a surprise. “It’s less data cabling than I expected,” he explains. “It’s more about the heavy infrastructure: main cables, cable trays, and the power required to supply the data.”

Answering the Call:

Joining the CFA

At the end of the COVID-19 pandemic, Kunkel moved his family to regional Victoria, settling on a few acres in Wandong. Looking for a way to contribute to his community, he originally planned to join the SES.

“The CFA was running a recruitment drive the year we moved. I went down to the brigade with the kids for an open day and got accosted by the Captain. Turns out he was a union rep for the AWU! As fellow unionists, we had plenty to talk about, and before I knew it I was signing up.”

That sign-up kicked off a rigorous, 12-week training program. Because the CFA is a Registered Training Organisation (RTO), all qualifications are nationally recognised.

“We trained twice a week, covering general firefighting, rolling hoses, selecting the right nozzle (branch), safe approaches, and fire behaviour.

I joke that I’m basically a meteorologist now because we learn so much about weather patterns. We also train in forced entry, motor vehicle accidents, and truck rollovers.”

Today, Kunkel’s at the mercy of his pager, which can go off at any moment. “I got a page just fifteen minutes ago! Obviously, I can’t attend while I’m at work. But when you are available, you have to quickly get out of bed, get dressed and drive to the station where you have six minutes to get the truck rolling.”

And the best part? “Driving the truck is fun – especially with the lights and sirens, or ‘cherries and berries’ as we call them.”

Finding the Crossover: Stewardship and Service

For Kunkel, there is a direct parallel between being a Shop Steward and a volunteer firefighter. Both roles are centred on supporting people on some of their hardest days.

“I love giving back and meeting the community. That’s where the crossover is with my professional life. As a Steward, I’m making sure we look out for the workers’ best interests. Out on a call, it’s often the worst day of someone’s life, and I get great satisfaction from offering support.”

On the Front Line

Over the last three years, Andrew has attended roughly 300 call-outs. His brigade averages about 250 calls a year, and he is there for about half of them. Recently, the brigade has been busier than ever, experiencing its most demanding start to a year on record. He has fought major, long-term campaign fires, including the Longwood

fire in January (which burnt for a month, spending seven days on the fire line) and the Trawool fire (where he spent three to four days).

“Standing on the front line gives you a deep respect for fire. You become very conscious of its power. You see first-hand how devastating it can be. But the hardest part of the job is

attending car accidents. When you see a child seat in the back, your heart just drops.”

Fighting fire also requires immense mental discipline to avoid the ‘red mist’ – a state of hyper-focus where a firefighter fixates solely on the fire and loses track of their mates and surroundings.

“Putting the fire out isn’t always the best or only option. There are a lot of tactics involved. Sometimes it’s a matter of life and death, so you stay out of the way and protect houses. We are not volunteering to die; we are volunteering to help. Safety is always paramount.”

Whether he’s standing up for a sparkie on-site or responding to a midnight page out in Wandong, Andrew Kunkel remains a dedicated advocate for safety, fairness, and his community.

The ETU recently supported Kunkel’s brigade through a community grant, donating a reciprocating saw valued at over $800. This versatile tool is a game-changer on the front line.

“It helps us

cut windscreens out of cars, slice through bonnet latches to access engine fires, and even cut playground equipment when kids get trapped in railings.”

Whether he’s on-site as an ETU Delegate, fighting for a fellow sparky’s rights or racing to a midnight call-out with the CFA, Kunkel is the definition of a local hero—unwaveringly committed to safety, fairness, and his community.

8-Hour Workday History

On 21 April 1856, Melbourne’s building workers achieved a historic victory by establishing the 8-hour day as the industry standard.

8 hours work, 8 hours rest and 8 hours recreation.

The March for Solidarity

Led by James Stephens, stonemasons at the University of Melbourne walked off the job and marched towards the city. As they moved along, workers from various other sites joined the ranks, eventually converging at Parliament House. Their goal was simple but powerful: total industry compliance.

Fellow stonemason James Galloway played a vital role in instigating this movement. He noted that while many stonemasons had already been granted the 8-hour day, they refused to stop fighting until the right was ‘universal’. He explained in a letter to a prominent newspaper that most of the stonemasons on the march had already been granted the 8-hour day. But, as he said:

“We considered we were not justified in accepting the boon from our employers unless it could be universal in its operation, so that all contractors might have a fair chance.”

Levelling the Playing Field

By demanding the standard apply to everyone, they ensured that no contractor could gain an unfair advantage by overworking their staff..

The Power of Unity:

The event stands as a landmark act of solidarity, proving that workers fighting for one another can secure rights that last for generations.

James Galloway proved that when workers unite, real change follows. His leadership in the 8-hour day movement is the reason we no longer work from dawn until dusk.

To honour Galloway’s legacy and the construction workers who fought for our rights, CFMEU Delegate Stu-e Corkran hosts the annual ‘James Galloway Cup’. Stu-e’s connection to the cause is personal; his greatgreat-grandfather, Jeremiah, was a stonemason and an active participant in the original movement.

The race carries deep historical weight. The 8-hour day victory led to the creation of the Labour Day public holiday, which was originally celebrated with festivals featuring foot races and cycling – traditions that eventually evolved into Melbourne’s modern Moomba festival.

2026 Race Highlights

This year’s event marked a historic milestone for the ETU:

Total Competitors: 42

Format: 7 heats followed by a high-stakes final.

The Winner: Marco Mucic, 3rd-year electrical apprentice.

The Prize $1,000, generously donated by SMD Plastering.

This is the first time in the five years since the race became official that an ETU member has taken home the trophy.

For the past six years, I’ve had the privilege of being a Shop Steward –a rewarding role that has provided me with a wealth of knowledge and, more importantly, the respect and trust of our members. Whether the situation is a small site issue or a major industrial challenge, I take pride in being the person ETU members can rely on.

I am now excited to bring that same level of dedication and grassroots experience to a broader range of members and Delegates as an ETU Union official. My priority is to ensure I continue and maintain the hard work and high standards set by our current Organisers, who I also look forward to learning from. I believe the skills I’ve built on the ground will benefit me in this new role, and I’m ready to uphold our conditions and advocate for our collective interests with the same level of responsibility and unity that our members expect and deserve.
