DENPASAR - The Bali Arts Festival (BAF) 2016 has entered its third week since it opened on June 11. Various performances have been presented to the audience, ranging from classical, innovative to ‘reconstructed’ arts. However, most of the performances -especially the classical arts, like the gamelan music composition have only drawn a few spectators. Many say that the performances are monotonous. “If we provide modern art performances many spectators do not enjoy it, unless they are comedic or humour involved. Audiences are also not very enthusiastic about classical performance like gambuh” said an artist from Bangli, named Ida Bagus Ngurah Made Widiasta, when met at the Denpasar Art Center on Tuesday (Jun. 28).

The Dalai Lama says he only wants genuine autonomy for his remote homeland. “There is a broad consensus internationally about what kind of person the Dalai Lama is and what he does internationally,” Chinese

Foreign Ministry spokesman Hong Lei told a regular briefing. “After the relevant incident happened, if you look at comments on the Chinese Internet, their anger has welled up,” he added, referring to Lady Gaga’s meeting. Lady Gaga has not remarked on the blowback from Chinese internet users on her social media accounts. Reuters could not immediately reach a representative for comment. Islamic State prime suspect after suicide bombers kill 41 at Istanbul airport

ISTANBUL - Turkish investigators pored over video footage and witness statements on Wednesday after three suspected Islamic State suicide bombers opened fire and blew themselves up in Istanbul’s main airport, killing 41 people and wounding 239. The attack on Europe’s thirdbusiest airport was the deadliest in a series of suicide bombings this year in Turkey, part of the U.S.-led coalition against Islamic State and struggling to contain spillover from neighbouring Syria’s war. President Tayyip Erdogan said the attack should serve as a turning point in the global fight against terrorism, which he said had “no regard for faith or values”. Five Saudis and two Iraqis were among the dead, a Turkish official

said. Citizens from China, Jordan, Tunisia, Uzbekistan, Iran and Ukraine were also among the 13 foreigners killed. One attacker opened fire in the departures hall with an automatic rifle, sending passengers diving for cover and trying to flee, before all three blew themselves up in or around the arrivals hall a floor below, witnesses and officials said. Video footage showed one of the attackers inside the terminal

building being shot, apparently by a police officer, before falling to the ground as people scattered. The attacker then blew himself up around 20 seconds later. “It’s a jigsaw puzzle ... The authorities are going through CCTV footage, witness statements,” a Turkish official said. The Dogan news agency said autopsies on the three bombers, whose torsos were ripped apart, had been completed and that they may have been foreign nationals, without citing its sources. Broken ceiling panels littered the kerb outside the arrivals section of the international terminal. Plates of glass had shattered, exposing the

inside of the building, and electric cables dangled from the ceiling. Cleanup crews swept up debris and armed police patrolled as flights resumed. “This attack, targeting innocent people is a vile, planned terrorist act,” Prime Minister Binali Yildirim told reporters at the scene in the early hours of Wednesday morning. “There is initial evidence that each of the three suicide bombers blew themselves up after opening fire,” he said. The attackers had come to the airport by taxi and preliminary findings pointed to Islamic State responsibility. Two U.S. counterterrorism of-

We hope that these elements will be given more attention in the future”, he said. Wahyudita went on to say that he especially noticed that the classical gamelan music compositions free minimal audiences. SUch arts he said should not be left to flounder and fail to draw audiences. These performances he said should be staged during peak hours and should have more innovative staging so as to entice people. “It’s a pity that the sacred arts are brought in here like this. Sacred arts are part of rituals so people may not be so focused on the aesthetics because they are more concerned with the ritual. But when these arts are brought to the secular stage, they need to take into account the context and provide some added dimension”, he said. When classical arts are given a place on the major stage, added Wahyudita,

the audience should be selected as well. For example, each district/municipality could send art teachers and their students on given days as a way to enrich their knowledge of the classical arts. This wold give these performances more value that simple entertainment. “We need to ask how do we bridge the generation gap? how do we make it fun to watch? what is the interesting point of particular art forms? and so on. There should be some context given like the history and function of a particular gamelan composition” , he suggested. According to Wahyudita, the purpose of the BAF is not only entertaining even though these is also a part. In fact , each BAF performance should provide other benefits such as providing knowledge. Understanding of the classical arts needs to be created either in the form that it is presented or in the performance itself. “If a performance is indeed quiet, it should be staged at night and particular audiences should be invited. We should not leave these things to chance but should instead seek to value art as a medium for education. Currently, all the shows are presented as entertainment so people just randomly choose and sit down and will watch as long as it is entertaining. Survey finds excess health problems in lesbians, gays, bisexuals

NASHVILLE - Gay, lesbian and bisexual individuals reported more health problems than straight men and women, in a large U.S. survey. For the first time since its launch in 1957, the National Health Interview Survey in 2013 and 2014 included a question about sexual orientation. With nearly 69,000 participants, the survey revealed that lesbian, gay and bisexual adults “were more likely to report impaired physical and mental health, heavy alcohol

consumption, and heavy cigarette use, potentially due to the stressors that (they) experience as a result of interpersonal and structural discrimination,” researchers wrote online June 28 in JAMA Internal Medicine. Overall, 67,150 survey respondents were heterosexual, 525 lesbian, 624 gay and 515 bisexual. The

average age was about 47. Gilbert Gonzales of the Vanderbilt University School of Medicine in Nashville and colleagues found that compared to heterosexual women, lesbians were 91 percent more likely to report poor or fair health. Lesbians were 51 percent more likely, and bisexual women were more than twice as likely, to report multiple chronic conditions, compared to straight women. Gay, lesbian and bisexual people were also more likely than hetero-

sexuals to report heavy drinking and smoking. While gays and lesbians reported worse psychological distress than heterosexuals, bisexual people suffered the most, the survey showed. For example, about 17 percent of heterosexual men had at least moderate psychological distress, compared to about 26 percent of gay men and about 40 percent of bisexual men. Similarly, about 22 percent of

heterosexual women had at least moderate psychological distress, compared to about 28 percent of lesbian women and about 46 percent of bisexual women. Gonzales told Reuters Health that the health disparities are likely due to the stress of being a minority, which is likely exacerbated among bisexual people, who may not be accepted by lesbian, gay, bisexual and transgender communities. “While there aren’t that many studies focusing on bisexual adults, previous studies have indicated they’re probably at greater risk,” he said. Other factors too, along with socalled minority stress, may account for health differences between heterosexuals and lesbian, gay and bisexual people, Gonzales said. For example, he said, survey respondents may not have had access to marriage, which wasn’t legalized at the federal level in the U.S. until 2015. “It will be interesting to see how legal same-sex marriage will affect these health disparities,” Gonzales said. In a note published with the study, Dr. Mitchell Katz says the disparities may decrease with the growing acceptance of sexual minority populations. “Health care professionals can help by creating environments that are inclusive and supportive of sexual minority patients,” writes Katz, who is an editor of the journal. “In caring for people who have experienced bias and discrimination, support is a very potent medicine,” he writes. “It’s important that all our federal surveys begin to collect sexual orientation status and gender identity,” said Gonzales. “This kind of work would not be (possible) if the question wasn’t asked.” (rtr)

Raid of the BPOM finds textile dyes used as cake coloring

AMLAPURA - The Denpasar Agency of Food and Drug Control (BBPOM) did a raid for two consecutive days, Monday (Jun. 27) and Tuesday (Jun. 28) to cake merchants at the market. In the examination of cakes or pastries sold at East Amlapura traditional market, it found two types of harmful dyes. A red dye normally used for textile or fabric dye is even used for snacks. It was announced by the Chief of the BBPOM Denpasar, Endang Widowati, after the inspection. In the meantime, her staff, the Inspection and Investigation Division Head, Eka Ratnata, when met ahead of the meeting with the Head of the Amlapura District Court conveyed that the red dye found belongs to crimson and there is also a yellow dye. The crimson has typical bright red. It is made from artificial coloring. “Red or crimson dye is considered harmful if consumed because it contains Rhodamine B chemical compound. This Rhodamine dye cannot be used at all. Actually there is a type of dye that can be safely used for snack or cake, in liquid form,” he said. The products with harmful dyes were found in the snacks like jaja mako and jaja gipang. According to Eka, the Industry and Trade Agency has been asked to submit the findings. “Just now (yesterday—Ed) the Industry and Trade Agency was already asked to come to the location of producers so that they will no longer use such hazardous artificial colorings,” he said. Related to the finding of jaja mako and jaja gipang made from red dye, the BBPOM already secured the sample. It inspected ten

merchants and the snack samples have been taken. Eka and Widowati expected that people must be careful to consume food of artificial coloring. He also stressed that producers must find the right information about the ingredients of their nacks, so as not to harm consumers in terms of health in the long term. “Such artificial red dye is usually used for dyeing paper or cloth,” said Eka. Widowati said that the BBPOM team coming down to the field last Tuesday consisted of seven people. In the meantime, the other team is from Karangasem denoting a joint team consisting of the Industry and Trade Agency, Economic Section, Food Security Office and Health Agency. Widowati conveyed that in the inspection to sample of takjil on Monday afternoon (Jun. 27) at Senggol Market on Jalan Gajah Mada Amlapura found if the takjil ingredients are still safe. She considered that ahead of the feast is prone to circulation of foodstuff that can harm health. In addition, people should watch out expired parcels. Widowati and Eka told that they have provided coaching for retailers selling snacks with two types of harmful dyes. The merchants admitted not to know if they sell snacks containing Rhodamine B hazardous dye. The merchants admitted if they are only entrusted by the makers at villages. “In the coaching, we have asked the merchants to no longer sell cakes or snacks containing hazardous dyes. We’ll check again, if they remain to sell the banned products, it will be certainly taken an action,” said Eka. (013)

Binge-eating disorder can be treated with talk therapy or drugs

NORTH CAROLINA - People with recurring episodes of bingeeating can be helped with talk therapy or medication, according to a new review of previous studies. People with binge-eating disorder have brief, psychologically distressing binge-eating episodes multiple times a week for at least three months. The disorder is linked to mental health problems, chronic pain, obesity and diabetes, the researchers write in Annals of Internal Medicine. Binge-eating disorder will affect about 3 percent of people in

the U.S. during their lifetimes, according to lead author Kimberly Brownley, of the University of North Carolina at Chapel Hill, and her colleagues. Brownley’s team analyzed data from nine studies of psychological treatments and 25 studies of medications in patients with bingeeating disorder. A type of psychotherapy called cognitive behavioral therapy, a class of drugs known as secondgeneration antidepressants and the amphetamine known as lisdexamfetamine, or Vyvanse, all helped

reduce binge-eating, the researchers found. The medications also reduced obsessions and compulsions related to the disorder. CBT can teach people to identify thoughts associated with bingeeating, and help them change their behaviors, Brownley said. Additionally, lisdexamfetamine and second-generation antidepressants can help decrease people’s impulses to eat. Examples of second-generation antidepressants include citalopram (Celexa), escitalopram (Lexapro),

fluoxetine (Prozac), paroxetine (Paxil) and sertraline (Zoloft). The study can’t prove whether one second-generation antidepressant is better than the others, however. Lisdexamfetamine and topiramate (Topamax) also led to weight loss among people with bingeeating disorders. “We can’t say if any of these treatments is fundamentally better than the other,” Brownley said. “There have been no head-to-head (comparisons) and that’s really essential.” The review shows, however, that

Waste handling problems have drawn the attention of Denpasar’s municipal government.

DENPASAR - Waste handling problems have drawn the attention of Denpasar’s municipal government. According to Denpasar Mayoral Regulation No.11/2016 on waste management in Denpasar, the Sanitation and Landscaping Agency (DKP) -who previously managed waste, will be now handing over this responsibility to each village to handle independently. Head of DKP Denpasar, Ketut Wisada, when asked for his confirmation on Tuesday (Jun. 28) said that based on the mayoral regulation, starting on July 1, 2016 people in Denpasar are no longer allowed to put their garbage on telajakan (space between road section and house compound wall), sidewalks or on the street. Communities are required to independently dispose of their waste in temporary landfills or join independent waste management available at the local village or nearby village. “Violators will be subject to appropriate sanctions as per Regional Bylaw No. 3/2015 on sanitation, namely a maximum fine of IDR 50 million or three months in prison”, said Wisada.

Currently his agency is still disseminating information on the newly-issued mayoral regulation. “People who live far form the garbage depots are expected to join the independent waste management program, while those living close to the depot are expected to dispose of their garbage directly” he explained. With this mayoral regulation, hamlet chief and headman will have the additional task of establishing an independent waste management group that will take and transport the waste from temporary landfills by tricycles or cart. The DKP will then take the garbage from these temporary landfills to the final landfill. Member of Commission III of

the Denpasar House of Representatives, Wayan Suwirya, recently said that he was worried about the hamlet-based waste management program. The main obstacle is the lack of available space for temporary landfills “Although it does not require an extensive land area, if the land is not available, nothing can be done” said this Golkar politician. A similar opinion was disclosed by member of Commission IV, Wayan Sugiarta. He pointed out that the waste depot on Jalan Pulau Kawe has often been complained about by the local community. Depsite this, it cannot be moved due to lack of space in the area. Another legislator who also manages a waste depot at Peguyangan Kaja, Wayan Sutama, said that it requires about 500-1,000 square meters for the waste management including sorting plastic and organic garbage. As Duterte takes over in Philippines, police killings stir fear

MANILA - Two things catch the eye in the office of Joselito Esquivel, a police colonel enforcing a national crackdown on drugs in the Philippines’ most crime-ridden district: a pair of boxing gloves in a display cabinet and an M4 assault rifle lying beside him. “It’s all-out war,” the Quezon City officer says of a spike in killings of suspected drug dealers by police across the country since last month’s election of Rodrigo Duterte, a tough-talking city mayor, as the country’s president. “Duterte has already given the impetus for this massive operation.” Duterte has vowed to wipe out drug crime within six months but, according to Chito Gascon, head of the Commission on Human Rights (CHR), the aggressive rhetoric behind his promises has already instilled a sense of impunity among the police. “Basically, you have Mr. Duterte saying: ‘It’s okay, I’ve got your back’,” said Gascon. On average, at least one person has been shot dead by police or anonymous vigilantes every day since the May 9 election that swept Duterte to power, an escalation from the first four months of the year when the rate was about two a week. NEW DELHI - India’s Supreme Court refused on Wednesday to hear a petition challenging a law criminalising gay sex, a setback for gay rights activists battling in the country’s courts to get the ban overturned. A number of well-known lesbian, gay and bisexual Indians had argued that Section 377 of India’s penal code, which prohibits “carnal intercourse against the order of nature with any man, woman or animal”, undermined their fundamental rights by failing to protect their sexual p7references. “The Supreme Court refused to hear the matter and asked the petitioners to approach the Chief

Justice of India,” Arvind Dattar, a lawyer for one of the petitioners, told Reuters. India’s chief justice is already hearing a separate case to strike down the ban, and India’s top court has previously argued that only parliament has the power to change Section 377. The decision is the latest setback India’s gay community has faced in its fight to get a prohibition on homosexual sex overturned ever since the Supreme Court reinstated a colonial-era ban in late 2013. That ban ended a four-year period of decriminalisation that had helped bring homosexuality increasingly out into the open in a

deeply conservative society. Discrimination faced by homosexual communities across the world was thrown into sharp relief again this month after a gunman slaughtered 49 people at a gay nightclub in Florida. Some Western countries have pressured India to overturn its ban on gay sex and respect human rights regardless of sexual orientation. This month U.S. Ambassador Richard Verma’s residence in New Delhi’s leafy diplomatic quarter was lit in the colours of the rainbow in a gesture of solidarity towards victims of the Orlando massacre. BRUSSELS — EU leaders met Wednesday without Britain for the first time to rethink their shaken union, make it more relevant to citizens and keep it from disintegrating after Britain’s unprecedented vote to leave — but conflicting visions of Europe’s future are complicating the highstakes summit.

British Prime Minister David Cameron left Brussels on Tuesday night without any clear divorce plan, fending off pressure for a quick exit and punting the complex departure negotiations to his successor. In Britain, nominations opened Wednesday for a new Conservative leader to replace him after his devastating political miscalculation in calling last week’s referendum. With Britain’s fate in Europe uncertain, the 27 remaining presidents, chancellors and prime ministers meeting in Brussels are focusing Wednesday on what to do about the rest of the continent. There’s a widespread sense that the post-war project to foster peace via trade has become a bureaucratic, undemocratic behemoth with little meaning for its 500 million citizens. “We all need to wake up and smell the coffee,” Lithuanian President Dalia Grybauskaite said. “We have to show that Europe brings a real added value that can be felt by our fellow citizens,” Belgian’s Prime Minister Charles Michel said. Indonesia’s Parliament passes new tax amnesty bill JAKARTA — Indonesia’s Parliament passed a tax amnesty law on Tuesday aimed at drawing billions of dollars from wealthy Indonesians abroad and from tax evaders at home to help finance infrastructure and boost economic growth. The law, which takes effect next month, grants special tax rates of 2 percent to 10 percent to tax evaders who declare their past earnings, compared to normal personal income tax rates of 5 to 30 percent. Enterprises with up to 10 billion rupiah ($757,700) in assets will enjoy a 0.5 percent rate, while those with greater assets will be levied a 2 percent rate. Normal business tax rates are as high as 25 percent. People and companies that declare their earnings and pay the special taxes will not be penalized for having failed to declare them before. Those with wealth abroad who repatriate it from July to September will enjoy a 2 percent tax rate, those who return it by December will receive a 3 percent rate, and those who return it by March 31, 2017, a 5 percent rate. Those declaring assets abroad without repatriating them to Indonesia will be levied 4 percent, 6 percent and 10 percent tax rates for the same periods. Indonesia, a country of more than 250 million people, has only about 30 million registered taxpayers. Bank Indonesia, the country’s central bank, has estimated that Indonesians have about $43 billion in undeclared assets overseas. Minister of Finance Bambang Brodjonegoro said the tax amnesty is expected to draw about 165 trillion rupiah ($12.5 billion) for the government.(ap)

JAKARTA - Indonesia’s president on Wednesday ordered an expansion of offshore oil exploration and commercial fishing in the waters near the Natuna Islands, the latest in a new campaign to assert sovereignty over the area in the South China Sea. Indonesia has taken unprecedented steps in the past week to lay claim to the remote island chain, whose gas-rich waters Beijing recently said were subject to “overlapping claims”. President Joko Widodo travelled to Natuna for the first time last week

to hold a cabinet meeting aboard a warship, in what Indonesian officials described as the strongest message that has been given to China. “Out of 16 blocks around Natuna, only five are producing,” Widodo said before a cabinet meeting to discuss development of the area. “We want to push so that they enter production stage sooner.” The East Natuna gas field, being co-developed by state-owned Pertamina, Exxon Mobil Corp, Total SA and PTT Exploration and Produciton, is believed to hold one

of the world’s largest untapped gas reserves. ConocoPhillips and Chevron Corp also hold stakes in the nearby South Natuna Sea Block B, but are looking to sell their stakes. “Essentially, we want the Natuna area to be a hub for gas processing and related industries,” said Rizal Ramli, coordinating minister for maritime affairs. The government also wants to develop Indonesia’s commercial fishing industry in Natuna, whose waters are regularly trawled by vessels from Vietnam, the Philippines,

China and other nearby nations. Widodo said current fishing production around Natuna was only around 9 percent of its potential. ROME - Italy has begun raising the wreck of a fishing boat that sank in April 2015, drowning hundreds of migrants packed on board, its navy said on Wednesday. The disaster is feared to have killed up to 800 people, making it one of the deadliest shipwrecks in decades of seaborne migration from North Africa towards Europe. The navy has recovered 118 bodies, but hundreds of corpses are believed to be trapped below deck, where survivors said migrants including many women and children were locked. Navy video footage showed a large yellow frame-like apparatus attached to a ship being lowered into the water to a depth of about 370 metres (1,200

feet), where it gripped on to the wreck. Recovery coordinators applauded from their control room as the raising began. The hulk will now be placed in a 30-metre-long refrigerated structure while emergency services start recovering bodies from inside. Experts will examine and try to identify the victims. The vessel sank about 135 km (85 miles) north of Libya, from where it departed, and will be taken to the port of Augusta in eastern Sicily. Public outrage at the disaster, in which only 28 people are known to have survived, prompted the European Union to restore rescue operations in the Mediterranean. (rtr)

Number one golfer Day withdraws over Zika

SYDNEY - World number one Jason Day became the latest top golfer to withdraw from August’s Rio de Janeiro Olympic Games because of the Zika virus on Tuesday. Golf is returning to the Olympics for the first time since 1904, but a number of big names, including four-times major champion Rory McIlroy, Fiji’s Vijay Singh and Charl Schwartzel of South Africa, have also pulled out due to Zika concerns. The mosquito-borne Zika virus, which the World Health Organization says is spreading rapidly in the Americas, can cause crippling defects in babies and has been linked to the neurological disorder Guillain-Barre in adults. “The reason for my decision is my concerns about the possible transmission of the Zika virus and the potential risks that it may present to my wife’s future pregnancies and to future members of our family,” Australian Day, 28, said in a statement. “While it has always been a major goal to compete in the Olympics on behalf of my country, playing golf cannot take precedent over the safety of our family. ROME - Italy has begun raising the wreck of a fishing boat that sank in April 2015, drowning hundreds of migrants packed on board, its navy said on Wednesday. The disaster is feared to have killed up to 800 people, making it one of the deadliest shipwrecks in decades of seaborne migration from North Africa towards Europe. The navy has recovered 118 bodies, but hundreds of corpses are believed to be trapped below deck, where survivors said migrants including many women and children were locked. Navy video footage showed a large yellow frame-like apparatus attached to a ship being lowered into the water to a depth of about 370 metres (1,200

feet), where it gripped on to the wreck. Recovery coordinators applauded from their control room as the raising began. The hulk will now be placed in a 30-metre-long refrigerated structure while emergency services start recovering bodies from inside. Experts will examine and try to identify the victims. The vessel sank about 135 km (85 miles) north of Libya, from where it departed, and will be taken to the port of Augusta in eastern Sicily. BRUSSELS — EU leaders met Wednesday without Britain for the first time to rethink their shaken union, make it more relevant to citizens and keep it from disintegrating after Britain’s unprecedented vote to leave — but conflicting visions of Europe’s future are complicating the highstakes summit.

British Prime Minister David Cameron left Brussels on Tuesday night without any clear divorce plan, fending off pressure for a quick exit and punting the complex departure negotiations to his successor. In Britain, nominations opened Wednesday for a new Conservative leader to replace him after his devastating political miscalculation in calling last week’s referendum. With Britain’s fate in Europe uncertain, the 27 remaining presidents, chancellors and prime ministers meeting in Brussels are focusing Wednesday on what to do about the rest of the continent. There’s a widespread sense that the post-war project to foster peace via trade has become a bureaucratic, undemocratic behemoth with little meaning for its 500 million citizens. “We all need to wake up and smell the coffee,” Lithuanian President Dalia Grybauskaite said. “We have to show that Europe brings a real added value that can be felt by our fellow citizens,” Belgian’s Prime Minister Charles Michel said. Indonesia’s Parliament passes new tax amnesty bill JAKARTA — Indonesia’s Parliament passed a tax amnesty law on Tuesday aimed at drawing billions of dollars from wealthy Indonesians abroad and from tax evaders at home to help finance infrastructure and boost economic growth. The law, which takes effect next month, grants special tax rates of 2 percent to 10 percent to tax evaders who declare their past earnings, compared to normal personal income tax rates of 5 to 30 percent. Enterprises with up to 10 billion rupiah ($757,700) in assets will enjoy a 0.5 percent rate, while those with greater assets will be levied a 2 percent rate. Normal business tax rates are as high as 25 percent. People and companies that declare their earnings and pay the special taxes will not be penalized for having failed to declare them before. Those with wealth abroad who repatriate it from July to September will enjoy a 2 percent tax rate, those who return it by December will receive a 3 percent rate, and those who return it by March 31, 2017, a 5 percent rate. Those declaring assets abroad without repatriating them to Indonesia will be levied 4 percent, 6 percent and 10 percent tax rates for the same periods. Indonesia, a country of more than 250 million people, has only about 30 million registered taxpayers. Bank Indonesia, the country’s central bank, has estimated that Indonesians have about $43 billion in undeclared assets overseas. Minister of Finance Bambang Brodjonegoro said the tax amnesty is expected to draw about 165 trillion rupiah ($12.5 billion) for the government.(ap)

As Duterte takes over in Philippines, police killings stir fear

MANILA - Two things catch the eye in the office of Joselito Esquivel, a police colonel enforcing a national crackdown on drugs in the Philippines’ most crime-ridden district: a pair of boxing gloves in a display cabinet and an M4 assault rifle lying beside him. “It’s all-out war,” the Quezon City officer says of a spike in killings of suspected drug dealers by police across the country since last month’s election of Rodrigo Duterte, a tough-talking city mayor, as the country’s president. “Duterte has already given the impetus for this massive operation.” Duterte has vowed to wipe out drug crime within six months but, according to Chito Gascon, head of the Commission on Human Rights (CHR), the aggressive rhetoric behind his promises has already instilled a sense of impunity among the police. “Basically, you have Mr. Duterte saying: ‘It’s okay, I’ve got your back’,” said Gascon. On average, at least one person has been shot dead by police or anonymous vigilantes every day since the May 9 election that swept Duterte to power, an escalation from the first four months of the year when the rate was about two a week. NEW DELHI - India’s Supreme Court refused on Wednesday to hear a petition challenging a law criminalising gay sex, a setback for gay rights activists battling in the country’s courts to get the ban overturned. A number of well-known lesbian, gay and bisexual Indians had argued that Section 377 of India’s penal code, which prohibits “carnal intercourse against the order of nature with any man, woman or animal”, undermined their fundamental rights by failing to protect their sexual p7references. “The Supreme Court refused to hear the matter and asked the petitioners to approach the Chief

Justice of India,” Arvind Dattar, a lawyer for one of the petitioners, told Reuters. India’s chief justice is already hearing a separate case to strike down the ban, and India’s top court has previously argued that only parliament has the power to change Section 377. The decision is the latest setback India’s gay community has faced in its fight to get a prohibition on homosexual sex overturned ever since the Supreme Court reinstated a colonial-era ban in late 2013. That ban ended a four-year period of decriminalisation that had helped bring homosexuality increasingly out into the open in a

deeply conservative society. Discrimination faced by homosexual communities across the world was thrown into sharp relief again this month after a gunman slaughtered 49 people at a gay nightclub in Florida. Some Western countries have pressured India to overturn its ban on gay sex and respect human rights regardless of sexual orientation. This month U.S. Ambassador Richard Verma’s residence in New Delhi’s leafy diplomatic quarter was lit in the colours of the rainbow in a gesture of solidarity towards victims of the Orlando massacre. Survey finds excess health problems in lesbians, gays, bisexuals

NASHVILLE - Gay, lesbian and bisexual individuals reported more health problems than straight men and women, in a large U.S. survey. For the first time since its launch in 1957, the National Health Interview Survey in 2013 and 2014 included a question about sexual orientation. With nearly 69,000 participants, the survey revealed that lesbian, gay and bisexual adults “were more likely to report impaired physical and mental health, heavy alcohol

consumption, and heavy cigarette use, potentially due to the stressors that (they) experience as a result of interpersonal and structural discrimination,” researchers wrote online June 28 in JAMA Internal Medicine. Overall, 67,150 survey respondents were heterosexual, 525 lesbian, 624 gay and 515 bisexual. The

average age was about 47. Gilbert Gonzales of the Vanderbilt University School of Medicine in Nashville and colleagues found that compared to heterosexual women, lesbians were 91 percent more likely to report poor or fair health. Lesbians were 51 percent more likely, and bisexual women were more than twice as likely, to report multiple chronic conditions, compared to straight women. sexuals to report heavy drinking and smoking. While gays and lesbians reported worse psychological distress than heterosexuals, bisexual people suffered the most, the survey showed. For example, about 17 percent of heterosexual men had at least moderate psychological distress, compared to about 26 percent of gay men and about 40 percent of bisexual men. Gonzales told Reuters Health that the health disparities are likely due to the stress of being a minority, which is likely exacerbated among bisexual people, who may not be accepted by lesbian, gay, bisexual and transgender communities. “While there aren’t that many studies focusing on bisexual adults, previous studies have indicated they’re probably at greater risk,” he said. Other factors too, along with socalled minority stress, may account for health differences between heterosexuals and lesbian, gay and bisexual people, Gonzales said. For example, he said, survey respondents may not have had access to marriage, which wasn’t legalized at the federal level in the U.S. until 2015. “It will be interesting to see how legal same-sex marriage will affect these health disparities,” Gonzales said. In a note published with the study, Dr. Mitchell Katz says the disparities may decrease with the growing acceptance of sexual minority populations. “Health care professionals can help by creating environments that are inclusive and supportive of sexual minority patients,” writes Katz, who is an editor of the journal. “In caring for people who have experienced bias and discrimination, support is a very potent medicine,” he writes. “It’s important that all our federal surveys begin to collect sexual orientation status and gender identity,” said Gonzales. “This kind of work would not be (possible) if the question wasn’t asked.” (rtr)

Raid of the BPOM finds textile dyes used as cake coloring

AMLAPURA - The Denpasar Agency of Food and Drug Control (BBPOM) did a raid for two consecutive days, Monday (Jun. 27) and Tuesday (Jun. 28) to cake merchants at the market. In the examination of cakes or pastries sold at East Amlapura traditional market, it found two types of harmful dyes. A red dye normally used for textile or fabric dye is even used for snacks. It was announced by the Chief of the BBPOM Denpasar, Endang Widowati, after the inspection. In the meantime, her staff, the Inspection and Investigation Division Head, Eka Ratnata, when met ahead of the meeting with the Head of the Amlapura District Court conveyed that the red dye found belongs to crimson and there is also a yellow dye. The crimson has typical bright red. It is made from artificial coloring. “Red or crimson dye is considered harmful if consumed because it contains Rhodamine B chemical compound. This Rhodamine dye cannot be used at all. Actually there is a type of dye that can be safely used for snack or cake, in liquid form,” he said. The products with harmful dyes were found in the snacks like jaja mako and jaja gipang. According to Eka, the Industry and Trade Agency has been asked to submit the findings. “Just now (yesterday—Ed) the Industry and Trade Agency was already asked to come to the location of producers so that they will no longer use such hazardous artificial colorings,” he said. Related to the finding of jaja mako and jaja gipang made from red dye, the BBPOM already secured the sample. It inspected ten

merchants and the snack samples have been taken. Eka and Widowati expected that people must be careful to consume food of artificial coloring. He also stressed that producers must find the right information about the ingredients of their nacks, so as not to harm consumers in terms of health in the long term. “Such artificial red dye is usually used for dyeing paper or cloth,” said Eka. Widowati said that the BBPOM team coming down to the field last Tuesday consisted of seven people. In the meantime, the other team is from Karangasem denoting a joint team consisting of the Industry and Trade Agency, Economic Section, Food Security Office and Health Agency. Widowati conveyed that in the inspection to sample of takjil on Monday afternoon (Jun. 27) at Senggol Market on Jalan Gajah Mada Amlapura found if the takjil ingredients are still safe. She considered that ahead of the feast is prone to circulation of foodstuff that can harm health. In addition, people should watch out expired parcels. Widowati and Eka told that they have provided coaching for retailers selling snacks with two types of harmful dyes. The merchants admitted not to know if they sell snacks containing Rhodamine B hazardous dye. The merchants admitted if they are only entrusted by the makers at villages. “In the coaching, we have asked the merchants to no longer sell cakes or snacks containing hazardous dyes. Binge-eating disorder can be treated with talk therapy or drugs

NORTH CAROLINA - People with recurring episodes of bingeeating can be helped with talk therapy or medication, according to a new review of previous studies. People with binge-eating disorder have brief, psychologically distressing binge-eating episodes multiple times a week for at least three months. The disorder is linked to mental health problems, chronic pain, obesity and diabetes, the researchers write in Annals of Internal Medicine. Binge-eating disorder will affect about 3 percent of people in

the U.S. during their lifetimes, according to lead author Kimberly Brownley, of the University of North Carolina at Chapel Hill, and her colleagues. Brownley’s team analyzed data from nine studies of psychological treatments and 25 studies of medications in patients with bingeeating disorder. A type of psychotherapy called cognitive behavioral therapy, a class of drugs known as secondgeneration antidepressants and the amphetamine known as lisdexamfetamine, or Vyvanse, all helped

reduce binge-eating, the researchers found. The medications also reduced obsessions and compulsions related to the disorder. CBT can teach people to identify thoughts associated with bingeeating, and help them change their behaviors, Brownley said. Additionally, lisdexamfetamine and second-generation antidepressants can help decrease people’s impulses to eat. Examples of second-generation antidepressants include citalopram (Celexa), escitalopram (Lexapro),

fluoxetine (Prozac), paroxetine (Paxil) and sertraline (Zoloft). The study can’t prove whether one second-generation antidepressant is better than the others, however. Lisdexamfetamine and topiramate (Topamax) also led to weight loss among people with bingeeating disorders. “We can’t say if any of these treatments is fundamentally better than the other,” Brownley said. “There have been no head-to-head (comparisons) and that’s really essential.” The review shows, however, that

treatments are available and people don’t have to suffer through the disorder alone, she added. In an editorial accompanying the new review, Dr. Michael Devlin, of the Columbia University College of Physicians and Surgeons in New York City says doctors can have a hard time recognizing binge-eating disorder. “Greater than expected weight dissatisfaction, large weight fluctuations, and depressive symptoms in individuals of any size all should raise the practitioner’s index of suspicion,” he suggests. Municipal govt issues mayoral regulation on waste management

Waste handling problems have drawn the attention of Denpasar’s municipal government.

DENPASAR - Waste handling problems have drawn the attention of Denpasar’s municipal government. According to Denpasar Mayoral Regulation No.11/2016 on waste management in Denpasar, the Sanitation and Landscaping Agency (DKP) -who previously managed waste, will be now handing over this responsibility to each village to handle independently. Head of DKP Denpasar, Ketut Wisada, when asked for his confirmation on Tuesday (Jun. 28) said that based on the mayoral regulation, starting on July 1, 2016 people in Denpasar are no longer allowed to put their garbage on telajakan (space between road section and house compound wall), sidewalks or on the street. Communities are required to independently dispose of their waste in temporary landfills or join independent waste management available at the local village or nearby village. “Violators will be subject to appropriate sanctions as per Regional Bylaw No. 3/2015 on sanitation, namely a maximum fine of IDR 50 million or three months in prison”, said Wisada.

Currently his agency is still disseminating information on the newly-issued mayoral regulation. “People who live far form the garbage depots are expected to join the independent waste management program, while those living close to the depot are expected to dispose of their garbage directly” he explained. With this mayoral regulation, hamlet chief and headman will have the additional task of establishing an independent waste management group that will take and transport the waste from temporary landfills by tricycles or cart. The DKP will then take the garbage from these temporary landfills to the final landfill. Member of Commission III of

the Denpasar House of Representatives, Wayan Suwirya, recently said that he was worried about the hamlet-based waste management program. The main obstacle is the lack of available space for temporary landfills “Although it does not require an extensive land area, if the land is not available, nothing can be done” said this Golkar politician. A similar opinion was disclosed by member of Commission IV, Wayan Sugiarta. He pointed out that the waste depot on Jalan Pulau Kawe has often been complained about by the local community. Depsite this, it cannot be moved due to lack of space in the area. Another legislator who also manages a waste depot at Peguyangan Kaja, Wayan Sutama, said that it requires about 500-1,000 square meters for the waste management including sorting plastic and organic garbage. If however the garbage is only being deposited temporarily in fact less space is required. (kmb12)

He added however that there were improvements in terms of having young people involved in almost all of the BAF shows. “There have been many performances that showed off the creativity of young people and the art studios. We hope that these elements will be given more attention in the future”, he said. Wahyudita went on to say that he especially noticed that the classical gamelan music compositions free minimal audiences. SUch arts he said should not be left to flounder and fail to draw audiences. These performances he said should be staged during peak hours and should have more innovative staging so as to entice people. “It’s a pity that the sacred arts are brought in here like this. Sacred arts are part of rituals so people may not be so focused on the aesthetics because they are more concerned with the ritual. But when these arts are brought to the secular stage, they need to take into account the context and provide some added dimension”, he said. When classical arts are given a place on the major stage, added Wahyudita,

the audience should be selected as well. For example, each district/municipality could send art teachers and their students on given days as a way to enrich their knowledge of the classical arts. This wold give these performances more value that simple entertainment. “We need to ask how do we bridge the generation gap? how do we make it fun to watch? what is the interesting point of particular art forms? and so on. There should be some context given like the history and function of a particular gamelan composition” , he suggested. According to Wahyudita, the purpose of the BAF is not only entertaining even though these is also a part. In fact , each BAF performance should provide other benefits such as providing knowledge. Understanding of the classical arts needs to be created either in the form that it is presented or in the performance itself. “If a performance is indeed quiet, it should be staged at night and particular audiences should be invited. We should not leave these things to chance but should instead seek to value art as a medium for education. Currently, all the shows are presented as entertainment so people just randomly choose and sit down and will watch as long as it is entertaining. If that is all that we want to provide then we might as well just have it all be Bondres mask performances - to ensure that people are entertained” he concluded. (kmb32)

Islamic State prime suspect after suicide bombers kill 41 at Istanbul airport

ISTANBUL - Turkish investigators pored over video footage and witness statements on Wednesday after three suspected Islamic State suicide bombers opened fire and blew themselves up in Istanbul’s main airport, killing 41 people and wounding 239. The attack on Europe’s thirdbusiest airport was the deadliest in a series of suicide bombings this year in Turkey, part of the U.S.-led coalition against Islamic State and struggling to contain spillover from neighbouring Syria’s war. President Tayyip Erdogan said the attack should serve as a turning point in the global fight against terrorism, which he said had “no regard for faith or values”. Five Saudis and two Iraqis were among the dead, a Turkish official

said. Citizens from China, Jordan, Tunisia, Uzbekistan, Iran and Ukraine were also among the 13 foreigners killed. One attacker opened fire in the departures hall with an automatic rifle, sending passengers diving for cover and trying to flee, before all three blew themselves up in or around the arrivals hall a floor below, witnesses and officials said. Broken ceiling panels littered the kerb outside the arrivals section of the international terminal. Plates of glass had shattered, exposing the

inside of the building, and electric cables dangled from the ceiling. Cleanup crews swept up debris and armed police patrolled as flights resumed. “This attack, targeting innocent people is a vile, planned terrorist act,” Prime Minister Binali Yildirim told reporters at the scene in the early hours of Wednesday morning. “There is initial evidence that each of the three suicide bombers blew themselves up after opening fire,” he said.
