WASHINGTON — Chris Brown’s misdemeanor assault charge in Washington, D.C., could further complicate the R&B singer’s unsettled legal situation. Additional time behind bars remains a possibility for the singer — both in the District of Columbia and California — where Brown remains on probation for his 2009 beating of his on-again, offagain girlfriend Rihanna. Brown emerged from a Washington court on Monday flashing a peace sign after spending more than a day in custody on a charge filed after a man accused the Grammy winner and his bodyguard of punching him and breaking his nose outside a local hotel. Brown’s arrest early Sunday comes at a crucial time for the singer, who is releasing an album this winter and is under a deadline to complete hundreds of hours of community service to satisfy his sentence for the Rihanna attack. His day and a half in custody are the longest time the scandal-plagued singer has spent behind bars and the case represents the most serious accusations he’s

faced since his attack on Rihanna. Brown left the courthouse to cheers from supporters, some of whom clapped when a judge announced he would be released. His time in custody was much longer than the few hours he spent at a Los Angeles jail after the Rihanna attack. WASHINGTON - Singapore and Hong Kong rank the world’s best places to run a business, while mainland China remains far down the list, according to the World Bank’s annual competitiveness survey Tuesday. The Southeast Asian entrepots and finance centers topped the survey for the eighth straight year, with New Zealand, the United States and Denmark rounding out the top five, as a year ago. The lower ranks of the 189country list was populated with African countries like Chad, the Central African Republic and Libya holding.

But a rising African country, Rwanda, took honors as the most improved since 2005, praised for its efforts to boost property registration and for simplifying trading and tax procedures. China, which was furious to receive a ranking of 91 last year and has pressured the World Bank to drop the 11-year-old study, fell five notches this year to 96th place and

was leapfrogged by Russia. The “Doing Business 2014” report said many countries are making it easier for people to start and run a local business, with low-income economies moving more quickly than larger ones to improve. “Regulation is a reality from the beginning of a firm’s life to the end,” the report says. “Navigating it can be complex and costly.” But in many areas, it added, “there has been remarkable progress in removing some of the biggest bureaucratic obstacles to private sector activity.” The rankings focus on what a small or medium-sized business

faces in its home country, as opposed to how a multinational giant would fare in the same environment. The data was based on surveys of more than 10,000 professionals, mostly people who routinely help administer or give advice on legal and regulatory issues in a country. The countries are scored on a range of issues, from how many days and procedures does it take to start a business, to the length of time to get a power hookup, to the ease of credit and the cost of exporting or importing a container. Countries credited with progressing the most in the past five

years include Rwanda (ranked 32), Russia (92), Ukraine (112) and the Philippines (108). Russia and Rwanda both jumped 20 places from last year, Ukraine gained 25 and the Philippines 30 places. China is likely to remain unhappy with its rating. It scored particularly poorly on the challenges of starting a business, dealing with construction permits, making tax payments and protecting investors. Even in trade, the mainstay of the world’s second largest economy, it ranked only 74 on the list. Continued on page 6

Prostitutes in Bali have 125,000 clients Most of them local residents Denpasar (Bali Post)—

Sexual transaction is one of the social issues whose solution has not been thoroughly found so far. The presence of prostitute (PSK) and clients is like chickens and eggs. As the law of economy, if there is no prostitute then the customer will not show up and vice versa. However, from this side, prostitute seems to be dominantly blamed as the cause of mental degradation, disruption to social life as well as the spread of disease. Actually, the contribution of clients is the same, even it is more miserable because the sexually transmitted diseases and HIV are transmitted to family life through the lady-killer liking to hire the services of prostitutes. It was presented by Secretary of the AIDS Prevention Commission (KPA) of Bali, Made Suprapta. Based on the data, the number of prostitute in Bali was estimated to reach around 8,000 to 9,000 people. With their capability of serving clients every day, it was found 100,000-125,000 clients of prostitute in Bali. “Of that number, the majority of prostitute clients are Balinese residents and only a few people are coming from outside the region,” said Suprapta. Bali as a tourist destination had caused the potential of sexual business opportunity greater. The high demand Bali had lured the prostitutes from outside Bali to pop up by offering their services. One of the most frightening

of the sexual transaction was the transmission of HIV to the community. Currently, added Suprapta, the risk factor of HIV transmission had been shifting from the transmission through drug syringe among the drug addicts into sexual relationship. Up to August 2013, the HIV rate in Bali had reached 8,141 cases with an estimation of 25,000 people. The handling of HIV transmission through sexual intercourse was very complicated and full of challenges. In fact, the source of problem was from the clients of prostitutes. According to Suprapta, the AIDS Commission Prevention with the Health Agency and NGO had made cooperation to run through HIV prevention and treat-

ment programs directly to location of the prostitution, nightclubs and other places having the potential of sexual transaction. The target comprised the prostitutes, pimps and prostitute clients. “We have approached them and provided education and information about HIV,” said Suprapta. Further, Suprapta explained that most of the pimps and prostitutes had been aware of the risk in carrying out their profession, especially in terms of health. They also had the awareness to have checkup on a regular basis to health care having the VCT facilities for HIV and sexually transmitted infection (STI) examination. Besides, the prostitutes also had the awareness to offer condoms during sexual

transaction to protect against the transmission of STIs and HIV. “The problem lies here. Currently, there are customers rejecting to use condom with various reasons,” said Suprapta. According to him, many clients considered HIV a trivial disease. The behavior of prostitute customers considering them immune to HIV had caused their wife and children to be infected with HIV. Actually housewives and children were the communities having the smallest possibility to be affected by HIV. Handling of the HIV through risky sexual intercourse, especially transaction of prostitutes and their clients, according Suprapta, could only be addressed in terms of the prostitute only. “Many parties are involved because this business brings in a lot of money and it is very easy,” said Suprapta. One of the ways was by making the same perception among all parties regarding the HIV, treatment and prevention so that the HIV transmission rate through risky sexual relationship could be suppressed. Indeed, the title does not exactly fit with the bird market because this business premise does not only trade birds but also other species of pets. They are dogs, fish, cats, monkeys and so on. Meanwhile, the name Satria is closely related to location right within the area of Satria Palace. Bird market is one of the unique tourist attractions downtown Denpasar. It is located on Jalan Veteran, Denpasar, precisely in the outermost courtyard of family temple of Satria Palace Denpasar. The market was pioneered in 1980 and then arranged by the government in 1991. In 2000 the market began to grow until it was inaugurated by the deputy mayor at the time, I Ketut Robin. Finally, in 2001-2012, the Denpasar Government Tourist Office started building some supporting facilities such as money changers and toilet. In the midst of the strong desire of animal hobbyist, it is pointed out as the market trading endangered animals protected by law. Is that right? Related to this allegation, the Head of the Denpasar Government Tourism Office, I Putu Budiasa, said the market was managed by the family of Satria Palace Denpasar running as usual and there were no problems so far. Similarly, local and foreign guests made a visit normally. “If there is a transaction of protected animals, it may be committed secretly. We do not know the situation at the rear,” he said. According to him, the animals on sale in the bird market might be encountered by people by chance or accidentally. They captured and sold it. “A lot of common people can obtain the animals at their surrounding such as snakes, monkeys, birds and the like. However, they do not know whether it is protected or not,” he explained. Budiasa hoped the market managed by the royal servants could run and grow well. Since the market was unique, it could enrich to the number of tourist attractions in Denpasar. Balinese Temple Ceremony Every Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc. The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion. The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines. In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbulumbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

Review: Curved phone falls flat, literally

SAN FRANCISCO — Happily hunched over his iPad, Britain’s most celebrated living artist David Hockney is pioneering in the art world again, turning his index finger into a paintbrush that he uses to swipe across a touch screen to create vibrant landscapes, colorful forests and richly layered scenes. “It’s a very new medium,” said Hockney. So new, in fact, he wasn’t sure what he was creating until he began printing his digital images a few years ago. “I was pretty amazed by them actually,” he said, laughing. “I’m still amazed.” A new exhibit of Hockney’s work, including about 150 iPad images, opened Saturday in the de Young Museum in Golden Gate Park, just a short trip for Silicon Valley techies who created both the hardware and software for this 21st-century reinvention of finger-painting. The show is billed as the museum’s largest ever, filling two floors of the de Young with a survey of works from 1999 to present, mostly landscapes and portraits in an array of mediums: watercolor, charcoal and even video. But on a recent preview day, it was the iPad pieces, especially the 12-foot (3.6-meter) high majestic views of Yosemite National Park that drew gasps. Yosemite’s landscape has already been captured by famed photographer Ansel Adams and prominent painters such as Thomas Hill and Albert Bierstadt. Hockney’s iPad images of Yosemite’s rocks, rivers and trees are both comfortingly familiar and entirely new. In one wide open vista, scrubby, bright green pines sparkle in sunlight, backed by Bridalveil Fall tumbling lightly down a cliff side; the distinct granite crest of Half Dome looms in the background. In another, a heavy mist obscures stands of giant sequoias. “He has such command of space, atmosphere and light,” said Fine Arts Museums director Colin Bailey.

Tenun is a traditional cloth that is made by weaving. It is well known to have the differences and unique distinctive feature especially in the motifs, colors and beauty. It is almost found in all part of Indonesia including Bali. However, the existence of tenun Bali famously call endek needs to get more attention.

SEOUL, South Korea — The Galaxy Round created some buzz in tech circles when Samsung announced it earlier this month, but no one in the downtown Seoul cafe where I played with the curved screen smartphone asked me about it or even gave a curious glance. That is likely because the curve is so subtle it is not apparent without a close look. Aside from the price tag of more than $1,000, the mobile reading experience was the chief problem I found during my brief hands-on. When watching videos or browsing pictures on the Round, I noticed little difference compared with flat displays. According to Samsung, curved displays are a step toward mobile devices that are foldable like a map, which explains why the Round generated excitement in tech circles. It says inflexible curved displays have benefits for users. None of them, however, seem transformative. Samsung’s promotions for the Round say the curve makes it easier to grip the giant phone. But when answering calls, I could barely notice a difference from a flat screen. Two new features make use of the display’s curve only when the Round in screen-off mode is placed on a flat surface, allowing it to be rocked like a cradle. Tilting the device to one side displays its battery status, time, missed calls and unread emails. But to check emails, I had to unlock the Round and go

to the home screen. The second feature is music playback. You can skip to the next song or go back one by tapping the right or left corners of the display. This feature is useless when listening to music on the move. All this points to the Galaxy Round being an experiment for Samsung and not a product meant to be sold widely. Like the first generation of the Galaxy Gear, the wristwatch released last month that works in conjunction with some Samsung smartphones to display emails and other information, the Galaxy Round appears built to test its potential. Samsung can afford to do this because the roaring success of its smartphones has endowed it with cash to burn. Besides being the world’s largest seller of smartphones, Samsung has a business designing and making display screens. It has its own manufacturing plants and engineering staff. It doesn’t need to pay another company or hire experts to turn a concept into a product.

Australian prisoner moved to Negara jail Bali Post

NEGARA - Australian prisoner Renae Lawrence, convicted of smuggling drugs, has been moved from the Kerobokan prison in Denpasar to a jail in the district of Negara. “We received her here on Saturday. I do not know why she has been moved here,” security head of the Negara penitentiary, Agus Setiawan, said here on Monday. He said Renae, who has been sentenced to 20 years in jail, has been put in a special cell separated from other female prisoners during an orientation period. “According to the orientation rules, she will be in the cell for seven days before being moved to an open cell with other prisoners,” he said. Renae has been visited by three people, two Indonesians and a

foreigner bring food and a pillow, said officials. Rahma Dewi, one of the visitors, said she had waited for a long time to meet Renae. “Her condition is still weak after undergoing an appendix operation. Even to walk to her cell she has to be helped by other prisoner,” she said. According to Rahma, Renae was moved to Negara penitentiary because she had been slandered. After meeting Renae for 15 minutes, the three visitors left, but later returned bringing mineral water and a box believed to contain food.

Agus said the food given to Renae is different from food given to local prisoners, in line with regulations. He said, at present, there are 13 female prisoners being held in four cells. He admitted that the prison had been operating at over-capacity, as it is supposed to accommodate only 90 prisoners, but now houses 128. Renae Lawrence was part of a narcotics smuggling gang, known as the “Bali Nine”, that had smuggled 8.2 kilograms of heroin onto the island. (kmb26)

Preserving endek through innovation

At first glance, the Galaxy Round appears similar to the Galaxy Note 3 phone, which also has a big display measuring 5.7 inches diagonally. I could see the Round’s left and right edges were raised slightly only when viewed from the top or from the bottom. After handling the device for about 20 minutes, it became clear why Samsung shied away from putting a more dramatic curve in the display. Reading news articles and Twitter messages made me feel light-headed after just a few minutes, especially with the phone in an upright position. Sentences weren’t level and looked skewed, hampering my reading experience. It’s less of a problem, but still one, with the phone placed horizontally. Perhaps this is an optical distortion that I’d get used to after a while. But given that computer screens, laptops and smartphones are mostly flat, I wouldn’t want to constantly switch my eyes back and forth between a curved display and flat screens everywhere else.

WASHINGTON — Faced with a flood of revelations about U.S. spying practices, the White House is considering ending its eavesdropping on friendly foreign leaders, a senior administration official said. A final decision has not been made and the move is still under review, the official said. But the fact that it is even being considered underscores the level of concern within the administration over the possible damage from the months-long spying scandal — including the most recent disclosure that the National Security Agency was monitoring the communications of German Chancellor Angela Merkel. On Monday, Sen. Dianne Feinstein, chairwoman of the Senate Intelligence Committee, called for a “total review of all intelligence programs” following the Merkel allegations. In a statement, the California Democrat said the White House had informed her that “collection on our allies will not continue.” The administration official said that statement was not accurate, but added that some

unspecified changes already had been made and more were being considered, including terminating the collection of communications from friendly heads of state. The official was not authorized to discuss the review by name and insisted on anonymity. Reports based on new leaks from former NSA systems analyst Edward Snowden indicate that the NSA listened to Merkel and 34 other foreign leaders. “With respect to NSA collection of intelligence on leaders of U.S. allies — including France, Spain, Mexico and Germany — let me state unequivocally: I am totally opposed,” Feinstein said. She added that the U.S. should not be “collecting phone calls or emails of friendly presidents and prime ministers” unless in an emergency with approval of the president.

In response to the revelations, German officials said Monday that the U.S. could lose access to an important law enforcement tool used to track terrorist money flows. Other longtime allies have also expressed their displeasure about the U.S. spying on their leaders. As possible leverage, German authorities cited last week’s nonbinding resolution by the European Parliament to suspend a post-9/11 agreement allowing the Americans access to bank transfer data to track the flow of terrorist money. A top German official said Monday she believed the Americans were using the information to gather economic intelligence apart from terrorism and said the agreement, known as the SWIFT agreement, should be suspended. European Union officials who are in Washington to meet with lawmakers ahead of White House talks said U.S. surveillance of their people could affect negotiations over a U.S.-Europe trade agreement. Istanbul - Turkey is due to unveil Tuesday a three-billion-euro rail tunnel under the Bosphorus connecting Istanbul’s European and Asian sides, one of several mega projects driven by the Islamic-rooted government in the country’s main gateway city. The 13.6-kilometre (8.5 miles) tunnel includes an immersed tube tunnel which government officials say is the world’s deepest at 60 metres (nearly 200 feet) below the seabed. The inauguration of the ambitious project that has cost an estimated three billion euros coincides with the 90th anniversary of the founding of modern Turkey. “Turkey will celebrate two feasts together,” Transport Minister Binali Yildirim said earlier this month. “We will mark the 90th anniversary of the republic on October 29 and also realise a one-and-ahalf century dream of a major rail tunnel project in Istanbul,” he said. The tunnel is part of a larger “Marmaray” project that also includes an upgrade of existing suburban train lines to create a 76-kilometre (47-mile) line that links the two continents.

The idea was first floated by Ottoman sultan Abdoul Medjid in 1860 but technical equipment at the time was not good enough to take the project further. However the desire to build an undersea tunnel grew stronger in the 1980s and studies also showed that such a tunnel would be feasible and cost-effective. Prime Minister Recep Tayyip Erdogan, a former mayor of Istanbul, revived the plan in 2004 as one of his mega construction projects for the bustling city of 16 million people -- which also include a third airport, a third bridge across the Bosphorus and a canal parallel to the international waterway to ease traffic. His ambitions were one cause for the massive antigovernment protests that swept the country in June, with local residents complaining that the premier’s urban development plans were forcing people from their homes and destroying green spaces. Japan’s Prime Minister Shinzo Abe will be present at the official opening, as the Japan Bank for International Cooperation was the main financer contributing 735 million euros ($1 billion) to the project.

violent gusts. Monday’s storm was one of the worst in years in western and northern Europe. Authorities said Tuesday that dozens were injured in Denmark as wind gusts up to 194 kph (120 mph) swept across

the country. In Denmark, train passengers spent the night in a sports facility due to fallen trees on the tracks. The storm left a trail of uprooted trees, damaged buildings and collapsed scaffoldings across the country.

Germany had six deaths, Britain five, Denmark two and France and the Netherlands had one each. Tens of thousands of people were without power Tuesday in Sweden, Denmark, Estonia and Latvia.

BRUSSELS - Twenty years on from the Maastricht Treaty that led to the euro, the European Union’s quest for an “ever-closer union” rings increasingly hollow to citizens worn down by the debt crisis. Maastricht came into force on November 1, 1993, committing member states to an ambitious programme of closer political and economic cooperation, all coordinated in Brussels and ultimately leading to the single currency, launched in 1999. This “great leap forward” to monetary union was on a different scale from anything before and since but analysts say it was incomplete, without the necessary elements to ensure that the rules were followed by all. Maastricht notably set limits for national budget deficits -- the shortfall between government spending and revenue -- at three percent of Gross Domestic Product, and at 60 percent for total debt. But dangerously, the rules were only half-heartedly enforced, with the top two of France and Germany breaching the limits with apparent impunity. By the time the global financial crisis

broke in late 2007, many member states had chalked up huge debts and a few years later as bailout costs soared, no less than 25 of the 27 then EU states had fallen foul of the Maastricht rules. EU leaders are now trying to repair the damage, with the 17 -- soon to be 18 -- eurozone countries aiming to put in place a framework with penalties and rewards to ensure the rules are really kept this time. Looking back to the Maastricht negotiations, analyst Daniel Gros of the Center for European Political Studies says “the will just wasn’t there” for governments to make the hard choices needed. Comparing that generation of leaders to generals who plan for past wars instead of the threats ahead, Gros said the Maastricht set were more concerned with fighting inflation and did not anticipate systemic problems with the banks. Europe for “the major challenges to financial stability” at the heart of the crisis, he said. Nicolas Veron of the Bruegel Institute think-tank said even at the time, many observers had warned it was “madness” to plan a single currency without the full economic, political and banking union required to make it work. Absence this essential support for any currency, when the banks collapsed, they threatened to bring down the whole system, driving the eurozone into a deep recession and forcing governments to adopt harsh austerity programmes. In response, EU leaders tried to combat the crisis on the run, improvising reforms to put Europe back on track, said Jean-Dominique Giuliani of the Schuman Foundation. Despite the failings, however, Giuliani feels that Maastricht was still “the last time the EU set itself a major objective”.

MILAN — Chinese shoppers are cutting back on designer duds, leather handbags and pricey watches, putting a drag on global sales of luxury goods, which a study forecasts to expand just 2 percent this year. The analysis released Monday by Bain & Company estimated 2013 luxury sales at euros 217 billion ($300 billion), up from 212 billion euros in 2012. The increase is a fraction of the doubledigit growth enjoyed the previous three years. Sales of luxury goods in China are expected to grow by just 2.5 percent, to 15.3 billion euros, as a result of an anticorruption crackdown that has slowed gift-giving and a tendency by Chinese tourists to shop abroad, Bain said. The United States remains by far the largest luxury market, with sales of 62.5 billion euros, followed by Japan and Italy, both in contraction with 17.2 billion euros and 16.1 billion in sales this year. China is expected to surpass France for the fourth place. Luxury brands’ earnings also were penalized by exchange rate fluctuations, namely a devalued yen and the relative weakness of the euro compared with other currencies, said Claudia D’Arpizio, the Bain partner who led the study. For the Fondazione Altagamma, an association of Italian producers of upscale fashion, design, food and beverages that commissions the annual study, the analysis contains a few lessons: Internet sales are growing at double-digit rates and consumers are turning away from brands’ second lines in favor of new names that are better attuned to local tastes. “I think it is very clear that this market is becoming more complex and more competitive,” D’Arpizio told The Associated Press. “For many it will be a fight for market share going forward. The ones who can understand how the consumer is behaving and accommodate the consumers will be the winners.” Online sales are forecast to grow by 28 percent to 9.8 billion euros in 2013, still representing just 4.5 percent of all luxury purchases. D’Arpizio said that the potential for future growth is enormous, noting that 40 percent of brands have no on-line presence at all. Online consumers range from offprice bargain hunters to brand-loyal customers. Accessories represent 40 percent of sales followed by apparel with 30 percent.

DENPASAR - Bali earned US$62 million from the export of wooden souvenirs including sculptures in the first seven months of the year. The foreign exchange income rose 29.4 percent from US$47.8 million in the same period last year. According to figure, Bali’s exports of products of fine art rose 72.33 percent in the same period in volume to 52.05 million units from 30.21 million units. Products of fine art contribute 21.41 percent to Bali’s total export earning of US$288.93 million in the seven months period. Villagers in the regency of Gianyar are the biggest contributors to the exports of fine art products. Wooden products of fine art are also produced by a number of villages in the regencies of Badung, Klungkung and Tabanan, although they have not succeeded in reaching export market. The largest export destinations is Malaysia accounting for 52.67 percent of the exports, followed by the United States accounting for 14.61 percent. Bali’s aquatic exports in the first seven months of this year rose 10.06 percent to US$64.78 million from US$58.86 million in the same period last year. The fisheries sector contributed 22.42 percent of the overall exports which reached US$288.93 million. Ketut said fresh and frozen tuna gave the greatest contribution to foreign exchange earnings among eight types of aquatic products. The tuna exports rose 3.33 percent by volume to 7,774.72 tons but declined 2.62 percent by value to US$42.86 million compared to the same period last year. Anniversary or piodalan of the temple fell coinciding with Soma Kliwon Kuningan or celebration Pemacekan Agung and would last for three days, until Thursday (Oct 31). Chief of Gelgel customary village, Wayan Puspa, said that Hindu pilgrims from all over Bali had thronged the Dasar Bhuwana Gelgel Temple from early morning. Of the two rituals held in the Dasar Bhuwana Gelgel, either the temple anniversary on the Pemacekan Agung or Ngusaba Nini on the full moon in the fourth month of Balinese calendar (October), the temple was always crowded by pilgrims from all over Bali. The customary village chief overseeing three administrative villages, namely the Gelgel, Kamasan and Tojan was grateful because the awareness of the Hindus was still high to express their gratitude and devotion to the ancestors. Kabul - Afghan President Hamid Karzai will push Pakistan to reveal the location of key Taliban commander Mullah Baradar during trilateral talks to be held in Britain on Tuesday, officials in Kabul said. Baradar was released from jail in Pakistan as part of efforts to kickstart Afghanistan’s peace process, but he has since been kept under house arrest, reportedly in Karachi or Peshawar, to the fury of Afghanistan. “We will look for explanations from the Pakistan government for the exact whereabouts of Mullah Baradar and how can Pakistan facilitate direct talks between Mullah Baradar and the High Peace Council,” Karzai’s spokesman Aimal Faizi told AFP. Karzai arrived in London on Monday evening at the start of a five-day visit to Britain which will see him attend the 9th World Islamic Economic Forum before the trilateral talks, the Afghan presidency announced. At least 38 people were injured in the incident, but there has been no official word whether it was an accident or an attack. “It looks like a premeditated suicide attack,” a source with direct knowledge of the matter told Reuters, speaking on condition of anonymity to avoid repercussions for talking to the foreign media. While police are still investigating and have yet to determine the identities of the three people in the vehicle, according to the sources, Beijing police said late on Monday they were looking for two suspects from the restive far western region of Xinjiang in connection with a “major incident”.

JAKARTA - The Indonesian Employers Association (Apindo) expressed concern over labor actions in the country here on Tuesday, saying that unless they are controlled they could drive investors away. “Some investors from South Korea, for example, have already asked to leave, but we can still ask them to stay,” Apindo’s General Chairman Sofyan Wanandi said. He noted that South Korean investors often seek laborintensive manufacturing, especially those operating in the shoe manufacturing, garment and electronic industries. “We hoped workers would think and not do things that would harm our economy. If it goes on like this, we will be in trouble when seeking to attract investment,” he said. Sofyan said employers urged the government to create security and legal certainties so the investment climate in the country could be maintained. “We must not continuously be like this. We can collapse,” he said. He admitted that a labor strike is the right of unions, but unions must also think before conducting strikes in order to prevent damage to the investment climate and not threaten investments in the country. With regard to domestic investors, Sofyan said some have already moved their businesses in Central Java. Sofyan’s concern emerged following workers’ plans to conduct a national strike from October 31 to November 1. Workers began arriving at 11am and filled the road in front the City Hall. Despite heavy rains, they continued the demonstration, and singing labor fight songs, while flying union flags. “We came here to meet Jokowi and Ahok (the Jakarta governor and deputy governor). We are demanding a raise in the provincial minimum wage (UMP) and inclusion of more items in the Decent Livelihood Components (KHL),” said Winarso, the chairman of the regional executive board of the Federation of Metal Workers Unions (FSPMI). He noted that the demonstration was only a rehearsal before the national strike planned for October 31 to November 1. “Later, during the national strike, workers will stop operating all engines in their companies. After the national strike, we hope there will be negotiations with the government for our demands,” he said. He also said workers demanded an increase in the UMP by 50 percent from the current Rp2.2 million to Rp3.7 million, the end of outsourcing and a rise in the KHL from Rp1.9 million for 60 items to Rp2.7 million for 84 items.

PARIS - After four months away from the courts following a doping ban, Marin Cilic felt like a kid playing for the first time at the Paris Masters on Monday.
