‘Batman v Superman’ shatters records with $170.1 mln debut
LOS ANGELES - “Batman v Superman: Dawn of Justice” steamrolled past records, debuting to a gargantuan $170.1 million over Easter weekend despite being pilloried by critics. That ranks as the top opening weekend for a DC Comics film, the best March launch ever, and the sixth biggest domestic opening weekend of all-time. It’s a shot in the arm for Warner Bros., which has been reeling from a series of costly bombs such as “Jupiter Ascending” and “Pan,” and is looking to the Dark Knight and Man of Steel throw down to kick off a series of inter-connected comic book franchises. Warner Bros. has already announced release dates for sequels and spin-offs for the next five years, with the first of these superhero adventures, “Suicide Squad,” coming out in August. “This sets us up well,” said Jeff Goldstein, Warner Bros. distribution executive vice president. “We’re very proud of what we’ve made before in the DC world and what’s coming in front of us is really exciting.” The studio spared no expense, tapping Ben Affleck to assume Batman’s cape and cowl, bringing back “Man of Steel” director Zack Snyder and Superman star Henry Cavill, and shelling out $250 million in production expenses, as well as millions more in promotional razzle dazzle. The bet appears to have paid off, positioning DC and Warners to have the kind of cinematic universe of costumed heroes and villains
that rival Marvel has leveraged to enormous profits. It also undercuts the influence of top critics. Reviews for “Batman v Superman” were withering - the New York Times’ A.O. Scott said seeing the film is “about as diverting as having a porcelain sink broken over your head” - but audiences didn’t care. They were kinder to the picture too, giving the film a B CinemaScore grade. “It’s the fans that speak the loudest,” said Jeff Bock, a box office analyst for Exhibitor Relations. “It proves how strong these characters are.” The film’s audience was largely male (66 percent) and crowds tended to be younger, with 63% of ticket buyers ranging between the ages of 18 and 34. Imax showings contributed $18 million to the gross, premium large format screens added an estimated $17 million to the earnings, 3D screens were responsible for 40% of the opening weekend results, and RealD 3D accounted for an estimated $47 million of the total. “The filmmakers delivered experientially on something that can best be seen in movie theaters,” said Greg

There are always changes of travelers from time to time, but from one period to other period there are also travelers called repeaters. “They come again and again,” said Deputy of Development and Foreign Tourism Marketing, Ministry of Tourism. Based on the data at hand, approximately 37 percent of travelers coming to Bali are repeating guests either for two times, three times or even 30 times. In 2015, four million travelers came to Bali. Among them, some may be experiencing boredom, but some others probably stay to feel excited to come to Bali. “If we see, perhaps 10 percent of them are bored and go elsewhere. However, if we see from a variety of surveys and what I have experienced abroad, in fact, Bali has never made them get bored,” he said. As evidence, Bali gets the predicate as the best island in the world without any struggle or effort to get it. “Reader’s choice is not obtained due to our request,” he said. Mariah Carey cancels show in Brussels amid safety concerns
LOS ANGELES - U.S. pop star Mariah Carey said on Friday that she was canceling a tour stop in Brussels amid safety concerns following attacks this week that killed 31 people and injured some 270 more. The songstress, one of the best-selling female solo artists of recent times, was slated to perform in the now-racked Belgian city on Sunday as part of her “Sweet Sweet Fantasy” European tour. “I love my fans in Brussels and at this time I am being advised to cancel my show for the safety of my fans, my band, crew and everyone involved
with the tour. I hope to see you soon and send my prayers and eternal love,” she said in a statement on her Twitter account. Carey, perhaps best known for her 90s hits like “Hero,” “Fantasy,” and “Always Be My Baby,” is set to wrap up her tour with back-to-back performances in Johannesburg in May. Belgian police arrested three more people on Friday as investigations into Tuesday’s suicide bombings by Islamist militants in Brussels threw up more links to killings in Paris last year. Provincial govt unable to collect underground water tax DENPASAR
The authority of underground water (ABT) has been switched from district/municipal government to provincial government after the issuance of Law No.23/2014 on Regional Government. However, provincial government of Bali in this case the Revenue Service (Dispenda) is still unable to collect the underground water taxes. It happens because there is Law No.28/2009 on Regional Taxes and Levies stating if the authority lies in the district/municipal government.

“When talking about taxes ... it’s the Law No. 28, while the Law No. 23 does not set forth tax affairs but only the authority,” said the Head of Bali Revenue Service, I Made Santha, in Denpasar, Monday (Mar. 21). Santha added that central government should clarify first the Law No. 28 if provincial government wants to implement the Law No. 23. Both laws have the same legal position because they are equally in the form of laws. “Both in the provincial and district/municipal government, we have no legal certainty for the implementation,” he explained. According to Santha, the government of Bali actually has gubernatorial regulation No. 16/2009 but it only regulates surface water, while the underground water has not been included in the gubernatorial regulation so that it needs revising. Revision of the gubernatorial regulation will be discussed with the Director General of Regional Finance, Ministry of Home Affairs in Jakarta on the on March 23. This moment will also be used to ask for confirmation to the Minister of Home Affairs related to the Law
No. 28. Or at least, the central government sends a letter to the governor formally related to the implementation of the Law No. 23 so as not to clash with the Law No. 28. “Home Minister should accomplish these two laws so that there is legal certainty in the province, our colleagues in the district / municipal government and people as the object of taxation and no delay will occur. Legal vacuum is not good in the public service,” he explained. Energy and Mineral Resources Division Head at the Bali Public Works Agency, Putu Agus Budiana, said that so far the district / municipality in Bali has issued 1,432 permits on the use of underground water. Most permits are issued in Badung and Denpasar. Currently the authority of issuing the permit has been withdrawn from the district / municipality to the province. Japan: Trouble reaching innovative new space satellite
TOKYO — Japan’s space agency says communication has failed with a newly launched, innovative satellite with X-ray telescopes meant to study black holes and other space mysteries. Japan Aerospace Exploration Agency spokeswoman Izumi Yoshizaki said Monday that efforts to restore communication links since the problem began Saturday afternoon have been unsuccessful, and it was investigating what might have happened to the satellite, which is called Hitomi and was launched Feb. 17. “We are really doing our best,” she said by telephone in Tokyo. She said the agency was looking into a statement from the Joint Space Operations Center, or JSpOC, the U.S. military organization that tracks and identifies objects in space, that Hitomi may have splintered into several pieces. Whether that had happened or not is unclear, Yoshizaki said.
Jonathan McDowell, an astronomer at the Harvard-Smithsonian Center for Astrophysics, said he suspected the satellite had suffered an “energetic event,” possibly a gas leak or a battery explosion, that sent it tumbling end-over-end. That would mean its antenna isn’t pointing where it needs to, which is why the satellite can’t communicate with the space agency, he said. The danger is that in that state, the satellite may not be able to draw the solar energy it needs to its panels and its battery will run down before the space agency can reconnect with the satellite and try to fix it, he said. “Everyone’s just gutted,” said McDowell, who works with another high-tech space X-ray telescope, Chandra. “To hear that they’ve run into this piece of bad luck, it’s so very sad. I know enough about how the sausage was made to know that this could have easily have happened to us. Space is very unforgiving.” (ap)

Microbe with stripped-down DNA may hint at secrets of life in an interview. Both researchers, from the J. Craig Venter Institute, are among the authors of a paper on the project released Thursday by the journal Science. The DNA code, or genome, is contained in a brand-new bacterium dubbed JCVI-syn3.0. The genome is not some one-andonly minimal set of genes needed for life itself. For one thing, if the researchers had pared DNA from a different bacterium they would probably have ended up with a different set of genes. For another, the minimum genome an organism needs depends on the environment in which it lives. And the new genome includes genes that are not absolutely essential to life, because they help the bacterial populations grow fast enough to be practical for lab work. The genome is “as small as we can get it and still have an organism that is
... useful,” Hutchison said. One goal of such work is to understand what each gene in a living cell does, which would lead to a deep understanding of how cells work, he said. With the new bacterium, “we’re closer to that than we are for any other cell,” he said. Another goal is to use such minimal-DNA microbes as a chassis for adding genes to make the organisms produce medicines, fuels and other substances for uses like nutrition and agriculture, said study co-author Daniel Gibson of Synthetic Genomics. The work began with a manmade version of a microbe that normally lives in sheep, called M. mycoides (my-KOY’-deez). It has about 900 genes. The scientists identified 428 nonessential genes, built their new genome without them, and showed that it was complete enough to let a bacterium survive. (ap)

Two major problems that development is bringing to Bali are: land conversion from agricultural to non-agricultural and the shift of labour from agriculturally based to non-agriculturally based. “Firstly, the transformation of agricultural lands to non-agricultural lands is taking place with green spaces being turned into schools, markets, roads, residences and others. In short, there is massive transformation taking place”, said Deputy of Development and Foreign Tourism Marketing, Prof. Dr. I Gde Pitana on Saturday March 26th. The second problem is the massive shift of the lobour force from agriculturally based to non-agriculturally based. Balinese culture is based on agriculture. So , when agricultural lands are converted into nonagricultural lands the foundation of Balinese culture is under very serious threat of disappearing. Balinese culture is in fact specifically based on irrigated (paddy) cultivation. “I call this a rice-based culture. If the rice disappears, the cultural base also disappears, and then who will maintain the culture? If people are no longer
engaged in agriculture- what happens to the agrarian culture?” questioned Pitana. In order to maintain agriculture on the island, rigorous spatial planning is required, he said. “Despite being a very small country, Singapore can still retain about 20 percent of its land for green open space. Why can’t we do it?” he asked emphatically. Furthermore, in order to prevent a shift in labour away from agriculture so massive that Balinese culture is irreparably damaged, there needs to be incentive given to farmers for them to remain active in their field. “Everyone wants a larger income and better welfare, and we should not prevent farmers from wanting this too. What we can do is provide financial incentive to our friends and relatives who are willing to work in agriculture so that the financial gap between farmers and non-famers is not too big” he suggested. NEW YORK — Scientists have deleted nearly half the genes of a microbe, creating a strippeddown version that still functions, an achievement that might reveal secrets of how life works. It may also help researchers create new bacteria tailored for making medicines and other valuable substances. The newly created bacterium has a smaller genetic code than does any natural free-living counterpart, with 531,000 DNA building blocks containing 473 genes. (Humans have more than 3 billion building blocks and more than 20,000 genes). But even this stripped-down organism is full of mystery. Scientists say they have little to no idea what a third of its genes actually do. “We’re showing how complex life is, even in the simplest of organisms,” researcher J. SINGARAJA - Residents of Pejarakan Village, Gerokgak have been complaining about the presence of ‘modern chain convenience ‘ stores in their village. Ketut Soepart, Division Head of Economic and Development Affairs in the Regional Secretariat of Buleleng, has responded by confirming that such stores need to meet certain requirements before they can be issued a permit of operation. SOme of the main requirements that must be met are that the chain store meets the approval of adjacent residents and that the prescnec of the chain store not have harmful effects on small businesses in the vicinity. Previously, residents of Pejarakan had an open meeting with headman of Pejarakan Made Astawa, subdistrict head of Gerokgak Putu Ariadi Pribadi, chief of Gerokgak Police, Gusti Ngurah Alit Putra and chief of Gerokgak military region
through a representative of the local merchants association (APL). In the meeting it was made clear that: “the business (modern chain convenience store—Ed) must comply with the regional by-law an existing regulations. FOr example, modern chain stores must be at least 500 meters away from any traditional market, but the most important requirement is that the local community - especially adjacent residents, approve of the presence of the modern store The distance of modern stores from traditional market is set around 500 meters. The most important requirement is the approval of the local community, adjacent residents, chief of customary village and subdistrict head. If such business are unable to comply with the requirements then we will not process their request for a permit” said Soeparto, on Sunday (Mar. 27). He added that permits are issued
selectively according to the regulations and that any such business must be in possession of all the required permits before they are allowed to operate. “We will be looking into this matter- especially given that there are so many chain stores in Buleleng. Also, if people living around these stores do not want these stores operating in their area, then we obviously cannot support their operations. Even in the case where there is community support for the presence of the modern store, we still check to see if other local businesses are adversely affected, in which case we do not issue a permit” explained Soeparto. Soeparto emphasized to Pejarakan’s headman that the complaints of the people will be looked into. “The licensing of chain modern store must go through the Economic and Development Affairs office to be sure that regulations are being adhered
to. Depending on the circumstances of the potential location we will decide whether a permit is suitable or not. If there are many traditional markets near by - we will not issue a permit”, he said. Soeparto added that the Economic and Development Affairs office of Buleleng will coordinate with other agencies and the government of Pejarakan regarding modern chain stores, in order to find a solution to the problem as soon as possible. Furhtermore, Pejarakan village is not the only place in Buleleng where modern chain convenience stores have become a contentious issue. “We have received information from local residents but it is up to related agencies to enforce the law. Obviously if the business has a permit then they are allowed to operate but we still need to look at the situation because in the end the decision lies with the surrounding community. If
the local community does not agree to have such a business in their midst, it is hard for us to issue a recommendation for a permit” he said. According to head of the subdistrict of Gerokgak, Putu Ariadi Pribadi, the development of of modern chain stores needs to be stopped and any new stores must wait until they first have a permit. According to regional bylaw No.10/2013 regarding the arrangement and protection of traditional markets, there are still opportunities for the establishment of modern stores in rural area as long as these modern stores meets all the requirements -one of which is getting the approval of the local community. “This particular store in question does not hold a permit, therefor we are urging that they be shut down, until such a time as all the requirements for the necessary permits are first met” he concluded. BUSINESS In Europe, states challenge austerity but lack cash to spend
LISBON — The construction cranes poking up from the jumble of terracotta roofs on Lisbon’s skyline can be counted on one hand — a dismal reminder for Ricardo Gomes of how little work there is for his construction company. The Portuguese Socialist government has promised to change that, advocating an end to Europe’s years of budget austerity by increasing spending and cutting taxes. Even respected independent policymakers, like the president of the European Central Bank, have said governments should do more to support growth. But there’s a catch: despite an easing in Europe’s focus on austerity, countries like Portugal or Italy that need to increase spending to boost economic growth can’t afford to do so without breaking the bloc’s rules. And those that can, mainly Germany, are still penny-pinching. “There are obvious limitations” in Portugal’s ability to finance its economy, says Gomes, CEO of construction company SETH. The country’s construction sector collapsed amid the financial crisis, which saw the state take a 78 billioneuro ($87 billion) bailout in 2011. The number of construction workers has more than halved from 612,000 in 2005 to roughly 277,000. Portuguese officials hope tax cuts coming into force this month will put
more cash in people’s pockets, generating a spurt of domestic demand and firing up the wider economy. That might have a modest impact, concedes Gomes, but he’s not expecting a big pay-off for firms like his. Capital is still too scarce for big, jobcreating investments, he says. The average price tag of a public works project in austerity-minded Portugal last year was a measly 89,000 euros (currently $99,000), according to sector association AECOPS. Public investment is being cut by a further 5.6 percent this year as the government strives to meet the eurozone’s demand for a budget deficit below 3 percent, from an expected 4.3 percent last year. Private investment is faring no better, as caution reigns: After years of handing out poorly judged loans, Portuguese banks are sitting on close to 18 billion euros of bad debt. Much of the unexpected strength came from consumer spending on services such as recreation, which helped offset a manufacturing slump. Analysts were encouraged by the revised estimate, saying it provided momentum for the rest of the year, when they expect growth to reach a stronger if still-modest 2 percent annual rate. Ancestral cutural heritages are especially well preserved in areas like Kintamani, Bangli. This region that is famous for its tangerines has a tradional ceremonial games called magoak-goakan that is played once a year for Nyepi. There is a lot of meaning associated with this traditon. Magoak-goakan took place on March 3rd this year in Kintamani’s village sqaure where villagers started arriving at around 08:00 in “medium traditional” attire. Despite having to walk along 0.5 kilometers of highway, parents, children, young and old were all very enthusiastic. Armed with a desire to perform devotional works, people even line-up to be ablt to participate in the Goak-goakan game in which everyone is divided into groups 11 people. Each group is made up of all women or all men and each group forms a line by holding onto the person in front of them’s waist. The groups then start start to sing the goak-goakan song as they walk in a circle in the sqaure. As soon as the song ends, the end of each line breaks off and start people start chasing each other. This is when the real fun starts. Some participants fall down and other are pushed out of the delineated zone. Those who are captured are toppled down while the audience cheers and laughs. Chief of Kintamani customary village, Nyoman Sukadia, explained that this game has been part of Kintamani’s heritage ever since the village was firtst founded and is meant to cultivate a sense of patience, familiarity and unity amongst the villagers and also serves to divert energy away fom negative things. The day after the magoak-goakan, the villagers go to look for firewood in the nearby forest and for two days after the goak-goakan games, no one is allowed to conduct acitvities related to the earth such as hoeing the land. “This is one of the ways we use to achieve harmony with nature” explained Sukadia. With crisis plans and cuts, British bosses brace for Brexit HEREFORD - Above a factory floor of machines carving metal to within a millionth of a metre, Stephen Cheetham is preparing his company for the unknown: a British exit from the European Union. Since the government announced a referendum on Britain’s future in Europe, Cheetham has deferred investment decisions, put off expensive hiring and even bought equipment with his own money to avoid straining the balance sheet. The aim is to prepare his company, which makes parts for firstclass airline seats and intricate scientific equipment, for what he fears will be a slump in business if Britain votes to leave the world’s biggest trading bloc. “It is extremely difficult to prepare for and it worries me witless,” said the owner of PK Engineering. “But our disaster plan is very clear: if all the kit is paid for, we hang on to it and we ditch everybody apart from the core.” Britain’s big listed companies have appointed lawyers and strategists to identify the risks of a British exit, or Brexit. Wary of meddling in politics, however, they have largely not detailed their plans for the June 23 vote. But smaller companies in the manufacturing heartlands, crucial to the economy and often inextricably linked to continental Europe, are formulating contingency plans that illustrate the risks facing businesses across the country and the steps being taken to mitigate them. At the start of 2015, almost half of Britain’s private-sector turnover came from firms that employed fewer than 249 people, according to the Department for Business. For Cheetham his “disaster plan” involves jettisoning nearly half of his 30 employees if a Brexit compounds the drag from an already slowing global economy at his firm in the English rural town of Hereford. Across the nearby Welsh border, Gareth Jenkins, who runs a toolmaking firm, has identified which major customers in Europe are likely to abandon him should they have to accept higher costs or slower delivery times that might come from new border controls with EU countries if Britain leaves the bloc. He has calculated the financial impact and says in a worst-case scenario he could lose 25 percent of his turnover. LAHORE - Pakistani authorities on Monday hunted members of a Taliban faction which once declared loyalty to Islamic State after the group claimed responsibility for an Easter suicide bomb targeting Christians that killed at least 70 people. The brutality of Sunday’s attack by Jamaat-ur-Ahrar, the group’s fifth bombing since December, reflects the movement’s attempts to raise its profile among Pakistan’s increasingly fractured Islamist militants. At least 29 children enjoying an Easter weekend outing were among those killed when the suicide bomber struck in a busy park in the eastern city of Lahore, the power base of Prime Minister Nawaz Sharif. Pakistan is a majority-Muslim state but has a Christian population of more than two million. It was Pakistan’s deadliest attack since the December 2014 massacre of 134 school children at a military-run academy in the city of Peshawar that prompted a big government crackdown on
Islamist militancy. Military spokesman Gen. Asim Bajwa said intelligence agencies, the army and paramilitary Rangers had launched several raids around Punjab following the attack. “Number of suspect terrorists and facilitators arrested and huge cache of arms and ammunition recovered,” he said in a tweet that gave no detail. He could not be reached for further comment. Prime Minister Sharif toured hospitals full of victims, promising to bring justice. “Our resolve as a nation and as a government is getting stronger and (the) coward enemy is trying for soft targets,” Sharif said, according to a statement from his office, calling for stronger intelligence coordination.
Jamaat-ur-Ahrar claimed responsibility for the attack late on Sunday night and issued a direct challenge to the government. “The target was Christians,” a faction spokesman, Ehsanullah Ehsan, said. “We want to send this message to Prime Minister Nawaz Sharif that we have entered Lahore.” Lahore is the capital of Pakistan’s richest province, Punjab, and is seen as the country’s political and cultural heartland. Markets, schools and courts in Lahore were closed on Monday as the city mourned. Indonesia condemns bomb attack in Pakistan
JAKARTA - The Indonesian government has condemned those behind the bomb attack in Lahore, Pakistan, on the occasion of Easter Day celebrations last Sunday, leaving tens of people dead. The explosion in a parking area in Lahore city at 20:00 hours local time claimed the lives of 65 and left hundreds of people injured, including women and children. “The government and people of Indonesia express deep condolences to the people of Pakistan and its government, especially to the relatives of those who died,” the press statement issued by the Indonesian Foreign Affairs Ministry, received here on Monday, said. The ministry stated that any terrorist attack, irrespective of who carried it out, should not be tolerated. The Indonesian Embassy in Islamabad said no Indonesian citizens were among those injured in the terror attack. “When people in the world and Pakistan were celebrat-
ing the Easter Day, an act of terror occurred. Such attacks underline the importance of the international community enhancing cooperation further to fight extremism and radicalism,” the statement noted. The Indonesian Embassy continually coordinated with the security board and hospitals in Lahore City to gather information about any possible Indonesian citizens who could have been among the victims. JAKARTA - The Ministry of Health has advised people suffering from cough for two weeks or more to visit a doctor and undergo tuberculosis (TB) examinations at hospitals or public healthcare centers. “TB test and medical treatment for

video held in conjunction with World Tuberculosis Day on Thursday. Waworuntu remarked that TB was one of the five main causes of deaths in Indonesia, and globally, some 100 thousand people died every year of the disease.
“It is estimated that there are some one million new TB carriers every year. This number is equal to the population of Bogor City in West Java, or about one patient is infected every 30 seconds,” Waworuntu remarked.

ATLANTA - Quietly and efficiently, the Atlanta Hawks keep piling up victories. The team that headed into the Eastern Conference playoffs last season as the top seed could be this season’s darkhorse. Paul Millsap had 23 points, nine rebounds and five assists and the Hawks snapped the Detroit Pistons’ five-game winning streak with a 11295 victory at The Palace. Atlanta, which had eight players in double figures, won for the 13th time in its last 16 games. “I think we’re playing our best basketball right now,” said Hawks shooting guard Kyle Korver, who chipped in 12 points. “You look at a period of 10 games, 15 games, you can get a good grasp of where we’re at as a team. These last 15 or so games has probably been our best stretch of the season. We feel good about where we’re at.” Millsap, who was also a force at the defensive end with four steals and four blocks, left the game with 5:21 remaining after banging into Detroit center Aron Baynes. It was a second consecutive draw for two-time defending champion Spain, after its game against Italy on Thursday in Udine finished 1-1. Romania had beaten Lithuania 1-0 on Wednesday. Neither team was able to impress, and both failed to capitalize on the few scoring opportunities they created at the Cluj Arena. Speaking on French state television, Valls said the “strongest answer to terrorists, in addition to the deployment of all intelligence and security measures, is life. The terrorists wanted to suppress life (...). The Euro should be held, and will be held.” With Europe on high alert, there are concerns that Euro 2016 in France from June 10-July 10 could be targeted, and especially the fan zones where spectators gather to watch games on large screens. Valls said seven to eight million fans are expected to visit the openair areas and that authorities will ensure their safety with strengthened security measures. Security in fans zones “will be guaranteed with the same measures and methods as in stadiums,” ensuring that “the party can take place,” Valls said. In the wake of the attacks in Paris that left 130 people dead, France remains in a state of emergency which was recently extended to May 26 - two weeks before the opening game of Euro 2016. Tournament organizers have increased the budget for security by 15 percent. But fan zones, which are generally set up in squares or parks near the center of a city, are particularly vulnerable. According to senior officials handling tournament security, searches for explosives will be carried out at all fan zones when they open each day in the 10 host cities. There will also be systematic pat downs and metal detectors could be installed at entrances. Fans carrying large bags won’t be allowed inside and the areas will be placed under video surveillance. “France is a great and modern country which is capable of guaranteeing its citizens’ security,” Valls said. Kenya riot halts African Cup qualifier after disputed goal NAIROBI — Kenya faces sanctions for a riot that stopped play for more than 30 minutes on Sunday and forced police to fire tear gas into the stands to get angry fans out of the stadium in an African Cup of Nations qualifier against Guinea Bissau. Kenyan fans threw stones and other missiles at the Guinea Bissau bench, and at the fourth official on the sidelines, following a disputed goal for the visitors at Nyayo Stadium in Nairobi. Guinea Bissau won 1-0 to give Kenya little chance of qualifying for next year’s African Cup. The trouble started when Zimbabwean referee Norman Matemela awarded the winning goal to Guinea Bissau in the 81st minute, despite protests from Kenya players that the ball hadn’t crossed the line. Matemela stopped the game as missiles rained down and riot police moved onto the field to protect the players and officials. Police then fired tear gas at the rioting supporters. Most of those fans had been removed from the stadium by the time the referee restarted the qualifier for the final nine minutes. The Football Association announced the extent of the 23year-old keeper’s injury on Sunday, adding in a statement that Butland had returned home and would miss Tuesday’s friendly against the Netherlands at Wembley Stadium. Jamie Murray set for British first in doubles rankings
LONDON - Jamie Murray will become Britain’s first world number one professional tennis player since computerised rankings were introduced in the 1970s after the ATP World Tour confirmed on Sunday he will take top spot in doubles from Marcelo Melo.

The outer court Taman Ayun Temple, also known as Jaba, is situated at the outer side of the pool. There is a bridge over the pool to connect the outer court to the inner ones. ATLANTA - Quietly and efficiently, the Atlanta Hawks keep piling up victories. The team that headed into the Eastern Conference playoffs last season as the top seed could be this season’s darkhorse. Paul Millsap had 23 points, nine rebounds and five assists and the Hawks snapped the Detroit Pistons’ five-game winning streak with a 11295 victory at The Palace. With crisis plans and cuts, British bosses brace for Brexit HEREFORD - Above a factory floor of machines carving metal to within a millionth of a metre, Stephen Cheetham is preparing his company for the unknown: a British exit from the European Union. Since the government announced a referendum on Britain’s future in Europe, Cheetham has deferred investment decisions, put off expensive hiring and even bought equipment with his own money to avoid straining the balance sheet. The aim is to prepare his company, which makes parts for firstclass airline seats and intricate scientific equipment, for what he fears will be a slump in business if Britain votes to leave the world’s biggest trading bloc. “It is extremely difficult to prepare for and it worries me witless,” said the owner of PK Engineering. “But our disaster plan is very clear: if all the kit is paid for, we hang on to it and we ditch everybody apart from the core.” Britain’s big listed companies have appointed lawyers and strategists to identify the risks of a British exit, or Brexit. Wary of meddling in politics, however, they have largely not detailed their plans for the June 23 vote. But smaller companies in the manufacturing heartlands, crucial to the economy and often inextricably linked to continental Europe, are formulating contingency plans that illustrate the risks facing businesses across the country and the steps being taken to mitigate them. At the start of 2015, almost half of Britain’s private-sector turnover came from firms that employed fewer than 249 people, according to the Department for Business. For Cheetham his “disaster plan” involves jettisoning nearly half of his 30 employees if a Brexit compounds the drag from an already slowing global economy at his firm in the English rural town of Hereford. Across the nearby Welsh border, Gareth Jenkins, who runs a toolmaking firm, has identified which major customers in Europe are likely to abandon him should they have to accept higher costs or slower delivery times that might come from new border controls with EU countries if Britain leaves the bloc. He has calculated the financial impact and says in a worst-case scenario he could lose 25 percent of his turnover. LAHORE - Pakistani authorities on Monday hunted members of a Taliban faction which once declared loyalty to Islamic State after the group claimed responsibility for an Easter suicide bomb targeting Christians that killed at least 70 people. The brutality of Sunday’s attack by Jamaat-ur-Ahrar, the group’s fifth bombing since December, reflects the movement’s attempts to raise its profile among Pakistan’s increasingly fractured Islamist militants. At least 29 children enjoying an Easter weekend outing were among those killed when the suicide bomber struck in a busy park in the eastern city of Lahore, the power base of Prime Minister Nawaz Sharif. Pakistan is a majority-Muslim state but has a Christian population of more than two million. It was Pakistan’s deadliest attack since the December 2014 massacre of 134 school children at a military-run academy in the city of Peshawar that prompted a big government crackdown on
Islamist militancy. Military spokesman Gen. Asim Bajwa said intelligence agencies, the army and paramilitary Rangers had launched several raids around Punjab following the attack. “Number of suspect terrorists and facilitators arrested and huge cache of arms and ammunition recovered,” he said in a tweet that gave no detail. Prime Minister Sharif toured hospitals full of victims, promising to bring justice. “Our resolve as a nation and as a government is getting stronger and (the) coward enemy is trying for soft targets,” Sharif said, according to a statement from his office, calling for stronger intelligence coordination.
Jamaat-ur-Ahrar claimed responsibility for the attack late on Sunday night and issued a direct challenge to the government. “The target was Christians,” a faction spokesman, Ehsanullah Ehsan, said. “We want to send this message to Prime Minister Nawaz Sharif that we have entered Lahore.” Lahore is the capital of Pakistan’s richest province, Punjab, and is seen as the country’s political and cultural heartland. Markets, schools and courts in Lahore were closed on Monday as the city mourned. Indonesia condemns bomb attack in Pakistan
JAKARTA - The Indonesian government has condemned those behind the bomb attack in Lahore, Pakistan, on the occasion of Easter Day celebrations last Sunday, leaving tens of people dead. The explosion in a parking area in Lahore city at 20:00 hours local time claimed the lives of 65 and left hundreds of people injured, including women and children. “The government and people of Indonesia express deep condolences to the people of Pakistan and its government, especially to the relatives of those who died,” the press statement issued by the Indonesian Foreign Affairs Ministry, received here on Monday, said. The ministry stated that any terrorist attack, irrespective of who carried it out, should not be tolerated. The Indonesian Embassy in Islamabad said no Indonesian citizens were among those injured in the terror attack. “When people in the world and Pakistan were celebrat-
ing the Easter Day, an act of terror occurred. Such attacks underline the importance of the international community enhancing cooperation further to fight extremism and radicalism,” the statement noted. The Indonesian Embassy continually coordinated with the security board and hospitals in Lahore City to gather information about any possible Indonesian citizens who could have been among the victims. The government has appealed to the Indonesians in Lahore to remain calm, stay alert and avoid places that are vulnerable to terrorist attacks. Ministry advises TB test for cough lasting over two weeks
JAKARTA - The Ministry of Health has advised people suffering from cough for two weeks or more to visit a doctor and undergo tuberculosis (TB) examinations at hospitals or public healthcare centers. “TB test and medical treatment for
patients are free of charge at general hospitals and public healthcare centers,” Wiendra Waworuntu, director of prevention and control of communicable diseases of the Ministry of Health, stated during the launch of a public service announcement
video held in conjunction with World Tuberculosis Day on Thursday. Waworuntu remarked that TB was one of the five main causes of deaths in Indonesia, and globally, some 100 thousand people died every year of the disease.
“It is estimated that there are some one million new TB carriers every year. This number is equal to the population of Bogor City in West Java, or about one patient is infected every 30 seconds,” Waworuntu remarked.
She also pointed out that a single TB patient could spread the disease to 15 people annually if he or she is not treated. “We hope there would be greater awareness among the people regarding TB and its symptoms,” she added.(ant)

BUSINESS In Europe, states challenge austerity but lack cash to spend
LISBON — The construction cranes poking up from the jumble of terracotta roofs on Lisbon’s skyline can be counted on one hand — a dismal reminder for Ricardo Gomes of how little work there is for his construction company. The Portuguese Socialist government has promised to change that, advocating an end to Europe’s years of budget austerity by increasing spending and cutting taxes. Even respected independent policymakers, like the president of the European Central Bank, have said governments should do more to support growth. But there’s a catch: despite an easing in Europe’s focus on austerity, countries like Portugal or Italy that need to increase spending to boost economic growth can’t afford to do so without breaking the bloc’s rules. And those that can, mainly Germany, are still penny-pinching. “There are obvious limitations” in Portugal’s ability to finance its economy, says Gomes, CEO of construction company SETH. The country’s construction sector collapsed amid the financial crisis, which saw the state take a 78 billioneuro ($87 billion) bailout in 2011. The number of construction workers has more than halved from 612,000 in 2005 to roughly 277,000. Portuguese officials hope tax cuts coming into force this month will put
more cash in people’s pockets, generating a spurt of domestic demand and firing up the wider economy. That might have a modest impact, concedes Gomes, but he’s not expecting a big pay-off for firms like his. Capital is still too scarce for big, jobcreating investments, he says. The average price tag of a public works project in austerity-minded Portugal last year was a measly 89,000 euros (currently $99,000), according to sector association AECOPS. Public investment is being cut by a further 5.6 percent this year as the government strives to meet the eurozone’s demand for a budget deficit below 3 percent, from an expected 4.3 percent last year. Private investment is faring no better, as caution reigns: After years of handing out poorly judged loans, Portuguese banks are sitting on close to 18 billion euros of bad debt. Analysts were encouraged by the revised estimate, saying it provided momentum for the rest of the year, when they expect growth to reach a stronger if still-modest 2 percent annual rate. Ancestral cutural heritages are especially well preserved in areas like Kintamani, Bangli. This region that is famous for its tangerines has a tradional ceremonial games called magoak-goakan that is played once a year for Nyepi. There is a lot of meaning associated with this traditon. Magoak-goakan took place on March 3rd this year in Kintamani’s village sqaure where villagers started arriving at around 08:00 in “medium traditional” attire. Despite having to walk along 0.5 kilometers of highway, parents, children, young and old were all very enthusiastic. Armed with a desire to perform devotional works, people even line-up to be ablt to participate in the Goak-goakan game in which everyone is divided into groups 11 people. Each group is made up of all women or all men and each group forms a line by holding onto the person in front of them’s waist. The groups then start start to sing the goak-goakan song as they walk in a circle in the sqaure. As soon as the song ends, the end of each line breaks off and start people start chasing each other. This is when the real fun starts. Some participants fall down and other are pushed out of the delineated zone. Those who are captured are toppled down while the audience cheers and laughs. Chief of Kintamani customary village, Nyoman Sukadia, explained that this game has been part of Kintamani’s heritage ever since the village was firtst founded and is meant to cultivate a sense of patience, familiarity and unity amongst the villagers and also serves to divert energy away fom negative things. The day after the magoak-goakan, the villagers go to look for firewood in the nearby forest and for two days after the goak-goakan games, no one is allowed to conduct acitvities related to the earth such as hoeing the land. “This is one of the ways we use to achieve harmony with nature” explained Sukadia. The new Self Defence Force base on the island of Yonaguni is at the western extreme of a string of Japanese islands in the East China Sea, 150 km (90 miles) south of the disputed islands known as the Senkaku islands in Japan and the Diaoyu in China. China has raised concerns with its neighbours and in the West with its assertive claim to most of the South China Sea where the Philippines, Vietnam, Malaysia, Taiwan and Brunei have overlapping claims. Japan has long been mired in a territorial dispute with China over the East China Sea islands. “Until yesterday, there was no coastal observation unit west of the main Okinawa island. It was a vacuum we needed to fill,” said Daigo Shiomitsu, a Ground Self Defence Force lieutenant colonel who commands the new base on Yonaguni. “It means we can keep watch on territory surrounding Japan and respond to all situations.” Shiomitsu on Monday attended a ceremony at the base with 160 military personnel and around 50 dignitaries. Japan: Trouble reaching innovative new space satellite
TOKYO — Japan’s space agency says communication has failed with a newly launched, innovative satellite with X-ray telescopes meant to study black holes and other space mysteries. Japan Aerospace Exploration Agency spokeswoman Izumi Yoshizaki said Monday that efforts to restore communication links since the problem began Saturday afternoon have been unsuccessful, and it was investigating what might have happened to the satellite, which is called Hitomi and was launched Feb. 17. “We are really doing our best,” she said by telephone in Tokyo. She said the agency was looking into a statement from the Joint Space Operations Center, or JSpOC, the U.S. military organization that tracks and identifies objects in space, that Hitomi may have splintered into several pieces. Whether that had happened or not is unclear, Yoshizaki said.
Jonathan McDowell, an astronomer at the Harvard-Smithsonian Center for Astrophysics, said he suspected the satellite had suffered an “energetic event,” possibly a gas leak or a battery explosion, that sent it tumbling end-over-end. That would mean its antenna isn’t pointing where it needs to, which is why the satellite can’t communicate with the space agency, he said. The danger is that in that state, the satellite may not be able to draw the solar energy it needs to its panels and its battery will run down before the space agency can reconnect with the satellite and try to fix it, he said. “Everyone’s just gutted,” said McDowell, who works with another high-tech space X-ray telescope, Chandra. “To hear that they’ve run into this piece of bad luck, it’s so very sad. I know enough about how the sausage was made to know that this could have easily have happened to us. Space is very unforgiving.” (ap)

Microbe with stripped-down DNA may hint at secrets of life in an interview. Both researchers, from the J. Craig Venter Institute, are among the authors of a paper on the project released Thursday by the journal Science. The DNA code, or genome, is contained in a brand-new bacterium dubbed JCVI-syn3.0. The genome is not some one-andonly minimal set of genes needed for life itself. For one thing, if the researchers had pared DNA from a different bacterium they would probably have ended up with a different set of genes. For another, the minimum genome an organism needs depends on the environment in which it lives. And the new genome includes genes that are not absolutely essential to life, because they help the bacterial populations grow fast enough to be practical for lab work. The genome is “as small as we can get it and still have an organism that is
... useful,” Hutchison said. One goal of such work is to understand what each gene in a living cell does, which would lead to a deep understanding of how cells work, he said. With the new bacterium, “we’re closer to that than we are for any other cell,” he said. Another goal is to use such minimal-DNA microbes as a chassis for adding genes to make the organisms produce medicines, fuels and other substances for uses like nutrition and agriculture, said study co-author Daniel Gibson of Synthetic Genomics. The work began with a manmade version of a microbe that normally lives in sheep, called M. mycoides (my-KOY’-deez). It has about 900 genes. In short, there is massive transformation taking place”, said Deputy of Development and Foreign Tourism Marketing, Prof. Dr. I Gde Pitana on Saturday March 26th. The second problem is the massive shift of the lobour force from agriculturally based to non-agriculturally based. Balinese culture is based on agriculture. So , when agricultural lands are converted into nonagricultural lands the foundation of Balinese culture is under very serious threat of disappearing. Balinese culture is in fact specifically based on irrigated (paddy) cultivation. “I call this a rice-based culture. If the rice disappears, the cultural base also disappears, and then who will maintain the culture? If people are no longer
engaged in agriculture- what happens to the agrarian culture?” questioned Pitana. In order to maintain agriculture on the island, rigorous spatial planning is required, he said. “Despite being a very small country, Singapore can still retain about 20 percent of its land for green open space. Why can’t we do it?” he asked emphatically. Furthermore, in order to prevent a shift in labour away from agriculture so massive that Balinese culture is irreparably damaged, there needs to be incentive given to farmers for them to remain active in their field. “Everyone wants a larger income and better welfare, and we should not prevent farmers from wanting this too. What we can do is provide financial incentive to our friends and relatives who are willing to work in agriculture so that the financial gap between farmers and non-famers is not too big” he suggested. NEW YORK — Scientists have deleted nearly half the genes of a microbe, creating a strippeddown version that still functions, an achievement that might reveal secrets of how life works. It may also help researchers create new bacteria tailored for making medicines and other valuable substances. The newly created bacterium has a smaller genetic code than does any natural free-living counterpart, with 531,000 DNA building blocks containing 473 genes. (Humans have more than 3 billion building blocks and more than 20,000 genes). But even this stripped-down organism is full of mystery. Scientists say they have little to no idea what a third of its genes actually do. “We’re showing how complex life is, even in the simplest of organisms,” researcher J. SINGARAJA - Residents of Pejarakan Village, Gerokgak have been complaining about the presence of ‘modern chain convenience ‘ stores in their village. Ketut Soepart, Division Head of Economic and Development Affairs in the Regional Secretariat of Buleleng, has responded by confirming that such stores need to meet certain requirements before they can be issued a permit of operation. SOme of the main requirements that must be met are that the chain store meets the approval of adjacent residents and that the prescnec of the chain store not have harmful effects on small businesses in the vicinity. Previously, residents of Pejarakan had an open meeting with headman of Pejarakan Made Astawa, subdistrict head of Gerokgak Putu Ariadi Pribadi, chief of Gerokgak Police, Gusti Ngurah Alit Putra and chief of Gerokgak military region
through a representative of the local merchants association (APL). In the meeting it was made clear that: “the business (modern chain convenience store—Ed) must comply with the regional by-law an existing regulations. FOr example, modern chain stores must be at least 500 meters away from any traditional market, but the most important requirement is that the local community - especially adjacent residents, approve of the presence of the modern store The distance of modern stores from traditional market is set around 500 meters. The most important requirement is the approval of the local community, adjacent residents, chief of customary village and subdistrict head. If such business are unable to comply with the requirements then we will not process their request for a permit” said Soeparto, on Sunday (Mar. 27). He added that permits are issued
selectively according to the regulations and that any such business must be in possession of all the required permits before they are allowed to operate. “We will be looking into this matter- especially given that there are so many chain stores in Buleleng. Also, if people living around these stores do not want these stores operating in their area, then we obviously cannot support their operations. Even in the case where there is community support for the presence of the modern store, we still check to see if other local businesses are adversely affected, in which case we do not issue a permit” explained Soeparto. Soeparto emphasized to Pejarakan’s headman that the complaints of the people will be looked into. “The licensing of chain modern store must go through the Economic and Development Affairs office to be sure that regulations are being adhered
to. Depending on the circumstances of the potential location we will decide whether a permit is suitable or not. If there are many traditional markets near by - we will not issue a permit”, he said. Soeparto added that the Economic and Development Affairs office of Buleleng will coordinate with other agencies and the government of Pejarakan regarding modern chain stores, in order to find a solution to the problem as soon as possible. Furhtermore, Pejarakan village is not the only place in Buleleng where modern chain convenience stores have become a contentious issue. “We have received information from local residents but it is up to related agencies to enforce the law. Obviously if the business has a permit then they are allowed to operate but we still need to look at the situation because in the end the decision lies with the surrounding community. If
the local community does not agree to have such a business in their midst, it is hard for us to issue a recommendation for a permit” he said. According to head of the subdistrict of Gerokgak, Putu Ariadi Pribadi, the development of of modern chain stores needs to be stopped and any new stores must wait until they first have a permit. According to regional bylaw No.10/2013 regarding the arrangement and protection of traditional markets, there are still opportunities for the establishment of modern stores in rural area as long as these modern stores meets all the requirements -one of which is getting the approval of the local community. “This particular store in question does not hold a permit, therefor we are urging that they be shut down, until such a time as all the requirements for the necessary permits are first met” he concluded. Provincial govt unable to collect underground water tax DENPASAR
The authority of underground water (ABT) has been switched from district/municipal government to provincial government after the issuance of Law No.23/2014 on Regional Government. However, provincial government of Bali in this case the Revenue Service (Dispenda) is still unable to collect the underground water taxes. It happens because there is Law No.28/2009 on Regional Taxes and Levies stating if the authority lies in the district/municipal government.

Santha added that central government should clarify first the Law No. 28 if provincial government wants to implement the Law No. 23. Both laws have the same legal position because they are equally in the form of laws. “Both in the provincial and district/municipal government, we have no legal certainty for the implementation,” he explained. According to Santha, the government of Bali actually has gubernatorial regulation No. 16/2009 but it only regulates surface water, while the underground water has not been included in the gubernatorial regulation so that it needs revising. Revision of the gubernatorial regulation will be discussed with the Director General of Regional Finance, Ministry of Home Affairs in Jakarta on the on March 23. This moment will also be used to ask for confirmation to the Minister of Home Affairs related to the Law
No. 28. Or at least, the central government sends a letter to the governor formally related to the implementation of the Law No. 23 so as not to clash with the Law No. 28. “Home Minister should accomplish these two laws so that there is legal certainty in the province, our colleagues in the district / municipal government and people as the object of taxation and no delay will occur. Legal vacuum is not good in the public service,” he explained. Energy and Mineral Resources Division Head at the Bali Public Works Agency, Putu Agus Budiana, said that so far the district / municipality in Bali has issued 1,432 permits on the use of underground water. Most permits are issued in Badung and Denpasar. Currently the authority of issuing the permit has been withdrawn from the district / municipality to the province. ‘Batman v Superman’ shatters records with $170.1 mln debut
LOS ANGELES - “Batman v Superman: Dawn of Justice” steamrolled past records, debuting to a gargantuan $170.1 million over Easter weekend despite being pilloried by critics. That ranks as the top opening weekend for a DC Comics film, the best March launch ever, and the sixth biggest domestic opening weekend of all-time. It’s a shot in the arm for Warner Bros., which has been reeling from a series of costly bombs such as “Jupiter Ascending” and “Pan,” and is looking to the Dark Knight and Man of Steel throw down to kick off a series of inter-connected comic book franchises. Warner Bros. has already announced release dates for sequels and spin-offs for the next five years, with the first of these superhero adventures, “Suicide Squad,” coming out in August. “This sets us up well,” said Jeff Goldstein, Warner Bros. distribution executive vice president. “We’re very proud of what we’ve made before in the DC world and what’s coming in front of us is really exciting.” The studio spared no expense, tapping Ben Affleck to assume Batman’s cape and cowl, bringing back “Man of Steel” director Zack Snyder and Superman star Henry Cavill, and shelling out $250 million in production expenses, as well as millions more in promotional razzle dazzle. LOS ANGELES - U.S. pop star Mariah Carey said on Friday that she was canceling a tour stop in Brussels amid safety concerns following attacks this week that killed 31 people and injured some 270 more. The songstress, one of the best-selling female solo artists of recent times, was slated to perform in the now-racked Belgian city on Sunday as part of her “Sweet Sweet Fantasy” European tour. “I love my fans in Brussels and at this time I am being advised to cancel my show for the safety of my fans, my band, crew and everyone involved
with the tour. I hope to see you soon and send my prayers and eternal love,” she said in a statement on her Twitter account.
