LOS ANGELES - Marvel’s band of Avengers are usually a friendly bunch, but when faced with the destruction of their heroic efforts to save the world, the superheroes are split between maintaining control of their powers or going under government contract, leading to an explosive battle. “Captain America: Civil War,” out in international theaters this week and in U.S. theaters on May 6, holds the heroes accountable for the mass destruction caused by their efforts to save the planet. Last year’s “Avengers: Age of Ultron” ended with an entire town being lifted into the air. In “Civil War,” Chris Evans’ Captain America fights for superheroes to govern themselves and goes head to head with his former ally, Robert Downey Jr.’s Iron Man, who wants the heroes to be governed by the United Nations. “We like to liken it to a fight at a wedding,” said Joe Russo, who co-directed the film with his brother Anthony Russo.

Spider-Man is joining Disney’s Marvel cinematic universe as part of a collaborative deal between Walt Disney Co and Sony Pictures, which owns the rights to SpiderMan. Holland will be swinging his way into 2017’s standalone film “Spider-Man: Homecoming.” “I like the fact that they’re skewing Spider-Man young because that’s how he is in the comic books. Mitsubishi Admits Cheating Goes Back 25 Years
TOKYO - Car maker Mitsubishi has been cheating on fuel economy tests for 25 years, it admitted. The Japanese company acknowledged last week that it had manipulated tests on some of its own brand and Nissan cars. It said at the time that the rigging went back to 2002 and involved 600,000 models but an internal probe has now found such tampering dates to 1991 and the total number was not known. Shares in the Tokyo-based company have plummeted since the initial revelations, wiping billions
of pounds off its market value and Japanese transport officials have raided the firm’s offices. The car maker has said that there was no evidence to suggest that UK or European models were affected. Mitsubishi Motors Corp’s President Tetsuro Aikawa, Executive Vice President Ryugo Nakao and other

Then, there is article 346 of Criminal Code. Since the culprit is a minor, they are subject to imprisonment for a maximum of 1/2 the time of imprisonment for adults in accordance with article 81 of Law No. 11/2012 on the Child Criminal Justice System” he said. In the case of child arrests, they are placed in a special examination room for children. If there is a guarantee from their parents or school, then the culprit should not be detained in accordance with the criminal law system for children. District govt proposes traffic regulation to overcome traffic congestion in Ubud
GIANYAR - The constant traffic jams in Ubud are a problem that is difficult to resolve. The various programs different efforts taken by the government to help unclog traffic dense areas have yielded little to no results. One of the main obstacles is the collision of a variety of interests primarily related to economic interests in the ‘toursim village’. Also the government has not had a clear legal instrument to use in managing the traffic. Head of the Gianyar Transportation and Infocom Agency, Cokorda Rai Widiarsa, said on Monday (Apr. 25), that one of the main triggers for traffic congestion in Ubud is the rampant illegal parking on the body of the roads. Although such parking has been banned, violations remain widespread. He added that the government has in fact been working to eliminate such bpantatn volations -but to no avail. Widiarsa argued that it is hard to discipline those committing such infractions, because of the lack of available parking in the area and the large number of interests in Ubud. He did not however specifically mention which interests were problematic in overcoming the problem but simply pointed to the fact that economic interests were a factor.
He also emphasized that traffic congestion in Ubud nonetheless needs to be taken seriously and dealt with comprehensively. On that account, his agency has filed a draft for a regional bylaw regarding traffic arrangements in in Gianyar -mainly in Ubud. “We have proposed the regional bylaw draft to the parliament” he said. Having a regional bylaw related to traffic is considered important because once the new law is put into effect, there can be no derivative rules in the region and the traffic law can be used as a reference and legal basis for the district government to take action in reducing traffic congestions. “In order to take action regarding traffic congestion, the needs to be a regulation that can be further developed into a regent regulation. Otherwise our efforts will definitely
be in vain”, he said. The government of Ginayar, said Widiarsa, plans to make parking more disciplined so that the body of roads in Ubud can be free of illegally parked vehicles. Without this crucial first stp, other efforts will not be able to run. The district government is also exploring the possibility of adding more parking spaces. In this regard tourism stakeholders share a common vision with the government. “There are already some parking spaces, like the ones at Monkey Forest. Similar spaces will be provided in Ubud Kaja We will communicate further with Customary Village authorities because this issue is related to economic profit. A shuttle bus for transport around Ubud will also be provided”, he said. The full plan will be shared with the public in June, and after looking for effective patterns of operation over the next six months, with the plan of making the shuttle buses available next December. “The shuttle bus is an alternative measure and the idea has received positive responses from community

DUBAI — Already home to the world’s biggest skyscraper, Dubai has another tall order to fill: By 2030, its leader wants 25 percent of all trips on its roads to be done by driverless vehicles. Monday’s announcement by Sheikh Mohammed bin Rashid Al Maktoum came without warning and with few details, as is sometimes the case with the many aspirations of the leadership of the United Arab Emirates. In this car-crazed city-state of over 1.5 million registered vehicles, it’s not unusual to see Ferraris idling alongside Lamborghinis at traffic lights. And Dubai already is home to a driverless Metro rail system, which carried 178 million riders in 2015. Smart-car technology is being used in some of the world’s luxury vehicles, and it is advancing rapidly enough for the plan to become a reality — or a nightmare for the thousands of taxi drivers who now plying the streets among the sleek skyscrapers in the UAE’s commercial capital. In a statement carried by the state-run WAM news agency, Sheikh Mohammed said the plan would cut down on costs and traffic accidents. The project would be a joint venture by Dubai’s Roads and Transport Authority and the Dubai Future Foundation, he said, without offering how it would be funded in the oil-rich nation.
“Today, we lay down a clear strategy with specific goals for smart transportation to form one of the key drivers for achieving sustainable economy in the UAE,” said Sheikh Mohammed, who can be seen driving himself around Dubai in his white Mercedes-Benz G-Class SUV, license plate No. 1. Dubai boasts the world’s tallest building with the 2,717-foot (828meter) Burj Khalifa, which opened in 2010. In 2020, it will host the World Expo, a world’s fair that is held every five years. Mattar al-Tayer, the directorgeneral and chairman of the Roads and Transport Authority, said his agency has contacted a number of driverless vehicle sellers and “plans to conduct live test-runs for these vehicles in Dubai.” His agency already has signed a deal with Toulouse, France-based driverless vehicle manufacturer EasyMile to conduct tests on their box-shaped EZ10, which carries up to 10 passengers, according to a statement from al-Tayer. EasyMile referred questions to its Emirati partner Omnix, which did not immediately respond to a request for comment.
For now, Dubai and EasyMile haven’t made any financial commitment to each other, said Ahmed Bahrozyan, the CEO of the Roads and Transport Authority’s licensing agency. Instead, EasyMile is using the opportunity to test its battery life and air conditioners against Dubai’s summertime heat, which goes easily beyond 40 degrees Celsius (104 degrees Fahrenheit), he said. “Our strategy is not only looking at private cars, but looking at taxis, looking at buses, looking at ... cable car systems,” Bahrozyan told The Associated Press. While still a nascent field, many big names are looking at entering the driverless market. Google began developing driverless cars in 2010. Traditional automakers such as Mercedes-Benz, General Motors and Toyota are working to gradually automate functions until vehicles potentially become fully capable of driving themselves. Dubai may prove to be a good test site. It sees little rainfall and has a nearly new road system crowned by the E11 highway known as Sheikh Zayed Road, the country’s longest thoroughfare that is a dozen lanes at its widest. But there are also highspeed traffic crashes and massive collisions caused by seasonal fog in Dubai and the rest of the Emirates. (ap)
TUNIS - A bladeless wind energy convertor inspired by the sailing boats of Ancient Carthage is set to breeze past traditional turbines in terms of efficiency, according to its Tunisian developers. A Tunisian start-up has taken inspiration from the sailing boats of Ancient Carthage to develop a bladeless, non-rotating wind energy convertor that is more efficient than traditional turbines as well as safer and quieter, according to the developers. Tunis-based Saphon Energy says the aerodynamic bowlshaped sail on its turbine is capable of capturing twice as much wind energy over the same swept area as a conventional turbine. The designers, led by 37year-old engineer Anis Aouini, looked to the old technology of sailing boats, as well as the movements of birds and fish for their design. They were inspired by the sailors of the ancient civilisation of Carthage, located close to the present-day Tunisian capital. The bladeless design uses a non-rotational sail-shaped body combined with a wind converter that follows a figure of eight pattern in the air. All wind turbines are subject to the Betz limit of capturing 59 percent of the energy from

wind, but its developers say the Saphonian is quite capable of surpassing this limit because it is bladeless, making it far more efficient than traditional turbines. Saphon Energy says the Saphonian will be able to convert wind to energy at around 80 percent. Its lower cost could make it an attractive source of off-grid energy in developing countries. The tech company hopes to put this into practice with a partnership in India. “This project that is planned for India consisting of 50 Saphonians producing 20 kilowatts of power, a total of one mega watt, will be a wind farm. This power produced in south India, could meet the demands of a small village of 1000 houses even if the energy will be directly injected to the general Indian electricity network. But it’s an approximation to ease the understanding for viewers: it’s about 1000 houses in India,” Aouini told Reuters during a demonstration of the Saphonian in the Tunis suburb of Rouad. Saphon Energy has attracted international attention for its innovative design. The Tunisian company won the 2015 Gulfstream Navigator Award, as well as funding, technical and software support from Microsoft. (rtr)

Mayor addresses serious problem of plastic waste DENPASAR - Waste handling in Denpasar, continues to be a problem that has many people concerned. Mayor of Denpasar, I.B. Rai Dharmawijaya Mantra addressed the issue during the inauguration of the Dhana Lestari waste bank at Dangin Peken hamlet, in Intaran Customary Village Sanur, on Sunday (Apr. 24).
The mayor said that the government of Denpasar is looking to empower people to carry out waste management at the household level for without public support the very serious problem of plastic garbage will not be overcome. He added that the plastic is very different from organic garbage and needs to be handled differently. Mayor Mantra emphasized IBP/file that plastic garbage has become I.B. Rai Dharmawijaya Mantra a severe problem because it takes
hundreds of years to decompose and affects public health, and therefore needs to be managed properly. Waste banks have become important agents of change in terms of managing waste. The Mayor also mentioned that the City if Denpasar needs adequate facilities, infrastructure and a change in people’s mindset in order to deal with the problem of garbage. The municipal government has initiated environmental
waste management programs, through the villages that make up the city as a way to change people way of looking at the problem. “Intaran Customary Village serves as a role model in their culture-based process”, he said. Head of the Denpasar Sanitation and Landscaping Agency (DKP), I Ketut Wisada, said that mayoral regulations have been drafted that would hand the authority of waste management over to the villages. Until now, waste management has mostly been handled by the DKP but this will be less and less so. “DKP will instead just pick up trash from depots and then brings it to landfills. In the near future, the mayoral
regulation will be completed so that the waste management by villages can run effectively” said Wisada. Related to the concerns that the public will be charged twice for garbage pick-up, Wisada that this will not happen. Presently the waste management levy is attached to the account of the Municipal Waterworks (PDAM), but this will be revoked once waste-management is handled by the villages themselves. “The procedure has already been specified, so that there will be no double charges. The waste levy on the PDAM invoice can be revoked after a letter has been issued by village authorities” he explained. (kmb12)

DENPASAR - Indonesia has a population of 250 million people who consume 1.5 million barrels of oil and gas per day. However, Indonesia is only able to produce 800,000 barrels of oil per day. “Of this amount, a part is owned by the contractor, while Indonesia only has access to 600,000 barrels,” said the Director General of Oil and Gas, Ministry of Energy and Mineral Resources, Prof. Dr. Wiratmaja Puja on Monday (Apr. 25). To meet the demand for oil and gas, Indonesia imports about 800,000 barrels of oil and gas. Although oil and gas prices have globally fallen from USD 100 per barrel to USD 40 per barrel and have ever reached as little as USD 30 per barrel, this condition caused oil and gas companies to suffer losses. Exploration activities have been greatly reduced as a consequence, explained Wiratmaja. With the price of oil at USD 50 per barrel, Indonesia spends as much as IDR 4 trillion per day on oil and gas. Another challenge faced by the oil and gas sector of Indonesia is that it does not have enough national reserve and tanks, so even though prices are low, Indonesia cannot stock up on oil and gas. “Unfortunately, we do not have enough reserve”, he said. So far, the nation’s oil supply remains adequate and the price is stable at IDR 6,450 for Premium gas, so later on during the Eid Al-Fitr in July, oil prices will not need to be raised making inflation more easily stabilized. “Hopefully, there will be no change until at least September” he said. Until now, Alex Bajawa has not been arrested by police. Their action has been also clearly recorded in the CCTV, although Scott denied it in the court. Scott mentioned if the maltreatment was committed by his friend. However, his evasion became a consideration for the prosecutor to incriminate the demands. As the aggravating consideration for Scott is that he did not confess his action during the trial. “Actually, there has been CCTV footage, while the alleviating consideration is that the defendant behaved politely and has never been punished,” said Agung Fitria. On the lawsuit, Scott from Australia will submit a plea. The indictment mentioned that in this case the defendant with his friend including the individual boxer originally came to the Sky Garden. The defendant was stated that he did not want to pay the bill of the drinks ordered. Then, the victim Kenneth James Wickes came and there was an argument. Not long after, the defendant pushed the victim to fall. The victim also claimed to have been persecuted by the defendant’s friend. (kmb37)

The Ministry of Law and Human Rights of Bali has already added a prison, namely the special drug prison located in Bangli. Nevertheless, the number of prisoners or detainees still exceeds the capacity. The most disturbing happens at Kerobokan Prison. Chief of the Ministry of Justice and Human Rights of Bali, Sulistiono, said on Monday (Apr. 25) that the issue of overcapacity has happened since long time, so that we should find another solution. What about the relocation, chiefly for the Kerobokan Prison as proposed by many parties? Sulistiono said that the proposed relocation will be accommodated and discussed. However, he said the relocation cannot necessarily be taken as soon as possible. Relocation affairs must surely involve many parties and will cost expensive. On that account,
he hoped that all the parties help resolve this problem, especially the Kerobokan Prison located at tourist area. Responding to such overloaded condition faced by the officers when a clash occurs, how many officers are ideal to oversee the prisoners? “Ideally, the ratio is 1: 20. It means that one officer oversees maximally 20 prisoners,” continued the correctional division head, Putra Surya. When mentioned about the special drug prison in Bangli, Sulistiono explained that it has been exploited to the maximum. In other words, as long as the drug prison can still hold, the prisoners will be placed there. Nevertheless, he said there are still many problems to be faced due to the lack of facilities and infrastructure. “One of the small examples is the matter of water. We are still awaiting the ar-
tesian well, so that our service will get maximal,” he explained. To cope with the overcapacity, especially about drug prisoners or detainees, the Ministry of Law and Human Rights Bali has been working together with the BNP Bali. The cooperation made is by doing rehabilitation to drug addicts. Hopefully, those having been caught in drug cases will not be getting worse after being held in prison or detention house, but want to do rehabilitation. They are expected to realize the mistake that drug harms themselves and family. Drug is illicit goods and causing people to get addictive. With the rehabilitation for the users, it is expected to reduce the occupancy rate, so that the officers of prison and detention center can work maximally. In the internal Ministry of Law and Human Rights, as stated by the Minister Yasonna Laoly, it would impose sanctions if there is involvement of the prison in drug affairs. Papua New Guinea’s highest court said the detentions breached the country’s constitution. Under Australia’s controversial immigration laws, anyone intercepted while trying to reach the country by boat is sent for processing to camps in Nauru and Manus Island. They are never eligible to be resettled in Australia. More than 800 people are detained on Manus Island on behalf of Australia. The detention centre on Nauru houses about 500 people and has been widely criticised by the United Nations and human rights agencies for harsh conditions and reports of systemic child abuse. Australian Minister for Immigration Peter Dutton said the ruling would not change its policy of offshore detention. “It does not alter Australia’s border protection policies they remain unchanged,” said Dutton. “Those in the Manus Island Regional Processing Centre found to be refugees are able to resettle in Papua New Guinea. Those found not to be refugees should return to their country of origin.” Australia’s asylum seeker policy has attracted international criticism from human rights groups. “People have been detained for over three years in contravention of the laws of Papua New Guinea in abusive conditions,” said Elaine Pearson, Australia Director at Human Rights Watch. “It is time to stop the abuse of vulnerable people who only ask for safety and the opportunity to rebuild their lives.” (rtr)

Gay Western couple win Thai surrogacy battle for baby Carmen
BANGKOK - A gay couple from the United States won an appeal on Tuesday for parental rights over a baby born through a Thai surrogate mother in a high-profile case that came to light before Thailand banned commercial surrogacy last year. The law came into effect in July in a bid to end “rent-a-womb” tourism in Thailand following a series of high-profile surrogacy cases involving foreigners, including accusations in 2014 that an Australian couple had abandoned their Down syndrome baby with his Thai birth mother. Thailand had been a popular destination for foreigners seeking surrogacy services, in part because of lower prices but also because of the country’s lax legislation. American Gordon Lake and his Spanish husband, Manuel Santos, had a baby called Carmen through a Thai mother before the Thai ban on commercial surrogacy came into effect.
A bitter battled ensued when surrogate mother Patidta Kusolsand refused to cede parental rights to the couple leaving them trapped in Thailand with Carmen. Manuel, speaking to reporters outside a Bangkok family court after the verdict, said the couple would take Carmen to Spain first to meet her family there. “This nightmare is going to end soon,” Santos said through tears. “Carmen will be with us in our home.” Patidta had said she did not know the couple were gay and was unsure about their abilities as parents. The pair have another child, son Alvaro, who was born through surrogacy in India three years ago, and have said they chose Thailand because regulations in India had changed. SEOUL — Hyundai Motor Co. has reported a 12 percent drop in its first-quarter net profit as lower sales in China, Russia and Brazil outweighed higher vehicle shipments at home and favorable foreign exchange rates. South Korea’s largest automaker said its January-March net income was 1.7 trillion won ($1.5 billion), compared with 1.91 trillion won a year earlier. The results were better than expected: Analysts expected 1.53 trillion won, according to FactSet, a financial data provider. But the company reported a year-over-year
earnings drop for a ninth consecutive quarter. The company blamed weak demand in emerging markets and oil-exporting countries. But the results could reaffirm concerns about its competitiveness in China, the world’s largest auto market. Last year, the rise of Chinese local brands and Chinese consumers’ preference for sports utility vehicles over sedans took a toll on Hyundai and other foreign car makers. The popularity of SUVs in China was not favorable to the South Korean company, whose forte is in passen-
ger sedans such as the Elantra and Avante models. During the first three months of this year, Hyundai’s plants in China, which is the second-largest production base for Hyundai after South Korea, reported an 18 percent decline in sales. Indonesia observes World Malaria Day in Bengkulu BENGKULU - Indonesia observed World Malaria Day in Seluma District, Bengkulu Province, on Monday in the presence of Health Minister Nila Moeloek. The minister said one way of controlling the spread of malaria was to conserve the mangrove ecosystem, which was “home” to the anopheles mosquitoes that carry the malaria virus. “If the habitats (mangrove ecosystems) of anopheles mosquito are destroyed, the mosquitoes carrying the malaria virus will move to residential areas,” Minister Moeloek
remarked here on Monday. Therefore, the health minister emphasized the need to preserve the environment, including the mangrove ecosystems along the coastal areas, to control the spread of malaria. She added that controlling malaria was highly correlated to environmental hygiene and maintaining a healthy body. “Such a small anopheles mosquito can cause death, and therefore, we should maintain cleanliness and our health,” she affirmed. The minister also reminded the
residents to use mosquito nets while sleeping as the anopheles mosquitoes bite at night. Therefore, she said the distribution of mosquito nets among the people was one of the steps taken under the Health Ministrys program to control malaria. Various activities ranging from mass blood testing and the distribution of anti-malarial drugs to the distribution and installation of mosquito nets among the residents were held as part of the main event of the World Malaria Day in Seluma District.(ant)
“Traditional medicines were found to have been mixed with chemical drug materials. After investigations, there were indications that the chemical drug material had come from a (legal) pharmaceutical industry,” BPOM Chairman Roy Alexander Sparringa told a press conference here on Monday. Police said earlier that certain elements in the pharmaceutical sector were suspected to be dealing in illegal drugs following investigations into a 2013 case. The head of the International Crime Affairs of the National Police Headquarters, Senior Commissioner Puji Sarwono, said the producers of the traditional medicines had obtained chemical drug materials from a supplier in East Java. The illegal chemical drug materials were phenylbutazone, dexamethasone and paracetamol. “In 2013, we launched an operation against a producer of illegal traditional medicines in Tangerang (Banten). We found 166 thousand tablets with phenylbutazone, dexamethasone and paracetamol as ingredients. After we studied them, we received information that the materials were supplied by a pharmaceutical unit in East Java. We investigated the matter for nine months and found the factory involved,” said Puji. However, the police officer refused to reveal the identity of the pharmaceutical industry on the ground that the case was still under investigation. In the meantime, Roy explained that the pharmaceutical factory produced and kept its illegal products in warehouses that were also illegal. “It is a legal industry but its storage facilities or warehouses are illegal,” Roy stated. These illegal drugs were distributed to the market through big pharmacy traders using forged documents. They were also distributed to producers of illegal traditional medicines. Traditional medicines mixed with chemical drugs have a serious impact on health, such as in case of ulcers and body inflammation, in the short term. Long-term impact could be in case of blood, liver and kidney diseases. In cooperation with other agencies, the BPOM confiscated more than three million illegal and dangerous cosmetics, drugs and traditional medicine products. “There are 4,441 items or 3,172,937 pieces worth a commercial value of Rp49.8 billion,” Roy informed. These were found during an operation conducted across the country between February and March, 2016. Authorities also found that 174 of the 250 warehouses inspected were illegal. A total of 52 cases, or about 29.89 percent of the total cases, were launched.(ant)

POSO - Another member of the armed group led by Santoso was killed during a fire fight with a joint military-police team in the village of Patiwunga, Poso Pesisir Selatan, in the district of Poso, Central Sulawesi, on Sunday. Central Sulawesi police chief Rudy Sufahriadi told newsmen here
on Monday that the identity of the victim was still being confirmed but it was known that he was a foreigner believed to have come from Uighur, China. He said the fire fight broke out following a tip off given by a community member about strangers passing by his home.
Following the tip-off, an armypolice team involved in the Tinombala operations to crush the elusive radical group led by Santoso reached the location and tracked down the suspicious persons. They, however, defied the teams attempts to arrest them, triggering an armed fight in which one of the men was killed.
The victim suffered injuries in his legs and face. His body was taken to the Bhayangkara police hospital in Palu while three of his fellows escaped into the woods. The team is still searching for them. The team discovered tens of items in the bag that was being carried by the victim, including self-made
bombs, glue, bottle, edibles, three pieces of coconut meat, seven bananas and three kedondong fruits. It was believed that members of the Santoso group were starving and were out looking for food. The security authorities had launched the Tinombala operation to crush the group.(ant)

Trump poised for East Coast primary wins in test of reorganized team
PENNSYLVANIA - Donald Trump is poised to extend his lead in the Republican presidential race in a string of East Coast primaries on Tuesday, but a complicated contest in Pennsylvania, the day’s biggest prize, will test his recently reorganized campaign. On 30th anniversary of Chernobyl disaster, Ukraine remembers its victims
KIEV - Ukraine held memorial services on Tuesday to mark the 30th anniversary of the Chernobyl nuclear disaster, which permanently poisoned swathes of eastern Europe and highlighted the shortcomings of the secretive Soviet system. In the early hours of April 26, 1986, a botched test at the nuclear plant in then-Soviet Ukraine triggered a meltdown that spewed deadly clouds of atomic material into the atmosphere, forcing tens of thousands of people from their homes. Relatives of those who died as a result of the world’s worst nuclear accident attended a candle-lit vigil in a Kiev church, built in their memory. “We did not think that this accident would change all our lives, dividing them into ‘before the war’ and ‘after the war’ as we called it. It was silent nuclear war for us,” said Lyudmila Kamkina, a former worker at the plant. Others gathered for a service in Slavutych, a town 50 km (30 miles) from Chernobyl that was established to house many of those who had to leave their homes for ever. More than half a million civilian and military personnel were drafted in from across the former Soviet Union as so-called liquidators to clean-up and contain the nuclear fallout, according to the World Health Organization. Thirty-one plant workers and firemen died in the immediate aftermath of the accident, most from acute radiation sickness. Over the past three decades, thousands more have succumbed
to radiation-related illnesses such as cancer, although the total death toll and long-term health effects remain a subject of intense debate. Nikolay Chernyavskiy, 65, who worked at Chernobyl and later volunteered as a liquidator, recalls climbing to the roof of his apartment block in the nearby town of Prypyat to get a look at the plant after the accident. “My son said ‘Papa, Papa, I want to look too’. He’s got to wear glasses now and I feel like it’s my fault for letting him look,” Chernyavskiy said. The anniversary has garnered extra attention due to the imminent completion of a giant 1.5 billion euros ($1.7 billion) steel-clad arch that will enclose the stricken reactor site and prevent further leaks for the next 100 years. The project was funded with donations from more than 40 governments. Ukrainian Prime Minister Volodymyr Groysman said lessons learned from Chernobyl should be heeded all over the world. Even with the new structure, the surrounding exclusion zone - 2,600 square km (1,000 square miles) of forest and marshland on the border of Ukraine and Belarus - will remain uninhabitable and closed to unsanctioned visitors. The disaster and the government’s reaction highlighted the flaws of the Soviet system with its unaccountable bureaucrats and entrenched culture of secrecy. Woods feels ‘nice and smooth’ after first holes of the year
TEXAS - Tiger Woods played his first stretch of golf holes since last August on Monday at a course opening in Montgomery, Texas to fuel speculations that he could return soon.
Woods was present for the opening of Bluejack National Golf Course, which he helped design. The former world number one warmed up in front of a crowd, hit a ceremonial tee shot and then played a few holes with longtime friend and fellow Major champion Mark O’Meara. “I haven’t been out here playing like this. I hadn’t played any holes until today,” Woods told reporters. “I know people have said I’ve played holes back at Medalist, but I haven’t. This is actually the first time I’ve played holes since Wyndham. It’s been a while.” Woods, 40, last competed at the Wyndham Championship in North Carolina last August before back surgeries ended his year.Woods’ world ranking has plummeted to 499 and earlier this month he missed the Masters for only the second time since his tournament debut in 1995. Multiple videos of the 14-times Major champion hitting golf balls have surfaced this year and Monday’s short round showed further improvement. “I’m just progressing,” he said. “You saw how I was going at it today, nice and smooth. That’s harder than I have been going at it the last month. Just gradually progressing. We’re just trying to progress and I’m doing that.” The Golf Channel reported that Woods could compete at the Wells Fargo Championship early next month but Woods and his team have maintained there is no planned return date. PORTLAND - The Los Angeles Clippers did not just lose Game 4 of their first-round playoff series with the Portland Trail Blazers on Monday at the Moda Center. They lost their point guard, leader and best player, too. Chris Paul left the game in the third quarter of the Trail Blazers’ 98-84 victory with a right hand injury and did not return. X-rays showed a fractured third metacarpal. He might be sidelined for the remainder of the playoffs. Al-Farouq Aminu scored 30 points -- a career high for both the regular season and the playoffs -- as the Blazers evened the bestof-seven series at two games apiece. Aminu made 11 of 20 shots from the field, including six of 10 from 3-point range. The 6-foot-9 forward also had 10 rebounds and three blocked shots. CJ McCollum scored 19 points, and Mason Plumlee contributed two
points, 14 rebounds and 10 assists for Portland. Clippers forward Blake Griffin had 17 points and seven rebounds before leaving the game in the fourth quarter with a sore left quad. Jeff Green added 17 points off the bench for Los Angeles, and Paul scored 16. Aminu scored 13 points and Plumlee had two points, nine rebounds and five assists to stake Portland to a 47-43 halftime lead. Paul scored 14 points and Green added 10 for the Clippers, who shot 33.3 percent from the field and were outrebounded 31-21 in the half. He left with his injury with the Clippers trailing 58-52. Green nailed a 3-pointer at the buzzer to narrow Portland’s advantage to 66-64 after three quarters. The Blazers outscored the Clippers 11-4 to start the fourth quarter go ahead 77-68. The difference was 84-72 with 5 1/2 minutes to play.
The Clippers got no closer than seven points the rest of the way. Portland jumped to a 12-4 lead, with Aminu scoring eight of the points. The Blazers led 20-12, with Paul scoring all of the Clippers’ points. To that point, Paul was 6-for-6 from the field, his team mates 0-for13. The first non-Paul field goal by the Clippers came on a DeAndre Jordan dunk with 1:43 left in the first quarter. The Blazers took a 24-20 advantage into the second quarter despite 6-for-22 shooting and four combined points from Damian Lillard and McCollum. WARRINGTON — A jury has found that 96 soccer fans were “unlawfully killed” in the 1989 Hillsborough Stadium disaster because of mistakes by the police. The verdicts mark the conclusion of inquests that lasted more than two years into Britain’s worst sporting disaster. The original verdicts of accidental death were overturned in 2012, and a new inquest was ordered after years of campaigning by the victims’ families. The jury, which had been considering 14 questions set out by the coroner, concluded that fans did not contribute to the disaster. The jury also found that police planning errors “caused or contributed” to the situation that led to the crush at the April 1989 FA Cup semifinal match between Liverpool and Nottingham Forest at the stadium in Sheffield. Instead of piling pressure on leaders Leicester City, who are now seven points ahead with three games remaining, Spurs have now given their rivals firm sight of a title which would be secured by victory at Manchester United on Sunday. This is how many experts predicted the title race would play out. For weeks the focus has been on whether Claudio Ranieri’s side would blink in the spotlight. But while they dazzled with a compelling 4-0 win over Swansea on Sunday, one day later Spurs appeared blinded by the expectation of those who assumed they would win their remaining games with their customary panache. Amid the hype over Leicester’s first title in their 132-year history, it is easy to forget that Spurs last finished on top in 1961. And when they did so, the team was founded on the steely focus of Danny Blanchflower and uncompromising strength of Dave Mackay. ZAGREB - Croatia’s anti-corruption police said on Tuesday they had charged three current and former senior officials from soccer team Dinamo Zagreb with tax evasion and siphoning off profits from player transfers. The USKOK police force said the actions had cost the state 12.2 million kuna ($1.84 million) in unpaid taxes and taken 116 million kuna from the club. The three - as well as a tax official charged with helping tax evasion -
were identified only by their initials in the online statement, in line with usual police practice. But state television said they were former Dinamo chief executive Zdravko Mamic; his brother Zoran Mamic who is current Dinamo coach; and Damir Vrbanovic, a former Dinamo executive and the current top official of the Croatian soccer federation HNS. All were briefly arrested last year during investigations into the same charges and all denied any wrong-doing
at the time. None were immediately available for comment on Tuesday. Zdravko Mamic resigned his position in Dinamo in February saying he wanted to secure a stable future for the club. He again insisted he was not guilty. Dinamo won their 10th consecutive and 17th overall Croatian title last season. Woods feels ‘nice and smooth’ after first holes of the year
TEXAS - Tiger Woods played his first stretch of golf holes since last August on Monday at a course opening in Montgomery, Texas to fuel speculations that he could return soon.
Woods was present for the opening of Bluejack National Golf Course, which he helped design. The former world number one warmed up in front of a crowd, hit a ceremonial tee shot and then played a few holes with longtime friend and fellow Major champion Mark O’Meara. “I haven’t been out here playing like this. I hadn’t played any holes until today,” Woods told reporters. “I know people have said I’ve played holes back at Medalist, but I haven’t. This is actually the first time I’ve played holes since Wyndham. It’s been a while.” Woods, 40, last competed at the Wyndham Championship in North Carolina last August before back surgeries ended his year.Woods’ world ranking has plummeted to 499 and earlier this month he missed the Masters for only the second time since his tournament debut in 1995. Multiple videos of the 14-times Major champion hitting golf balls have surfaced this year and Monday’s short round showed further improvement. “I’m just progressing,” he said. “You saw how I was going at it today, nice and smooth. That’s harder than I have been going at it the last month. Just gradually progressing. We’re just trying to progress and I’m doing that.” The Golf Channel reported that Woods could compete at the Wells Fargo Championship early next month but Woods and his team have maintained there is no planned return date. PORTLAND - The Los Angeles Clippers did not just lose Game 4 of their first-round playoff series with the Portland Trail Blazers on Monday at the Moda Center. They lost their point guard, leader and best player, too. Chris Paul left the game in the third quarter of the Trail Blazers’ 98-84 victory with a right hand injury and did not return. X-rays showed a fractured third metacarpal. He might be sidelined for the remainder of the playoffs. Al-Farouq Aminu scored 30 points -- a career high for both the regular season and the playoffs -- as the Blazers evened the bestof-seven series at two games apiece. Aminu made 11 of 20 shots from the field, including six of 10 from 3-point range. The 6-foot-9 forward also had 10 rebounds and three blocked shots. CJ McCollum scored 19 points, and Mason Plumlee contributed two

PENNSYLVANIA - Donald Trump is poised to extend his lead in the Republican presidential race in a string of East Coast primaries on Tuesday, but a complicated contest in Pennsylvania, the day’s biggest prize, will test his recently reorganized campaign. On 30th anniversary of Chernobyl disaster, Ukraine remembers its victims
KIEV - Ukraine held memorial services on Tuesday to mark the 30th anniversary of the Chernobyl nuclear disaster, which permanently poisoned swathes of eastern Europe and highlighted the shortcomings of the secretive Soviet system. In the early hours of April 26, 1986, a botched test at the nuclear plant in then-Soviet Ukraine triggered a meltdown that spewed deadly clouds of atomic material into the atmosphere, forcing tens of thousands of people from their homes. Relatives of those who died as a result of the world’s worst nuclear accident attended a candle-lit vigil in a Kiev church, built in their memory. “We did not think that this accident would change all our lives, dividing them into ‘before the war’ and ‘after the war’ as we called it. It was silent nuclear war for us,” said Lyudmila Kamkina, a former worker at the plant. Others gathered for a service in Slavutych, a town 50 km (30 miles) from Chernobyl that was established to house many of those who had to leave their homes for ever. More than half a million civilian and military personnel were drafted in from across the former Soviet Union as so-called liquidators to clean-up and contain the nuclear fallout, according to the World Health Organization. Thirty-one plant workers and firemen died in the immediate aftermath of the accident, most from acute radiation sickness. Over the past three decades, thousands more have succumbed
to radiation-related illnesses such as cancer, although the total death toll and long-term health effects remain a subject of intense debate. Nikolay Chernyavskiy, 65, who worked at Chernobyl and later volunteered as a liquidator, recalls climbing to the roof of his apartment block in the nearby town of Prypyat to get a look at the plant after the accident. “My son said ‘Papa, Papa, I want to look too’. He’s got to wear glasses now and I feel like it’s my fault for letting him look,” Chernyavskiy said. The anniversary has garnered extra attention due to the imminent completion of a giant 1.5 billion euros ($1.7 billion) steel-clad arch that will enclose the stricken reactor site and prevent further leaks for the next 100 years. The project was funded with donations from more than 40 governments. Ukrainian Prime Minister Volodymyr Groysman said lessons learned from Chernobyl should be heeded all over the world. Even with the new structure, the surrounding exclusion zone - 2,600 square km (1,000 square miles) of forest and marshland on the border of Ukraine and Belarus - will remain uninhabitable and closed to unsanctioned visitors. The disaster and the government’s reaction highlighted the flaws of the Soviet system with its unaccountable bureaucrats and entrenched culture of secrecy. SEOUL — Hyundai Motor Co. has reported a 12 percent drop in its first-quarter net profit as lower sales in China, Russia and Brazil outweighed higher vehicle shipments at home and favorable foreign exchange rates. South Korea’s largest automaker said its January-March net income was 1.7 trillion won ($1.5 billion), compared with 1.91 trillion won a year earlier. The results were better than expected: Analysts expected 1.53 trillion won, according to FactSet, a financial data provider. But the company reported a year-over-year
earnings drop for a ninth consecutive quarter. The company blamed weak demand in emerging markets and oil-exporting countries. But the results could reaffirm concerns about its competitiveness in China, the world’s largest auto market. Last year, the rise of Chinese local brands and Chinese consumers’ preference for sports utility vehicles over sedans took a toll on Hyundai and other foreign car makers. The popularity of SUVs in China was not favorable to the South Korean company, whose forte is in passen-
ger sedans such as the Elantra and Avante models. During the first three months of this year, Hyundai’s plants in China, which is the second-largest production base for Hyundai after South Korea, reported an 18 percent decline in sales. Indonesia observes World Malaria Day in Bengkulu BENGKULU - Indonesia observed World Malaria Day in Seluma District, Bengkulu Province, on Monday in the presence of Health Minister Nila Moeloek. The minister said one way of controlling the spread of malaria was to conserve the mangrove ecosystem, which was “home” to the anopheles mosquitoes that carry the malaria virus. “If the habitats (mangrove ecosystems) of anopheles mosquito are destroyed, the mosquitoes carrying the malaria virus will move to residential areas,” Minister Moeloek
remarked here on Monday. Therefore, the health minister emphasized the need to preserve the environment, including the mangrove ecosystems along the coastal areas, to control the spread of malaria. She added that controlling malaria was highly correlated to environmental hygiene and maintaining a healthy body. “Such a small anopheles mosquito can cause death, and therefore, we should maintain cleanliness and our health,” she affirmed. The minister also reminded the
residents to use mosquito nets while sleeping as the anopheles mosquitoes bite at night. Therefore, she said the distribution of mosquito nets among the people was one of the steps taken under the Health Ministrys program to control malaria. Various activities ranging from mass blood testing and the distribution of anti-malarial drugs to the distribution and installation of mosquito nets among the residents were held as part of the main event of the World Malaria Day in Seluma District.(ant)
“Traditional medicines were found to have been mixed with chemical drug materials. After investigations, there were indications that the chemical drug material had come from a (legal) pharmaceutical industry,” BPOM Chairman Roy Alexander Sparringa told a press conference here on Monday. Police said earlier that certain elements in the pharmaceutical sector were suspected to be dealing in illegal drugs following investigations into a 2013 case. The head of the International Crime Affairs of the National Police Headquarters, Senior Commissioner Puji Sarwono, said the producers of the traditional medicines had obtained chemical drug materials from a supplier in East Java. The illegal chemical drug materials were phenylbutazone, dexamethasone and paracetamol. “In 2013, we launched an operation against a producer of illegal traditional medicines in Tangerang (Banten). We found 166 thousand tablets with phenylbutazone, dexamethasone and paracetamol as ingredients. After we studied them, we received information that the materials were supplied by a pharmaceutical unit in East Java. We investigated the matter for nine months and found the factory involved,” said Puji. However, the police officer refused to reveal the identity of the pharmaceutical industry on the ground that the case was still under investigation. In the meantime, Roy explained that the pharmaceutical factory produced and kept its illegal products in warehouses that were also illegal. “It is a legal industry but its storage facilities or warehouses are illegal,” Roy stated. These illegal drugs were distributed to the market through big pharmacy traders using forged documents. They were also distributed to producers of illegal traditional medicines. Traditional medicines mixed with chemical drugs have a serious impact on health, such as in case of ulcers and body inflammation, in the short term. Long-term impact could be in case of blood, liver and kidney diseases. In cooperation with other agencies, the BPOM confiscated more than three million illegal and dangerous cosmetics, drugs and traditional medicine products. “There are 4,441 items or 3,172,937 pieces worth a commercial value of Rp49.8 billion,” Roy informed. These were found during an operation conducted across the country between February and March, 2016. Authorities also found that 174 of the 250 warehouses inspected were illegal. A total of 52 cases, or about 29.89 percent of the total cases, were launched.(ant)

POSO - Another member of the armed group led by Santoso was killed during a fire fight with a joint military-police team in the village of Patiwunga, Poso Pesisir Selatan, in the district of Poso, Central Sulawesi, on Sunday. Central Sulawesi police chief Rudy Sufahriadi told newsmen here
on Monday that the identity of the victim was still being confirmed but it was known that he was a foreigner believed to have come from Uighur, China. He said the fire fight broke out following a tip off given by a community member about strangers passing by his home.
Following the tip-off, an armypolice team involved in the Tinombala operations to crush the elusive radical group led by Santoso reached the location and tracked down the suspicious persons. They, however, defied the teams attempts to arrest them, triggering an armed fight in which one of the men was killed.
The victim suffered injuries in his legs and face. His body was taken to the Bhayangkara police hospital in Palu while three of his fellows escaped into the woods. The team is still searching for them. The team discovered tens of items in the bag that was being carried by the victim, including self-made
bombs, glue, bottle, edibles, three pieces of coconut meat, seven bananas and three kedondong fruits. It was believed that members of the Santoso group were starving and were out looking for food. The security authorities had launched the Tinombala operation to crush the group.(ant)

Until now, Alex Bajawa has not been arrested by police. Their action has been also clearly recorded in the CCTV, although Scott denied it in the court. Scott mentioned if the maltreatment was committed by his friend. However, his evasion became a consideration for the prosecutor to incriminate the demands. As the aggravating consideration for Scott is that he did not confess his action during the trial. “Actually, there has been CCTV footage, while the alleviating consideration is that the defendant behaved politely and has never been punished,” said Agung Fitria. On the lawsuit, Scott from Australia will submit a plea. The indictment mentioned that in this case the defendant with his friend including the individual boxer originally came to the Sky Garden. The defendant was stated that he did not want to pay the bill of the drinks ordered. Then, the victim Kenneth James Wickes came and there was an argument. Chief of the Ministry of Justice and Human Rights of Bali, Sulistiono, said on Monday (Apr. 25) that the issue of overcapacity has happened since long time, so that we should find another solution. What about the relocation, chiefly for the Kerobokan Prison as proposed by many parties? Sulistiono said that the proposed relocation will be accommodated and discussed. However, he said the relocation cannot necessarily be taken as soon as possible. Relocation affairs must surely involve many parties and will cost expensive. On that account,
he hoped that all the parties help resolve this problem, especially the Kerobokan Prison located at tourist area. Responding to such overloaded condition faced by the officers when a clash occurs, how many officers are ideal to oversee the prisoners? “Ideally, the ratio is 1: 20. It means that one officer oversees maximally 20 prisoners,” continued the correctional division head, Putra Surya. When mentioned about the special drug prison in Bangli, Sulistiono explained that it has been exploited to the maximum. In other words, as long as the drug prison can still hold, the prisoners will be placed there. Nevertheless, he said there are still many problems to be faced due to the lack of facilities and infrastructure. “One of the small examples is the matter of water. We are still awaiting the ar-
tesian well, so that our service will get maximal,” he explained. To cope with the overcapacity, especially about drug prisoners or detainees, the Ministry of Law and Human Rights Bali has been working together with the BNP Bali. The cooperation made is by doing rehabilitation to drug addicts. Hopefully, those having been caught in drug cases will not be getting worse after being held in prison or detention house, but want to do rehabilitation. They are expected to realize the mistake that drug harms themselves and family. Drug is illicit goods and causing people to get addictive. With the rehabilitation for the users, it is expected to reduce the occupancy rate, so that the officers of prison and detention center can work maximally. In the internal Ministry of Law and Human Rights, as stated by the Minister Yasonna Laoly, it would impose sanctions if there is involvement of the prison in drug affairs. Papua New Guinea’s highest court said the detentions breached the country’s constitution. Under Australia’s controversial immigration laws, anyone intercepted while trying to reach the country by boat is sent for processing to camps in Nauru and Manus Island. They are never eligible to be resettled in Australia. More than 800 people are detained on Manus Island on behalf of Australia. The detention centre on Nauru houses about 500 people and has been widely criticised by the United Nations and human rights agencies for harsh conditions and reports of systemic child abuse. Australian Minister for Immigration Peter Dutton said the ruling would not change its policy of offshore detention. “It does not alter Australia’s border protection policies they remain unchanged,” said Dutton. “Those in the Manus Island Regional Processing Centre found to be refugees are able to resettle in Papua New Guinea. Those found not to be refugees should return to their country of origin.” Australia’s asylum seeker policy has attracted international criticism from human rights groups. “People have been detained for over three years in contravention of the laws of Papua New Guinea in abusive conditions,” said Elaine Pearson, Australia Director at Human Rights Watch. “It is time to stop the abuse of vulnerable people who only ask for safety and the opportunity to rebuild their lives.” (rtr)

The law came into effect in July in a bid to end “rent-a-womb” tourism in Thailand following a series of high-profile surrogacy cases involving foreigners, including accusations in 2014 that an Australian couple had abandoned their Down syndrome baby with his Thai birth mother. Thailand had been a popular destination for foreigners seeking surrogacy services, in part because of lower prices but also because of the country’s lax legislation. American Gordon Lake and his Spanish husband, Manuel Santos, had a baby called Carmen through a Thai mother before the Thai ban on commercial surrogacy came into effect.
A bitter battled ensued when surrogate mother Patidta Kusolsand refused to cede parental rights to the couple leaving them trapped in Thailand with Carmen. Manuel, speaking to reporters outside a Bangkok family court after the verdict, said the couple would take Carmen to Spain first to meet her family there. “This nightmare is going to end soon,” Santos said through tears. “Carmen will be with us in our home.” Patidta had said she did not know the couple were gay and was unsure about their abilities as parents. The pair have another child, son Alvaro, who was born through surrogacy in India three years ago, and have said they chose Thailand because regulations in India had changed. Santos said he could not confirm when the pair would leave Thailand with their two children. (rtr)

DUBAI — Already home to the world’s biggest skyscraper, Dubai has another tall order to fill: By 2030, its leader wants 25 percent of all trips on its roads to be done by driverless vehicles. Monday’s announcement by Sheikh Mohammed bin Rashid Al Maktoum came without warning and with few details, as is sometimes the case with the many aspirations of the leadership of the United Arab Emirates. In this car-crazed city-state of over 1.5 million registered vehicles, it’s not unusual to see Ferraris idling alongside Lamborghinis at traffic lights. And Dubai already is home to a driverless Metro rail system, which carried 178 million riders in 2015. Smart-car technology is being used in some of the world’s luxury vehicles, and it is advancing rapidly enough for the plan to become a reality — or a nightmare for the thousands of taxi drivers who now plying the streets among the sleek skyscrapers in the UAE’s commercial capital. In a statement carried by the state-run WAM news agency, Sheikh Mohammed said the plan would cut down on costs and traffic accidents. The project would be a joint venture by Dubai’s Roads and Transport Authority and the Dubai Future Foundation, he said, without offering how it would be funded in the oil-rich nation.
“Today, we lay down a clear strategy with specific goals for smart transportation to form one of the key drivers for achieving sustainable economy in the UAE,” said Sheikh Mohammed, who can be seen driving himself around Dubai in his white Mercedes-Benz G-Class SUV, license plate No. 1. Dubai boasts the world’s tallest building with the 2,717-foot (828meter) Burj Khalifa, which opened in 2010. In 2020, it will host the World Expo, a world’s fair that is held every five years. Mattar al-Tayer, the directorgeneral and chairman of the Roads and Transport Authority, said his agency has contacted a number of driverless vehicle sellers and “plans to conduct live test-runs for these vehicles in Dubai.” His agency already has signed a deal with Toulouse, France-based driverless vehicle manufacturer EasyMile to conduct tests on their box-shaped EZ10, which carries up to 10 passengers, according to a statement from al-Tayer. EasyMile referred questions to its Emirati partner Omnix, which did not immediately respond to a request for comment.
For now, Dubai and EasyMile haven’t made any financial commitment to each other, said Ahmed Bahrozyan, the CEO of the Roads and Transport Authority’s licensing agency. Instead, EasyMile is using the opportunity to test its battery life and air conditioners against Dubai’s summertime heat, which goes easily beyond 40 degrees Celsius (104 degrees Fahrenheit), he said. “Our strategy is not only looking at private cars, but looking at taxis, looking at buses, looking at ... cable car systems,” Bahrozyan told The Associated Press. While still a nascent field, many big names are looking at entering the driverless market. Google began developing driverless cars in 2010. Traditional automakers such as Mercedes-Benz, General Motors and Toyota are working to gradually automate functions until vehicles potentially become fully capable of driving themselves. Dubai may prove to be a good test site. It sees little rainfall and has a nearly new road system crowned by the E11 highway known as Sheikh Zayed Road, the country’s longest thoroughfare that is a dozen lanes at its widest. TUNIS - A bladeless wind energy convertor inspired by the sailing boats of Ancient Carthage is set to breeze past traditional turbines in terms of efficiency, according to its Tunisian developers. A Tunisian start-up has taken inspiration from the sailing boats of Ancient Carthage to develop a bladeless, non-rotating wind energy convertor that is more efficient than traditional turbines as well as safer and quieter, according to the developers. Tunis-based Saphon Energy says the aerodynamic bowlshaped sail on its turbine is capable of capturing twice as much wind energy over the same swept area as a conventional turbine. The designers, led by 37year-old engineer Anis Aouini, looked to the old technology of sailing boats, as well as the movements of birds and fish for their design. They were inspired by the sailors of the ancient civilisation of Carthage, located close to the present-day Tunisian capital. The bladeless design uses a non-rotational sail-shaped body combined with a wind converter that follows a figure of eight pattern in the air. All wind turbines are subject to the Betz limit of capturing 59 percent of the energy from

wind, but its developers say the Saphonian is quite capable of surpassing this limit because it is bladeless, making it far more efficient than traditional turbines. Saphon Energy says the Saphonian will be able to convert wind to energy at around 80 percent. Its lower cost could make it an attractive source of off-grid energy in developing countries. The tech company hopes to put this into practice with a partnership in India. “This project that is planned for India consisting of 50 Saphonians producing 20 kilowatts of power, a total of one mega watt, will be a wind farm. This power produced in south India, could meet the demands of a small village of 1000 houses even if the energy will be directly injected to the general Indian electricity network. But it’s an approximation to ease the understanding for viewers: it’s about 1000 houses in India,” Aouini told Reuters during a demonstration of the Saphonian in the Tunis suburb of Rouad. Saphon Energy has attracted international attention for its innovative design. Mayor addresses serious problem of plastic waste DENPASAR - Waste handling in Denpasar, continues to be a problem that has many people concerned. Mayor of Denpasar, I.B. Rai Dharmawijaya Mantra addressed the issue during the inauguration of the Dhana Lestari waste bank at Dangin Peken hamlet, in Intaran Customary Village Sanur, on Sunday (Apr. 24).
The mayor said that the government of Denpasar is looking to empower people to carry out waste management at the household level for without public support the very serious problem of plastic garbage will not be overcome. He added that the plastic is very different from organic garbage and needs to be handled differently. Mayor Mantra emphasized IBP/file that plastic garbage has become I.B. Rai Dharmawijaya Mantra a severe problem because it takes
hundreds of years to decompose and affects public health, and therefore needs to be managed properly. Waste banks have become important agents of change in terms of managing waste. waste management programs, through the villages that make up the city as a way to change people way of looking at the problem. “Intaran Customary Village serves as a role model in their culture-based process”, he said. Head of the Denpasar Sanitation and Landscaping Agency (DKP), I Ketut Wisada, said that mayoral regulations have been drafted that would hand the authority of waste management over to the villages. Until now, waste management has mostly been handled by the DKP but this will be less and less so. “DKP will instead just pick up trash from depots and then brings it to landfills. In the near future, the mayoral
regulation will be completed so that the waste management by villages can run effectively” said Wisada. Related to the concerns that the public will be charged twice for garbage pick-up, Wisada that this will not happen. Presently the waste management levy is attached to the account of the Municipal Waterworks (PDAM), but this will be revoked once waste-management is handled by the villages themselves. “The procedure has already been specified, so that there will be no double charges. The waste levy on the PDAM invoice can be revoked after a letter has been issued by village authorities” he explained. (kmb12)

DENPASAR - Indonesia has a population of 250 million people who consume 1.5 million barrels of oil and gas per day. However, Indonesia is only able to produce 800,000 barrels of oil per day. “Of this amount, a part is owned by the contractor, while Indonesia only has access to 600,000 barrels,” said the Director General of Oil and Gas, Ministry of Energy and Mineral Resources, Prof. Dr. Wiratmaja Puja on Monday (Apr. 25). To meet the demand for oil and gas, Indonesia imports about 800,000 barrels of oil and gas. Although oil and gas prices have globally fallen from USD 100 per barrel to USD 40 per barrel and have ever reached as little as USD 30 per barrel, this condition caused oil and gas companies to suffer losses. Exploration activities have been greatly reduced as a consequence, explained Wiratmaja. With the price of oil at USD 50 per barrel, Indonesia spends as much as IDR 4 trillion per day on oil and gas. Another challenge faced by the oil and gas sector of Indonesia is that it does not have enough national reserve and tanks, so even though prices are low, Indonesia cannot stock up on oil and gas. “Unfortunately, we do not have enough reserve”, he said. So far, the nation’s oil supply remains adequate and the price is stable at IDR 6,450 for Premium gas, so later on during the Eid Al-Fitr in July, oil prices will not need to be raised making inflation more easily stabilized. “Hopefully, there will be no change until at least September” he said. In the case of child arrests, they are placed in a special examination room for children. If there is a guarantee from their parents or school, then the culprit should not be detained in accordance with the criminal law system for children. District govt proposes traffic regulation to overcome traffic congestion in Ubud
GIANYAR - The constant traffic jams in Ubud are a problem that is difficult to resolve. The various programs different efforts taken by the government to help unclog traffic dense areas have yielded little to no results. One of the main obstacles is the collision of a variety of interests primarily related to economic interests in the ‘toursim village’. Also the government has not had a clear legal instrument to use in managing the traffic. Head of the Gianyar Transportation and Infocom Agency, Cokorda Rai Widiarsa, said on Monday (Apr. 25), that one of the main triggers for traffic congestion in Ubud is the rampant illegal parking on the body of the roads. Although such parking has been banned, violations remain widespread. He added that the government has in fact been working to eliminate such bpantatn volations -but to no avail. Widiarsa argued that it is hard to discipline those committing such infractions, because of the lack of available parking in the area and the large number of interests in Ubud. He did not however specifically mention which interests were problematic in overcoming the problem but simply pointed to the fact that economic interests were a factor.
He also emphasized that traffic congestion in Ubud nonetheless needs to be taken seriously and dealt with comprehensively. On that account, his agency has filed a draft for a regional bylaw regarding traffic arrangements in in Gianyar -mainly in Ubud. “We have proposed the regional bylaw draft to the parliament” he said. Having a regional bylaw related to traffic is considered important because once the new law is put into effect, there can be no derivative rules in the region and the traffic law can be used as a reference and legal basis for the district government to take action in reducing traffic congestions. “In order to take action regarding traffic congestion, the needs to be a regulation that can be further developed into a regent regulation. Otherwise our efforts will definitely
be in vain”, he said. The government of Ginayar, said Widiarsa, plans to make parking more disciplined so that the body of roads in Ubud can be free of illegally parked vehicles. Without this crucial first stp, other efforts will not be able to run. The district government is also exploring the possibility of adding more parking spaces. In this regard tourism stakeholders share a common vision with the government. “There are already some parking spaces, like the ones at Monkey Forest. Similar spaces will be provided in Ubud Kaja We will communicate further with Customary Village authorities because this issue is related to economic profit. A shuttle bus for transport around Ubud will also be provided”, he said. The full plan will be shared with the public in June, and after looking for effective patterns of operation over the next six months, with the plan of making the shuttle buses available next December. “The shuttle bus is an alternative measure and the idea has received positive responses from community

The EDUCATION sector in Bali was shocked by the recent of a 14 year old student in Denpasar who disposed of her aborted infant in a toilet at the Penta Medika emergency room on Jalan Teuku Umar Barat, Denpasar. The Japanese company acknowledged last week that it had manipulated tests on some of its own brand and Nissan cars. The German company last week reported its first annual loss for two decades after its provision for the scandal increased to €16.2bn (£12.7bn). Meanwhile, the German government said a probe sparked by the
scandal had found anomalies in 16 global brands – though the “defeat device” technology used by VW was not employed by other car makers.
