More than 100,00 elephants killed for ivory over decade Wildlife campaigners say new figures highlight the “alarming plight” of the animals and underline the need to combat poaching. An increase in ivory poaching has seen the number of African elephants plummet by more than 100,000 in a decade, conservationists have warned.
The rise in the illegal trade is seen as the main cause of the most serious decline in elephant populations in 25 years. Estimates, based on a number of sources including aerial surveys and dung counts, indicate numbers
are 93,000 lower than in 2006, according to the International Union for Conservation of Nature (IUCN). But because the figures include elephants from previously uncounted populations, experts believe the
actual drop is nearer to 111,000. In total there are thought to be around 415,000 elephants in Africa, although there could be up to 135,000 more in areas which have not been properly surveyed. The findings come after Sky News highlighted the plight of the African elephant, which in some parts of the continent face extinction. The Duke of Cambridge has also spoken of his fears the animal will disappear
from the wild due to poaching by the time his daughter Princess Charlotte turns 25. IUCN director general Inger Andersen said: “These new numbers reveal the truly alarming plight of the majestic elephant - one of the world’s most intelligent animals and the largest terrestrial mammal alive today. “It is shocking, but not surprising that poaching has taken such a dramatic toll on this iconic species.

Millions of rupiahs spent each month In order to minimize the number of users, criminal penalties are not the only way that can be applied but also through rehabilitation. In Bali, this program has been implemented at the Bali Mental Hospital (RSJP). The cost required reaches millions of rupiahs per person each month. Director of the RSJP Bali, Bagus Darmayasa, said on Saturday (Sep. 24) that rehabilitation program has been implemented since January 2014. It is one of the efforts to re-
duce the number of drug users. This month alone, the patients participating in the program amount to 22 people. They come from different regions in Bali with the age range of 25 to 30 years. “They are transferred from the court and have undergone the verdict. They belong to long enough users, at least five years,” he explained. The rehabilitation program, he said, has a number of stages.

TABANAN - Deterioration of fishermen due to regulation of the Minister of Fisheries and Maritime Affairs about the catching of lobsters and crabs (Ministerial Regulation No.1/ KP 2015) continues to be felt until these days. Due to this regulation, the traditional fishermen having no other source of income become sluggish.
Northern Nigerian city celebrates ancient festival as security improves
ZARIA - Riders wearing brightly coloured warrior robes and bearing spears were again packing the streets of this northern Nigerian city, greeting their traditional ruler as locals celebrated a thousand-year-old tradition in a region hit by Boko Haram. Last week the traditional ruler in Zaria city rode in a horse carriage to kick off the Durbar celebrations that mark the end of the Muslim fasting month of Ramadan. The Durbar is a custom dating back more than 1,000 years which involves warriors from villages and towns in Nigeria’s Muslim north traveling once a year to the emir’s palace to renew a pledge of respect to their ruler. But the thousands who packed the streets and minarets of mosques to watch were a far-cry from last year when many stayed indoors from fear following an attack by Boko Haram fighters that killed some 35 people in Zaria. Now, following a military crackdown on the militant group, Alhaji Shehu Idris, Emir of Zazzau, rode to his palace. He greeted people lining the pot-holed streets of this dusty city as he passed by, Once at the palace, he watched with officials as each area of his traditional constituency presented their turbaned chiefs and warriors in a mark of respect. Several men -- wearing white, red, blue or yellow robes -- demonstrated their horse-riding skills on the unpaved parade ground. But some women and girls also walked during the procession. The Nigerian military has retaken much of the territory lost to the Boko Haram jihadists. But police cars and gun-wielding police officers posted at the unpaved parade ground in front of the palace were a reminder that suicide bombs by the group remain part of life in the northern region of the oil producer. According to Chairman of the Indonesia Fishermen Association (HNSI) of Tabanan, Ketut Arsana Yasa, this condition creates new poverty. “Implementation of the ministerial regulation is not accompanied with dissemination and academic study. As a result, traditional fishermen face sudden death,” he said, Wednesday (Sep. 21). Aside from traditional fishermen, three of four lobster exporters in Bali have closed their business. As a result, only one can survive. Pursuant to the export data at the quarantine office, the results of fishery products show decline, while the lobster exported from Bali are entirely brought in from outside Bali. “Exports of lobster captured by Balinese traditional fishermen are eventually exported from Jakarta because they do not meet the volume of exports, so the price of lobster at fishermen level today is low (IDR 250,000 per kg for the size of 200 gram up) due to over handle,” he explained. Other than creating new poverty, he added that this ministerial regulation results in new unemployment among fishermen, lobster trap makers and fishing boat workshop. Besides, many children of fishermen do not attend school because there are no fees and fishermen have debt for their operating costs. This impact occurred evenly throughout Bali namely on those catching lobsters in Jembrana, Badung, Denpasar, Gianyar and Klungkung. “Traditional fishermen totally suffer losses,” he said. He would always fight for the
fate of traditional fishermen. “Together with the Deputy Chairman of the Bali House of Representatives, recently we have brought this issue to the Coordinating Minister of the Maritime Affairs so that it can be immediately followed up because it has something to do with the fate of lobster traditional fishing of Bali,” he said. Moreover, result of the research by the Ministry of Fisheries and Maritime Affairs in 2015 coming down to Tabanan district found that the lobster catching in Bali has not been over fishing. Besides, around 90 percent of the lobster caught by traditional fishermen belongs to sand lobster and they weigh 80-200 grams. Then, the sand lobster weighing 80 grams has been laying eggs. He admitted that before the issuance of the ministerial regulation, traditional fishermen in Tabanan have owned local policies for sustainable availability of lobster in the sea and set forth in an agreement in 2010 such as releasing lobster laying eggs, setting lobster conservation zone at three points (in the south of Tanah Lot Temple, Yeh Gangga surfing site and Balian surfing site) contained in the coastal zone of Tabanan district and they are protected with fishing regulations (awig-awig). He said that Tabanan district has a pretty good maritime potential. It has been proved to help younger generation of Tabanan after the tragedy of Bali bombing I and II where those working in the tourism sector became unemployed and turned to traditional fishermen to catch lobsters for export.
“Their income is enough to send their children to school. Moreover, it could exceed the results of working in tourism sector,” he said. The development of traditional lobster fishermen groups in Tabanan is very significant. From
2001 with only 16 groups rose to 42 groups in 2014 with a total members of 840 people consisting of fishermen group catching fish at sea and on the beach. In terms of its size, 83 percent of the lobster caught by traditional fishermen of Tabanan has the
weight of 100-200 grams, and the rest is above 200 grams. Based on the existing data from 2010, the traditional fishermen of Tabanan have the results of lobster catches with the average of 2.5 tons per month, and they are entirely intended for export. (kmb28)

To anticipate human trafficking, govt boosts dissemination
GIANYAR - Human trafficking (TPPO) becomes one of the government’s attentions. It happens because more and more cases affect women and children in Indonesia. Lack of understanding on the mode of human trafficking becomes one of the main obstacles in the effort to anticipate it. This was expressed by Deputy Assistant to Women Protection and Human Trafficking Crimes at the Ministry of Women and Children Protection, Budhy Prabowo, in the office of Bappeda Gianyar, Tuesday (Sep. 20).
Budhy Prabowo explained that human trafficking is very alarming because it is targeting the level of villages. Many children are trapped by mafia with the lure of large salaries to work at restaurants. However, in reality they are forced to work as prostitutes both at home and overseas. Currently, there is rampant recruitment of children through social media. Children are trapped under the pretext they will be prepared to become an artist. “This is also one of the reasons why it is
so difficult to eradicate this human trafficking crime,” he said. Further, he said that based on the data, human trafficking is a crime resulting in the second largest money after drugs. Considering the magnitude of this problem, the government must be more alert and more active in disseminating child protection to the several regions. In order to prevent the crime of human trafficking, many components have to be involved. However, the most important are children
and parents. In many cases, it is found that the victim’s parents are involved in the crime. Especially in Gianyar, he considered that this region already has already owned a step forward when compared to other regions in the handling of this crime. It is evidenced by the measure of Gianyar having established the taskforce on women and children protection at respective village. “This taskforce serves as a frontline guard in addition to the family which will report to the appropriate authorities when
encountering the crimes in the region,” he said. In the meantime, the Head of BPPKB Gianyar, I.A. Putu Sri Ambari, said that Gianyar as tourism area is vulnerable to human trafficking crime. 17,000 turtle hatchlings have been released NEGARA - For a year, a total of 17,000 turtle hatchlings have been released in coastal waters of Perancak, Jembrana. The hatchling belonging to olive ridley sea turtle poses the result of egg hatching by the Kurma Asih Turtle Conservation Group (KPP) at Perancak. In addition to conservation facilities, the group also educated the public about turtle, especially for children as a stock of knowledge about environmental conservation. “Habitat of the olive ridley sea turtle can still be encountered in the sea of Bali and we often find dozens of nests here (Jembrana coast),” said Group Leader of the KPP Kurma Asih Perancak, I Wayan Anom Astika, when met on Friday (Sep. 23). Aside from educating through knowledge about turtles and the method of hatching eggs, people, especially children, are invited to release turtle hatchlings in the waters of Perancak. As seen yesterday, dozens of kindergarten students of Negara and Mendoyo participated in the turtle hatchling release into the sea. In addition to knowledge about the types of turtles, the students were also given education about the importance of protecting natural environment. “Basic things like not littering into rivers or the sea are also given. Since early age they should own mindset on the importance of protecting nature,” added Anom. At least 200 turtle hatchlings were released by kindergarten students. A day earlier, a total of 500 turtle hatchlings were released by kindergarten students. They are very delighted because in addition to visiting the beach, they can also interact in person with the turtle hatchlings. AMLAPURA - It is hard to believe that a child can master 23 foreign languages. However, it is a reality. She is Ni Putu Rista, 10, a fourth grade of elementary school at the SDN 6 Besakih, Rendang. Her figure is so viral on social media having spoken dozens of foreign languages fluently. The first child of a local tour guide at Besakih wants to become like her father one day, a professional tour guide, a doctor or a teacher. These are her three great ideals. When met at a private residence of the Karangasem Regent I Gusti Ayu Mas Sumatri on Saturday morning (Sep. 24), she claimed to learn foreign languages with self-motivation. She learned autodidactically because she often meets with foreign visitors while helping her family’s economy by selling post cards at Besakih. The habit of speaking foreign languages to visitors from various countries makes her know little by little their language and continue to learn it further. Some foreign languages she speaks are English, French, German, Dutch, Czech, Chinese and Japanese. “The best memorized is French. It happens because I most frequently meet French visitors. Incidentally I like best the vocabularies,” said Rista. The daughter of the couple Wayan David and Ni Wayan Parmi claimed to never be suppressed by her parents. She admitted to learn every day. This condition also makes her always excellent in comparison to her peers at Besakih.
To train every foreign language she masters, at least she should introduce herself every day to the dozens of foreign languages and train her memory. Rista is also known as a smart girl. Since the first grade of elementary school to the fourth grade, she always attains the first winner. Seeing this remarkable ability, Regent of Karangasem I Gusti Ayu Mas Sumatri even invited her to her house. The regent has a specific plan to develop the local guides at Besakih into the more professional ones. Through the management of Besakih, the local guides will be educated from an early age. Thus, when growing adult they will not just master a foreign language, but should also be equipped with comprehensive knowledge about the destination to be explained. Moreover, it concerns with the Besakih Temple, the mother temple of Bali. “We encourage Rista to continuously deepen her abilities. On that account, we give her some foreign language dictionaries to be stud-
ied,” said Regent Mas Sumatri. His father, I Wayan David, admitted to be quite proud of her ability. Moreover, he himself admitted not to master such a number of foreign languages. He has seen the potential owned by his daughter from her daily habit that is always interested in foreign languages. Besides, her memory is also quite good. Moreover, according to him, Rista is still likely to increase foreign language proficiency along with his great motivation to keep learning and to pursue the existing foreign language. “As long as it is positive for Rista, we will continue to support her,” said David, daily working as a local guide at Besakih. Currently, local government has made Putu Rista as the child icon of Karangasem to motivate other children and continuously improve their skills. As planned, Rista will also be invited to Munti Gunung and Pedahan to encourage local children to go to school and learn, so that they will not further beg as their parents do. “Rista very much inspires children in Bali. She is an appropriate figure to motivate other children to follow her measures. Russian and Syrian jets bomb Aleppo camp retaken by rebels
AMMAN - Russian and Syrian forces bombed a strategic camp on the northern edge of Aleppo on Sunday after losing control of it overnight, both rebels and the Syrian army said. Rebels said the army used more powerful weapons in an attempt to recover Handarat, a Palestinian refugee camp a few kilometres north of the Aleppo which is on elevated ground overlooking one of the main roads into Aleppo that had been in rebel hands for years. “We retook the camp, but the regime burnt it with phosphorous bombs ... We were able to protect it, but the bombing burnt our vehicles,” said Abu al-Hassanien, a commander in a rebel operations room that includes the main brigades fighting to repel the army assault. The army which is being helped by Iranian-backed militias, Leba-
non’s Shi’ite Hezbollah militant group and a Palestinian militia, acknowledged rebels had retaken Handarat, whose capture on Saturday briefly marked the first major ground advance by the army in a new offensive to recapture rebel held Aleppo. “The Syrian army is targeting the armed groups positions in Handarat camp,” a military source was quoted on state media as saying. The army announced on Thursday the start of a major new military campaign to regain Aleppo, intensifying strikes and use of powerful weapons that rebels said was an “shock and awe” campaign aimed

AMMAN - A gunman shot dead Jordanian writer Nahed Hattar on Sunday outside the court where he was to stand trial on charges of contempt of religion after sharing on social media a caricature seen as insulting Islam, witnesses and state media said. The gunman was arrested at the scene, state news agency Petra said. A security source said he was a 39-year-old Muslim preacher in a mosque in the capital. Hattar, a Christian and a anti-Islamist activist who was a supporter of Syrian President Bashar al-Assad, was arrested last month after he shared a caricature that depicted a bearded man in heaven smoking in bed with women and asking God to bring him wine and cashews. In the cartoon, the man also asks God to clear his dishes and put a door on his tent and knock before entering. Many conservative Muslim Jordanians considered Hattar’s move offensive and against their religion. The authorities said he violated the law by sharing the caricature. The state news agency quoted a security source as saying Hattar was killed by a man who fired three shots at him on the steps of the palace of justice in the Jordanian capital. “The assailant was arrested and investigations are ongoing,” Petra quoted the security source as saying. Two witnesses said the gunman was wearing a traditional Arab dishashada, worn by ultra conservative Sunni Salafis who adhere to a puritanical version of Islam and shun Western lifestyles. Some secular and liberal supporters of Hattar said his arrest last month was a breach of freedom of speech but other Jordanians thought the caricature’s publication had crossed a red line in a Muslim country where it is a taboo to attack God or the Prophet. Hattar was charged with contempt of religion and sowing sectarian tensions. The country’s highest official religious fatwa authority criticised Hattar for what it said was the “insult to the divine entity, Islam and religious symbols”. Hattar had apologized on social media and said he did not mean to insult God but had shared the cartoon to mock fundamentalist Sunni radicals and what he said was their vision of God and heaven. JAKARTA — Indonesia announced Friday its candidacy for membership on the U.N. Security Council, saying its commitment and contribution to the world’s body make it a true partner for world peace.
In a speech before the U.N. General Assembly, Indonesian Vice President Muhammad Jusuf Kalla said the United Nations needs reforms to make it stronger and more relevant to 21st century challenges and realities. Among the issues it was facing, he cited irregular migration resulting from conflict in Syria, Yemen, Iraq and other places, along with climate change, unregulated fishing and cybercrime. Kalla noted Indonesia’s steady commitment to increase its peacekeeping force to 4,000 personnel by 2019 and its efforts to fight terrorism both regional and globally. As the world’s most populous Muslim nation and its third-largest democracy, Indonesia sees Islam modernity and women empowerment as going hand in hand with the promotion of democracy, tolerance, pluralism and peace, he said. Selections of the new non-permanent Security Council members in 2019-2020 will be made in mid2019. Other Asia-Pacific candidates are India and Vietnam.(ap)

Algeria plans bank privatisations as oil money dries up
ALGIERS - Algeria plans to allow its dominant state banks to list on the local stock exchange to help develop its financial markets and diversify sources of funding after the oil price slide, a senior financial official said. The plan will open the door for foreign investors to acquire controlling stakes in banks, reversing a rule requiring Algerian firms to keep a majority shareholding in any partnership with foreigners, the official told Reuters. Algeria’s six government-run banks account for most of the sector’s assets. French companies such as Societe Generale and BNP Paribas have the strongest presence among foreign-owned banks already working in the country. OPEC member Algeria’s economy has been largely based on a state-run and centralised system since its independence from France in 1962 and it remains reliant on an energy sector that still provides 60 percent of its budget.
But the oil price drop since 2014 has put Algeria under financial pressure, forcing the government to trim spending and search for alternative financing sources. “The era of $100 a barrel is over. We have no choice but to change our policy,” the official said, asking not to be named because they were not authorised to speak to the media. “Reforms will move slowly, but there will be no step backwards.” With more than $130 billion in foreign exchange reserves and little foreign debt, Algeria is in better shape than other oil producers such as Venezuela. However, it has been forced to push up taxes and increase subsidised gasoline and diesel prices, scaling back a vast welfare system
that has in the past helped ease social tensions. Advocates of the 51/49 ownership rule and tight foreign exchange controls say they helps protect Algeria’s strategic sectors after an experimentation with privatisation in the 1990s. But critics say such curbs stifle growth and investment.
PAST FAILURE Algeria is now far safer following the end of a war it fought with armed Islamists in the 1990s that killed 200,000 people. Its government has been keen to promote the expansion of its agriculture, health, manufacturing and tourist sectors but cumbersome bureaucracy has put off investors. It is also not the first attempt at selling off the banks. The government scrapped previous plans for a bank privatisation in 2007, just two days before the deadline for the submission of bids, citing an interna-
tional banking crisis at the time. That plan was to sell a majority state in Credit Populaire d’Algerie (CPA) -- two years before the introduction of the new rule limiting ownership for foreign firms to 49 percent in any partnership deal. The International Monetary Fund (IMF) and World Bank have since repeatedly urged Algeria to reform the underdeveloped banking sector and modernise its stock exchange to help attract investment. However, it is not clear how much appetite there will be for the banks. Plans to float cement producer Societe des Ciments de Ain El Kebira were dropped in June because of a lack of demand for the shares on offer. The new bank proposal is included in the 2017 budget law draft currently in parliament for debate and must be approved by lawmakers and by President Abdelaziz Bouteflika.
Under the new plan, state banks that want to list on the Algiers bourse will still have to get “prior green light” from the central bank before any step to sell a stake in excess of r 49 percent, the official said. The other state banks consist of Banque Nationale d’Algerie, Banque Exterieure d’Algerie, Banque de Developpement Local, Banque de l’ Agriculture et du Developpement Rural, the largest in terms of its network, and the Caisse Nationale d’Epargne et de Prevoyance. Officials have previously said Algeria is preparing to allow foreign investors to buy shares on its stock exchange, where authorities hope the number of listed companies will rise from five to 50 in the near future. But the Algiers stock market, smaller than those in neighbouring Morocco and Tunisia, struggles with very low levels of liquidity. (rtr)

JAKARTA - The National Anti-Narcotics Agency (BNN) will participate in the preparations for the regional elections, scheduled to be held in February next year, in various regions in Indonesia. “Due to the increasing reports of narcotic cases involving regional government officials, the General Election Commission (KPU) has responded in all earnestness to calls from various parties asking it to involve the BNN in the preparation process for the elections,” BNN spokesman Senior Commissioner Slamet Pribadi said in a press statement received here on Saturday (Sept. 24). The narcotic drugs can affect anyone and, therefore, everyone must shoulder the responsibility to stem this menace, he urged. “In view of that, the KPU and the BNN have agreed to support each other in the efforts to prevent and eradicate narcotic abuse and illegal distribution of narcotic drugs in the run up to the elections,” he added. As part of the efforts, the candidates would be put through narcotic tests which will be carried out by not only the KPU but will also involve the Indonesia Medical Association (IDI) and the Indonesian Association of Psychologists (Himpsi), he informed. “The KPU had earlier formulated a specially standardized test and candidates will be put
through it simultaneously,” he disclosed. He said all parties hoped that the synergy among various bodies would lead to a healthy election atmosphere, making it possible for the people to choose smart regional leaders who stand as bulwark against narcotics.(ant)

Indonesia arrests alleged major people smuggler
JAKARTA/SYDNEY - Indonesian police have arrested an alleged people smuggler who has targeted Australia since 1999, Indonesian and Australian authorities said on Saturday. Abraham Louhenapessy, also known as Captain Bram, was arrested in Jakarta before dawn on Friday, Indonesia’s national police spokesman Boy Rafli Amar said. “He allegedly helped to smuggle people into Indonesia and out of Indonesia by providing a ship and he was also the captain of that ship,” he said. The Australian Federal Police suspected Louhenapessy was “the boss” of traffickers who have smuggled people into Australia and New Zealand, Amar said. Louhenapessy is currently in police custody in Jakarta, but will be transferred to East Nusa Tenggara in the south-west of Indonesia to face trial. Australian Immigration Minister Peter Dutton said: “We know that Captain Bram is a key player in the people smuggling networks across Indonesia.” Minister for Justice Michael Keenan said he could face up to 10 years in prison. “We are extremely pleased this
notorious people smuggler has been stopped ... but we know there are more criminal people smugglers out there and we will continue to work with our regional partners to bring them to justice,” Keenan said in a statement. Louhenapessy was arrested over a failed attempt to send 65 mostly Sri Lankan asylum seekers to Australia from Indonesia in May 2015, the Sydney Morning Herald reported. The Indonesian police confiscated Louhenapessy’s documentation, including his passport, along with flight tickets to Thailand, Kenya, Mali, Nigeria, France and the United Arab Emirates during the arrest, Amar said. In its fight to stop people smugglers, Australia has adopted a tough asylum seeker policy which sees it intercept boats at sea and send the occupants to Australian-funded detention camps in Papua New Guinea and Nauru. They are never eligible to be resettled in Australia. Charlotte protesters keep marching after police release shooting video
CHARLOTTE - Nearly a week of protests over the police killing of a black man in Charlotte, North Carolina showed no signs of abating on Sunday, after police released videos showing the victim being shot but did not answer the question of whether he had a gun. Hundreds marched through the center of Charlotte on a fifth night of demonstrations that stretched into Sunday morning, including white and black families protesting police violence. One sign read “Stop police brutality” and another showed a picture of a bloody handprint with the phrase #AMINEXT, a social media tag about the fear of becoming a victim of police. For the first time in three nights, police enforced a curfew, saying they would arrest violators. A crowd gathered outside police
headquarters dispersed without any violence shortly after midnight. Charlotte police released two videos on Saturday showing the fatal shooting on Tuesday of Keith Scott, 43. The controversial death has made Charlotte, North Carolina’s largest city and a financial center, the latest flashpoint in two years of tense protests over U.S. police killings of black men, most of them unarmed. Charlotte-Mecklenburg Police Chief Kerr Putney acknowledged that the videos themselves were
“insufficient” to prove that Scott held a gun but said other evidence completed the picture. “There is no definitive visual evidence that he had a gun in his hand,” Putney said. “But what we do see is compelling evidence that, when you put all the pieces together, supports that.” Police said officers trying to serve an arrest warrant for a different person caught site of Scott with marijuana and a gun, sitting in a car in a parking lot. “They look in the car and they see the marijuana, they don’t act. They see the gun and they think they need to,” Putney said. Both Scott’s family and protesters have disputed the police statements that Scott was carrying a gun.
Police released photos of a marijuana cigarette, an ankle holster they said Scott was wearing, and a handgun, which they said was loaded and had Scott’s fingerprints and DNA. But Scott’s family, which released its own video of the encoun-

BURLINGTON - Authorities on Sunday were still working to determine what prompted a 20year-old man to open fire in a Washington state mall, killing five people. Police arrested the suspected gunman, Arcan Cetin of Oak Harbor, Washington, on Saturday. Police said he was taken into custody without incident in Oak Harbor, some 30 miles (48 km) southwest of Burlington where the shooting
occurred on Friday night. Cetin opened fire at the Cascade Mall around 7 p.m. local time on Friday in the cosmetics section of a Macy’s department store, police said, killing four women as well as one man who died later at a hospital. Police said what motivated Cetin’s rampage remains unclear. The FBI said while they had no indication the attack was a “terrorism act,” it could not be ruled out.
Police described Cetin’s demeanor when apprehended as “zombie like,” and said he was unarmed. Police said Cetin was born in Turkey, but described his status as that of a “legal, permanent resident” in the United States. Authorities have not identified the victims, but local media said they ranged in age from mid-teens to mid-90s, and included a mother and her daughter. Surveillance video from the mall
in Burlington, around 65 miles (105 km) north of Seattle, showed the gunman brandishing the weapon, police said. Police said the gun was later recovered at the mall. MADRID — Two consecutive draws and a little rant by Cristiano Ronaldo have put Real Madrid on the verge of an early crisis. Real Madrid got off to a good start this season but setbacks against Villarreal and Las Palmas in the Spanish league, combined with Ronaldo’s angry reaction after being substituted on Saturday, have created an air of turmoil. The Spanish powerhouse still holds the league lead, but its advantage over Barcelona was cut to one point after the recent lackluster performances. Madrid also struggled against Sporting Lisbon in its Champions League opener, when it needed two late goals to salvage a 2-1 win at home. The biggest problem facing coach Zinedine Zidane may be Ronaldo, who was visibly upset after being replaced in the 72nd minute in the 2-2 draw at Las Palmas. The Portuguese forward did not look at Zidane as they quickly shook hands after the substitution.
Zidane was the one who moved toward Ronaldo and extended his hand. Ronaldo had walked briskly toward the sideline after seeing he was being replaced by youngster Lucas Vazquez, sputtering words to himself and not hiding his disappointment. He continued talking, apparently in Portuguese, on his way to the bench, where he watched the rest of the game. After the match, Zidane tried to downplay Ronaldo’s attitude, saying he didn’t think the player was angry at being replaced. Charlotte protesters keep marching after police release shooting video
CHARLOTTE - Nearly a week of protests over the police killing of a black man in Charlotte, North Carolina showed no signs of abating on Sunday, after police released videos showing the victim being shot but did not answer the question of whether he had a gun. Hundreds marched through the center of Charlotte on a fifth night of demonstrations that stretched into Sunday morning, including white and black families protesting police violence. One sign read “Stop police brutality” and another showed a picture of a bloody handprint with the phrase #AMINEXT, a social media tag about the fear of becoming a victim of police. For the first time in three nights, police enforced a curfew, saying they would arrest violators. A crowd gathered outside police
headquarters dispersed without any violence shortly after midnight. Charlotte police released two videos on Saturday showing the fatal shooting on Tuesday of Keith Scott, 43. The controversial death has made Charlotte, North Carolina’s largest city and a financial center, the latest flashpoint in two years of tense protests over U.S. police killings of black men, most of them unarmed. Charlotte-Mecklenburg Police Chief Kerr Putney acknowledged that the videos themselves were
“insufficient” to prove that Scott held a gun but said other evidence completed the picture. “There is no definitive visual evidence that he had a gun in his hand,” Putney said. “But what we do see is compelling evidence that, when you put all the pieces together, supports that.” Police said officers trying to serve an arrest warrant for a different person caught site of Scott with marijuana and a gun, sitting in a car in a parking lot. “They look in the car and they see the marijuana, they don’t act. They see the gun and they think they need to,” Putney said. Both Scott’s family and protesters have disputed the police statements that Scott was carrying a gun.
Police released photos of a marijuana cigarette, an ankle holster they said Scott was wearing, and a handgun, which they said was loaded and had Scott’s fingerprints and DNA. But Scott’s family, which released its own video of the encoun-

BURLINGTON - Authorities on Sunday were still working to determine what prompted a 20year-old man to open fire in a Washington state mall, killing five people. Police arrested the suspected gunman, Arcan Cetin of Oak Harbor, Washington, on Saturday. Police said he was taken into custody without incident in Oak Harbor, some 30 miles (48 km) southwest of Burlington where the shooting
occurred on Friday night. Cetin opened fire at the Cascade Mall around 7 p.m. local time on Friday in the cosmetics section of a Macy’s department store, police said, killing four women as well as one man who died later at a hospital. Police said what motivated Cetin’s rampage remains unclear. The FBI said while they had no indication the attack was a “terrorism act,” it could not be ruled out.
Police described Cetin’s demeanor when apprehended as “zombie like,” and said he was unarmed. Police said Cetin was born in Turkey, but described his status as that of a “legal, permanent resident” in the United States. Authorities have not identified the victims, but local media said they ranged in age from mid-teens to mid-90s, and included a mother and her daughter. Surveillance video from the mall

JAKARTA — Indonesia announced Friday its candidacy for membership on the U.N. Security Council, saying its commitment and contribution to the world’s body make it a true partner for world peace.
In a speech before the U.N. General Assembly, Indonesian Vice President Muhammad Jusuf Kalla said the United Nations needs reforms to make it stronger and more relevant to 21st century challenges and realities. Among the issues it was facing, he cited irregular migration resulting from conflict in Syria, Yemen, Iraq and other places, along with climate change, unregulated fishing and cybercrime. Kalla noted Indonesia’s steady commitment to increase its peacekeeping force to 4,000 personnel by 2019 and its efforts to fight terrorism both regional and globally. As the world’s most populous Muslim nation and its third-largest democracy, Indonesia sees Islam modernity and women empowerment as going hand in hand with the promotion of democracy, tolerance, pluralism and peace, he said. Selections of the new non-permanent Security Council members in 2019-2020 will be made in mid2019. Other Asia-Pacific candidates are India and Vietnam.(ap)

Algeria plans bank privatisations as oil money dries up
ALGIERS - Algeria plans to allow its dominant state banks to list on the local stock exchange to help develop its financial markets and diversify sources of funding after the oil price slide, a senior financial official said. The plan will open the door for foreign investors to acquire controlling stakes in banks, reversing a rule requiring Algerian firms to keep a majority shareholding in any partnership with foreigners, the official told Reuters. Algeria’s six government-run banks account for most of the sector’s assets. French companies such as Societe Generale and BNP Paribas have the strongest presence among foreign-owned banks already working in the country. OPEC member Algeria’s economy has been largely based on a state-run and centralised system since its independence from France in 1962 and it remains reliant on an energy sector that still provides 60 percent of its budget.
But the oil price drop since 2014 has put Algeria under financial pressure, forcing the government to trim spending and search for alternative financing sources. “The era of $100 a barrel is over. We have no choice but to change our policy,” the official said, asking not to be named because they were not authorised to speak to the media. “Reforms will move slowly, but there will be no step backwards.” With more than $130 billion in foreign exchange reserves and little foreign debt, Algeria is in better shape than other oil producers such as Venezuela. However, it has been forced to push up taxes and increase subsidised gasoline and diesel prices, scaling back a vast welfare system
that has in the past helped ease social tensions. Advocates of the 51/49 ownership rule and tight foreign exchange controls say they helps protect Algeria’s strategic sectors after an experimentation with privatisation in the 1990s. But critics say such curbs stifle growth and investment.
PAST FAILURE Algeria is now far safer following the end of a war it fought with armed Islamists in the 1990s that killed 200,000 people. Its government has been keen to promote the expansion of its agriculture, health, manufacturing and tourist sectors but cumbersome bureaucracy has put off investors. It is also not the first attempt at selling off the banks. The government scrapped previous plans for a bank privatisation in 2007, just two days before the deadline for the submission of bids, citing an interna-
tional banking crisis at the time. That plan was to sell a majority state in Credit Populaire d’Algerie (CPA) -- two years before the introduction of the new rule limiting ownership for foreign firms to 49 percent in any partnership deal. The International Monetary Fund (IMF) and World Bank have since repeatedly urged Algeria to reform the underdeveloped banking sector and modernise its stock exchange to help attract investment. However, it is not clear how much appetite there will be for the banks. Plans to float cement producer Societe des Ciments de Ain El Kebira were dropped in June because of a lack of demand for the shares on offer. The new bank proposal is included in the 2017 budget law draft currently in parliament for debate and must be approved by lawmakers and by President Abdelaziz Bouteflika.
Under the new plan, state banks that want to list on the Algiers bourse will still have to get “prior green light” from the central bank before any step to sell a stake in excess of r 49 percent, the official said. The other state banks consist of Banque Nationale d’Algerie, Banque Exterieure d’Algerie, Banque de Developpement Local, Banque de l’ Agriculture et du Developpement Rural, the largest in terms of its network, and the Caisse Nationale d’Epargne et de Prevoyance. Officials have previously said Algeria is preparing to allow foreign investors to buy shares on its stock exchange, where authorities hope the number of listed companies will rise from five to 50 in the near future. But the Algiers stock market, smaller than those in neighbouring Morocco and Tunisia, struggles with very low levels of liquidity. (rtr)

JAKARTA - The National Anti-Narcotics Agency (BNN) will participate in the preparations for the regional elections, scheduled to be held in February next year, in various regions in Indonesia. “Due to the increasing reports of narcotic cases involving regional government officials, the General Election Commission (KPU) has responded in all earnestness to calls from various parties asking it to involve the BNN in the preparation process for the elections,” BNN spokesman Senior Commissioner Slamet Pribadi said in a press statement received here on Saturday (Sept. 24). The narcotic drugs can affect anyone and, therefore, everyone must shoulder the responsibility to stem this menace, he urged. “In view of that, the KPU and the BNN have agreed to support each other in the efforts to prevent and eradicate narcotic abuse and illegal distribution of narcotic drugs in the run up to the elections,” he added. As part of the efforts, the candidates would be put through narcotic tests which will be carried out by not only the KPU but will also involve the Indonesia Medical Association (IDI) and the Indonesian Association of Psychologists (Himpsi), he informed. “The KPU had earlier formulated a specially standardized test and candidates will be put

Indonesia arrests alleged major people smuggler
JAKARTA/SYDNEY - Indonesian police have arrested an alleged people smuggler who has targeted Australia since 1999, Indonesian and Australian authorities said on Saturday. Abraham Louhenapessy, also known as Captain Bram, was arrested in Jakarta before dawn on Friday, Indonesia’s national police spokesman Boy Rafli Amar said. “He allegedly helped to smuggle people into Indonesia and out of Indonesia by providing a ship and he was also the captain of that ship,” he said. The Australian Federal Police suspected Louhenapessy was “the boss” of traffickers who have smuggled people into Australia and New Zealand, Amar said. Louhenapessy is currently in police custody in Jakarta, but will be transferred to East Nusa Tenggara in the south-west of Indonesia to face trial. Australian Immigration Minister Peter Dutton said: “We know that Captain Bram is a key player in the people smuggling networks across Indonesia.” Minister for Justice Michael Keenan said he could face up to 10 years in prison. “We are extremely pleased this
notorious people smuggler has been stopped ... but we know there are more criminal people smugglers out there and we will continue to work with our regional partners to bring them to justice,” Keenan said in a statement. Louhenapessy was arrested over a failed attempt to send 65 mostly Sri Lankan asylum seekers to Australia from Indonesia in May 2015, the Sydney Morning Herald reported. The Indonesian police confiscated Louhenapessy’s documentation, including his passport, along with flight tickets to Thailand, Kenya, Mali, Nigeria, France and the United Arab Emirates during the arrest, Amar said. In its fight to stop people smugglers, Australia has adopted a tough asylum seeker policy which sees it intercept boats at sea and send the occupants to Australian-funded detention camps in Papua New Guinea and Nauru. They are never eligible to be resettled in Australia. 17,000 turtle hatchlings have been released NEGARA - For a year, a total of 17,000 turtle hatchlings have been released in coastal waters of Perancak, Jembrana. The hatchling belonging to olive ridley sea turtle poses the result of egg hatching by the Kurma Asih Turtle Conservation Group (KPP) at Perancak. In addition to conservation facilities, the group also educated the public about turtle, especially for children as a stock of knowledge about environmental conservation. “Habitat of the olive ridley sea turtle can still be encountered in the sea of Bali and we often find dozens of nests here (Jembrana coast),” said Group Leader of the KPP Kurma Asih Perancak, I Wayan Anom Astika, when met on Friday (Sep. 23). Aside from educating through knowledge about turtles and the method of hatching eggs, people, especially children, are invited to release turtle hatchlings in the waters of Perancak. As seen yesterday, dozens of kindergarten students of Negara and Mendoyo participated in the turtle hatchling release into the sea. In addition to knowledge about the types of turtles, the students were also given education about the importance of protecting natural environment. “Basic things like not littering into rivers or the sea are also given. Since early age they should own mindset on the importance of protecting nature,” added Anom. At least 200 turtle hatchlings were released by kindergarten students. A day earlier, a total of 500 turtle hatchlings were released by kindergarten students. AMLAPURA - It is hard to believe that a child can master 23 foreign languages. However, it is a reality. She is Ni Putu Rista, 10, a fourth grade of elementary school at the SDN 6 Besakih, Rendang. Her figure is so viral on social media having spoken dozens of foreign languages fluently. The first child of a local tour guide at Besakih wants to become like her father one day, a professional tour guide, a doctor or a teacher. These are her three great ideals. When met at a private residence of the Karangasem Regent I Gusti Ayu Mas Sumatri on Saturday morning (Sep. 24), she claimed to learn foreign languages with self-motivation. She learned autodidactically because she often meets with foreign visitors while helping her family’s economy by selling post cards at Besakih. The habit of speaking foreign languages to visitors from various countries makes her know little by little their language and continue to learn it further. Some foreign languages she speaks are English, French, German, Dutch, Czech, Chinese and Japanese. “The best memorized is French. It happens because I most frequently meet French visitors. Incidentally I like best the vocabularies,” said Rista. The daughter of the couple Wayan David and Ni Wayan Parmi claimed to never be suppressed by her parents. She admitted to learn every day. This condition also makes her always excellent in comparison to her peers at Besakih.
To train every foreign language she masters, at least she should introduce herself every day to the dozens of foreign languages and train her memory. Rista is also known as a smart girl. Since the first grade of elementary school to the fourth grade, she always attains the first winner. Seeing this remarkable ability, Regent of Karangasem I Gusti Ayu Mas Sumatri even invited her to her house. The regent has a specific plan to develop the local guides at Besakih into the more professional ones. Through the management of Besakih, the local guides will be educated from an early age. Thus, when growing adult they will not just master a foreign language, but should also be equipped with comprehensive knowledge about the destination to be explained. Moreover, it concerns with the Besakih Temple, the mother temple of Bali. “We encourage Rista to continuously deepen her abilities. On that account, we give her some foreign language dictionaries to be stud-
ied,” said Regent Mas Sumatri. His father, I Wayan David, admitted to be quite proud of her ability. Moreover, he himself admitted not to master such a number of foreign languages. He has seen the potential owned by his daughter from her daily habit that is always interested in foreign languages. Besides, her memory is also quite good. Moreover, according to him, Rista is still likely to increase foreign language proficiency along with his great motivation to keep learning and to pursue the existing foreign language. “As long as it is positive for Rista, we will continue to support her,” said David, daily working as a local guide at Besakih. Currently, local government has made Putu Rista as the child icon of Karangasem to motivate other children and continuously improve their skills. AMMAN - Russian and Syrian forces bombed a strategic camp on the northern edge of Aleppo on Sunday after losing control of it overnight, both rebels and the Syrian army said. Rebels said the army used more powerful weapons in an attempt to recover Handarat, a Palestinian refugee camp a few kilometres north of the Aleppo which is on elevated ground overlooking one of the main roads into Aleppo that had been in rebel hands for years. “We retook the camp, but the regime burnt it with phosphorous bombs ... We were able to protect it, but the bombing burnt our vehicles,” said Abu al-Hassanien, a commander in a rebel operations room that includes the main brigades fighting to repel the army assault. AMMAN - A gunman shot dead Jordanian writer Nahed Hattar on Sunday outside the court where he was to stand trial on charges of contempt of religion after sharing on social media a caricature seen as insulting Islam, witnesses and state media said. The gunman was arrested at the scene, state news agency Petra said. A security source said he was a 39-year-old Muslim preacher in a mosque in the capital. Hattar, a Christian and a anti-Islamist activist who was a supporter of Syrian President Bashar al-Assad, was arrested last month after he shared a caricature that depicted a bearded man in heaven smoking in bed with women and asking God to bring him wine and cashews. In the cartoon, the man also asks God to clear his dishes and put a door on his tent and knock before entering. Many conservative Muslim Jordanians considered Hattar’s move offensive and against their religion. The authorities said he violated the law by sharing the caricature. The state news agency quoted a security source as saying Hattar was killed by a man who fired three shots at him on the steps of the palace of justice in the Jordanian capital. “The assailant was arrested and investigations are ongoing,” Petra quoted the security source as saying. Two witnesses said the gunman was wearing a traditional Arab dishashada, worn by ultra conservative Sunni Salafis who adhere to a puritanical version of Islam and shun Western lifestyles. Some secular and liberal supporters of Hattar said his arrest last month was a breach of freedom of speech but other Jordanians thought the caricature’s publication had crossed a red line in a Muslim country where it is a taboo to attack God or the Prophet. Hattar was charged with contempt of religion and sowing sectarian tensions. The country’s highest official religious fatwa authority criticised Hattar for what it said was the “insult to the divine entity, Islam and religious symbols”. Hattar had apologized on social media and said he did not mean to insult God but had shared the cartoon to mock fundamentalist Sunni radicals and what he said was their vision of God and heaven. Due to this regulation, the traditional fishermen having no other source of income become sluggish.
Northern Nigerian city celebrates ancient festival as security improves
ZARIA - Riders wearing brightly coloured warrior robes and bearing spears were again packing the streets of this northern Nigerian city, greeting their traditional ruler as locals celebrated a thousand-year-old tradition in a region hit by Boko Haram. Last week the traditional ruler in Zaria city rode in a horse carriage to kick off the Durbar celebrations that mark the end of the Muslim fasting month of Ramadan. The Durbar is a custom dating back more than 1,000 years which involves warriors from villages and towns in Nigeria’s Muslim north traveling once a year to the emir’s palace to renew a pledge of respect to their ruler. But the thousands who packed the streets and minarets of mosques to watch were a far-cry from last year when many stayed indoors from fear following an attack by Boko Haram fighters that killed some 35 people in Zaria. Now, following a military crackdown on the militant group, Alhaji Shehu Idris, Emir of Zazzau, rode to his palace. He greeted people lining the pot-holed streets of this dusty city as he passed by, Once at the palace, he watched with officials as each area of his traditional constituency presented their turbaned chiefs and warriors in a mark of respect. Several men -- wearing white, red, blue or yellow robes -- demonstrated their horse-riding skills on the unpaved parade ground. But some women and girls also walked during the procession. The Nigerian military has retaken much of the territory lost to the Boko Haram jihadists. But police cars and gun-wielding police officers posted at the unpaved parade ground in front of the palace were a reminder that suicide bombs by the group remain part of life in the northern region of the oil producer. According to Chairman of the Indonesia Fishermen Association (HNSI) of Tabanan, Ketut Arsana Yasa, this condition creates new poverty. “Implementation of the ministerial regulation is not accompanied with dissemination and academic study. As a result, traditional fishermen face sudden death,” he said, Wednesday (Sep. 21). Aside from traditional fishermen, three of four lobster exporters in Bali have closed their business. As a result, only one can survive. Pursuant to the export data at the quarantine office, the results of fishery products show decline, while the lobster exported from Bali are entirely brought in from outside Bali. “Exports of lobster captured by Balinese traditional fishermen are eventually exported from Jakarta because they do not meet the volume of exports, so the price of lobster at fishermen level today is low (IDR 250,000 per kg for the size of 200 gram up) due to over handle,” he explained. Other than creating new poverty, he added that this ministerial regulation results in new unemployment among fishermen, lobster trap makers and fishing boat workshop. Besides, many children of fishermen do not attend school because there are no fees and fishermen have debt for their operating costs. This impact occurred evenly throughout Bali namely on those catching lobsters in Jembrana, Badung, Denpasar, Gianyar and Klungkung. “Traditional fishermen totally suffer losses,” he said. He would always fight for the
fate of traditional fishermen. “Together with the Deputy Chairman of the Bali House of Representatives, recently we have brought this issue to the Coordinating Minister of the Maritime Affairs so that it can be immediately followed up because it has something to do with the fate of lobster traditional fishing of Bali,” he said. Moreover, result of the research by the Ministry of Fisheries and Maritime Affairs in 2015 coming down to Tabanan district found that the lobster catching in Bali has not been over fishing. Besides, around 90 percent of the lobster caught by traditional fishermen belongs to sand lobster and they weigh 80-200 grams. Then, the sand lobster weighing 80 grams has been laying eggs. He admitted that before the issuance of the ministerial regulation, traditional fishermen in Tabanan have owned local policies for sustainable availability of lobster in the sea and set forth in an agreement in 2010 such as releasing lobster laying eggs, setting lobster conservation zone at three points (in the south of Tanah Lot Temple, Yeh Gangga surfing site and Balian surfing site) contained in the coastal zone of Tabanan district and they are protected with fishing regulations (awig-awig). He said that Tabanan district has a pretty good maritime potential. It has been proved to help younger generation of Tabanan after the tragedy of Bali bombing I and II where those working in the tourism sector became unemployed and turned to traditional fishermen to catch lobsters for export.
“Their income is enough to send their children to school. Moreover, it could exceed the results of working in tourism sector,” he said. The development of traditional lobster fishermen groups in Tabanan is very significant. From
2001 with only 16 groups rose to 42 groups in 2014 with a total members of 840 people consisting of fishermen group catching fish at sea and on the beach. In terms of its size, 83 percent of the lobster caught by traditional fishermen of Tabanan has the
weight of 100-200 grams, and the rest is above 200 grams. Based on the existing data from 2010, the traditional fishermen of Tabanan have the results of lobster catches with the average of 2.5 tons per month, and they are entirely intended for export. (kmb28)

GIANYAR - Human trafficking (TPPO) becomes one of the government’s attentions. It happens because more and more cases affect women and children in Indonesia. Lack of understanding on the mode of human trafficking becomes one of the main obstacles in the effort to anticipate it. This was expressed by Deputy Assistant to Women Protection and Human Trafficking Crimes at the Ministry of Women and Children Protection, Budhy Prabowo, in the office of Bappeda Gianyar, Tuesday (Sep. 20).
Budhy Prabowo explained that human trafficking is very alarming because it is targeting the level of villages. Many children are trapped by mafia with the lure of large salaries to work at restaurants. However, in reality they are forced to work as prostitutes both at home and overseas. Currently, there is rampant recruitment of children through social media. Children are trapped under the pretext they will be prepared to become an artist. “This is also one of the reasons why it is
so difficult to eradicate this human trafficking crime,” he said. Further, he said that based on the data, human trafficking is a crime resulting in the second largest money after drugs. Considering the magnitude of this problem, the government must be more alert and more active in disseminating child protection to the several regions. In order to prevent the crime of human trafficking, many components have to be involved. However, the most important are children
and parents. In many cases, it is found that the victim’s parents are involved in the crime. Especially in Gianyar, he considered that this region already has already owned a step forward when compared to other regions in the handling of this crime. More than 100,00 elephants killed for ivory over decade Wildlife campaigners say new figures highlight the “alarming plight” of the animals and underline the need to combat poaching. An increase in ivory poaching has seen the number of African elephants plummet by more than 100,000 in a decade, conservationists have warned.
The rise in the illegal trade is seen as the main cause of the most serious decline in elephant populations in 25 years. Estimates, based on a number of sources including aerial surveys and dung counts, indicate numbers
are 93,000 lower than in 2006, according to the International Union for Conservation of Nature (IUCN). But because the figures include elephants from previously uncounted populations, experts believe the
actual drop is nearer to 111,000. In total there are thought to be around 415,000 elephants in Africa, although there could be up to 135,000 more in areas which have not been properly surveyed. The findings come after Sky News highlighted the plight of the African elephant, which in some parts of the continent face extinction. The Duke of Cambridge has also spoken of his fears the animal will disappear
from the wild due to poaching by the time his daughter Princess Charlotte turns 25.
