MANILA - Philippine President Rodrigo Duterte has threatened corrupt government officials with the prospect of being thrown out of a helicopter mid-air, warning he has done it himself before and had no qualms about doing it again. The fiery-tempered former prosecutor said he once hurled a Chinese man suspected of rape and murder out of a helicopter. “If you are corrupt, I will fetch you using a helicopter to Manila and I will throw you out. I have done this before, why would I not do it again?” Duterte said during a speech to victims of a typhoon on Tuesday, a clip of which is posted on a video feed of the president’s office. Duterte’s latest threat comes just a few weeks after he admitted killing people during his 22 years as a mayor of Davao City, sometimes riding a MOTORCYCLE looking
for “encounters to kill”. Some senators have warned Duterte he risks impeachment over his comments. He has repeatedly said those killings were part of legitimate police operations, including a hostage incident, and those killed were criminals, not suspects. It was not immediately clear when or where the helicopter incident Duterte spoke of took place. In an interview on Thursday with the ABS-CBN news channel, Duterte was non-committal when asked if the incident really happened. “Helicopter to throw a person?” he asked. “And if that is true, I will not admit it.”
His spokesman, Ernesto Abella, suggested earlier the story was an “urban legend”. Duterte also said six people arrested last week during a seizure of more than half a tonne of methamphetamine, known locally as “shabu”, in the capital were fortunate he was out of town. “They were lucky I was not in Manila that time. If I had known there were that much shabu inside a house, I would definitely kill you,” he said. PT. Jasamarga Bali Toll (JBT) firmly denied if the construction of Bedawang Nala turnpike service plaza (TPW) is associated with the Benoa Bay reclamation plan. The TPW is precisely meant to answer that the allegations at issue is not true. Before the plan of the TPW circulated, it was heavily reported that the turnpike service plaza at the side of the Bali Mandara toll road is meant to facilitate the access to new reclaimed islands. “We have nothing to do with the reclamation. We have prepared the Bedawang Nala since the beginning of the construction (of toll road) and even before the issue of reclamation emerged. This turnpike service plaza poses a part of our preparation for procuring a point of service and tourism,” said Public Relations of PT. Jasamarga Bali Toll, Drajad Hari Suseno, when confirmed on Wednesday (Dec. 28). Drajad asserted that TPW actually becomes an integral construction with the Bali Mandara toll road. Its foundation will use piles, not backfill the Benoa Bay. He even admitted if the company has owned the environmental impact analysis. However, the TPW construction is never started because the JBT is still waiting for the issuance of principle permit from the Toll Road Regulatory Agency. In addition, the JBT is also asked to carry out dissemination process. “Publication through the media yesterday is also part of the dissemination,” he added. Public can enjoy sunrise or sunset view on particular days while watching the art and cultural performance. According to the plan, in the initial stage will be established a meeting point with an area of about 30,000 square meters. It will be located around KM 3, where at the location there has been a turnpike. “We’d like to beautify Bali while adding tourist destinations without disturbing or damaging the environment,” he concluded. Prediction of drug circulation in 2017
It increases in harmony with people’s lifestyle CIRCULATION of drug is just like an iceberg showing a few portions on the surface and very much depends on the seriousness of police authority and the National Narcotic Agency (BNN) to make arrest. Currently, circulation of these illicit goods is getting more massive, and in 2017 is predicted to increase in line with the lifestyle and increasing social welfare. This year, the rehabilitated drug abusers mostly belong to the age of 26-30 years amounting to 211 people. It means that most addicts come from productive age whose standard of living and economic condition are good. Additionally, people of these ages still like to hang out with communities and are quickly affected by trending lifestyle. This was announced by the Head of the BNNP Bali, Putu Gede Suastawa, on Tuesday (Dec. 27). To maximize the repressive efforts namely the arrest, continued Suastawa, his agency proposes or asks for the help of the governor of Bali to purchase drug detection equipment worth IDR 2 billion. The equipment is specifically used to detect drugs and suitable for use at Gilimanuk Harbor and Padangbai Harbor, Karangasem. “If the equipment is available, the arrest will increase. Next year, we will also get an aid in the form of sniffer dog and special firearms from the central BNN,” said the former police chief of Nunukan, East Kalimantan. He confirmed that it is also in line with the increasing standard of living, lifestyle and the presence of new psychoactive substance (NPS). Currently, there are 46 new types of drugs circulating in Indonesia and only some of them have been set forth in the regulation of the Ministry of Health or could be sentenced. “The most vulnerable drug smuggling is by land from west entrance at Gilimanuk and the second way is through courier services. If the courier services have a commitment to preventing Bali from drug trafficking, they should buy a drug detector. So far, it is very efficiently exploited by traffickers of illicit goods to bring them to Bali,” he said. Manual examination at the harbor faces an obstacle because it is very difficult to search thousands of passengers every day. This opportunity is taken advantage by drug syndicates to deliver illicit goods to Bali. “In 2017, hopefully the drug detector can be realized so that it can facilitate the officers. I have confidence and believe if the budget is increased, there will be an increase in disclosure. Disclosure of the drug cases depends on the aggressiveness of the officers in the
field,” he said. The BNNP Bali and its staff could have arrested 61 people throughout 2016. The evidence secured includes 25 kg of marijuana, 153.43 grams of crystal meth, 130 pieces of ecstasy, 1.6 gram of ecstasy powder or paste, 4,055.65 grams of liquid acetone, 3,163.96 grams of solid acetone, 3,600.07 grams of toluene, 3,235.78 grams of hydrocloric acid (HCL) and 1.00 gram of pseudoephedrine. “The drug addicts taking rehabilitation amounts to 970 people. It is only a small amount of the drug abusers in Bali referring to the results of research by the BNN and UI coming to 61,353 people. It happens because only few people are aware of reporting themselves because they are still fear and shame. After arrested, they just pleaded and wanted to be rehabilitated and not to be processed pursuant to the law,” he said. Actually the Law No.35/2009 Article 128 states that parents are obliged to report their under age children if they are drug abusers. If it is ignored and their children are arrested related to the drug cases, the parents are threatened with six months imprisonment. In the meantime, the drug abusers that take the rehabilitation program based on their occupation are as follows: private (510 people), unemployed (222 people), self-employed (156 people), college students (21 people), students (17 people), merchants (14 people), farmers (8 people), police (6 people), civil servant (5 people), artists (5 people), fishermen (4 people), housewives (3 people) and retirees (3 people). “We call on that next year the addicts could have higher self-awareness to report themselves. It is better to rehabilitate than feeling sorry and resulting in fatal impacts,” he said. Similar opinion was conveyed by the Chief of Badung Police, Ruddi Setiawan. He predicted the drug smuggling will increase before and after the New Year. On that account, he ordered the drug investigation unit to make arrest more vivaciously. “Hopefully, we could do more arrest than this year. We are grateful and appreciate to the personnel of drug investigation unit that could have secure ecstasy and crystal meth. Probably it is the highest number in Bali this year. Thus, thousands of Balinese people could be saved from drugs,” he said. He has also conducted dissemination and counseling to school and villagers about the hazards of drugs. Year-end order of shrine craft declines by 50 percent
BANGLI - A number of shrine craft makers at Jehem Kelod hamlet, Tembuku, complained because the order of shrine craft has decreased approximately reaching 50 percent since the past few months. Such condition makes their income drop dramatically this year. A shrine maker, I Ketut Kresna, admitted that his shrine order in 2016 experienced a significant decline where compared to previous years. Moreover, ahead of this yearend, the order is getting fewer. “Throughout 2016, our turnover decreased. Moreover, ahead of this year-end the order is increasingly fewer, even reaches 50 percent,” said Kresna, Tuesday (Dec. 27). Kresna added that in previous years he got many shrine orders from different regions in Bali. Moreover, he and five workers had to work overtime due to many orders from local people. “Last year, our order remained normal. However, in 2016 the condition is the worst, including ahead of the year-end our order dropped dramatically,” he said. He admitted that the declining order is not only experienced by him. His surrounding fellows who equally get involved in the making of shrine crafts also experience similar condition. “Our fellows pursuing shrine crafts also experience similar
decline in orders. I do not know for sure what causes this. Perhaps, it has something to do with the sluggish condition of global economy as one of the contributing factors. For example, if they purchase a shrine now, they will probably be purchasing next 10-15 years because it just gets damaged at that time,” he said. Currently, he received 15 orders of shrine craft. The orders originate from Gianyar, Karangasem, Klungkung and Badung. “So far, the regions having not been reached are only Buleleng and Negara. Although there are some, it is unlike the other districts,” he said. To work on the order, he is helped by five workers to accelerate the workmanship. The shrine crafts are made from materials like the timber of jackfruit and champak. “Jackfruit and champak timber is quite strong. Besides, based on the belief of Balinese people these timbers are fragrant and highly recommended in the chronicle. That’s what makes me just use jackfruit and champak timber,” he said.
He gets the timbers from Kintamani and Karangasem. Both regions produce quite a lot champak and jackfruit timbers, making it easier to search there. “Sometimes wholesalers come and deliver to us (here—Ed). Otherwise, I will pick it up directly to the location,” he explained. In terms of the type of shrine crafts, Kresna makes piyasan, taksu and kemulan. “Price of the shrine craft will depend on the size and type of the timber used. If it uses champak, it is sold for around IDR 7.5 million, while the one made from jackfruit timber is cheaper namely at IDR 5 million,” he said. Workmanship of the shrine itself requires different length of time in accordance with the order. If the shrine contains carvings, it can take up to a month. “If the shrine craft is made with carvings, at least we can only produce two units. Without carvings, we can produce five units a month,” added Kresna while adding that this year he just gets a turnover of IDR 40 million, while last year got IDR 70-80 million. (kmb41)

Then, on Saturday afternoon (Dec. 31), the activities will be followed by a ritual of picking up holy water to the sources at Tukad Melangge, Suwat village. “Uniquely, in the process of picking up the holy water, we will use more than 200 water jars to take the water from seven showers at the source and then take them back hand in hand,” he said. On Sunday (Jan. 1, 2017), the water war festival will be begun and centered in the intersection of Suwat village. He added that in this festival the committee invited the general public to participate in the water war. “If the previous festival was only intended for local people, this time we invite the wider community, both inside Gianyar and outside Gianyar district to participate,” he explained. However, for that occasion the committee requested that each participant should put on middle customary attires. In the meantime, male participants are allowed to put on sarong only and headdress without clothes. “In this case, we learn from last year’s experience where people showed high interest in attending the first water war on welcoming the New Year 2016. Then, to welcome the New Year 2017 we open the widest opportunity for the public from outside the village,” he said. This activity is intended to become a major tourist attraction in the North Gianyar. Moreover, the committee has made coordination with the Gianyar Tourism Office to feature Suwat village as tourism village. “So, to make our village into a tourism village, we have done various efforts and this is one of them. TAIPEI - Taiwan President Tsai Ing-wen will pass through the United States when she visits Latin America next month, the foreign ministry said Thursday, a move bound to infuriate China which had urged the United States to block a transit stopover. China is deeply suspicious of Tsai, who it thinks wants to push for the formal independence of Taiwan, a self-governing island that Beijing regards as a renegade province, ineligible for state-to-state relations. ATHI RIVER, Kenya - R ecently married with a one-year-old child, Joan Moraa Mbogo dreams of escaping Kenya’s noisy, dirty, crime-ridden capital and buying a home close to her mother’s newly-built apartment overlooking the Lukenya Hills. Machakos County, which starts 20 kms (12 miles) south-east of Nairobi, is popular with young Kenyans unable to afford decent homes in the city, where most developers are only building houses for the richest 10 percent of residents. “I’ll get a house here and we’ll become neighbours,” said 28-year-old Mbogo, DRESSED in a yellow top and jeans, watching her son, Nathan, totter across her mother’s sitting room. In July, Mbogo’s mother moved into Karibu Homes Riverview, a 19-acre development that is set to include 1,000 apartments, shops, basketball courts, a clinic and a nursery when complete. “There’s fresh air. It’s nice and quiet,” said Veronica Mbogo, a retired civil servant in her 60s, looking out from her fourth floor balcony at the yellow and grey apartments, dotted with acacia trees. Nearby labourers dig foundations for the second phase of the development, where dozens of units have already been sold. “They have been haranguing us to buy,” said Ravi Kohli, managing director of Karibu Homes at his office in a leafy part of Nairobi. “There is such a huge demand for housing.” Karibu Homes, founded in 2012, is one of a handful of developers building affordable homes in Kenya, seen as critical to stemming the spread of slums and improving the quality of life for many in East Africa’s biggest economy. Although millions of quality, affordable homes are needed, few are built due to high land prices, lack of access to finance and government bureaucracy, experts say. The company was born out of the bloodshed that erupted across Kenya following its contested general elections in 2007. Many people were killed and burned to death in slums across the East African country, often by young men venting their frustration over economic inequality and lack of opportunities. “The bulk of the population was desperate, had nothing to lose,” said Nick Johnson, one of the company’s cofounders, who came up with the idea with Kenyan entrepreneur Irfan Keshavjee during a management course at Oxford University in 2008. “That was a root cause as to why this violence took place.” The two men decided to set up a social enterprise, aiming not only to make money but to have a positive impact on Kenyans’ lives by enabling more people to buy their own homes. Most Nairobians live in slums where they must contend with high crime, irregular power and water supplies, and no toilets in their homes. With rapid urbanisation and population growth, Karibu Homes estimates that 14 million people will live in Nairobi’s metropolitan region - which encompasses the
capital and three neighbouring counties - by 2030, up from 9 million today. SOLUTION NEEDED “It’ll be a horrible place to live if we don’t find a solution,” said Kohli, who spent eight years building houses in England before returning home to Kenya. While an average slum-dweller cannot afford a home in Riverview, Karibu Homes is increasing the availability of decent housing stock and showing others that it can be done. “We are trying to catalyse a market further down the income ladder,” said Johnson, comparing it to the building of working-class terraces in Victorian England, which remain popular today. “Hopefully, by doing what we are doing, more developers, ourselves included, will be able to provide much-needed housing for a bigger proportion of the population.” Major Kenyan financiers, like HF Group and Kenya Commercial Bank (KCB), have announced plans to build cheaper, mass market homes. “We are looking at projects of probably even 10,000 units,” said KCB’s mortgage director, Sam Muturi, from his office overlooking downtown Nairobi. “It’s a huge market that has not even been scratched.”
‘BIG WIN’ But campaigners say cheaper, long-term finance is critical to unlock Africa’s housing market as borrowing is expensive for everyone, from manufacturers and developers to banks and buyers. A pool of affordable finance would enable banks to reduce mortgage rates, which averaged 17 percent in 2015 to just 25,000 borrowers across Kenya, according to Johannesburg-based non-profit Centre for Affordable Housing Finance in Africa (CAHF). The government capped interest rates at 14 percent in August, but many buyers are sceptical it will last beyond Kenya’s 2017 elections and fear long-term loans. HF Group’s managing director, Frank Ireri, would like to see development finance institutions, like the IFC and the African Development Bank, and social investors putting cheap money into the economy for banks to lend onwards. “The minute you go to the market, it becomes commercial and affordability is out of the WINDOW,” he told the Thomson Reuters Foundation. Half of Karibu Homes $3 million financing came from social impact investors, like Blue Haven Initiative, willing to take lower returns and higher risks than traditional financiers. “They are also investing for the social good,” said Samuel Suttner, a researcher with CAHF.(rtr)

“Instruction from Jakarta is on land clearing where the main tracks would be built,” head of the land transport office of West Papua Harold Jan Umpain said here on Wednesday. Harold said the main track will pass through the city of Sorong, Sorong District, South Sorong, Maybrat, Teluk Bintuni, South Manokwari and Manokwari. “The main track would extend between the city of Sorong and the city of Manokwari,” he said. He said groundbreaking for the project is expected to be inaugurated by President Joko Widodo (Jokowi) himself next year.
Originally the president hoped to break the ground to mark the start of work to build the railway in July 2016 in Sorong, but was delayed on problem in land clearing. “Land is available and the Sorong city administration has approved, but protracted bickering in land price delayed decision,” he said. While waiting for the agreement in land price negotiations between the city administration and the land owners, the railway directorate general and consultants are working on details of engineering design (DED) of the whole tracks. “DED on the main track is in
final phase. The regional administrations especially the Sorong city, Sorong District, South Sorong, Maybrat, Teluk Bintuni, South Manokwari and Manokwari city administrations are asked to prepare land and deal with land clearing,” Harold said. The Central Jakarta is waiting for report from the Sorong city administration about progress made in land clearing and groundbreaking plan, he added. Other alternative would be taken if Sorong is not yet ready, he said. “Groundbreaking ceremony would be held in the regency of Sorong. We have not discussed that possibility with the Sorong district administration as we still wait for word from the city of Sorong,” he said. (ant)

The president expressed embarrassment on observing the condition of the post. “The condition (of this post) is very bad compared with that of Timor Leste,” the president stated. To address the situation, the president ordered Public Works and Public Housing Minister Basuki Hadimuljono to develop the crossborder post in Mota Ain within two years. “Now, we can see the cross-border post. We can build it because we have the budget,” the president said. Indonesia, as a great nation, should have a better cross-border post than its neighbors, he explained. In addition, the president ordered the immediate construction of a large market around the border post between Indonesia and Timor Leste to make Mota Ain an economic center for the locals. During the robbery, the four thieves allegedly locked up Dodi Triono (59) and 10 others, including Dodis daughters, house maids and drivers. When they were found on Tuesday, six of the 11 in the locked bathroom were dead; only five

In parting shot at Israel, Kerry warns Middle East peace in jeopardy
WASHINGTON - U.S. Secretary of State John Kerry on Wednesday said Israel’s building of settlements on occupied land was jeopardizing Middle East peace, voicing unusually frank frustration with America’s longtime ally weeks before he is due to leave office. In a swiftly issued statement, Israeli Prime Minister Benjamin Netanyahu accused Kerry of bias. He said Israel did not need to be lectured to by foreign leaders and looked forward to working with President-elect Donald Trump, who has vowed to pursue more pro-Israeli policies. In a 70-minute speech, Kerry said Israel “will never have true peace” with the Arab world if it does not reach an accord based on Israelis and Palestinians living in their own states. Kerry’s remarks, and Netanyahu’s reply, marked the closing chapter of a bitter U.S.-Israeli relationship during President Barack Obama’s administration over differences on settlement-building and the Iran nuclear deal signed last year. Ties reached a low point last Friday when Washington cleared the way for a U.N. resolution that demanded an end to Israeli settle-
ment building, prompting Israeli government officials to direct harsh attacks against Obama and Kerry. “Despite our best efforts over the years, the two-state solution is now in serious jeopardy,” Kerry said at the State Department. “We cannot, in good conscience, do nothing, and say nothing, when we see the hope of peace slipping away.” The United States had appealed to Israel in public and private to stop the march of settlements countless times, Kerry said. “In the end, we could not in good conscience protect the most extreme elements of the settler movement as it tries to destroy the two-state solution,” he said. “We could not in good conscience turn a blind eye to Palestinian actions that fan hatred and violence. Germany holds Tunisian for possible link to Berlin attack BERLIN - German authorities have detained a Tunisian man they suspect of involvement in the truck attack on a Berlin Christmas market last week that killed 12 people, prosecutors said on Wednesday. The Islamic State militant group has claimed responsibility for the attack, which some critics say was made easier by Chancellor Angela Merkel’s open-door migrant policy. Investigators found the mobile phone number of the 40-year-old Tunisian stored in the phone of Anis Amri, the man believed to have hijacked the truck filled with steel rods and plowed it into crowds at a Christmas market in the capital on Monday last week. The Sueddeutsche daily said the truck’s automatic brakes had brought the vehicle to a standstill after about 80 meters, preventing even more deaths. Officials raided the home and business premises of the new suspect in Berlin. They did not name him. “Further investigations indicated that he could have been involved in the attack,” said prosecutors. They will decide on Thursday whether to issue a formal arrest warrant for the man, now under temporary detention. Amri, a failed asylum seeker also from Tunisia, was shot dead in Italy on Dec. 23. The Sueddeutsche said German authorities in Berlin had discussed his case at least seven times between February and November. The newspaper said documents it was shown by the authorities show Amri looked for Internet instructions on how to build pipe bombs and how to make explosive materials. It added that he had sought contact with Islamic State in February and offered to be a suicide bomber. Terrorism prevention experts discussed at least twice whether Amri was planning a specific attack in Germany, but both times decided it was unlikely, the paper reported. Investigators across Europe are trying to establish whether Amri had accomplices. Police: No information yet on suspected terrorists` bombing plan JAKARTA - The Indonesian police has no information yet to confirm that the four suspected terrorists arrested in Purwakarta, West Java, planned to carry out a suicide bombing. “We cannot confirm it yet, because the explosives were not with them. We are questioning them to get the thread on their plan to carry out the terror attack,” Senior Commissioner Martinus Sitompul, a spokesman of the Indonesian Police. However, Martinus said, the police believed that two of the suspects planned to attack police officers. “Two others were to monitor. We are seeking information whether they were to carry out a suicide bombing or plant the bomb

ABU DHABI - After five runnerup finishes at the Australian Open, world number one Andy Murray is taking a different approach to the season-opening grand slam at Melbourne Park next month. The Briton is preparing for the Jan. 16-29 tournament by competing in the Mubadala World Tennis Championship in Abu Dhabi rather than the mixed team round robin format of the Hopman Cup in Perth which he has favoured for the last two years. Murray plays his first match on Friday and was his usual cautiously optimistic self when asked about finally ending his Melbourne drought. “I’ve played really well there in the past and it hasn’t happened for me so I’ll need to do something a little bit different this year,” Murray told Reuters on Wednesday. “I love the conditions there and I enjoy the tournament a lot, and I’ll be going in hopefully playing well and with a lot of confidence because of the way I finished 2016, so I’ll give it a good go this year.” The 29-year-old double Olympic
champion will go to Melbourne with his confidence sky-high after knocking Novak Djokovic, the man who has beaten him in four Australian Open finals, off the top of the world rankings. The Scot won nine titles in 2016, including Wimbledon and the Olympic gold medal, and thrashed Djokovic in the final of the ATP Tour Finals to take top spot in the rankings from the Serb. However, the 24match winning run that helped him land his last five tournaments of the season took its toll. “Getting to number one it took me basically the whole year, right down to the last tournament, the last match of the year to finish number one, so that was really, really hard and it took a lot out of me physically and mentally,” Murray said. “I was really, really tired, more tired than I’ve been at the end of any season that I’d finished before.” Murray has a bye into Friday’s semi-finals in the UAE and will face the winner of Thursday’s quarter-final between David Goffin of Belgium and France’s Jo-Wilfried Tsonga. BEIJING — Argentine striker Carlos Tevez has signed to play for Shanghai Shenhua, becoming the latest in a procession of star players to join the Chinese Super League. Shanghai Shenhua said Thursday that it paid an $11 million transfer fee to Argentine club Boca Juniors. A person familiar with the negotiations said the 32-year-old Tevez would be paid $40 million over two years. The source spoke on condition of anonymity because he was not authorized to divulge details of the transaction. Tevez is expected to join team training on the Japanese island of Okinawa next month, with a formal introduction to follow soon afterward. The next Super League season begins in March. Chinese clubs have spent heavily over the past year to attract mainly South American stars. Last week, Shenhua’s city rival Shanghai SIPG sealed a deal with Oscar from CHELSEA. Qatar World Cup construction workers to get ‘cooling’ hats DOHA - Migrant workers building soccer stadiums in Qatar’s desert heat are to be given ‘cooling’ hard hats to reduce their body temperature and risk of suffering heat stroke, tournament organisers said. Scientists at Qatar University designed the solar-powered hard hats to improve conditions for 2022 World Cup labourers who rights groups say have suffered abuses. A fan in the top of the helmet blows air over a cold pack onto the person’s face reducing skin temperature by up to 10 degrees centigrade, said Saud Ghani, an engineering professor at Qatar University. “Our objective was to reduce heat stress and heat strokes for workers in Qatar and the region,”
said Ghani. About 5,100 construction workers from Nepal, India and Bangladesh are building stadiums in the wealthy Gulf Arab state which has drawn charges by human rights groups of labour abuse, including poor safety at work and squalid living conditions. Summer temperatures in Qatar can reach 50 degrees and Doha enforces a ban on outdoor work for several hours a day during the hottest months of the year. But migrant workers have complained about heat exhaustion and dehyrdration while working in summer. Around 260 migrant workers from India died in the whole of Qatar in 2015, according to figures from the Indian embassy in
Doha seen by Reuters. In May an Indian labourer died of a heart attack while performing steel work on a World Cup stadium in Doha in an incident officials denied was caused by working conditions. In parting shot at Israel, Kerry warns Middle East peace in jeopardy
WASHINGTON - U.S. Secretary of State John Kerry on Wednesday said Israel’s building of settlements on occupied land was jeopardizing Middle East peace, voicing unusually frank frustration with America’s longtime ally weeks before he is due to leave office. In a swiftly issued statement, Israeli Prime Minister Benjamin Netanyahu accused Kerry of bias. He said Israel did not need to be lectured to by foreign leaders and looked forward to working with President-elect Donald Trump, who has vowed to pursue more pro-Israeli policies. In a 70-minute speech, Kerry said Israel “will never have true peace” with the Arab world if it does not reach an accord based on Israelis and Palestinians living in their own states. Kerry’s remarks, and Netanyahu’s reply, marked the closing chapter of a bitter U.S.-Israeli relationship during President Barack Obama’s administration over differences on settlement-building and the Iran nuclear deal signed last year. Ties reached a low point last Friday when Washington cleared the way for a U.N. resolution that demanded an end to Israeli settle-

In a statement, Palestinian President Mahmoud Abbas said he was convinced peace with Israel was achievable, but stood by his demand that Israel halt settlements before talks restart. Netanyahu, for whom settlers are a key constituency, has said his government has been their greatest ally since Israel captured the West Bank and East Jerusalem in a 1967 war. Germany holds Tunisian for possible link to Berlin attack BERLIN - German authorities have detained a Tunisian man they suspect of involvement in the truck attack on a Berlin Christmas market last week that killed 12 people, prosecutors said on Wednesday. The Islamic State militant group has claimed responsibility for the attack, which some critics say was made easier by Chancellor Angela Merkel’s open-door migrant policy. Investigators found the mobile phone number of the 40-year-old Tunisian stored in the phone of Anis Amri, the man believed to have hijacked the truck filled with steel rods and plowed it into crowds at a Christmas market in the capital on Monday last week. The Sueddeutsche daily said the truck’s automatic brakes had brought the vehicle to a standstill after about 80 meters, preventing even more deaths. Officials raided the home and business premises of the new suspect in Berlin. They did not name him. “Further investigations indicated that he could have been involved in the attack,” said prosecutors. They will decide on Thursday whether to issue a formal arrest warrant for the man, now under temporary detention. Amri, a failed asylum seeker also from Tunisia, was shot dead in Italy on Dec. 23. The Sueddeutsche said German authorities in Berlin had discussed his case at least seven times between February and November. The newspaper said documents it was shown by the authorities show Amri looked for Internet instructions on how to build pipe bombs and how to make explosive materials. It added that he had sought contact with Islamic State in February and offered to be a suicide bomber. Terrorism prevention experts discussed at least twice whether Amri was planning a specific attack in Germany, but both times decided it was unlikely, the paper reported. Investigators across Europe are trying to establish whether Amri had accomplices. Germany’s Focus magazine cited Berlin security sources as saying that a phone found in the truck contained voice messages and photos sent by Amri to Islamists 10 minutes before he steered the vehicle into the Berlin market. Another priority is to piece together how he fled, undetected, from Berlin to Milan, taking advantage of Europe’s open-border Schengen agreement. Police: No information yet on suspected terrorists` bombing plan JAKARTA - The Indonesian police has no information yet to confirm that the four suspected terrorists arrested in Purwakarta, West Java, planned to carry out a suicide bombing. “We cannot confirm it yet, because the explosives were not with them. We are questioning them to get the thread on their plan to carry out the terror attack,” Senior Commissioner Martinus Sitompul, a spokesman of the Indonesian Police. However, Martinus said, the police believed that two of the suspects planned to attack police officers. “Two others were to monitor. We are seeking information whether they were to carry out a suicide bombing or plant the bomb
somewhere else,” he added. The four suspects were linked to the Cigondewah terrorist group in Bandung, West Java, that was raided in 2013. “People like Abu Fais, Abu Sofi, Rijal, and Ivan (the four suspected terrorists arrested in Purwakarta) were part of the Cigondewah group. ATHI RIVER, Kenya - R ecently married with a one-year-old child, Joan Moraa Mbogo dreams of escaping Kenya’s noisy, dirty, crime-ridden capital and buying a home close to her mother’s newly-built apartment overlooking the Lukenya Hills. Machakos County, which starts 20 kms (12 miles) south-east of Nairobi, is popular with young Kenyans unable to afford decent homes in the city, where most developers are only building houses for the richest 10 percent of residents. “I’ll get a house here and we’ll become neighbours,” said 28-year-old Mbogo, DRESSED in a yellow top and jeans, watching her son, Nathan, totter across her mother’s sitting room. In July, Mbogo’s mother moved into Karibu Homes Riverview, a 19-acre development that is set to include 1,000 apartments, shops, basketball courts, a clinic and a nursery when complete. “There’s fresh air. It’s nice and quiet,” said Veronica Mbogo, a retired civil servant in her 60s, looking out from her fourth floor balcony at the yellow and grey apartments, dotted with acacia trees. Nearby labourers dig foundations for the second phase of the development, where dozens of units have already been sold. “They have been haranguing us to buy,” said Ravi Kohli, managing director of Karibu Homes at his office in a leafy part of Nairobi. “There is such a huge demand for housing.” Karibu Homes, founded in 2012, is one of a handful of developers building affordable homes in Kenya, seen as critical to stemming the spread of slums and improving the quality of life for many in East Africa’s biggest economy. Although millions of quality, affordable homes are needed, few are built due to high land prices, lack of access to finance and government bureaucracy, experts say. PAN-AFRICA STORY It is a story echoed across Africa which has the fastest growing cities in the world, with 40 percent of the continent’s one billion people in towns and cities, according to UN-Habitat. The company was born out of the bloodshed that erupted across Kenya following its contested general elections in 2007. Many people were killed and burned to death in slums across the East African country, often by young men venting their frustration over economic inequality and lack of opportunities. “The bulk of the population was desperate, had nothing to lose,” said Nick Johnson, one of the company’s cofounders, who came up with the idea with Kenyan entrepreneur Irfan Keshavjee during a management course at Oxford University in 2008. “That was a root cause as to why this violence took place.” The two men decided to set up a social enterprise, aiming not only to make money but to have a positive impact on Kenyans’ lives by enabling more people to buy their own homes. Most Nairobians live in slums where they must contend with high crime, irregular power and water supplies, and no toilets in their homes. With rapid urbanisation and population growth, Karibu Homes estimates that 14 million people will live in Nairobi’s metropolitan region - which encompasses the
capital and three neighbouring counties - by 2030, up from 9 million today. SOLUTION NEEDED “It’ll be a horrible place to live if we don’t find a solution,” said Kohli, who spent eight years building houses in England before returning home to Kenya. While an average slum-dweller cannot afford a home in Riverview, Karibu Homes is increasing the availability of decent housing stock and showing others that it can be done. “We are trying to catalyse a market further down the income ladder,” said Johnson, comparing it to the building of working-class terraces in Victorian England, which remain popular today. “Hopefully, by doing what we are doing, more developers, ourselves included, will be able to provide much-needed housing for a bigger proportion of the population.” Major Kenyan financiers, like HF Group and Kenya Commercial Bank (KCB), have announced plans to build cheaper, mass market homes. “We are looking at projects of probably even 10,000 units,” said KCB’s mortgage director, Sam Muturi, from his office overlooking downtown Nairobi. “It’s a huge market that has not even been scratched.”
‘BIG WIN’ But campaigners say cheaper, long-term finance is critical to unlock Africa’s housing market as borrowing is expensive for everyone, from manufacturers and developers to banks and buyers. A pool of affordable finance would enable banks to reduce mortgage rates, which averaged 17 percent in 2015 to just 25,000 borrowers across Kenya, according to Johannesburg-based non-profit Centre for Affordable Housing Finance in Africa (CAHF). The government capped interest rates at 14 percent in August, but many buyers are sceptical it will last beyond Kenya’s 2017 elections and fear long-term loans. HF Group’s managing director, Frank Ireri, would like to see development finance institutions, like the IFC and the African Development Bank, and social investors putting cheap money into the economy for banks to lend onwards. “The minute you go to the market, it becomes commercial and affordability is out of the WINDOW,” he told the Thomson Reuters Foundation. Half of Karibu Homes $3 million financing came from social impact investors, like Blue Haven Initiative, willing to take lower returns and higher risks than traditional financiers. “They are also investing for the social good,” said Samuel Suttner, a researcher with CAHF.(rtr)

“Instruction from Jakarta is on land clearing where the main tracks would be built,” head of the land transport office of West Papua Harold Jan Umpain said here on Wednesday. Harold said the main track will pass through the city of Sorong, Sorong District, South Sorong, Maybrat, Teluk Bintuni, South Manokwari and Manokwari. “The main track would extend between the city of Sorong and the city of Manokwari,” he said. He said groundbreaking for the project is expected to be inaugurated by President Joko Widodo (Jokowi) himself next year.
Originally the president hoped to break the ground to mark the start of work to build the railway in July 2016 in Sorong, but was delayed on problem in land clearing. “Land is available and the Sorong city administration has approved, but protracted bickering in land price delayed decision,” he said. While waiting for the agreement in land price negotiations between the city administration and the land owners, the railway directorate general and consultants are working on details of engineering design (DED) of the whole tracks. “DED on the main track is in
final phase. The regional administrations especially the Sorong city, Sorong District, South Sorong, Maybrat, Teluk Bintuni, South Manokwari and Manokwari city administrations are asked to prepare land and deal with land clearing,” Harold said. The Central Jakarta is waiting for report from the Sorong city administration about progress made in land clearing and groundbreaking plan, he added. Other alternative would be taken if Sorong is not yet ready, he said. “Groundbreaking ceremony would be held in the regency of Sorong. We have not discussed that possibility with the Sorong district administration as we still wait for word from the city of Sorong,” he said. (ant)

To address the situation, the president ordered Public Works and Public Housing Minister Basuki Hadimuljono to develop the crossborder post in Mota Ain within two years. “Now, we can see the cross-border post. We can build it because we have the budget,” the president said. Indonesia, as a great nation, should have a better cross-border post than its neighbors, he explained. In addition, the president ordered the immediate construction of a large market around the border post between Indonesia and Timor Leste to make Mota Ain an economic center for the locals. JAKARTA - Police have arrested one murderer, and fatally shot another for resisting arrest in connection with the deaths of six people in Pulomas, East Jakarta, on Tuesday. “Two alleged murderers were arrested, one died of loss of blood after being shot for resisting police arrest in Bekasi, West Java,” Indonesian National Police (Polri) Chief
General Tito Karnavian told a press conference here on Wednesday evening. Tito said the alleged murderer who died is Ramlan Butarbutar (RB). According to the Polri chief, RB was wanted by the police for a long time and is known as a thief who did not hesitate to use violence. “He is an old player. We call him a

During the robbery, the four thieves allegedly locked up Dodi Triono (59) and 10 others, including Dodis daughters, house maids and drivers. When they were found on Tuesday, six of the 11 in the locked bathroom were dead; only five

However, for that occasion the committee requested that each participant should put on middle customary attires. In the meantime, male participants are allowed to put on sarong only and headdress without clothes. “In this case, we learn from last year’s experience where people showed high interest in attending the first water war on welcoming the New Year 2016. Then, to welcome the New Year 2017 we open the widest opportunity for the public from outside the village,” he said. This activity is intended to become a major tourist attraction in the North Gianyar. Prediction of drug circulation in 2017
It increases in harmony with people’s lifestyle CIRCULATION of drug is just like an iceberg showing a few portions on the surface and very much depends on the seriousness of police authority and the National Narcotic Agency (BNN) to make arrest. Currently, circulation of these illicit goods is getting more massive, and in 2017 is predicted to increase in line with the lifestyle and increasing social welfare. This year, the rehabilitated drug abusers mostly belong to the age of 26-30 years amounting to 211 people. It means that most addicts come from productive age whose standard of living and economic condition are good. Additionally, people of these ages still like to hang out with communities and are quickly affected by trending lifestyle. This was announced by the Head of the BNNP Bali, Putu Gede Suastawa, on Tuesday (Dec. 27). To maximize the repressive efforts namely the arrest, continued Suastawa, his agency proposes or asks for the help of the governor of Bali to purchase drug detection equipment worth IDR 2 billion. The equipment is specifically used to detect drugs and suitable for use at Gilimanuk Harbor and Padangbai Harbor, Karangasem. “If the equipment is available, the arrest will increase. Next year, we will also get an aid in the form of sniffer dog and special firearms from the central BNN,” said the former police chief of Nunukan, East Kalimantan. He confirmed that it is also in line with the increasing standard of living, lifestyle and the presence of new psychoactive substance (NPS). Currently, there are 46 new types of drugs circulating in Indonesia and only some of them have been set forth in the regulation of the Ministry of Health or could be sentenced. “The most vulnerable drug smuggling is by land from west entrance at Gilimanuk and the second way is through courier services. If the courier services have a commitment to preventing Bali from drug trafficking, they should buy a drug detector. So far, it is very efficiently exploited by traffickers of illicit goods to bring them to Bali,” he said. Manual examination at the harbor faces an obstacle because it is very difficult to search thousands of passengers every day. This opportunity is taken advantage by drug syndicates to deliver illicit goods to Bali. “In 2017, hopefully the drug detector can be realized so that it can facilitate the officers. I have confidence and believe if the budget is increased, there will be an increase in disclosure. Disclosure of the drug cases depends on the aggressiveness of the officers in the
field,” he said. The BNNP Bali and its staff could have arrested 61 people throughout 2016. The evidence secured includes 25 kg of marijuana, 153.43 grams of crystal meth, 130 pieces of ecstasy, 1.6 gram of ecstasy powder or paste, 4,055.65 grams of liquid acetone, 3,163.96 grams of solid acetone, 3,600.07 grams of toluene, 3,235.78 grams of hydrocloric acid (HCL) and 1.00 gram of pseudoephedrine. “The drug addicts taking rehabilitation amounts to 970 people. It is only a small amount of the drug abusers in Bali referring to the results of research by the BNN and UI coming to 61,353 people. It happens because only few people are aware of reporting themselves because they are still fear and shame. After arrested, they just pleaded and wanted to be rehabilitated and not to be processed pursuant to the law,” he said. Actually the Law No.35/2009 Article 128 states that parents are obliged to report their under age children if they are drug abusers. If it is ignored and their children are arrested related to the drug cases, the parents are threatened with six months imprisonment. In the meantime, the drug abusers that take the rehabilitation program based on their occupation are as follows: private (510 people), unemployed (222 people), self-employed (156 people), college students (21 people), students (17 people), merchants (14 people), farmers (8 people), police (6 people), civil servant (5 people), artists (5 people), fishermen (4 people), housewives (3 people) and retirees (3 people). “We call on that next year the addicts could have higher self-awareness to report themselves. It is better to rehabilitate than feeling sorry and resulting in fatal impacts,” he said. Similar opinion was conveyed by the Chief of Badung Police, Ruddi Setiawan. He predicted the drug smuggling will increase before and after the New Year. On that account, he ordered the drug investigation unit to make arrest more vivaciously. “Hopefully, we could do more arrest than this year. We are grateful and appreciate to the personnel of drug investigation unit that could have secure ecstasy and crystal meth. Probably it is the highest number in Bali this year. Thus, thousands of Balinese people could be saved from drugs,” he said. He has also conducted dissemination and counseling to school and villagers about the hazards of drugs. Year-end order of shrine craft declines by 50 percent
BANGLI - A number of shrine craft makers at Jehem Kelod hamlet, Tembuku, complained because the order of shrine craft has decreased approximately reaching 50 percent since the past few months. Such condition makes their income drop dramatically this year. A shrine maker, I Ketut Kresna, admitted that his shrine order in 2016 experienced a significant decline where compared to previous years. Moreover, ahead of this yearend, the order is getting fewer. “Throughout 2016, our turnover decreased. Moreover, ahead of this year-end the order is increasingly fewer, even reaches 50 percent,” said Kresna, Tuesday (Dec. 27). Kresna added that in previous years he got many shrine orders from different regions in Bali. Moreover, he and five workers had to work overtime due to many orders from local people. “Last year, our order remained normal. However, in 2016 the condition is the worst, including ahead of the year-end our order dropped dramatically,” he said. He admitted that the declining order is not only experienced by him. His surrounding fellows who equally get involved in the making of shrine crafts also experience similar condition. “Our fellows pursuing shrine crafts also experience similar
decline in orders. I do not know for sure what causes this. Perhaps, it has something to do with the sluggish condition of global economy as one of the contributing factors. For example, if they purchase a shrine now, they will probably be purchasing next 10-15 years because it just gets damaged at that time,” he said. Currently, he received 15 orders of shrine craft. The orders originate from Gianyar, Karangasem, Klungkung and Badung. “So far, the regions having not been reached are only Buleleng and Negara. Although there are some, it is unlike the other districts,” he said. To work on the order, he is helped by five workers to accelerate the workmanship. The shrine crafts are made from materials like the timber of jackfruit and champak. “Jackfruit and champak timber is quite strong. Besides, based on the belief of Balinese people these timbers are fragrant and highly recommended in the chronicle. That’s what makes me just use jackfruit and champak timber,” he said.
He gets the timbers from Kintamani and Karangasem. Both regions produce quite a lot champak and jackfruit timbers, making it easier to search there. “Sometimes wholesalers come and deliver to us (here—Ed). Otherwise, I will pick it up directly to the location,” he explained. In terms of the type of shrine crafts, Kresna makes piyasan, taksu and kemulan. “Price of the shrine craft will depend on the size and type of the timber used. If it uses champak, it is sold for around IDR 7.5 million, while the one made from jackfruit timber is cheaper namely at IDR 5 million,” he said. PT. Jasamarga Bali Toll (JBT) firmly denied if the construction of Bedawang Nala turnpike service plaza (TPW) is associated with the Benoa Bay reclamation plan. The TPW is precisely meant to answer that the allegations at issue is not true. Before the plan of the TPW circulated, it was heavily reported that the turnpike service plaza at the side of the Bali Mandara toll road is meant to facilitate the access to new reclaimed islands. “We have nothing to do with the reclamation. We have prepared the Bedawang Nala since the beginning of the construction (of toll road) and even before the issue of reclamation emerged. This turnpike service plaza poses a part of our preparation for procuring a point of service and tourism,” said Public Relations of PT. Jasamarga Bali Toll, Drajad Hari Suseno, when confirmed on Wednesday (Dec. 28). Drajad asserted that TPW actually becomes an integral construction with the Bali Mandara toll road. Its foundation will use piles, not backfill the Benoa Bay. He even admitted if the company has owned the environmental impact analysis. However, the TPW construction is never started because the JBT is still waiting for the issuance of principle permit from the Toll Road Regulatory Agency. In addition, the JBT is also asked to carry out dissemination process. “Publication through the media yesterday is also part of the dissemination,” he added. JBT did not dare to break the rules considered taboo by Balinese people. In the meantime, the rejection against reclamation will never stop before the Presidential Regulation No. 51/2014 is revoked.

Public can enjoy sunrise or sunset view on particular days while watching the art and cultural performance. According to the plan, in the initial stage will be established a meeting point with an area of about 30,000 square meters. It will be located around KM 3, where at the location there has been a turnpike. “We’d like to beautify Bali while adding tourist destinations without disturbing or damaging the environment,” he concluded. MANILA - Philippine President Rodrigo Duterte has threatened corrupt government officials with the prospect of being thrown out of a helicopter mid-air, warning he has done it himself before and had no qualms about doing it again. The fiery-tempered former prosecutor said he once hurled a Chinese man suspected of rape and murder out of a helicopter. “If you are corrupt, I will fetch you using a helicopter to Manila and I will throw you out. I have done this before, why would I not do it again?” Duterte said during a speech to victims of a typhoon on Tuesday, a clip of which is posted on a video feed of the president’s office. Duterte’s latest threat comes just a few weeks after he admitted killing people during his 22 years as a mayor of Davao City, sometimes riding a MOTORCYCLE looking
for “encounters to kill”. Some senators have warned Duterte he risks impeachment over his comments. He has repeatedly said those killings were part of legitimate police operations, including a hostage incident, and those killed were criminals, not suspects. It was not immediately clear when or where the helicopter incident Duterte spoke of took place. In an interview on Thursday with the ABS-CBN news channel, Duterte was non-committal when asked if the incident really happened. “Helicopter to throw a person?” he asked. “And if that is true, I will not admit it.”
His spokesman, Ernesto Abella, suggested earlier the story was an “urban legend”. Duterte also said six people arrested last week during a seizure of more than half a tonne of methamphetamine, known locally as “shabu”, in the capital were fortunate he was out of town. “They were lucky I was not in Manila that time. If I had known there were that much shabu inside a house, I would definitely kill you,” he said.
