NEW YORK - With $620 million in estimated pre-tax earnings, veteran rapper and record producer Dr. Dre topped Forbes list as the highest paid hip hop artist, ousting Sean “Diddy” Combs from the top spot. Forbes said Dre’s estimated annual earnings for the 12 months between June 2013 and 2014 are the highest of any musician in any genre it has ever evaluated, and more than the combined takings of the other 24 names on the hip-hop list released on Tuesday. Much of the 49-year-old’s earnings this year came thanks to the $3 billion sale to Apple of the Beats high-end headphone company he founded with music executive Jimmy Iovine and other financial ventures, including cognac and vodka brands. Combs, 44, tied for second place with Jay-Z, 44, with $60 million, with earnings from drinks, clothing and television deals. Jay-Z, who toured with his wife, Beyonce, for the first time with their “On the Run” concerts, pulled in

money from lucrative performances, his latest album and his Roc Nation entertainment empire, which assured him a place in the top five. Drake, 27, came in fourth with $33 million with takings from his album “Nothing Was the Same,” an endorsement deal with sportswear firm Nike and a concert tour. LOS ANGELES — Model Amber Rose is ending her yearlong marriage to rapper Wiz Khalifa. Rose filed for divorce on Tuesday in Los Angeles, citing irreconcilable differences. She is seeking custody of their 20month old son and spousal support as laid out in the former couple’s prenuptial agreement. Court filings state the couple separated on Monday, but provide no other details on the split or how the pair’s finances will be divided. They were married in July 2013 less than five months after their son was born. DENPASAR - Director of Trade Security, Directorate General of Foreign Trade, Oke Nurwan, stated that the implementation of the ASEAN Economic Community (AEC) 2015 would open greater and wider opportunities for the products of Indonesia including Bali to lead the ASEAN market. The year will become the start for the economic integration among the ASEAN members in the form of AEC. “From then on, all the goods, services, capitals and investments will move freely in all the countries within the Southeast Asia. It will become an opportunity and challenge for each country member, including Indonesia,” said Okay Nurwan in the Public Education on the AEC 2015 in Denpasar, Wednesday (Sep 24). He said that a number of pro-

cesses had been running, such as the simplification of the Certificate of Origin (SKA) of the Indonesia Form-D. It would provide an opportunity for Indonesian exporters to increase their exports to ASEAN. To that end, the integration phase having been running long enough would make the people of Indonesia unnecessary to consider the AEC a threat.

“In the goods sector, for example, the public will not be surprised by the elimination of tariff barriers in the intra-ASEAN trade because since 1992 the tariff reduction has been already underway,” he said. However, he said that to get a 0 (zero) percent tariff, the exporters had to ask for Form-D to Trade and Industry Agency indicating that the products to be exported was native to Indonesia, so the tariff charge would be 0 percent. Otherwise, when the exporter did not take advantage of the Form-D, they would be subject to prevailing tariff in a country. “Without using the Form-D, regular tariff will be imposed. In Malaysia, they will be averagely charged at 6 percent, in the Philippines (7 percent) and

China (11 percent),” he said. He explained the founding countries plus Brunei Darussalam had successfully reduced the import tariff averagely at 3.64 percent in 2000 to 0.05 percent in 2012, while 4 other countries such as Cambodia, Vietnam, Laos and Myanmar had reduced the tariff from 7.51 percent to 1.69 percent in the same period. “Currently, 99 percent of the tariff has averagely touched almost 0 percent and in 2015 will become 0 percent,” he explained. Determination of the year 2015 for the implementation of the AEC was recognized by Oke Nurwan had appeared since 1992 after the signing of the Preferential Trade Arrangement (PTA) in the goods sector.

Meanwhile, the data of the Bali Industry and Trade Agency noted that during January to July 2014 the export realization of Bali increased by 4.16 percent compared to the period of January-July 2013, namely from USD 288,937,862 to USD 300,957,300 (period 2014). Specifically for the export to ASEAN market, within the past 5 years also showed an increase on the average of 13.35 percent per year. “The export destination has reached 104 countries. Syndicate distributing 13 kg of marijuana on trial Bali Post DENPASAR - A marijuana dealer syndicate raided in a boarding house on Jalan Batubulan Gang Candrametu, Batubulan, Sukawati, Gianyar, started to be on trial, Wednesday (Sep 24). The defendant Alexander S of Cilincing-born, North Jakarta, was filed to the court with the evidence of 13 kg of marijuana. Public prosecutor I Gusti Ngurah Wirayoga before the judges led by Hadi Masuri explained that the case was revealed from the order of marijuana in small amount. Ultimately, the Denpasar Police Narcotics Unit could reveal the drug supplier after the arrest of the buyer ordering marijuana in small amount. As in the indictment read out before the court, the revealing of this case began from the arrest of Oky Kristianto (defendant in separate file) on June 17, 2014. He was arrested on Jalan Grahaliva, Muding Tengah, Kerobokan, North Kuta. When arrested, the officers secured a plastic bag containing marijuana leaves and seeds. Based on the finding, police then interrogated

Oky. From the interrogation, the officers obtained information that Oky got the marijuana from the defendant Alexander. At that time, Oky was taken advantage to contact the supplier. Via telephone, Oky was asked to purchase the goods to Franky Kesaulia Kalumata also denoting a defendant (in a separate file). At that time, Franky claimed not to sell marijuana in small amount. But when ordered in large amount, he could confirm the purchase. Armed with the information, Oky then contacted the defendant and wheedled so as to inform his address. Afterward, police officers raided the boarding house of Franky located on Jalan Raya Batubulan Gang Candrametu, Batubulan village, exactly the room number 14. In the search, the officers found a bundle of marijuana with the net weight of 1,000 grams wrapped in newspaper. Meanwhile, in room 15, namely the room of the defendant Alexander, police found four other bundles of marijuana respectively had the weight of 911.07 grams,

972.05 grams, 936.69 grams and 961.18 grams. “All the bundles are wrapped in newspaper,” said prosecutor in the indictment. Besides, police also found 10 other bundles of marijuana in a suitcase, where all of which had been claimed to be owned by the defendant. “As the result of police investigation, all the marijuana bundles were claimed to belong to the defendant,” said the prosecutor. From the results of development, the defendant admitted to get the marijuana by purchasing from someone known as Arbi. However, police could not have arrested the person and then was then listed into the most wanted fugitive. All the bundles of marijuana used as the evidence were then taken to Denpasar Police to be further weighed. Having been calculated, the overall weight of the marijuana seized from the boarding room in Batubulan, was 13,641.91 grams. Balinese Temple Ceremony Every Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc. The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion. The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines. In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbulumbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

MILAN — Reflecting on a Milan Fashion Week that marked the re-emergence of denim and the pre-eminence of the flat Birkenstock-inspired sandal, the question was bound to surface: Wherein lies luxury? Milan designers, who crammed the usual six days of womenswear previews for next summer into 4 ½ ending Sunday, are clear on their response: in Italy’s artisanal traditions. Whether reviving the dying art of brocade in the factories north of Milan, perfecting sartorial crafts to create new shapes, or honoring the centuries-old Murano glassblowing traditions with textiles mimicking its melting striations, Milan designers touted Made in Italy, the calling card that distinguishes Italian brands and, more often than one might expect, raises ready-to-wear to an art form. Giorgio Armani, who rolled out the summer collection that will herald his company’s 40th anniversary, is all about mastery — but avoids the term luxury altogether. “Luxury is surrounded by other things, super-decorated stores,” Ar-

mani told reporters last week after showing his main Giorgio Armani line. “Rich can be of substance, refer to content, to the workmanship. Sometimes luxury has zero workmanship.” One can quibble about the definition of luxury, but glamour certainly had its place at this round of fashion previews. Heidi Klum supported her pals at Versace and Roberto Cavalli; Oscar-winner Paolo Sorrentino made a film for and an appearance at Armani; Kate Moss chatted up Anna Wintour at Gucci; and Amy Adams took the front row at Max Mara. MILAN - First trend that can be seen during the fashion show was wearable lightness. Perhaps the biggest trend out of Milan were light looks, effortless without being ethereal, from billowing floor-length Georgette dresses that trail on the ground to paper-thin trench coats, super-fine knitwear to translucent layering, over and under. These looks were understated, suggesting more than they reveal, and inviting motion. Dresses were all covering, but still clung momentarily to the body with every step. At Armani, the lightness was reinforced by the tailoring, softpeplums and wide-legged trousers that tapered elegantly at the calf, and complemented by prints mimicking gentle waves left in the sand by the wind. long sexy gowns, and Missoni created diaphanous, maxi-dresses from knitwear as light as air and as delicate as lace. The second trend is 1970s flashback. Designers took us on a psychedelic trip back to the fashion-rich 1970s. The hippie looks were crafted out of suede — a must for next season — denim (will get to that later), and leather, with heavy helpings of fringe, beading, laser cut detailing, macrame and even granny squares. Get out the crochet needles! Up-and-comer Marco de Vincenzo, with LVMH’s backing, deployed his fringe in an orderly fashion on coats and dresses, while Etro was more true to the chilledout looks of San Francisco’s hippy heyday with poncho dresses and laser cut vests. Prada gave us an updated clog with brocadecovered heels. While modesty was the rule in Milan, Costume National bared some skin with a macrame mini-dress and a halter top with harem pants. Some critics fretted that the 1970s is an old fashion saw trotted out in moments of creative ennui. But the infectious freedom infused alone by tassels is undeniable, especially once a Doors soundtrack starts playing in your head. Denim also become a hit during Milan Fashion Show and become

Residents of Banyuning celebrates Nyepi Desa Bali Post

SINGARAJA - The tradition of Nyepi Desa (village day of silence) is celebrated for generations by residents of Banyuning customary village, Buleleng, in the effort to welcome the natural fertility, as conducted on Wednesday (Sep 24). The Nyepi Desa ritual lasted for one day. Residents solemnly implemented the four abstinences during the day of silence. Such tradition is estimated to have lasted since the thirteenth century AD or in the 1200s. No one knows and can make sure when the tradition of Nyepi Desa started, but this tradition is not much different from Nyepi in welcoming the Caka New Year in general. All residents are not allowed to do activities for the whole day and encouraged not to pass by on the road or work in order to honor the tradition of Nyepi Desa. A number of shops, cafés, schools and village along the Jalan Gempol Banyuning also looked closed and no activities made as on regular days. “This tradition has been handed down from our parents and is alleged to have been celebrated since the thirteenth century or the year 1200s AD. We celebrate it solemnly and the society enthusiastically implements the Nyepi Desa,” said Ketut Setiawan, chief of Banyuning customary village, Tuesday (Sep 23).

Residents of Banyuning customary village also carried out the asceticism of the Nyepi Desa, showed by amati karya (no activities), amati geni (lighting no fire), amati lelanguan (no entertainment) and amati lelungan (no traveling). In addition, the residents of Banyuning village also had a unique tradition, where they scrambled for fire and holy water further used to expel evil spirits residing in their residence. “The essence of Nyepi Desa and Nyepi in welcoming the Caka New Year is not much different. However, the Nyepi Desa is undertaken with the interpretation of welcoming the natural fertility. Meanwhile, the fire and holy water have the function to ward off evil spirits and purify the courtyard. It is meant to neutralize negative aura and changed it into positive aura when residents start welcoming the natural fertility,” he said. (kmb34)

30 minors infected by HIV/AIDS Bali Post

GIANYAR - Gianyar as the oasis of various arts is ranked fourth with hundreds of people living with HIV/ AIDS. Ironically, of that amount, a total of 30 minors have been infected by this deadly virus, including eight infants of less than one year old. Meanwhile, the Gianyar HIV/AIDS Mitigation Commission (KPAK) continues to cut this figure. The data of the Bali Health Agency handed over to KPAK Gianyar indicated that the cumulative findings of HIV/AIDS from 1987 to June 2014 amounted to 707 HIV/AIDS sufferers in Gianyar. However, based on the finding of case by July 2013, a total 30 minors had been infected by HIV/AIDS. In detail, three children were of 5-14 years old, while the highest number was of 1-4 years old reaching 19 children. Ironically, they included eight infants of less than one year of age. Additionally, the most vulnerable age to suffer HIV/ AIDS in Gianyar belonged to productive age ranging from 20 to 49 years. For the age range of 20 to 29 years, a total of 115 people were noted to suffer HIV/AIDS. Meanwhile, the highest lay in the age range of 30 to 39 years reaching 153 people. Furthermore, in the age range of 40 to 49 years were noted 70 people suffering from this deadly virus. The KPAK Gianyar also noted 20 case findings of HIV/AIDS transmission through childbirth from the mother to her baby. Moreover, there were also seven case findings of HIV/AIDS transmission through homosexual relations, while 29 other cases through syringe of drug abuse. In the meantime, the highest spread remained through heterosexual relations with

the findings of 276 cases. “What I want to instill is the hazards of free sex in the spread of HIV/AIDS, especially among teenagers, even the minors having been familiar with free sex,” said Secretary of the KPAK Gianyar, AA Suardana, with the permission from the Head of KPAK Gianyar doubling as the Deputy Regent of Gianyar Made Mahayastra. Suardana explained that most case findings were due to illnesses which were then adjusted to the result of laboratory test. Nevertheless, he acknowledged that out there many people were suffering HIV/AIDS but had not been identified as they were still afraid of taking test for fear of being excluded from society. “We always seek to provide insight and education for the public that the amount of HIV/AIDS sufferers can be reduced by mutual consent. Yet for those who have been infected should not be isolated because the disease transmission is unlike flu or other diseases easily spread,” he explained. For information, from 1987 to June 2014, there were 9,365 HIV/AIDS sufferers in Bali. In details from the highest rank, the finding in Denpasar amounted to 3,811 cases, Buleleng (1,702 cases) and Badung (1,378 cases). Meanwhile, the fourth place is occupied by Gianyar with 707 cases, in which 270 cases consist of people living with AIDS and 437 cases of people living with HIV. Finding of this case also continues to show an increase each year, where in 2011 was recorded to reach 405 cases of HIV/AIDS, increased to 446 cases in 2012 and increased again in 2013 to 582 cases. NEGARA - After in Melaya and Mendoyo Dauh Tukad, another fire occurred on Wednesday afternoon (Sep 24) in the garden owned by a resident. Abundant weeds and dried leaves caused the garden to be vulnerable to fire. At approximately 3:00 p.m., the area of bamboo garden doubling as waste disposal near Dalem Temple of Dangin Tukadaya, Jembrana, was engulfed in flames. Allegedly the fire was triggered by cigarette butt carelessly disposed. Piles of rubbish and dry leaves around the garden quickly burned. Wayan Nadia, 65, the garden owner, admitted to just knew the incident if his garden was on fire after being told by residents. At that time, the fire had enlarged and was difficult to be extinguished by residents so they were forced to call the fire brigade. Wayan Nadia once took a

hose with water sourcing from the tap inside the Dalem Temple to put out the fire. However, since the fire had run over to the bamboo trees, he was then overwhelmed. The fire spread widely because the wind was quite strong then. Nadia also posing a temple priest claimed to have been concerned during this dry season because a lot of rubbish was dumped on the land. Similarly, he worried if the fire would spread to the Dalem

Temple located about 10 meters away. Moreover, some shrines were roofed with palm fiber. Finally the fire could be extinguished after three fire trucks were deployed to location. Previously, the Regent of Jembrana, I Putu Artha, also appealed to people in order to be more careful and vigilant with fire disaster. During dry season, many plants were dry and combustible including in the garden of residents. Since August, the fire incidents in Jembrana were quite high. Averagely two fire incidents occurred in a week, including the fire in the house and gardens. reading the indictment led by presiding judge, M Buchary Kurniata, Vivia Sitanggang and Dori Melfin, the public prosecutor I Made Dama stated that the defendant was legally proved to have committed the crime under the Article 339 of the Criminal Code in the primary indictment. The defendant also known as Samsul intentionally deprived the other’s life followed with other criminal acts. For the demand, the judge was expected to impose imprisonment to

the defendant for 18 years in prison, with the deduction of detention period experienced by the defendant. The action of the defendant had caused material losses on the victim and witness Astuti Widiati. At the same time, the action of the defendant also caused discomfort to travelers visiting Bali. “Meanwhile, the element alleviating the defendant was that he admitted his actions during the trial,” said public prosecutor telling the judges.

UNITED NATIONS — The British prime minister said late Wednesday he will ask Parliament to approve joining international airstrikes against the Islamic State group in Iraq. David Cameron announced the move in his address to the U.N. General Assembly. Cameron did not mention the prospect of also joining the U.S.-led international airstrikes against the Islamic State group in Syria that began this week. The threat of the terror group’s grip on large parts of both Iraq and Syria has dominated this week’s annual gathering of world leaders. Cameron also warned against believing that it’s necessary to “do a deal” with Syrian President Bashar Assad to defeat the Islamic State group, calling that thinking “dangerously misguided.” He said the brutality of Assad’s govern-

ment has been a powerful recruiting tool for extremists during the conflict there, which is now in its fourth year. Assad’s government has not asked for international intervention in fighting the Islamic State group, but Iraq has. The prime minister defended his decision to pursue the UK’s involvement in airstrikes in Iraq, saying that the Islamic State group’s threat is global and that “when the safety and security of our people is at stake, we must be uncompromising in our response.”

There are lessons to be learned from the past, including the invasion of Iraq a decade ago, he acknowledged, but “isolation and withdrawing from a problem like ISIL will only make things worse,” he said, using one of a number of acronyms for the Islamic State group. Cameron also said Iran could help in defeating the terror group’s threat. Rouhani returns to UN as nuclear talks stall

SINGARAJA - Buleleng County does not only lack for teachers, but also experiences a crisis of doctor. This condition has occurred since the past few years, and until now this problem has not be resolved. A number of Public Health Centers (PHC), especially that have provided inpatient care, remain to face the crisis of doctor. To overcome this problem, the local government in the near future will recruit some doctors. Deputy Regent of Buleleng, Nyoman Sutjidra, when asked for his confirmation on Tuesday (Sep 23) admitted that the public health center with inpatient services in the region lacked for some doctors. Sutjidra said that from the results of monitoring and evaluation with the Health Agency not long ago, he found the inpatient public health center in Northern Bali lacked for some doctors. He cited the Busungbiu PHC I, Gerokgak PHC I and Tejakula PHC I. Those health centers had the capacity of 20 treatment beds. Such amount of beds was only served by four doctors. Two doctors were assigned for the morning shift, while two others for night shift. Four doctors were considered inadequate to provide services for patients. Ideally, the capacity of 20 beds should be served by at least six doctors, so that their official schedule could be divided into three shifts. “From the results of our monitoring, the inpatient public health centers in the region are still lacking for doctors. The solution to resolve the doctor crisis is that we must recruit some doctors,” he said. To meet the doctor need for inpatient public health centers, added Sutjidra, the government would recruit 12 doctors with contracted status (PTT). Four of the additional doctors would be deployed at the inpatient public health centers, while four others at Buleleng Hospital. Other than adding contracted doctors, local government would also recruit specialists. The specialists would include the urologist and radiologist. Though having announced that his party would recruit medical specialists through contract system, only some few specialists who wanted to apply to Buleleng. This happened because of restrictedness of specialist doctors in Indonesia. “With the addition of the contracted doctors, we can optimize the inpatient services at public health centers. Besides, we are also currently recruiting specialists, but only some few are willing to apply whereas we have prepared a promising contract,” he added. Until this year, some public health centers in Buleleng County would provide inpatient services. The inpatient health centers were quite far from the town of Singaraja, where the average distance reached two hour’s drive. They consisted of the Tejakula PHC I, Gerokgak PHC I, Busungbiu PHC and Banjar PHC I. The inpatient services posed the commitment of the local government to bring health services closer to the people, especially those living away from the reach of hospital services in urban areas. UNITED NATIONS — Stalled nuclear talks and the delicate diplomacy surrounding the fight against Islamic extremists have lowered expectations for a rapid warming of relations between Iran and the United States as the Iranian leader returns to speak at the United Nations on Thursday. President Hassan Rouhani’s election last year signaled a thaw in more than three decades of U.S-Iranian hostilities, leading to a landmark phone conversation with President Barack Obama during last year’s U.N. General Assembly, which was Rouhani’s first as president. It was the first direct exchange between the two countries’ leaders in 35 years and prompted speculation of a rapprochement between the nations and, maybe, even a meeting between the two men. It also resulted in an interim nuclear deal last year, which in turn led to ongoing talks on a long-term pact. But while lowerlevel officials from both countries are now in regular contact, those follow-up nuclear talks have seen little progress of late. Rouhani’s address to world leaders will be watched closely by the U.S. administration, although he is not expected to go substantially beyond what he has said before. He likely will focus on the global threat posed by Islamic State group militants, and on Tehran’s push to have crippling economic sanctions lifted while keeping its nuclear program intact. Tehran is resisting U.S. calls that it gut a nuclear program that

enriches uranium, a process that can make both reactor fuel and the fissile core of a nuclear warhead. With a Nov. 24 deadline approaching, failure to seal a deal could see a return to confrontation, including U.S. and Israeli threats of military means as a last resort to slow Iran’s nuclear program. “My message to Iran’s leaders and people is simple: Do not let this opportunity pass,” Obama said Wednesday in his own address to world leaders. The disagreement has complicated efforts to cooperate in fighting the Islamic State group menace. Iraq sees Shiite powerhouse Iran as a go-between which could bring its influence to bear in the region against the group’s Sunni extremists. While the U.S. has ruled out cooperating militarily or sharing intelligence with Iran, Secretary of State John Kerry said this week that he was “open to have a conversation at some point in time if there’s a way to find something constructive.” In his address to world leaders late Wednesday, British Prime Minister David Cameron said Iran could help in defeating the terror group’s threat. Cameron spoke hours after meeting in person with Rouhani, the first meeting between the British and Iranian leaders since the Iranian revolution in 1979. In comments on the eve of his own General Assembly speech, Rouhani suggested his country was ready to join Washington and others in opposing the Islamic State group. But he said the U.S. needed to move beyond “insignificant” fears that his country seeks nuclear arms.

Southeast Asia’s growth this year is now projected at 4.6 percent, down from an earlier forecast of 5.0 percent and actual growth of 5.0 percent in 2013, the development lender said Thursday. Gross domestic product growth is expected to slow in Indonesia, the Philippines, Singapore, Thailand and Vietnam, but pick up in Malaysia where exports have rebounded. Next year, better performance of major industrial economies and Thailand’s recovery from its slump are forecast to spur Southeast Asian growth to 5.3 percent. ADB’s earlier forecast was 5.4 percent. The bank said 45 developing countries in Asia still comprise the world’s fastest growing region and its stable growth masks shifting fortunes across subregions. Growth forecasts for developing Asia as a whole were maintained at 6.2 percent this year and 6.4 percent next year, with upward adjustments in South Asia’s growth counterbalanced by

likely slowdowns in Central Asia and Southeast Asia. The region grew 6.1 percent in 2013. China is still expected to grow 7.5 percent this year and 7.4 percent in 2015, as the bank projected in April. “Slowing external demand has hurt some economies in the region but as a whole Asia and the Pacific is on track for firm growth in 2014 and 2015,” said Shang-Jin Wei, ADB’s chief economist. The report said the world’s major industrial economies which recorded virtually no growth in the first half of the year now forecast to expand 1.5 percent collectively this year, slightly down from the ABD’s April forecast, before growth picks up to 2.1 percent in 2015. India shows new promise of a turnaround with reforms expected to boost growth. The bank said it was maintaining its forecast of 5.5 percent growth for India this year, but is raising the forecast to 6.3 percent for next year from 6.0 percent.

TORONTO — Hoping for a comeback, embattled Canadian company BlackBerry has launched a new smartphone. Chief executive John Chen on Wednesday unveiled a large-screen, square sized phone called the Passport to a Toronto audience. London and Dubai also hosted launch events. No event was held in the U. S. where analysts say there is little demand or carrier interest. BlackBerry has increasingly lost relevance as a smartphone company in the years since the 2007 launch of Apple’s touchscreen iPhone and the 2008 introduction of Google-powered Android phones. Chen, who took over as CEO last fall after failed attempt to sell the once-iconic company, said the new phone was in the works before he joined BlackBerry and joked that he can only take credit for not killing it.

He said he’s determined to win back market share in Canada and had hockey-great Wayne Gretzky give a brief speech in support of BlackBerry. “The reason why we’re here is to really try to get the Canadian people to rally behind us,” Chen said. “I need that help, badly.” The Passport is the size of a passport and has a square screen that measures 4.5 inches. It has a touch screen and a physical keyboard, something traditional BlackBerry business users prefer. Chen said the Passport will be available in the U.S. via A&T on an exclusive basis by the end of the year. It is also available for $599 for a limited time through Amazon. He said he expects to release a more popular phone called the “Classic” later this year. The BlackBerry smartphone, pioneered in 1999, changed the culture by allowing on-the-go business

people to access wireless email. Then came a new generation of competing smartphones, and suddenly the BlackBerry looked ancient. Apple first showed that phones can handle much more than email and phone calls with its iPhone. BlackBerry has been hammered by the competition. Since being named chief executive 10 months ago, Chen has been putting more emphasis on BlackBerry’s mobile device management business, a collection of software that allows IT departments to manage different devices connected to their corporate networks. He has also emphasized BlackBerry’s popular BlackBerry Messenger application that is now also available on Apple and Android devices. And he’s tried to highlight Blackberry’s embedded QNX software systems, which are used in-vehicle infotainment systems and industrial machines.

It also promised to launch an asset-purchase programme in a bid to inject cash into the economy.

“The construction of the terminal has been started, and it is scheduled for completion in two years. The terminal will cater to the LNG needs of Bali’s power plants,” Minister of State-owned Enterprises Dahlan Iskan noted on Thursday. He elaborated that the construction of the LNG receiving terminal will provide a source of energy for electricity generator PT Indonesia Power Plant, which is a subsidiary

of state-owned power company PT PLN. Dahlan explained that the terminal will be developed in stages in cooperation with PT Pelindo III. “The terminal is being built on a plot of land belonging to stateowned port operator PT Pelindo III. A floating offshore LNG terminal will be hired before the construction of the land terminal is completed,” the minister stated.

The gas requirement of the Tanjung Benoa areas is estimated at 50 million metric British thermal units (MMBTU). The gas for the terminal will be supplied from Bontang (Kalimantan). “But, it could also be supplied from the Sengkang (South Sulawesi) gas field,” the minister claimed. The terminal project is fully financed by Pertamina. “I do not recollect the amount of investment that the project will need. There is no problem with the financing as it will be borne by Pertamina. The important thing is how to overcome the gas supply problems,” Dahlan remarked. The former PLN president director

noted that the project constitutes a synergy among state-owned companies such as Pertamina, PLN, and Pelindo. It aims to reduce the use of oil fuels. “It is a waste if we still use fuels. So, we will do our best on how we can switch to using gas. For the time being, we will first hire a terminal for a period of one year,” Dahlan reported. In the meantime, PT Pertamina has expressed its readiness to build 150 gas stations worth Rp1.5 trillion, or about US$125.5 million, in Java by 2015. Director of Marketing and Trading Hanung Budya stated here on Wednesday that the company supported the national project to use gas in place of oil.

“We are ready to implement the project to switch from using oil to gas fuel. There is no other company that can build 150 gas stations within a year except Pertamina,” he asserted. According to him, the budget for the construction will partly come from dividends and the rest will come from the company. Hanung pointed out that since the gas stations will be built at the existing oil stations, thus no additional land will be required for the project. The only investment needed will be for purchasing the equipment worth Rp10 billion, or about US$83.6 thousand per unit, or Rp1.5 trillion for 150 units.

In this temple complex lie some shrines dedicated to Ratu Ngurah Sakti Tanggun Titi, Ratu Mas Melanting, Ratu Sakti Gede Penyarikan and Sang Hyang Haji Saraswati. The second complex after passing a square occurs a cangapit building, namely an entrance equipped with a monarchic sitting when the king watched the Jro Gede mepada surrounding the temple. The middle courtyard only has a few buildings, only consisting of a meeting hall, the abode of all deities and a shrine of Ratu Ayu Subandar. The shrine is used to worship Kang Ci Wi and is highly believed by Chinese descendant community to bring in blessings. In the main complex or innermost courtyard lies the worship place of Petak Grand Palace comprising the eleven and nine-tiered meru shrines. Similarly, there is also ancestral worship of Dalem Balingkang in the form of brick chamber and seven-tiered meru shrine to remind of the Seven Deities. Besides, there are long pavilion with 24 columns and 20 columns as well as mundar-mundar pavilion with 16 columns.

The exercise put on Wednesday was just a simulation of the procedures that would be used to evacuate an Ebola patient to Italy. But for Italian military, Red Cross and health care workers, it offered essential experience, especially for those on the front lines of the country’s searescue operation involving thousands of African migrants who arrive here every day in smugglers’ boats. Italian authorities and medical experts insist that the risk of Ebola spreading from Africa to Europe is small, given that the virus only spreads by direct contact with infected blood or other bodily fluids. They say Italy’s first case of Ebola will probably be an Italian doctor or missionary who contracts the disease while caring for patients in Liberia, Sierra Leone or Guinea — the three hardest-hit countries — and is airlifted home for treatment. Yet concern runs high: EU health ministers who met this week in Milan spent an entire session discussing Ebola and the EU. They concluded that, while the risk of the disease coming to Europe is low, the EU must improve coordination and prevention measures to better diagnose, transport and treat suspected cases. “There is an emergency,” said Dr. Natale Ceccarelli, who heads the infirmary at the Pratica di Mare air force base south of Rome, where the training course was staged. “If one person is infected, he infects everyone.” Ceccarelli has already flown once

PYONGYANG — An American man recently sentenced by North Korea to six years of hard labor says he is digging in fields eight hours a day and being kept in isolation, but that so far his health isn’t deteriorating. Under close guard and with only enough time to respond to one question, 24-year-old Matthew Miller spoke briefly to an Associated Press Television News journalist at a Pyongyang hotel, where he had been brought to make a phone call to his family. It was his first appearance since he was convicted Sept. 14 of entering the country illegally to commit espionage. “Prison life is eight hours of work per day. Mostly it’s been agriculture, like in the dirt, digging around,” Miller said when asked what conditions were like in prison. “Other than that, it’s isolation, no contact with anyone. But I have been in good health, and no sickness or no hurts,” he said, showing little emotion. Wearing a prison-style gray uniform and cap, Miller was filmed sitting down at a phone booth at the hotel and pressing the buttons on a phone while a North Korean guard stood behind him. Officials said Miller spoke to his father, but the APTN journalist was not allowed to hear the conversation. Miller does not have routine access to phone

calls home. The Bakersfield, California, native showed several letters he had written pleading for help from influential Americans, including first lady Michelle Obama, U.S. Secretary of State John Kerry and former U.S. Secretary of State Hillary Clinton. The official Xinhua News Agency released a raft of details from the prosecutors’ case against Ilham Tohti, who was known as a mainstream mediator between the Uighur minority group and the ruling Han Chinese. The harsh sentence handed down Tuesday prompted international condemnation, including a call for his release from U.S. President Barack Obama. A Xinhua report late Wednesday said that the evidence against Ilham Tohti included video of one of his lectures where he said, “Does Xinjiang belong to the Hans? No, it first belonged to the Uighurs and it first belonged to the people of Central Asia.” The report also quoted the

scholar as telling his students “I am not Chinese because I am a Uighur. My pride is that of greater Turkestan.” Xinhua reported that prosecutors also said the scholar publicized a fake opinion poll showing 12 percent of Uighurs supported separating from China and that his students had testified that he had forced separatist teachings on them. Defense lawyer Li Fangping responded that his client had only referenced someone else’s poll and hadn’t uttered the words attributed to him about not being Chinese. “That’s not accurate,” Li said. “The meaning is totally different. He’s mainly talking about the roots of Han Chinese and of the Uighur people.” Ilham Tohti denied encouraging separatism during the two-day trial last week held in Urumqi, the capital of the far western region of Xinjiang. JAKARTA - Indonesia’s parliament was Thursday set to decide whether to scrap the direct election of local leaders, a move that critics warn would roll back a key democratic reform of the post-Suharto era. Lawmakers were expected to vote on a proposal that would end the current system of mayors, provincial governors and district heads being chosen by the public, and hand power to local parliaments to pick them. Supporters argue that the hundreds of polls held across the world’s biggest archipelago nation every few years are enormously costly and in reality only allow the wealthy to win election. However critics say the move is an attempt by the elite to reverse the decentralisation of power from Jakarta introduced after the downfall of dictator Suharto in 1998, and argue it will increase corruption as would-be leaders may have to strike deals with local MPs. “Now our leaders listen to the public’s voice and aspirations,”

said Titi Anggraini, director of Perludem, an independent elections watchdog that opposes the move. The proposed new law “would set back our democracy”, she added. Critics also view it as an attempt at revenge by the opponents of Joko Widodo, who was elected as president in July and will be inaugurated next month -- he is an outsider who started his political career by being directly elected as a local mayor. The draft bill to abolish the direct elections is being pushed by parties that backed his opponent for the presidency, Prabowo Subianto, an ex-general with a chequered human rights record. While it would do away with local leaders being picked by the public, it would still allow for the

election of local legislatures. However with the 560-strong House of Representatives in Jakarta gearing up to decide on the proposal, it was still not clear which way MPs would vote. Six parties who had backed Prabowo at the election originally supported the proposal, and only three were opposed, meaning it looked likely to pass. However President Susilo Bambang Yudhoyono has voiced his opposition and ordered members of his Democratic Party, which had backed Prabowo, to vote against it. This should have given opponents enough support -- but now divisions have appeared in the Democrats. It was not clear when the vote would be finished as parliamentary sessions in Indonesia sometimes run late into the night.

IS support in Indonesia poses threat to foreigners Agence France-Presse JAKARTA - Foreigners could again become the target of militant attacks in Indonesia as extremists there pledge loyalty to the Islamic State group, a think-tank warned Wednesday. In a report, the Jakarta-based Institute for Policy Analysis of Conflict (IPAC) also warned that Indonesian and Malaysian fighters who have joined IS in Syria appear to have formed a military unit there, likely strengthening militant networks in Southeast Asia. After a series of attacks on foreigners in the last decade, Indonesian extremists have in recent years directed their violence at domestic “enemies of Islam”, mostly police. There have been no attacks against foreigners since the 2009 twin hotel bombings in Jakarta which killed seven people. But a series of influential radical clerics and Islamist organisations have pledged support for IS, and extremists seeking approval from leaders of its self-declared

caliphate may heed a recent call to attack Westerners, according to the report. IS spokesman Abu Mohamed al-Adnani in a video Monday called for Muslims to kill Westerners whose countries have joined the US-led coalition against IS -- in particular Americans and the French. The US has carried out air strikes in both Syria and Iraq, while France has carried out strikes over Iraq. “The overall capacity of Indonesian extremists remains low, but their commitment to (IS) could prove deadly,” said IPAC director Sidney Jones. IS, which has beheaded two American journalists and a British aid worker, has attracted the support of almost all the would-be militants still committed to waging jihad on Indonesian soil, the report said. It has, however, generated outrage and rejection from the mainstream Muslim community.

Based on social-media monitoring and interviews, IPAC said an IS Indonesian-Malaysian military unit has been formed, reportedly aiming to establish an archipelagic Islamic State group in Southeast Asia. Indonesia and Malaysia, among others in the region, are struggling to prevent nationals from going to Syria and Iraq as fighters and trying to monitor their return. The report outlines how support for IS stemmed from the involvement of a few Indonesians in a radical online discussion group run by the founder of the UK-based group Al-Muhajiroun in 2005. IPAC called for a strengthening of the country’s prisons system. It described jailed radical cleric Aman Abdurrahman as the thread connecting all parts of Indonesia’s pro-IS network despite being in a maximum security facility. INCHEON, South Korea — The Qatari women’s basketball team withdrew from the Asian Games on Thursday to protest an international rule that bans players from wearing Muslim headscarves in competition. The dispute over the Qatari players’ refusal to remove their hijabs — regarded by some as a rule that discriminates against Muslim women — has created a major stir at the games and raised new questions about international rules banning the head coverings. Qatar delegation leader Khalid al-Jabir said the team had decided to withdraw and was already preparing to return home. The decision appeared to take by surprise games organizers, who have tried to portray the regional Olympic-style event as a showcase of diversity. Qatar was due to play Nepal on Thursday afternoon but did not show up at the venue. Officials took their places, starting line-ups were distributed to the media and announced to the spectators, but none of the Qatari players arrived. “We did not get any intimation

from the Qatar team on whether they’ll come for the match or not,” technical delegate Heros Avanesian said. “We had no option but to wait for them before awarding the match to the other team.” Al-Jabir said the team had no choice but to pull out. “We’re not forfeiting games — we’re not being allowed to play,” al-Jabir had said before the game was supposed to start. “On the one hand, everyone wants more women to participate in these games and, on the other hand, they’re discouraging Muslim women who want to play in hijab.” Although sports ranging from bowling to badminton allow hijabs to be worn during Asian Games competition, basketball’s world governing body does not allow them in international competition. Such restrictions were initially designed for the safety of players, but have recently been challenged on cultural and religious grounds. Regulations about head coverings in basketball came into focus this year when two male Sikh players from India were told to remove their turbans during the Asia Cup in July in China. Earlier this month, FIBA said it was launching a two-year trial phase allowing some players to wear head coverings. But the Swiss-based FIBA issued a clarifying statement saying it “allows exceptions to be applied only at the national level and the Asian Games is an international event.”

Red Bull junior team boss Helmut Marko has likened the abilities of new Toro Rosso Formula 1 signing Max Verstappen to those of the late Ayrton Senna. Malaga holds Barcelona to 0-0 draw in Liga Associated Press

MADRID — Lionel Messi failed to take his chances as Barcelona was held to a 0-0 draw by a disciplined and defensive Malaga side in the Spanish league on Wednesday. Messi missed two opportunities in the first half and never looked comfortable on the ball after the break.
