Bollywood’s Sridevi drowned in bathtub after losing consciousness - Dubai police
DUBAI - Indian actress Sridevi died from drowning in her hotel room bathtub, police in Dubai said on Monday following a postmortem. Media reports had earlier said the 54-year-old, who had been in Dubai for a family wedding, had died of cardiac arrest on Saturday. “Following the completion of post-mortem analysis, Dubai Police today stated that the death of Indian actress Sridevi occurred due to drowning in her hotel apartment’s bathtub following loss of consciousness,” Dubai Police said on their Twitter account. “Dubai Police has transferred the case to Dubai Public Prosecution, which will carry out regular legal procedures followed in such cases,” it added, without elaborating. In a career spanning five decades, Sridevi acted in 300 films and was awarded the Padma Shri, India’s fourth-highest civilian honour in 2013. Born Shree Amma Yanger Ayyapan in the southern state of Tamil Nadu, she started acting at the age of four, appearing in several Tamillanguage films in the 1960s and 1970s, and eventually dropping out of school for a career in the movies. Sridevi made her Bollywood debut in 1979 with “Solva Sawan” (16th spring), but it was in 1983, with Balu Mahendra’s “Sadma” (Shock) that she made her mark in the Hindi film industry. That year, she also acted with Jeetendra in K. Raghavendra Rao’s blockbuster “Himmatwala” (The Courageous One), cementing her place as one of Bollywood’s top actresses. Sridevi was known for her on-screen vivacity and energy, playing memorable characters in films such as “Chaalbaaz” (Trickster) and Shekhar Kapur’s “Mr India” in the 80s and 90s. She charmed audiences in female-centric hits at a time when the Indian film industry relied on male actors for box-office success. (rtr)

Freeze engulfs Europe, rare Rome snow disrupts flights ROME - Bitterly cold weather gripped parts of Europe causing travel chaos on Monday, and a rare snow storm in Rome prompted Italian authorities to call in the army to help clear the streets. A Siberian weather system British forecasters dubbed the “beast from the east” brought snow, strong winds and the coldest temperatures for years to many regions. The freeze was expected to continue for much of the week, and the World Meteorological Organization said daily minimum temperatures below 0 C were expected even in southern Europe. “This cold period ... could be a risk to life for vulnerable people exposed to the cold,” it said.

Rome’s Fiumicino airport was forced to operate with only one runway during the night, when 10 cm (4 inches) of snow fell in less than four hours. The capital’s second airport, Ciampino, was closed overnight and workers were clearing its two runways. Italian aviation officials said Ryanair had cancelled all flights to and from Ciampino, its Italian
hub. Most of Italy’s other main airports were open, albeit with flight delays.

Commission III holds a meeting on toll road congestion
DENPASAR - Commission III of the Bali House of Representatives apparently did not want to resolve the congestion problem at the Mandara Bali Toll Road half-heartedly, especially after the underpass project at the Ngurah Rai Statue intersection. Following the working visit to PT. Jasamarga Bali Tol (JBT) and Bank Indonesia of Bali Representative Office, Commission III held a meeting with relevant stakeholders in the parliamentary building on Monday (Feb. 26).
Commission III invited some institutions such as Bali Police Traffic Affairs, Denpasar Police, Bali Transportation Agency, National Road Authority (BBPJN), Angkasa Pura, Bank Indonesia of Bali Representative Office, JBT and Toll Card Providers such as Bank Mandiri, BCA, BNI, BRI, BTN and BPD Bali. A tense atmosphere had imbued the meeting chiefly when the Commission III asked for traffic engineering. In this case, the BBPJN that works on the underpass does widening the road at some points. However, BBPJN has not been able to afford due to be constrained by the pipelines of Municipality Waterworks (PDAM) and aviation fuel. “We must be strict there. Should there be any problem with water pipelines, it must be coordinated quickly with the PDAM. Regarding the aviation fuel pipeline problem, it’s the authority of Angkasa Pura. Just now, the Angkasa Pura has agreed, it means the problem can be resolved in such a way technologically,” said Secretary of Commission III of the Bali House of Representatives, I Ketut Kariyasa Adnyana, when confirmed after the meeting. According to Kariyasa, BBPJN in its presentation will indeed accelerate the construction of the bridge on the southern side. But the seriousness of BBPJN is still awaited to reduce the severe congestion occurred,
especially the road section heading for the airport. Meanwhile, Bali Police Traffic Affairs are said to immediately add personnel to regulate the traffic. It had given alternative way to access by opening toll road so as to reduce congestion. “In fact, it can be done by discretion. Police have the right to do so and are protected by law because it is an emergency. For the sake of smoothness and avoid long congestion at toll road, it can be opened first for a while without charges,” explained this PDI-P politician. On the other hand, continued Kariyasa, PT. JBT managing the Mandara Toll Road is said to be ready to add the officers at the toll booth to facilitate the payment because the congestion does not only happen because of the underpass project and the traffic diversion to toll road. Besides, it is caused by the payment process with toll card as there are users that do not carry the card or their card balance runs out. “Previously, if toll users do not carry a toll card, they are just served at one toll booth. This is also the trigger of the congestion. Now in the emergency case, all the toll booths should be equated,” he added. Kariyasa added that banks coalesced into the toll card providers will do more disseminations to the public chiefly related to location where people can top up their e-money balance. Meanwhile, Angkasa Pura is said to be ready to make shortcut so there is an alternative pathway to the airport from the Nusa Dua direction. However, the plan prepared for this emergency needs an escort. “We are committed that this traffic congestion is not good for tourism image. Moreover, Bali is just in the recovery process from Mount Agung eruption. Do not let this congestion bring in bad issue that is not good for Bali tourism. Just now, all the stakeholders have committed and it should be implemented as well as possible and as soon as possible because this is an emergency and short-term plan,” he concluded. (kmb32)
MANGUPURA - Conservation of palm-leaf manuscripts by utilizing digital media continues to be attempted by district government of Badung. At least, 375 pieces of palm-leaf manuscript spreading across Badung have been digitized until 2017. In addition to digitization, the government through the Culture Agency also records and rewrites damaged palm-leaf manuscripts onto palm-leaf medium. Head of the Badung Culture Agency, I.B. Anom Bhasma, said the digitalization of palm-leaf manuscripts is one of the efforts to preserve the manuscripts. They are digitizing and translated into three languages namely Balinese, Ancient Java and Bahasa Indonesia. “Without such preservation, the palm-leaf manuscripts will become damaged, so that we digitize them,” said Anom Bhasma, on Monday (Feb. 26). According to him, the palmleaf manuscripts made into book have been distributed to the public, especially chief of customary village across Badung and higher priests. Anyone can visit our library,” he said. To be known, the Badung Culture Agency has conducted the auction of information technology expenditure services consultancy, consulting services on the making of palm-leaf manuscript digitalization sourced from regional budget plan (APBD) 2018 worth IDR 135,000,000 and HPS package valued at IDR 134,459,600. “Many palm-leaf manuscripts are scattered in the community. Therefore, we continue the digitalization program because we are worried about their damage,” he said while adding it has been regularly disseminated to the community in an effort to preserve the palmleaf manuscripts in Badung. Japanese scientists invent floating ‘firefly’ light
TOKYO - Japanese engineering researchers say they have created a tiny electronic light the size of a firefly which rides waves of ultrasound, and could eventually figure in applications ranging from moving displays to projection mapping.
Named Luciola for its resemblance to the firefly, the featherweight levitating particle weighs 16.2 mg, has a diameter of 3.5 mm (0.14 inch), and emits a red glimmer that can just about illuminate text. But its minuscule size belies the power of the 285 microspeakers emitting ultrasonic waves that hold up the light, and have a frequency inaudible to the human ear, allowing Luciola to operate in apparent total silence. It took two years for Luciola to get this far, said circuit design specialist Makoto Takamiya, a member of the Kawahara Universal Information Network Project that developed the device.
“Ultimately, my hope is that such tiny objects will have smartphone capabilities and be built to float about helping us in our everyday lives in smarter ways,” said the University of Tokyo professor, who hopes it will be commercially viable in five to 10 years. The developers expect Luciola to find applications in the so-called Internet of Things, in which regular objects, such as cars, or domestic appliances such as air-conditioners, are connected to networks to send and receive data. Equipped with movement or temperature sensors, Luciola could fly to such objects to deliver a message or help to make moving displays with multiple lights that can detect the presence of humans, or participate in futuristic projection mapping events. The Kawahara Universal Information Network Project is a government-funded programme that is part of the Japan Science and Technology Agency and explores advances in information and communication technology. BRASILIA - Brazil’s defense minister said on Thursday that Boeing, Lockheed Martin, SpaceX and other U.S. aerospace companies have expressed interest in launching rockets from its Alcantara military base near the equator and visited the site in December. “They were very impressed,” Defense Minister Raul Jungmann told reporters. “They showed interest, but I can’t say whether it will materialize.” Alcantara’s location makes it attractive because one-fifth less fuel is used to launch satellites into orbit along the equator compared with sites farther north or south. Besides SpaceX, Lockheed Martin Corp and Boeing Co , the Alcantara visit included smaller aerospace U.S. companies Vector Space Systems, which launches small satellites, and Microcosm, which focuses on providing lowcost access to space, an organizer of the trip said. Rubens Barbosa, a former Brazilian ambassador to the United States who organized the visit to the base, said the U.S. companies were eager to use the Alcantara site. However, Elon Musk’s SpaceX, fresh off the successful launch this month of the world’s most powerful rocket, said the comments were not correct. “Reports that SpaceX is interested in launching from Brazil are inaccurate,” spokesman John Taylor said in a statement. Revenue Services collect data on SWRO users
MANGUPURA — The district of Badung’s Revenue Services (Bapenda) and Pasedahan Agung of Badung reveal the users of Sea Water Reverse Osmosis (SWRO). In addition to tracing the area of the ITDC Nusa Dua, they are also recording its use in a number of tourism areas such as Kuta, Seminyak and Canggu. Head of the Badung Bapenda, Made Sutama, explained that a special team has been deployed to track users of SWRO. “We are collecting data in a number of areas to find out which companies are using SWRO”, said Made Sutama on Sunday (Feb. 25). So far they have found three tourist accommodations that are taking advantage of seawater to make drinking water. “We have found three other companies n the South that are using seawater, but I forget their names”, he said adding that they are continuing to collect data in the field. “This week, I will be checking further into this to see if they are really using SWRO or if they are using groundwater. This needs to be proven in detail”, he added. A recent investigation in South Kuta in the ITDC Nusa Dua area, showed that 14 taxpayers were using SWRO but have yet to be taxed for it. Water treatment service providers of SWRO systems are: Gapura Liqua Mandiri (GLM) based in Bandung and PT Tiara Cipta Mandiri whose head office is on LC Jalan Gatot Subroto, Denpasar. “All the taxpayers using SWRO will be summoned to equate perceptions related to the use of SWRO”, he said. Sutama further explained that they will continue to track which hotels are using SWRO services in a number of areas. Badung’s Bapenda also plans to install water meters in order to acertain the volume of water being used. “This is a part of our strategy to increase tax revenues according to our determined target. We are also continuing to track hotels in Badung that are using groundwater”, he concluded. The targeted revenue from ground water taxes in 2017 was IDR 67.9 billion of which IDR 61.8 billion was collected. For 2018, the Bapenda Badung is aiming for around IDR 88.4 billion representing a increase or IDR 20.4 billion form the target set for 2017. Meanwhile, the ground water tax arrears in 2017 reached IDR 13.1 billion. Ground water taxpayers from 2016 to 2017 increased by 369. In 2016, it grew to 1,490 and in 2017 grew again to 1,848. Section Head of Disease Observation and Investigation on Animal Health and Public Veterinary Health, Jembrana Agriculture and Food Agency, I Wayan Widarsa, said on Monday (Feb. 26) the tracing was conducted against the positive case of rabies in 2017. From the records on the rabies carrier animals (HPR), the positive cases in 2017 are admitted to have happened at eight villages in four subdistricts in the red zone which is now the target of tracing by the Denpasar Veterinary Agency. The vulnerable villages consist of Batuagung in Jembrana subdistrict, Tukadaya and Warnasari in Melaya subdistrict, Penyaringan and Yeh Sumbul in Mendoyo subdistrict as well as Asahduren, Gumbrih and Pangyangan in Pekutatan subdistrict. His section conducted a search by interviewing the owners of rabies carrier animals in the area of positive bite cases by searching for at least ten samples. According to him, the search was done to find out the history and journey of positive rabies cases and tracing the origin of the rabies carrier animals in the red zone. In addition to questionnaire sampling of the rabies
carrier animal owners, there is also a blood sampling of the animals especially the dog in order to know the anti-body titer because according to him if the antibody titer is low then the opportunity of rabies carrier animal to receive and transmit rabies is very high. According to him, the tracing is also meant as prevention and data collection so that there are valid data on the rabies carrier animals including their vaccination history. He said if the previous vaccination results in the risk area remain low, the vaccination will be carried out intensively. He admitted there had been a positive rabies case returned to occur in the red zone a few years ago but he thought the chance is very small because the transmission has been suppressed through vaccination and elimination. SEOUL - South Korean prosecutors on Tuesday sought a 30-year jail term for former President Park Geun-hye who was ousted last year amid an influence-peddling scandal as supporters braved the winter cold outside the Seoul court demanding her immediate release. Park, 66, was dismissed in March after being impeached and is standing trial on charges of bribery, abuse of power and coercion in a case that rocked the country’s business and political elite. She denies wrongdoing. The prosecution’s recommendation came two weeks after Choi Soon-sil, a longtime friend of Park who was at the centre of the scandal, was jailed for 20 years for taking bribes from “chaebol”, or conglomerates, including electronics powerhouse Samsung and retail giant Lotte. Prosecutors are also seeking a 118.5 billion won ($127.1
million) fine for Park, who has been detained since March 31 last year. Park Seung-gil, a lawyer representing the former president, tearfully pleaded before Seoul Central District Court for mercy, saying Park had tried her hardest in leading the country “day and night”. Park’s trial began in May and a verdict is expected on April 6 in a case that brought scrutiny to the cosy ties between South Korea’s political leaders and its largest chaebol, the so-called “Republic of Samsung”. “(Park) brought a national crisis by letting a person who has never been involved in state management rule the country,” a prosecutor said. “She and Choi took tens of billions of won in bribes and yet denied her crimes and obstructed efforts to establish the truth.” Receiving bribes carries a

Geely, which owns rival Swedish carmaker Volvo, is pushing Daimler for access to know-how in electric and autonomous cars. On Wednesday, a German parliamentary committee will question government officials on whether Geely has violated disclosure rules and whether loopholes in securities trading law need to be closed, the Stuttgarter Zeitung and Stuttgarter Nachrichten newspaper reported on Tuesday. Germany tightened its rules on foreign takeovers last year, the first European Union country to do so, after a series of deals saw China gain access to high-tech know-how, while attempts by German companies to buy full control of Chinese rivals remains prohibited. Although under German law, the government can only intervene if a threshold of 25 percent is exceeded, investors must abide by market rules, Zypries said in interviews with Daimler’s home-town newspaper Stuttgarter Zeitung and Handelsblatt newspaper. Geely revealed its 9.7 percent stake in Daimler on Friday, surprising the

However, in one region, this type of green vegetable sometimes becomes favorite food. Moreover, it is processed in a simple manner. It just needs to be boiled and then mixed with tomato seasoning and fried onion to make the taste very delicious. It offers typical and
tempting aroma. Plecing gonda has become a typical food for Balinese community. This vegetable menu is very close to farmers living in countryside. Other than easy to get the ingredient, the preparation is also easy. Simply fill with spices in the form of garlic, chili, large chili peppers, tomatoes, shrimp paste, lemon and salt to taste, plecing gonda is already tasted different from other vegetables.

German court to rule on city bans for diesel cars
BERLIN - Germany’s top administrative court will decide on Tuesday whether cities in Europe’s biggest auto market can ban diesel cars, potentially wiping hundreds of million of euros off the value of up to 12 million vehicles. Since Volkswagen was found in 2015 to be cheating on emissions tests in the United States, diesel emissions containing toxic nitrogen oxide (NOx) which causes respiratory disease, have come under close scrutiny. The environmental lobby DUH sued Stuttgart and Duesseldorf to force them to implement driving bans, after about 70 German cities were found to exceed European Union NOx limits. “Once it is clear there will be driving bans the car industry will end its resistance against technical upgrades,” DUH managing director Juergen Resch told public broadcaster Bayern 2. The states of Baden-Wuerttemberg and North Rhine-Westphalia have appealed against the bans, leaving the federal administrative court in Leipzig to rule on their legality. The Leipzig tribunal was expected to announce its decision at 1100 GMT after Judge Andreas Korbmacher delayed a verdict on Thursday amid speculation that the European Court of Justice could be consulted over the matter. German auto safety group ADAC advised potential buyers of diesel cars to wait for the verdict, adding that how the government handled its consequences could influence decisions. Carmakers have pledged to overhaul software on 5.3 million diesel cars and are offering trade-in incentives for older models to help improve air quality. The government has begun work on legal changes to permit driving bans on certain routes on an emergency basis, transport ministry documents seen by Reuters showed. It is also considering making public transport free in cities suffering from poor air quality. This is backed by the opposition Green Party which wants 8 billion euros ($9.9 billion) of annual public diesel subsidies used to pay for it. Annalena Baerbock, co-leader of the Greens, said she could foresee driving bans on some roads. “If that has to be the final step to ensure the right for clean air, we will of course help to implement it,” she told public broadcaster Deutschlandfunk. If diesel bans are allowed, cities will probably target models with older emission controls. Two Chinese crew fined over illegal fishing
KUPANG - Two suspects in the case of illegal fishing by a Chinese fishing ship in eastern Indonesian waters have been sentenced to a fine, head of fisheries and marine resource surveillance station in Kupang, East Nusa Tenggara, Mubarak, said. “The fine was a court decision made by the judge in the district court of Kupang following a session on Thursday,” he said here on Tuesday. He said Weng Zhi Yi and Li Zhaofeng were each fined Rp100 million. He said they were not imprisoned as has been demanded by the prosecutor because they were not caught violating Article 129 of the Fisheries Law and UNCLOS (United Nations Convention on the Law of the Sea). The attack has resulted in more than 500 civilian deaths and extensive damage to infrastructures, such as hospitals and clinics. Meanwhile, more than 2.5 thousand civilians have been injured. IMF chief says growth strong but countries must prepare for change
WASHINGTON - International Monetary Fund Managing Director Christine Lagarde said on Tuesday the global economy was showing broad-based growth, but the landscape was shifting with heightened risks of trade disputes, monetary policy normalization and technological change.
Lagarde, speaking to an IMF conference in Jakarta in preparation for the Fund’s annual meetings in Bali in October, said the IMF was expecting global growth to reach 3.9 percent in 2018 and 2019. This is unchanged from the IMF’s forecast in January and up from 3.7 percent in 2017. She said ASEAN countries were preparing for higher interest rates in advanced economies such
as the United States and Europe, but cautioned that policymakers need to stay vigilant about its effect on financial stability and volatile capital flows. “We have known for some time that this is coming, but it remains uncertain as to how exactly it will affect companies, jobs and incomes,” Lagarde said in prepared remarks. ASEAN countries need to embrace new growth models that put a greater emphasis on domestic demand, regional trade and economic diversification and prepare for technological changes such as automation and artificial intelligence. Comcast challenges Murdoch with $31 billion offer to buy Sky
LONDON - Comcast Corp, the biggest cable operator in the United States, offered on Tuesday to pay $31 billion to buy Sky, challenging Rupert Murdoch’s Fox and Bob Iger’s Walt Disney for the European pay-TV jewel. Comcast, a $184 billion media giant which owns NBC and Universal Pictures, said it was offering 12.50 pounds per share, significantly higher than the 10.75 pounds per share agreed by Fox. Shares in Sky soared 18 percent. Present in 23 million homes across Europe and known
for its technological innovation, Britain’s Sky has already agreed to be sold to Murdoch’s 21st Century Fox but the takeover has been delayed by concerns over the media tycoon’s influence in Britain. That has complicated a separate $52 billion deal by Disney to buy Fox assets including Sky. “Sky and Comcast are a perfect fit: we are both leaders in creating and distributing content,” Comcast Chief Executive Officer Brian L. German court to rule on city bans for diesel cars
BERLIN - Germany’s top administrative court will decide on Tuesday whether cities in Europe’s biggest auto market can ban diesel cars, potentially wiping hundreds of million of euros off the value of up to 12 million vehicles. Since Volkswagen was found in 2015 to be cheating on emissions tests in the United States, diesel emissions containing toxic nitrogen oxide (NOx) which causes respiratory disease, have come under close scrutiny. The environmental lobby DUH sued Stuttgart and Duesseldorf to force them to implement driving bans, after about 70 German cities were found to exceed European Union NOx limits. “Once it is clear there will be driving bans the car industry will end its resistance against technical upgrades,” DUH managing director Juergen Resch told public broadcaster Bayern 2. The states of Baden-Wuerttemberg and North Rhine-Westphalia have appealed against the bans, leaving the federal administrative court in Leipzig to rule on their legality. The Leipzig tribunal was expected to announce its decision at 1100 GMT after Judge Andreas Korbmacher delayed a verdict on Thursday amid speculation that the European Court of Justice could be consulted over the matter. German auto safety group ADAC advised potential buyers of diesel cars to wait for the verdict, adding that how the government handled its consequences could influence decisions. ADAC said carmakers should bear any costs of upgrading old diesel models. Fiat Chrysler plans to cut diesel from its passenger cars by 2022, the Financial Times reported on
Monday and Barclays forecast the share of diesel cars in overall vehicle production in Europe by 2025 could be cut to 27 percent from 52 percent in 2015.

Germany’s government and the auto industry have been seeking to avert driving bans. Carmakers have pledged to overhaul software on 5.3 million diesel cars and are offering trade-in incentives for older models to help improve air quality. But environmental groups have lobbied for cars with Euro-6 and Euro-5 emissions standards to get hardware updates. The government has begun work on legal changes to permit driving bans on certain routes on an emergency basis, transport ministry documents seen by Reuters showed. It is also considering making public transport free in cities suffering from poor air quality. This is backed by the opposition Green Party which wants 8 billion euros ($9.9 billion) of annual public diesel subsidies used to pay for it. Annalena Baerbock, co-leader of the Greens, said she could foresee driving bans on some roads. “If that has to be the final step to ensure the right for clean air, we will of course help to implement it,” she told public broadcaster Deutschlandfunk. If diesel bans are allowed, cities will probably target models with older emission controls. Of the 15 million diesel cars on Germany’s roads, only 2.7 million have the latest Euro-6 technology, data by the KBA motor vehicle watchdog showed. Two Chinese crew fined over illegal fishing
KUPANG - Two suspects in the case of illegal fishing by a Chinese fishing ship in eastern Indonesian waters have been sentenced to a fine, head of fisheries and marine resource surveillance station in Kupang, East Nusa Tenggara, Mubarak, said. “The fine was a court decision made by the judge in the district court of Kupang following a session on Thursday,” he said here on Tuesday. He said Weng Zhi Yi and Li Zhaofeng were each fined Rp100 million. He said they were not imprisoned as has been demanded by the prosecutor because they were not caught violating Article 129 of the Fisheries Law and UNCLOS (United Nations Convention on the Law of the Sea). The evidence in the form of a 598 GT ship has been confiscated by the state. “It was not destroyed
because it still has economic benefit,” Mubarak said. He said the two defenfants had accepted the sentence while the prosecutor still had yet to decide if they would accept it. The case emerged after their ship was caught fishing illegally in Indonesia`s exclusive economic zone bordering Timor Leste at the end of November 2017. The fisheries and marine resources surveillane station in Kupang arrested 21 crew members along with their ship and fish catch weighing around 30 tons that have now been auctioned off. Two of the crew who were the skipper and chief engineer were named suspects and had been judicially processed. The rest of the crew had been sent back to their regions of origin.(ant)
House speaker condemns intensive bombardments in Eastern Ghouta
JAKARTA - House of Representatives (DPR) Speaker Bambang Soesatyo has expressed his strong condemnation over the intensive aerial bombardments carried out by the Syrian regime forces in the besieged area of Eastern Ghouta. “I express my deep sorrow for the death and injuries,” Soesatyo stated here on Monday. The attack has resulted in more than 500 civilian deaths and extensive damage to infrastructures, such as hospitals and clinics. Meanwhile, more than 2.5 thousand civilians have been injured. The speaker urged all parties to comply with the UN Security Council Resolution 2268 of 2018 by ending the bloodshed in Eastern Ghouta. “The United Nations should be able to stop the war, in an effort to allow access to emergency humanitarian aid and medical evacuations,” he remarked. Reuters earlier reported that the fighting has continued in Syria since Saturday?s Security Council resolution calling for a 30-day ceasefire. Russian Foreign Minister Sergei Lavrov stated that it would not apply to the army?s battle with

Health authorities in eastern Ghouta have revealed that several people had suffered symptoms consistent with chlorine gas exposure, resulting in the death of one child. Lavrov explained that the allegations, which state that the Syrian government was responsible for any chemical attack, were aimed at sabotaging the truce. “Eastern Ghouta cannot wait, it is high time we stop this hell on earth,” UN Secretary-General Antonio Guterres told the UN Human Rights Council in Geneva, calling for implementation of the 30-day ceasefire. Syrian President Bashar alAssad, backed by Russia and Iran, has steadily clawed back control of areas where his opponents rose up against his rule in 2011. Eastern Ghouta is the last major insurgent stronghold near Damascus, the seat of his power. IMF chief says growth strong but countries must prepare for change
WASHINGTON - International Monetary Fund Managing Director Christine Lagarde said on Tuesday the global economy was showing broad-based growth, but the landscape was shifting with heightened risks of trade disputes, monetary policy normalization and technological change.
Lagarde, speaking to an IMF conference in Jakarta in preparation for the Fund’s annual meetings in Bali in October, said the IMF was expecting global growth to reach 3.9 percent in 2018 and 2019. This is unchanged from the IMF’s forecast in January and up from 3.7 percent in 2017. She said ASEAN countries were preparing for higher interest rates in advanced economies such
as the United States and Europe, but cautioned that policymakers need to stay vigilant about its effect on financial stability and volatile capital flows. “We have known for some time that this is coming, but it remains uncertain as to how exactly it will affect companies, jobs and incomes,” Lagarde said in prepared remarks. ASEAN countries need to embrace new growth models that put a greater emphasis on domestic demand, regional trade and economic diversification and prepare for technological changes such as automation and artificial intelligence. On Wednesday, a German parliamentary committee will question government officials on whether Geely has violated disclosure rules and whether loopholes in securities trading law need to be closed, the Stuttgarter Zeitung and Stuttgarter Nachrichten newspaper reported on Tuesday. Germany tightened its rules on foreign takeovers last year, the first European Union country to do so, after a series of deals saw China gain access to high-tech know-how, while attempts by German companies to buy full control of Chinese rivals remains prohibited. Although under German law, the government can only intervene if a threshold of 25 percent is exceeded, investors must abide by market rules, Zypries said in interviews with Daimler’s home-town newspaper Stuttgarter Zeitung and Handelsblatt newspaper. World stocks hit 3-week highs before new Fed chief’s debut LONDON - World stocks rose to three-week highs on Tuesday, helped by a decline in borrowing costs ahead of Federal Reserve Chairman Jerome Powell’s first testimony before the United States Congress later in the day. The MSCI All-Country World Index, was up 0.1 percent and set for its third straight day of gains after hitting its highest level since Feb. 5. Though the index remains down over 2 percent for February, it has recovered more than two thirds of the losses sustained in the wake of a drastic selloff early this month. After gains in opening deals, European shares turned red, with the pan-European STOXX 600 down 0.1 percent. Britain’s FTSE 100 was up 0.1 percent.
Japan’s Nikkei rose 1.1 percent to three-week highs while MSCI’s broadest index of Asia-Pacific shares outside Japan also hit a three-week high before giving up gains on profittaking in Chinese shares. On Wall Street, the S&P 500 advanced 1.18 percent on Monday helped by a fall in U.S. bond yields. This last mouse cremation ceremony was held in 2009 involving subak groups in Tabanan district under the coordination of Sedahan Agung of Tabanan. Speaking about Balinese traditional culinary traditions will never end. One of the menus having not been widely known is plecing gonda (gooseweed with hot spices). However, in one region, this type of green vegetable sometimes becomes favorite food. Moreover, it is processed in a simple manner. It just needs to be boiled and then mixed with tomato seasoning and fried onion to make the taste very delicious. It offers typical and
tempting aroma. Plecing gonda has become a typical food for Balinese community. This vegetable menu is very close to farmers living in countryside. Other than easy to get the ingredient, the preparation is also easy. Simply fill with spices in the form of garlic, chili, large chili peppers, tomatoes, shrimp paste, lemon and salt to taste, plecing gonda is already tasted different from other vegetables.
The preparation is not too complicated. Ingredient in the form of gonda is boiled until cooked. All spices are cleaned, pulverized until subsequently fried, except for lemon. Kuta on Monday (Feb. 26). The beating case occurred at Coco Mart shopping complex, Taman Mumbul, Jalan Bypass Ngurah Rai, South Kuta, on Monday at 01:30 local time. A freelance tourist driver, Komang Gede Mudiasa, 29, was beaten by three tourists from China with initials CG, 36, HPY, 31, and ZNN, 34. As a result of the incident, the victim suffered serious injuries and had to be hospitalized.

SEOUL - South Korean prosecutors on Tuesday sought a 30-year jail term for former President Park Geun-hye who was ousted last year amid an influence-peddling scandal as supporters braved the winter cold outside the Seoul court demanding her immediate release. Park, 66, was dismissed in March after being impeached and is standing trial on charges of bribery, abuse of power and coercion in a case that rocked the country’s business and political elite. She denies wrongdoing. The prosecution’s recommendation came two weeks after Choi Soon-sil, a longtime friend of Park who was at the centre of the scandal, was jailed for 20 years for taking bribes from “chaebol”, or conglomerates, including electronics powerhouse Samsung and retail giant Lotte. Prosecutors are also seeking a 118.5 billion won ($127.1
million) fine for Park, who has been detained since March 31 last year. Park Seung-gil, a lawyer representing the former president, tearfully pleaded before Seoul Central District Court for mercy, saying Park had tried her hardest in leading the country “day and night”. Park’s trial began in May and a verdict is expected on April 6 in a case that brought scrutiny to the cosy ties between South Korea’s political leaders and its largest chaebol, the so-called “Republic of Samsung”. “(Park) brought a national crisis by letting a person who has never been involved in state management rule the country,” a prosecutor said. “She and Choi took tens of billions of won in bribes and yet denied her crimes and obstructed efforts to establish the truth.” Receiving bribes carries a

Japanese scientists invent floating ‘firefly’ light
TOKYO - Japanese engineering researchers say they have created a tiny electronic light the size of a firefly which rides waves of ultrasound, and could eventually figure in applications ranging from moving displays to projection mapping.
Named Luciola for its resemblance to the firefly, the featherweight levitating particle weighs 16.2 mg, has a diameter of 3.5 mm (0.14 inch), and emits a red glimmer that can just about illuminate text. But its minuscule size belies the power of the 285 microspeakers emitting ultrasonic waves that hold up the light, and have a frequency inaudible to the human ear, allowing Luciola to operate in apparent total silence. It took two years for Luciola to get this far, said circuit design specialist Makoto Takamiya, a member of the Kawahara Universal Information Network Project that developed the device.
“Ultimately, my hope is that such tiny objects will have smartphone capabilities and be built to float about helping us in our everyday lives in smarter ways,” said the University of Tokyo professor, who hopes it will be commercially viable in five to 10 years. The developers expect Luciola to find applications in the so-called Internet of Things, in which regular objects, such as cars, or domestic appliances such as air-conditioners, are connected to networks to send and receive data. Equipped with movement or temperature sensors, Luciola could fly to such objects to deliver a message or help to make moving displays with multiple lights that can detect the presence of humans, or participate in futuristic projection mapping events. The Kawahara Universal Information Network Project is a government-funded programme that is part of the Japan Science and Technology Agency and explores advances in information and communication technology. Besides SpaceX, Lockheed Martin Corp and Boeing Co , the Alcantara visit included smaller aerospace U.S. companies Vector Space Systems, which launches small satellites, and Microcosm, which focuses on providing lowcost access to space, an organizer of the trip said. Rubens Barbosa, a former Brazilian ambassador to the United States who organized the visit to the base, said the U.S. companies were eager to use the Alcantara site. However, Elon Musk’s SpaceX, fresh off the successful launch this month of the world’s most powerful rocket, said the comments were not correct. “Reports that SpaceX is interested in launching from Brazil are inaccurate,” spokesman John Taylor said in a statement. Revenue Services collect data on SWRO users
MANGUPURA — The district of Badung’s Revenue Services (Bapenda) and Pasedahan Agung of Badung reveal the users of Sea Water Reverse Osmosis (SWRO). In addition to tracing the area of the ITDC Nusa Dua, they are also recording its use in a number of tourism areas such as Kuta, Seminyak and Canggu. Head of the Badung Bapenda, Made Sutama, explained that a special team has been deployed to track users of SWRO. “We are collecting data in a number of areas to find out which companies are using SWRO”, said Made Sutama on Sunday (Feb. 25). So far they have found three tourist accommodations that are taking advantage of seawater to make drinking water. “We have found three other companies n the South that are using seawater, but I forget their names”, he said adding that they are continuing to collect data in the field. “This week, I will be checking further into this to see if they are really using SWRO or if they are using groundwater. This needs to be proven in detail”, he added. A recent investigation in South Kuta in the ITDC Nusa Dua area, showed that 14 taxpayers were using SWRO but have yet to be taxed for it. Water treatment service providers of SWRO systems are: Gapura Liqua Mandiri (GLM) based in Bandung and PT Tiara Cipta Mandiri whose head office is on LC Jalan Gatot Subroto, Denpasar. “All the taxpayers using SWRO will be summoned to equate perceptions related to the use of SWRO”, he said. Sutama further explained that they will continue to track which hotels are using SWRO services in a number of areas. Badung’s Bapenda also plans to install water meters in order to acertain the volume of water being used. “This is a part of our strategy to increase tax revenues according to our determined target. We are also continuing to track hotels in Badung that are using groundwater”, he concluded. The targeted revenue from ground water taxes in 2017 was IDR 67.9 billion of which IDR 61.8 billion was collected. For 2018, the Bapenda Badung is aiming for around IDR 88.4 billion representing a increase or IDR 20.4 billion form the target set for 2017. Meanwhile, the ground water tax arrears in 2017 reached IDR 13.1 billion. Ground water taxpayers from 2016 to 2017 increased by 369. In 2016, it grew to 1,490 and in 2017 grew again to 1,848. Section Head of Disease Observation and Investigation on Animal Health and Public Veterinary Health, Jembrana Agriculture and Food Agency, I Wayan Widarsa, said on Monday (Feb. 26) the tracing was conducted against the positive case of rabies in 2017. From the records on the rabies carrier animals (HPR), the positive cases in 2017 are admitted to have happened at eight villages in four subdistricts in the red zone which is now the target of tracing by the Denpasar Veterinary Agency. The vulnerable villages consist of Batuagung in Jembrana subdistrict, Tukadaya and Warnasari in Melaya subdistrict, Penyaringan and Yeh Sumbul in Mendoyo subdistrict as well as Asahduren, Gumbrih and Pangyangan in Pekutatan subdistrict. His section conducted a search by interviewing the owners of rabies carrier animals in the area of positive bite cases by searching for at least ten samples. According to him, the search was done to find out the history and journey of positive rabies cases and tracing the origin of the rabies carrier animals in the red zone. In addition to questionnaire sampling of the rabies
carrier animal owners, there is also a blood sampling of the animals especially the dog in order to know the anti-body titer because according to him if the antibody titer is low then the opportunity of rabies carrier animal to receive and transmit rabies is very high. According to him, the tracing is also meant as prevention and data collection so that there are valid data on the rabies carrier animals including their vaccination history. He said if the previous vaccination results in the risk area remain low, the vaccination will be carried out intensively. He admitted there had been a positive rabies case returned to occur in the red zone a few years ago but he thought the chance is very small because the transmission has been suppressed through vaccination and elimination. Besides, it has been provided with awareness dissemination to rabies carrier animal owners in order to always protect their pets. At the beginning of 2018, his section has sent 14 brain samples of dogs having bitten consisting of 7 samples of last January and 7 samples of this February. Moreover, one of the samples was taken from the red zone, namely Sari Kuning. Commission III holds a meeting on toll road congestion
DENPASAR - Commission III of the Bali House of Representatives apparently did not want to resolve the congestion problem at the Mandara Bali Toll Road half-heartedly, especially after the underpass project at the Ngurah Rai Statue intersection. Following the working visit to PT. Jasamarga Bali Tol (JBT) and Bank Indonesia of Bali Representative Office, Commission III held a meeting with relevant stakeholders in the parliamentary building on Monday (Feb. 26).
Commission III invited some institutions such as Bali Police Traffic Affairs, Denpasar Police, Bali Transportation Agency, National Road Authority (BBPJN), Angkasa Pura, Bank Indonesia of Bali Representative Office, JBT and Toll Card Providers such as Bank Mandiri, BCA, BNI, BRI, BTN and BPD Bali. A tense atmosphere had imbued the meeting chiefly when the Commission III asked for traffic engineering. In this case, the BBPJN that works on the underpass does widening the road at some points. However, BBPJN has not been able to afford due to be constrained by the pipelines of Municipality Waterworks (PDAM) and aviation fuel. “We must be strict there. Should there be any problem with water pipelines, it must be coordinated quickly with the PDAM. Regarding the aviation fuel pipeline problem, it’s the authority of Angkasa Pura. Just now, the Angkasa Pura has agreed, it means the problem can be resolved in such a way technologically,” said Secretary of Commission III of the Bali House of Representatives, I Ketut Kariyasa Adnyana, when confirmed after the meeting. According to Kariyasa, BBPJN in its presentation will indeed accelerate the construction of the bridge on the southern side. But the seriousness of BBPJN is still awaited to reduce the severe congestion occurred,
especially the road section heading for the airport. Meanwhile, Bali Police Traffic Affairs are said to immediately add personnel to regulate the traffic. It had given alternative way to access by opening toll road so as to reduce congestion. “In fact, it can be done by discretion. Police have the right to do so and are protected by law because it is an emergency. For the sake of smoothness and avoid long congestion at toll road, it can be opened first for a while without charges,” explained this PDI-P politician. On the other hand, continued Kariyasa, PT. JBT managing the Mandara Toll Road is said to be ready to add the officers at the toll booth to facilitate the payment because the congestion does not only happen because of the underpass project and the traffic diversion to toll road. Besides, it is caused by the payment process with toll card as there are users that do not carry the card or their card balance runs out. “Previously, if toll users do not carry a toll card, they are just served at one toll booth. This is also the trigger of the congestion. Now in the emergency case, all the toll booths should be equated,” he added. Kariyasa added that banks coalesced into the toll card providers will do more disseminations to the public chiefly related to location where people can top up their e-money balance. Meanwhile, Angkasa Pura is said to be ready to make shortcut so there is an alternative pathway to the airport from the Nusa Dua direction. However, the plan prepared for this emergency needs an escort. “We are committed that this traffic congestion is not good for tourism image. Moreover, Bali is just in the recovery process from Mount Agung eruption. Do not let this congestion bring in bad issue that is not good for Bali tourism. Just now, all the stakeholders have committed and it should be implemented as well as possible and as soon as possible because this is an emergency and short-term plan,” he concluded. (kmb32)
MANGUPURA - Conservation of palm-leaf manuscripts by utilizing digital media continues to be attempted by district government of Badung. At least, 375 pieces of palm-leaf manuscript spreading across Badung have been digitized until 2017. In addition to digitization, the government through the Culture Agency also records and rewrites damaged palm-leaf manuscripts onto palm-leaf medium. Head of the Badung Culture Agency, I.B. Anom Bhasma, said the digitalization of palm-leaf manuscripts is one of the efforts to preserve the manuscripts. They are digitizing and translated into three languages namely Balinese, Ancient Java and Bahasa Indonesia. “Without such preservation, the palm-leaf manuscripts will become damaged, so that we digitize them,” said Anom Bhasma, on Monday (Feb. 26). According to him, the palmleaf manuscripts made into book have been distributed to the public, especially chief of customary village across Badung and higher priests. Anyone can visit our library,” he said. To be known, the Badung Culture Agency has conducted the auction of information technology expenditure services consultancy, consulting services on the making of palm-leaf manuscript digitalization sourced from regional budget plan (APBD) 2018 worth IDR 135,000,000 and HPS package valued at IDR 134,459,600. “Many palm-leaf manuscripts are scattered in the community. Therefore, we continue the digitalization program because we are worried about their damage,” he said while adding it has been regularly disseminated to the community in an effort to preserve the palmleaf manuscripts in Badung. Bollywood’s Sridevi drowned in bathtub after losing consciousness - Dubai police
DUBAI - Indian actress Sridevi died from drowning in her hotel room bathtub, police in Dubai said on Monday following a postmortem. Media reports had earlier said the 54-year-old, who had been in Dubai for a family wedding, had died of cardiac arrest on Saturday. “Following the completion of post-mortem analysis, Dubai Police today stated that the death of Indian actress Sridevi occurred due to drowning in her hotel apartment’s bathtub following loss of consciousness,” Dubai Police said on their Twitter account. “Dubai Police has transferred the case to Dubai Public Prosecution, which will carry out regular legal procedures followed in such cases,” it added, without elaborating. In a career spanning five decades, Sridevi acted in 300 films and was awarded the Padma Shri, India’s fourth-highest civilian honour in 2013. Born Shree Amma Yanger Ayyapan in the southern state of Tamil Nadu, she started acting at the age of four, appearing in several Tamillanguage films in the 1960s and 1970s, and eventually dropping out of school for a career in the movies. Sridevi made her Bollywood debut in 1979 with “Solva Sawan” (16th spring), but it was in 1983, with Balu Mahendra’s “Sadma” (Shock) that she made her mark in the Hindi film industry. That year, she also acted with Jeetendra in K. Raghavendra Rao’s blockbuster “Himmatwala” (The Courageous One), cementing her place as one of Bollywood’s top actresses. Sridevi was known for her on-screen vivacity and energy, playing memorable characters in films such as “Chaalbaaz” (Trickster) and Shekhar Kapur’s “Mr India” in the 80s and 90s. Freeze engulfs Europe, rare Rome snow disrupts flights ROME - Bitterly cold weather gripped parts of Europe causing travel chaos on Monday, and a rare snow storm in Rome prompted Italian authorities to call in the army to help clear the streets. A Siberian weather system British forecasters dubbed the “beast from the east” brought snow, strong winds and the coldest temperatures for years to many regions. The freeze was expected to continue for much of the week, and the World Meteorological Organization said daily minimum temperatures below 0 C were expected even in southern Europe. “This cold period ... could be a risk to life for vulnerable people exposed to the cold,” it said.

the Oppian Hill. It was the heaviest snowfall in Rome in six years and the largest for the end of February in decades. The city, which is not equipped to deal with snow emergencies due to their rarity, asked other areas to send in snow ploughs to help clear roads. Schools were ordered shut and
many people could not reach their work. Police asked residents to stay at home if possible. Rome’s Fiumicino airport was forced to operate with only one runway during the night, when 10 cm (4 inches) of snow fell in less than four hours. The capital’s second airport, Ciampino, was closed overnight and workers were clearing its two runways. Italian aviation officials said Ryanair had cancelled all flights to and from Ciampino, its Italian
hub. Most of Italy’s other main airports were open, albeit with flight delays.
