LOS ANGELES - Actress Amber Heard obtained a restraining order on Friday against her estranged husband Johnny Depp after accusing the actor of verbal, emotional and physical abuse, days after she filed for divorce to end their 15-month marriage. Heard, 30, said in court filings that Depp, 52, was abusive to her throughout their marriage, culminating in an argument on Saturday night in which he hurled a cell phone into her face and shattered various objects in her apartment. The filings includes pictures of Heard’s injured face. She appeared to have a bruise on her right cheek as she left a downtown Los Angeles courtroom. The judge granted a temporary restraining order for Depp to stay at least 100 yards away from Heard and move out of the couple’s shared
condominium in downtown Los Angeles. A hearing on the order is scheduled for June 17. In Heard’s declaration filed with the restraining order application, she said she was seeking $50,000 a month for spousal support. In a counter argument filed Friday, Depp’s lawyer argued that Heard “is attempting to secure a premature financial resolution by alleging abuse.” The judge did not immediately grant Heard’s requests for Depp to undergo anger management sessions or for her to have sole posses-
sion of the couple’s pet dog Pistol - the same dog at the center of the couple’s legal trouble in Australia after Heard breached the country’s tight biosecurity laws. The actress filed the divorce petition in a Los Angeles court on Monday, citing irreconcilable differences. Heard declined to speak to reporters as she left court on Friday. Depp was attending a charity event in Lisbon, Portugal and was not in court. His representatives did not immediately respond to a request for comment. One of Hollywood’s top actors and box office draws, Depp currently stars in Disney’s “Alice through the Looking Glass,” opening in theaters on Friday. Disney declined to comment on Depp. (rtr)

Face enactment of AEC with certified HR
The success of tourism development is inseparable from the quality of human resources (HR) engaged in the sector. Moreover, the implementation of cooperation among the members of the ASEAN countries, namely the ASEAN Economic Community (AEC) since the beginning of 2016 requires labor having readiness to compete against the workers from other ASEAN regions. In other words, one of the ways to block the entry of foreign workers to Indonesia is certification of labor. With the certification, they can be considered competent to enter the job opportunities with the same standards as the other countries in ASEAN. This was stated in the Focus Group Discussion of Wonderful Indonesia, at the Warung Kopi Bali 63, Thursday (May 26). Guest speakers in the discussion included the board of the Indonesia Hotel General Manager Association
(IHGMA) as well as the certification body in the field of tourism. Enactment of the AEC is a form of cooperation between the country members of ASEAN consisting of Brunei, the Philippines, Indonesia, Cambodia, Laos, Malaysia, Myanmar, Singapore, Thailand, and Vietnam. In essence, it has something to do with the implementation of free trade in the ASEAN
region. It is an ASEAN economic integration in the face of free trade among ASEAN countries. The AEC is designed to realize the ASEAN Vision 2020. Implementation of the AEC this year will cause the competition to be getting tighter. Are businessmen in Indonesia ready to face the extremely tight competition in this AEC? For example, in terms of the employment sector, if workers do not make preparation properly they will be unable to compete against
the labor from countries included in the AEC. This condition is highly recognized by the members of the IGHMA. On that account, Chairman of the IHGMA Bali, Nyoman Astama, wanted to contribute to the Wonderful Indonesia. The IHGMA formed and inaugurated two months ago already has a working program to improve the competence of hotel general manager working with the certification agency. Along with the discussions, the IHGMA also signed the MoU with the LSP/LSU of Bali tourism and LSP/LSU of Indonesia Tourism. “What we have done is to increase the role of general manager for the success of government programs in tourism, especially the hospitality,” he said.
In the meantime, Director of LSP Parindo I Gede Widjana, and Director of LSP BHM, I Ketut Sutapa, said that one of the ways to block the entry of workers from other countries in the ASEAN region at the moment is by having the certification. The certification becomes an important part to get into the job industry. Other than at home, it is also in the countries belonging to the members of the ASEAN. It is said that improvement of competence by means of certification has been designed during the administration of Minister of Tourism Joop Ave a few years ago. However, in the realization it is finally not clear, and re-echoed in the past few years in the face of AEC enactment. (ara)

Agricultural sector shows slowdown amid the growth of Bali’s economic growth

DENPASAR - Bali’s economy in the first quarter of 2016 recorded a growth expansion at the amount of 6.04 percent (yoy) with the real output reaching IDR 32 trillion. The achievement is higher than the growth in the previous quarter (fourth quarter of 2015), amounting to 5.96 percent (yoy) and also higher than the national economic growth rate reaching 4.92 percent (yoy).

Dewi Setyowati, Representative Director of the Bank Indonesia (BI) Bali, said on Saturday (May 28) that from the demand side, the expansion of economic growth is mainly driven by the expansion in household consumption due to lower fuel prices, LPG and electricity tariff occurred during the first quarter of 2016. The export component has experienced expansion growth in the quarterly reports as driven by an improvement in the economy of trading partners so that boosted the demand and diversified the markets by the exporters. Expansion of the export performance is also supported by the expanding export of service in line with the growth of the tourism industry’s performance getting better. Improvement of the tourism performance is driven by religious feasts and holidays such as Chinese New Year, Easter as well as Galungan and Kuningan throughout the first quarter of 2016. In the meantime, the expansion of investment growth (PMTB) is
supported by the improvement of investment performance of nonconstruction as indicated by the increasing import of capital goods at the end of first quarter in 2016 compared to the previous quarter. By improving investment performance, the field of construction business showed improvement in quarterly reports, so that it contributed to the economic expansion of Bali Province in the quarterly report. Expansion of the PMTB is also supported by businessmen’s optimism on the economic development in line with the BI Rate and improving regional macro-economic conditions. In terms of supply side, the expansion of economic growth of Bali Province in the quarterly reports is driven by the improved performance of tourism industry influenced by seasonal factors like the celebration of religious holidays including the Chinese New Year, Easter, Nyepi and Galungan accompanied with MICE activities. These conditions encourage
the expansion of growth in related business namely the business of accommodation as well as food and beverage, wholesale and retail trade, as well as transportation and warehousing field. The expanding performance of tourism industry is also indicated by the increasing growth of foreign tourist arrival in first quarter of 2016 amounting to 15.25 percent (yoy) compared to the fourth quarter of 2015 amounting to 2.55 percent (yoy). However, amid the Bali’s economic growth, the agricultural sector experiences a slowdown. The business in agricultural, forestry and fishery sector shows slowdown, mainly in food crops caused by the delay of harvesting period as the impact of El Nino in 2015, causing the delay of planting period for the first growing season period. “It was only a matter of time and in April the harvest already started it and has no impacts because rice and others do not experience inflation in the first quarter of 2016,” she said. A number of charming spots are also worked on in the area around the harbor. It is not mistaken when passing through the area visitors can capture the moment with the background of the statue. Besides, Gilimanuk has also been famous for its delicious cuisine, namely the typical Chicken Betutu of Gilimanuk. Booming travelers, Padangbai traditional harbor crowded
AMLAPURA - Ahead of the period of June to August, the Padangbai traditional harbor has been crowded with travelers. Thousands of travelers wishing to cross and just coming back from Gili Trawangan, Lombok, caused the Padangbai traditional harbor to be really crowded. It is further aggravated by condition around the traditional harbor having no operator. It is not clear which authority is responsible for regulating whether Padangbai customary village, local authorities or central government.

As seen on Thursday (May 26), Padangbai traditional harbor was thronged by private vehicles wishing to pick up or escort travelers. Each fast boat coming from Gili Trawangan dropped off hundreds of passengers. Likewise the people departing from Padangbai to Gili Trawangan were also in a large number. Every day, there are thousands of travelers crossing from and to the traditional crossing harbor. Although just entering the period of May, the harbor has looked so very busy. Not to mention in the peak of tourist visit where it usually occurs in the period of June to August. Behind the crowded tourist visit, the parking of vehicles remains to get a constraint. Hundreds of incoming and exit vehicles are not regulated. As a result, many vehicles were trapped inside because the condition is getting crowded. Unfortunately, Chief of Padangbai customary village, Wayan Jandra Budhiana, when contacted on Friday (May 27) was unable to respond to this issue. As information, the matter of vehicle parking has been managed by local customary village. Secretary of the Padangbai customary village, Wayan Nesa, when contacted on Friday could not provide a response. When contacted via cellular phone, he could not give an answer. The Head of the Karangasem Transportation Agency, Wayan Sutapa, when contacted on Friday acknowledged that
Padangbai traditional harbor often results in problems when there is a surge in tourist arrival. So far, there is no clarity which authority is actually responsible for the crossing service at the harbor. However, to his knowledge especially for parking service is indeed managed by customary village because people from entering the harbor passengers have been charged with levies by local customary village. Sutapa added that his agency previously has sent letter twice to central government to manage the traditional harbor in accordance with the result of meeting with the leadership council of Karangasem at that time. However, central government has not responded to the letter of the Karangasem Transportation Agency so far. The latest information told if the traditional harbor will be managed by central government because it involves transportation between provinces and between islands. Moreover, central government reportedly has drawn up Master Plan of Arrangement (RIP). Sutapa admitted not to know to what extent the plan has run. Since the letter of the Transportation Agency was not responded, there was no follow-up to address the issue of the Padangbai traditional harbor. However, to temporarily overcome the crowdedness at the Padangbai traditional harbor, he hoped the local customary village could regulate so as to avoid the bad impression in the face of foreign travelers. BADUNG - In order to explore, develop and preserve customary and cultural values, the Government of Badung’s Culture Agency provided training for 30 local high school students of SMAN 1 South Kuta in ancient manuscript writing between March 28th and the 30th, 2016. The training was official opened on Monday (Mar.28) by head of Culture Agency represented by secretary, I Made Rustan. In his speech read by I Made Rustan, the Culture Agency head stated that the young generation plays an important role as a cultural successor. Local cultural assets can protect young people from the negative influences of the era of globalization. The quite aggressive influence of global culture -through electronic and print media, has caused younger generation to lose a firm hold on their identity. By leanring about their local culutre, it is expected that young people will want to explore the vast welath that it holds and will also preserve the traditional arts. Through the traditional manuscript writing training, these young people will be better equiped to preserve their cultural values and maintain their sublieme and sacred heritage. He said that the management is currently submitting the requirements of the permit for the helicopter operations. Wayan Sukiaten asserted that the management has been seeking permission. “Filling out the application form has been done and now it just needs some signatures, such as the signature of headman remaining to review the application,” said Sukiaten. When asked about people’s complaints, Wayan Sukiaten assessed if the complaints were submitted personally and not conveyed directly to the management. “If people complain, please inform us as the management,” he said. In the meantime, chief of Taro Kaja customary village, I Gede Riwa, said that the location of the helipad development belongs to the territory of Taro customary village. He affirmed that local residents of Taro Kaja do not object to the helipad operations. “Approximately there are 500 families supporting it and have signed their approval,” he said. Previously, the National Unity and Politics Agency stopped the operation of the illegal helipad at Taro village, Tegallalang. Such an action was taken after responding to people’s complaints against the tourism infrastructure. In addition, the operation of the helipad located at the Elephant Safari Park, Taro village, is ensured to have no building permit (IMB) yet. The Head of the National Unity and Politics Agency, Dewa Alit Mudiarta, said on Tuesday (May 24) that he already sent a letter on Saturday regarding the termination of the helipad operation at Taro Village. “We have issued a letter of termination for the operation of the helipad at Taro Kaja hamlet, Taro, because it has not owned permission yet,” he said. The prosecution was originated from the letter of Taro headman who submitted the complaints of local residents against the existence of helicopters hovering in the sky each day at Taro village. They complained about loud noises of the helicopters, gusts of wind destroying crops in paddy fields and plantations, a number of animals became violent to death because they are surprised to see the lowflying helicopters. The last complaint about the operations of the tourism infrastructure is the low-flying helicopter every day over the Pujung Sari Temple of Taro customary village. In the annual festival, there are several line up that performed on the stage. In the local musicians, there are name likes Krishna, UNB’Rocken, and Winnie the Blues. Rescued migrants say ship sank off Italy with hundreds aboard
ROME - Migrants rescued from two boats in the Mediterranean this week told humanitarian workers in Italy that they saw another vessel carrying some 400 migrants sink, Save the Children said on Saturday. Three vessels carrying migrants already are confirmed to have sunk or capsized this week. More than 60 bodies are said to have been recovered, including those of three infants, and hundreds are believed to be missing. But the possible sinking of a fourth vessel on Thursday had not been reported, said Giovanna Di Benedetto, spokeswoman for Save the Children in Italy. That ship along with another fishing boat and a rubber boat left Sabratha in Libya late Wednesday night, according to interviews on Saturday with some of the more than 600 survivors from the two
other vessels in the Sicilian port of Pozzallo. They said the rubber boat had its own motor, but the smaller fishing boat, carrying some 400 migrants, did not. It was towed by the larger fishing vessel, which held about 500 others. Eventually the smaller boat began to take on water and, when the captain of the larger boat ordered the tow line cut, sank with most of its passengers, the survivors told Save the Children. Those aboard the other two vessels were not rescued until much later. “There were many women and children on board,” the survivors
said, according to Di Benedetto. “We collected testimony from several of those rescued from both (the rubber and fishing) boats. They all say they saw the same thing.” On the orders of the court of Ragusa, police have detained a man who they suspect was the captain of the larger boat, state news agency Ansa reported. Police are interviewing witnesses of the possible tragedy, la Repubblica Web site said. Mild weather has brought on a surge in migrant traffic this week between Libya and Italy, and about 700 more migrants were picked up on Saturday, the coast guard said. WINNIPEG - A bill legalizing medically-assisted suicide in Canada strikes the right balance between defending fundamental freedoms and protecting against abuses, Prime Minister Justin Trudeau said on Saturday, predicting confusion if it is not approved. The draft legislation, introduced by Trudeau’s Liberal government in April, would allow people with incurable illnesses or disabilities to end their lives with a medical professional’s help, but stopped short of extending the right to minors and the mentally ill. “There are people who think we should have gone further with this bill, there are people who think we already went too far,” Trudeau told reporters at a Liberal convention in Winnipeg. “Making this first step a responsible, prudent one that gets the balance right between protecting vulnerable Canadians and defending rights and freedoms is what we have focused on and I’m confident that we got that balance right.” The Supreme Court of Canada overturned a ban on medical-assisted suicide last year and gave the new government until June 6 to come up with a law, adding Canada to the handful of Western countries that allow the practice. Trudeau said he expected Parliament to meet that deadline. He added, however, that failing to do so could lead to uneven access to assisted dying across Canada. If new legislation is not in place by June 6, last year’s Supreme Court ruling comes into effect, allowing assisted dying for those with a “grievous and irremediable” medical condition. Some Canadians who should have access to medically-assisted death may not get it if doctors conclude there isn’t legal protection for them, while others may gain access to it when they should not, he said. Suriname lands $478M IMF loan to boost economic reform plan
PARAMARIBO — Suriname has landed a $478 million loan from the International Monetary Fund to boost an economic reform program amid a drop in commodity prices, becoming the second South American country to seek such a bailout in nearly a decade. The IMF said it will immediately disburse $81 million as part of a two-year deal announced Friday that has been met with protests. Suriname is the first country in South America since 2007 to seek help from the IMF through what’s known as a stand-by-arrangement, in which loans are conditioned on a government adopting policies aimed at stabilizing its finances and economy. The last country to do so was Peru. The reform is designed to strengthen Suriname’s finances following a drop in prices for its principal exports including gold and oil. The country’s main alumina refinery also shut down last year. The IMF said Suriname faces what it called substantial fiscal deficits and a rundown of international reserves. “Implementing the structural reform agenda is essential to ensure a prosperous future for Suriname,” the IMF said in a statement. Suriname plans to create a value-added tax and eliminate electricity subsidies as part of the reform, which also seeks to increase private-sector growth and attract more foreign investment. IMF officials said the drop in revenues from the sale of gold, oil and alumina caused Suriname’s fiscal deficit to reach nearly 9 percent of GDP last year, compared with a small surplus in 2011. Commodity prices fueled a region-wide boom in the past decade, but analysts say their collapse could cause more policy makers to swallow their pride and return to the IMF, which is widely mistrusted in the region for its role in Argentina’s 2011 financial collapse. Possible candidates are OPEC members Ecuador and Venezuela, which have seen their economies shrink as investment and oil purchases from a slowing China have fallen. Brazil, the region’s largest economy, is also fighting recession as prices for its grain and iron ore exports have collapsed.(ap)

stance on the need for peacefully settling territorial disputes according to law — a reference to frustrations over China’s growing presence in areas of the South China Sea also claimed by its neighbors. Laos, Bangladesh and Papua New Guinea are among the poorest nations in Asia. Vietnam and Indonesia are two of the fastest-growing developing economies. During the summit, Abe expressed strong concern over slowdowns in China and some other emerging economies that have sapped global growth at
a time when Japan and European nations are struggling to keep their own recoveries on track. A more than 50 percent plunge in commodity prices was a key signal of the risks to growth, Abe said. “What we are concerned about the most is contraction of the world economy,” Abe said Japan has pledged to increase its development assistance, help finance an insurance fund for health emergencies in the developing world and to offer training to thousands of people in the developing world as part of its own contribution to bridging economic disparities. TANGGERANG - An economic analyst said the domestic economic challenges would mount in June-August on high expectation that the Federal Reserve would raise its interest rate and the government gambling in trying to convince the market about success in securing state revenues. There would be question about revision of state budget and growing expectation of an increase in The Fed fund rate, Leo Rinaldy , from Mandiri Sekuritas, said at a training of economic journalists held by Bank Indonesia here on Saturday. would at least contribute to state revenue and strengthen fiscal capacity,” he said. Leo asked the government to be more realistic in using macro assumptions in revising the 2016 state budget. He said the country’s economic growth of 4.92 percent in the first quarter of 2016 was not too bad, adding it was still better than a year earlier. However, there was market turbulence at that time on too high expectation given by the government for economic growth, he said. “It is important for the government to be more cautious in giving expectation in the financial market as it would determine
market sentiment,” he said. He repeated reminding that the market players have high expectation that the US central bank would raise its fund rate in June 2016. “That would increase the risk of funds flowing out putting greater pressure on rupiah,” he said. Instability is also feared to hit the government bond market as foreign investors hold 37 percent of the government bonds. With that level of foreign share in the bond market, an increase in the Fed fund rate would trigger reversal of capital flow to the world’s largest economy. “In the stock market foreign investors hold almost 60 percent of traded shares. Jusuf Kalla (JK) has appealed to all national television stations to broadcast good programs that do not go overboard, in view of the Islamic fasting month of Ramadhan next month. “Conducting a program to propagate religion while the presenter merely stands before the cameras becomes a little boring. Therefore, we need innovations,” he said while speaking at the Istiqlal Mosque here on Saturday at the launch of the Indonesia Mosque Councils (DMI) Dakwah TV. He suggested that television stations must be able to broadcast programs that propagate religion but are also entertaining. In fact, they should telecast entertainment programs which should have such messages of religious propagation embedded in them. “We are the biggest religious propagation country in the world as we have at least four to five thousand Islamic religious propagation programs that are broadcast by 10 to 12 national television stations, in addition to several regional TV stations. This is extraordinary,” he pointed out. As an influential media, television stations are expected to be able to provide good information to the people, especially during Ramadhan. “It is our task to ensure that more and more TV stations have better quality programs,” he observed. Vice President Jusuf Kalla stated that mosques still need a person who is at hand to present messages to propagate religion. He also emphasized the importance of installing a proper sound system at these mosques because 80 percent of the activities involve listening to a sermon and announcements. French PM says he will not bow to labour reform protestors
PARIS - French Prime Minister Manuel Valls is determined not to join a long list of politicians who have conceded defeat to protesters, he told the Journal Du Dimanche (JDD) newspaper, as the government prepares to dig in its heels on labour reform. The hardline CGT union has organised street protests, train strikes and refinery blockades to pressure the government to scrap plans that would make it easier for companies to hire and fire workers. “If we gave in to the street and to CGT because we were obsessed over the short term by 2017 (presidential elections), we would lose everything,” Valls was quoted as saying by the French newspaper. In the mid-1990s Prime Minister Alain Juppe triggered France’s worst unrest in decades because he would not budge on pension reform but he eventually backed down after weeks of industrial action and protests. The government is under pressure to find a solution to the latest
stand-off before the June 10 start of the Euro 2016 soccer tournament in France, which the CGT has threatened to disrupt. Finance Minister Michel Sapin emphasised the government’s stance. “First and foremost we must be firm,” Sapin said in an interview with Reuters and three European newspapers. “Doing otherwise would be wrong with respect to (other) labour unions, most of whom support the text.” The more moderate CFDT union backs proposed reform that will allow businesses to lay off staff more easily in hard times but also give unions more power to negotiate unilateral deals with companies rather than national collective agreement.
Sapin said he agreed with the tough stance taken by Valls and that he had been misunderstood when he told LCP television last week that it might be possible to tweak the part of the draft bill that would let companies opt out of national obligations on labour protection if they adopt in-house deals on pay and conditions with the consent of a majority of employees. For all the tough talk, however, another minister said that the government could not let the Euro 2016 tournament be disrupted because it would be bad for France’s image. One option could be for lawmakers to tweak the bill when it returns to the lower house of parliament for a second reading, the minister said, speaking on condition of anonymity The government pushed the bill through the lower house with a decree, bypassing the first reading. Most economists say Brexit will harm economy
LONDON - Nine out of 10 of Britain’s top economists working in London’s City financial district, small business and academia believe the economy will be harmed if Britain leaves the European Union, a poll said on Sunday. The poll, which the Observer newspaper said was the biggest of its kind drawing responses from more than 600 economists, is a boost for Prime Minister David Cameron, who is leading the campaign for Britain to stay in the 28-member bloc at a referendum on June 23 despite opposition from some in his party. Carried out by pollster IpsosMORI, the poll found that 88 percent of those asked said an exit from the EU and the single market would most likely damage Britain’s growth prospects over the next five years and 82 percent said there would probably be a negative impact on household incomes. The Observer said those surveyed were members of the profession’s most respected representative bodies, the Royal Economic Society and the Society of Business Economists.
Campaigners on both sides of the argument have targeted the economy as one of the main battle grounds to win round voters who are split in what is becoming an increasingly bitter fight over Britain’s future. “Out” campaigners say Britain would be freed from regulation and red tape if it left the European Union, able to negotiate its own trade deals without having to please 27 other countries. Matthew Elliott, chief executive of Vote Leave, accused economists of making “the same hollow arguments” they made to support switching to the euro. “There was a cosy consensus among economists supporting Britain scrapping the pound 15 years ago ... They were wrong then and they are wrong now,” he said in a statement. But the “In” campaign has pressed its argument that Britain would suffer an economic downturn if it left, hurting the pound, jobs and wages. MILAN - In leading Real Madrid to their 11th European Cup less than five months after inheriting an unhappy team from Rafael Benitez, Zinedine Zidane has cemented his heroic status at the Bernabeu and appears to have assured his immediate future. Although neither Zidane nor Real’s notoriously trigger happy president Florentino Perez have confirmed whether the French coach would be remain charge, there could be no political capital gained from axing the coach now. The Frenchman has enjoyed special status since his wondrous volley against Bayer Leverkusen won the 2002 Champions League, although he must know Saturday’s shootout victory over Atletico Madrid does not guarantee him a long future at the club. He only needs to look at the fate of the last two coaches to lead Real to European glory, Vicente del Bosque and Carlo Ancelotti, both sacked 12 months later, as a reminder of that. The only Real coach to create any sort of dynasty was Miguel Munoz, like Zidane a European Cup winner as a Real midfielder, who spent 14 years in charge, winning Europe’s
top prize in 1960 and 1966 and nine La Liga titles. It would be perfectly understandable if the combative Argentine, habitually dressed in all-black, decides he has taken Atletico as far as he can. Having joined a club teetering close to the relegation zone in 2011, he lifted them out of danger and won the Europa League title, the Copa del Rey and La Liga within three years. French PM says he will not bow to labour reform protestors
PARIS - French Prime Minister Manuel Valls is determined not to join a long list of politicians who have conceded defeat to protesters, he told the Journal Du Dimanche (JDD) newspaper, as the government prepares to dig in its heels on labour reform. The hardline CGT union has organised street protests, train strikes and refinery blockades to pressure the government to scrap plans that would make it easier for companies to hire and fire workers. “If we gave in to the street and to CGT because we were obsessed over the short term by 2017 (presidential elections), we would lose everything,” Valls was quoted as saying by the French newspaper. In the mid-1990s Prime Minister Alain Juppe triggered France’s worst unrest in decades because he would not budge on pension reform but he eventually backed down after weeks of industrial action and protests. The government is under pressure to find a solution to the latest
stand-off before the June 10 start of the Euro 2016 soccer tournament in France, which the CGT has threatened to disrupt. Finance Minister Michel Sapin emphasised the government’s stance. “First and foremost we must be firm,” Sapin said in an interview with Reuters and three European newspapers. “Doing otherwise would be wrong with respect to (other) labour unions, most of whom support the text.” The more moderate CFDT union backs proposed reform that will allow businesses to lay off staff more easily in hard times but also give unions more power to negotiate unilateral deals with companies rather than national collective agreement.
Sapin said he agreed with the tough stance taken by Valls and that he had been misunderstood when he told LCP television last week that it might be possible to tweak the part of the draft bill that would let companies opt out of national obligations on labour protection if they adopt in-house deals on pay and conditions with the consent of a majority of employees. For all the tough talk, however, another minister said that the government could not let the Euro 2016 tournament be disrupted because it would be bad for France’s image. One option could be for lawmakers to tweak the bill when it returns to the lower house of parliament for a second reading, the minister said, speaking on condition of anonymity The government pushed the bill through the lower house with a decree, bypassing the first reading. Most economists say Brexit will harm economy
LONDON - Nine out of 10 of Britain’s top economists working in London’s City financial district, small business and academia believe the economy will be harmed if Britain leaves the European Union, a poll said on Sunday. The poll, which the Observer newspaper said was the biggest of its kind drawing responses from more than 600 economists, is a boost for Prime Minister David Cameron, who is leading the campaign for Britain to stay in the 28-member bloc at a referendum on June 23 despite opposition from some in his party. Carried out by pollster IpsosMORI, the poll found that 88 percent of those asked said an exit from the EU and the single market would most likely damage Britain’s growth prospects over the next five years and 82 percent said there would probably be a negative impact on household incomes. The Observer said those surveyed were members of the profession’s most respected representative bodies, the Royal Economic Society and the Society of Business Economists.
Campaigners on both sides of the argument have targeted the economy as one of the main battle grounds to win round voters who are split in what is becoming an increasingly bitter fight over Britain’s future. “Out” campaigners say Britain would be freed from regulation and red tape if it left the European Union, able to negotiate its own trade deals without having to please 27 other countries. Matthew Elliott, chief executive of Vote Leave, accused economists of making “the same hollow arguments” they made to support switching to the euro. “There was a cosy consensus among economists supporting Britain scrapping the pound 15 years ago ... They were wrong then and they are wrong now,” he said in a statement. But the “In” campaign has pressed its argument that Britain would suffer an economic downturn if it left, hurting the pound, jobs and wages. Suriname lands $478M IMF loan to boost economic reform plan
PARAMARIBO — Suriname has landed a $478 million loan from the International Monetary Fund to boost an economic reform program amid a drop in commodity prices, becoming the second South American country to seek such a bailout in nearly a decade. The IMF said it will immediately disburse $81 million as part of a two-year deal announced Friday that has been met with protests. Suriname is the first country in South America since 2007 to seek help from the IMF through what’s known as a stand-by-arrangement, in which loans are conditioned on a government adopting policies aimed at stabilizing its finances and economy. The last country to do so was Peru. The reform is designed to strengthen Suriname’s finances following a drop in prices for its principal exports including gold and oil. The country’s main alumina refinery also shut down last year. The IMF said Suriname faces what it called substantial fiscal deficits and a rundown of international reserves. “Implementing the structural reform agenda is essential to ensure a prosperous future for Suriname,” the IMF said in a statement. Suriname plans to create a value-added tax and eliminate electricity subsidies as part of the reform, which also seeks to increase private-sector growth and attract more foreign investment. IMF officials said the drop in revenues from the sale of gold, oil and alumina caused Suriname’s fiscal deficit to reach nearly 9 percent of GDP last year, compared with a small surplus in 2011. Commodity prices fueled a region-wide boom in the past decade, but analysts say their collapse could cause more policy makers to swallow their pride and return to the IMF, which is widely mistrusted in the region for its role in Argentina’s 2011 financial collapse. Possible candidates are OPEC members Ecuador and Venezuela, which have seen their economies shrink as investment and oil purchases from a slowing China have fallen. Brazil, the region’s largest economy, is also fighting recession as prices for its grain and iron ore exports have collapsed.(ap)

Chad’s President Idriss Deby was representing the African Union at the meetings in Japan. At that session, the leaders agreed to promote infrastructure development to help boost growth, Japanese officials said. They also voiced their support for the G-7’s
stance on the need for peacefully settling territorial disputes according to law — a reference to frustrations over China’s growing presence in areas of the South China Sea also claimed by its neighbors. Laos, Bangladesh and Papua New Guinea are among the poorest nations in Asia. Vietnam and Indonesia are two of the fastest-growing developing economies. During the summit, Abe expressed strong concern over slowdowns in China and some other emerging economies that have sapped global growth at
a time when Japan and European nations are struggling to keep their own recoveries on track. A more than 50 percent plunge in commodity prices was a key signal of the risks to growth, Abe said. “What we are concerned about the most is contraction of the world economy,” Abe said Japan has pledged to increase its development assistance, help finance an insurance fund for health emergencies in the developing world and to offer training to thousands of people in the developing world as part of its own contribution to bridging economic disparities. Domestic economic challenges to mount in June-August: economist
TANGGERANG - An economic analyst said the domestic economic challenges would mount in June-August on high expectation that the Federal Reserve would raise its interest rate and the government gambling in trying to convince the market about success in securing state revenues. There would be question about revision of state budget and growing expectation of an increase in The Fed fund rate, Leo Rinaldy , from Mandiri Sekuritas, said at a training of economic journalists held by Bank Indonesia here on Saturday. Currently the market players have high expectation of the government success in increasing state income, Putra said. The market players also want to see the fiscal posture used by the government, the process of revision of the 2016 state budget to be proposed to the Parliament, he added. “The market players also are waiting for the Tax Amnesty Bill (which has yet to be decided by the Parliament). If approved it
would at least contribute to state revenue and strengthen fiscal capacity,” he said. Leo asked the government to be more realistic in using macro assumptions in revising the 2016 state budget. He said the country’s economic growth of 4.92 percent in the first quarter of 2016 was not too bad, adding it was still better than a year earlier. However, there was market turbulence at that time on too high expectation given by the government for economic growth, he said. “It is important for the government to be more cautious in giving expectation in the financial market as it would determine
market sentiment,” he said. He repeated reminding that the market players have high expectation that the US central bank would raise its fund rate in June 2016. “That would increase the risk of funds flowing out putting greater pressure on rupiah,” he said. Instability is also feared to hit the government bond market as foreign investors hold 37 percent of the government bonds. With that level of foreign share in the bond market, an increase in the Fed fund rate would trigger reversal of capital flow to the world’s largest economy. “In the stock market foreign investors hold almost 60 percent of traded shares. JAKARTA - Vice President M. Jusuf Kalla (JK) has appealed to all national television stations to broadcast good programs that do not go overboard, in view of the Islamic fasting month of Ramadhan next month. “Conducting a program to propagate religion while the presenter merely stands before the cameras becomes a little boring. Therefore, we need innovations,” he said while speaking at the Istiqlal Mosque here on Saturday at the launch of the Indonesia Mosque Councils (DMI) Dakwah TV. He suggested that television stations must be able to broadcast programs that propagate religion but are also entertaining. In fact, they should telecast entertainment programs which should have such messages of religious propagation embedded in them. “We are the biggest religious propagation country in the world as we have at least four to five thousand Islamic religious propagation programs that are broadcast by 10 to 12 national television stations, in addition to several regional TV stations. This is extraordinary,” he pointed out. As an influential media, television stations are expected to be able to provide good information to the people, especially during Ramadhan. “It is our task to ensure that more and more TV stations have better quality programs,” he observed. Vice President Jusuf Kalla stated that mosques still need a person who is at hand to present messages to propagate religion. He also emphasized the importance of installing a proper sound system at these mosques because 80 percent of the activities involve listening to a sermon and announcements. Besides launching Dakwah TV, Kalla also launched an Android-based application to propagate religious messages, inaugurated a Dakwah book publication and laid a foundation for the construction of a DMI multi-purpose building. They complained about loud noises of the helicopters, gusts of wind destroying crops in paddy fields and plantations, a number of animals became violent to death because they are surprised to see the lowflying helicopters. The last complaint about the operations of the tourism infrastructure is the low-flying helicopter every day over the Pujung Sari Temple of Taro customary village. Rescued migrants say ship sank off Italy with hundreds aboard
ROME - Migrants rescued from two boats in the Mediterranean this week told humanitarian workers in Italy that they saw another vessel carrying some 400 migrants sink, Save the Children said on Saturday. Three vessels carrying migrants already are confirmed to have sunk or capsized this week. More than 60 bodies are said to have been recovered, including those of three infants, and hundreds are believed to be missing. But the possible sinking of a fourth vessel on Thursday had not been reported, said Giovanna Di Benedetto, spokeswoman for Save the Children in Italy. That ship along with another fishing boat and a rubber boat left Sabratha in Libya late Wednesday night, according to interviews on Saturday with some of the more than 600 survivors from the two
other vessels in the Sicilian port of Pozzallo. They said the rubber boat had its own motor, but the smaller fishing boat, carrying some 400 migrants, did not. It was towed by the larger fishing vessel, which held about 500 others. Eventually the smaller boat began to take on water and, when the captain of the larger boat ordered the tow line cut, sank with most of its passengers, the survivors told Save the Children. Those aboard the other two vessels were not rescued until much later. “There were many women and children on board,” the survivors
said, according to Di Benedetto. “We collected testimony from several of those rescued from both (the rubber and fishing) boats. They all say they saw the same thing.” On the orders of the court of Ragusa, police have detained a man who they suspect was the captain of the larger boat, state news agency Ansa reported. Police are interviewing witnesses of the possible tragedy, la Repubblica Web site said. Mild weather has brought on a surge in migrant traffic this week between Libya and Italy, and about 700 more migrants were picked up on Saturday, the coast guard said. WINNIPEG - A bill legalizing medically-assisted suicide in Canada strikes the right balance between defending fundamental freedoms and protecting against abuses, Prime Minister Justin Trudeau said on Saturday, predicting confusion if it is not approved. The draft legislation, introduced by Trudeau’s Liberal government in April, would allow people with incurable illnesses or disabilities to end their lives with a medical professional’s help, but stopped short of extending the right to minors and the mentally ill. “There are people who think we should have gone further with this bill, there are people who think we already went too far,” Trudeau told reporters at a Liberal convention in Winnipeg. “Making this first step a responsible, prudent one that gets the balance right between protecting vulnerable Canadians and defending rights and freedoms is what we have focused on and I’m confident that we got that balance right.” The Supreme Court of Canada overturned a ban on medical-assisted suicide last year and gave the new government until June 6 to come up with a law, adding Canada to the handful of Western countries that allow the practice. Trudeau said he expected Parliament to meet that deadline. He added, however, that failing to do so could lead to uneven access to assisted dying across Canada. If new legislation is not in place by June 6, last year’s Supreme Court ruling comes into effect, allowing assisted dying for those with a “grievous and irremediable” medical condition. Some Canadians who should have access to medically-assisted death may not get it if doctors conclude there isn’t legal protection for them, while others may gain access to it when they should not, he said. Booming travelers, Padangbai traditional harbor crowded
AMLAPURA - Ahead of the period of June to August, the Padangbai traditional harbor has been crowded with travelers. Thousands of travelers wishing to cross and just coming back from Gili Trawangan, Lombok, caused the Padangbai traditional harbor to be really crowded. It is further aggravated by condition around the traditional harbor having no operator. It is not clear which authority is responsible for regulating whether Padangbai customary village, local authorities or central government.

As seen on Thursday (May 26), Padangbai traditional harbor was thronged by private vehicles wishing to pick up or escort travelers. Each fast boat coming from Gili Trawangan dropped off hundreds of passengers. Likewise the people departing from Padangbai to Gili Trawangan were also in a large number. Every day, there are thousands of travelers crossing from and to the traditional crossing harbor. Although just entering the period of May, the harbor has looked so very busy. Not to mention in the peak of tourist visit where it usually occurs in the period of June to August. Behind the crowded tourist visit, the parking of vehicles remains to get a constraint. Hundreds of incoming and exit vehicles are not regulated. As a result, many vehicles were trapped inside because the condition is getting crowded. Unfortunately, Chief of Padangbai customary village, Wayan Jandra Budhiana, when contacted on Friday (May 27) was unable to respond to this issue. As information, the matter of vehicle parking has been managed by local customary village. Secretary of the Padangbai customary village, Wayan Nesa, when contacted on Friday could not provide a response. When contacted via cellular phone, he could not give an answer. The Head of the Karangasem Transportation Agency, Wayan Sutapa, when contacted on Friday acknowledged that
Padangbai traditional harbor often results in problems when there is a surge in tourist arrival. So far, there is no clarity which authority is actually responsible for the crossing service at the harbor. However, to his knowledge especially for parking service is indeed managed by customary village because people from entering the harbor passengers have been charged with levies by local customary village. Sutapa added that his agency previously has sent letter twice to central government to manage the traditional harbor in accordance with the result of meeting with the leadership council of Karangasem at that time. However, central government has not responded to the letter of the Karangasem Transportation Agency so far. The latest information told if the traditional harbor will be managed by central government because it involves transportation between provinces and between islands. Moreover, central government reportedly has drawn up Master Plan of Arrangement (RIP). Sutapa admitted not to know to what extent the plan has run. Since the letter of the Transportation Agency was not responded, there was no follow-up to address the issue of the Padangbai traditional harbor. However, to temporarily overcome the crowdedness at the Padangbai traditional harbor, he hoped the local customary village could regulate so as to avoid the bad impression in the face of foreign travelers. BADUNG - In order to explore, develop and preserve customary and cultural values, the Government of Badung’s Culture Agency provided training for 30 local high school students of SMAN 1 South Kuta in ancient manuscript writing between March 28th and the 30th, 2016. The training was official opened on Monday (Mar.28) by head of Culture Agency represented by secretary, I Made Rustan. In his speech read by I Made Rustan, the Culture Agency head stated that the young generation plays an important role as a cultural successor. Local cultural assets can protect young people from the negative influences of the era of globalization. The quite aggressive influence of global culture -through electronic and print media, has caused younger generation to lose a firm hold on their identity. By leanring about their local culutre, it is expected that young people will want to explore the vast welath that it holds and will also preserve the traditional arts. Through the traditional manuscript writing training, these young people will be better equiped to preserve their cultural values and maintain their sublieme and sacred heritage. Chairman of the trainning committee, Ni Wayan Arsini, reported that the writing on palm-leaf training for the young people is intended to encourage young people to be the successors of Balinese scripts and indigenous culture, especially in the district of Badung district but also througtou Bali. DENPASAR - Bali’s economy in the first quarter of 2016 recorded a growth expansion at the amount of 6.04 percent (yoy) with the real output reaching IDR 32 trillion. The achievement is higher than the growth in the previous quarter (fourth quarter of 2015), amounting to 5.96 percent (yoy) and also higher than the national economic growth rate reaching 4.92 percent (yoy).

Dewi Setyowati, Representative Director of the Bank Indonesia (BI) Bali, said on Saturday (May 28) that from the demand side, the expansion of economic growth is mainly driven by the expansion in household consumption due to lower fuel prices, LPG and electricity tariff occurred during the first quarter of 2016. The export component has experienced expansion growth in the quarterly reports as driven by an improvement in the economy of trading partners so that boosted the demand and diversified the markets by the exporters. Expansion of the export performance is also supported by the expanding export of service in line with the growth of the tourism industry’s performance getting better. Improvement of the tourism performance is driven by religious feasts and holidays such as Chinese New Year, Easter as well as Galungan and Kuningan throughout the first quarter of 2016. In the meantime, the expansion of investment growth (PMTB) is
supported by the improvement of investment performance of nonconstruction as indicated by the increasing import of capital goods at the end of first quarter in 2016 compared to the previous quarter. By improving investment performance, the field of construction business showed improvement in quarterly reports, so that it contributed to the economic expansion of Bali Province in the quarterly report. Expansion of the PMTB is also supported by businessmen’s optimism on the economic development in line with the BI Rate and improving regional macro-economic conditions. In terms of supply side, the expansion of economic growth of Bali Province in the quarterly reports is driven by the improved performance of tourism industry influenced by seasonal factors like the celebration of religious holidays including the Chinese New Year, Easter, Nyepi and Galungan accompanied with MICE activities. These conditions encourage
the expansion of growth in related business namely the business of accommodation as well as food and beverage, wholesale and retail trade, as well as transportation and warehousing field. The expanding performance of tourism industry is also indicated by the increasing growth of foreign tourist arrival in first quarter of 2016 amounting to 15.25 percent (yoy) compared to the fourth quarter of 2015 amounting to 2.55 percent (yoy). However, amid the Bali’s economic growth, the agricultural sector experiences a slowdown. The business in agricultural, forestry and fishery sector shows slowdown, mainly in food crops caused by the delay of harvesting period as the impact of El Nino in 2015, causing the delay of planting period for the first growing season period. “It was only a matter of time and in April the harvest already started it and has no impacts because rice and others do not experience inflation in the first quarter of 2016,” she said. The Shiva statue with the height of 22 meters will become a new tourism icon of Gilimanuk. It is integrated with other attraction such as the Karangsewu and Archaeological Museum. A number of charming spots are also worked on in the area around the harbor. It is not mistaken when passing through the area visitors can capture the moment with the background of the statue. Besides, Gilimanuk has also been famous for its delicious cuisine, namely the typical Chicken Betutu of Gilimanuk. LOS ANGELES - Actress Amber Heard obtained a restraining order on Friday against her estranged husband Johnny Depp after accusing the actor of verbal, emotional and physical abuse, days after she filed for divorce to end their 15-month marriage. Heard, 30, said in court filings that Depp, 52, was abusive to her throughout their marriage, culminating in an argument on Saturday night in which he hurled a cell phone into her face and shattered various objects in her apartment. The filings includes pictures of Heard’s injured face. She appeared to have a bruise on her right cheek as she left a downtown Los Angeles courtroom. The judge granted a temporary restraining order for Depp to stay at least 100 yards away from Heard and move out of the couple’s shared
condominium in downtown Los Angeles. A hearing on the order is scheduled for June 17. In Heard’s declaration filed with the restraining order application, she said she was seeking $50,000 a month for spousal support. In a counter argument filed Friday, Depp’s lawyer argued that Heard “is attempting to secure a premature financial resolution by alleging abuse.” The judge did not immediately grant Heard’s requests for Depp to undergo anger management sessions or for her to have sole posses-
sion of the couple’s pet dog Pistol - the same dog at the center of the couple’s legal trouble in Australia after Heard breached the country’s tight biosecurity laws. The actress filed the divorce petition in a Los Angeles court on Monday, citing irreconcilable differences. Heard declined to speak to reporters as she left court on Friday. Depp was attending a charity event in Lisbon, Portugal and was not in court. His representatives did not immediately respond to a request for comment. Face enactment of AEC with certified HR
The success of tourism development is inseparable from the quality of human resources (HR) engaged in the sector. Moreover, the implementation of cooperation among the members of the ASEAN countries, namely the ASEAN Economic Community (AEC) since the beginning of 2016 requires labor having readiness to compete against the workers from other ASEAN regions. In other words, one of the ways to block the entry of foreign workers to Indonesia is certification of labor. With the certification, they can be considered competent to enter the job opportunities with the same standards as the other countries in ASEAN. This was stated in the Focus Group Discussion of Wonderful Indonesia, at the Warung Kopi Bali 63, Thursday (May 26). Guest speakers in the discussion included the board of the Indonesia Hotel General Manager Association
(IHGMA) as well as the certification body in the field of tourism. Enactment of the AEC is a form of cooperation between the country members of ASEAN consisting of Brunei, the Philippines, Indonesia, Cambodia, Laos, Malaysia, Myanmar, Singapore, Thailand, and Vietnam. In essence, it has something to do with the implementation of free trade in the ASEAN
region. It is an ASEAN economic integration in the face of free trade among ASEAN countries. The AEC is designed to realize the ASEAN Vision 2020. Implementation of the AEC this year will cause the competition to be getting tighter. Are businessmen in Indonesia ready to face the extremely tight competition in this AEC? For example, in terms of the employment sector, if workers do not make preparation properly they will be unable to compete against
the labor from countries included in the AEC. This condition is highly recognized by the members of the IGHMA. On that account, Chairman of the IHGMA Bali, Nyoman Astama, wanted to contribute to the Wonderful Indonesia. The IHGMA formed and inaugurated two months ago already has a working program to improve the competence of hotel general manager working with the certification agency. Along with the discussions, the IHGMA also signed the MoU with the LSP/LSU of Bali tourism and LSP/LSU of Indonesia Tourism. “What we have done is to increase the role of general manager for the success of government programs in tourism, especially the hospitality,” he said.
In the meantime, Director of LSP Parindo I Gede Widjana, and Director of LSP BHM, I Ketut Sutapa, said that one of the ways to block the entry of workers from other countries in the ASEAN region at the moment is by having the certification. The certification becomes an important part to get into the job industry. Other than at home, it is also in the countries belonging to the members of the ASEAN. It is said that improvement of competence by means of certification has been designed during the administration of Minister of Tourism Joop Ave a few years ago. However, in the realization it is finally not clear, and re-echoed in the past few years in the face of AEC enactment. (ara)
