LOS ANGELES - After causing havoc in the universe and saving it from destruction, Marvel’s “Guardians of the Galaxy” are back in a new adventure that takes the unconventional group of friends on a quest to discover their family ties.

“Guardians of the Galaxy Vol. 2,” which begins its international rollout on Tuesday, sees roguish thief Peter Quill, green-skinned warrior Gamora, the muscle-bound Drax, mischievous Rocket Raccoon and baby tree-alien Groot split up after being pursued by a gold-skinned villain named Ayesha. The plot centers on Peter’s long-awaited reunion with his father, an ancient god called Ego (Kurt Russell), who is the life force of a planet, and his tense relationship with his adopted father figure, the fin-headed Yondu (Michael Rooker). “The most compelling way to find out something about a person you’re interested in is to explore their relationships,” Chris Pratt, who plays Peter, told Reuters. “I can’t think of too many movies or stories on the screen that have honored that type of relationship, so it’s really kind of cool if you like a contemporary family story.” “Guardians Vol. 2,” once again written and directed by James Gunn, comes after the surprise blockbuster success of 2014’s “Guardians of the Galaxy,” which ushered in a new cadre of unlikely heroes into Disney-owned Marvel’s expanding film franchise. Following the catastrophic events of the first

film in which Groot sacrifices himself to save the Guardians, the sequel sees the powerful tree alien as a baby sapling, changing the dynamic between the five heroes. Baby Groot offers up comedic relief during high-stakes scenes, such as a battle with a giant monster in which the tree sapling dances his way through the chaos and delivers tiny roars. “Having a child in the group just leads to a even bigger sense of a family,” said Dave Bautista, who plays Drax. After spending much of the first film trying to kill each other, warring sisters Gamora (Zoe Saldana) and Nebula (Karen Gillan) find themselves in close quarters in “Guardians Vol. 2” and faced with their underlying hatred towards their adopted father Thanos. “They went through something very traumatic and they dealt with it in different ways,” Saldana said. Gillan added that the “angry, bitter and twisted” Nebula is more sympathetic in the sequel. “We start to see the cracks in her exterior and we learn about her bad relationship with her father and her sister and all the layers are chipped away,” she said. NEW YORK - Jessica Biel got all messed up for her new TV show -- a psychological thriller in which she plays a young mother who commits a startling act of violence and can’t remember why. Biel, 35, the wife of singer Justin Timberlake and a young mum to 2-year-old Silas, said she took the role in “The Sinner” because she wanted to be “a little nuts.” “The Sinner,” which will be broadcast on the USA channel in August, is a far cry from Biel’s best-known work -- the “7th Heaven” drama series about

a Christian family. “It was totally different from what I’ve done recently and in the past and I think that’s why I was probably attracted to it,” Biel told reporters at the red carpet launch of “The Sinner” at the Tribeca film festival on Tuesday. “You just have to go really deep within yourself as a human being and find what you can relate to in this person that has this ability to, you know, act on her passions, or act on her anger or fear insecurity or pain,” she added.

Biel plays a seemingly normal mother who is triggered to stab a man to death during a family outing at the beach. The show takes a deep layered look at her mind and explores why she did it, rather than the who or the what behind the act. (rtr)

ANKARA - Turkish authorities said they had arrested more than a thousand “secret Imams” who had infiltrated police forces on behalf of a U.S.-based cleric accused by President Tayyip Erdogan of trying to topple him last July. The nationwide sweep was one of the largest operations in months against suspected supporters of the cleric, Fethullah Gulen, a former ally of Erdogan. Gulen denies any part in the coup led by military officers. Interior Minister Suleyman Soylu said the overnight crackdown targeted a Gulen network “that infiltrated our police force, called ‘secret imams’. “One thousand and nine secret imams have been detained so far in 72 provinces, and the operation is ongoing,” he told reporters in Ankara. Another 9,103 personnel from Turkey’s police force were suspended on Wednesday, police headquarters in Ankara said in a statement on its web site, citing alleged links with Gulen’s network. In the aftermath of the failed July coup, authorities arrested 40,000 people and sacked or suspended 120,000 from a wide

range of professions including soldiers, police, teachers and public servants, over alleged links with terrorist groups. NEW PRESIDENTIAL POWERS The latest detentions came 10 days after voters narrowly backed plans to expand Erdogan’s already wide powers in a referendum which opposition parties and European election observers said was marred by irregularities. The referendum bitterly divided Turkey. Erdogan’s critics fear a further drift into authoritarianism, with a leader they see as bent on eroding modern Turkey’s democracy and secular foundations.

Erdogan argues that strengthening the presidency will avert instability associated with coalition governments, at a time when Turkey faces problems including security threats from Islamist and Kurdish militants. “In Turkey, there was an attempted coup with a goal of toppling the government and destroying the state,” he told Reuters in an interview late on Tuesday. “We are trying to cleanse members of FETO inside the armed forces, inside the judiciary and inside the police,” he said, using an acronym for the label, Gulenist Terrorist Organisation, which the government has given to Gulen’s supporters. Law on forestry interpreted partially

Forests in Bali get threatened to be plotted out

DENPASAR - Complaints over backfilling activities on the western coast of Tanjung Benoa to Bali police is denied to have relation to the rejection against Benoa Bay reclamation by the community including chief of Tanjung Benoa customary village. Bali forestry agency even criticized the chief of customary village and his lawyer using the law No.41/1999 article 67 paragraph 1 letter (b) on forestry as justification of such activities.

“If interpreting partially the rules of forest management and made it as justification, the forest in Bali can be plotted out later on. There is another barrage to be delivered. It is a pity the public is trapped by partial information. I’d like to affirm that the matter of forest management has its own rules,” said Head of the Bali Forestry Agency, IGN Wiranatha, when met at his office on Wednesday (Apr. 26). Wiranatha added that location of the backfilling is still in the area of Ngurah Rai grand forest park (Tahura), not belong to the territory of customary village. In contrast, Ngurah Rai grand forest park is a conservation area having been established by the state with all the rules. That is why reporting to Bali police is purely law enforcement for violations in the forestry field. “There is no criminalization. If wishing to deny, it’s better to be done before the court,” he added. Wiranatha also poked the reason expressed by chief of Tanjung Benoa customary village that does the backfilling because of wishing to save Tanjung Benoa from abrasion and to arrange the dirty mangrove forest area because of garbage. It said the previous government had also stated so in particular regarding the garbage. That is why there is a larger plan prepared namely the Benoa Bay reclamation and the management of Ngurah Rai grand forest park. For

the bigger plan, it is indeed working with investors due to needing a lot of fund. “The physical handling (is in cooperation with investors), but the content therein does not negate people. Since it is a great job, we cannot work on it by a hoe. So, obviously it will accommodate all the existing interests. It should be heard,” he explained. Nevertheless, Wiranatha denied if the reporting is related to the rejection against the Benoa Bay reclamation by the people and chief of Tanjung Benoa customary village. If the customary village first submitted a permit to the forestry agency, the backfilling activities may be allowed. Of course, it is after going through some stages of study. “We will also report those in favor of the reclamation if they are wrong,” he said. As previously reported, lawyer of the chief of Tanjung Benoa customary village, I Made Ariel Suardana, revealed that under Law No. 41/1999 article 67 paragraph 1 letter (b) concerning forestry mentions that customary law community as long as it exists and is acknowledged is entitled to do forest management activity based on customary law and not contrary to law. “So, I do not think what is being accused makes sense. I think the complaint to Bali police is alleged to weaken the movement to reject the Benoa Bay reclamation. In addition, there is an effort to criminalize customary apparatuses that reject reclamation and there is an effort to divert the issue. I have confidence there is an attempt to criminalize the goodwill of customary community,” he said.

The data of Bali forestry agency indicate the mangrove the forest area of Bali spreads across the area of 2,244.99 hectares. Meanwhile, outside the forest area, the mangrove

forest amounts to 755.01 hectares. Mangrove forest within forest areas spread over the Ngurah Rai grand forest park covering 1,373.5 hectares, Nusa Lembongan protected forest (202 hectares), Budeng production forest (66.99 hectares) and West Bali National Park Forest (602.5 hectares). In the meantime, mangrove forest outside forest area spreads in area of Perancak (Jembrana), Banyuwedang and Sumberklampok (Buleleng) and Nusa Ceningan (Klungkung). On average, the mangrove condition is good, except in the Ngurah Rai grand forest park facing critical condition of approximately 10 percent. The agency classifies four problems in the Ngurah Rai grand forest park. Firstly, there is forest security disruption in the form of encroachment of forest area spreading from Sanur Kauh to Tanjung Benoa and certification in forest area. The second problem is pollution due to garbage disposal, waste of concrete, residue of shipyard (fiber glass), chicken industry waste and waste disposal of fish processing factory; thirdly, overlapping forest area with PT. Pelindo III (Persero); and fourthly, forest destruction because in the area there are waters where mangrove is difficult to grow. Pursuant to the records of the forestry agency in 2015, there are only 16 certificates in the grand forest park area of 3.340 hectares. However, today it has grown to 54 certificates overlapping with forest areas. Although the area reduces to 19,853 square meters per September 2016. On the other hand, there is a plan to exchange the area of grand forest park between the forest areas in Pudut Island and surrounding areas that are not overgrown with mangroves outside the forest. However, the plan rolling out in 2015 is still under process at the ministry of environment and forestry. The exchange plan has also been blamed as an effort of the government to smooth the Benoa Bay reclamation plan. (kmb36)

Maternal mortality cases still occur yearly

District govt prepares birth waiting home

BANGLI - Maternal mortality cases in Bangli district continue to occur every year. Based on the data owned by the Bangli health agency within the past three years, the maternal mortality cases show a fluctuating number. On average, the maternal mortality cases occur in pregnant women of childbearing age. Division Head of Public Health at the Bangli Health Agency, Nyoman Arsana, with permission from the Head of the Bangli Health Agency, Nengah Nadi, said on Tuesday (Apr. 25) that based on the data at hand, the maternal mortality in 2014 amounted to four people. In 2015, the number has increased by six people and in 2016 dropped to three people. “This year, there is one case only,” he said accompanied by his staff, Ketut Yasmin. Of the many cases of maternal mortality in Bangli, they mostly happened due to obstetric factors such as childbirth (the period after childbirth) and bleeding. There are also several cases of maternal mortality due to non-obstetrical factors. According to Arsana, when compared to the calculation of national targets (MDGS), the maternal mortality in Bangli is relatively small. Nevertheless, the agency still strives to prevent the maternal mortality rate in Bangli to reach zero. The current effort is making a manual book of maternal and neonatal matters as a guideline for all village midwives. This reference carries explanations on how to handle and the actions to be taken when the case occurs in the process

of childbirth. “Each case has been provided with its own action. For example, when bleeding occurs in birth process, midwife must take action by installing an infusion and then rush patient to hospital,” he explained. Aside from preparing reference, to prevent maternal mortality cases, the health agency currently provides a birth waiting home (RTK). In accordance with the Regent Decree No. 440/146/2017, the RTK located on Jalan Ngurah Rai near Bangli Hospital is intended for pregnant women, maternal mothers, postpartum mother and newborns that live away from health facilities and referral health facilities, high-risk pregnant woman living away from health facilities that require definitive treatment, postpartum women with high risk living away from health facilities or referral health facilities as well as newborns that have health complications living away from health facilities and referral health facilities. “There are four rooms that can be used for free,” he said. He continued that for pregnant women, maternal mothers and postpartum women taking advantage of the RTK will be given facilities like food, drink and snacks for a certain time limit. For example, pregnant women experiencing obstetric complications that require definitive handling to wait for control at health facility will be covered for a maximum of three days. If it is still needed, pregnant women are still allowed to use the RTK facility for several days, but excluding food and drink facilities. “We have disseminated these to village midwives. CARBON dioxide (CO2) is one of the greenhouse gases having an impact on global warming. Carbon dioxide is not only contributed by motor vehicle fumes, but also by some household appliances which might have been unexpected before. For instance, it is emitted by the use of rice cooker, hair dryer and other equipment using electricity. “Every usage of rice cooker will produce 24.4 grams of carbon dioxide. Then, one-hour usage of hair dryer will produce approximately 24.1 grams of carbon dioxide,” said the Head of Bali Environment Agency, Gede Suarjana, in Denpasar, on Tuesday (Apr. 25). According to Suarjana, the greenhouse gases from household appliances are more than those produced by motorcycles or cars. Each motor vehicle contributes to about 0.24 gram of carbon dioxide for one way. Nevertheless, motorcycles and cars should still be used as efficiently as possible because currently the number of vehicles in Bali has reached 3.5 million units. “When people use electricity like in rice cookers, ironing, motorcycles and cars, of course there is a lot of carbon dioxide flying into the air that causes global warming,” he explained. Development nearly completed Lokapaksa-Ringdikit suspension bridge claimed to last 10 years SINGARAJA - Construction of a suspension bridge connecting Lokapaksa village to Ringdikit village, Seririt, as one of the ways to facilitate access of tens of SDN 5 Ringdikit elementary school students has almost finished. Handover from the contractor to the Bali provincial government is planned to take place later this month. The bridge spending the budget worth hundreds of millions of rupiahs can hold for ten years. As monitoring on Wednesday (Apr. 26), the bridge having the length of hundreds of meters and 1.25 meters width has just been entering the casting process at the end, precisely the frame resting on the piers. BUSINESS Fed, wary of inflation, could lean against Trump tax cut WASHINGTON - President Donald Trump’s plan to slash business and household taxes could shift the U.S. economy into higher gear, but it may have one effect the White House would not welcome - interest rates ratcheted higher than expected by a wary central bank. The Trump administration says hundreds of billions of dollars fed into the economy via deep cuts in business taxes and more generous exemptions for individuals will unleash a wave of investment and make the U.S. economy more competitive than ever. But the plan, if approved in the form Trump officials outlined on Wednesday, could add inflationary fuel to an economy already running near full capacity, a risk Federal Reserve officials have been warning about since Trump got elected. Confronted with the prospect of massive cuts that would slash the corporate tax rate to 15 percent from 35 percent and overhaul the personal tax code, Fed officials will need to start debating if they can maintain a measured pace of rate hikes or they might need to move faster, say analysts and economists who follow the U.S. central bank. The Fed aims to hold inflation at around 2 percent, and is close to that threshold, with its target short term rate expected to rise two more times, to about 1.5 percentage points, by the end of the year. Trump has said he hopes low rates will continue, a potential source of friction with the Fed if officials do decide they need to move faster because of his policies. An estimated up to $700 billion a year in tax cuts could threaten to derail such a scenario, especially if not all of that money finds its way into productive investments, or drives price and wage hikes. “The

premise is that all the tax savings get plowed into high-return investments to generate growth. holidaying in the UK compared with this time last year. The top driver of this was the weaker pound, cited by 31 percent, while greater spending power was cited by 30 percent. “2017 looks set to be a strong year for the British hospitality sector with both domestic and international visitors increasingly intent on spending more time here,”

Mike Saul, head of hospitality and leisure at Barclays, said. “The impact of a weak sterling, at least temporarily, has boosted the UK’s international appeal.” The weaker pound means that Britons conversely get less bang for their buck abroad, and rising inflation is also fuelling demand from domestic holidaymakers.

Nearly a third of UK holidaymakers expected to spend more of their holiday time in Britain this year, and 38 percent of those who cited cost as a factor said that the weaker pound had made holidays in the UK preferable to going abroad. The pound is down around 15 percent since Britain voted to leave the European Union. Out of interna-

Hooded youths in Venezuela mar opposition efforts at peaceful protest

CARACAS - Protesters blocked a highway in Venezuela’s capital Caracas for nearly eight hours this week in an effort to show the opposition’s dedication to civil disobedience as their main tool to resist President Nicolas Maduro. But by the end of the afternoon, hooded youths had filled the highway with burning debris, looted a government storage site, torched two trucks and stolen medical equipment from an ambulance. “This is no peaceful protest, they’re damaging something that belongs to the state and could be used to help one of their own family members,” said Wilbani Leon, head of a paramedic team that services Caracas highways, showing the damage to the ambulance. Anti-government demonstrations entering their fourth week are being marred by street violence despite condemnation by opposition leaders and clear instructions that the protests should be peaceful. Such daytime violence also increasingly presages late-night looting of businesses in working-class areas of Caracas, a sign that political protests could extend into broad disruptions of public order driven by growing hunger. The opposition’s so-far unsuccessful struggle to contain its violent factions has helped Maduro depict it as a group of thugs plotting to overthrow him the way opposition leaders briefly ousted late socialist leader Hugo Chavez in 2002.

More worrying still for the president were the voting patterns of supporters of two bigger parties in his coalition - Hanura and Golkar - that also supposedly backed Purnama. Just 38 per cent of supporters of Hanura, the party of Widodo’s co-ordinating minister for security Wiranto, backed Purnama, the poll found. Six out of 10 supporters of Golkar, the party of Vice President Jusuf Kalla, voted for him. Golkar, the party created by former authoritarian president Suharto, is Indonesia’s second largest. As a delighted Baswedan declared victory on Wednesday, he was flanked by Aburizal Bakrie, a former Golkar chairman. Also with him was Erwin Aksa, another Golkar figure and Kalla’s nephew. SOCHI - Formula One champions Mercedes have led every lap of every Russian Grand Prix since the race made its debut around Sochi’s Olympic Park in 2014 but Ferrari’s Sebastian Vettel will aim to break that streak this weekend. The four times world champion is enjoying his best start to a season since he was at Red Bull in 2011, leading Lewis Hamilton by seven points after two wins and a second place from the first three races. Another win, at the street circuit where the German finished second in 2015, would signal Ferrari’s best opening four races since 2008. “Things start to click and hopefully that sort of success now in the first couple of races helps us to build up some sort of momentum that maybe these guys (Mercedes) had in the past,” said Vettel after winning in Bahrain on April 16. Hamilton, presented with the winner’s trophy by Russian president Vladimir Putin in 2014 and 2015 before now-retired Mercedes team mate and champion Nico Rosberg won from pole position last year, felt the pain in Bahrain. “We’re going to push hard together, re-gather as a team and come back fighting,” he said after collecting a time penalty and finishing second. Mercedes, who still look faster over a single lap in qualifying, have done plenty of homework since then but recognise they have a battle on their hands. “In this season with these new regulations, you can’t take anything for granted,” said team boss Toto Wolff. “The trophies of previous years don’t guarantee that we’ll be winning in Russia when you

have a very fierce competitor like we do in Ferrari. MEXICO CITY - A late goal from Franco Jara gave Pachuca a 1-0 win over Tigres on Wednesday and helped the Mexican side to their fifth CONCACAF Champions League title with a 2-1 aggregate victory.
