“I Am Bolt” movie offers glimpse into sprinter’s racing life
LONDON - Jamaican sprinter Usain Bolt swaps the race track for the red carpet on Monday for the premiere of a new film looking at his record-breaking career. “I Am Bolt” follows the ninetimes Olympic gold medallist in his gruelling training and competing as well as relaxing at home, giving fans a glimpse into the life of the man nicknamed “Lightning Bolt”. “Most people’s concept of me is that ‘Oh Usain, it’s easy for Usain, there’s no stress’ ... but it’s not,” Bolt told a news conference in London on Monday ahead of the film’s world premiere in the Brit-
ish capital. “I wanted to make people see what I went through to get to where I’m at today.” The documentary, which includes location footage from the Beijing World Championships, Rio Olympics and London Olympics, also has video from Bolt’s youth and interviews with family members, friends and coach. Bolt, who became the first per-

Prof. Dr. I Gde Pitana explained that in the current tourism development of Indonesia the government is improving access and infrastructure related to road and flight. This got
total support from the president so that the ministry of tourism is granted the right to coordinate the ministers associated with infrastructure. “So, we can do airport expansion, expansion of runway and construction of toll road and the qualified airports can be attempted to open direct flight to overseas route. JE threatens Bali
Mortality rate reaches 30 percent DENPASAR - Results of the surveillance against the Japanese encephalitis (JE) having been conducted since 2011 discovered that the cases continue to increase each year. More intensive surveillance is carried out in Bali so that many JE cases were also found.

At first, the ministry of health determined that JE surveillance became a regular program to do in seven provinces, but in 2016 the ministry of health expanded the surveillance coverage to 11 provinces. So, originally JE cases were just seen as a local issue in Bali, but now it gets special attention from the ministry of health. JE cases are very important to be known by the community because the number of cases increases and indicates a high mortality rate of 30 percent. In other words, 30 percent of the people infected with JE positive died, while the remaining could survive with disability from moderate to severe. “Virtually there are no totally recovered patients but only those with light defect. They are in small number. Light defect, for instance, causes concentration problem. After several years, they can suffer epilepsy and their intelligence reduces. They look healthy and can walk but their intelligence is not as good as if they are not affected by
JE,” explained Dr. I Gusti Ngurah Made Suwarba, a JE principal investigator and consultant of child neurologist at Sanglah Hospital, Monday (Nov. 28). The others experienced disability like paralyzed, deaf and mute. So far, there has been no medicine of JE. The therapy carried out is supportive not definitive. Its classical symptoms include fever for three to five days and followed by seizures and loss of consciousness. By and large, patients will only just be sent to hospital when they start having a seizure. Currently the JE vaccine has been available, but only in private practice and has not been included in the government program. In Malaysia and Brunei Darussalam, this vaccine have been given and proved to have drastically reduced the number of JE cases. “This case is hazardous and can be prevented. Therefore, public should know that this is not meant to scare but a fact,” he affirmed. Pigsty becomes one of the main causes of JE transmission
because JE virus exists in pigs. Housing conditions in Bali adjoining to pigsty increases the potential of Je transmission. Other than pigs, Culex mosquito also plays a role in the transmission of JE cases. Mosquito whose habitat in water, paddy fields, marshes and more in rainy season has the ability to fly up to 1-4 km so that Culex mosquito can bite people located four km from where the JE virus is. The case is predicted to increase during rainy season because the mosquito population also increases. So, he urged people to take preventive measures and maintain sanitation, and pigsties are expected to be located away from people’s residence. Animal Health Division Head of the Bali Livestock and Animal Health, IKG Nata Keseuma, said that JE clinical cases in pigs have not been found in Bali so far. Serologically, with the ELISA test against the results of BBVET surveillance, JE germ has been detected not to cause death in Bali and it is not zoonotic. “Pig only serves as a reservoir that can replicate JE virus in pigs, while mosquito serves as vector spreading the virus,” he said. Solar irrigation cuts drought risk, emissions for Kenya’s farmers
HOUMA BAY - In the scorching sun, Alphonce Abok keeps an eye on his fields of watermelons growing near the banks of the Sound River, one of the major channels feeding into Lake Victoria. “I hope with enough water this time around I will harvest my watermelons,” said the farmer from western Kenya. Not so long ago, he said, his efforts failed as he couldn’t get enough water to the crop. In July, however, he purchased a solar-powered irrigation pump that he now hopes will give him a much more reliable harvest. The equipment, from Future-
pump, which imports irrigation kits from India, draws energy from an 80-watt solar panel mounted on a metal frame. The solar power then drives a motor that pulls water from a river, well or storage tank. Abok used to use a diesel irrigation pump that cost nearly $10 a day in fuel to run, and often drained his budget, as well as being noisy and smoky, he said.
His new $637 pump required a $414 down payment, with $25 a month repayments until it is paid off. The price tag can make the pumps hard to afford for many small farmers, but Futurepump, based in Kisumu, has set up loan programmes with banks and micro-finance institutions to help buyers acquire the equipment, said Charles Ahenda-Bengo, the company’s general manager. The firm also hopes to eventually begin manufacturing the solar irrigation kits locally, to help cut costs, Ahenda-Bengo said. (rtr)

2 Taiwanese teenagers win World Robot Olympiad in India
NEW DELHI — Whizzing around a green felt table chasing a soccer ball beaming infrared light, the boxy robot shoots — and scores — and wins its Taiwanese teenage creators first prize at this year’s student robot games. The two breadbox-sized scooters, playing goalie and kicker, from the team called “Wings of Storm” were up against another Taiwanese team’s robots in the “Football” category of the World Robot Olympiad held over the weekend in the Indian capital of New Delhi. “We have been practicing since primary school,” said Liaw Jia-wun, 15, thrilled to have won with his teammate. “We never in our lives could think that we would win the world championship.” Other categories at the robotics championships — attended by more than 450 teams from 50 countries — asked participants to create robotics solutions to reduce or recycle waste, leading teams to build robots that emptied trash bins or scooped up building debris for future use. Some participants were as young as 6 years old, while others were approaching university
graduation. In the more advanced robotics category, robots had to be preprogrammed for the automated challenge of picking up mini bowling balls and knocking down pins. That meant the robots had to sense where the target was and hit it without any intervention from their creators. The idea is to teach students computer programming as robotics moves beyond factory applications to everyday functions, said engineer Dominic Bruneau, the head coach for the Canadian teams. “More and more, we will be interacting with robots” in our daily lives, Bruneau said. The student engineers are not just working on theory but are “doing practical work of building real stuff and trying to solve problems.” South African teacher and coach Nicky Du Plessis said the games helped kids develop key skills. “We start with the fundamentals. We believe that if kids can start from a very young age ... it teaches them how to build,” she said. “Then it teaches them logical thinking. How to change something quickly.” (ap)

Target of 20 million tourists visit unrealistic
MANGUPURA - Faisal Basri, an economist, stated that the target of 20 million tourist arrivals by 2019 is not realistic. The factors determining the number of tourist visit consists of water, electricity and infrastructure. However, these components will not be realized because Indonesia does not have money. Government wishing to boost infrastructure as well as build toll roads and harbors certainly use money. The revenue comes from tax, while the tax condition is actually not good. In 2015, tax was increased 30 percent but the realization was only eight percent. In 2016, it is increased 24 percent but ultimately could not be achieved, and performed tax amnesty. After tax amnesty from January
to September, the tax revenue should have reached 75 percent, but it just reached 56 percent. Of the tax amnesty, only IDR 146 trillion of funds has been coming into Indonesia, 3.6 percent of the property declared. In the meantime, the penalty has just amounted to IDR 94.9 trillion. With such illustration, it is no doubt that the easiest way for Indonesia to raise sustainable growth is by boosting tourism and maritime.
“It should become the focus, most convenient and quickly. The multiplier effect is also good to make the growth of Indonesia not so bad,” he said. the world grows by 4.1 percent and ASEAN by 5.1 percent. We are targeting to grow by 20 percent, so that the natural organic growth cannot be reached and it is not logical,” he said. However, the target of 20 million is not impossible to achieve if Indonesia does quantum leap in the world of tourism. Quantum leap means that Indonesia must dare to jump out of the box in order to get the figure 20 million in 2019. “The figure is an incredible target. So, an extraordinary result can only be achieved by an unusual measure. I am optimistic to achieve it if we are supported by adequate resources
and policy,” he explained. In 2015, Thailand could get 29 million tourist visits and Malaysia got 24 million. “Why can we not get 20 million?” he said jokingly. The strategies offered are by intensifying promotion and going digital. “We will fight so that Indonesia will be very much advanced in digital tourism ecosystem and we have the potential,” he said. Seeing the current condition of tourism, it is indeed busy but tourism industry does not enjoy significant profit. Japan also experienced similar economic condition. The only promising target market for Indonesia in the United States because the real wages of private sector employees in the United States rose by
2.8 percent last month, the highest in the past eight years. “So, the real purchasing power is considerably on the rise in America and they are surely consumptive to overseas travel. They belong to good quality travelers,” he said. He further explained that the US economic growth is rising faster than 0.8 percent to 1.4 percent and lastly reached 2.9 percent. Unemployment rate fell to 4.9 percent. Creation of new job opportunities last month reached 161,000 and
even reached over 200,000 in particular months. So far, the US tourist visit to Indonesia has not showed improvement. Actually the Fed will increase interest rate on dates of dozens next month (December) showing that the US economy is also getting stronger. China’s economic growth also decreases amounting to less than five percent. More countries do not believe in China due to its inconsistency against the growth numbers.
In the meantime, India has fairly good history with Indonesia especially Bali. On that account, he urged to work on the Indian market. It happens due to growing middle class in India looking similar with what happens in China. Obviously the economic growth of the ASEAN countries will turn stable next year. TABANAN - Over the past six years, the government of Tabanan has repaired its damaged roads with hot mix asphalt along 531.47 kilometers or about 66.38 percent. Then, in 2017 there will be budget to repair damaged roads in Tabanan along 80 kilometers. On that account, a total of 611.47 km of road section will have been hardened with hot mix asphalt. The Head of the Tabanan Public Works, I Gusti Ngurah Anom Antara, said on Monday (Nov. 28) that each year the road repair in Tabanan reaches an average of 150 km. In 2016 alone, approximately 140 kilometers of damaged roads can be repaired. Based on the data, of the ten
subdistricts, the greatest percentage of damaged road having got repair is located in Baturiti amounting to 83.6 percent or along 54.2 km of the totally 64.8 km of district road hardened with hot mix asphalt. Then, Selemadeg subdistrict reaches 83.0 percent or 43.1 km of totally 51.9 km of road section that has
been repaired; Tabanan subdistrict (79 percent) or 72.6 km of totally 91.6 km and Kediri (76 percent) or 88.3 km of totally 114.9 km. In the meantime, the road repair in Pupuan subdistrict reaches 73 percent or 57.058 km of totally 77.4 km; Kerambitan reaches 72 percent or 45.1 km of totally 62.5 km; Marga subdistrict reaches 72 percent as well or 47.6 km of totally 66.4 km; and Penebel reaches 68.1 percent or 83.5 km of totally 122.5 km. Anom further added that of the ten subdistricts, there are subdistricts whose repair has just reached
around 50 percent, namely East Selemadeg (58 percent) or 61.9 km of totally 105.9 km and West Selemadeg reaches 53 percent or 58.5 km of totally 105.5 km. According to Anom, it happens because district road in the two subdistricts are longer than the others. “In addition to East Selemadeg and West Selemadeg, Penebel also has long district road,” said Anom. Though having been repaired, Anom recognized that several of those road sections already turned damaged again. To that end, the government of Tabanan has allocat-
ed funds for the road maintenance. “There has been maintenance fund and in 2017 it has been allocated as much as IDR 1.5 billion,” he explained. Damages to the roads in Tabanan are caused by some factors include natural and geographic conditions of the soil. According to Anom, ascending and descending position also quickly causes the damage because compactness of the soil does not last perfectly in these conditions. South Korea’s Park asks parliament to decide how she can quit
SEOUL - South Korean President Park Geun-hye on Tuesday asked parliament to decide how and when she can give up power over an influence-peddling scandal, taking the country’s political crisis deeper into uncharted terrain. The main opposition Democratic Party rejected Park’s offer, calling it a ploy to escape being impeached, and said it would continue efforts to bring an impeachment motion in parliament, which they have sought to do as soon as Friday. No South Korean president has failed to complete a single fiveyear term since the current democratic system was implemented in 1987. “I will leave to parliament everything about my future including shortening of my term,” Park said in a brief televised speech. Her dramatic manoeuvre puts the burden of resolving the political crisis on parliament, which has been controlled by a coalition of opposition parties since Park’s conservative Saenuri Party unexpectedly lost its majority in April
elections. If Park resigns or an impeachment vote in parliament is upheld by the Constitutional Court, an election must be held in 60 days to nominate a president to serve a five-year term, with the prime minister leading the country in the interim. That short time frame could leave the main political parties looking to buy time in order to coalesce behind presidential candidates, and political analysts said it may take months for parliament to agree on an exit plan for Park. “I will step down from my position according to the law once a way is formed to pass on the administration in a stable manner that will also minimise political unrest and vacuum after ruling and opposition
parties’ discussion,” Park said, her voice firm. Park Kwang-on, a Democratic Party lawmaker, said it looked like she was trying to stall proceedings. “She is handing the ball to parliament when she could simply step down,” he told Reuters. “She is asking parliament to pick a date for her to resign, which she knows would lead to a discussion on when to hold the presidential election and delay everything.” Park, 64, had apologised twice previously but until Tuesday resisted mounting public calls to quit. YANGON - From a remote corner of northeastern Myanmar, an insurgent army sells tin ore to suppliers of some of the world’s largest consumer companies. More than 500 companies, including leading brands such as smartphone maker Apple, coffee giant Starbucks and luxury jeweller Tiffany & Co, list among their suppliers Chinese-controlled firms that indirectly buy ore from the Man Maw mine near Myanmar’s border with China, a Reuters examination of the supply chain found. The mine is controlled by the United Wa State Army (UWSA), which the United States placed under sanctions for alleged narcotics trafficking in 2003. The seven companies extracting tin from the mine are all owned or controlled by Wa military and government leaders, Wa officials and people with close ties to UWSA leadership told Reuters. This potentially puts companies, which also include industrial conglomerate General Electric, at risk of violating sanctions that forbid “direct or indirect” dealings with blacklisted groups, according to a former and a serving U.S. official and lawyers with expertise in sanctions enforcement. Several sanctions experts said the U.S. government was unlikely to fine companies who unwittingly used the Myanmar tin. Still, it may force them to shift to new suppliers, they said. A Treasury Department spokeswoman said U.S. sanctions “generally prohibit U.S. companies from engaging in any direct or indirect
transactions or dealings with individuals or entities” on a blacklist, but declined further comment on specific circumstances. The situation illustrates the difficulties facing multinationals in monitoring supply chains that have grown increasingly complex. Following a 2012 U.S. regulation, companies have spent billions of dollars scrutinizing whether certain minerals used in their products come from mines controlled by armed groups in Central Africa. But the regulations do not require them to assess the origins of minerals from other conflict zones. Apple, Tiffany and GE, and other companies contacted by Reuters, said that to fulfil those regulations they looked to an audit programme designed by the industry group Conflict Free Sourcing Initiative (CFSI). A CFSI programme director said the group was “aware of tin exports from Myanmar to other countries and of security and human rights issues in Myanmar”. The group said it was updating its audit requirements to include “a broader definition of conflict-affected and high-risk areas”. Tin supply chain expert at monitoring group Global Witness, Sophia Pickles, said companies must not wholly outsource due diligence responsibility to a scheme that has exclusively focused on central Africa. “Companies, not schemes, bear the primary responsibility for ensuring that supply chains are responsible,” she said. An executive whose company has invested hundreds of millions of dollars in the country said he was now looking at expanding in Kenya or Mali, rather than Tanzania, partly due to the new tax demands. The government says teething problems with new measures will give way to a fairer, stronger economy, and says it is natural for businesses to feel unsettled during periods of change. “There have been some complaints but we hear them and we have an open door,” said Adolf Mkenda, permanent secretary at the Ministry of Industry, Trade and Investment. “We are just making sure everyone pays what they should. We are creating a fair and level playing field.” Richard Kayombo, director of the Tanzania Revenue Authority (TRA), said increased tax income was needed to pay for new infrastructure in the country. The TRA won nine
out of 10 recent tax cases in court, which showed their bills were fair, he added. SILVER AND GOLD The government has also told mining companies to build smelters to refine copper, silver and gold mixed ore in Tanzania, to create jobs, but executives say there is not enough such ore in Tanzania to make this economically viable. Major foreign firms active in Tanzania include energy firms Statoil, Royal Dutch Shell, Exxon Mobil and Ophir Energy ; engineering firms Ferrostaal Industrial Projects and Haldor Topsoe; telecoms companies Millicom, Airtel, and Vodacom ; mining firms Anglo Gold Ashanti and Acacia Mining and shipping firms such as Maersk. Executives in the telecoms and mining sectors, which each account for about 4 percent of Tanzanian GDP, are concerned by legal requirements to list large chunks of their businesses on the local stock exchange, saying it is unclear if there is enough liquidity. Magufuli says the listing move will bring more transparency and offer the public a share in the industries’ profits.
Businesses have longed for a shake-up of an economy which had lagged East African neighbours for decades. Recent years saw strong annual growth of about 7 percent but it comes from a low base, and Kenya next door still has a bigger economy despite having less land and fewer people. But executives say Magufuli’s government risks undermining its economic plans by turning away vital investment and jobs from the poor nation. Some are also worried by recent moves that included banning opposition rallies, placing heavy restrictions on the media and ending parliamentary broadcasts. Most companies however welcome the president’s moves to clamp down on corruption in government and business, which have included him sacking scores of officials. John Corse, CEO of regional airline FastJet, said the crackdown had meant officials were now more helpful and available, but the reduction in the amount of money circulating had forced him to cut his fleet from five planes to two. “Prevalent corruption did create cash swirling around and that’s been taken away,” he said.(rtr)

Foreign firms hit by tax demands rethink Tanzanian expansion At least six companies are rethinking their business and investment plans, according to Reuters interviews with senior executives at a dozen of the biggest foreign firms operating in Tanzania, or their local arms, in sectors including mining, telecoms and shipping. Three said they could scale back operations in the East African nation, two said they planned to expand in other countries on the continent instead, while one said it was in the process of withdrawing from Tanzania altogether. The companies asked not to be named due to the sensitivity of the matter and because their plans have not been made public. One firm had not yet made a decision on how to respond to the government reforms, while five companies said their plans were unaffected - including two involved in giant projects, a $30 billion LNG plant and a $3 billion fertiliser plant. Tanzania is more reliant on foreign direct investment than many other regional countries, given the size of its economy. It received just over $1.5 billion last year, into an economy valued at under $45 billion, according to figures from the U.N. Conference on Trade and Investment and the World Bank. Neighbouring Kenya - with a $61 billion economy - received slightly less than Tanzania, while South Africa - with a $313 billion economy - received $1.7 billion. President John Magufuli, nicknamed “the Bulldozer” for his infrastructure projects and pugnacious leadership style, launched his reform drive after he was elected last year, promising to transform an economy hobbled by red-tape and corruption and carry out a major building programme. A strict new tax regime tops the list of companies’ complaints; Magufuli’s government imposed tax hikes this year on mobile money transfers, banking, tourism services and cargo transit services. In some cases, businesses say they were warned by regulators not to pass the cost on to consumers. Tax revenues for the 2014/2015 financial year totalled 9.8 trillion shillings ($4.5 billion). In 2016/2017, the target is 15.1 trillion - a jump of more than 50 percent.

JAKARTA - Social Affairs Minister Khofifah Indar Parawansa declared a street-chilren free Indonesia by 2017 at the National Monument, here, Sunday. “Actually, the declaration of street-childen free program was declared for the first time in 2015, but this is to reiterate our determination to make Indonesia free from street children by 2017,” the minister said. The declaration was voiced by the minister together with hundreds of children and several regional heads. The number of street children in Indonesia in 2015 reached 33,400. They lived in 16 provinces. Some six thousand children have so far received services under the the governments Child Social Welfare Program in 2016. The largest number of street children, reaching 7,600, were found in Jakarta, followed by West Java and Central Java respectively some five thousand children, and East Java (around 2,000). Living in streets are tough, and dangerous for children as they are prone to accidents, violence, human trafficking, and sexual assaults. Such a condition is against the rights of children that are protected by the national and international laws. The central government, local administrations and communities are responsible for helping street children, she remarked. “The most important is family because many children have been forced to live on the streets due to problems in their families,” the minister said.(ant)

JAKARTA - About 50 members of a hardline Muslim group barged into an apartment in the Indonesian capital to break up what they said was a gay sex party, angering rights groups, and police said on Monday no one in the flat had done anything wrong. The lesbian, gay, bisexual and transgender community is largely accepted in urban areas of Indonesia, the world’s largest Muslim-majority country, and being gay is not illegal, but there is growing concern among rights activists about intolerance. South Jakarta police chief Iwan Setiawan said the 13 men in the apartment were questioned and released on Monday because there was no evidence they had broken any law at the weekend gathering. Our Voice, a group supporting gay rights, said police should have detained the members of the Islamic Defenders Front (FPI) for breach of privacy. “For a government agency to allow such thing to happen, it is terrifying. It is a warning for this nation,” said Hartoyo, a director of Our Voice. The FPI, which is also known for raiding bars and nightclubs, as well as helping prevent pop star Lady Gaga perform in the country, has vowed to continue such actions. “The FPI since its birth has been and in the future will continue to fight to uphold what is good and to ban what is bad for society at all costs,” Novel Bamukmin, the group’s Jakarta secretary general, said. The FPI backed a large rally on Nov. 4 against Jakarta’s Christian governor, who is accused of insulting the Koran. Plane crashes in Colombia with 81 on board, including Brazilian footballers
BOGOTA - An aircraft with 81 people aboard, including Brazilian soccer team Chapecoense and journalists covering their match, has crashed in central Colombia, officials and media reported, but heavy rain has halted rescue operations. The mayor of La Ceja, a nearby town, said on local radio, citing firefighters, that at least 25 people had been killed and around 10 survivors had been rescued after the crash late on Monday, but few official figures were yet available. Poor weather conditions initially made the crash site accessible only by road, airport authorities at Medellin, where the charter plane was scheduled to land, said on Twitter. The airport later said rescue operations had been suspended because of heavy rain in the area. Alfredo Bocanegra, the head of Colombia’s aviation authority, earlier told journalists at the airport that several people had been rescued. A hospital in La Ceja tweeted it was treating a survivor. However, confusion and weather conditions means official figures from disaster management authorities on how many were killed may take some time to be confirmed. “Fortunately we can report that two injured people have been trans-

HAVANA - Tens of thousands of Cubans, some wrapped in red, white and blue national flags, paid final respects in Havana on Monday to Fidel Castro, who led a leftist revolution, ruled for half a century and resisted the United States throughout the Cold War. Castro died on Friday at the age of 90, a decade after stepping down due to poor health and ceding power to his brother Raul Castro. While he had been retired as an active leader, his death removed any impediment on his brother to pursue deeper relations with Washington if U.S. President-elect Donald Trump warms to the idea of improved ties. Castro was admired by leftists and people of the developing world who saw him as a revolutionary champion of the poor, but he was vilified by many who viewed him as a dictator who oppressed Cubans and ruined the economy through socialism. “Long live Fidel! We can hear him, we can feel him, he’ll always be here,” a crowd gathered near Havana’s Revolution Square chanted, holding up a banner that read “We are Fidel”. The government invited people to the square for a two-day com-
memoration that started with a 21gun salute heard throughout much of the capital. Thousands queued in snaking lines to walk past a portrait of a young Fidel dressed in military fatigues, with a rifle and pack slung over his back. Raul Castro and his top lieutenants held a separate, private ceremony, where they signed a book in front of an identical portrait, and laid white flowers. While some world leaders have sent admiring messages of condolence, Castro has been condemned by critics, including Trump, who in a weekend statement called him “a brutal dictator who oppressed his own people.” Before Castro’s death, Trump had threatened to reverse President Barack Obama’s rapprochement with Cuba, which has included restoring diplomatic ties, increasing trade and pressing the U.S. Congress to end years of economic embargo. Hamilton wins plaudits as Mercedes ponder punishment

The dive site is quite dramatic and consists of three steep ridges encrusted with an incredible diversity of hard corals, beautiful sea fans, fire corals and sponges and between these ridges are channels of white sand. In fact, it is not only the colour of the sand that differs from Tulamben Bay, the species of even the most common reef fish are different too. The marine life varies from the tiny up to the very large: the steepness of the site combined with the structure of the ridges (and plankton-rich water) means you also have much more chance to see pelagics including barracuda, tuna, manta and white tip reef shark here than you do within the Bay. The diving here is colder than within Tulamben Bay and not only because the diving here is generally deeper: there’s a cold water eddy that comes up from the depths. Visibility is generally as low as 15-20M due to the amount of plankton in the water. The current can be quite strong at times but the channels are well-protected. (IBP/net)

CALIFORNIA - Tiger Woods is counting down the minutes to his competitive comeback at this week’s Hero World Challenge in the Bahamas and says after a year on the sidelines he is even enjoying the pretournament nerves. The 40-year-old has been sidelined for 15 months due to back-related issues. He planned to return at last month’s PGA Tour’s Safeway Open in California but withdrew three days before the opening round, saying his game was not sharp enough. The 14-times major champion told British media that had been the right decision and he was now in better shape to return at the Dec. 1-4 tournament he hosts. “I’m not dead, I’m ready to go,” said Woods. “I’m nervous for every tournament I play in whether it’s after a lay-off or six in a row or a major. I care. If I care, I’m nervous. And it’s good to be that way. “To have that nervous energy and channel it into aggression, into focus, concentration, that’s good stuff. If I wasn’t nervous, that
would mean I didn’t care. I don’t want to be out there flat. I want to be out here so bad; and now I am.” Woods has not played on the PGA Tour since August 2015, having undergone surgeries in September and again in October of that year due to ongoing back problems. The greatest player of his generation and arguably of all time, he has not won a tournament anywhere since 2013 and his title drought in the major championships dates back to 2008. Woods, who has fallen to 898th in the world, said it had been a wise decision not to rush his return. “The competitor inside me wanted to go so badly and was itching to go. I thought if I only have a few shots, it’s good enough to get it around,” he added. “But what’s the point in rushing back when I’ve waited over a year to begin with? MILAN - Inter Milan scored three early goals before surviving a second-half fightback to beat 10-man Fiorentina 4-2 and give new coach Stefano Pioli his first win on Monday. Mauro Icardi netted twice for Inter, taking his Serie A tally for the season to 12, while Fiorentina had defender Gonzalo Rodriguez sent off in first-half stoppage time. Hosts Napoli lost ground on the leaders when they were held 1-1 by Sassuolo in the other match after Gregoire Defrel grabbed a memorable late equaliser for the visitors. LONDON — West Bromwich Albion manager Tony Pulis must pay ex-club Crystal Palace 3.7 million pounds ($4.6 million) after losing a court case over his departure. Hamilton wins plaudits as Mercedes ponder punishment
ABU DHABI - For all the headlines screaming ‘anarchy’, Lewis Hamilton’s public act of defiance against Mercedes in Formula One’s title-deciding Abu Dhabi Grand Prix could ultimately make racing even more exciting in 2017. While Mercedes boss Toto Wolff refused to rule out punishment after Hamilton did everything he could to scupper team mate Nico Rosberg’s championship chances in Sunday’s showdown, he recognised he was in two minds about what to do. The Austrian said he would sleep on the controversy but he also wondered whether there might be a case for giving the drivers more freedom to race rather than seeking to control them. That, after a 21-round season in which Mercedes were more dominant than ever with 19 wins and 20 poles and won both titles for the third year in a row, could prove a more popular outcome. While some condemned Hamilton’s strategy in slowing the race, in a failed bid to help others catch and pass Rosberg who needed to finish on the podium to become champion, others applauded him for transforming what could have been a processional one-two into a tense spectacle. “Well done to @LewisHamilton for a relentless pursuit of the title, keeping us on the edge of our flaming pants right up to the last lap,” declared 1996 world champion Damon Hill on Twitter. Red Bull team principal Christian Horner, who rarely misses a chance to undermine Wolff, said he would have expected nothing less and accused Mercedes of being ‘naive’ in asking Hamilton to speed up, instructions the driver ignored. In fact, it is not only the colour of the sand that differs from Tulamben Bay, the species of even the most common reef fish are different too. The marine life varies from the tiny up to the very large: the steepness of the site combined with the structure of the ridges (and plankton-rich water) means you also have much more chance to see pelagics including barracuda, tuna, manta and white tip reef shark here than you do within the Bay. The diving here is colder than within Tulamben Bay and not only because the diving here is generally deeper: there’s a cold water eddy that comes up from the depths. Visibility is generally as low as 15-20M due to the amount of plankton in the water. The current can be quite strong at times but the channels are well-protected. (IBP/net)

Plane crashes in Colombia with 81 on board, including Brazilian footballers
BOGOTA - An aircraft with 81 people aboard, including Brazilian soccer team Chapecoense and journalists covering their match, has crashed in central Colombia, officials and media reported, but heavy rain has halted rescue operations. The mayor of La Ceja, a nearby town, said on local radio, citing firefighters, that at least 25 people had been killed and around 10 survivors had been rescued after the crash late on Monday, but few official figures were yet available. Poor weather conditions initially made the crash site accessible only by road, airport authorities at Medellin, where the charter plane was scheduled to land, said on Twitter. The airport later said rescue operations had been suspended because of heavy rain in the area. Alfredo Bocanegra, the head of Colombia’s aviation authority, earlier told journalists at the airport that several people had been rescued. A hospital in La Ceja tweeted it was treating a survivor. However, confusion and weather conditions means official figures from disaster management authorities on how many were killed may take some time to be confirmed. “Fortunately we can report that two injured people have been trans-
ported to health centers in the area and around five people are being rescued for transport to hospitals.” Carlos Ivan Marquez, the director of national disaster management, said in a statement. The Chapecoense team was among the 72 passengers and nine crew on board the charter aircraft when it crashed around 10:15 p.m. on Monday. Photos of wreckage were tweeted by local media in Colombia, while Brazilian news organizations were reporting 21 journalists had also been aboard. Flight tracking service Flightradar24 said on Twitter the last tracking signal from flight 2933 had been received when it was at 15,500 feet, about 30 km from its destination, which sits at an altitude of 7,000 feet. HAVANA - Tens of thousands of Cubans, some wrapped in red, white and blue national flags, paid final respects in Havana on Monday to Fidel Castro, who led a leftist revolution, ruled for half a century and resisted the United States throughout the Cold War. Castro died on Friday at the age of 90, a decade after stepping down due to poor health and ceding power to his brother Raul Castro. While he had been retired as an active leader, his death removed any impediment on his brother to pursue deeper relations with Washington if U.S. President-elect Donald Trump warms to the idea of improved ties. Castro was admired by leftists and people of the developing world who saw him as a revolutionary champion of the poor, but he was vilified by many who viewed him as a dictator who oppressed Cubans and ruined the economy through socialism. “Long live Fidel! We can hear him, we can feel him, he’ll always be here,” a crowd gathered near Havana’s Revolution Square chanted, holding up a banner that read “We are Fidel”. The government invited people to the square for a two-day com-
memoration that started with a 21gun salute heard throughout much of the capital. Thousands queued in snaking lines to walk past a portrait of a young Fidel dressed in military fatigues, with a rifle and pack slung over his back. Raul Castro and his top lieutenants held a separate, private ceremony, where they signed a book in front of an identical portrait, and laid white flowers. While some world leaders have sent admiring messages of condolence, Castro has been condemned by critics, including Trump, who in a weekend statement called him “a brutal dictator who oppressed his own people.” Before Castro’s death, Trump had threatened to reverse President Barack Obama’s rapprochement with Cuba, which has included restoring diplomatic ties, increasing trade and pressing the U.S. Congress to end years of economic embargo. The Republican Trump, who takes office on Jan. 20, reiterated that on Monday, saying in a Twitter message he would end the U.S. “deal” with Cuba if the government in Havana did not reciprocate with “a better deal for the Cuban
people.” He did not give details of what this might entail. Castro was cremated on Saturday and the government has declared a nine-day period of mourning. His ashes will be carried in a cortege to a final resting place in Santiago de Cuba, the city in eastern Cuba where he launched the revolution. While many Cubans have reported a certain pressure to attend the government’s many staged
events and Castro was hated by many who fled for Miami, he was also widely loved and people appeared to shed genuine tears on Monday. “I’m devastated because it’s as if my own father had died, he was like my second father. It said it had already sold one outlet and closed another. An executive whose company has invested hundreds of millions of dollars in the country said he was now looking at expanding in Kenya or Mali, rather than Tanzania, partly due to the new tax demands. The government says teething problems with new measures will give way to a fairer, stronger economy, and says it is natural for businesses to feel unsettled during periods of change. “There have been some complaints but we hear them and we have an open door,” said Adolf Mkenda, permanent secretary at the Ministry of Industry, Trade and Investment. “We are just making sure everyone pays what they should. We are creating a fair and level playing field.” Richard Kayombo, director of the Tanzania Revenue Authority (TRA), said increased tax income was needed to pay for new infrastructure in the country. The TRA won nine
out of 10 recent tax cases in court, which showed their bills were fair, he added. SILVER AND GOLD The government has also told mining companies to build smelters to refine copper, silver and gold mixed ore in Tanzania, to create jobs, but executives say there is not enough such ore in Tanzania to make this economically viable. Major foreign firms active in Tanzania include energy firms Statoil, Royal Dutch Shell, Exxon Mobil and Ophir Energy ; engineering firms Ferrostaal Industrial Projects and Haldor Topsoe; telecoms companies Millicom, Airtel, and Vodacom ; mining firms Anglo Gold Ashanti and Acacia Mining and shipping firms such as Maersk. Executives in the telecoms and mining sectors, which each account for about 4 percent of Tanzanian GDP, are concerned by legal requirements to list large chunks of their businesses on the local stock exchange, saying it is unclear if there is enough liquidity. Magufuli says the listing move will bring more transparency and offer the public a share in the industries’ profits.
Businesses have longed for a shake-up of an economy which had lagged East African neighbours for decades. Recent years saw strong annual growth of about 7 percent but it comes from a low base, and Kenya next door still has a bigger economy despite having less land and fewer people. But executives say Magufuli’s government risks undermining its economic plans by turning away vital investment and jobs from the poor nation. Some are also worried by recent moves that included banning opposition rallies, placing heavy restrictions on the media and ending parliamentary broadcasts. Most companies however welcome the president’s moves to clamp down on corruption in government and business, which have included him sacking scores of officials. John Corse, CEO of regional airline FastJet, said the crackdown had meant officials were now more helpful and available, but the reduction in the amount of money circulating had forced him to cut his fleet from five planes to two. “Prevalent corruption did create cash swirling around and that’s been taken away,” he said.(rtr)

Foreign firms hit by tax demands rethink Tanzanian expansion At least six companies are rethinking their business and investment plans, according to Reuters interviews with senior executives at a dozen of the biggest foreign firms operating in Tanzania, or their local arms, in sectors including mining, telecoms and shipping. Three said they could scale back operations in the East African nation, two said they planned to expand in other countries on the continent instead, while one said it was in the process of withdrawing from Tanzania altogether. The companies asked not to be named due to the sensitivity of the matter and because their plans have not been made public. One firm had not yet made a decision on how to respond to the government reforms, while five companies said their plans were unaffected - including two involved in giant projects, a $30 billion LNG plant and a $3 billion fertiliser plant. Tanzania is more reliant on foreign direct investment than many other regional countries, given the size of its economy. It received just over $1.5 billion last year, into an economy valued at under $45 billion, according to figures from the U.N. Conference on Trade and Investment and the World Bank. Neighbouring Kenya - with a $61 billion economy - received slightly less than Tanzania, while South Africa - with a $313 billion economy - received $1.7 billion. President John Magufuli, nicknamed “the Bulldozer” for his infrastructure projects and pugnacious leadership style, launched his reform drive after he was elected last year, promising to transform an economy hobbled by red-tape and corruption and carry out a major building programme. A strict new tax regime tops the list of companies’ complaints; Magufuli’s government imposed tax hikes this year on mobile money transfers, banking, tourism services and cargo transit services. In some cases, businesses say they were warned by regulators not to pass the cost on to consumers. Tax revenues for the 2014/2015 financial year totalled 9.8 trillion shillings ($4.5 billion). JAKARTA - Social Affairs Minister Khofifah Indar Parawansa declared a street-chilren free Indonesia by 2017 at the National Monument, here, Sunday. “Actually, the declaration of street-childen free program was declared for the first time in 2015, but this is to reiterate our determination to make Indonesia free from street children by 2017,” the minister said. The declaration was voiced by the minister together with hundreds of children and several regional heads. The number of street children in Indonesia in 2015 reached 33,400. They lived in 16 provinces. Some six thousand children have so far received services under the the governments Child Social Welfare Program in 2016. The largest number of street children, reaching 7,600, were found in Jakarta, followed by West Java and Central Java respectively some five thousand children, and East Java (around 2,000). Living in streets are tough, and dangerous for children as they are prone to accidents, violence, human trafficking, and sexual assaults. Such a condition is against the rights of children that are protected by the national and international laws. The central government, local administrations and communities are responsible for helping street children, she remarked. “The most important is family because many children have been forced to live on the streets due to problems in their families,” the minister said.(ant)

JAKARTA - About 50 members of a hardline Muslim group barged into an apartment in the Indonesian capital to break up what they said was a gay sex party, angering rights groups, and police said on Monday no one in the flat had done anything wrong. The lesbian, gay, bisexual and transgender community is largely accepted in urban areas of Indonesia, the world’s largest Muslim-majority country, and being gay is not illegal, but there is growing concern among rights activists about intolerance. South Jakarta police chief Iwan Setiawan said the 13 men in the apartment were questioned and released on Monday because there was no evidence they had broken any law at the weekend gathering. Our Voice, a group supporting gay rights, said police should have detained the members of the Islamic Defenders Front (FPI) for breach of privacy. “For a government agency to allow such thing to happen, it is terrifying. It is a warning for this nation,” said Hartoyo, a director of Our Voice. The FPI, which is also known for raiding bars and nightclubs, as well as helping prevent pop star Lady Gaga perform in the country, has vowed to continue such actions. “The FPI since its birth has been and in the future will continue to fight to uphold what is good and to ban what is bad for society at all costs,” Novel Bamukmin, the group’s Jakarta secretary general, said. The FPI backed a large rally on Nov. 4 against Jakarta’s Christian governor, who is accused of insulting the Koran. TABANAN - Over the past six years, the government of Tabanan has repaired its damaged roads with hot mix asphalt along 531.47 kilometers or about 66.38 percent. Then, in 2017 there will be budget to repair damaged roads in Tabanan along 80 kilometers. On that account, a total of 611.47 km of road section will have been hardened with hot mix asphalt. The Head of the Tabanan Public Works, I Gusti Ngurah Anom Antara, said on Monday (Nov. 28) that each year the road repair in Tabanan reaches an average of 150 km. In 2016 alone, approximately 140 kilometers of damaged roads can be repaired. Based on the data, of the ten
subdistricts, the greatest percentage of damaged road having got repair is located in Baturiti amounting to 83.6 percent or along 54.2 km of the totally 64.8 km of district road hardened with hot mix asphalt. Then, Selemadeg subdistrict reaches 83.0 percent or 43.1 km of totally 51.9 km of road section that has
been repaired; Tabanan subdistrict (79 percent) or 72.6 km of totally 91.6 km and Kediri (76 percent) or 88.3 km of totally 114.9 km. In the meantime, the road repair in Pupuan subdistrict reaches 73 percent or 57.058 km of totally 77.4 km; Kerambitan reaches 72 percent or 45.1 km of totally 62.5 km; Marga subdistrict reaches 72 percent as well or 47.6 km of totally 66.4 km; and Penebel reaches 68.1 percent or 83.5 km of totally 122.5 km. Anom further added that of the ten subdistricts, there are subdistricts whose repair has just reached
around 50 percent, namely East Selemadeg (58 percent) or 61.9 km of totally 105.9 km and West Selemadeg reaches 53 percent or 58.5 km of totally 105.5 km. According to Anom, it happens because district road in the two subdistricts are longer than the others. “In addition to East Selemadeg and West Selemadeg, Penebel also has long district road,” said Anom. Though having been repaired, Anom recognized that several of those road sections already turned damaged again. To that end, the government of Tabanan has allocat-
ed funds for the road maintenance. “There has been maintenance fund and in 2017 it has been allocated as much as IDR 1.5 billion,” he explained. Damages to the roads in Tabanan are caused by some factors include natural and geographic conditions of the soil. According to Anom, ascending and descending position also quickly causes the damage because compactness of the soil does not last perfectly in these conditions. of areas have not received yet water services. He also agreed to overcome the problem by the springs at Lembean village. “It is only the water in the area most likely to purchase the services,” he said. However, he said that the budget needed to realize the program reaches about IDR 30 billion. It is expensive enough for Bangli district. On that account, he planned to propose a request for help to central government. “The budget is large enough. But the water is very important to the
community. All this time they have to buy so that their spending is high enough,” he explained. Previously, the studies on the utilization of the water in Lake Batur have been conducted. The water will be used to meet the needs of people in the eastern part of Kintamani, such as Suter, Abang Batudinding, Abang Songan and a number of areas at Terunyan village. South Korea’s Park asks parliament to decide how she can quit
SEOUL - South Korean President Park Geun-hye on Tuesday asked parliament to decide how and when she can give up power over an influence-peddling scandal, taking the country’s political crisis deeper into uncharted terrain. The main opposition Democratic Party rejected Park’s offer, calling it a ploy to escape being impeached, and said it would continue efforts to bring an impeachment motion in parliament, which they have sought to do as soon as Friday. No South Korean president has failed to complete a single fiveyear term since the current democratic system was implemented in 1987. “I will leave to parliament everything about my future including shortening of my term,” Park said in a brief televised speech. Her dramatic manoeuvre puts the burden of resolving the political crisis on parliament, which has been controlled by a coalition of opposition parties since Park’s conservative Saenuri Party unexpectedly lost its majority in April
elections. If Park resigns or an impeachment vote in parliament is upheld by the Constitutional Court, an election must be held in 60 days to nominate a president to serve a five-year term, with the prime minister leading the country in the interim. That short time frame could leave the main political parties looking to buy time in order to coalesce behind presidential candidates, and political analysts said it may take months for parliament to agree on an exit plan for Park. “I will step down from my position according to the law once a way is formed to pass on the administration in a stable manner that will also minimise political unrest and vacuum after ruling and opposition
parties’ discussion,” Park said, her voice firm. Park Kwang-on, a Democratic Party lawmaker, said it looked like she was trying to stall proceedings. “She is handing the ball to parliament when she could simply step down,” he told Reuters. “She is asking parliament to pick a date for her to resign, which she knows would lead to a discussion on when to hold the presidential election and delay everything.” Park, 64, had apologised twice previously but until Tuesday resisted mounting public calls to quit. YANGON - From a remote corner of northeastern Myanmar, an insurgent army sells tin ore to suppliers of some of the world’s largest consumer companies. More than 500 companies, including leading brands such as smartphone maker Apple, coffee giant Starbucks and luxury jeweller Tiffany & Co, list among their suppliers Chinese-controlled firms that indirectly buy ore from the Man Maw mine near Myanmar’s border with China, a Reuters examination of the supply chain found. The mine is controlled by the United Wa State Army (UWSA), which the United States placed under sanctions for alleged narcotics trafficking in 2003. The seven companies extracting tin from the mine are all owned or controlled by Wa military and government leaders, Wa officials and people with close ties to UWSA leadership told Reuters. This potentially puts companies, which also include industrial conglomerate General Electric, at risk of violating sanctions that forbid “direct or indirect” dealings with blacklisted groups, according to a former and a serving U.S. official and lawyers with expertise in sanctions enforcement. Several sanctions experts said the U.S. government was unlikely to fine companies who unwittingly used the Myanmar tin. Still, it may force them to shift to new suppliers, they said. A Treasury Department spokeswoman said U.S. sanctions “generally prohibit U.S. companies from engaging in any direct or indirect
transactions or dealings with individuals or entities” on a blacklist, but declined further comment on specific circumstances. The situation illustrates the difficulties facing multinationals in monitoring supply chains that have grown increasingly complex. Following a 2012 U.S. regulation, companies have spent billions of dollars scrutinizing whether certain minerals used in their products come from mines controlled by armed groups in Central Africa. But the regulations do not require them to assess the origins of minerals from other conflict zones. Apple, Tiffany and GE, and other companies contacted by Reuters, said that to fulfil those regulations they looked to an audit programme designed by the industry group Conflict Free Sourcing Initiative (CFSI). A CFSI programme director said the group was “aware of tin exports from Myanmar to other countries and of security and human rights issues in Myanmar”. The group said it was updating its audit requirements to include “a broader definition of conflict-affected and high-risk areas”. Tin supply chain expert at monitoring group Global Witness, Sophia Pickles, said companies must not wholly outsource due diligence responsibility to a scheme that has exclusively focused on central Africa. “Companies, not schemes, bear the primary responsibility for ensuring that supply chains are responsible,” she said. Solar irrigation cuts drought risk, emissions for Kenya’s farmers
HOUMA BAY - In the scorching sun, Alphonce Abok keeps an eye on his fields of watermelons growing near the banks of the Sound River, one of the major channels feeding into Lake Victoria. “I hope with enough water this time around I will harvest my watermelons,” said the farmer from western Kenya. Not so long ago, he said, his efforts failed as he couldn’t get enough water to the crop. In July, however, he purchased a solar-powered irrigation pump that he now hopes will give him a much more reliable harvest. The equipment, from Future-
pump, which imports irrigation kits from India, draws energy from an 80-watt solar panel mounted on a metal frame. The solar power then drives a motor that pulls water from a river, well or storage tank. Abok used to use a diesel irrigation pump that cost nearly $10 a day in fuel to run, and often drained his budget, as well as being noisy and smoky, he said.
His new $637 pump required a $414 down payment, with $25 a month repayments until it is paid off. The price tag can make the pumps hard to afford for many small farmers, but Futurepump, based in Kisumu, has set up loan programmes with banks and micro-finance institutions to help buyers acquire the equipment, said Charles Ahenda-Bengo, the company’s general manager. The firm also hopes to eventually begin manufacturing the solar irrigation kits locally, to help cut costs, Ahenda-Bengo said. (rtr)

2 Taiwanese teenagers win World Robot Olympiad in India
NEW DELHI — Whizzing around a green felt table chasing a soccer ball beaming infrared light, the boxy robot shoots — and scores — and wins its Taiwanese teenage creators first prize at this year’s student robot games. The two breadbox-sized scooters, playing goalie and kicker, from the team called “Wings of Storm” were up against another Taiwanese team’s robots in the “Football” category of the World Robot Olympiad held over the weekend in the Indian capital of New Delhi. “We have been practicing since primary school,” said Liaw Jia-wun, 15, thrilled to have won with his teammate. “We never in our lives could think that we would win the world championship.” Other categories at the robotics championships — attended by more than 450 teams from 50 countries — asked participants to create robotics solutions to reduce or recycle waste, leading teams to build robots that emptied trash bins or scooped up building debris for future use. Some participants were as young as 6 years old, while others were approaching university
graduation. In the more advanced robotics category, robots had to be preprogrammed for the automated challenge of picking up mini bowling balls and knocking down pins. That meant the robots had to sense where the target was and hit it without any intervention from their creators. The idea is to teach students computer programming as robotics moves beyond factory applications to everyday functions, said engineer Dominic Bruneau, the head coach for the Canadian teams. “More and more, we will be interacting with robots” in our daily lives, Bruneau said. The student engineers are not just working on theory but are “doing practical work of building real stuff and trying to solve problems.” South African teacher and coach Nicky Du Plessis said the games helped kids develop key skills. “We start with the fundamentals. We believe that if kids can start from a very young age ... it teaches them how to build,” she said. “Then it teaches them logical thinking. How to change something quickly.” (ap)

Target of 20 million tourists visit unrealistic
MANGUPURA - Faisal Basri, an economist, stated that the target of 20 million tourist arrivals by 2019 is not realistic. The factors determining the number of tourist visit consists of water, electricity and infrastructure. However, these components will not be realized because Indonesia does not have money. Government wishing to boost infrastructure as well as build toll roads and harbors certainly use money. The revenue comes from tax, while the tax condition is actually not good. In 2015, tax was increased 30 percent but the realization was only eight percent. In 2016, it is increased 24 percent but ultimately could not be achieved, and performed tax amnesty. After tax amnesty from January
to September, the tax revenue should have reached 75 percent, but it just reached 56 percent. Of the tax amnesty, only IDR 146 trillion of funds has been coming into Indonesia, 3.6 percent of the property declared. In the meantime, the penalty has just amounted to IDR 94.9 trillion. With such illustration, it is no doubt that the easiest way for Indonesia to raise sustainable growth is by boosting tourism and maritime.
“It should become the focus, most convenient and quickly. The multiplier effect is also good to make the growth of Indonesia not so bad,” he said. Tourism is a prospective and potential sector, having great space for maneuver. However, the government is expected to be more realistic because tourism will be the spearhead of the economy but not as much as having been targeted. Responding to this, Prof. Dr. I Gde Pitana, Deputy to Foreign Marketing of the Ministry of Tourism, stated that the target is not realistic if seen from organic growth. “Indeed, it is not realistic because
the world grows by 4.1 percent and ASEAN by 5.1 percent. We are targeting to grow by 20 percent, so that the natural organic growth cannot be reached and it is not logical,” he said. However, the target of 20 million is not impossible to achieve if Indonesia does quantum leap in the world of tourism. Quantum leap means that Indonesia must dare to jump out of the box in order to get the figure 20 million in 2019. “The figure is an incredible target. So, an extraordinary result can only be achieved by an unusual measure. I am optimistic to achieve it if we are supported by adequate resources
and policy,” he explained. In 2015, Thailand could get 29 million tourist visits and Malaysia got 24 million. “Why can we not get 20 million?” he said jokingly. The strategies offered are by intensifying promotion and going digital. “We will fight so that Indonesia will be very much advanced in digital tourism ecosystem and we have the potential,” he said. Seeing the current condition of tourism, it is indeed busy but tourism industry does not enjoy significant profit. Then, what to do next is increasing the hotel occupancy rate so that the profit of the industry can increase. (kmb42)

MANGUPURA - The world’s economic growth in 2016 is rather poor compared to last year’s. But next year, it is estimated to be somewhat better, growing by 3.4 percent. However, Indonesia cannot expect too much from Europe because its economic growth is not so prominent, except for Britain. “Europe is relatively lower because it is facing many problems, Britain may also be disrupted by Brexit, where the exchange rate of pound sterling against the
rupiah once reached IDR 22,000 but slumped to IDR 15,000, so that Europeans chiefly British travelers need more pounds for shopping in Indonesia,” said Faisal Basri, an economist, recently at the Indonesia Tourism Outlook (ITO) 2017. Japan also experienced similar economic condition. The only promising target market for Indonesia in the United States because the real wages of private sector employees in the United States rose by
2.8 percent last month, the highest in the past eight years. “So, the real purchasing power is considerably on the rise in America and they are surely consumptive to overseas travel. They belong to good quality travelers,” he said. He further explained that the US economic growth is rising faster than 0.8 percent to 1.4 percent and lastly reached 2.9 percent. Unemployment rate fell to 4.9 percent. Creation of new job opportunities last month reached 161,000 and
even reached over 200,000 in particular months. So far, the US tourist visit to Indonesia has not showed improvement. Actually the Fed will increase interest rate on dates of dozens next month (December) showing that the US economy is also getting stronger. China’s economic growth also decreases amounting to less than five percent. More countries do not believe in China due to its inconsistency against the growth numbers.
In the meantime, India has fairly good history with Indonesia especially Bali. On that account, he urged to work on the Indian market. It happens due to growing middle class in India looking similar with what happens in China. Obviously the economic growth of the ASEAN countries will turn stable next year. The growth will be slightly better. “Next year, the condition will be conducive for tourism in the whole,” he said. (kmb42)

JE threatens Bali
Mortality rate reaches 30 percent DENPASAR - Results of the surveillance against the Japanese encephalitis (JE) having been conducted since 2011 discovered that the cases continue to increase each year. More intensive surveillance is carried out in Bali so that many JE cases were also found.

At first, the ministry of health determined that JE surveillance became a regular program to do in seven provinces, but in 2016 the ministry of health expanded the surveillance coverage to 11 provinces. So, originally JE cases were just seen as a local issue in Bali, but now it gets special attention from the ministry of health. JE cases are very important to be known by the community because the number of cases increases and indicates a high mortality rate of 30 percent. In other words, 30 percent of the people infected with JE positive died, while the remaining could survive with disability from moderate to severe. “Virtually there are no totally recovered patients but only those with light defect. They are in small number. Light defect, for instance, causes concentration problem. After several years, they can suffer epilepsy and their intelligence reduces. They look healthy and can walk but their intelligence is not as good as if they are not affected by
JE,” explained Dr. I Gusti Ngurah Made Suwarba, a JE principal investigator and consultant of child neurologist at Sanglah Hospital, Monday (Nov. 28). The others experienced disability like paralyzed, deaf and mute. So far, there has been no medicine of JE. The therapy carried out is supportive not definitive. Its classical symptoms include fever for three to five days and followed by seizures and loss of consciousness. By and large, patients will only just be sent to hospital when they start having a seizure. Currently the JE vaccine has been available, but only in private practice and has not been included in the government program. In Malaysia and Brunei Darussalam, this vaccine have been given and proved to have drastically reduced the number of JE cases. “This case is hazardous and can be prevented. Therefore, public should know that this is not meant to scare but a fact,” he affirmed. Pigsty becomes one of the main causes of JE transmission
because JE virus exists in pigs. Housing conditions in Bali adjoining to pigsty increases the potential of Je transmission. Other than pigs, Culex mosquito also plays a role in the transmission of JE cases. Mosquito whose habitat in water, paddy fields, marshes and more in rainy season has the ability to fly up to 1-4 km so that Culex mosquito can bite people located four km from where the JE virus is. The case is predicted to increase during rainy season because the mosquito population also increases. So, he urged people to take preventive measures and maintain sanitation, and pigsties are expected to be located away from people’s residence. Animal Health Division Head of the Bali Livestock and Animal Health, IKG Nata Keseuma, said that JE clinical cases in pigs have not been found in Bali so far. Serologically, with the ELISA test against the results of BBVET surveillance, JE germ has been detected not to cause death in Bali and it is not zoonotic. “Pig only serves as a reservoir that can replicate JE virus in pigs, while mosquito serves as vector spreading the virus,” he said. “I Am Bolt” movie offers glimpse into sprinter’s racing life
LONDON - Jamaican sprinter Usain Bolt swaps the race track for the red carpet on Monday for the premiere of a new film looking at his record-breaking career. “I Am Bolt” follows the ninetimes Olympic gold medallist in his gruelling training and competing as well as relaxing at home, giving fans a glimpse into the life of the man nicknamed “Lightning Bolt”. “Most people’s concept of me is that ‘Oh Usain, it’s easy for Usain, there’s no stress’ ... but it’s not,” Bolt told a news conference in London on Monday ahead of the film’s world premiere in the Brit-

This is the reason for travelers to come to Bali. They do not search the price but the experience and
a certain impression. The experience is different from other places so that this must be preserved and safeguarded,” he said. It becomes an advantage in the tourism industry of Bali, so that the way to preserve is by building infrastructure that supports the direction, rather than building infrastructure that actually disrupts the values actually becoming an advantage, where this tourism can be sold at expensive price, not cheap or reckless price. “If we can make an orientation, race on this, we have confidence that what Bali sells is quality-based tourism,” he said. Prof. Dr. I Gde Pitana explained that in the current tourism development of Indonesia the government is improving access and infrastructure related to road and flight. This got
total support from the president so that the ministry of tourism is granted the right to coordinate the ministers associated with infrastructure. “So, we can do airport expansion, expansion of runway and construction of toll road and the qualified airports can be attempted to open direct flight to overseas route.
