BEIJING — Chinese dissident artist Ai Weiwei says he was misled in lending his name and image to an independent science-fiction film that sought to raise funds on the Kickstarter website. In a letter to director Jason Wishnow, Ai said he didn’t approve of the way in which he was being used to promote “The Sandstorm.” The film-in-progress has been described as a dystopian tale of a future China in which water has become scarce with Ai playing a smuggler who evades authorities. Ai said in the letter that he did not give consent for Wishnow to use his name and image to promote the film and that he agreed only to take a minor role in the

UNWTO predicts 1.8 billion travelers to visit Asia-Pacific Bali Post

MANGUPURA - The United Nations World Tourism Organization (UNWTO) estimates that tourist arrivals to Asia-Pacific region including Indonesia will reach 1.8 billion of people in 2030. Meanwhile, foreign tourists visiting Indonesia in 2013 will reach 8.8 million people.

Buleleng lacks thousands of elementary school teachers Bali Post

SINGARAJA - Up until this year, the Buleleng County still lacks primary school teachers. Buleleng severely lacks classroom teachers whom could serve 1,066 people. To address the shortage of educators, local government employs contracted and apprentice teachers. This happens because the fulfillment of educators through recruitment of civil servant applicant (CPNS) from year to year is not enough to meet the needs of teachers in North Bali. The Head of Buleleng Education Agency, Dewa Ketut Manuaba, said on Monday (Apr 28) that based on existing data on the amount of teacher, it was still needed a total of 408 classroom teachers of primary schools in Buleleng. One of the triggers on the diminishing of teachers was that many teachers had already retired. Meanwhile, the fulfillment through recruitment of civil servant by public applicants always failed. Even though there were passing applicants, they were not yet able to meet the needs of elementary school teachers. If the elementary school teachers were still lacking to thousands of people, junior high school (including Islamic school) and high school/vocation school teacher could have been met and even

the number had exceeded the requirements. “Indeed, there was an appointment to the apprentice teachers for category 2 (K2) sometime ago, but we have not received the data regarding how many teachers qualify. In addition, the recruitment of civil servant of public applicants did not adequately cover the shortage of teachers in our region so far,” he said. According to Manuaba, so far the shortage of elementary school teachers did not have an impact on the learning and teaching process and the graduation achievement of elementary school students. He pointed out that graduation achievement of elementary school students in Buleleng County in 2013 reached 100 percent. To that end, his party hoped the county government to recruit civil servant applicants this year or to struggle for the contracted and apprentice teachers amounting to 5,000 people in order they could be appointed as civil servant applicants. Thus, this effort would be able to meet the shortage of classroom teach-

UBUD - A British guest, David Victor Moss, 69, who traveled to Ubud, was found dead in a decaying condition in a bungalow room, at Ubud Kelod hamlet, Ubud, Sunday night (Apr 27). The corpse of the traveler who had made a visit to Ubud three times already ands staying at the same place was estimated to have died more than 24 hoursbefore being found. Allegedly, the victim died due to a drug overdose. From the results of external medical examination at

crime scene, no signs of violence were found on the victim’s body. From the data gathered, the victim’s death was first known to the room maid of Cabera Bungalow. The room maid screamed when she found the victim dead and rotting. The victim was found lying dead in his bed with a bleeding mouth. Finally, on Sunday (Apr 27) around 7:00 p.m., Lempiawati found the light in front of the room going out. Precisely it was on the second floor, room number seven where the victim stayed. So, she had an initiative and went upstairs to turn on the light. Although she had asked for permission, nobody answered. She then tried to knock at the door. Pearing through a slit in the

window, the victim was found sprawling motionless. Afraid of something happened to the victim Lempiawati went down and reported the matter to the bungalow owner, namely I Wayan Lanus, 56. After that, they tried jointly to wake up the victim, but the victim still did not answer. It was then reported to police. Chief of Ubud Police, I Wayan Sumara, and his staff then conducted an examination at the scene by deploying technology assistance team of Gianyar Police. Addition-

ally, it was also assisted by medical personnel to check the condition of the victim and the drugs found beside the victim’s body. Police found no signs of violence on the victim’s body. Regarding the blood coming out of the victim’s mouth, the victim was estimated to experience a medical drug overdose. Balinese Temple Ceremony Every Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc. The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion. The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines. In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbulumbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

toward an achievable goal — a vehicle that operates fully without human intervention,” project director Chris Urmson wrote. The benefits would include fewer accidents, since in principle machines can drive more safely than people. Urmson’s post was the first official update since 2012 on a project that is part of the company’s secretive Google X lab. In initial iterations, human drivers would be expected to take control if the computer fails. The promise is that, eventually, there would be no need for a driver. NEGARA - The condition of Pohsanten village hall is very alarming and has been transformed into a parking space. It is quite different from the condition of head office and the rural credit agency (LPD) building that is newer and higher. This ceramicfloored meeting hall is still frequently used for village meetings. However, when the building is not used for daily activities, it serves as a motorcycle parking space. Other than motorcycles of employees or residents coming to head office, it is also used for parking motorcycles owned by junior high students whose school is located next to the head office. As seen on Monday (Apr 28), the tile floor looked very dirty as covered with bat and dogdroppings. The building seemed to have never been touched or cleaned up. Actually, this building was still located at the same area as the head office. It was in contrast to the two new and magnificent buildings. Apparently, the building was left and only used for parking space whereas it was not intended for parking space. Meanwhile, the Headman of Pohsanten, I Gusti Ketut Wiarta, said the village hall was indeed an old building and needed to be renovated. The current condition was no longer representative. He admitted that the hall was rarely cleaned up and only occasionally cleaned when there would be a meeting. The droppings that covered the tile floor, according to him, was that of bats. (kmb26)

Wearing a black dress and white gloves, she laid flowers at an altar and bowed her head. According to local media, some angry family members of victims shouted at her and demanded an apology. She listened to them for 10 minutes before leaving. Investigators, meanwhile, are expanding their probe into both the cause of the ship’s sinking and the initial response by emergency workers. Prosecutors are also analyzing calls exchanged between crew members of the sunken ferry

and the offices of the owner, Chonghaejin Marine Co. Ltd., senior prosecutor Ahn Sang-don said Tuesday. Multiple crew members on the sinking ferry communicated about seven times by phone with the owner’s offices, Ahn said. The first call to the owner was placed at 9:01 a.m. on April 16, just 6 minutes after the ferry reported a distress call to a vessel traffic services center. The last call by a crew member to the employer was made around 9:40 a.m. South Korean media reports said the captain of the sinking ferry was seeking approval from the CEO of Chonghaejin to be able to evacuate the ship, but Ahn said investigators are still looking into why the calls were made. Crew members initially asked passengers to stay put and wear life jackets. It is unclear whether an evacuation order was relayed to passengers, although crew members interviewed by The Associated Press said the captain sent an evacuation order. Of the 475 people believed to have been aboard at the time of the sinking, only 174 people survived, including 22 of the 29 crew members.

VILONIA, Arkansas — Emergency officials were searching for survivors Monday in the debris left by a powerful tornado that carved a huge path of destruction through several Midwestern and Southern states including Arkansas, where at least 15 people were killed. The tornado that slammed into a town about 10 miles (16 kilometers) west of the Arkansas state capital of Little Rock on Sunday evening, killing at least 15 people, grew to about half a mile (800 meters) wide and was among a rash of tornadoes and heavy storms that rumbled across the center and south of the U.S. overnight, ending a lull in violent weather across America with a fury. The National Weather Service warned that more tornadoes, damaging winds and very large hail would strike in parts of Mississippi, Alabama, Tennessee and Louisiana on Monday. It was among a rash of twisters and violent storms across the Midwest and South that killed 17 people in all on Sunday. On Monday, tornados flattened homes and businesses and flipped trucks over on highways, killing two people in Alabama and one in Mississippi. The tornado that hit the town and nearby Mayflower was probably the nation’s strongest so far this year on the 0-to-5 EF scale, with the potential to be at least an EF3, which means winds greater than 136 mph, National Weather Service meteorologist Jeff Hood said. It wrecked cars and trucks along Interstate 40 north of Little Rock. Also among the ruins was a new $14 million intermediate school that had been set to open this fall.

WASHINGTON — Just as the global economy has all but recovered from debt-fueled crises in the United States and Europe, economists have a new worry: China. They see a lending bubble there that threatens global growth unless Beijing defuses it. That’s the view that emerges from an Associated Press survey this month of 30 economists. Still, the economists remain optimistic that Beijing’s high-stakes drive to reform its economy — the world’s second-largest — will bolster Chinese banks, ease the lending bubble and benefit U.S. exporters in the long run. “They’ve really got to change the way they do business,” said William Cheney, chief economist at John Hancock Asset Management. “But they have a good track record of doing just that. I’m an optimist about their ability to make this transition.” The source of concern is a surge

in lending by Chinese banks. The lending was initially encouraged by the government during the 2008 global financial crisis to fuel growth. Big state-owned banks financed construction of homes, railroads and office towers. But much of the lending was directed by local officials for pet projects rather than to meet business needs. On Monday, the International Monetary Fund issued a warning about China’s private debt. It released a report citing “rising vulnerabilities” in China’s financial system, including lending outside traditional banks. Lending by that “shadow” banking system now equals one-quarter of China’s

economy, the report said. The IMF also pointed to recent defaults in credit card and other debt sold to investors by banks and heavy debts owed by local governments. If it continues, “this could spark adverse financial market reaction both in China and globally,” the IMF said. The bubble has caused land prices in China to double in five years, according to an estimate by Nomura, a Japanese bank. Outstanding credit surged from 130 percent of the economy in 2008 to 200 percent in 2013, according to Capital Economics, a forecasting firm.

When debt has built up that fast in the past — as in the United States during the housing bubble — financial crises have typically followed. “That should be setting alarm bells off,” said Mark Williams, chief Asia economist at Capital Economics. When debt finances excessive building, eventually too few people or companies are willing to buy all the houses, apartments and offices. That can send prices sinking and trigger loan defaults by developers and property owners. Banks typically then curtail lending, thereby slowing growth. Most economists think China’s government would bail out its state owned banks and provide enough money so they could continue lending. It would also support any companies whose bankruptcy would threaten growth.

SEOUL - Samsung Electronics reported Tuesday its net profit had risen 5.9 percent year-on-year in the first quarter to 7.57 trillion won ($7.3 billion) but operating profit declined for a second straight quarter on slowing smartphone revenue. Alarm bells have been sounding for a while over Samsung’s reliance on smartphone sales in mature markets such as Europe and the United States, and increasingly competitive emerging markets such as China. The world’s largest smartphone maker has a diverse product line ranging from memory chips to home appliances, but more than half its profits are generated by mobile devices. This month saw the global roll-out of the latest version of its flagship Galaxy series smartphone, the S5, whose performance will be closely watched over the coming months. While reviews have rated the S5 a top-class product, they note that it offers little in the way of real innovation that would set it apart from previous versions and models offered by competitors such as Apple. Samsung made margin concessions with the S5, launching it at a slightly lower price than its predecessor the S4 and throwing in a premium software bundle estimated at more than $500. The strategy appeared to have met with some success, as the net profit figure released on Tuesday beat most analyst estimates. However, operating profit stood at 8.49 trillion won for the January-March period, down 3.3 percent year on year and following a 6.0 percent decline in the fourth quarter. Overall sales in the first three months of the year inched up 1.53 percent to 53.7 trillion won, but were down 2.5 percent for the mobile business unit. The firm’s Seoul-listed shares were down 1.66 percent in the morning, while the broader KOSPI market was 0.22 percent lower. Samsung on Tuesday acknowledged it was faced with a tough road ahead as demand would remain sluggish in the second quarter. Kim Hyun-Joon, Samsung’s senior vice president for the mobile business, said the market for smartphones and tablet computers would “grow slightly” in the second quarter. “But we will try to continue solid earnings growth by expanding sales of Galaxy S5,” Kim said. The company was expecting sales of Galaxy S5 to beat its predecessor S4, he said, despite some scepticism from observers. Samsung rarely discloses sales figures for its smartphones but J.K Shin -- the head of the firm’s mobile unit -- said in October that S4 sales had reached 40 million globally since its release in April 2013. Seoul-based Korea Investment & Securities recently estimated its worldwide tally stood at 57 million units. But sales of the S5 will likely be limited to around 51 million, it said, while another researcher HMC Investment & Securities put the estimated figure at 44 million.

Police arrest drunk Korean for sequence of accidents Antara

DENPASAR - The Denpasar City Police Department has arrested a 29-year-old South Korean, Shin Hyun Yi, for driving under alcohol influence and caused a sequence of accidents in Denpasar, Bali, on Monday, March 28. “He was caught for speed driving under the influence of alcohol and also hitting other drivers,” pointed out the Denpasar City Police Department’s Head of Public Relation, Adjunct Commissioner Ida Bagus Made Sarjana in Denpasar, on Tuesday. Sarjana explained that the accident sequence started when the suspect drove a car with a license plat DK1628-AH, at a high speed from the south to the west line of Ngurah Rai Sanur by Pass, and then crashed into a motorbike with a license plate DK-5625-IP, being driven by I Gede Supariasa. After that, Shin tried to run away in his unstable condition under alcohol influence, when he crashed into a city car, with license plate DK-1876-

IV, that was parked by the roadside. Instead of stopping his car, the Korean once again tried to escape and then hit a jeep with an unidentified license plate. Finally, Shin stopped when he hit a tree on the road, after which, the Traffic Management of Denpasar Police Department’s officers reached the spot and secured him. Thierry Verchere, 46, was found with the drugs in January during a police raid on a house in the Balinese capital of Denpasar. Officers discovered plastic bags and capsules containing 112 grammes (four ounces) of the drug, with an estimated street value of 560 million rupiah ($48,000), according to police. He was found guilty of drug

abuse, which carries a far lighter sentence than possession or smuggling. Prosecutors recommended a one-year sentence but a Denpasar court handed him a 10-month term as he was a first-time offender and confessed to the crime. “His action was contrary to the government’s anti-narcotics programme,” said presiding Judge Parulian Saragih. Verchere, wearing a white shirt and black trousers, did not speak to reporters after the trial. Foreigners are regularly caught with drugs on Bali and a

death sentence can be imposed on those found trying to smuggle drugs weighing more than five grammes into the popular holiday island. BAGHDAD — A pair of back-to-back bombs ripped through an outdoor market northeast of Baghdad on Tuesday, killing at least 11 people and wounding 19, officials said, the latest spasm of violence to convulse Iraq ahead of parliamentary elections. The attacks are an apparent effort by the militants to discourage Iraqi voters from going to the polls on Wednesday in the first nationwide balloting since the 2011 withdrawal of U.S. forces. Tuesday’s attack took place in the town of al-Saadiyah, 140 kilometers (90 miles) northeast of Baghdad, a police officer said. One of the bombs was placed in the middle of the town’s main vegetable and meat market, he said, while the second was put near one of the exits — presumably trying to strike people fleeing from the first blast, a tactic widely used by insurgents in order to inflict as many casualties as possible. A medical official confirmed the casualty figures. Both officials spoke on condition of anonymity because they were not authorized to talk to the media. None immediately claimed responsibility for the attack, which bore the hallmarks of al-Qaida-inspired Sunni militants seeking to undermine the Shiite-led government’s efforts to maintain security across the country ahead of Wednesday’s polling. Earlier Tuesday, the al-Qaida splinter group known as the Islamic State of Iraq and the Levant claimed responsibility for a wave of deadly attacks across Iraq on Monday, including a massive suicide bombing in a Kurdish town northeast of Baghdad that killed at least 25 people. The bomber in the Monday evening attack in the Kurdish town of Khanaqin in the turbulent Diyala province blew himself up among a group of Kurds who were celebrating the appearance on local TV of Iraq’s ailing president, Jalal Talabani, also a Kurd. TOMIOKA, Japan — Whenever Kazuhiro Onuki goes home, to his real home that is, the 66-year-old former librarian dons protective gear from head to toe and hangs a dosimeter around his neck. Grass grows wild in the backyard. The ceiling leaks. Thieves have ransacked the shelves, leaving papers and clothing all over the floor so there is barely room to walk. Mouse dung is scattered like raisins. There is no running water or electricity. Above all, radiation is everywhere. It’s difficult to imagine ever living again in Tomioka, a ghost town about 10 kilometers (6 miles) from the former Fukushima Dai-chi nuclear plant. And yet more than three years after meltdowns at the plant forced this community of 16,000 people to flee, Onuki can’t quite make the psychological break to start anew. His family lived here for four generations. Every time he goes back, he is overcome by emotion. Especially during that brief time in the spring when the cherry blossoms bloom. “They flower as though nothing has happened,” he said. “They are weeping because all the people have left.” The Japanese government is pushing ahead with efforts to decontaminate and reopen as much of a 20-kilometer (12-mile) no-go

zone around the plant as it can. Authorities declared a tiny corner of the zone safe for living as of April 1, and hope to lift evacuation orders in more areas in the coming months and years. TANGERANG - An official of the industry ministry said five companies had moved to other areas from Tangerang, Banten, over high labor cost. “The increase in the urban minimum wage has forced five companies from Tangerang to operate in other areas where labor cost is cheaper,” head of the city industry and trade office Mohammad Noor said here on Tuesday. A businessman considers a number of factors including labor cost, availability of basic material and market potential before opening a company in a city, Mohammad Noor said.

The five companies abandoned business operations in Tangerang because of the higher labor cost although workers are easily available in the city, he said. With workers demanding pay hike every year and the plan to raise the electric tariff , it would not be feasible for the five companies to continue operations in Tangerang, he added. The hardest hit is the workers, themselves, with more people losing jobs, he said.

School abuse scandal sparks soul-searching

JAKARTA - A sex abuse scandal at one of Indonesia’s most prestigious international schools has sparked a heated debate about the failure to protect youngsters in the country and prompted calls for harsher punishments for paedophiles. Accusations that a six-year-old boy was sexually assaulted by cleaning staff at the nursery of the Jakarta International School, a favourite with the capital’s expatriates and wealthy Indonesians, sparked widespread anger this month. A second child has since come forward claiming to have been assaulted at the nursery -- which the government has now ordered to be closed -- and the school has also disclosed it used to employ an American teacher who was suspected of being a prolific paedophile. Police have arrested six cleaners contracted from an outside company over the recent abuse accusations, one of whom has committed suicide, and the school has pledged to cooperate with the investigation. Beyond public anger over the alleged abuse at the elite school, the scandal has focused attention on a subject previously little discussed in Indonesia -- the high incidence of child sex attacks, particularly in schools. The national commission for child protection says it received around 3,000 reports of sexual abuse of minors in 2013, double the figure from five years ago, with some 30 percent of cases in educational institutions. Commission member Seto Mulyadi said the figures were “only the tip

of the iceberg”. “Many cases still go unreported because victims’ families feel ashamed,” he added. There has been much soul-searching in the national media on the subject following the Jakarta case, with commentators demanding that more action be taken to guarantee the safety of youngsters. Media have also focused intensely on other sex abuse stories in the wake of the scandal, such as one involving a six-year-old girl allegedly assaulted by a policeman in Aceh province, on western Sumatra island. The child’s mother initially said she felt too “ashamed” to report the matter but when accusations surfaced the policeman abused a second girl, she decided to go to the police. The accused officer has since been arrested. However even when attackers are caught, child safety campaigners say that sentences are typically too short to deter potential paedophiles. The maximum sentence for a child sex offender in Indonesia is 15 years and a fine of up to $26,000 -- but most who are convicted typically only receive three to five years in jail, campaigners say. However the debate sparked by the Jakarta case has led to calls for tougher punishment and politicians have started discussing increasing sentences for people who sexually assault youngsters. “The sentence should be increased to 20 years in prison at the minimum and a maximum penalty of life imprisonment,” said minister Linda Amalia Sari Gumelar, whose portfo-

lio includes child protection. Senior education ministry official Lydia Freyani Hawadi added the case was a “golden opportunity” to improve checks on people applying to become teachers at schools. Adding to the sense of crisis at Jakarta International School, news emerged last week that William James Vahey, a 64-year-old US citizen described by the FBI as a “suspected serial child predator”, taught at the institution for a decade until 2002. However there have been no allegations that Vahey, who committed suicide last month when his then employer discovered a thumb drive containing graphic images of boys, carried out abuse at the Indonesian school. The institution has moved to try and put a lid on the controversy, with the head Tim Carr insisting in regular media appearances the school is committed to child protection. The school says it has strengthened security by adding extra security cameras and improving its child protection measures. While there is hope that something good may come out of a horrible case in the form of stronger legislation to protect children, activists say for many youngsters across Indonesia, it is already too late. Children who have been abused “develop esteem problems, become withdrawn, have problems studying, and may be so disturbed that they grow up modelling the same behaviour as their perpetrators,” said Mulyadi from the child protection commission.

In an unusually blunt public warning, a vice president of the International Olympic Committee on Tuesday called the delayed preparations for the 2016 Games in Rio de Janeiro “the worst I have experienced.” John Coates, who has made six trips to Brazil as part of the IOC’s coordination commission for Rio, said the Brazilians are behind “in many, many ways” and are in worse shape than Greek organizers were in preparing for the 2004 Olympics. Despite the critical delays, the Australian said there is no backup plan and the games will take place in Rio. Coates noted that the IOC had taken the unprecedented step of embedding experts in the host city to help the local organizing committee deliver the games. “The IOC has formed a special task force to try and speed up preparations but the situation is critical on the ground,” Coates told an Olympic forum in Sydney, outlining that construction delays are just part of the problem. “The IOC has adopted a more hands-on role. It is unprecedented for the IOC, but there is no plan B. We are going to Rio.” Brazil has also come under fire from football’s world governing body, FIFA, for long delays in construction of stadiums and other infrastructure and the overdue delivery of venues for the World Cup, which kicks off in June. Two years out from the 2016 Olympics, the situation on the construction front is just as bleak. “We have become very concerned. They are not ready in many, many ways,” Coates said. “And this is against a city that’s got social issues that also have to be addressed; a country that’s also trying to deal with the FIFA World Cup coming up in a few months.”
