Beyonce wakes up world with first pictures of twins on Instagram
LOS ANGELES - Pop star Beyonce debuted the pictures of her twins, Sir Carter and Rumi, in an Instagram post on Friday, causing an internet sensation once more in her first public acknowledgement of their birth. “Sir Carter and Rumi 1 month today,” Beyonce, 35, wrote in the post, which showed her holding her two infants. She wore a blue veil and a colorful flowing robe that fell off her left shoulder. The picture had been “liked” more than 6.5 million times nine hours after it was posted. Social media lit up, with thousands of people expressing their excitement about the trending photo. Many happily said it was the first image they woke up to. “I wake up to Beyonce holding
her two sons,” wrote Twitter user Fadia Kader (@FADIA). “Good morning everyone.” “For the record, I was one of the first 2,500 people to like her post,” boasted Twitter user @benduffie. “We basically fam.” Neither Beyonce, one of the world’s most popular singers, nor her husband, 47-year-old rap star and entrepreneur Jay-Z, had made any announcement about the birth until now. Beyonce’s father, Mathew Knowles, had said in a tweet in June that she was now the mother of
twins, confirming earlier reports of the year’s most highly anticipated celebrity birth. The singer, one of the most powerful women in the music business, announced the pregnancy on her Instagram account in February this year along with an image of her posing in lingerie and caressing a noticeable baby bump. The photo became the most-liked Instagram picture of all time, with 11 million likes. News of the twins came less than a year after the release of the R&B singer’s 2016 album “Lemonade,” in which she appeared to address long-standing rumors of trouble in her eight-year marriage. LONDON - Two Harrys -- one pop and the other British royalty -- proved the biggest hits on the red carpet at the world premiere of director Christopher Nolan’s new film, “Dunkirk”. The World War Two epic is the movie acting debut for One Direction star Harry Styles, who was joined by Prince Harry on Thursday night in London to see Nolan’s highly anticipated film. Singer Styles soaked up the adulation from an army of screaming fans but suggested this could be
his only movie premiere, acting coy about whether he would seek more film roles. “I don’t know, I really enjoyed this, I might be one and done though -- I’d do this one again for sure,” he told Reuters. The film is the latest from “Inception” director Nolan, who has enjoyed box office success with a string of unconventional blockbusters. Disgruntled Venezuelan state workers seek ways to join opposition vote
CARACAS/PUNTO FIJO - Some are traveling across town to cast their ballot. One has asked a cousin volunteering at a poll station to let him jump the queue. And another plans to dress up as a woman to vote. Venezuela’s state workers are cooking up creative ways to participate in Sunday’s opposition plebiscite without being spotted by colleagues or Socialist Party members, which could compromise their jobs in Venezuela’s vengeful political climate. The opposition is holding an unofficial vote to let Venezuelans have their say about unpopular President Nicolas Maduro’s plan to elect a new legislative body with powers to rewrite the constitution and supersede other institutions. They say Maduro is seeking to consolidate a dictatorship in the oil-rich nation and must be stopped before critical food and medicine shortages worsen. Maduro, however, says his July 30 vote for the controversial constituent assembly is the only way to bring peace to Venezuela after three months of violent anti-government protests. He has ordered that the country’s
roughly 2.8 million state employees, a sizeable part of the population of around 30 million, vote for the constituent assembly. Many state workers remain fierce supporters of his “21st century socialism,” but others have turned on the government due to salaries that have plummeted to a few dozen U.S. dollars a month, corruption scandals and inefficiencies in state-owned companies. Some workers stay on because of health insurance, subsidized food or lack of other opportunities in a country submerged in a fourth straight year of recession. But about 20 workers interviewed by Reuters said discontent
was growing, and many were planning to vote on Sunday. “I supported the ‘revolution,’ but it’s over now, and what Maduro’s people are doing doesn’t work at all,” said a worker at state oil company PDVSA. “So I’m going to be active this Sunday. I’m even offering my car to shuttle people around. Only people close to me, of course, because I don’t want to be seen.” Their fear has historical roots. In 2004, during the campaign for a referendum against late President Hugo Chavez, government lawmaker Luis Tascon published a list of more than 2.4 million Venezuelans who signed in favor of a ref-
erendum. Many lost jobs and were marginalized from state services and the “Tascon List” became notorious. Venezuela’s Information Ministry and PDVSA did not respond to a request for comment.
GENERATING TRUST The opposition, hoping to attract big numbers at the polls, has tried to make it easier for Venezuelans to vote in secret. Voters can cast their ballot from any polling station, and voting papers will be destroyed. “We have to generate total trust so that dissident ‘Chavistas’ vote,” said opposition lawmaker Angel Alvarado, expressing optimism that they would. “The 1999 constitution (created under Chavez) unites ‘Chavismo’ as much as it does the opposition.” Some angry state workers are organizing themselves via secret groups on the Telegram messaging
app, convincing reluctant family members to vote or feigning shopping trips and holidays to cast their ballots away from prying eyes. Still, some efforts may be thwarted by the government’s decision to hold a practice of the July 30 constituent assembly vote on Sunday. Most of the workers interviewed said they were being required to attend the simulation - with one employee of aluminum smelter Venalum adding bosses were even offering overtime pay. May lead children into negative things
“The state is very busy forming an institution stated to work for child protection, but it has no clear reference in its application.” This is a little expression of an observer and a woman who is very concentrated in defending children. The worried figure is Siti Sapurah. What is worried about the child’s behavior is quite reasonable. Virtually every day, she just works to handle child issues. It can be seen from her activities in court. Moreover, currently the Denpasar district court already has a special session of children. There are children undergoing trial process nearly every week. Some are perpetrators while some others are victims. From the existing data, children are more likely as the perpetrators. The early children becoming the victims tend to have a case of sexual nature, while children as the perpetrators tend to get involved in many criminal acts. For example, they do mugging in a group, motorcycle theft, theft at empty homes as well as perpetrators of persecution or beatings. Today, the most horrendous case is regarding a child with the status as student getting involved in murder case against an Indonesian military (TNI) soldier. Indeed it is quite apprehensive. At his young age, he has been already dealing with the law, he is even imprisoned to wait for further legal proceedings. What is wrong with the next generation of this nation? Where is the parents’ role as the leading right in educating their child? This child and academic activist having long struggled with the world of children, Siti Sapurah, argued that many
factors can make children fail and fall into negative things. In addition to education, it is also the factor of parents. “Internal factors cannot be separated because of parenting patterns and the pattern of parents’ education to children early on. Parents tend to be permissive to children, namely committing omission,” said this activist familiarly addressed as Ipung. She pointed out the lack of parents’ attention can be seen in the supervision level where parents pay less attention to their children. Sometimes parents do not know with whom their children hang outdoors and how long they do it. “If children are as the perpetrators, many incidents occur in the hours of midnight. It means that parents never pay attention to the room of their children, whether they are in the room or not,” said Siti Sapurah. Psychologically, parents do not want to be honest. For example, when children need something, parents tend to promise it, but when the promise is asked, they break it. So, children become frustrated and seek outside justification in their own way because children of such age tend to seek identity excessively. If this happens, there will be excessive exploitation committed by children or with the help of others. Moreover, children want to be made an object or target to benefit others. They will do the same for economic benefits. In essence, the wrong pattern of parenting can lead children to easily get wrong influence outside the home. When children feel they are meeting their friends in the same boat, or feel they are not getting the attention from their parents, they tend to look
for someone else’s attention in order they will be loved by their parents. Badly, children can seek attention by way of criminal acts with reasons to meet the needs that cannot be satisfied by their parents. “In other words, with the children’s ego, they can tell the public they can do without the help of their parents. It can be done if their parents do not meet the needs as promised. Then, children will assume they can meet their own needs,” she explained. It should be underlined here that in juvenile delinquency or crime in children, divorced parents are not always the trigger of a failed child. Many parents with harmonious marriage but their children continue to commit crimes. Parents are not absolutely guilty, but their share is huge, and so are the media. The media, especially the non-educating shows also have a stake in triggering juvenile delinquency. Until now, movies or soap operas remain to dominate the shows containing violence without any censorship from the authorities. Parents do not have full time to watch when their children watch at home. If movie series is watched in a long time, let alone to become a heavy fan, it will establish the children’s character. If this happens, it is very difficult for children to return to their true positions. So, what about children who become the victims? Based on the existing data, in the case of children becoming the victims tend to lead to sex or become a victim of sexual violence. The trigger is none other than the lack of sex education early on. Children should be given early understanding on how to protect themselves, especially in maintaining vital organs. “As the existing problem, the people of Indonesia still consider sex education to be early whereas it is very important for life today. For example, it must be explained to children, which part of the body cannot be touched by others, except by themselves,” said Ipung. In this context, parents also play a very important role. Moreover, honesty needs to be imparted, so that it raises positive things. “If parents are not honest, then children will be a liar,” she explained. She argued that parents must be willing to prepare a minimum of 10 minutes every day to chat with their children. Whatever they did at school, what they did with their classmates, what games they played, and other positive chats. If parents are permissive, their children tend to develop according to nature without any supervision and without the limits of norms that should be instilled early on children such as religious, ethical, social and legal norms. Children should be implanted with responsible characters. For example, if a child is dating, forbid them from having sex or marital relationships because it is prohibited by ethics and religion. Addressing the problem of juvenile delinquency including children getting involved in crime, the state here should not keep silent. The state must be responsible for children both as a criminal and a victim. The state has issued the Law No.35/2014 as amended by the Law No.23/2002 on child protection as well as criminal justice system Law No.11/2012. The implementation of both laws is not maximal because it is not equipped with infrastructure that must be built to save children after they become perpetrators or victims. So far, the state has not had the witness and victim protection agency (LPSK) and special coaching agency for children (LPKA) to rehabilitate children becoming the perpetrator after undergoing criminal punishment. Actually, in the law of the juvenile justice system, there are two institutions obliged to conduct supervision over the next six months before the children return to socialize in the community namely prison and institution of social affairs agency. However, so far it has not been effective. If all the agencies have been running according to the main task and function, the children of Indonesia can be saved from the wrong treatment outside. Teatre-Museu Dalí fertile imagination of one of the great showmen of the 20th century. Between 1961 and 1974 Salvador Dalí converted Figueres’ former municipal theatre, ruined by a fire at the end of the civil war in 1939, into the Teatre-Museu Dalí. It’s full of surprises, tricks and illusions, and contains a substantial portion of Dalí’s life’s work, though you won’t find his most famous pieces here: they are scattered around the world. Even outside, the building aims to surprise, from its entrance watched over by medieval suits of armour balancing baguettes on their heads, to bizarre sculptures
outside the entrance on Plaça de Gala i Salvador Dalí, to the pink wall along Pujada del Castell. The Torre Galatea, added in 1983, is where Dalí spent his final years. Choice exhibits include Taxi Plujós (Rainy Taxi), composed of an early Cadillac, surmounted by statues. Put a coin in the slot and water washes all over the occupant of the car. The Sala de Peixateries (Fishmongers’ Hall) holds a collection of Dalí oils, including the famous Autoretrat Tou amb Tall de Bacon Fregit (Soft Self-Portrait with Fried Bacon) and Retrat de Picasso (Portrait of Picasso). Terminal of Semarapura town looked crowded on Wednesday morning (Jul. 12). The passing vehicles were not only motorcycles but also cars. The scene was also enlivened by people who were walking and sitting at the bus stop while waiting for departure of public transport. However, when observed further, in the midst of drizzles under thin clouds, some gigs were seen being parked in the corner of the terminal. Coming with green chair, the horses looked a little thin, but still looked dashing with some decorations on its head. When approached, the traditional transport driver was an old man. His name is Made Padang, 90. While waiting for passengers to arrive, this grandpa from Angantiga village, Karangasem, had time to tell about the ups and downs of gig transportation in Semarapura. In the 1980s, the number reached hundreds. It can be said to be the main
public transportation at that time. Moreover, the profession as coachman can be relied upon to make a living. As the times progressed, people’s life becomes more modern. Unavoidably, it has an impact on their lifestyle. Vehicles like motorcycle or car are getting affordable. Such conditions displace the existence of the gig by degrees. Now, only three units remain. In other words, they have been endangered. Profession as coachman is only taken by old people. “Now, only three units remain to survive, while in the past reached hundreds of unit. This happens because many people have a private vehicle,” said Padang. Reduced number of gig is inseparable from the absence of regeneration. Most of the coachmen’s sons prefer to pursue other professions considered to be more promising. “Young people no longer want to be a coachman and many of them already have vehicles. The current coachmen survive because they can no longer have other work,” he said. He waits for passengers at the terminal from 06:00 and takes place until noon. Most of his passengers are housewives coming home from shopping in the market. The income earned is not too much approximately IDR 25,000. Although relatively small, he remains grateful because there is no other option of work he can do. “He usually drives passenger downtown,” he said. (sos)

This year, district road repair reaches hundreds of km NEGARA — In 2017, hundreds of kilometers of damaged district roads will be repaired by using the Jembrana budget. In this parent regional budget (APBD), the district will pave damaged roads along 80 km, and in the amended budget is targeted up to 150 km. This was conveyed by Deputy Regent of Jembrana, I Made Kembang Hartawan, on the sidelines of inspecting the road paving project at Banyubiru on Wednesday morning (Jul. 12). He targeted that in 2018 all damaged roads belonging to the district authority should have been completed and all the district roads along the 1,075 km are in good condition. Ketut also explained that they always use selected pork and in order to eliminate the pungent odor of pork they first boil the meat with spieces and soy sauce. This boiling process also yields the tasty gravy for which they are famous while the sauce soy sauce gives that special sweetness. They also use pork skin, fatty meat, offal and head of pork. “ Actually it is easy to make siobak, you just need meat and seasoning” he added. U.S. officials halted screening interviews and departed the Pacific island of Nauru on Friday, two weeks short of their scheduled timetable and a day after Washington said the United States had reached its annual refugee intake cap. “U.S. (officials) were scheduled to be on Nauru until July 26 but they left on Friday,” one refugee told Reuters, requesting anonymity as he did not want to jeopardize his application for U.S. resettlement. In the United States, a senior member of the union that represents refugee officers at U.S. Citizenship and Immigration Services (USCIS), a Department of Homeland Security agency, told Reuters his own trip to Nauru was not going forward as scheduled. He was arrested while doing farm work,” said one young mother, Sarbeda. She had bustled her way -- an infant in her arms -- through several other women telling reporters their husbands had been arrested on false grounds. In November, Myanmar’s army swept through villages where stateless Rohingya Muslims live in the area of Maungdaw. Some 75,000 people fled across the nearby border to Bangladesh, according to the United Nations.
U.N. investigators who interviewed refugees said allegations of gang rape, torture, arson and killings by security forces in the operation were likely crimes against humanity. Myanmar’s government, led by Nobel laureate Aung San Suu Kyi, has denied most of the claims, and is blocking entry to a U.N. factfinding mission tasked with looking into the allegations. The government has also kept independent journalists and human rights monitors out of the area for the past nine months. WASHINGTON — The White House says worsening tax revenues will cause the budget deficit to jump to $702 billion this year. That’s a $99 billion spike from what was predicted less than two months ago. The report from the Office of Management and Budget comes on the heels of a rival Congressional Budget Office analysis that scuttled White House claims that its May budget, if implemented to the letter, would balance the federal ledger within 10 years. The OMB report doesn’t repeat that claim and instead provides just two years of updated projections. The White House budget office also says the deficit for the 2018 budget year that starts on Oct. 1 will increase by $149 billion to $589 billion. But lawmakers are already working on spending bills
that promise to boost that number even higher by adding to Trump’s Pentagon proposal and ignoring many of Trump’s cuts to domestic programs. Last year’s deficit registered $585 billion. The White House kept the report to a bare-bones minimum and cast blame on “the failed policies of the previous administration.” “The rising near-term deficits underscore the critical need to restore fiscal discipline to the nation’s finances,” said White House budget director Mick Mulvaney. “Our nation must make substantial changes to the policies and spending priorities of the previous administration if our citizens are to be safe and prosperous in the future.” In late May, Trump released a budget plan proposing jarring cuts to domestic programs and promis-
ing to balance the budget within a decade. But it relied on rosy predictions of economic growth to promise a slight surplus in 2027. Trump’s budget, however, left alone Social Security retirement benefits and Medicare, though House Republicans are poised next week to again propose cutting Medicare as they unveil their nonbinding budget outline. Supreme Court gives Hawaii until Tuesday to answer Trump travel ban motion
WASHINGTON - The U.S. Supreme Court has asked the State of Hawaii to respond by Tuesday at noon to President Donald Trump’s motion to block a judge’s ruling that prevented his travel ban from being applied to grandparents of U.S. citizens and refugees already being processed by resettlement agencies, the court’s public information office said on Saturday. In a court filing on Friday, the administration asked the justices to overturn Thursday’s decision by a U.S. district judge in Hawaii, which limited the scope of the administration’s temporary ban on refugees and travelers from six Muslim-majority countries. The latest round in the fight over Trump’s March 6 executive order, which he says is needed to prevent
terrorism attacks, began when the Supreme Court intervened last month to partially revive the two bans, which had been blocked by lower courts. The Supreme Court said then that the ban could take effect, but that people with a “bona fide relationship” to a U.S. person or entity could not be barred. The administration had narrowly interpreted that language, saying the ban would apply to grandparents and other family members, prompting the state of Hawaii to ask Hawaii-based U.S. District Judge Derrick Watson to expand the definition of who could be admitted. Trump banned travelers from Iran, Libya, Somalia, Sudan, Syria and Yemen for 90 days, and refugees for 120 days. The Supreme Court has agreed to hear oral arguments in the fall over whether the ban violates the U.S. Constitution. (rtr)

KINSHASA - Armed men attacked a group of journalists and park rangers in a remote east Congo wildlife reserve overnight into Saturday, and an American journalist and three guards were missing, a local official said. The group attacked comprised the American and two Dutch journalists and 13 Congolese park rangers. They were near the town of Mambasa in Okapi Wildlife Reserve, Mambasa territory administrator Alfred Bongwalanga told Reuters by telephone. The two Dutch journalists and all but three of the rangers had been found and were safe. Bongwalanga did not know which of the several armed groups roaming eastern Congo was responsible. Kidnapping of locals and Westerners for ransom has been on the rise in eastern Democratic Republic
of Congo, a tinderbox of rebel groups and militias left over from a 1998-2003 war. But Bongwalanga said there was no evidence the journalist or guards had been kidnapped. “I can’t confirm any hypothesis that this was a kidnapping ... That does sometimes happen in Ituri (province where the reserve lies) but it has been more than a year since the last one,” he told Reuters by telephone. “The army has deployed. Telegram blocks terror content after Indonesia threatens ban
JAKARTA — The encrypted messaging app Telegram is forming a team of moderators who are familiar with Indonesian culture and language so it can remove “terrorist-related content” faster, its co-founder said Sunday, after Indonesia limited access to the app and threatened a total ban.
Pavel Durov, who with his brother Nikolai founded the app in 2013, said in a message to his 40,000 followers on Telegram that he’d been unaware of a failure to quickly respond to an Indonesian government request to block a number of offending channels — chat groups on the app — but was now rectifying the situation. The Ministry of Communications and Information Technology on Friday said it was preparing for the total closure of Telegram in Indonesia, where it has several million users, if it didn’t develop procedures to block unlawful content. As a partial measure, it asked internet companies in the world’s most populous Muslim nation to block access to 11 addresses offering the web version of Telegram. Samuel Pangerapan, the director general of informatics applications at the ministry, said the app is used to recruit Indonesians into militant groups and to spread hate and methods for carrying out attacks including bomb making. Suspected militants arrested by Indonesian police recently have told authorities that they communicated with each other via Telegram and received orders and directions to carry out attacks through the app, including from Bahrun Naim, an Indonesian with the Islamic State group in Syria accused of orchestrating several
attacks in the past 18 months. Durov said Telegram has now blocked the channels that were reported to it by the Indonesian government. “We are forming a dedicated team of moderators with knowledge of Indonesian culture and language to be able to process reports of terrorist-related content more quickly and accurately,” he said. Indonesia’s measures against Telegram come as Southeast Asian nations are stepping up efforts to combat Islamic radicalism following the capture of the southern Philippine city of Marawi by IS-linked militants. Nearly two months after the initial assault, Philippine forces are still battling to regain complete control of the city. Experts fear the southern Philippines could become a new base for the IS, including Indonesian and Malaysian militants returning from the Middle East, as an international coalition retakes territory held by the IS in Syria and Iraq. But the government move sparked a public outcry in Indonesia, with Twitter and Facebook exploding with negative comments and some people reporting they were unable to access the web.telegram.org domain. Indonesians are among the world’s biggest users of social media. The free messaging service can be used as a smartphone app and on computers through a web interface or desktop messenger. Its strong encryption has contributed to its popularity with those concerned about privacy and secure communications in the digital era but also attracted militant groups and other criminal elements. Durov said Telegram blocks thousands of IS-related channels a month and is “always open to ideas on how to get better at this.” (ap)

LONDON — Shortly after beating Venus Williams in the Wimbledon final, Garbine Muguruza was given a purple-and-gold circular badge signifying that she is a member of the All England Club, an honorary status accorded to tournament champions. “I’m like, ‘I’m going to wear it right now,’” Muguruza said. So she attached that hard-to-earn pin to her white zippered jacket, just over her heart, and fiddled with the thing while speaking to a small group of reporters Saturday evening. Supreme Court gives Hawaii until Tuesday to answer Trump travel ban motion
WASHINGTON - The U.S. Supreme Court has asked the State of Hawaii to respond by Tuesday at noon to President Donald Trump’s motion to block a judge’s ruling that prevented his travel ban from being applied to grandparents of U.S. citizens and refugees already being processed by resettlement agencies, the court’s public information office said on Saturday. In a court filing on Friday, the administration asked the justices to overturn Thursday’s decision by a U.S. district judge in Hawaii, which limited the scope of the administration’s temporary ban on refugees and travelers from six Muslim-majority countries. The latest round in the fight over Trump’s March 6 executive order, which he says is needed to prevent
terrorism attacks, began when the Supreme Court intervened last month to partially revive the two bans, which had been blocked by lower courts. The Supreme Court said then that the ban could take effect, but that people with a “bona fide relationship” to a U.S. person or entity could not be barred. The administration had narrowly interpreted that language, saying the ban would apply to grandparents and other family members, prompting the state of Hawaii to ask Hawaii-based U.S. District Judge Derrick Watson to expand the definition of who could be admitted. Trump banned travelers from Iran, Libya, Somalia, Sudan, Syria and Yemen for 90 days, and refugees for 120 days. The Supreme Court has agreed to hear oral arguments in the fall over whether the ban violates the U.S. Constitution. (rtr)
Gunmen attack Congo wildlife reserve, U.S. journalist, 3 guards missing
KINSHASA - Armed men attacked a group of journalists and park rangers in a remote east Congo wildlife reserve overnight into Saturday, and an American journalist and three guards were missing, a local official said. The group attacked comprised the American and two Dutch journalists and 13 Congolese park rangers. They were near the town of Mambasa in Okapi Wildlife Reserve, Mambasa territory administrator Alfred Bongwalanga told Reuters by telephone. The two Dutch journalists and all but three of the rangers had been found and were safe. Bongwalanga did not know which of the several armed groups roaming eastern Congo was responsible. Kidnapping of locals and Westerners for ransom has been on the rise in eastern Democratic Republic
of Congo, a tinderbox of rebel groups and militias left over from a 1998-2003 war. But Bongwalanga said there was no evidence the journalist or guards had been kidnapped. “I can’t confirm any hypothesis that this was a kidnapping ... That does sometimes happen in Ituri (province where the reserve lies) but it has been more than a year since the last one,” he told Reuters by telephone. “The army has deployed. Search and rescue efforts are underway but this is a dense forest,” he added. “We remain optimistic that we will find them.” In May armed bandits killed a Congolese park ranger and briefly kidnapped two conservation workers, including a Frenchman, during an ambush on South Kivu’s Itombwe Reserve. In shadow of crackdown, Turkey commemorates failed coup ANKARA - Hundreds of thousands of Turks rallied to mark the anniversary of last year’s failed coup on Saturday, in an outpouring of mass support for President Tayyip Erdogan that lay bare the divisions of a society riven by widespread purges. A sea of rapturous, flag-waving crowds gathered in Istanbul to listen as a defiant Erdogan promised to punish his enemies and praised the unarmed civilians who last year stood up to the rogue soldiers and their tanks. “They showed no mercy when they pointed their guns at my people,” Erdogan said. “What did my people have? They had their flags - just as they do today - and something much more important: They had their faith.” Some 250 people were killed and parliament was bombed before the coup was put down. The show of popular defiance has likely ended decades of military interference in Turkish politics. But along with a groundswell of nationalism, the coup’s greatest legacy has been a far-reaching crackdown that has deepened the divide between Western-facing, secular Turks and the pious mil-
lions who back Erdogan’s Islamistrooted politics. Some 150,000 people have been sacked or suspended from jobs in the civil service and private sector and more than 50,000 detained for alleged links to the putsch. Telegram blocks terror content after Indonesia threatens ban
JAKARTA — The encrypted messaging app Telegram is forming a team of moderators who are familiar with Indonesian culture and language so it can remove “terrorist-related content” faster, its co-founder said Sunday, after Indonesia limited access to the app and threatened a total ban.
Pavel Durov, who with his brother Nikolai founded the app in 2013, said in a message to his 40,000 followers on Telegram that he’d been unaware of a failure to quickly respond to an Indonesian government request to block a number of offending channels — chat groups on the app — but was now rectifying the situation. The Ministry of Communications and Information Technology on Friday said it was preparing for the total closure of Telegram in Indonesia, where it has several million users, if it didn’t develop procedures to block unlawful content. As a partial measure, it asked internet companies in the world’s most populous Muslim nation to block access to 11 addresses offering the web version of Telegram. Samuel Pangerapan, the director general of informatics applications at the ministry, said the app is used to recruit Indonesians into militant groups and to spread hate and methods for carrying out attacks including bomb making. Suspected militants arrested by Indonesian police recently have told authorities that they communicated with each other via Telegram and received orders and directions to carry out attacks through the app, including from Bahrun Naim, an Indonesian with the Islamic State group in Syria accused of orchestrating several
attacks in the past 18 months. Durov said Telegram has now blocked the channels that were reported to it by the Indonesian government. “We are forming a dedicated team of moderators with knowledge of Indonesian culture and language to be able to process reports of terrorist-related content more quickly and accurately,” he said. Indonesia’s measures against Telegram come as Southeast Asian nations are stepping up efforts to combat Islamic radicalism following the capture of the southern Philippine city of Marawi by IS-linked militants. Nearly two months after the initial assault, Philippine forces are still battling to regain complete control of the city. Experts fear the southern Philippines could become a new base for the IS, including Indonesian and Malaysian militants returning from the Middle East, as an international coalition retakes territory held by the IS in Syria and Iraq. But the government move sparked a public outcry in Indonesia, with Twitter and Facebook exploding with negative comments and some people reporting they were unable to access the web.telegram.org domain. Indonesians are among the world’s biggest users of social media. The free messaging service can be used as a smartphone app and on computers through a web interface or desktop messenger. Its strong encryption has contributed to its popularity with those concerned about privacy and secure communications in the digital era but also attracted militant groups and other criminal elements. HAVANA - Cuba’s economy bounced back from recession and expanded an estimated 1.1 percent in the first half of this year, driven by growth in tourism, construction and agriculture, Economy Minister Ricardo Cabrisas told the National Assembly on Friday. WASHINGTON — The White House says worsening tax revenues will cause the budget deficit to jump to $702 billion this year. That’s a $99 billion spike from what was predicted less than two months ago. The report from the Office of Management and Budget comes on the heels of a rival Congressional Budget Office analysis that scuttled White House claims that its May budget, if implemented to the letter, would balance the federal ledger within 10 years. The OMB report doesn’t repeat that claim and instead provides just two years of updated projections. The White House budget office also says the deficit for the 2018 budget year that starts on Oct. 1 will increase by $149 billion to $589 billion. But lawmakers are already working on spending bills
that promise to boost that number even higher by adding to Trump’s Pentagon proposal and ignoring many of Trump’s cuts to domestic programs. Last year’s deficit registered $585 billion. The White House kept the report to a bare-bones minimum and cast blame on “the failed policies of the previous administration.” “The rising near-term deficits underscore the critical need to restore fiscal discipline to the nation’s finances,” said White House budget director Mick Mulvaney. “Our nation must make substantial changes to the policies and spending priorities of the previous administration if our citizens are to be safe and prosperous in the future.” In late May, Trump released a budget plan proposing jarring cuts to domestic programs and promis-
ing to balance the budget within a decade. But it relied on rosy predictions of economic growth to promise a slight surplus in 2027. Trump’s budget, however, left alone Social Security retirement benefits and Medicare, though House Republicans are poised next week to again propose cutting Medicare as they unveil their nonbinding budget outline. CBO says that Trump relied on far too optimistic predictions of economic growth and that Trump’s rosy projections are the chief reason his budget doesn’t balance as promised. Trump’s budget predicts that the U.S. economy will soon ramp up to annual growth in gross domestic product of 3 percent; CBO’s long-term projections predict annual GDP growth averaging 1.9 percent.(ap)

Today, the emed-emedan tradition uses a rope as the means. “This tradition was usually held right on Nyepi Day. However, this time Nyepi has gone worldwide, so that in honor of the Nyepi celebration, the emed-emedan
tradition is moved to Ngembak Geni,” he said. According to Lenen, the meaning of emed-emedan tradition is to strengthen togetherness and familial relationship as well as to have fun. Siobak can be found in a variety of places in Buleleng ranging from street vendors to fine restaurant. Aye Syobak is the name of one of the street stalls that is quite popular in Buleleng. Manager Ketut Utama explained that he inherited his Siobka recipes from his biological grandmother and that he grew up learning how to run a the family
food stall, so when Ketut got married, he dicided to continue the family business. Ketut also explained that they always use selected pork and in order to eliminate the pungent odor of pork they first boil the meat with spieces and soy sauce. This boiling process also yields the tasty gravy for which they are famous while the sauce soy sauce gives that special sweetness. They also use pork skin, fatty meat, offal and head of pork. “ Actually it is easy to make siobak, you just need meat and seasoning” he added. People from all over Buleleng and other parts of Bali come to enjoy this 62 year old man’s special siobak. “We often have customaers from Malaysia and other foreign

U.S. officials halted screening interviews and departed the Pacific island of Nauru on Friday, two weeks short of their scheduled timetable and a day after Washington said the United States had reached its annual refugee intake cap. “U.S. (officials) were scheduled to be on Nauru until July 26 but they left on Friday,” one refugee told Reuters, requesting anonymity as he did not want to jeopardize his application for U.S. resettlement. In the United States, a senior member of the union that represents refugee officers at U.S. Citizenship and Immigration Services (USCIS), a Department of Homeland Security agency, told Reuters his own trip to Nauru was not going forward as scheduled. Jason Marks, chief steward of the American Federation of Government Employees Local 1924, told Reuters his trip has now been pushed back and it was unclear whether it will actually happen. He was arrested while doing farm work,” said one young mother, Sarbeda. She had bustled her way -- an infant in her arms -- through several other women telling reporters their husbands had been arrested on false grounds. In November, Myanmar’s army swept through villages where stateless Rohingya Muslims live in the area of Maungdaw. Some 75,000 people fled across the nearby border to Bangladesh, according to the United Nations.
U.N. investigators who interviewed refugees said allegations of gang rape, torture, arson and killings by security forces in the operation were likely crimes against humanity. Myanmar’s government, led by Nobel laureate Aung San Suu Kyi, has denied most of the claims, and is blocking entry to a U.N. factfinding mission tasked with looking into the allegations. The government has also kept independent journalists and human rights monitors out of the area for the past nine months. Coming with green chair, the horses looked a little thin, but still looked dashing with some decorations on its head. When approached, the traditional transport driver was an old man. His name is Made Padang, 90. While waiting for passengers to arrive, this grandpa from Angantiga village, Karangasem, had time to tell about the ups and downs of gig transportation in Semarapura. In the 1980s, the number reached hundreds. It can be said to be the main
public transportation at that time. Moreover, the profession as coachman can be relied upon to make a living. As the times progressed, people’s life becomes more modern. Unavoidably, it has an impact on their lifestyle. Vehicles like motorcycle or car are getting affordable. Such conditions displace the existence of the gig by degrees. Now, only three units remain. In other words, they have been endangered. Profession as coachman is only taken by old people. “Now, only three units remain to survive, while in the past reached hundreds of unit. This happens because many people have a private vehicle,” said Padang. Reduced number of gig is inseparable from the absence of regeneration. Most of the coachmen’s sons prefer to pursue other professions considered to be more promising. “Young people no longer want to be a coachman and many of them already have vehicles. The current coachmen survive because they can no longer have other work,” he said. He waits for passengers at the terminal from 06:00 and takes place until noon. Most of his passengers are housewives coming home from shopping in the market. The income earned is not too much approximately IDR 25,000. This year, district road repair reaches hundreds of km NEGARA — In 2017, hundreds of kilometers of damaged district roads will be repaired by using the Jembrana budget. In this parent regional budget (APBD), the district will pave damaged roads along 80 km, and in the amended budget is targeted up to 150 km. This was conveyed by Deputy Regent of Jembrana, I Made Kembang Hartawan, on the sidelines of inspecting the road paving project at Banyubiru on Wednesday morning (Jul. 12). He targeted that in 2018 all damaged roads belonging to the district authority should have been completed and all the district roads along the 1,075 km are in good condition. Furthermore, in 2019 district government will repair village axis roads having aged 7 to 8 years. In addition, the district axis road will also be widened. Deputy Regent Kembang wanted to make sure that the work is done satisfactorily. When inspecting road paving project in Banyubiru area, deputy regent along with a
number of officials walked along the project up to five kilometers. In addition to knowing the details of the project worked on, it is also meant to maintain fitness. “As drainage works, the culverts also get particular concern adjusted to the maximum water capacity. May lead children into negative things
“The state is very busy forming an institution stated to work for child protection, but it has no clear reference in its application.” This is a little expression of an observer and a woman who is very concentrated in defending children. The worried figure is Siti Sapurah. What is worried about the child’s behavior is quite reasonable. Virtually every day, she just works to handle child issues. It can be seen from her activities in court. Moreover, currently the Denpasar district court already has a special session of children. There are children undergoing trial process nearly every week. Some are perpetrators while some others are victims. From the existing data, children are more likely as the perpetrators. The early children becoming the victims tend to have a case of sexual nature, while children as the perpetrators tend to get involved in many criminal acts. For example, they do mugging in a group, motorcycle theft, theft at empty homes as well as perpetrators of persecution or beatings. Today, the most horrendous case is regarding a child with the status as student getting involved in murder case against an Indonesian military (TNI) soldier. Indeed it is quite apprehensive. At his young age, he has been already dealing with the law, he is even imprisoned to wait for further legal proceedings. What is wrong with the next generation of this nation? Where is the parents’ role as the leading right in educating their child? This child and academic activist having long struggled with the world of children, Siti Sapurah, argued that many
factors can make children fail and fall into negative things. In addition to education, it is also the factor of parents. “Internal factors cannot be separated because of parenting patterns and the pattern of parents’ education to children early on. Parents tend to be permissive to children, namely committing omission,” said this activist familiarly addressed as Ipung. She pointed out the lack of parents’ attention can be seen in the supervision level where parents pay less attention to their children. Sometimes parents do not know with whom their children hang outdoors and how long they do it. “If children are as the perpetrators, many incidents occur in the hours of midnight. It means that parents never pay attention to the room of their children, whether they are in the room or not,” said Siti Sapurah. Psychologically, parents do not want to be honest. For example, when children need something, parents tend to promise it, but when the promise is asked, they break it. So, children become frustrated and seek outside justification in their own way because children of such age tend to seek identity excessively. If this happens, there will be excessive exploitation committed by children or with the help of others. Moreover, children want to be made an object or target to benefit others. They will do the same for economic benefits. In essence, the wrong pattern of parenting can lead children to easily get wrong influence outside the home. When children feel they are meeting their friends in the same boat, or feel they are not getting the attention from their parents, they tend to look
for someone else’s attention in order they will be loved by their parents. Badly, children can seek attention by way of criminal acts with reasons to meet the needs that cannot be satisfied by their parents. “In other words, with the children’s ego, they can tell the public they can do without the help of their parents. It can be done if their parents do not meet the needs as promised. Then, children will assume they can meet their own needs,” she explained. It should be underlined here that in juvenile delinquency or crime in children, divorced parents are not always the trigger of a failed child. Many parents with harmonious marriage but their children continue to commit crimes. Parents are not absolutely guilty, but their share is huge, and so are the media. The media, especially the non-educating shows also have a stake in triggering juvenile delinquency. Until now, movies or soap operas remain to dominate the shows containing violence without any censorship from the authorities. Parents do not have full time to watch when their children watch at home. If movie series is watched in a long time, let alone to become a heavy fan, it will establish the children’s character. If this happens, it is very difficult for children to return to their true positions. So, what about children who become the victims? Based on the existing data, in the case of children becoming the victims tend to lead to sex or become a victim of sexual violence. The trigger is none other than the lack of sex education early on. Children should be given early understanding on how to protect themselves, especially in maintaining vital organs. “As the existing problem, the people of Indonesia still consider sex education to be early whereas it is very important for life today. For example, it must be explained to children, which part of the body cannot be touched by others, except by themselves,” said Ipung. In this context, parents also play a very important role. Moreover, honesty needs to be imparted, so that it raises positive things. “If parents are not honest, then children will be a liar,” she explained. She argued that parents must be willing to prepare a minimum of 10 minutes every day to chat with their children. Whatever they did at school, what they did with their classmates, what games they played, and other positive chats. If parents are permissive, their children tend to develop according to nature without any supervision and without the limits of norms that should be instilled early on children such as religious, ethical, social and legal norms. Children should be implanted with responsible characters. For example, if a child is dating, forbid them from having sex or marital relationships because it is prohibited by ethics and religion. Addressing the problem of juvenile delinquency including children getting involved in crime, the state here should not keep silent. The state must be responsible for children both as a criminal and a victim. The state has issued the Law No.35/2014 as amended by the Law No.23/2002 on child protection as well as criminal justice system Law No.11/2012. The implementation of both laws is not maximal because it is not equipped with infrastructure that must be built to save children after they become perpetrators or victims. So far, the state has not had the witness and victim protection agency (LPSK) and special coaching agency for children (LPKA) to rehabilitate children becoming the perpetrator after undergoing criminal punishment. Actually, in the law of the juvenile justice system, there are two institutions obliged to conduct supervision over the next six months before the children return to socialize in the community namely prison and institution of social affairs agency. However, so far it has not been effective. If all the agencies have been running according to the main task and function, the children of Indonesia can be saved from the wrong treatment outside. Beyonce wakes up world with first pictures of twins on Instagram
LOS ANGELES - Pop star Beyonce debuted the pictures of her twins, Sir Carter and Rumi, in an Instagram post on Friday, causing an internet sensation once more in her first public acknowledgement of their birth. “Sir Carter and Rumi 1 month today,” Beyonce, 35, wrote in the post, which showed her holding her two infants. She wore a blue veil and a colorful flowing robe that fell off her left shoulder. The picture had been “liked” more than 6.5 million times nine hours after it was posted. Social media lit up, with thousands of people expressing their excitement about the trending photo. Many happily said it was the first image they woke up to. “I wake up to Beyonce holding
her two sons,” wrote Twitter user Fadia Kader (@FADIA). “Good morning everyone.” “For the record, I was one of the first 2,500 people to like her post,” boasted Twitter user @benduffie. “We basically fam.” Neither Beyonce, one of the world’s most popular singers, nor her husband, 47-year-old rap star and entrepreneur Jay-Z, had made any announcement about the birth until now. Beyonce’s father, Mathew Knowles, had said in a tweet in June that she was now the mother of
twins, confirming earlier reports of the year’s most highly anticipated celebrity birth. The singer, one of the most powerful women in the music business, announced the pregnancy on her Instagram account in February this year along with an image of her posing in lingerie and caressing a noticeable baby bump. The photo became the most-liked Instagram picture of all time, with 11 million likes. News of the twins came less than a year after the release of the R&B singer’s 2016 album “Lemonade,” in which she appeared to address long-standing rumors of trouble in her eight-year marriage. LONDON - Two Harrys -- one pop and the other British royalty -- proved the biggest hits on the red carpet at the world premiere of director Christopher Nolan’s new film, “Dunkirk”. The World War Two epic is the movie acting debut for One Direction star Harry Styles, who was joined by Prince Harry on Thursday night in London to see Nolan’s highly anticipated film. Singer Styles soaked up the adulation from an army of screaming fans but suggested this could be
his only movie premiere, acting coy about whether he would seek more film roles. “I don’t know, I really enjoyed this, I might be one and done though -- I’d do this one again for sure,” he told Reuters. The film is the latest from “Inception” director Nolan, who has enjoyed box office success with a string of unconventional blockbusters. Regular Nolan collaborators Tom Hardy and Cillian Murphy star alongside Kenneth Brannagh and

Disgruntled Venezuelan state workers seek ways to join opposition vote
CARACAS/PUNTO FIJO - Some are traveling across town to cast their ballot. One has asked a cousin volunteering at a poll station to let him jump the queue. And another plans to dress up as a woman to vote. Venezuela’s state workers are cooking up creative ways to participate in Sunday’s opposition plebiscite without being spotted by colleagues or Socialist Party members, which could compromise their jobs in Venezuela’s vengeful political climate. The opposition is holding an unofficial vote to let Venezuelans have their say about unpopular President Nicolas Maduro’s plan to elect a new legislative body with powers to rewrite the constitution and supersede other institutions. They say Maduro is seeking to consolidate a dictatorship in the oil-rich nation and must be stopped before critical food and medicine shortages worsen. Maduro, however, says his July 30 vote for the controversial constituent assembly is the only way to bring peace to Venezuela after three months of violent anti-government protests. He has ordered that the country’s
roughly 2.8 million state employees, a sizeable part of the population of around 30 million, vote for the constituent assembly. Many state workers remain fierce supporters of his “21st century socialism,” but others have turned on the government due to salaries that have plummeted to a few dozen U.S. dollars a month, corruption scandals and inefficiencies in state-owned companies. Some workers stay on because of health insurance, subsidized food or lack of other opportunities in a country submerged in a fourth straight year of recession. But about 20 workers interviewed by Reuters said discontent
was growing, and many were planning to vote on Sunday. “I supported the ‘revolution,’ but it’s over now, and what Maduro’s people are doing doesn’t work at all,” said a worker at state oil company PDVSA. “So I’m going to be active this Sunday. I’m even offering my car to shuttle people around. Only people close to me, of course, because I don’t want to be seen.” Their fear has historical roots. In 2004, during the campaign for a referendum against late President Hugo Chavez, government lawmaker Luis Tascon published a list of more than 2.4 million Venezuelans who signed in favor of a ref-
erendum. Many lost jobs and were marginalized from state services and the “Tascon List” became notorious. Venezuela’s Information Ministry and PDVSA did not respond to a request for comment.
GENERATING TRUST The opposition, hoping to attract big numbers at the polls, has tried to make it easier for Venezuelans to vote in secret. Voters can cast their ballot from any polling station, and voting papers will be destroyed. “We have to generate total trust so that dissident ‘Chavistas’ vote,” said opposition lawmaker Angel Alvarado, expressing optimism that they would. “The 1999 constitution (created under Chavez) unites ‘Chavismo’ as much as it does the opposition.” Some angry state workers are organizing themselves via secret groups on the Telegram messaging
app, convincing reluctant family members to vote or feigning shopping trips and holidays to cast their ballots away from prying eyes. Still, some efforts may be thwarted by the government’s decision to hold a practice of the July 30 constituent assembly vote on Sunday. Most of the workers interviewed said they were being required to attend the simulation - with one employee of aluminum smelter Venalum adding bosses were even offering overtime pay.
