SYDNEY - Kevin Rudd was sworn in as Australia’s new prime minister Thursday almost three years to the day since he was ruthlessly ousted from the job by Julia Gillard, as Labor desperately fights for electoral survival. The 55-year-old sealed his dramatic return after a leadership ballot on Wednesday, in which Gillard, the country’s first female premier, was deposed in a party-room vote and announced her retirement from politics. “I will do my absolute best,” said Rudd after being sworn in at Government House in Canberra by

Governor General Quentin Bryce, with his wife Therese Rein and children watching. Rudd’s resurrection marks a stunning turnaround for the former premier who will now lead Labor to elections scheduled for September 14, which polls predict Tony Abbott’s conservative opposition will win by a landslide .

Six key ministers resigned in the aftermath of Gillard’s dumping, including her most loyal supporter, Treasurer and deputy leader Wayne Swan. On Thursday, Gillard’s Transport Minister Anthony Albanese was sworn in as Rudd’s deputy while former Immigration Minister Chris Bowen was appointed treasurer, with other senior appointments yet to be made. Labor’s popularity has tanked under Gillard but Rudd, who ended a decade of conservative rule with a landslide 2007 election win, remains popular with voters and his elevation is expected to give the party a significant boost.

Analysts are tipping he will bring the election forward to August 24 in order to capitalise on an expected surge in Labor’s popularity, although Albanese said a “proper discussion” was needed first. “The party will unite behind Kevin Rudd’s leadership,” the new deputy said. Rudd could face his first test on Thursday if the opposition move a parliamentary motion of no confidence in the minority Labor government, which is dependent of the support of independents. There are seven crossbenchers in the House of Representatives and

Rudd needs to secure the support of the majority, which he should achieve with at least five expected to get behind him. The embattled Gillard called the leadership ballot after a day of internal party manoeuvring in favour of her arch-rival. Rudd won the vote of Labor lawmakers 57 to 45 -- the third time since the 2010 election that Gillard’s hold on power was tested. Errors in drug administration and diagnosis are vulnerable to occur in health services such as in hospitals, especially if the number of patient reaches hundreds to thousands of people. Potential for the errors will be greater when patients have name similarity. To minimize the possible number of errors and increase the patient safety, the Sanglah Hospital applies the use of wristband to patient. Director of Medical and Nursing Services of Sanglah Hospital, A.A.N. Jaya Kusuma, when met on Wednesday (Jun 26) described the patient wristband was one of the JCI standards for patient safety. It aimed to ensure that the identification of patient so that the errors could be avoided in providing medical treatment. On the wristband was mentioned the name and medical record number of patient. “So, even though the name of patients may be the same, their medical record number is different. To that end, before taking action the doctors and nurses need to match the data in the medical record with the identity listed on the wristband,” said Jaya Kusuma. Once the name and medical record number had matched, added Jaya Kusuma, the treatment would then be given in accordance with the patient’s illness. There were four colors of wristband given for the patient safety and identification. According to Jayakusuma, those colors were pink, blue, red and yellow. Pink and blue wristband were for gender identification, where pink was identification for female patient, while blue for male patient. Meanwhile, red wristband was intended for patients having drug allergies and yellow wristband for patients having a risk of falling. “The risk of falling means that they

are vulnerable to fall out of bed due to declining condition or because the doctor has given a drug with spinning effect in patients,” said Jaya Kusuma. For patients with the risk of falling was usually given special treatment by nurses like bed safety and preparation of the commonly used items within the reach of patient. “Thus, patients can take them at ease,” said Jaya Kusuma. He added there was an incident in the hospital where patient did not die of illness, but dies of falling from bed. “It’s the risk we want to prevent,” he added. A patient could wear more than one wristband in accordance with its category. “If a patient has allergies and the risk of falling, it will use three wristbands of different colors namely pink or blue, red and yellow,” said Jaya Kusuma. Such wristband identification was also applied to toddlers. Apart from wristband pursuant to their gender, they would also put on pink wristband containing her mother’s name to prevent the swapped incident. Since the application of patient wristband, according to Jaya Kusuma, the misconduct in Sanglah Hospital much decreased. “Previously, there was always such incident, especially in drug delivery. Indeed, the case was not a lot, but since the implementation of wristband identification the case diminished considerably,” he said. (san)

Unidentified body found floating Denpasar (Bali Post)—

Fishermen ordinarily catching fish in the waters of Uluwatu, South Kuta, Badung, were shocked by the discovery of a floating body, Wednesday (Jun 26). Condition of such unidentified body alias Mr. X had decomposed and only put on underwear. SAR personnel of the Bali Marine Police immediately evacuated and the victim’s body was then rushed to Sanglah Hospital. Patrol Chief Unit, Directorate of Marine Police, Bali Police, Nyoman Sukasena, explained the discovery of the unidentified body was around 11:30 a.m. Previously, a fisherman saw an object floating in the waters of Uluwatu, exactly in front of the Hotel Nikko Nusa Dua (about 2 miles from the coast). When approached, in fact it was a dead human body having been in decomposed condition. Having received the report, the SAR Team of Bali Marine Police led by SAR Section Head Putu Suara Dinata directly came down to the scene. Armed with complete equipment, they made

evacuation and the body was landed at Benoa Harbor. “We have not known the victim’s identity. When found, the victim was only putting on underwear,” explained Sukasena on Wednesday. Such male victim had tattoo on left chest and in the back. Meanwhile, there were no identities found on the victim’s body. “After the finding of the body, we immediately made coordination with all ranks. However, so far there have been no reports of people who lost their family member. Well, for people who have lost their family member, please report and check to Sanglah Hospital,” he explained. He explained that before the body discovery in the waters of Uluwatu, his party also received a similar report. However, the report was received on Sunday (Jun 23) at 10:00 a.m. At that time, there was fisherman claiming to see a body floating in the waters of Lembeng Beach, Gianyar. Perforated bridge makes motorists hesitant Tabanan (Bali Post)—

Aside from potholes, several bridges connecting villages in Tabanan have been in fragile condition. One of them is the Yeh Ho Bridge at Pacut hamlet, Rejasa village, Penebel. Condition of the bridge connecting the two subdistricts is alarming. Many parts of the wooden deck of the bridge have perforated and broken. Such condition makes all the passing motorists angst-ridden. They worry if the bridge will collapse and claim casualties. Such damage has occurred for long time, approximately for two years. More hazardously, lots of bolt used to fasten the wooden deck have come off. As a result, the pieces of wood passed by wheels of vehicle were then broken and holey. Apparently, the iron balustrades of the bridge also begin to bend. “Residents have long complained about the bridge condition. They worry if the bridge will collapse when passed through by vehicles,” said Wira, 50, one of the riders, Wednesday (Jun 26). Wira added the bridge was the main connecting access for two communities, namely Rejasa and Timpag, Kerambitan subdistrict to be passed every day, including the transportation of harvest yield and the other commodities. Due to old age, the bridge was no longer feasible, especially its wooden deck. Similar complaint was expressed by Wayan Begeh, 60, another resident. The man confessed he crossed the bridge almost every day when going to rice field. Since there was no other closer path, he and the other residents continued to use the bridge. “With such condition, we slightly worry,” he complained. Moreover,

condition of the river below the bridge was very steep, about 20 meters deep. They worried about falling to the bottom of the river when the bridge suddenly collapsed when being passed as the case occurred a few years ago. Since the wooden deck of the bridge was damage, a car driver had freefall into the river. Fortunately, the terrible driver could survive. Residents expected the bridge could be immediately repaired and passed with ease. Based on information of residents, the bridge was built in 1994 funded by self-finance and government assistance. Since the bridge was established, it had been renovated for two times, most recently in 2005. The last renovation just replaced the deck. “Now, many pieces of the wooden deck have been broken and perforated,” said another resident. Although the road was small, the bridge was always passed through by numerous fourwheel vehicles, even trucks carrying goods. Such condition made people more wary. If it collapsed, residents would certainly get isolated and should take alternative path with a distance of about 20 km. The Division Head of Highways of the Tabanan Public Works, Ketut Simbar, affirmed the fragile bridge had been included in the list of repair project of the Tabanan County. He made sure the repairs would be undertaken in 2013. “Our team has come down to the field and measured the location. It will be definitely repaired this year,” he said via telephone. According to information at issue, such an activity was just an approach attempt to streamline a mega project in the region. According to information, the investor would build tourism facilities at Tanjung Benoa at an area of approximately 300-400 hectares. Unmitigatedly, to make it happen, the investor reportedly would perform reclamation around the area of Pudut Island. Based on the spreading information, it was also mentioned if the investor that would build the tourism resort was the party bringing in Cristiano Ronaldo to Bali. When confirmed the matter on Wednesday (Jun 26), the South Kuta community leader, I Nyoman Karyana, claimed to have heard the information. However, to his knowledge it was just a rumor in the community. “To my knowledge, there is no reclamation plan including such a project plan. But I indeed have heard such an issue in the society,” he said. Similar comment was also expressed by a legislator of the Badung House, I Nyoman Giri Prasta. He also mentioned if he never heard the information on the reclamation for the sake of megaproject at Tanjung Benoa. Nevertheless, he admitted that he would explore the information. “I do not know about it.

Where did the information come from? Which authorized institution is it? Let me search for the information first,” said Giri Prasta. Meanwhile, Chief Executive of Bali Mangrove Care Forum doubling as the Head of Tanjung Benoa People’s Empowerment Agency (LPM), Wayan Dharma, last Wednesday denied if the mangrove planting activity had been linked to the news of a mega project at Tanjung Benoa. According to him, the Mangrove Care Forum aimed to preserve the mangrove forests. He confirmed that his party would likely put the body if there would be parties wishing to tamper with the sustainability of the mangrove forests. “We will maintain to the extent of the mangrove zone. If the mangrove zone is tampered, we’ll even speak up,” he said. He said further that mangrove forests in the area of Tanjung Benoa were very alarming. The mangroves were damaged by sewage and waste pollution, especially plastic waste. Meanwhile, the public awareness remained low as evidenced by the fact

that many perpetrators disposed waste in the mangroves. Condition of the mangrove forests at Tanjung Benoa in particular and Badung in general was alarming. Aside from waste, the damage was also caused by physical development in the surrounding mangrove areas. Data of the Badung Livestock, Fisheries and Marine Affairs indicated if the mangrove forest area in Badung spread across 753.5 hectares located at six points. Of such extent, 22.83 percent of the mangrove forest was in severely damaged condition. In details, the area of mangrove forest at Tanjung Benoa village reached 39 hectares. A total of 22.83 percent had been in severely damaged condition. At Benoa village lay 298 hectares, in which 76.92 percent of them was severely damaged and at Jimbaran covered an area of 173 hectares and 47.65 percent of them was seriously damaged. Meanwhile, at three other points respectively at Kedonganan (65.5 ha), Tuban (53 ha) and Kuta (126 ha) were claimed to have no damage. (kmb25/kmb21)

MANGUPURA - The Investment Coordinating Board (BKPM) recorded the realization of domestic and foreign investment in the agricultural downstream industrial sector reached USD 12.4 billion or 13.1 percent of total realized investment in Indonesia for that period. Singapore, Taiwan and Japan were the three largest sourcing countries of investment in this sector in Indonesia. Deputy of Investment Promotion of the BKPM, Hima H Djojokusumo, said the sector would be focused and worked on together by relevant ministries. “Realization of investment in this sector should be higher than the target of 30 percent this year. Target of the investment realization this year comes to around IDR 390.2 billion,” said Hima in Nusa Dua, Wednesday (Jun 26). He said the total investment realization in the period of first quarter of this year reached IDR 93 trillion. He was optimistic the target could be achieved and even exceeded because many investments had got the license but not yet realized. “We are optimistic the target will be achieved. Also we have investment in the mining downstream industrial sector that will sustain these achievements,” he said. He explained the realization of investment for mining downstream industrial sector having a greater contribution to the entire realization of investment in the same period reached 17.9 billion or 18.9 percent. “The three largest investor countries in that sector consist of South Korea, England and Australia,” he said. Meanwhile, the Head of Bali Investment Coordinating Board (BKPMD), Ida Bagus Parwata, on that occasion said that realization of foreign investment (PMA) and domestic investment (PMDM) during January-March in Bali reached IDR 3.8 trillion. In 2013, the provincial government targeted to reach the domestic and foreign investment at IDR 9 trillion. “This year, we are targeting the total private and government investment to reach IDR 28 trillion in the effort to achieve the Bali’s economic growth at 7.1 percent,” he explained. In a meeting of all the boards (BKPMD) from 33 provinces in Indonesia was also attended by investors from a number of countries such as Australia, Japan, South Africa and others. The meeting was to encourage local governments to help create conducive climate for the incoming investment. He was optimistic the target of investment this year could be achieved. Even, today the number of incoming investment applications since the beginning of this year had reach IDR 2.6 trillion. “However, the realization has reached IDR 3.8 trillion. Organda of Bali Chapter sets a 20percent public transport tariff hike Denpasar (Bali Post)— The Land Transportation Organization (Organda) of Bali Chapter eventually set the public transport tariff increase by 20 percent. Such an increase was adjusted to the purchasing power and public interest aside from avoiding the flush that arose in the public transport entrepreneurs. “Based on the results of meeting, we decided to raise the non-economic public transport tariff by 20 percent and the urban transport within province (AKDP) by 20 percent. Especially for the AKDP, the new tariff will apply as of July 1, while that of non-economic public transport has been in force,” said Head of the Land Transportation Organization of Bali Chapter, Ketut Edy Dharma, in Denpasar, Wednesday (Jun 26). According to him, the tariff increase by 20 percent was ascertained to have an impact on the public interest in public transport mode. To that end, his party appealed to the public transport entrepreneurs to improve their service to community. “I hope the employers to improve the services as compensation of the tariff increase, so that the public transport remains in demand and it is not even neglected due to the tariff adjustment,” he said. Related to the tariff increase of the urban public transport, Eddy Dharma Putra delivered it completely to the respective Organda chapter in each region. “For the increase in the urban public transport tariff, we submit to the authority in the county/municipality Organda,” he said. Meanwhile, the Head of Land Transportation Organization of Denpasar Chapter, I Gede Semara, when asked for his confirmation related to the increase in the public transportation tariff said that his party with the Transportation Agency and a number of public transport owners agreed to raise the public transport tariff by 33 percent. Such tariff increase would be in force on July 1. “It remains temporary or not final because it must wait for the mayoral approval. However, based on the agreed draft there will be an increase of 33 percent for public transport in Denpasar,” he said. According to him, the policy of increasing the tariff should wait for the mayoral decree first. The proposed draft contained the tariff originally IDR 6,000 was increased to IDR 8,000 and the tariff originally IDR 5,000 was increased to IDR 7,000. Meanwhile, the tariff for students originally IDR 1,500 was increased to IDR 2,000. Nevertheless, the note in the meeting was the condition in the field. “Later, it will also be considered the real condition in the field. The drivers are still tolerated if some of them do not want to raise the tariff. It corresponds to the condition of passengers in Denpasar which is increasingly desolate,” he explained. Fuel goes up, subsidy to roro vessel increases Semarapura (Bali Post)— Price hike in Premium gasoline and diesel fuel to reduce the burden of fuel subsidy of central government was inversely proportional to the impact in the region. Due to the fuel price hike, subsidies to Nusa Jaya Abadi roro vessel will increase. The Head of Klungkung Transportation, Communication and Informatics Agency, Nengah Sukasta, said on Wednesday (Jun 26) the subsidy for roro vessels would increase by 22 percent of the total subsidy worth IDR 1.5 billion to IDR 1.83 billion. With the fuel price hike, the tariff of crossing service would automatically increase, too. He explained before the fuel price hike, there had been a tariff adjustment draft in 2012. However, the results were still under discussion. According to him, since there was a fuel price hike, the draft should also be amended. “However, we have not taken such a measure yet,” said Sukasta. In the draft, the tariffs were described to rise by 10 percent, where the tariff of motorcycle was IDR 20,400, minibus (IDR 176,600), freight truck (IDR 140,400), medium truck (IDR

250,000) and large truck (IDR 450,000). Meanwhile, the passenger tariff was designed to increase from IDR 15,400 to IDR 25,000. He explained the tariff increase draft could not cover the amount of subsidy each year. With such fuel price hike, the draft would be adjusted. He supposed if the roro vessel could serve more than once trip a day, there would be a reduction in subsidies to below IDR 1 billion. “Moreover, if it can serve three trips a day, it can even make profits. Unfortunately, the passenger is only a few, while the busy

period only occurs during holidays,” he said. Later, he would propose if there was an increase in the subsidy to roro vessel. Since the beginning, he hoped the roro vessel crossing could make more than one trip. Likewise, he had previously been trying to gather some parties involved, such as the harbor master, Padangbai Harbor Police, ASDP and the group of boat entrepreneurs. Unluckily, the meeting often had a deadlock because one of them was not willing to attend whereas during holidays the number of passenger of Nusa Jaya Abadi roro vessel from Padangbai to Nusa Penida often surged. The addition of crossing trip to Nusa Penida was highly needed during holidays to anticipate the surge of passengers to Nusa Penida. In the future, the parties having not agreed to the additional trip request during holidays could realize the importance of such additional trip for the sake of convenience and safety of passengers in crossing. Dengue fever spreads

People urge Badung Health Agency to act Bali Post

MANGUPURA - Dengue fever (DB) began to spread at Sibang Kaja village, Abiansemal subdistrict. At Piakan hamlet, there have been three families attacked by dengue fever since the past week. Residents starting to feel restless urged the Badung government to come down and make anticipation. Wayan Pageh, one of the residents of Piakan hamlet, said on Wednesday (Jun 26) that last week one of the local residents suffered from dengue fever. At that time, his party immediately reported the case to hamlet chief. For healing, the patient was brought to community health center including to the Badung Hospital. The problem did not stop at that point because after the patient recovered, the other residents were even affected by the dengue fever. His party suspected if the dengue fever had spread so that it required a treatment as soon as possible. He said the community health center had come down to check. However, the result was not known so far. Pageh also asked the government to follow up the case of dengue fever in order not to

spread further. Meanwhile, the Head of the Badung Health Agency, I Gde Putra Suteja, said his party had not received any report yet regarding the dengue fever case at Piakan hamlet. an important presentation illustrating how the ISA will help and work with existing and prospective new members in Asia to effectively build their organizations.” The Symposium begins on Monday July 1st at the Quiksilver Indonesia office on Jalan Legian in Kuta, with ASP Australasia Head Judge and ISA Judging Adviser Glen Elliott (Australia) as the keynote speaker and leading off as the instructor of the ISA International Judging and Officiating Course. LISBON - Portuguese trade unions staged a one-day general strike on Thursday against relentless austerity which has deepened the worst economic slump since the 1970s, but support outside the public transport sector was patchy and the government seemed unlikely to back down. Previous strikes and protests about the tough terms of Portugal’s 78 billion euro ($100 billion) bailout by the European Union and IMF in 2011 have been largely non-violent, unlike unrest in Greece or more recently Brazil and Turkey. Secretary-General Ban Ki-moon had been on standby in Cyprus since April, unable to enter Syria as Western governments accused President Bashar al-Assad’s forces of chemical weapons attacks. They were sent to Turkey this week and its head, Swedish scientist Ake Sellstrom, was meeting Turkish Foreign Minister Ahmet Davutoglu on Thursday, a senior Turkish official told Reuters. The Syrian government and rebels fighting it have accused each other of using lethal chemical agents, including sarin gas, in the two-year-old conflict. More than 100,000 people have been killed since fighting began in March 2011 in what is the longest

and most violent of the recent Arab uprisings, according to the British-based Syrian Observatory for Human Rights. Western governments have grown frustrated that the U.N. mission has been unable to make progress on investigating the claims, a diplomat told Reuters. Associated Press Writer LONDON — The day began, oddly enough, with word that Roger Federer’s orange-soled shoes did not conform to Wimbledon’s all-white dress code and would need to be replaced. It ended, shockingly enough, with Federer losing in the second round at the All England Club, his earliest Grand Slam exit in a decade. It ended his record streak of reaching at least the quarterfinals in 36 consecutive major tournaments. And in between? Oh, there was so much more to this unpredictable Wednesday, including four-time major champion Maria Sharapova’s loss to a qualifier, and the injuries that forced seven players to leave because of withdrawals or mid-match retirements, believed to be the most in a single day at a Grand Slam tournament in the 45-year Open era. In that group: second-seeded Victoria Azarenka; sixth-seeded Jo-Wilfried Tsonga; Steve Darcis, the man who stunned 12-time major champion Rafael Nadal in the first round; and 18th-seeded John Isner, who will forever be remembered for winning a 70-68 fifth set in the longest match ever, more than 11 hours. This time, Isner lasted all of 15 minutes, stopping in the third game after hurting his left knee. Federer, Sharapova and Azarenka were three of seven players who have been ranked No. 1 that departed in a span of about 8½ hours. They also were among 12 seeded players heading home. Most remarkable of all, of course, was Federer’s 6-7 (5), 7-6 (5), 7-5, 7-6 (5) loss to 116thranked Sergiy Stakhovsky in the day’s last match on Centre Court. BELO HORIZONTE, Brazil — Brazil’s players wept with joy inside the stadium, and Brazilian protesters were sprayed with tear gas outside it as the country’s national football team reached the Confederations Cup final despite another wave of mass demonstrations on the streets. Brazil beat neighbors Uruguay 2-1 with an 86th minute header from Paulinho in a performance that failed to reach the commanding heights of earlier games. As thousands of anti-government protesters clashed with police nearby, inside the Mineirao Stadiujm, Brazil’s footballers reached Sunday’s final in Rio de Janeiro with a patchy display. Security was high at the semifinal as protesters, in part angered by the billions of dollars spent on World Cup preparations, targeted this high-profile semifinal in the latest in a series of demonstrations that have taken place in Brazil during the Confederations Cup. They were met by tear gas and rubber bullets during clashes with police, but the match itself was unaffected by the protests. Protests have already been announced for Sunday’s final at the Maracana Stadium. “It’s a new team and this is going to help us grow for the World Cup,” Brazil goalkeeper Julio Cesar said. “We know that we can face a very difficult opponent (and win).”

Cesar prevented Uruguay from taking the lead in Belo Horizonte, saving a penalty kick from Uruguay striker Diego Forlan in the 13th minute. The save turned out to be decisive. Just as they later did for the winner, Paulinho and Neymar combined to help set up Brazil’s opener just before halftime. Neymar brought down Paulinho’s high ball and, after his initial shot was saved by goalkeeper Fernando Muslera, Fred pounced on the loose ball to score. Although Edinson Cavani seized on sloppy defending to equalize for Uruguay three minutes into the second half, Brazil finally started to click as an attacking force and now either Spain or Italy stand between the host nation and a third consecutive Confederations Cup title. “We are not ready yet,” Brazil coach Luiz Felipe Scolari said. “We have to go through this, through all these situations so we can grow and evolve ... and reach the World Cup in better shape.” “What I have to show them

Real Madrid announced Thursday it has reached a deal to sign Malaga midfielder Francisco “Isco” Alarcon, one of Europe’s most prized young players. Madrid club president Florentino Perez told Spanish national radio that “we have a deal with the club and we have a deal with the player.” Perez said Isco would need to pass a routine medical exam and that it was “probable he will be presented next week.”

The 21-yearold Isco helped Malaga reach the Champions League quarterfinals last season and guided Spain to the under-21 European title this summer. Since Malaga lured him away from Valencia in 2011, Isco quickly became a team leader with his passing, dribbling and goal scoring. He netted 12 goals in all competitions for the Costa del Sol side last season. JAKARTA - Malaysia on Thursday stepped up pressure on Indonesia to do more to stop outbreaks of smog after fires on Sumatra island sparked Southeast Asia’s worst air pollution crisis for years. Palls of smoke from slash-andburn agricultural fires pushed haze levels to record highs in Singapore last week, shrouding the city in smog, and badly affected parts of Malaysia. While smog is an annual occurrence during the dry season this year’s outbreak has been the worst for years, sparking tension between Indonesia and its neighbours. After meeting his Indonesian counterpart in Jakarta, Malaysian Environment Minister G. Palanivel urged Indonesia to ratify a key Southeast Asian treaty aimed at tackling smog. “The environment minister has to deal with this ratification,” he said. “If they can ratify the treaty then they can go forward.” The Association of Southeast

JAKARTA - The number of hotspots in Riau province has dropped from hundreds in the beginning of the dry season to only four on Thursday following artificial rain making operations. “Since the operations started on Saturday until Thursday the number of hotspots has dropped from 194 to only six,” head of the technical unit of rain making operations of the Agency for Technology Assessment and Application (BPPT), Heru Widodo, said in a seminar here on Thursday. He said from Saturday to Thursday rain making operations had been carried out eight times using a Hercules plane and a Cassa plane with a total of 26.4 tons of salt dropped to seed clouds. He said hotspots usually emerged in the middle of dry season between August and September but this time they already emerged at the beginning of the dry season. “There are weather anomalies. When we first came the weather in Riau was very dry. This was caused by Leepi tropical storm that emerged in the Philippines, absorbing water vapor in Kalimantan and Sumatra followed by Babinca tropical storms in South China Sea,” he said. He said after cloud seeding operations were done rain started to fall in the second day of operations and until the sixth day of operations six districts hit the hardest by fires had received rain namely Bengkalis, Rokan Hulu, Indradiri Hilir, Siak, Palalawan and Pekanbaru. He said hotspots now also started to appear in Central and South Kalimantan, Jambi and South Sumatra, making his team and other teams from other agencies to be alert. BPPT deputy head for natural resource development technology Ridwan Djamaludin meanwhile said ideally BPPT must have 10 special planes for weather modification operations. “Right now there are only five planes available for the operations namely three from private paries, one Hercules from the air force and one from BPPT,” he said.

Asian Nations (ASEAN) agreement is aimed at tackling the annual outbreaks of smog by increasing regional cooperation. It was struck in 2002 following Southeast Asia’s worst haze crisis in 1997-1998, that was estimated to have cost the region $9 billion. But while the ASEAN deal is principally aimed at stopping haze that comes from forest and slash-and-burn fires in Indonesia, Jakarta is the only member of the 10-country bloc yet to ratify it. Environment Minister Balthasar Kambuaya said Thursday Indonesia was “in the process” of ratifying the treaty. Palanivel said that a meeting between five ASEAN members on haze scheduled for August would be brought forward to July

17 due to the current crisis. Highlighting raised tensions between Singapore and Indonesia, unidentified hackers on Thursday attacked the site of Singapore-based Eu Yan Sang, a leading retailer of traditional Chinese medicine. “Do not blame Indonesia just because the air in your country is polluted,” said a message posted by the hackers. Thousands are tackling the fires, which are centred in Riau province on the island of Sumatra. The blazes eased Wednesday after heavy rainfall. The skies in Singapore are now clear thanks to rains and favourable winds and in Malaysia on Thursday the haze eased dramatically as rain fell in many places after hitting hazardous levels in recent days.

JAKARTA - The Japan government to ease off entry visa requirements for some ASEAN countries where Malaysia and Thailand nationals are exempted for visa while nationals from Indonesia gets extension of period of stays for those holding multiple entry visa, official said. “The visa-related policy will be implemented starting July 1,” Press Attache of Japan’s Embassy in Jakarta said on Thursday. The new policy is made in celebration of the 40th Year of ASEAN-Japan Friendship and Cooperation. For Indonesia nationals, the length of stay for holders of multiple entry visas - ordinary passport holders who reside in their home country - for short-term stay will be extended from 15 days to a maximum of 30 days. The further development of Japan-Indonesia exchange is expected as a result of the extension of period of stay for multiple entry visas, including increases in the number of tourist from Indonesia who visit Japan and the enhancement of the ease of business transactions between the

two countries. Meanwhile nationals of Thailand in possession of ordinary IC passports who wish to enter Japan for a period not exceeding 15 consecutive days for short-term stay will be made exempt from the visa requirements. However, those entering Japan with intentions other than those noted above; or in other words, those who wish to stay in Japan for short-term stay of over 15 days or who wish to stay for purposes such as work, will be required to obtain visas in advance. In addition, this visa exemption applies only to those with an ordinary IC passport. Nationals of the Kingdom of Thailand who do not hold an ordinary IC passport continue to be required to obtain a visa. As to nationals from other ASEAN countries namely Vietnam and the Phillippines, they are given multiple entry visas for short-term stay to nationals of the Republic of the Philippines (ordinary passport holders) who reside in their home country.

EU summit aims to rescue ‘lost generation’ Agence France-Presse

BRUSSELS - EU leaders begin a two-day summit on Thursday aiming to put the worst of the eurozone crisis behind them with an action plan to tackle youth unemployment now hitting one out of four European youngsters. Warnings of a “lost generation” -- particularly in the worst affected countries of southern Europe -- are adding urgency to the talks in Brussels amid record-high disgruntlement in the streets of Europe. “We will focus on tangible measures,” European Union president Herman Van Rompuy promised ahead of the summit, which officially kicks off at 1430 GMT. The leaders are expected to speed up disbursement of funds already agreed for youth unemployment projects, as well as improving access to credit and increasing youth mobility across European borders. “This is an urgent situation and we urge European leaders to act concretely to confront it,” said Bernadette Segol from the European Trade Union Confederation (ETUC) which is being invited to pre-summit talks for the very first time in a gesture highlighting the drama of youth joblessness. As the eurozone recession grinds on, the youth jobless rate is highest in Greece at 62.5 percent, followed by Spain, Portugal and Italy. Italian Prime Minister Enrico Letta, who has pushed for unemployment to be top of the agenda at the talks on Thursday and Friday, said the leaders would “fight a great battle, a European battle”. There is broad consensus on a proposal to speed up disbursement of a 6.0-billion-euro ($7.8-billion) fund starting in January 2014 in the regions where youth unemployment is above 25 percent. The leaders are also hoping to accelerate implementation of a Europe-wide scheme to guarantee a job or training offer for any young person within four months of their finishing studies or losing their job. A proposal to use the European Investment Bank to help tackle the problem is proving more controversial and Letta said there was a “tug-of-war” with Germany over the proposals. Marie Diron, an adviser at US consultancy Ernst & Young, played down expectations saying there was “little that can be done that would significantly reduce youth unemployment in the short-term”. The eurozone debt crisis may have eased, allowing governments some leeway on austerity in favour of growth, but the question is how far they can go without compromising hard won gains. Germany, the bloc’s biggest economy and paymaster, insists that strained public finances still have to be put right if the EU is to get back on track, while France under Socialist President Francois Hollande says growth is the priority. And the summit comes against a distinctly mixed backdrop -- the European economic outlook is for further recession and the global picture is uncertain as concern grows over a possible credit crunch in China. Borrowing costs kept low by central bank intervention are also beginning to rise and could go much higher, clouding the outlook for business and states whose debt burden will now only weigh heavier. Summit participants are expected to discuss the state of play in efforts to create a banking union but further steps towards integration in the eurozone are likely to be held off until after Germany’s elections in September.

South Korea raises 2013 growth outlook to 2.7 percent Agence France-Presse

SEOUL - South Korea on Thursday raised its 2013 economic growth outlook to 2.7 percent from 2.3 percent, citing payoffs from back-to-back stimulus measures. The last forecast predicting a 2.3 percent GDP growth was made in March. “We expect to see our economic growth rate to rise by 0.4 percentage point from the previous forecast given the policy impact from the extra budget, property-boosting measures and the interest rate cut,” Choi Sang-Mok, the head of the finance ministry’s

economic policy bureau, told journalists. The government also predicted that the fourth largest economy in Asia would expand four percent next year. Since President Park Geun-Hye took office in February, the government has engaged in various stimulus efforts including a 17.3 trillion won ($14.99 billion) supplementary budget alongside a set of policies aimed at boosting the slumping property market and encouraging corporate investment. Some analysts, however, have warned that the government has set its bar too high, pointing out the latest volatility over a feared winding down of the US stimulus programme.

China urged to end forced resettlements in Tibet Reuters BEIJING - A human rights group appealed to China on Thursday to end what it called forced “mass rehousing and relocation” of ethnic Tibetans that it said had uprooted more than two million people in the past seven years. The report, by New York-based Human Rights Watch, said Chinese authorities threw lives into disarray by denying rights to forcibly relocated ethnic Tibetans with insufficient compensation, sub-par housing and lack of help in finding jobs. “The scale and speed at which the Tibetan rural population is being remodelled by mass rehousing and relocation policies are unprecedented in the post-Mao era,” said Human Rights Watch China Director Sophie Richardson.

“Tibetans have no say in the design of policies that are radically altering their way of life, and - in an already highly repressive context no ways to challenge them.” More than two million Tibetans had been relocated in Tibet since 2006, as have hundreds of thousands of nomadic herders in the eastern part of the Tibetan plateau such as in Qinghai province, the report said. The programme’s aim, it added, was to help economically, but also to combat separatist sentiment “and

is designed to strengthen political control over the Tibetan rural population”. Phone calls to the Tibet autonomous region government office seeking comment were not answered. CHINA DEFENDS DEVELOPMENT POLICY Foreign ministry spokeswoman Hua Chunying said she hoped those issuing the report could “remove their coloured glasses” in terms of China’s achievements in development policy. MOSCOW — Moscow’s main airport swarmed with journalists from around the globe Wednesday, but the man they were looking for, National Security Agency leaker Edward Snowden, was nowhere to be seen. The mystery of his whereabouts only deepened a day after President Vladimir Putin said that Snowden was in the transit area of Sheremetyevo Airport. There were ordinary scenes of duty free shopping, snoozing travelers and tourists sipping coffee but no trace of America’s most famous fugitive. If Putin’s statement is true, it means that Snowden has effectively lived a life of airport limbo since his weekend flight from Hong Kong, especially with his American passport now revoked by U.S. authorities. Adding to the uncertainty, Ecuador’s foreign minister said it could take up to two months to decide whether to grant asylum to Snowden and the Latin American nation would take into consideration its relations with the U.S. Foreign Minister Ricardo Patino compared Snowden’s case to that

of Julian Assange, the founder of anti-secrecy group WikiLeaks, who has been given asylum in the Ecuadorean Embassy in London. “It took us two months to make a decision in the case of Assange, so do not expect us to make a decision sooner this time,” Patino told reporters during a visit to Kuala Lumpur, Malaysia. However, later in the day he said on Twitter that the decision could happen “in a day, a week, or, as happened with Assange, it could take two months.” Snowden, who is charged with violating American espionage laws, fled Hong Kong over the weekend and flew to Russia. He booked a seat on a Havanabound flight Monday en route to Venezuela, but didn’t board the plane. His ultimate destination was believed to be Ecuador. Ecuador’s President Rafael Correa shot back at critics on Wednesday, taking special aim at a Washington Post editorial that described him as “the autocratic leader of tiny, impoverished Ecuador” and accused him of a double standard for considering asylum for Snowden while stifling critics at home.

Japan gets 1st reprocessed nuclear fuel since 2011 Associated Press Writer TOKYO — A nuclear power plant on Thursday received the first shipment of reprocessed reactor fuel to arrive in Japan since the 2011 Fukushima disaster, although it will not be used until the facility gets government approval to restart its reactors. The fuel, a mixture of uranium and plutonium oxide called MOX, arrived aboard a freighter from France at the Takahama nuclear power station on the Sea of Japan coast in western Japan. Dozens of

anti-nuclear activists rallied outside the complex, chanting slogans against the shipment and use of plutonium-based fuel. Plant operator Kansai Electric Power Co. is hoping to use the fuel once it gets the go-ahead to restart the reactors, reportedly by early next year. All but two of Japan’s 50 nuclear reactors have been closed for safety checks and upgrades since a tsunami and earthquake in March 2011 touched off meltdowns and explosions at the Fukushima Dai-ichi plant, northeast

of Tokyo, causing extensive damage and massive radiation leaks. The shipment, initially planned for arrival in early 2011 for use in the No. 3 reactor at the Takahama plant, had been delayed amid growing antinuclear sentiment and uncertainty over Japan’s fuel cycle policy following the Fukushima accident. MOX is particularly controversial because it contains plutonium. Japan has a growing stockpile of plutonium extracted from spent fuel rods, and wants to use it to create more nuclear power, in part to help

reduce the amount of nuclear waste it must store. Opponents of that policy contend that using plutonium-based fuel is less safe, and note that the reprocessed material could be used to make nuclear weapons. Japan’s fuel cycle program has been hit not only with opposition but with technical setbacks. It has tried to test a “fast breeder” reactor that is supposed to achieve self-sustainable cycle of plutonium-based fuel, but that has been shut down for years due to a series of accidents and safety violations. Other nuclear

reactors in Japan can use MOX, but only in combination with a larger amount of uranium fuel, and only if local communities accept it. And although a plant in northern Japan reprocesses spent waste into plutonium, the country lacks a facility to use that plutonium to produce MOX. Because Japan still lacks its own MOX fabrication capability, Japanese nuclear plants that use MOX have to send their used fuel to French nuclear fuel company Areva SA for reprocessing and MOX fabrication.

PARIS — “True style has no rules,” designer Maria Grazia Chiuri said of the spring-summer 2014 collection for Valentino - only the second menswear outing in Paris for the storied Italian house. The show, with a uniform theme, was more coherent than last season - and felt as if Chiuri and her design partner Pier Paolo Piccioli were finding their feet in this new territory for Valentino, a label that’s known principally for its womenswear. The idea of “no rules” played out in the 47 looks - mostly to good effect - where uniform was broken up and subverted. The show’s opener was the most successful example of this, with the uniformity of the bread-and-butter sharply tailored suits broken up with contrasting bands of blue dye. Elsewhere, pockets, martingales, panels and collars were given textural and color contrasts on ensembles with military, mechanic and school uniform styles. (This sort of paneling is becoming something of a recurrent theme in Valentino’s nascent menswear vocabulary.) However, in some of the military-inspired looks, a dalliance with camouflage didn’t feel very fresh, and a series of dazzling coats and suits in ultramarine look like they’d be hard to wear. Still, Valentino was one of Wednesday’s hottest menswear tickets, shown by the roll call of celebrities such as Cannes Film Festival Palme d’Or winner Adele Exarchopoulos who lined the front row.

Model, pin-up photographer returns to spotlight Associated Press Writer

MIAMI — Bunny Yeager was a photographer at a time when men dominated that profession, but the model turned pin-up photographer used that to her advantage when photographing women in the 1950s and ‘60s. She was able to make everyday women, from stay-at-home mothers to airline attendants, feel comfortable enough to bare it all. In the mid-1950s, she helped jump-start the career of then-unknown Bettie Page with her photo in Playboy. More than five decades after shooting the wellknown stills of Page in a leopard-print bathing suit standing next to a real cheetah, 40 framed prints of her work are now on display in a gallery in Wynwood, Miami’s arts district. “They all wanted to model for me because they knew that I wouldn’t take advantage of them,” Yeager, now 83, said of her models. “And I wouldn’t push them to do nude if they didn’t want to do nudes. It wasn’t a day when nude photography was prevalent.” Wes Carson, a photography instructor at the Miami International University of Art & Design, said the way women were “surveyed” in Yeager’s photographs was distinct from her male counterparts. “When I look at her work, the women have a different demeanor,” he said. “They are more confident. They are in charge of their sexuality, where if you look at someone else’s work the women are much more dismissive and demure.”

Last year, Yeager published the coffee table book “Bunny Yeager’s Darkroom” and is working on another book that will include her photos of Page. The German fashion house Bruno Bananai has a new line of swimwear based on the bikinis she designed for her models and she plans to photograph models again in her studio, if requests come in. Yeager, whose real name is Linnea Eleanor Yeager, was one of the most photographed models in Miami during her early career. Soon after taking a photography course at a local college, Yeager turned the camera on herself as she posed in bathing suits she handmade for her 5-foot-9 (1.75 meter) frame. Her self-portraits were turned into a book, “How I Photograph Myself,” in 1964 and many of those photos — including Yeager in a redstriped low V-cut bathing suit and a white bikini covered in real daisies she glued on one by one — adorn the walls of her Miami gallery. The prints range in price from $1,200 to $3,000. During the 1950s and 1960s, Yeager was one of the top fashion models and photographers, publishing about a dozen books. She shot stills of the Swedish actress Ursula Andress, who was starring in the 1962 James Bond film “Dr. No.” The famous shot

shows the actress in a white bikini, a knife sheathed at her side. Yeager continued to work, but over the last decade, several magazines began to struggle or went out of business. Yeager was no longer in demand. “There was a big portion of time where I hadn’t been doing anything,” Yeager said of her hiatus. “It wasn’t that I was retired, it’s just that nobody wanted my photos. I had no requests. No inquiries. Nothing. It was like I didn’t even exist.” But in 2010, the Warhol Museum in Pittsburgh held an exhibition of her work. Now, there is the Miami exhibition. “I haven’t gotten used to it yet,” Yeager said of the recent attention. “And I still get that little tingle when I see the photos on the wall.” In her studio, Yeager keeps a stash of photos no one has seen in cabinets. Some she plans to save for her next book. Others will serve as a snapshot of what’s yet to come for Yeager and the next generation of female photographers. “I’m still feeling like a little child and excited over everything new that comes along in my life. I don’t know where it will lead to yet, but it sounds good to me.”

Balinese Temple Ceremony EVERY Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc. The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion. The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines. In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbulumbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

Review: ‘White House Down’ a silly throwback Associated Press Writer

Staggeringly implausible, cartoonishly comical, Roland Emmerich’s “White House Down” is refreshingly dumb. Refreshing because carefree action absurdity, once the province of the summer cinema, is on the outs. Solemnity — even for caped, flying men in tight-fitting trousers — is in. But there’s an inarguable, senseless pleasure in watching Jamie Foxx, as the president of the United States, kicking a terrorist and shouting: “Get your hands off my Jordans!” Hail to the chief, indeed. “White House Down” follows Antoine Fuqua’s “Olympus Has Fallen,” released in March, as the second movie this year to imagine an assault on 1600 Pennsylvania Avenue. The two films are very similarly plotted, but “White House Down” is notably less serious, more content to loosen the strings and acknowledge its own inherent preposterousness. This becomes particularly crystalized somewhere around the time Foxx’s President James Sawyer and his rescuer, Channing Tatum’s wannabe secret service agent, are careening across the White House lawn in the president’s limo while terrorists shoot in pursuit. Onlookers behind a fence — media, regular people, the Army — merely gape in awe, as if frozen by the idiocy. “White House Down” is most st en-

tertaining when it’s a simple, ludicrous buddy movie, with Tatum and Foxx fleeing across the White House grounds, dropping one-liners as they go, eluding a gang of assailants led by a bitter turncoat (James Woods) and his ferocious henchmen (including Jason Clarke, swapping sides in the war on terror following “Zero Dark Thirty”). This is a kind of coronation for Tatum as a movie star. He’s now reached the level that he can breeze through a blatantly silly movie and look none the worse for it. He’s John Cale (not to be confused with the Velvet Underground musician, although, how could you?), a Silver Star veteran of Afghanistan and a police bodyguard to the speaker of the house (Richard Jenkins). For his Secret Service interview at the White House, he’s brought along his politics-obsessed 11-year-old daughter (the promising Joey King). It’s a style of blockbuster that now feels dated, like a ‘90s kind of big-budget moviemaking that depends on explosions, flashes of comedy and star charisma. The charm of Tatum — toned but goofy — carries the film. Foxx, a more gifted comic actor, is left off-screen for large chunks. His president is a kind of liberal fantasy version of Barrack Obama, boldly removing all troops from the Middle East, thereby sparking the fury of the Beltway’s white power players.

Associated Press Writer LOS ANGELES — Justin in Bieber has been sued by a pa-parazzo who claims the singer kicked and punched him last year at a Southern California shopping center. A lawsuit filedd Wednesday alleges the “Baby” y” crooner attacked Jose Osmin Hernandez Duran after Bieber and his then-girlfriend went to the movies ovies at The Commons in Calabasas. Bieber’s representation did not ot respond to a request for comment. Duran claims Bieber started to leave the shopping center in his Mercedes, but gott out of his car and sprinted toward him. Duran says Bieber jumped into nto the air up to 8 feet (2.4 meters) away to deliver a martial al arts-type kick to the photographer’s gut before punching g him in the face.
