Drake returns to Billboard No.1 for 13th time with ‘Views’
LOS ANGELES - Canadian rapper Drake returned to the top of the Billboard 200 album chart with “Views” on Monday after a seven-week break from the top spot. “Views” first took the No.1 spot in April and has now topped the Billboard charts for 13 nonconsecutive weeks. About 53,000 units of the album were sold last week, according to Nielsen Soundscan, which tracks sales of music and music video products. Billboard said “Views” now has the longest non-consecutive run at

Stability and comfort serve as tourism benchmark
CRIMES and social conflicts including political conflicts are serious threat in the management of tourism sector. In building competitiveness of tourism sector, the security would be a fixed price to be realized. For Bali, regional escort and elaboration of security system at tourist attractions including at hotels should be done professionally. This opinion was expressed by the Head of the Badung Tourism Office, Cokorda Darmawan, in the focus group discussion (FGD) on regional security in managing tourism at Hotel Sovereign, Tuban, recently. To him, safety is a fixed price for the creation of conduciveness for tourism development. “Therefore, Badung district always supports the government’s efforts to maintain stability and security of the region,” he said. He explained that Badung has
followed up the Ministerial Regulation No.53 on hotel security management system (SMPH) with the regent regulation requiring tourism employers in Badung to have a SMPH certificate when they will renew their business registration. Furthermore, Cokorda Darmawan hoped that Bali Police could encourage hoteliers in the district and municipality to participate in implementing the SMPH as carried out in Badung. It is important to be elaborated considering that accom-
modation service business in all regions in Bali have to carry out the mandate of Law No. 10/2009 and Ministerial Regulation No. 53. The security issues in Bali are related to the implementation of the SMPH and cannot only be implemented in Badung. Made Sujana, Director of the STPI Bali said that SMPH should be audited by an auditor. Originally Bali only had four auditors including him that need to pass the education of auditor for two weeks
in Jakarta. One of the provisions in the Ministerial Regulation No. 53 says that the results of auditor should also be verified, in addition to the obligation to oversee the implementation of this system at least once a year. In the meantime, the audit cost offered at the time was worth over IDR 50 million. It was considered very expensive by hoteliers. “Since there is a demand of international market for carrying out hotel security system, Bali Police and the Indonesia Hotel and Restaurant Association (IHRA) only performs verification. Other than offered at affordable cost, it does not need to be done by certified auditor as it does today,” he explained.
In the meantime, Mangku Made Sulasa Jaya said that the amount of budget required is actually relative. The hotels implementing the security management system as an integrated need with the implementation of the company system that can save company’s money will consider it cheap. It will turn clear, especially if there is a need to obtain a security certificate as a promotional tool of the hotel. According to him, this system should be completely mastered and implemented. Limited paddy field area yet beautiful must be maintained as an asset to maintain food security, asset of cultural and spiritual tourist attraction as well as natural tourist attraction. This was submitted by a legislator of Karangasem House of Representatives, Gede Dana, in Karangasem few days ago. According to this member of Commission IV of the Karangasem House of Representatives if the assets in the form of beautiful paddy fields are maintained they will be able to improve public welfare of Karangasem. Other than sustainable agriculture, maintaining food security either in the form of rice and other crops such as cassava, sweet potatoes or corn has also become an asset of tourist attraction. From the past time, the beautiful terraced paddy fields at Bukit Jambul, Arca and Telaga Waja river bank to Sidemen, Muncan, Selat, Sibetan village, overlay of paddy fields at Tumbu village and on the way to Ujung Water Palace, Tirtagangga, Ababi, Tista and Kangkahang are frequently taken advantage as a stopover by travelers while enjoying beautiful terraced paddy fields. Irrigation channel of paddy fields at villages are dried and then the paddy fields are made into land plots. In some areas near the town of Amlapura, paddy fields are quickly converted to settlements, land plot, government office and sport facilities such as the Gunung Agung Stadium, public field at Padangkerta and highways. On the other hand, the Head of
the Karangasem Agriculture and Horticulture Agency, Nyoman Mertha Tanaya, said that paddy field conversion to non-agricultural need is not too extensive. He said that in the middle of the land conversion to the building use, there are also new fields created from snakefruit orchards, such as at East Duda village. He said that responding to the increasingly small water flow in the irrigation channel, farmers may not be discouraged and do not need to convert or sell or make their paddy field into land plots. “Shrinking irrigation water can be got around by technology. For instance, it can be resolved by the making of artesian wells and the water is then taken up by pumping technology,” he affirmed. On the other hand, when contacted in a separate place, the Head of the Karangasem Development Planning Board (Bappeda), Ketut Sedana Merta, said that it is indeed required a regional bylaw (Perda) to protect the lush and beautiful terraced paddy fields. Moreover, the paddy field area in Karangasem is very limited, but very important. According to him, in order to protect the limited paddy fields, he recognized the need of regional bylaw on immortal paddy fields. JAKARTA - The Ministry of Tourism is targeting 400 cruise ship arrivals to Indonesia this year. “The government regulation issued is expected to facilitate the arrival of foreign travelers using cruise ships to enter Indonesia,” said Spokesperson of PT Pelabuhan Indonesia (Pelindo) III Edi Priyanto in a press release received by Bali Post Jakarta, Sunday (Sep. 25). According to Priyanto, there are two rules providing facilities for travelers making a visit to Indonesia, including the presidential regulation on visa-free entry for 90 countries and convenience of a cruise ship. Likewise, the Regulation of the Minister of Transportation No. 121/2015 on the Granting of Convenient for Travelers Using Foreign-flagged Cruise Ship where foreign-flagged cruise ships can transport travelers to domestic harbors for tourism needs. So far, said Priyanto, Benoa Harbor becomes an entrance for foreign travelers spending holidays in Bali by using cruise ships. The harbor becomes a turn-around cruise harbor. In other words, travelers will start their voyage from Bali and then resume it to some other destinations. Benoa Harbor continues to be developed, and Pelindo III has also planned to add to length of pier for cruise ships to moor, so that it can be moored by larger-size cruise ships and with a length of over 300 meters. The development of cruise terminal is also carried in Lombok. Terminal operator of Pelindo III has planned the construction of a new harbor for cruise ship in Gilimas. Planning has been done and licensing has been completed, so the stages of development are just waiting for the issuance of harbor master plan (RIP) of the Ministry of Transportation. Based on the record, throughout the year 2015 at least 130 cruise ships were recorded to moor at the harbor in the working area of Pelindo III carrying 128,574 foreign travelers with the weight of the vessel reaching 6,798,284 Gross Tonnage (GT). Poor exercise habits may follow teens into adulthood

Why morning sickness may be a good thing
FOR women with a history of miscarriage, experiencing nausea and vomiting during subsequent pregnancy attempts is linked to higher odds of success, a U.S. study suggests. “This study came from the long-standing idea that nausea and vomiting in pregnancy indicated that a woman was still pregnant,” said lead study author Stefanie Hinkle, a scientist at the National Institutes of Health in Bethesda, Maryland. As many as 80 percent of pregnant women experience nausea, vomiting, or both, Hinkle and colleagues note in JAMA Internal Medicine. The current study included about 800 pregnant women with at least one or two prior miscarriages. All of the women had pregnancies confirmed by lab tests and they were around 29 years old on average at the start of the study. A typical pregnancy lasts 40 weeks, and women have the highest risk of miscarriage in the first trimester, roughly the first 12 weeks. Odds of a miscarriage are higher for women that are older or have certain medical problems such as diabetes, lupus or thyroid disorders. For the study, women recorded nausea and vomiting symptoms in
daily diaries from weeks 2 through 8 of their pregnancies. Then, starting with week 12, they reported symptoms in monthly questionnaires. After two weeks of pregnancy, 18 percent of the women reported nausea without vomiting, while 4 percent said they experienced both symptoms. By eight weeks of pregnancy, 57 percent experienced nausea alone and 27 percent had a combination of nausea and vomiting. As women approached the 12week mark, 86 percent reported nausea and 35 percent reported nausea combined with vomiting. In general, women younger than 25 were more likely to experience nausea and vomiting than the older participants in the study. Overall, 188 pregnancies (24 percent) ended in another miscarriage. Nausea and vomiting were associated with a 50 percent to 75 percent lower risk of pregnancy loss, the study found. “Our findings should be reassuring to women experiencing these symptoms, as the risk for a
pregnancy loss is greatly reduced in women with these symptoms,” Hinkle said by email. The study doesn’t explain why women who have these symptoms may be more likely to have successful pregnancies, the authors caution. It’s possible that nausea and vomiting may be the body’s way of getting women to alter their diets during pregnancy, or that a surge in pregnancy hormones triggers these symptoms, the authors suggest. Limitations of the study include the reliance on women to accurately recall and report symptoms in their diaries, the researchers point out. Researchers also lacked data on the severity of nausea and vomiting. Still, the findings add to a large body of evidence linking nausea and vomiting to a lower risk of miscarriage, Dr. Siripanth Nippita, a reproductive health researcher at Harvard Medical School in Boston, noted in an accompanying editorial. Women need to keep in mind that these symptoms don’t protect against miscarriage, and that severe morning sickness can require treatment to minimize the risk of complications during pregnancy, Nippita said by email. MOST American teenagers don’t get enough exercise, and they often stick with their sedentary ways as they enter adulthood, a U.S. study suggests. More than 9 in 10 adolescents fail to get the minimum 60 minutes of moderate to vigorous daily physical activity recommended by the U.S. Centers for Disease Control and Prevention (CDC), researchers report in the journal Pediatrics. “Physical inactivity is one of the major predictors of childhood and adolescent obesity, the consequences of which increases incidence of obesity as well as metabolic syndrome in adulthood,” said lead study author Kaigang Li, a researcher at Colorado State University in Fort Collins. Childhood obesity has more than doubled in kids and quadrupled in adolescents in the past 30 years, according to the CDC. More than one third of children and teens are currently overweight or obese, putting them at risk for cardiovascular disease, diabetes, bone and joint problems, sleep apnea and psychological issues such as poor self-esteem. To assess activity levels in teens, Li and colleagues assessed exercise habits among a sample of 561 students in 10th grade at 44 schools representing urban, suburban and rural communities. At the start of the study, when participants were 16 years old on average, researchers asked them to
wear activity trackers for one week to see how much physical activity they got. In 10th grade, students got about 27 minutes of exercise each weekday, on average. This inched up to almost 29 minutes in 11th grade, then dipped back down to 28 minutes for both 12th grade and the year after completing high school. Weekends came out even worse, with participants logging only about 20 minutes in all but one year of the study, when they achieved 21 minutes on average. High school students who went on to a four-year college got more exercise than their peers who didn’t continue their education, and so did college students living on campus versus those living at home, the study also found. One limitation of the study is that it wasn’t a nationally representative sample even though researchers selected participants to include a variety of different communities, the authors note. Researchers also didn’t have data on the health impacts of exercise or assess how much additional physical activity some teens might need to achieve health benefits. Still, the findings highlight the need for parents and school leaders to build more opportunities for exercise into children’s routines, said Dr. Ravi Shah, a researcher at Harvard Medical School and Massachusetts General Hospital in Boston who wasn’t involved in the study. NEGARA - Each village in Jembrana district will have a village website. All the activities and information of the village will be published on the website. As the observation, some villages have operated their website and published information about the village. However, some village websites are still vacant. The Head of the Jembrana Transportation and Infocom Agency, Gusti Ngurah Putra Riyadi, told reporter that such village website will become a stand-alone website, but will have link to the website of Jembrana district. When they have operated, the village websites will be connected to one of the website links owned by the government of Jembrana as connected to relevant agencies. However, content of the website will be entirely provided by respective village. This measure poses one of the village’s efforts to provide information openness for the public. To support the implementation of village website program, the agency does the domain registration. In the meantime, the leading sector will be the empowerment agency and village administration (BPMPD). Chief of the BPMPD Jembrana, I Nengah Ledang, told reporters that to support the village website, each village allocates the budget of IDR 5 million for the
creation of the website. Other than the budget, the village will also provide the content of the website. For the operation, a number of village apparatuses have been given training some time ago. He appealed to all parties, especially the residents of Kubutambahan, to be not easily ingested by unclear issues regarding the airport project. The regent urged all elements of society in Buleleng to wait for the follow up of central government related to the plan having been included in the national development planning. “Now, we have decided to hand over this airport to Angkasa Pura. Its follow up is delivered to central government because it has been included in the
national development planning,” he explained. To note, after searching for the follow-up of the airport project in Buleleng, the Buleleng House of Representatives urged the district or provincial government to initiate the project continuation having been awaited by the people of Buleleng. This attitude is important because the previous companies are confident to invest, but they are not appropriate with the reality. Moreover, one of the companies earlier claimed to have proposed the permit of location determination to the Ministry of Transport, but after being searched there was no application for the permit received by the Ministry of Transportation. The attitude to initiate this project is considered important to assure the public that the government remains committed to implementing the policy in preparing air transportation infrastructure that is also used as a measure of equitable development between the south and north of Bali. Bali lacks of anti-rabies serum
Children vulnerable to be bitten at risky areas
DENPASAR - Bali was reportedly to lack of anti-rabies serum (SAR) as it only remains 70 ampoules scattered in Badung and Jembrana district. In the meantime, the anti-rabies vaccine (VAR) stock remains is safe level with about 40,000 vials, where 26,000 vials are in the Bali Health Agency.
Division Head of the Disease Control and Environmental Health (P2PL) of the Bali Health Agency, Gede Wira Sunetra, said on Tuesday (Sep. 27) that the agency indeed ran out of anti-rabies serum but the Badung and Jembrana Health Agency still have approximately 70 vials with expiry date up to December 2016. Besides, private hospitals in Denpasar remain to have the stock. The Head of the Bali Health Agency, Ketut Suarjaya, when asked for his confirmation justified if the anti-rabies serum is empty while the stock of anti-rabies vaccine is enough for this year. “Well, our stock is indeed empty because it is expensive and its expiry date is short,” he said. The price of anti-rabies serum in the market reaches around IDR 12 million per ampoule, while each patient will use around 2-3 ampoules. Anti-rabies serum is used for the bite victim of rabies carrier animal with the wounds at risky areas such as the shoulder upward, head, ears and the tips of the nail. In the meantime, the anti-rabies vaccine is intended for the bite victims of rabies carrier animals with the bite wounds other than at such risky areas. Considering the minimal stock of antirabies serum, it will not be effective when
replaced with the provision of anti-rabies vaccine to prevent rabies virus from spreading to the brain. “They work differently, but in principle they equally prevent rabies virus from reaching the brain. Anti-rabies serum can give better prevention,” he explained. He continued that bites on the head are indeed risky because they are close to the brain. On that account, the bite victims of rabies carrier animal should use anti-rabies serum to prevent the effects from more
quickly spreading to the brain. Related to the shortage of the anti-rabies serum stock, the procurement cannot be made this year because the budget has run out for the procurement of anti-rabies vaccine. “Hopefully, we could supply next year,” he said. Philippines’ Duterte wants to ‘open alliances’ with Russia, China
MANILA - Philippine President Rodrigo Duterte said on Monday he would visit Russia and China this year to chart an independent foreign policy and “open alliances” with two powers with historic rivalries with the United States. Duterte said the Philippines was at the “point of no return” in relations with former colonial ruler the United States, so he wanted to strengthen ties with others, and picked two global powers that have been sparring with Washington on the international political stage. U.S. health officials have concluded that Zika infections in pregnant women can cause microcephaly, a birth defect marked by small head size that can lead to severe developmental problems in babies. Piyasakon said the three babies were born with small heads and an ultrasound appeared to indicate the unborn baby had a small head. Of the four mothers, two were diagnosed with Zika when they were pregnant but two were not confirmed to have had Zika, said Apichai Mongkol, director-general of the ministry’s Department of Medical Sciences. If a Thai case were confirmed, it would be the first in Southeast Asia, the World Health Organization (WHO) said in a statement emailed to Reuters. The outermost islands of the Natuna archipelago were made the baseline of the Indonesian territory as stipulated in the 1957 Juanda Declaration. Moreover, in accordance with the United Nations Convention on the Law of the Sea (UNCLOS) 1982, the baseline was registered with the UN in 2009. The new figure of 1.7 percent, down from the WTO’s previous estimate of 2.8 percent in April, marked the first time in 15 years that international commerce was expected to lag the growth of the world economy, the trade body said. The figures should be a wake-up call for governments, WTO Director-General Roberto Azevedo said in the six-monthly trade outlook report. “We need to make sure that this does not translate into misguided policies that could make the situation much worse, not only from the perspective of trade but also for job creation and economic growth and development which are so closely linked to an open trading system,” the report quoted him as saying. The data underlined concerns that, after a long period of growth through globalisation and reliance on global trade, governments are increasingly seeking to protect their own industries and promote domestic producers at the expense of foreign competitors. Although all governments deny protectionism, trade is no longer outpacing economic growth as it used to. Trade has grown 1.5 times faster than gross domestic product over the long term, and twice as fast when globalisation picked up in the 1990s. This year trade will grow only 80 percent as fast as the global economy, the WTO said, the first reversal of globalisation since 2001 and only the second since 1982.

As the first step Indonesia should develop world logistic interlink system with existing products in rural areas, he said. “At the same time we also must make a breakthrough step to strengthen our digital economic players as we see the potentials among our youths in this area,” he said. The president also said he wants that the new comers in digital economy are facilitated including in capital that they could expand. “Take large scale deregulation to support development of e-commerce industry,” he said. He said training is necessary to improve the skills and capacity of new comers or players to be competitive,” he added. WASHINGTON - Violent crime in the United States increased in 2015 but remained far below peak levels of the 1990s, the Federal Bureau of Investigation said on Monday as presidential candidates Hillary Clinton and Donald Trump prepared for a debate that is likely to focus on public safety. While murder, rape and assault remained far below the peak levels of the 1990s, last year’s increase in the violent crime rate could provide fodder for Trump, a Republican who has portrayed himself as a “law and order” candidate willing to support aggressive policing tactics. Clinton, a Democrat, has said many of his crime-fighting proposals amount to unconstitutional attacks on American freedoms. The FBI report could “be turned into political football,” said Harvard Law School research fellow Robert Smith. At 372.6 incidents per 100,000 people, the 2015 violent-crime rate is higher than the 2014 rate of 361.6 but still well below the 1996 level of 636.6. The increase was most pronounced in big cities, the report found. On the campaign trail, Trump frequently points to rising crime rates as a reason to support “stopand-frisk” tactics and other police methods that critics say unfairly target minorities. TORONTO - Hosts Canada, the two-time reigning Olympic champions who are deep in both tradition and talent, were always expected to reach this week’s World Cup of Hockey final. Their opponent, Team Europe, a gimmicky squad of players from smaller European hockey playing nations, were not even expected to advance beyond the preliminary round. What it means is a confounding but intriguing best-of-three final starting on Tuesday with hot favourites Canada taking on the longest of tournament longshots. At one end of the ice will stand Canada, the Goliath of the hockey world, while a group of Davids without a country, flag or anthem and whose coach’s day job is chairman of Premiership club Southampton FC will stand at the other. “Well, personally, first and foremost, just so pleased that these peripheral countries in the world of hockey have had an opportunity to compete with the best in the world for the first time in their life and to truly believe in being competitive,” said Team Europe coach Ralph Krueger. “That’s not possible when these players show up alone at tournaments. They’re forever fighting just to get to Olympic Games, forget about competing for anything at them.” Russia, Czech Republic, Finland and Sweden, who Team Europe knocked out with a shock overtime semi-final win, have all gone home leaving Krueger’s crew from Slovenia, Switzerland, Germany, Norway, Denmark, Slovakia, Austria and France playing for a trophy they would never normally get close to hoisting.

A covert video showed Allardyce appearing to offer advice to fictitious businessmen on how to sidestep an outlawed player transfer practice and also to negotiate a 400,000-pound ($519,000) public-speaking contract to top up an annual England salary of 3 million pounds ($4 million). A further video showed Allardyce mocking predecessor Roy Hodgson, who was fired after England’s humiliating loss to tiny Iceland at the European Championship in June, questioning the FA’s financial strategy, and talking dismissively about the organization’s president, Prince William. The 61-year-old Allardyce was filmed in a London hotel in August and a Manchester restaurant talking to the undercover reporters. “On reflection it was a silly thing to do, but just to let everyone know I’d sort of helped out what

WASHINGTON - Violent crime in the United States increased in 2015 but remained far below peak levels of the 1990s, the Federal Bureau of Investigation said on Monday as presidential candidates Hillary Clinton and Donald Trump prepared for a debate that is likely to focus on public safety. While murder, rape and assault remained far below the peak levels of the 1990s, last year’s increase in the violent crime rate could provide fodder for Trump, a Republican who has portrayed himself as a “law and order” candidate willing to support aggressive policing tactics. Clinton, a Democrat, has said many of his crime-fighting proposals amount to unconstitutional attacks on American freedoms. The FBI report could “be turned into political football,” said Harvard Law School research fellow Robert Smith. At 372.6 incidents per 100,000 people, the 2015 violent-crime rate is higher than the 2014 rate of 361.6 but still well below the 1996 level of 636.6. The increase was most pronounced in big cities, the report found. On the campaign trail, Trump frequently points to rising crime rates as a reason to support “stopand-frisk” tactics and other police methods that critics say unfairly target minorities. Clinton has pushed for stricter gun control to help curb violence and has called for national guidelines on the use of force by police officers. (It is either the) Unitary State or death,” Gatot Nurmantyo declared here on Monday. He said the military will build several military bases in the Natuna Islands to safeguard the countrys sovereignty. “We are building military bases in the Natuna Islands,” he emphasized, adding that these bases would be ready in three years time. The outermost islands of the Natuna archipelago were made the baseline of the Indonesian territory as stipulated in the 1957 Juanda Declaration. Moreover, in accordance with the United Nations Convention on the Law of the Sea (UNCLOS) 1982, the baseline was registered with the UN in 2009. Commission I Chairman Mahfud Siddiq had earlier said a military base on the island of Natuna was of key importance as part of the defense system in the central region of the country, which shares
its maritime borders with several nations. “Developing a military base on Natuna Island is important for the defense system in the central region of Indonesia, which shares its borders with many countries in the South China Sea,” Siddiq stated. Siddiq noted that such a base in Natuna will reinforce Indonesia’s existing regional defense system in the eastern and western parts of the country. This will help improve the military’s mobility. The lawmaker remarked that the plan to develop a military base in Natuna has been around since 2015. “Commission I had once discussed the plan, including its budget,” Siddiq pointed out. This is a strategic defense development plan as Natuna lies in the frontier region of the Unitary State of the Republic of Indonesia. It is close to the area in South China Sea where several countries have overlapping claims. The new figure of 1.7 percent, down from the WTO’s previous estimate of 2.8 percent in April, marked the first time in 15 years that international commerce was expected to lag the growth of the world economy, the trade body said. The figures should be a wake-up call for governments, WTO Director-General Roberto Azevedo said in the six-monthly trade outlook report. “We need to make sure that this does not translate into misguided policies that could make the situation much worse, not only from the perspective of trade but also for job creation and economic growth and development which are so closely linked to an open trading system,” the report quoted him as saying. The data underlined concerns that, after a long period of growth through globalisation and reliance on global trade, governments are increasingly seeking to protect their own industries and promote domestic producers at the expense of foreign competitors. Although all governments deny protectionism, trade is no longer outpacing economic growth as it used to. Trade has grown 1.5 times faster than gross domestic product over the long term, and twice as fast when globalisation picked up in the 1990s. This year trade will grow only 80 percent as fast as the global economy, the WTO said, the first reversal of globalisation since 2001 and only the second since 1982.

DENPASAR - Bali was reportedly to lack of anti-rabies serum (SAR) as it only remains 70 ampoules scattered in Badung and Jembrana district. In the meantime, the anti-rabies vaccine (VAR) stock remains is safe level with about 40,000 vials, where 26,000 vials are in the Bali Health Agency.
Division Head of the Disease Control and Environmental Health (P2PL) of the Bali Health Agency, Gede Wira Sunetra, said on Tuesday (Sep. 27) that the agency indeed ran out of anti-rabies serum but the Badung and Jembrana Health Agency still have approximately 70 vials with expiry date up to December 2016. Besides, private hospitals in Denpasar remain to have the stock. The Head of the Bali Health Agency, Ketut Suarjaya, when asked for his confirmation justified if the anti-rabies serum is empty while the stock of anti-rabies vaccine is enough for this year. “Well, our stock is indeed empty because it is expensive and its expiry date is short,” he said. The price of anti-rabies serum in the market reaches around IDR 12 million per ampoule, while each patient will use around 2-3 ampoules. Anti-rabies serum is used for the bite victim of rabies carrier animal with the wounds at risky areas such as the shoulder upward, head, ears and the tips of the nail. In the meantime, the anti-rabies vaccine is intended for the bite victims of rabies carrier animals with the bite wounds other than at such risky areas. Considering the minimal stock of antirabies serum, it will not be effective when
replaced with the provision of anti-rabies vaccine to prevent rabies virus from spreading to the brain. “They work differently, but in principle they equally prevent rabies virus from reaching the brain. Anti-rabies serum can give better prevention,” he explained. He continued that bites on the head are indeed risky because they are close to the brain. On that account, the bite victims of rabies carrier animal should use anti-rabies serum to prevent the effects from more

Philippines’ Duterte wants to ‘open alliances’ with Russia, China
MANILA - Philippine President Rodrigo Duterte said on Monday he would visit Russia and China this year to chart an independent foreign policy and “open alliances” with two powers with historic rivalries with the United States. Duterte said the Philippines was at the “point of no return” in relations with former colonial ruler the United States, so he wanted to strengthen ties with others, and picked two global powers that have been sparring with Washington on the international political stage. Last week, he last declared he would visit China, with which ties remain frosty over a South China Sea arbitration ruling won by the Philippines in July. U.S. health officials have concluded that Zika infections in pregnant women can cause microcephaly, a birth defect marked by small head size that can lead to severe developmental problems in babies. Piyasakon said the three babies were born with small heads and an ultrasound appeared to indicate the unborn baby had a small head. Of the four mothers, two were diagnosed with Zika when they were pregnant but two were not confirmed to have had Zika, said Apichai Mongkol, director-general of the ministry’s Department of Medical Sciences. If a Thai case were confirmed, it would be the first in Southeast Asia, the World Health Organization (WHO) said in a statement emailed to Reuters. Poor exercise habits may follow teens into adulthood

Why morning sickness may be a good thing
FOR women with a history of miscarriage, experiencing nausea and vomiting during subsequent pregnancy attempts is linked to higher odds of success, a U.S. study suggests. “This study came from the long-standing idea that nausea and vomiting in pregnancy indicated that a woman was still pregnant,” said lead study author Stefanie Hinkle, a scientist at the National Institutes of Health in Bethesda, Maryland. As many as 80 percent of pregnant women experience nausea, vomiting, or both, Hinkle and colleagues note in JAMA Internal Medicine. The current study included about 800 pregnant women with at least one or two prior miscarriages. All of the women had pregnancies confirmed by lab tests and they were around 29 years old on average at the start of the study. A typical pregnancy lasts 40 weeks, and women have the highest risk of miscarriage in the first trimester, roughly the first 12 weeks. Odds of a miscarriage are higher for women that are older or have certain medical problems such as diabetes, lupus or thyroid disorders. For the study, women recorded nausea and vomiting symptoms in
daily diaries from weeks 2 through 8 of their pregnancies. Then, starting with week 12, they reported symptoms in monthly questionnaires. After two weeks of pregnancy, 18 percent of the women reported nausea without vomiting, while 4 percent said they experienced both symptoms. By eight weeks of pregnancy, 57 percent experienced nausea alone and 27 percent had a combination of nausea and vomiting. As women approached the 12week mark, 86 percent reported nausea and 35 percent reported nausea combined with vomiting. In general, women younger than 25 were more likely to experience nausea and vomiting than the older participants in the study. Overall, 188 pregnancies (24 percent) ended in another miscarriage. Nausea and vomiting were associated with a 50 percent to 75 percent lower risk of pregnancy loss, the study found. “Our findings should be reassuring to women experiencing these symptoms, as the risk for a
pregnancy loss is greatly reduced in women with these symptoms,” Hinkle said by email. The study doesn’t explain why women who have these symptoms may be more likely to have successful pregnancies, the authors caution. It’s possible that nausea and vomiting may be the body’s way of getting women to alter their diets during pregnancy, or that a surge in pregnancy hormones triggers these symptoms, the authors suggest. Limitations of the study include the reliance on women to accurately recall and report symptoms in their diaries, the researchers point out. Researchers also lacked data on the severity of nausea and vomiting. Still, the findings add to a large body of evidence linking nausea and vomiting to a lower risk of miscarriage, Dr. Siripanth Nippita, a reproductive health researcher at Harvard Medical School in Boston, noted in an accompanying editorial. Women need to keep in mind that these symptoms don’t protect against miscarriage, and that severe morning sickness can require treatment to minimize the risk of complications during pregnancy, Nippita said by email. MOST American teenagers don’t get enough exercise, and they often stick with their sedentary ways as they enter adulthood, a U.S. study suggests. More than 9 in 10 adolescents fail to get the minimum 60 minutes of moderate to vigorous daily physical activity recommended by the U.S. Centers for Disease Control and Prevention (CDC), researchers report in the journal Pediatrics. “Physical inactivity is one of the major predictors of childhood and adolescent obesity, the consequences of which increases incidence of obesity as well as metabolic syndrome in adulthood,” said lead study author Kaigang Li, a researcher at Colorado State University in Fort Collins. Childhood obesity has more than doubled in kids and quadrupled in adolescents in the past 30 years, according to the CDC. More than one third of children and teens are currently overweight or obese, putting them at risk for cardiovascular disease, diabetes, bone and joint problems, sleep apnea and psychological issues such as poor self-esteem. To assess activity levels in teens, Li and colleagues assessed exercise habits among a sample of 561 students in 10th grade at 44 schools representing urban, suburban and rural communities. At the start of the study, when participants were 16 years old on average, researchers asked them to
wear activity trackers for one week to see how much physical activity they got. In 10th grade, students got about 27 minutes of exercise each weekday, on average. This inched up to almost 29 minutes in 11th grade, then dipped back down to 28 minutes for both 12th grade and the year after completing high school. Weekends came out even worse, with participants logging only about 20 minutes in all but one year of the study, when they achieved 21 minutes on average. High school students who went on to a four-year college got more exercise than their peers who didn’t continue their education, and so did college students living on campus versus those living at home, the study also found. One limitation of the study is that it wasn’t a nationally representative sample even though researchers selected participants to include a variety of different communities, the authors note. Researchers also didn’t have data on the health impacts of exercise or assess how much additional physical activity some teens might need to achieve health benefits. Still, the findings highlight the need for parents and school leaders to build more opportunities for exercise into children’s routines, said Dr. Ravi Shah, a researcher at Harvard Medical School and Massachusetts General Hospital in Boston who wasn’t involved in the study. NEGARA - Each village in Jembrana district will have a village website. All the activities and information of the village will be published on the website. As the observation, some villages have operated their website and published information about the village. However, some village websites are still vacant. The Head of the Jembrana Transportation and Infocom Agency, Gusti Ngurah Putra Riyadi, told reporter that such village website will become a stand-alone website, but will have link to the website of Jembrana district. When they have operated, the village websites will be connected to one of the website links owned by the government of Jembrana as connected to relevant agencies. However, content of the website will be entirely provided by respective village. This measure poses one of the village’s efforts to provide information openness for the public. To support the implementation of village website program, the agency does the domain registration. In the meantime, the leading sector will be the empowerment agency and village administration (BPMPD). Chief of the BPMPD Jembrana, I Nengah Ledang, told reporters that to support the village website, each village allocates the budget of IDR 5 million for the
creation of the website. Other than the budget, the village will also provide the content of the website. For the operation, a number of village apparatuses have been given training some time ago. Its follow up is delivered to central government because it has been included in the
national development planning,” he explained. To note, after searching for the follow-up of the airport project in Buleleng, the Buleleng House of Representatives urged the district or provincial government to initiate the project continuation having been awaited by the people of Buleleng. This attitude is important because the previous companies are confident to invest, but they are not appropriate with the reality. Moreover, one of the companies earlier claimed to have proposed the permit of location determination to the Ministry of Transport, but after being searched there was no application for the permit received by the Ministry of Transportation. The attitude to initiate this project is considered important to assure the public that the government remains committed to implementing the policy in preparing air transportation infrastructure that is also used as a measure of equitable development between the south and north of Bali. In some areas near the town of Amlapura, paddy fields are quickly converted to settlements, land plot, government office and sport facilities such as the Gunung Agung Stadium, public field at Padangkerta and highways. On the other hand, the Head of
the Karangasem Agriculture and Horticulture Agency, Nyoman Mertha Tanaya, said that paddy field conversion to non-agricultural need is not too extensive. He said that in the middle of the land conversion to the building use, there are also new fields created from snakefruit orchards, such as at East Duda village. He said that responding to the increasingly small water flow in the irrigation channel, farmers may not be discouraged and do not need to convert or sell or make their paddy field into land plots. “Shrinking irrigation water can be got around by technology. For instance, it can be resolved by the making of artesian wells and the water is then taken up by pumping technology,” he affirmed. On the other hand, when contacted in a separate place, the Head of the Karangasem Development Planning Board (Bappeda), Ketut Sedana Merta, said that it is indeed required a regional bylaw (Perda) to protect the lush and beautiful terraced paddy fields. Moreover, the paddy field area in Karangasem is very limited, but very important. According to him, in order to protect the limited paddy fields, he recognized the need of regional bylaw on immortal paddy fields. JAKARTA - The Ministry of Tourism is targeting 400 cruise ship arrivals to Indonesia this year. “The government regulation issued is expected to facilitate the arrival of foreign travelers using cruise ships to enter Indonesia,” said Spokesperson of PT Pelabuhan Indonesia (Pelindo) III Edi Priyanto in a press release received by Bali Post Jakarta, Sunday (Sep. 25). According to Priyanto, there are two rules providing facilities for travelers making a visit to Indonesia, including the presidential regulation on visa-free entry for 90 countries and convenience of a cruise ship. Likewise, the Regulation of the Minister of Transportation No. 121/2015 on the Granting of Convenient for Travelers Using Foreign-flagged Cruise Ship where foreign-flagged cruise ships can transport travelers to domestic harbors for tourism needs. So far, said Priyanto, Benoa Harbor becomes an entrance for foreign travelers spending holidays in Bali by using cruise ships. The harbor becomes a turn-around cruise harbor. In other words, travelers will start their voyage from Bali and then resume it to some other destinations. Benoa Harbor continues to be developed, and Pelindo III has also planned to add to length of pier for cruise ships to moor, so that it can be moored by larger-size cruise ships and with a length of over 300 meters. The development of cruise terminal is also carried in Lombok. Terminal operator of Pelindo III has planned the construction of a new harbor for cruise ship in Gilimas. Planning has been done and licensing has been completed, so the stages of development are just waiting for the issuance of harbor master plan (RIP) of the Ministry of Transportation. LOS ANGELES - Canadian rapper Drake returned to the top of the Billboard 200 album chart with “Views” on Monday after a seven-week break from the top spot. “Views” first took the No.1 spot in April and has now topped the Billboard charts for 13 nonconsecutive weeks. Stability and comfort serve as tourism benchmark
CRIMES and social conflicts including political conflicts are serious threat in the management of tourism sector. In building competitiveness of tourism sector, the security would be a fixed price to be realized. For Bali, regional escort and elaboration of security system at tourist attractions including at hotels should be done professionally. This opinion was expressed by the Head of the Badung Tourism Office, Cokorda Darmawan, in the focus group discussion (FGD) on regional security in managing tourism at Hotel Sovereign, Tuban, recently. To him, safety is a fixed price for the creation of conduciveness for tourism development. “Therefore, Badung district always supports the government’s efforts to maintain stability and security of the region,” he said. He explained that Badung has
followed up the Ministerial Regulation No.53 on hotel security management system (SMPH) with the regent regulation requiring tourism employers in Badung to have a SMPH certificate when they will renew their business registration. Furthermore, Cokorda Darmawan hoped that Bali Police could encourage hoteliers in the district and municipality to participate in implementing the SMPH as carried out in Badung. It is important to be elaborated considering that accom-
modation service business in all regions in Bali have to carry out the mandate of Law No. 10/2009 and Ministerial Regulation No. 53. The security issues in Bali are related to the implementation of the SMPH and cannot only be implemented in Badung. Made Sujana, Director of the STPI Bali said that SMPH should be audited by an auditor. Originally Bali only had four auditors including him that need to pass the education of auditor for two weeks
in Jakarta. One of the provisions in the Ministerial Regulation No. 53 says that the results of auditor should also be verified, in addition to the obligation to oversee the implementation of this system at least once a year. In the meantime, the audit cost offered at the time was worth over IDR 50 million. It was considered very expensive by hoteliers. “Since there is a demand of international market for carrying out hotel security system, Bali Police and the Indonesia Hotel and Restaurant Association (IHRA) only performs verification. Other than offered at affordable cost, it does not need to be done by certified auditor as it does today,” he explained.
In the meantime, Mangku Made Sulasa Jaya said that the amount of budget required is actually relative. The hotels implementing the security management system as an integrated need with the implementation of the company system that can save company’s money will consider it cheap. It will turn clear, especially if there is a need to obtain a security certificate as a promotional tool of the hotel. According to him, this system should be completely mastered and implemented. It will be very different from the hoteliers having not regarded the hotel security system as a need for them, but as the needs of government regulation only. Continued to page 6 Stability...
