Qantas plane makes emergency landing in Bangkok Reuters
BANGKOK – A Qantas Airways Ltd Boeing 747 plane was forced to turn back to Bangkok and make an emergency landing due to “technical problems,” a Bangkok-based air traffic controller said on Wednesday. The Sydney-bound flight carrying 354 passengers and 18 crew members left Bangkok on Tuesday evening and returned to the Thai capital about two hours later, said a Qantas spokeswoman in Bangkok. An air traffic controller in Bangkok said the pilot sent a message to request landing in Bangkok, citing “technical problems.” It was
unclear what caused the problem, the Qantas spokeswoman said. “Qantas is investigating what happened. We do not know whether it was a mechanical problem,” the spokeswoman said, adding that the passengers will take a different plane to Sydney on Thursday morning. A midair engine explosion in a Qantas A380 last year grounded Qantas’ fleet of the superjumbos and shook confidence in the national flag carrier.

Bali News Disaster Fund Less for Denpasar Typhoon Loss IDR 150 Million Denpasar (Bali Post) – The extreme weather lately has been growing to disasters. In the beginning of the year, a number of disasters have been hitting Denapsar and ironically many of them caused material loss such as the typhoon that came a while ago. Even though, the disaster fund has decreased from last year’s. In year 2010, the government budgeted IDR 2 billion for disaster fund yet for this year it was only IDR 1,5 billion. “The fund decreased a little, but in the amendment it can be increased,” Head of Public Relation Section for Denpasar Government, I Made Erwin Suryadarma, last Tuesday (25/1) stated. Meanwhile the loss caused by the typhoon in several points of Denpasar last Monday (24/1) reached more than IDR 150 million. It included victims got minor injuries and a number of houses’ roofs have been blown off. Erwin explained that the lessening fund was due to the over budget last year as only IDR 1 billion was used. Yet this fund can be increased depending on what’s needed. The fund becomes more important to Denpasar these days. Besides typhoon, Denpasar is where flood visits too. This fund for unexpected events is for victims who are experiencing damages due to the disaster, “The usage of this fund is all for disaster management such as help for the residents who were disadvantaged by it.” Erwin admitted flood is the disaster that’s been hitting Denpasar lately accompanied by landslides and typhoon such as the one that hits three villages in South Denpasar, also in Penatih, Padangsambian and other places, “If it needs help, then the fund will be taken from it.” Meanwhile Denpasar House of Representatives Head of Commission D, I Wayan Sugiarta, admitted that the disaster fund usage can’t be expected as disasters can’t be predicted, “If there are many of them, IDR 1,5 billion might be all used.” (kmb12)
Two Strong Wind Victims in Sanglah Hospital Two from six victims that have been hurt due to a fallen banyan tree at Tegalalang, Gianyar last Monday (24/1) has been treated in Sanglah Hospital. The two victims were I Nyoman Reca (68) and I Nyoman Lanus (70), Pejeng Ali Tegalalang Gianyar residents. Reca got his hip bones and right foot fractured while Lanus got his left foot fractured. According to one of Lanus family members, Wayan Wirya, the two victims were just sitting down in location while eating porridge. Without any warning, the banyan tree that grew nearby them fell and hit Lanus, Reca and four others. According to Wirya at that time the wind was very strong but no rain accompanied it and the banyan tree fell silently, “Before, that tree had its branches falling so local residents cut them yet it grew again and now it fell.” The two victims still treated in Sanglah Hospital were visited by Gianyar Regent, Tjokorda Oka Artha Ardhana Sukawati or friendly called Cok Ace. He gave some cash to victims as help. Forming Indonesian Tourism Board IDR 21 Billion Allocated Jakarta (Bali Post) – Culture and Tourism Ministry (Kemenbudpar) allocated IDR 21 billion from the State Budget and Expenses (APBN) year 2011 for Indonesian Tourism Board (BPPI) to start off. “Because we’re very excited about it, we have allocated IDR 21 billion especially for BPPI so it can go on,” Head of Culture and Tourism Source Development Board for the Ministry, I Gde Pitana, stated last Tuesday (25/1) in Jakarta. Pitana who’s also a team member of BPPI construction opinioned that if there is a side thinks that the Ministry has violated Law No. 10 year 2009 on Tourism because of the lateness in forming BPPI, that’s not right. As according to Pitana the Ministry have worked everything off as detail as possible in developing BPPI and always reported it to the Indonesia Republic House of Representatives (DPR RI), “We have tried to do everything as the Law stated and have time to time reported it to DPR during meetings.” In the Law No. 10 year 2009 on Tourism stated that BPPI should be formed the latest two years after the law was made and so BPPI has to be
formed this year. Inside it stated that BPPI members will have 9 people with 4 vice associations, 2 vice profession, 1 vice flying association, and 2 academicians/experts. BPPI has a duty to grow Indonesian tourism image, increases foreign tourists’ visitation and foreign exchange, also increase national tourists’ visitation and spending. The board will work by the State/ Region Budget and Expenses as stated by the laws also research for developing business and entrepreneurship in tourism. Pitana explained that his side is very serious in forming this board, “We are very serious, we feel that we have worked It out and we’re waiting for the names suggested for association.”
In reality there were many associations that gave their candidate name but it’s not completed as regulated such as curriculum vitae and photo, “There was also associations handing candidate names that are not allowed to sit in this team as they are DPR members already.” For that, the board gave back those names and asked for others to give in their names and apparently this message hasn’t been received by the association so BPPI construction team are still waiting, “Those from privatize company hasn’t come up. Since October 2010, we have asked their names so there’s lateness in giving in their candidates names completed with documents as regulated.” (010)

Local agricultural products must enter the local market Denpasar (Bali Post)— Resolution to the polemic on the utilization of local fruits among the hotels, restaurants and supermarkets has not found any solutions. Tourism businesspeople consider the obstacles encountered such as the readiness to meet the standardization of quality, quantity and continuity can be resolved if the government is willing to discuss the matter with the Bali tourism businesspeople to find the best solution. “By sitting together to find the best way out, we have confidence that government, tourism practitioners and farmers will not blame each other as happened so far,” said the Secretary General of the Indonesian Hotels and Restaurants Association (PHRI) of Bali Chapter, Ferry Markus, Tuesday (Jan 25). So far, according to him, the tourism industry never refused to use the local products because by using the product itself the company could reduce the cost. However, the industry usually obtained the supply of fruits and vegetables produced by local farmers through the second party, namely supplier. “If we take directly from the farm-
ers, of course we will find many obstacles such as production limitations. In reality, the industry requires the continuous supply of local products,” he said. He said, the circle of tourism businesspeople responded the issue positively, but they still questioned about the ability of farmers in providing fruits as long as the continuity and quality of the fruits produced by farmers complied with the specified standard in terms of quality and sustainability.“Our farmers have not been able to meet the criteria of tourism industry. On that account, it requires a long time to be absorbed by the market as well as hotels, restaurants and supermarkets,” he added.
Regional Coordinator of the Association of Indonesia Tours and Travel Agent (ASITA) for Bali, NTT, and NTB, Bagus Sudibya, previously also proposed to provide a reward to the hotel management that had utilized the local agricultural products as applied by the Thai government. “Thailand has been giving awards to hotel management that utilized the local products since 1970s. The rewards given by the government of Thailand to hotel management in the country is incentive in the form of hotel and restaurant tax cuts and value-added taxes (VAT) when building a hotel,” he explained. Provision of rewards to the hotel management was viewed very supportive to the economy of Thailand. Supporting factor of the tourism industry in Thailand was agriculture and small industry. To synergize the tourism sector with agriculture and small industry, the Thai government had made a clear regulation. “When businesspeople make investment in hotels and restaurants, the Thai government provides tax incen-

Watch out of cumulonimbus threats Mangupura (Bali Post)— The Metrology, Climatology, Geophysics Agency (BMKG), Region III of Denpasar, asked the public to watch out of the growth of cumulonimbus clouds. The clouds bringing violent winds and lightning might cause tornado that could endanger safety. The Division Head of Information and Data of BMKG Region III of Denpasar, Endro Tjahjono, stated the phenomenon of cumulonimbus clouds was closely associated with La Nina storms. The phenomenon characterized by the sea surface warming set up a very large water vapor so it could produce a mass of clouds. “One of the clouds potentially arising is cumulonimbus clouds that can kindle a tornado as occurred recently in the Bali region,” said the Division Head of Information and Data, Endro Tjahjono, Monday (Jan 25). According to him, there were ten types of cloud namely stratus, cumulus, stratocumulus, nimbostratus, altostratus, altocumulus, cirrus, cirrostratus, cirrocumulus, and cumulonimbus located at the altitude of 450 - 2000 meters. Its low position was white and black, resembling a tower and bringing a storm. “We do expect the community to watch out when seeing these

Denpasar (Bali Post)— Putting a child alleged to commit a crime into a prison is not the best solution in the mental development of the child. Moreover, when in the prison he is placed together with adult prisoners, such a condition has the potential to exacerbate the future of the generation. It was revealed by Chairperson of the Indonesian Child Protection Commission (KPAID) of Bali Region, A.A. Sri Wahyuni, accompanied by Division of Legal Affairs, Luh Anggreni, Tuesday (Jan 25), commenting on the detention mechanism of a detainee alleged to have committed a crime. “Prison is not the best solution in fostering a child to make him better. Although the concerned child frequently commits a crime, there is actually a better way to do so,” explained Sri Wahyuni. According to her, the better solution was by placing the child into an institution having a complete handling. At least, it had a psychiatrist studying about the psychological aspect of the child. Afterward, it was followed up by taking back the child to his parents, or providing an opportunity to government officials in each region to participate. At present, added Anggreni, there were still law enforcement officers who just placed a child into prison mingling with adult prisoners. Their reason varied, such as the child had committed similar acts re-
peatedly. “Actually, the Chief of Bali Police himself had issued a referral letter about guidelines for child detention,” he said. So far, it was still encountered, as in the number two of the guidelines, that in handling children dealing with the law, both as perpetrator and witness, there were practices of shaving the hair of children without paying attention to the fit and aesthetics. Similarly, it was followed by taking the property or money of the children where it had no something to do with the case, ordering them to clean up the police station or to wash a car, giving physical punishment and a number of other acts. Likewise, it was found the treatment of children as the victim did not apply the Law on Child Protection as the main article in asserting the rights of children as victim of crime and stayed to publish the photograph, identity and family of the children. There was a tendency to resolve the case of children as perpetrator by using the formal legal system and the law enforcer stayed to lack of creativity in finding out the alternative solution against the children’s problem beyond the formal legal. How about the reality if parents deliberately urged their child to commit evil deed? Anggreni clearly stated that encouragement of parents to do so was included in the classification as exploitation against the children’s activities. Such an act could be threatened with a criminal. ABIDJAN, Ivory Coast – Incumbent leader Laurent Gbagbo’s government has ordered the seizure of the regional central bank’s offices in Ivory Coast in an attempt to retain control of state finances after being cut off from the money used to pay civil servants. His political rival Alassane Ouattara, who is the internationally recognized winner of the presidential election held nearly two months ago, condemned the move Wednesday. “This illegitimate and illegal decision to requisition is null and void. Thus, anyone who participates directly or indirectly in its implementation will be subject to sanctions and criminal prosecution,” the statement said. Without access to government funds, it’s unclear whether Gbagbo will be able to continuing paying the country’s military and security forces. Ouattara supporters hope that by stemming the flow of funds to Gbagbo’s government they can
force a mass defection. Gbagbo’s finance minister Desire Dallo announced on state television late Tuesday that the Ivorian government was seizing the regional bank’s offices in Ivory Coast. Employees are to answer to local officials in Ivory Coast instead of the regional bank based in Dakar, Senegal, the order said. The Central Bank of West African States, known by its acronym BCEAO, regroups the treasuries of eight West African countries: Benin, Burkina Faso, Ivory Coast, Guinea-Bissau, Mali, Niger, Senegal and Togo. Gbagbo’s access to state accounts was first revoked in December, when officials said that only representatives of Ouattara’s government would have signing privileges on state accounts. However, Ouattara officials said despite that action, Gbagbo had been able to still access money from the central bank. The head of the central bank, a Gbagbo supporter who had been accused of not cooperating with Ouattara, resigned Saturday.

Seoul has held out the prospect of high-level military talks, possibly at ministerial level, if Pyongyang accepts responsibility for the attacks and agrees not to carry out such provocations again. North Korea denies it had anything to do with the sinking of the Cheonan and says the South provoked its artillery attack. “To establish peace on the Korean peninsula and see true development of
North-South relations, the North must accept these proposals,” a South Korean unification ministry spokesman told a news briefing. The South also wants separate bilateral talks with the North to ascertain its sincerity about denuclearization, an effort that comes as the Pyongyang urges regional powers to resume aid-for-disarmament negotiations — so-called six-party talks — it walked out of two years ago. Balinese Temple Ceremony EVERY Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc. The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion. The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines. In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

Somalia in 20th year of war Associated Press Writer MOGADISHU, Somalia – Aweys Abdullahi Ali has never known a day of peace in Somalia. Gunmen have killed his mother, set his home on fire, driven away his friends. Ali, who is 20, sees no end to the violence. Wednesday marks the 20th anniversary of the fall of Siad Barre, Somalia’s socialist dictator whose overthrow ushered in years of brutal clan-based conflict. This arid Horn of Africa nation is now home to a generation of people who have known nothing but war. Some have seen neighbors beheaded by al-Qaida linked insurgents or killed in U.S. missile strikes. “I’ve woken up to the crack of gunfire ever since I was young,” said Ali, a dark-eyed young man with a wisp of a beard. “I never believed Somalia was ever peaceful and I used to wonder what my parents were talking about when told me about the old days.” Ali, like most of Somalia’s 8 million citizens, was born after Barre’s fall. Even though Barre had his opponents imprisoned and tortured, Ali imagines the dictatorship as a long-vanished golden age compared to the anarchy that is now affecting all of Somalia except for the northern regions of Somaliland and Puntland. Government forces and al-Qaida linked insurgents have carved up the battle-scarred capital of Mogadishu. Temporary roadblocks, some just rusting barbed wire stretched across the cratered roads, mark constantly shifting front lines. Gunmen scan the waiting citizens: Are their beards too long? Not long enough? Are that one a spy? What clan are they from? Do they have any money? The lucky passers-by are just told to pay a bribe. “Once I refused, and they showed me the body of a dead young man and said if I don’t pay something they will kill me,” Ali recalled. ASEAN closer to one-stop online trading system Antara
JAKARTA - ASEAN traders and governments have come closer to benefiting from the ASEAN Trade Repository (ATR), an online system for accessing trade laws and procedures for all Member States. In the support of the ATR, which was called for in the ASEAN Trade in Goods Agreement (ATIGA) signed in February 2009, the ASEAN Senior Economic Officials Meeting (SEOM) discussed the elements at a workshop held in Jakarta recently, according to statement of the Jakarta-based ASEAN Secretariat. The ATR will allow traders easier access and better compliance with prescribed regulations, reducing the amount of time necessary for each transaction. This improvement will help cut cost of trading. Likewise, governments can benefit from the ATR as voluntary compliance of traders is more effective than enforced compliance. The Senior Officials also discussed possible models for National Trade Repositories (NTRs) that will support the ATR at national level. Both Repositories will be a onestop reference point for all tariff and
non-tariff measures to be applied to goods entering, exiting and transiting a Member State, including all governmental requirements regarding specific commodities. “Establishing NTRs in all ASEAN Member States is necessary for the implementation of the ATR and the ATR is a critical component of our effort to make trade regulations in ASEAN more transparent,” said Gusmardi Bustami, Chair of SEOM. Gusmardi also highlighted Indonesia’s efforts to lead the initiative by making available all its trade rules and regulations through the existing Indonesian National Single Window (INSW) portal. Indonesia is the Chair of ASEAN for 2011. Prior to the workshop, officials from the Ministry of Trade of Indonesia and other government agencies gathered for a full-day workshop on the establishment of the In-
donesian NTR. Trade facilitation expert, Mr Walter Hekala, stated, “The establishment of the user-friendly and comprehensive ATR will facilitate trade by ensuring that all ASEAN trade rules are available through a single site, while the hosting on the NTRs will give the highest assurance of reliability.” The SEOM and Indonesia workshops were supported by the U.S. Government through the ASEANU.S. Technical Assistance and Training Facility. The ASEAN Trade in Goods Agreement (ATIGA) entered into force in May last year. The ATIGA consolidates all commitments related to trade in goods. It focuses on tariff liberalization, non-tariff measures and includes matters related to simplification of rules of origin and its implementation. Various agencies and regulatory bodies dealing with entry of goods will jointly operate in ensuring smoother operations at the Customs entry points. The ASEAN Economic Ministers have set 2015 as the target to have the ATR fully operational.

JAKARTA - The Indonesian government in cooperation with the Saudi Arabian government helped return 1,420 problematic migrant workers to Indonesia, a minister said. “Both governments have agreed to cooperate in solving this problem soon. However, the return of the Indonesian migrant workers from Saudi Arabia must follow Saudi procedures and regulations,” Manpower and Transmigration Minister Muhaimin Iskandar said here Wednesday. Muhaimin and Indonesian Ambassador to Saudi Arabia Gatot Abdullah Mansyur held a meeting here Tuesday evening (Jan 25) to discuss the question of problematic migrant workers staying under a Jidda bridge. According to data from the Indonesian embassy in Riyadh and consulate general in Jidda, a total of 1,420 Indonesians had been sent home during the period of January 1-23, 2011. The Indonesian consulate general in Jidda had helped provide them with travel documents in lieu of passports and medical check-up for those who needed it. Bali has achieved some MDG targets Antara DENPASAR - Bali province has achieved the MDG targets in various aspects of development, particularly in curbing the mortality rate of under-five infants and the maternal mortality rate, a local official said. Bali is one of Indonesia’s provinces that positively contribute to the achievement of the Millennium Development Goal (MDG) targets, a spokesman for the Bali provincial administration, I Ketut Teneng, said. He said Bali’s infant mortality rate was recorded at 8.83 per one thousand live births in 2010 or better than the figure in the previous year which reached 6.92 per 1,000 births. Likewise, the maternal mortality rate had continued to drop from 71.04 per 100,000 in 2008 to 73.63 per 100,000 in 2009 and in 2010 it got better. The efforts to improve the community health rate are a target in the Bali
health insurance program, namely free health services to all the people. The program would be implemented more intensively in 2011, Ketut Teneng said. “The program is in compliance with the government’s commitment to achieve the MDGs in line with its commitment to improving the people’s welfare, as well as contributing to the improvement of community welfare,” he added. There were seven excellent programs of Bali health insurance program which substantially represented the MDG implementation in realizing the Balinese people’s welfare. In designing the achievement of the MDGs, the Bali provincial administration was trying to make breakthroughs, among others, by building productive partnerships at all levels and elements of society as well as implementing a comprehensive approach to achieving propoor growth.

Denpasar – Bali’s fruit export during January through November 2010 period was 535 tons worth $292,153. The number decreased 25% compare to the same period in 2009 which was $450,458. Gede Darmaja, the head of Bali Industrial and Trade Department, said “in term of volume, the number of export was also decreasing up to 46%.” He also explained that the fruits exported abroad are mangosteen, salacca and mango. There is great hope that the fruits production can be increased in the future to support the export. Darmaja said that the revenue gained from non-oil and gas export was $469 million during January through November 2010 period. The number increase 1.6% compare to the same period in 2009 which was $462 million. However, the number of farming export was not significant in increasing the non-oil and gas export. The improving economics condition throughout the world will also increase the number of export from Bali. Darmaja said that currently, Bali exporting many commodities to 83 countries throughout the world and there is great hope that the number will increase in the future.
“Currently, we and the Bali Hotels Association (BHA) have an agreement to publish a directory of tourist accommodation in Bali. Quite a few tourist accommodation facilities such as villas but have no license make us uneasy,” said Chairman of Bali Villas Association (BVA), Ismoyo S. Soemarlan, Tuesday (Jan 25). According to Ismoyo, out of the 800 villas existing in Bali, it was estimated that only some 500 villas had a license. In 2006, the number of villas was only 50 units. However, in 2010 the number had soared sharply and almost reached 900 villas. “The unlicensed tourist accommodation facilities have been reported to the government. We will make a sort of tourist accommodation directory as a form of our socialization from the association to the tourists,” he said. Explained, the directory of legal tourist accommodation would be distributed to tourists through the consulate offices or the embassies of the neighboring countries, police, local government and travel agencies. “It also includes the airport and seaport as the target points to distribute our directory,” he continued. These measures, recognized by Ismoyo, were intended to prevent the inconvenient cause and adverse things happened to tourists, associations and local government. So far, the illegal tourist accommodation facilities often ignored the minimum standards of security determined by police department. In reality, the legal villas were required to meet the minimum standards of security. “Similarly, we do not want if tourists feel aggrieved when staying in illegal tourist accommodation, moreover, if their standardization of safety facilities is unclear. We do hope the consulate will help us promote this,” he added. For information, the members of the BVA are currently estimated to reach 70 villa entrepreneurs. Fed likely to keep $600B bond-purchase plan intact Associated Press Writer WASHINGTON – The Federal Reserve is all but certain Wednesday to maintain the pace of its Treasury bond-buying program because unemployment remains high and sinking home prices are eroding Americans’ wealth. Those and other risks, such as state and local government spending cuts, will likely cause the Fed to stick to its plan to buy $600 billion in Treasury bonds by the end of June. The bond purchases are intended to aid the economy by lowering interest rates, encouraging spending and raising stock prices. Ending a two-day meeting, the Fed policymakers will likely highlight improvements. Factories are producing more. Consumers are spending more. And businesses are hiring a bit more. At the same time, Chairman Ben Bernanke and his colleagues will likely note that the risks still justify continued bond purchases. “The economy is growing at a faster clip, but there are a lot of potholes on the road to recovery,” said economist Chris Rupkey at Bank of Tokyo-Mitsubishi. “The Fed will stay the course.” Two of the new voting members have been skeptical of the bond program. They’ve warned that the purchases could eventually trigger inflation by flooding the economy with billions of additional dollars. Even so, Charles Plosser, president of the Federal Reserve Bank of Philadelphia, and Richard Fisher, president of the Federal Reserve Bank of Dallas, aren’t expected to dissent at Wednesday’s meeting. The Fed’s main policymaking group now includes four regional bank presidents who are rotating onto the panel as voting members. Economists predict a show of unity. “We expect no dissents,” said economist Michael Feroli at JPMorgan Chase Bank. That could change in the spring, when the Fed must decide whether to extend its bond purchases. Any push to renew the program beyond its scheduled June 30 end date would likely face stiffer resistance. Plosser and Fisher might even pressure Bernanke to scale back the program before June. The Fed is also considered certain to repeat its pledge to hold interest rates at a record low near zero for an “extended period.” To bolster the economy, the Fed has kept rates at ultra-low levels since December 2008. As the economy strengthens, Fisher and Plosser may prod the Fed to start raising rates. Holding rates too low for too long risks igniting inflation. But most economists predict the Fed won’t start raising them until next year.
Bernanke pushed the bond-buying program because the economy was growing too slowly to make much dent in unemployment. Unemployment is now 9.4 percent. Even with stronger growth likely this year, the unemployment rate is expected to dip only slightly below 9 percent. The Fed will probably repeat its concern that high unemployment could constrain consumer spending, which powers roughly 70 percent of U.S. economic activity. Another restraint likely to be cited is the depressed housing market. Home prices fell in most of the biggest cities near the end of last year. Average prices in eight major metro areas have hit their lowest points since the housing bubble burst, according to a report Tuesday by Standard & Poor’s/Case-Shiller. Those falling prices are weighing on household wealth. For many people, their home is their biggest asset. Bernanke has argued that the Fed can maintain its bond-buying program and hold rates at record lows because inflation isn’t a threat, despite rising energy prices. Competitive pressures are restraining many companies from raising the prices they charge consumers. Inflation “hawks” such as Fisher and Plosser are especially vigilant about price increases. They tend to be more concerned about the threat of high inflation than about the need to stimulate the economy. The two other new voting members — Narayana Kocherlakota, president of the Federal Reserve Bank of Minneapolis, and Charles Evans, president of the Federal Reserve Bank of Chicago — have backed the Fed’s bondbuying program. Fed watchers think Kocherlakota, a first-time voting member, will lean toward hawkishness on inflation. Evans’ reputation puts him among the “doves”_ those concerned more about strengthening the economy than about warding off inflation. The 11 members of the Fed’s policymaking group — the Federal Open Market Committee — also will update their economic forecasts for this year. The projections will be released in midFebruary. Growth is expected to strengthen. Unemployment is likely to stay high, around 9 percent.

TOKYO – Toyota Motor said Wednesday it will recall 1.7 million vehicles worldwide over concerns about possible fuel leakages, the latest setback for Japan’s troubled auto giant. The move will see the world’s largest automaker pull 1.28 million vehicles in Japan and 421,000 overseas, Toyota and the Japanese Transport Ministry said. The news sent shares in Toyota tumbling and they ended 1.87 percent down in Tokyo. “Slight cracks may appear on the engine fuel pipes. If it continues to be used, the crack may be widened and there may be risks of fuel leakage,” the ministry said in a statement. The recalls include around 245,000 of Toyota’s luxury Lexus vehicles in the United States over faulty fuel pressure sensors connected to engine fuel delivery pipes, it said. The car giant will pull 74,590 Lexus, Crown and other cars in Japan over similar leakage fears. Domestically, 19 models such as Noah, Voxy, Caldina and Isis produced between 2000 and 2009 will be affected. No accidents have been reported out of more than 140 cases, it said. In 2008 Toyota ended General Motors’ 77-year reign as the world’s largest automaker but the road has been a bumpy one for the Japanese giant, facing the impact of the economic crisis, recalls and recently a
strong yen. Previously lauded for its vehicles’ safety and reliability, a US recall of around four million vehicles in late 2009 swelled to nearly nine million units by February 2010 for brake and accelerator defects blamed for dozens of accidents. As criticism mounted of its slow response and bureaucratic inflexibility, Toyota tightened its recall policy and by November last year had pulled nearly 13 million vehicles over a range of issues. Wednesday’s recall adds to the tally and may also increase pressure on the automaker as it battles to retain market share in the United States where it is losing ground to reenergised rivals such as General Motors, say analysts. “The recall is sizeable and it may further damage Toyota’s brand image and put trust in its technology in doubt,” said Tatsuya Mizuno, auto analyst at Mizuno Credit Advisory. “The timing is bad as Toyota is barely recovering from the previous massive recall.” Mizuno also noted that with auto parts increasingly globally standardised, worldwide recalls were more likely once defects come to light. On Monday Toyota said its global group sales rose eight percent in 2010, enabling the firm to narrowly retain the title of world’s biggest automaker despite its recall crisis, although a revitalised GM has narrowed its lead.

LOS ANGELES – Ailing actress Zsa Zsa Gabor and her husband have put their Bel Air mansion up for sale because they can no longer afford the mortgage and her medical bills, he said Tuesday. The house is on offer for 28 million dollars, Prinz Frederic von Anhalt said, showing reporters around the 28room, 12,000-square-foot mansion in a plush area surrounded by homes to the rich and famous. “I am sick and tired of hiding behind those three words, ‘rich and famous,’ he said. “Maybe we are famous, but we are not rich.” Gabor’s medical care costs about $21,000 a month, and the mortgage and upkeep on the house take another $35,000. “We are talking about $56,000 I have to raise every month,” he said. “This is why I have to sell the house. It is a must.” The one con-
dition for the buyer was that the ageing pair be allowed to remain in the house. “The new owner has to pay for everything,” he said, voicing confidence that someone would offer to buy. “Everybody is filthy rich around us, and so somebody is going to (want) the house,” he said. The couple decided to sell after the 93year-old actress had most of her right leg amputated earlier this month, due to an infection that doctors determined would have killed her had it not been treated. The flamboyant star — who was read the last rites during a health scare last year — has been in hospital since just after the New Year due to the infection. The health of the Hungarianborn actress has been deteriorating for a number of years. She was partly paralyzed in a car crash in 2002, and suffered a stroke in 2005.

One year after J.D. Salinger’s death, we know little more about him than we did in his lifetime. That has not kept outsiders from trying, or insiders from resisting. Rumors of completed, unpublished manuscripts remain rumors; no one is talking. There are still no Salinger e-books or planned film adaptations of his work. One awardwinning biographer was rebuffed in an attempt to write an authorized book about the legendary novelist of “The Catcher in the Rye.” Salinger’s longtime literary agent, Phyllis Westberg of Harold Ober Associates, Inc., would not comment on whether the estate had been approached, but said no biography had been authorized and that it was “very unlikely” such a project ever would be. (The would-be biographer asked not to be identified, citing a desire, fitting for all things Salinger, for privacy.) Salinger died Jan. 27, 2010, at age 91, an international celebrity although few would have recognized
him had he appeared on their doorstep; he avoided the media for much of the last 50 years of his life. Besides “The Catcher in the Rye,” he released just three other books: “Nine Stories,” “Franny and Zooey” and “Raise High the Roofbeams, Carpenters and Seymour.” His last published work, the short story “Hapworth 16, 1924,” came out in The New Yorker in 1965. Salinger’s widow, Colleen O’Neill, still lives in Cornish, the small New Hampshire town where Salinger moved in the 1950s and where residents honored his wishes to be treated as an ordinary and private citizen. A few weeks after his death, she rose to speak at the annual Town Meeting in Cornish, thanked townspeople for keeping their distance and even for steering astray curiosity seekers looking for the Salinger house. Nothing has changed since, friends and neighbors say. “She’s a friend. We respect the family’s privacy, that’s pretty strong,” says Cornish resident Caroline Storrs.

LOS ANGELES – Michael Jackson’s doctor pleaded not guilty Tuesday to a charge of involuntary manslaughter in the pop superstar’s death as the case moved rapidly toward a trial that will likely be televised. “Your honor, I am an innocent man,” Dr. Conrad Murray told Superior Court Judge Michael Pastor in a soft voice. “I definitely plead not guilty.” Lawyers for Murray, who is accused of giving Jackson a lethal dose of the powerful anesthetic propofol
and other sedatives, said they would be ready to go to trial within the 60day statutory time limit, which would make for an unusually speedy trial. Deputy District Attorney David Walgren said the prosecution would be ready to go as well for the trial he estimated would last six weeks. The judge scheduled the trial to begin March 28 and set a pretrial hearing for Feb. 7. “Dr. Murray is looking forward to finally telling his side of the story,” defense attorney Ed Chernoff said outside court. Asked why the defense wants to
begin the trial so quickly, Chernoff said, “Dr. Murray has been waiting 22 months for his opportunity to do this. It’s the first chance we have to force the issue.” Pastor said he was inclined to allow television coverage of the trial and will hear attorneys’ views on that and other issues at a Feb. 7 hearing. District attorney’s spokeswoman Sandi Gibbons said outside court that her office has a policy of not opposing cameras in court. Cameras were allowed at the hearing Tuesday for the first time, marking a shift in Pastor’s previous ban.

Malaysia releases lab mosquitoes to fight dengue Associated Press Writer
KUALA LUMPUR, Malaysia – Malaysia released about 6,000 genetically modified mosquitoes into a forest in the first experiment of its kind in Asia aimed at curbing dengue fever, officials said Wednesday. The field test is meant to pave the way for the use of genetically engineered Aedes aegypti male mosquitoes to mate with females and produce no offspring or ones with shorter lives, thus curtailing the mosquito population. Only female Aedes aegypti mosquitoes spread dengue fever, which killed 134 people in Malaysia last year. A similar trial in the Cayman Islands last year — the first time genetically modified mosquitoes have been set loose in the wild after years of laboratory experiments and hypothetical calculations — resulted in a dramatic drop in the mosquito population in a small area studied by researchers. The plan has sparked criticism by some Malaysian environmentalists, who fear it might have unforeseen consequences, such as the inadvertent creation of uncontrollable mutated mosquitoes. Critics also say such plans could leave a vacuum in the ecosystem that is then filled by another insect species, potentially introducing new diseases. Government authorities have tried to allay the concerns by say-
ing they are conducting smallscale research and will not rush into any widespread release of mosquitoes. The Malaysian governmentrun Institute for Medical Research said it released about 6,000 sterile male lab mosquitoes in an uninhabited forest area in eastern Malaysia on Dec. 21. Another 6,000 wild male Aedes aegypti mosquitoes were also placed in the area for scientific comparison, it said in a statement. The institute provided few details of the experiment, but said it was “successfully” concluded Jan. 5, and that all the mosquitoes were killed with insecticide. It said it is not planning to release any more mosquitoes until it analyzes the results. It was the first such trial in Asia, an official in the Ministry of Natural Resources and Environment said on condition of anonymity because he was not authorized to make public statements. Duane Gubler, a professor specializing in infectious diseases at Singapore’s Duke-NUS Graduate Medical School who was not involved with the research, said the plan is likely to be effective in fighting dengue if it is combined with other biological control methods. “We need new tools. Nothing we’ve done in the past 40 years has had an impact” on dengue, Gubler told the AP.
Chopin’s tendency to lapse out of consciousness was interpreted by his partner George Sand, pseudonym of the French novelist Aurore Dudevant, as “the manifestation of a genius full of sentiment and expression.” But in the analysis published this week, Spanish doctors say Chopin’s hallucinations may have been due to a temporal lobe epilepsy rather than the result of any sweeping artistic tendencies. Manuel Vazquez Caruncho and Francisco Branas Fernandez of the Complexo Hospitalario Xeral-Calde in Spain analyzed descriptions of Chopin’s hallucinations from those close to him. They propose the French-Polish composer suffered from a type of epilepsy that produces conscious hallucinations that last from seconds to minutes. The research was published in the journal Medical Humanities, a specialist publi-
cation of the BMJ. Caruncho and Fernandez cite an extract from Sand’s memoir, where she recalls returning to the home she shared with Chopin, along with her son, after a long journey delayed by flooding. The composer had been playing one of his preludes and told Sand he was lulled to sleep while at the piano and saw himself drowned at the bottom of a lake. Hallucinations are typically seen in patients with severe psychiatric disorders like schizophrenia and bipolar disorder. Other romantic composers such as Robert Schumann, who was committed to an asylum, experienced auditory and visual hallucinations which some believed were the product of his musical genius. Caruncho and Fernandez say Chopin’s hallucinations occurred mostly in the evening or coincided with fever, unlike those linked to psychotic disorders.
While Chopin was plagued by health ailments, like severe headaches and insomnia, there is no record he was diagnosed with any neurological problems. Some historians have suggested the composer’s frequently noted melancholic moods may have been due to depression. Experts are split on what ultimately killed him; his death certificate lists tuberculosis as the cause, but others suspect it may have been cystic fibrosis. A request to the Polish government to perform genetic tests on Chopin’s heart was denied. Determining medical conditions and what killed historical figures is extremely difficult without forensic proof. In recent years, scientists have suggested the Austrian composer Wolfgang Amadeus Mozart was killed by strep throat after comparing accounts of his illness with diseases prevalent at his time of death. And after years of computer scans and DNA testing, researchers concluded Egypt’s King Tut died of complications from a broken leg and malaria.

PARIS – Palaeontologists fought back on Wednesday in a spirited debate over the Tyrannosaurus rex, saying revisionists who branded the great dinosaur a shameless scavenger have got it all wrong. For more than a century after its discovery, many scientists routinely described the Tyrannosaurus as the king of the killing machines — six tonnes of teeth, muscle and sinew, designed to run down dinos several times its size and shred them. But over the last decade, a new wave of T. rex scholarship has painted another, less flattering, picture. T. rex, according to this theory, was just a 12-meter (40-foot) freeloading lizard that was too clumsy and slow to do its own hunting. It simply barged in on a meal after nimbler predators had done all the dirty work — in other words, it was more hyena than lion. The first broadside on the carnivore’s predatory credentials came in 2003, when American expert Jack Horner concluded that T. rex’s clawless forearms, beady eyes and lumbering legs meant it was “100 percent scavenger.” In 2007, John Hutchinson of the Royal Veterinary College in Britain dished out another blow, demonstrating the “clunky” dinosaur needed more than two seconds to pivot 45 degrees, making it easy for would-be prey to evade capture. But a new study, published in the Proceedings of the Royal Society B: Biological Sciences, may help redress the bal-
ance. Chris Carbone of the Zoological Society of London and colleagues say that some of the traits that raised doubts about T. rex’s predatory prowess are larded with ambiguity. An enhanced sense of smell, inferred from enlarged olfactory bulbs, is a common trait among scavengers such as vultures — but it can help a hunter too, they note. T. rex’s eyes, it turns out, are not that small after all, and its binocular vision — along with its crushing bite and impact-resistant teeth — are all
well adapted for killing. But Carbone’s most most persuasive argument for predation has nothing to do with the giant theropod’s physical traits. “We took an ecosystem approach, establishing a complete list of all the species in the area,” he explained by phone. “What is novel is that we make inferences about abundance from the size of the animals” in the Late Cretaceous, he said, referring to the period 85 to 65 million years ago when T. rex reigned supreme.

Asian Cup dream within reach for Socceroos Doha - The Socceroos are bracing for one of the biggest moments in their careers after setting up a showdown with familiar foe Japan in the final of the Asian Cup in Qatar. Australia romped into Sunday morning’s (AEDT) tournament decider with an emphatic 6-0 semi-final win over Uzbekistan on Tuesday to earn a shot at a first major international trophy. For the squad’s senior members, the match could represent a final chance to claim a piece of international silverware to show for what has been Australian soccer’s most successful period. And fittingly it will come against a nation that has figured in some of the Socceroos’ most significant moments. Nadal loses, hopes over for 4 Slams in a row Associated Press Writer
MELBOURNE, Australia – Rafael Nadal’s bid to win four straight Grand Slam tournaments is over. The injured Nadal lost his quarterfinal 6-4, 6-2, 6-3 Wednesday to fellow Spaniard David Ferrer at the Australian Open. Nadal, who appeared to have tears in his eyes during a changeover while trailing 3-0 in the third set, took a medical timeout for an apparent leg injury after three games and was clearly out of sorts, failing to chase down balls that he would ordinarily return easily. It was the second year in a row he lost in the quarterfinals here due to injury — in 2010 he retired against Andy Murray due to a right knee ailment that kept him off the tour for two months, again on the Australia Day national holiday. “This is one big victory for me, but it’s not like a victory really,” seventh-seeded Ferrer said on court after the match. Nadal, who didn’t bother chasing the winner on match point, won last year’s French Open, Wimbledon and U.S. Open and was trying to add the Australian title so he could hold all four major trophies at once. That hasn’t been achieved since Rod Laver won four
in a row in 1969. The only fireworks came Wednesday night during the match — Australia Day celebrations forced a 10minute interruption while the sky outside Rod Laver was lit up by a pyrotechnics show. As the fireworks exploded, Nadal changed his shirt and briefly left the stadium. He came back a couple of minutes later and took off his right shoe and fidgeted with his toes and sock. After losing the second set, the usually fidgety Nadal slumped in his chair at the changeover, completely still with his head bent. The crowd cheered almost exclusively for Nadal — “Come on, Rafa,” — they roared, while often applauding Ferrer’s errors. All, eventually, for nothing. Nadal came to Australia with a virus he picked up in Doha, Qatar two weeks ago. He sweated profusely in several of his matches, but appeared to be over his problems, saying after his fourth-round win over Marin Cilic that he thought he had recovered.
Murray won’t have to get past Nadal this year, but he will have to beat Ferrer and either defending champion Roger Federer or 2008 champion Novak Djokovic to claim his first major title. He advanced earlier Wednesday with a 7-5, 6-3, 6-7 (3), 6-3 win over unseeded Alexandr Dolgopolov, after Kim Clijsters and Vera Zvonareva advanced to the women’s semifinals. Clijsters, the growing favorite in the women’s draw, advanced to a semifinal against No. 2 Zvonareva, whom she beat in the final at the U.S. Open last September. It will be the 10th tour meeting for the pair, with Clijsters holding a 6-3 advantage. Clijsters had some nervous moments in her 6-3, 7-6 (4) win over No. 12 Agnieszka Radwanska. None were as bad as when some air force planes flew in formation overhead as part of celebrations for the Australia Day holiday. Cannons went off earlier when Zvonareva started the Australia Day proceedings with a 6-2, 6-4 win over Petra Kvitova.

LOS ANGELES – Kobe Bryant scored 21 points in three quarters and the Los Angeles Lakers led all the way in defeating Utah 120-91 Tuesday night, handing the Jazz their season-worst fifth straight loss. Pau Gasol added 20 points, Andrew Bynum had 19 points and 11 rebounds, and Lamar Odom scored 17 off the bench for the Lakers, who won their seventh in a row at home. Deron Williams scored 17 points and C.J. Miles added 14 for Utah, which has lost its last nine against the Lakers at Staples Center. The Jazz went 0-5 on their road trip, including losses to four teams from the East. The Lakers had the game in hand after the first quarter, when they shot 72 percent from the floor, hit all three of their 3-pointers and went 8 of 10 on free throws while building a 17-point lead. Los Angeles stretched its lead to 28 points in the second quarter, leading 66-38 at the break largely on the efforts of its bench. Odom, Steve Blake, Shannon Brown and Luke Walton played most of the minutes, while Bryant, Gasol, Ron Artest and Derek Fisher got some much-needed rest. The Jazz shot 14 of 43 in the first half, when the Lakers had more rebounds, assists, steals and fewer turnovers. The Lakers’ lead reached 33 points in the third, with Bryant hitting two free throws to make it 88-55 before leaving the game for good. The Jazz got no closer than 27 in the period. Joining Bryant on the bench in the fourth to chat and watch both the game and the crowd were Artest, Bynum and Fisher. Odom provided the final quarter’s highlight, tossing up a high-arcing jumper with a sideways glance before sailing out of bounds and into the crowd while getting fouled. Bryant got on his feet to applaud. Brown drew an even louder reaction when he careened in for a fast-break dunk only to miss. No matter, though, the Lakers were up by 38 and he just smiled.

MADRID – Triple Tour de France winner Alberto Contador may be suspended for one year over his positive doping test at last year’s event, Spanish newspapers said Tuesday. The disciplinary committee of the Spanish Cycling Federation (REFC) is to announce its decision on Thursday, and the rider will have 10 days to appeal, the sports daily Marca said. “All indications are that the sanction proposed by the committee will be one year, so he will be stripped of his last win” at the Tour de France in July. Another sports newspaper, AS, said Contador “could suffer a year’s suspension”. The International Cycling Union (UCI) provisionally suspended Contador in August in advance of a decision on his immediate future by the REFC after trace amounts of clenbuterol, a banned weight loss/muscle-building drug also used to fatten cattle, were found in a urine sample taken during the Tour de France. However, the rider denies any wrongdoing and says he unknowingly ingested the clenbuterol from beef brought from Spain to France during the second rest day of the Tour, just four days before he won his third title on July 25. Clenbuterol was banned by the European Union in 1996 but it is still administered illicitly by some cattle farmers. Marca said the fact that “no one has been able to show how the substance entered” his body, together with the minute quantity of clenbuterol detected means that the RFEC will propose a sanction of one year rather than two. Contador, who also won the Tour de France in 2007 and 2009, has threatened to quit the sport if he is suspended for two years. The 28-year-old is planning to train this week with his team, Saxo Bank, on the Spanish Balearic island of Majorca.

Karthikeyan to run old car in Spanish F1 tests NARAIN Karthikeyan has revealed that he is unlikely to get his hands on the 2011-spec Hispania Racing entry until the final pre-season F1 test at the Bahrain International Circuit in early March. The Indian, who makes his return to the top flight for the first time since a frustrating campaign with Jordan in 2005 and a season testing with Williams the following year, is due for a seat fitting this week, but that will be as important to make him comfortable in the Dallara-designed 2010 backmarker as it will for the new machine currently in build at HRT’s German base. If it makes the Bahrain test, HRT will already be better placed than it was a year ago, when it unveiled its first car and drivers Bruno Senna and
Karun Chandhok on the eve of the opening race in Sakhir. Speaking to the Times of India newspaper, Karthikeyan admitted that he was hoping for largely dry conditions in the early tests so that he could both reacclimatise to an F1 car - the specification of which has changed significantly since his last serious outing - and assess his fitness levels which, despite competing in both sportscars and NASCAR Trucks since his F1 sojourn, need tuning to the forces that he will face in the HRT. “Our new car won’t be ready for the first three tests in Spain, where I will drive the 2010 car,” the 33-year old confirmed, “[and] I hope the conditions in Valencia remain dry so that I can make use of the full time testing over there.
“The [rule] changes will make it more exciting, as it will further even out the differences between the big teams and the rest, [and] as drivers, we will have to adapt ourselves to the changes fast. I will have to do the same, [but] the fact that I was out of F1 won’t be a handicap as I have been racing in other competitive series.” While the recent announcement that concept artist Daniel Simon has been appointed to give HRT a graphical makeover after last year’s drab carbon black with yellow-andred stripes affair has aroused some interest in the team’s 2011 programme, Karthikeyan is more interested in getting his hands on the technical package that will be at his disposal this season.
Loeb says he won’t race at Le Mans SEBASTIEN Loeb has ruled out racing in the Le Mans 24 Hours this year, despite speculation linking him with a return to the event. The seventime world rally champion contested Le Mans with the Pescarolo team in 2005 and 2006, finishing second overall in the latter event. He then tested for Peugeot at the end of 2009 with the view of racing with the team in the 2010 24 Hours, but then decided against it. The Frenchman has again been linked with a return to the historic race this year, but on Wednesday he denied he will be taking part in the event. “I won’t be doing Le Mans this year,” said Loeb. “In terms of schedule, with the development of the DS3 as well, it was too heavy to combine all,” he was quoted as saying by the French media.
The team said it was a problem that has affected him often during his career. However, Mercedes claimed that Schumacher is not disadvantaged by it, despite the lack of testing allowed during the year. The team also said it is working on much more realistic simulation technology that will be ready shortly. “Throughout his career, Michael from time to time has been susceptible to simulator sickness which has affected the length of time that he can spend on a simulator,” Mercedes said on Wednesday. “This is a relatively common occurrence for many people in all fields of simulator activity including military, aircraft and racing cars. “Michael has not been disadvantaged as together with his engineers he has made his simulation work effective.” The team added: “The simulator is one of a number of tools which drivers use to prepare for the race weekend and the condition has not adversely affected Michael’s race preparation or his competitiveness with regard to his team-mate. The situation has been exacerbated by the level of our current simulator technology. “For many reasons, we have invested in higher-quality and more realistic simulation equipment which will be completed and available for our drivers shortly.”
