GIANYAR - In the past, the agriculture of Ubud both the activities of farmers and the beauty of paddy fields was often immortalized in the medium of painting. Beauty of the painting has become one of the starting points that promoted the reputation of Ubud to international community. But unluckily, after the rapid tourism development, farmers in Ubud are now actually on the verge of extinction. This condition is recognized by the chief of Wos Kajanan river dam, Gede Nyoman Sudariasta. He revealed that currently the number of native residents to Ubud who are still willing to farm can be counted on fingers. “Now, virtually no landowners in Ubud want to cultivate their land. If they do, the number can be counted only reaching three or five people,” he said when contacted by telephone.

Over 300 dead in India as floods force villagers into relief camps

NEW DELHI/BHUBANESWAR - A t least 300 people have died in eastern and central India and more than six million others have been affected by floods that have submerged villages, washed away crops, destroyed roads and disrupted power and phone lines, officials said on Tuesday. Heavy monsoon rains have caused rivers, including the mighty Ganges and its tributaries, to burst their banks forcing people into relief camps in the states of Madhya Pradesh, Bihar, Uttar Pradesh, Rajasthan and Uttarakhand. Government officials in Bihar, which has seen some of the worst flooding this year with almost 120 dead and more than five million affected, said the situation was serious. “The flood waters have engulfed

low-lying areas, homes and fields of crops,” said Zafar Rakib, a district magistrate of Katihar, one of 24 districts out of Bihar’s 38 districts which have been hit by the deluge. “We have shifted people to higher ground and they are being provided with cooked rice, clean drinking water, polythene sheets,” he told the Thomson Reuters Foundation. In neighbouring Uttar Pradesh, where 43 people have died and over one million are affected, schools

were closed in the cities of Varanasi and Allahabad as both the Ganges and Yamuna rivers crossed danger levels and flood waters continued to rise. The holy city of Varanasi, where thousands of Hindus flock daily, was also forced to halt cremations along the banks of sacred Ganges river -- forcing families to cremate their relatives on the terrace roofs of nearby houses, officials said. Television pictures showed villagers wading waist deep in floodwaters with their livestock, mud-and-brick homes collapsing and people climbing into wooden boats to get to relief camps. “We are all worried about what

we should do. For the last four days we have living like this. We don’t even have any food to eat,” 42year-old villager Doda Yadav told the NDTV news station from Ballia district in Uttar Pradesh. In the central state of Madhya Pradesh, where at least 70 have died since the onset of the monsoons in June and more than 40,000 homes partially or fully destroyed, almost 20,000 people have been evacuated to relief camps. Officials said villagers would return home when water levels receded, although the Indian Meteorological Department has forecast more rains for central India over the next two days.

He admitted that land conversion into accommodation facility such as villas and hotels, also continues to tease the Ubud community. Moreover, based on the information the land price in this area almost reaches IDR 2 billion rupiahs per 100 square meters. “Of the 20 subak areas in Ubud, the land conversion mostly happens in Subak Nyuh Kuning, Subak Bua and Subak Padang Tegal, including Subak Semujaan,” he explained. When asked about the government attention to farmers in Ubud, Nyoman Sudariasta said the government has provided some assistance to farmers. Moreover,

the regent of Gianyar promised an incentive for farmers that want to maintain their paddy fields. “The

Hotel unable to directly buy commodities from farmers

DENPASAR - Quality and consistency have become a kind of ‘requirement’ so that agricultural commodities can penetrate the tourism sector. However, not all farmers in Bali are able to produce a quality product accompanied with consistency in the production. As a result, the tourism players still have to meet their needs from outside Bali because the agricultural production in Bali has not been able to meet the needs. “Actually, we’ve seen all the agricultural products meeting the standards have been taken by hotels such as fruits, vegetables and other products like flowers. But so far, our farmers have not been able to provide them all. It means we must take some of the products from outside Bali,” said the Secretary General of the Indonesia Hotel and Restaurant Association (PHRI)

If this farmer cannot provide, I will take from the other farmers,” he explained. Related to this matter, Perry encouraged farmers to form a cooperative. Thus, hotels and restaurants can come to the cooperatives to purchase the agricultural commodities. In addition, farmers are also required to maintain the consistency and quality of their products. “With such a measure, if they have established an organization, actually hotels can directly get in touch with the organization. Well, we want this kind of quality, this commodity needs to be planted

now and so forth,” he said. When interviewed separately, Chairman of the Bali House of Representatives, Nyoman Adi Wiryatama, said that over the years there are farmers plant haphazardly. As a result, when the harvest comes no market receives their agricultural products. Municipal police raid open stage construction at Tanah Lot

TABANAN - In the area of Tanah Lot precisely at the land property of Pekendungan Temple is still being constructed an open stage or outdoor stage to be used for kecak dance performance. In addition to the open stage, the workers are building a house to be functioned as a dressing room and change room for the dancers. At the construction signpost mounted on the side of the project,

the open stage will be equipped with restaurant and banquet facilities. However, this construction is apparently complained because allegedly it has not owned permission. To that end, the Tabanan municipal police conducted a raid on Tuesday (Aug. 23). The officers arrived around 14:15 and asked the workers as well as the project coordinator. Based on information compiled,

the land used to build the open stage and the house is contracted from the property of Pekendungan Temple. Chief of the Tabanan Municipal Police, Wayan Sarba, when asked for his confirmation explained that his staff has met the person in charge of the project and when asked about the permit, he was not able to present it. “To that end, we will summon the project owner

next Thursday,” said Sarba. His institution will also check whether the land of the building can be built or not. “If it is allowed, the project coordinator must be able to show the building permit. Otherwise, the project would be stopped first until the permit is submitted,” said Sarba. If the checking later on indicates if the land may not be built, surely the project development will be

Bali Safari & Marine Park held a joint celebration in honor ofInternational Orangutan Day and International Elephant Dayon Friday, August 19, 2016. Chile issues health alert after faults found in condoms

SANTIAGO - Chile’s health authorities on Tuesday issued an alert and said they were investigating reported problems with Chinese-made condoms distributed for free in family health centers nationwide.

Chilean authorities are issuing a health alert, saying they distributed defective condoms.

The public health institute ordered that three batches of approximately 1.7 million Kaiju condoms be withheld from distribution while it investigated reports that they broke during use and were too small. “This is a preventative measure to avoid any problem with users of the product and to show vigilance,” said health official Jaime Burrows. The problems may be related to incorrect storage, said public health institute director Alex Figueroa, adding that people were being asked not to use those already distributed. Kaiju said on its Facebook page that the product had arrived in Chile in 2014 and 2015 and had been fully tested without problems. (rtr)

Gum disease linked to heart disease

THE HAGUE - A report from The Netherlands adds to the evidence tying chronic gum disease to heart disease and stroke. In a study of more than 60,000 dental patients, those with gum disease were twice as likely to have had a heart attack, stroke or severe chest pain. Previous studies have linked periodontitis and clogged arteries, but this is the first to investigate the link in a group of people this large, the researchers say. At the Academic Centre for Dentistry Amsterdam, the largest dental school in the Netherlands, investigators reviewed the medical records of 60,174 patients age 35 and older, looking for an association between periodontal gum disease and atherosclerotic cardiovascular diseases such as angina, heart attack and stroke. About 4 percent of patients with periodontitis had atherosclerotic cardiovascular disease, compared to 2 percent without periodontitis, the researchers found. Even after taking other risk factors for cardiovascular disease into account, such as high blood pressure, high cholesterol, diabetes, and smoking, those with periodontal disease were still 59 percent more likely to have a history of heart problems, according to a report in the Journal of Epidemiology and Community Health. In periodontal disease, the advanced stage of the gum disease gingivitis, the gums pull away

from the teeth and create pockets that can become infected. Periodontitis has also been tied to other conditions such as skin disease and dementia. “It’s clear that periodontitis is associated with chronic inflammation, so it makes sense biologically that if you have a heavy infection in your mouth, you also have a level

of inflammation that will contribute to heart conditions,” said Panos Papapanou of Columbia University in New York, who has studied the association between gum disease and heart disease but wasn’t involved in the current study. Dr. Frank Scannapieco, chairman of the Department of Oral Biology at the University at Buffalo in New York, who wasn’t involved with the study, commented to Reuters Health that while the association of periodontitis and coronary disease is “robust,” the strength of the link is “moderate compared to traditional risk factors such as hypertension.” Papapanou advises: “Take care of your oral health for oral health itself. Planning of Tanah Ampo harbor potentially harms the state

DENPASAR - So far, the Tanah Ampo harbor in Karangasem is never operated. Actually, physical construction of the harbor is already completed in 2009. Likewise, the harbor building was finished in 2012. The budget disbursed to finance has even reached IDR 100 billion. Planning of this project is even questioned because it potentially harms the state. “You see, the planning was indeed good. At least, it is good for tourist destination diversification. We always kick up a row and are asked to not only build in South Bali. So, it was then built in Karangasem. But a stagnant budgeting occurred from central government,” said Governor of Bali, Made Mangku Pastika, in Denpasar, Tuesday (Aug. 23). According to Pastika, it has been agreed that the construction of the pier is worked on by central government, while the harbor or terminal buildings by provincial government and the road by district government. When the terminal and the road have been completed, in fact the central government just partially constructed the pier namely along 150 meters. Then, the budget to extend the pier is stagnant. “Suppose that the pier can be extended to approximately 200 meters, it can surely be moored by

cruise ships and will have an impact on all,” he added. Pastika added that the inadequate length has made the cruise ships difficult to dock at the pier. From the trial results, cruise ships finally anchored in the middle of the sea so that visitors wishing to go ashore should be transported by barge. “Surely, it is quite annoying, while visitors mostly consist of the elders, not young people. They are the elders but wealthy,” he explained. Apart from the pier issue, added Pastika, there is still a problem who will manage the harbor. Provincial government itself does not have the capability to manage because it requires tremendous expertise considering the cruise ships do not only dock there. Passengers dropping off also need logistics such as clean water, fish, meat and vegetables. “Has the logistics been available? Passengers need clean water, where is the water from? They need many things, so that it is not the

matter of anchoring, not at all. So, this requires tremendous expertise. Perhaps, the planning is less comprehensive,” he explained. Secretary of Commission III of the Bali House of Representatives, Ketut Kariyasa Adnyana, considered the Tanah Ampo is just a project for the interests of certain parties so that there were funds coming down from central government. Besides, it is not feasible in terms of detailed engineering design or DED. Evidently, until now the Tanah Ampo harbor cannot be used in accordance with the initial planning as the main cruise ship dock. “So, please be careful when making a planning. No matter what project it is, the planning must be good. When it is not good or without a planning, it will result in losses to the state both in the national budget and regional budget,” he said. Luckily, added Kariyasa, the project still gets the allocation of fund from provincial government of Bali for the operations reaching IDR 18 million per year although there is no any activity at the harbor. However, if there is no operating budget, the Tanah Ampo harbor can be considered as

dormant project. “If having been dormant, it means the planning is not good. The operating cost is only a little namely IDR 18 million per year, just for the operating cost. Actually, no activities at all are carried out there and it is only taken advantage as a fishing ground,” he explained. Related to the trial, Kariyasa said there are different perceptions. Based on the results of the inspection by the Commission III to the harbor, the Harbor Authority (KSOP) of Bali representative stated if the Tanah Ampo pier has never been tested. In addition, the pier length currently reaching 150 meters should actually have been able to be moored by cruise ships with the length of 150-200 meters. Not to mention the former Minister of Transport, Ignatius Jonan, in his working visit stated if the Tanah Ampo harbor is not feasible so that it is not suitable to continue. “It is the recognition of KSOP so that it can only be used for a short period, for yachts only. It means it does not correspond to the original purpose. There should be an in-depth investigation whether the project simply drew the funds

for specific purposes or it was indeed really intended for the sake of cruise,” he said. Why are such things not responded from 2012? We must pursue this information,” he said. Tamba would also investigate the project from the planning, including who had prepared the DED. As planned, Commission III and relevant agencies will be leaving next week. “We would like to get the correct information, why such big waves could pass the making of the pier at the location. USABA dangsil is implemented in various stages. Prior to the summit of the usaba dangsil, boy and girl (truna daha) will perform manda ritual at the Bale Agung temple. This ritual is quite historic telling about the pilgrimage of Rishi Markandeya with his troops from Mount Raung in East Java to Mount Agung in Bali, passing through thick forests. Moreover, if there is song wrongly chanted in the procession, the implementation can continue over and over again from the night until the morning. Manda is implemented as a series of different dances. Movements of the dance are considered very sacred and will not be found elsewhere. In the context of pilgrimage made by the troops of Rishi Markandeya, before meeting with De Kebayan, their pilgrimage is said to be very far after passing through some jungles. Then, there are some terms like clearing forest in a series of their pilgrimage before arriving at Bungaya customary village. “During the pilgrimage, the troops were released in some groups of four. To get through this,

The girls then go aside, while boys are walking and unsheathing a kris dagger around the Bale Agung temple for three times accompanied with Gending Landung Loncong. After the implementation of this manda, boys are back to Penataran Temple to look for the missing pemuit and then turning back to the Bale Agung. Manda procession will once again be held the next day on August 28 at the same venue and procession. Secretary of the local customary youth club, Ketut Sugata, said that the procession will be done by all members of the Truna Daha Wayanan and Truna Daha Nyomanan. North Korea fires submarine-launched ballistic missile towards Japan

SEOUL - North Korea fired a submarine-launched missile on Wednesday that flew about 500 km (311 miles) towards Japan, a show of improving technological capability for the isolated country that has conducted a series of launches in defiance of UN sanctions. Having the ability to fire a missile from a submarine could help North Korea evade a new anti-missile system planned for South Korea and pose a threat even if nuclear-armed North Korea’s land-based arsenal was destroyed, experts said. The ballistic missile was fired at around 5:30 a.m. (2030 GMT) from near the coastal city of Sinpo, where a submarine base is located, officials at South Korea’s Joint Chiefs of Staff and the Defence Ministry told Reuters. The projectile reached Japan’s air defence identification zone (ADIZ) for the first time, Chief Cabinet Secretary Yoshihide Suga told a briefing, referring to an area of control designated by countries to help maintain air security. BANGKOK - Thailand’s military government said on Wednesday there was no connection between two bombings overnight that killed one person in the southern town of Pattani and a wave of deadly attacks on popular tourist spots in the south this month. One Thai person was killed and 30 wounded when two bombs exploded late on Tuesday at the Southern View Hotel in the coastal town of Pattani, less than two weeks after a wave of as yet unexplained bombings hit seven provinces in the south. No group has claimed responsibility for those bombings, which killed four and wounded dozens, including foreign tourists. Some security experts noted at the time that southern insurgent groups have a track record of carrying out coordinated bombing attacks. Defence Minister Prawit Wongsuwan however quickly ruled out any link between those attacks and the twin bombs in Pattani. “I am sure that the incident in Pattani last night has nothing to do with the seven provinces attacks,” Prawit told reporters at Bangkok’s Government House, without giving any further details. Police said the first explosion in a carpark at the back of the hotel in Pattani caused no casualties. However, the second blast outside the hotel entrance appeared to have been a bomb placed in a stolen hospital pick-up truck that had been mistaken for an ambulance. Since 2004, a low-intensity but brutal war between government troops and insurgents has killed more than 6,500 people in the three southern provinces of Pattani, Yala and Narathiwat that border Malaysia. Peace talks between the government and a handful of insurgent groups began in 2013 under the civilian government of Prime Minister Yingluck Shinawatra, but have stalled since the military overthrew her in 2014. Prawit said the military government would not enter talks with separatist groups until there was peace in the region. “It has to be peaceful first and then we can discuss,” Prawit told reporters. Prime Minister Prayuth Chan-ocha said after his weekly Cabinet meeting on Tuesday there were “no quick fixes in the south”. Still, the military insists that security in the south has improved and has said it would reduce the number of soldiers posted there from October. Some 60,000 troops will be stationed in the south this year, down from 70,000 in 2011, said Colonel Yutthanam Petchmuang, deputy spokesman for the military’s Internal Security Operations Command. “When we see the situation constantly improving ... we gradually remove soldiers,” Yutthanam said. Raising cigarette prices to reduce smoking

Mongolians scrabble for dollars after local currency’s plunge

ULAANBAATAR - Making money amid Mongolia’s deepening economic crisis, currency dealers thronging the black markets of Ulaanbaatar wave wads of American dollars and Chinese yuan, warning desperate customers that foreign banknotes are becoming scarcer by the day. The Naiman Sharga market, close to the Mongolian capital’s cluttered and impoverished “ger” or tent districts, has become a daily destination for residents panicked by a precipitous decline in the currency, the tugrik. “Now I can’t find any more dollars,” said Ganbold, a currency trader, sporting a white, brimmed hat and galloping-horse belt buckle. Ganbold has traded currency since the fall of communism in 1990 and up until now he’s been able to rely on the network of traders whenever he needed more cash. But if a shipment of dollars doesn’t arrive from overseas as he hopes, Ganbold will have to close shop until more arrives. Mongolia’s government, elected in a landslide at the end of June, has been plunged into turmoil after years of collapsing foreign investment, unsustainable fiscal expansion and a decline in demand for commodities like coal and copper. Last week, the central bank hiked interest rates by 450 basis points to a record 15 percent, stabilising a currency whose 9 percent fall against the dollar from the start of August made it the world’s worst performer. Dollar supplies have dwindled, and commercial banks were severely restricting currency transactions, with one bank refusing to convert any dollars, Ganbold told Reuters as frustrated buyers milled around him. Finance Minister Battogtokh Choijilsuren said earlier this month that the central bank’s foreign exchange reserves stood at $1.3 billion. But, he added that after stripping out a 15 billion yuan currency swap agreement with China, reserves would show a deficit of $46 million. An International Monetary Fund team was in town last week to meet members of Prime Minister Jargaltulga Erdenebat’s new government, but some analysts suspect Mongolia might turn to China for another swap agreement rather resort to the IMF. “There is a good chance China asserts its regional influence and offers Mongolia a bigger and better deal than the IMF in a bailout,” Nick Cousyn, chief operating officer of brokerage BDSec in Ulaanbaatar, commented. “Mongolia is highly strategic for China, given Mongolia’s vast natural resources and potential as an economic corridor with Russia.” (rtr)

Analysts had expected a decrease of 455,000 barrels. After settling much higher, brent crude was still trading up about 37 cents, or 0.8 percent, at $49.53 per barrel, while U.S. West Texas Intermediate crude was up 69 cents, or 1.5 percent, at $48.10. The bump in new home sales helped the U.S. dollar trim losses. But having hit a five-day high of 94.958 against a currency basket on Monday, the greenback was flat at 94.533 late in the day. New Zealand’s dollar, meanwhile, rose 0.47 percent to $0.7302 after the country’s central bank forecast another 35 basis points in possible rate cuts, less than many investors had wagered on. “The (U.S.) dollar is weakening... due to the general anticipation around Jackson Hole on Friday,” said Saxo bank’s head of FX strategy John Hardy. “There is also a general reach for yield happening. Pertamina to invest US$1.5 billion in Mahakam Block in 2017

Jakarta - PT Pertamina (Persero) is preparing to invest US$1.5 billion in the Mahakam Block in 2017. President Director of PT Pertamina (Persero or State Own) Dwi Soetjipto stated after a meeting at the Office of the Ministry for Maritime Affairs here on Tuesday that early investment was intended to maintain oil and gas production in the working area prior to it becoming fully operational in 2018. “It is estimated that an investment of $1.5 billion will be required for the post-2017 production,” he remarked. Dwi explained that investment

is required to maintain oil and gas production for the drilling and maintenance of 19 wells in the oil and gas block in East Kalimantan. “The 19 wells will become operational in the second quarter of 2017,” he noted. In case no one joins, the investment cost will be borne by Persero that is tasked with managing the Mahakam Block. “That is an estimate, and the investment could be made by anyone who later joins the group (managers of the Mahakam Block). If the others do not join in, yes (the investment will come from) Pertamina,” he revealed. Despite every effort to ensure

no significant decline in production, Dwi did not elaborate on the production target for the Mahakam Block when the transition takes place later. Dwi noted that if Persero does not undertake any efforts, a sharp decline in oil and gas production will certainly occur. “However, if we do (undertake efforts), we will be able to reduce the decline (in production),” he stated. The MPR vice chairman believes that by raising cigarette prices, teenagers, especially from middle-class families, who want to start smoking, will think twice whether they can afford them. According to Sapta, the policy to hike cigarette prices is expected to reduce the number of new smokers among teenagers in future. He pointed out that the increase in cigarette prices would also impact the rising price of tobacco that can benefit farmers and improve their livelihood. In the meantime, House of Representatives Speaker Ade Komarudin said the governments discourse to raise cigarette prices by two folds will help the state budget as it has the potential to increase state revenues. “If the cigarette prices are raised, state revenues from the excise sector will automatically increase and help our state budget to become healthier in future,” the house speaker remarked. In addition, Komarudin stated that the governments proposal related to increasing cigarette prices would also reduce the societys consumptive behaviors towards smoking. The politician with the Golkar Party stated that hiking the prices of cigarettes will also reduce the number of smokers in society. Jakarta - The Corruption Eradication Commission (KPK) has raided the office of Southeast Sulawesi governor and houses linked to the corruption case with the governor as a suspect. KPK has charged Governor Nur Alam with corruption in the process of licensing PT AHB (Anugerah Harisma Barakah) for nickel explorations in the regencies of Buton and Bombana during his previous term of 2009-2014. “Today KPK raided a number of places including the governors

office in Kendari, the office of the Law Bureau of the provincial administration in Kendari,the office of the region energy and mineral resource service in Kendari and a number of houses in Kendari and Jakarta linked to the case,” KPK deputy chairman Laode M Syarif said here on Tuesday. “All those places are believed to have connections with the case that KPK investigators decided that the raids are necessary. This is not a caught-red-handed case, therefore, KPK has asked for an approval from

the court,” Laode said. He said he could not yet give the results of the raids, adding the investigators have not reported the results. Nur Alam could be imprisoned for up to 20 years if found guilty with a fine of up to Rp1 billion. Laode said KPK now gives special attentions to corruption cases in the mining sector in addition to taxation cases. “Hopefully this will serve a lesson to other regional leaders as well as officials of higher level agencies,” he said. Quake devastates mountain towns in central Italy, at least 20 believed killed

ACCUMOLI - An earthquake devastated a string of mountainous towns over a swathe of central Italy early on Wednesday, trapping residents under hills of rubble, with at least 20 people believed killed and many missing. The quake struck in the early hours of the morning when most people were asleep, razing homes and buckling roads in a cluster of towns and villages some 140 km (85 miles) east of Rome. The emergency services released an aerial photograph showing whole areas of the town of Amatrice flattened, while debris filled the streets of nearby Accumoli. “Now that daylight has come, we see that the situation is even more dreadful than we feared, with buildings collapsed, people trapped under the rubble and no sound of life,” said Accumoli mayor Stefano Petrucci. Wide cracks appeared like open wounds on the buildings that were still standing.

Residents sifted through the rubble with their bare hands before emergency services arrived with earth-moving equipment and sniffer dogs. The quake hit during the summer when the populations of the communities in the area, normally low during the rest of the year, are swelled by vacationers. Officials said six people were known to have died in Accumoli and a further six were reported dead in Amatrice. Sky Italia television said 10 had died in the nearby village of Pescara del Tronto. Some 100 people were still unaccounted for in the village of Arquata del Tronto. “Three quarters of the town is not there anymore,” Amatrice mayor Sergio Pirozzi told state

broadcaster RAI. “The aim now is to save as many lives as possible. There are voices under the rubble, we have to save the people there.” A Reuters reporter said the town’s hospital had been badly damaged by the quake, with patients moved into the streets. RAI reported that two Afghan girls, believed to be asylum-seekers, were also missing in the town. The earthquake caused damage to towns in three regions - Umbria, Lazio and Marche. The U.S. Geological Survey, which measured the quake at 6.2 magnitude, said it struck near the Umbrian city of Norcia, while Italy’s earthquake institute INGV registered it at 6.0 and put the epicentre further south, closer to Accumoli and Amatrice. ISTANBUL - Turkish special forces units and jets supported by warplanes from the U.S.-led coalition launched an operation in northern Syria on Wednesday to wipe out Islamic State militants along the border with Turkey, Turkish officials said. The Turkish army began firing artillery rounds into the Syrian border town of Jarablus at around 0100 GMT and Turkish and U.S. warplanes pounded Islamic State targets with air strikes as part of the operation, Turkish military sources said. It was the first time warplanes from NATO member Turkey have struck in Syria since November, when Turkey downed a Russian jet near the border, and the first significant incursion by Turkish special forces since a brief operation to relocate the tomb of Suleyman Shah, a revered Ottoman figure, in February 2015. The International Weightlifting Federation says the 11 tested positive for a range of banned substances in the latest scandal to shake the sport, which is already processing retests which caught numerous medalists from the 2008 and 2012 games. They are all provisionally suspended until the doping cases are resolved. The IWF said in a statement on its website Wednesday that Chinese gold medalists Cao Lei, Liu Chunhong and Chen Xiexia all tested positive for GHRP-2, which stimulates growth hormone production, while Liu also tested positive for the stimulant sibutramine. The other eight medalists include current world record holder Andrei Rybakou of Belarus, who won silver in 2008. All tested positive for various anabolic steroids, according to the IWF. The International Weightlifting Federation says the 11 tested positive for a range of banned substances in the latest scandal to shake the sport, which is already processing retests which caught numerous medalists from the 2008 and 2012 games. They are all provisionally suspended until the doping cases are resolved. The IWF said in a statement on its website Wednesday that Chinese gold medalists Cao Lei, Liu Chunhong and Chen Xiexia all tested positive for GHRP-2, which stimulates growth hormone production, while Liu also tested positive for the stimulant sibutramine. The other eight medalists include current world record holder Andrei Rybakou of Belarus, who won silver in 2008. All tested positive for various anabolic steroids, according to the IWF. Quake devastates mountain towns in central Italy, at least 20 believed killed

ACCUMOLI - An earthquake devastated a string of mountainous towns over a swathe of central Italy early on Wednesday, trapping residents under hills of rubble, with at least 20 people believed killed and many missing. The quake struck in the early hours of the morning when most people were asleep, razing homes and buckling roads in a cluster of towns and villages some 140 km (85 miles) east of Rome. The emergency services released an aerial photograph showing whole areas of the town of Amatrice flattened, while debris filled the streets of nearby Accumoli. “Now that daylight has come, we see that the situation is even more dreadful than we feared, with buildings collapsed, people trapped under the rubble and no sound of life,” said Accumoli mayor Stefano Petrucci. Wide cracks appeared like open wounds on the buildings that were still standing.

Residents sifted through the rubble with their bare hands before emergency services arrived with earth-moving equipment and sniffer dogs. The quake hit during the summer when the populations of the communities in the area, normally low during the rest of the year, are swelled by vacationers. Officials said six people were known to have died in Accumoli and a further six were reported dead in Amatrice. Sky Italia television said 10 had died in the nearby village of Pescara del Tronto. Some 100 people were still unaccounted for in the village of Arquata del Tronto. “Three quarters of the town is not there anymore,” Amatrice mayor Sergio Pirozzi told state

broadcaster RAI. “The aim now is to save as many lives as possible. There are voices under the rubble, we have to save the people there.” A Reuters reporter said the town’s hospital had been badly damaged by the quake, with patients moved into the streets. RAI reported that two Afghan girls, believed to be asylum-seekers, were also missing in the town. The earthquake caused damage to towns in three regions - Umbria, Lazio and Marche. The U.S. Geological Survey, which measured the quake at 6.2 magnitude, said it struck near the Umbrian city of Norcia, while Italy’s earthquake institute INGV registered it at 6.0 and put the epicentre further south, closer to Accumoli and Amatrice. Turkish military, U.S.-led coalition launch operation to sweep Islamic State from Syria town

ISTANBUL - Turkish special forces units and jets supported by warplanes from the U.S.-led coalition launched an operation in northern Syria on Wednesday to wipe out Islamic State militants along the border with Turkey, Turkish officials said. The Turkish army began firing artillery rounds into the Syrian border town of Jarablus at around 0100 GMT and Turkish and U.S. warplanes pounded Islamic State targets with air strikes as part of the operation, Turkish military sources said. It was the first time warplanes from NATO member Turkey have struck in Syria since November, when Turkey downed a Russian jet near the border, and the first significant incursion by Turkish special forces since a brief operation to relocate the tomb of Suleyman Shah, a revered Ottoman figure, in February 2015. Raising cigarette prices to reduce smoking

Mongolians scrabble for dollars after local currency’s plunge

ULAANBAATAR - Making money amid Mongolia’s deepening economic crisis, currency dealers thronging the black markets of Ulaanbaatar wave wads of American dollars and Chinese yuan, warning desperate customers that foreign banknotes are becoming scarcer by the day. The Naiman Sharga market, close to the Mongolian capital’s cluttered and impoverished “ger” or tent districts, has become a daily destination for residents panicked by a precipitous decline in the currency, the tugrik. “Now I can’t find any more dollars,” said Ganbold, a currency trader, sporting a white, brimmed hat and galloping-horse belt buckle. Ganbold has traded currency since the fall of communism in 1990 and up until now he’s been able to rely on the network of traders whenever he needed more cash. But if a shipment of dollars doesn’t arrive from overseas as he hopes, Ganbold will have to close shop until more arrives. Mongolia’s government, elected in a landslide at the end of June, has been plunged into turmoil after years of collapsing foreign investment, unsustainable fiscal expansion and a decline in demand for commodities like coal and copper. Last week, the central bank hiked interest rates by 450 basis points to a record 15 percent, stabilising a currency whose 9 percent fall against the dollar from the start of August made it the world’s worst performer. Dollar supplies have dwindled, and commercial banks were severely restricting currency transactions, with one bank refusing to convert any dollars, Ganbold told Reuters as frustrated buyers milled around him. Finance Minister Battogtokh Choijilsuren said earlier this month that the central bank’s foreign exchange reserves stood at $1.3 billion. But, he added that after stripping out a 15 billion yuan currency swap agreement with China, reserves would show a deficit of $46 million. An International Monetary Fund team was in town last week to meet members of Prime Minister Jargaltulga Erdenebat’s new government, but some analysts suspect Mongolia might turn to China for another swap agreement rather resort to the IMF. “There is a good chance China asserts its regional influence and offers Mongolia a bigger and better deal than the IMF in a bailout,” Nick Cousyn, chief operating officer of brokerage BDSec in Ulaanbaatar, commented. “Mongolia is highly strategic for China, given Mongolia’s vast natural resources and potential as an economic corridor with Russia.” (rtr)

Housing stocks jumped 2 percent after the Commerce Department reported new U.S. single-family home sales soared unexpectedly in July to near nine-year highs. European equities rose 0.9 percent, led by mining stocks, after data pointed to continuing gradual improvement in the region’s economy. Shares of the region’s homebuilders also gained following a solid update from UK homebuilder Persimmon, which closed 4.2 percent higher and was the biggest riser on the blue-chip FTSE 100. After settling much higher, brent crude was still trading up about 37 cents, or 0.8 percent, at $49.53 per barrel, while U.S. West Texas Intermediate crude was up 69 cents, or 1.5 percent, at $48.10. The bump in new home sales helped the U.S. dollar trim losses. But having hit a five-day high of 94.958 against a currency basket on Monday, the greenback was flat at 94.533 late in the day. New Zealand’s dollar, meanwhile, rose 0.47 percent to $0.7302 after the country’s central bank forecast another 35 basis points in possible rate cuts, less than many investors had wagered on. “The (U.S.) dollar is weakening... due to the general anticipation around Jackson Hole on Friday,” said Saxo bank’s head of FX strategy John Hardy. “There is also a general reach for yield happening. Pertamina to invest US$1.5 billion in Mahakam Block in 2017

Jakarta - PT Pertamina (Persero) is preparing to invest US$1.5 billion in the Mahakam Block in 2017. President Director of PT Pertamina (Persero or State Own) Dwi Soetjipto stated after a meeting at the Office of the Ministry for Maritime Affairs here on Tuesday that early investment was intended to maintain oil and gas production in the working area prior to it becoming fully operational in 2018. “It is estimated that an investment of $1.5 billion will be required for the post-2017 production,” he remarked. Dwi explained that investment

is required to maintain oil and gas production for the drilling and maintenance of 19 wells in the oil and gas block in East Kalimantan. “The 19 wells will become operational in the second quarter of 2017,” he noted. In case no one joins, the investment cost will be borne by Persero that is tasked with managing the Mahakam Block. “That is an estimate, and the investment could be made by anyone who later joins the group (managers of the Mahakam Block). If the others do not join in, yes (the investment will come from) Pertamina,” he revealed. Despite every effort to ensure

no significant decline in production, Dwi did not elaborate on the production target for the Mahakam Block when the transition takes place later. Dwi noted that if Persero does not undertake any efforts, a sharp decline in oil and gas production will certainly occur. “However, if we do (undertake efforts), we will be able to reduce the decline (in production),” he stated. Dwi also pointed out that Persero could not calculate the percentage drop in production as maintenance was being carried out in the Mahakam Block, which is already developed and operational. (ant)

The MPR vice chairman believes that by raising cigarette prices, teenagers, especially from middle-class families, who want to start smoking, will think twice whether they can afford them. According to Sapta, the policy to hike cigarette prices is expected to reduce the number of new smokers among teenagers in future. He pointed out that the increase in cigarette prices would also impact the rising price of tobacco that can benefit farmers and improve their livelihood. In the meantime, House of Representatives Speaker Ade Komarudin said the governments discourse to raise cigarette prices by two folds will help the state budget as it has the potential to increase state revenues. “If the cigarette prices are raised, state revenues from the excise sector will automatically increase and help our state budget to become healthier in future,” the house speaker remarked. In addition, Komarudin stated that the governments proposal related to increasing cigarette prices would also reduce the societys consumptive behaviors towards smoking. The politician with the Golkar Party stated that hiking the prices of cigarettes will also reduce the number of smokers in society. office in Kendari, the office of the Law Bureau of the provincial administration in Kendari,the office of the region energy and mineral resource service in Kendari and a number of houses in Kendari and Jakarta linked to the case,” KPK deputy chairman Laode M Syarif said here on Tuesday. “All those places are believed to have connections with the case that KPK investigators decided that the raids are necessary. This is not a caught-red-handed case, therefore, KPK has asked for an approval from

the court,” Laode said. He said he could not yet give the results of the raids, adding the investigators have not reported the results. Nur Alam could be imprisoned for up to 20 years if found guilty with a fine of up to Rp1 billion. Laode said KPK now gives special attentions to corruption cases in the mining sector in addition to taxation cases. “Hopefully this will serve a lesson to other regional leaders as well as officials of higher level agencies,” he said. North Korea fires submarine-launched ballistic missile towards Japan

SEOUL - North Korea fired a submarine-launched missile on Wednesday that flew about 500 km (311 miles) towards Japan, a show of improving technological capability for the isolated country that has conducted a series of launches in defiance of UN sanctions. Having the ability to fire a missile from a submarine could help North Korea evade a new anti-missile system planned for South Korea and pose a threat even if nuclear-armed North Korea’s land-based arsenal was destroyed, experts said. The ballistic missile was fired at around 5:30 a.m. (2030 GMT) from near the coastal city of Sinpo, where a submarine base is located, officials at South Korea’s Joint Chiefs of Staff and the Defence Ministry told Reuters. The projectile reached Japan’s air defence identification zone (ADIZ) for the first time, Chief Cabinet Secretary Yoshihide Suga told a briefing, referring to an area of control designated by countries to help maintain air security. BANGKOK - Thailand’s military government said on Wednesday there was no connection between two bombings overnight that killed one person in the southern town of Pattani and a wave of deadly attacks on popular tourist spots in the south this month. One Thai person was killed and 30 wounded when two bombs exploded late on Tuesday at the Southern View Hotel in the coastal town of Pattani, less than two weeks after a wave of as yet unexplained bombings hit seven provinces in the south. No group has claimed responsibility for those bombings, which killed four and wounded dozens, including foreign tourists. Some security experts noted at the time that southern insurgent groups have a track record of carrying out coordinated bombing attacks. Defence Minister Prawit Wongsuwan however quickly ruled out any link between those attacks and the twin bombs in Pattani. “I am sure that the incident in Pattani last night has nothing to do with the seven provinces attacks,” Prawit told reporters at Bangkok’s Government House, without giving any further details. Police said the first explosion in a carpark at the back of the hotel in Pattani caused no casualties. However, the second blast outside the hotel entrance appeared to have been a bomb placed in a stolen hospital pick-up truck that had been mistaken for an ambulance. Since 2004, a low-intensity but brutal war between government troops and insurgents has killed more than 6,500 people in the three southern provinces of Pattani, Yala and Narathiwat that border Malaysia. Peace talks between the government and a handful of insurgent groups began in 2013 under the civilian government of Prime Minister Yingluck Shinawatra, but have stalled since the military overthrew her in 2014. Prawit said the military government would not enter talks with separatist groups until there was peace in the region. “It has to be peaceful first and then we can discuss,” Prawit told reporters. Prime Minister Prayuth Chan-ocha said after his weekly Cabinet meeting on Tuesday there were “no quick fixes in the south”. Still, the military insists that security in the south has improved and has said it would reduce the number of soldiers posted there from October. SANTIAGO - Chile’s health authorities on Tuesday issued an alert and said they were investigating reported problems with Chinese-made condoms distributed for free in family health centers nationwide.

Chilean authorities are issuing a health alert, saying they distributed defective condoms.

The public health institute ordered that three batches of approximately 1.7 million Kaiju condoms be withheld from distribution while it investigated reports that they broke during use and were too small. “This is a preventative measure to avoid any problem with users of the product and to show vigilance,” said health official Jaime Burrows. The problems may be related to incorrect storage, said public health institute director Alex Figueroa, adding that people were being asked not to use those already distributed. Kaiju said on its Facebook page that the product had arrived in Chile in 2014 and 2015 and had been fully tested without problems. (rtr)

Gum disease linked to heart disease

THE HAGUE - A report from The Netherlands adds to the evidence tying chronic gum disease to heart disease and stroke. In a study of more than 60,000 dental patients, those with gum disease were twice as likely to have had a heart attack, stroke or severe chest pain. Previous studies have linked periodontitis and clogged arteries, but this is the first to investigate the link in a group of people this large, the researchers say. At the Academic Centre for Dentistry Amsterdam, the largest dental school in the Netherlands, investigators reviewed the medical records of 60,174 patients age 35 and older, looking for an association between periodontal gum disease and atherosclerotic cardiovascular diseases such as angina, heart attack and stroke. About 4 percent of patients with periodontitis had atherosclerotic cardiovascular disease, compared to 2 percent without periodontitis, the researchers found. Even after taking other risk factors for cardiovascular disease into account, such as high blood pressure, high cholesterol, diabetes, and smoking, those with periodontal disease were still 59 percent more likely to have a history of heart problems, according to a report in the Journal of Epidemiology and Community Health. In periodontal disease, the advanced stage of the gum disease gingivitis, the gums pull away

from the teeth and create pockets that can become infected. Periodontitis has also been tied to other conditions such as skin disease and dementia. “It’s clear that periodontitis is associated with chronic inflammation, so it makes sense biologically that if you have a heavy infection in your mouth, you also have a level

Planning of Tanah Ampo harbor potentially harms the state

DENPASAR - So far, the Tanah Ampo harbor in Karangasem is never operated. Actually, physical construction of the harbor is already completed in 2009. Likewise, the harbor building was finished in 2012. The budget disbursed to finance has even reached IDR 100 billion. Planning of this project is even questioned because it potentially harms the state. “You see, the planning was indeed good. At least, it is good for tourist destination diversification. We always kick up a row and are asked to not only build in South Bali. So, it was then built in Karangasem. But a stagnant budgeting occurred from central government,” said Governor of Bali, Made Mangku Pastika, in Denpasar, Tuesday (Aug. 23). According to Pastika, it has been agreed that the construction of the pier is worked on by central government, while the harbor or terminal buildings by provincial government and the road by district government. When the terminal and the road have been completed, in fact the central government just partially constructed the pier namely along 150 meters. Then, the budget to extend the pier is stagnant. “Suppose that the pier can be extended to approximately 200 meters, it can surely be moored by

cruise ships and will have an impact on all,” he added. Pastika added that the inadequate length has made the cruise ships difficult to dock at the pier. From the trial results, cruise ships finally anchored in the middle of the sea so that visitors wishing to go ashore should be transported by barge. “Surely, it is quite annoying, while visitors mostly consist of the elders, not young people. They are the elders but wealthy,” he explained. Apart from the pier issue, added Pastika, there is still a problem who will manage the harbor. Provincial government itself does not have the capability to manage because it requires tremendous expertise considering the cruise ships do not only dock there. Passengers dropping off also need logistics such as clean water, fish, meat and vegetables. “Has the logistics been available? Passengers need clean water, where is the water from? They need many things, so that it is not the

matter of anchoring, not at all. So, this requires tremendous expertise. Perhaps, the planning is less comprehensive,” he explained. Secretary of Commission III of the Bali House of Representatives, Ketut Kariyasa Adnyana, considered the Tanah Ampo is just a project for the interests of certain parties so that there were funds coming down from central government. Besides, it is not feasible in terms of detailed engineering design or DED. Evidently, until now the Tanah Ampo harbor cannot be used in accordance with the initial planning as the main cruise ship dock. “So, please be careful when making a planning. No matter what project it is, the planning must be good. When it is not good or without a planning, it will result in losses to the state both in the national budget and regional budget,” he said. Luckily, added Kariyasa, the project still gets the allocation of fund from provincial government of Bali for the operations reaching IDR 18 million per year although there is no any activity at the harbor. However, if there is no operating budget, the Tanah Ampo harbor can be considered as

dormant project. “If having been dormant, it means the planning is not good. The operating cost is only a little namely IDR 18 million per year, just for the operating cost. Actually, no activities at all are carried out there and it is only taken advantage as a fishing ground,” he explained. Related to the trial, Kariyasa said there are different perceptions. Based on the results of the inspection by the Commission III to the harbor, the Harbor Authority (KSOP) of Bali representative stated if the Tanah Ampo pier has never been tested. In addition, the pier length currently reaching 150 meters should actually have been able to be moored by cruise ships with the length of 150-200 meters. Not to mention the former Minister of Transport, Ignatius Jonan, in his working visit stated if the Tanah Ampo harbor is not feasible so that it is not suitable to continue. “It is the recognition of KSOP so that it can only be used for a short period, for yachts only. It means it does not correspond to the original purpose. There should be an in-depth investigation whether the project simply drew the funds

for specific purposes or it was indeed really intended for the sake of cruise,” he said. Chairman of Commission III of the Bali House of Representatives, Nengah Tamba, claimed to immediately ask for the continuation of the Tanah Ampo project to central government. If indeed there is a problem it can be revealed clearly. He also requested the relevant agency namely the Transportation Agency and KSOP to accompany his commission to Jakarta to meet the ministry of transportation. “Such opinion is confusing, some tell that the pier length is inadequate, the pier is rocking and it has been never tested. Why are such things not responded from 2012? We must pursue this information,” he said. Tamba would also investigate the project from the planning, including who had prepared the DED. As planned, Commission III and relevant agencies will be leaving next week. “We would like to get the correct information, why such big waves could pass the making of the pier at the location. Moreover, there is a building maintenance budget allocated at IDR 18 million,” he said. (kmb32)

DENPASAR - Quality and consistency have become a kind of ‘requirement’ so that agricultural commodities can penetrate the tourism sector. However, not all farmers in Bali are able to produce a quality product accompanied with consistency in the production. As a result, the tourism players still have to meet their needs from outside Bali because the agricultural production in Bali has not been able to meet the needs. “Actually, we’ve seen all the agricultural products meeting the standards have been taken by hotels such as fruits, vegetables and other products like flowers. But so far, our farmers have not been able to provide them all. Municipal police raid open stage construction at Tanah Lot

TABANAN - In the area of Tanah Lot precisely at the land property of Pekendungan Temple is still being constructed an open stage or outdoor stage to be used for kecak dance performance. next Thursday,” said Sarba. His institution will also check whether the land of the building can be built or not. “If it is allowed, the project coordinator must be able to show the building permit. Violinist Stirling says new album “Brave Enough” therapeutic

NEW YORK - American violinist Lindsey Stirling deals with love and loss in new album “Brave Enough”, with overcoming adversity the backdrop for her latest work following a year that included her best friend’s death and a cancer diagnosis for her father. The title track was the first the 29-year-old wrote after her friend Jason Gaviati died in 2015. She also penned “Gavi’s Song” to honour their friendship. “I couldn’t write about these

things until I dealt with them. My music at first was just really sad and depressing as I started to go back and write again and I was like, this is not helping me at all to write in this way,” she told Reuters.

“And so I started dealing with the emotions, I went home, I spent time with my family, I did some therapy and then it became a very therapeutic experience to write about these emotions.” Stirling gained fame after making a name for herself through social media. Her YouTube channel has over 8 million subscribers and more than 1 billion views. The 14track “Brave Enough” is her third studio album. (rtr)

GIANYAR - In the past, the agriculture of Ubud both the activities of farmers and the beauty of paddy fields was often immortalized in the medium of painting. Beauty of the painting has become one of the starting points that promoted the reputation of Ubud to international community. But unluckily, after the rapid tourism development, farmers in Ubud are now actually on the verge of extinction. This condition is recognized by the chief of Wos Kajanan river dam, Gede Nyoman Sudariasta. He revealed that currently the number of native residents to Ubud who are still willing to farm can be counted on fingers. “Now, virtually no landowners in Ubud want to cultivate their land. If they do, the number can be counted only reaching three or five people,” he said when contacted by telephone.

Over 300 dead in India as floods force villagers into relief camps

NEW DELHI/BHUBANESWAR - A t least 300 people have died in eastern and central India and more than six million others have been affected by floods that have submerged villages, washed away crops, destroyed roads and disrupted power and phone lines, officials said on Tuesday. Heavy monsoon rains have caused rivers, including the mighty Ganges and its tributaries, to burst their banks forcing people into relief camps in the states of Madhya Pradesh, Bihar, Uttar Pradesh, Rajasthan and Uttarakhand. Government officials in Bihar, which has seen some of the worst flooding this year with almost 120 dead and more than five million affected, said the situation was serious. “The flood waters have engulfed

low-lying areas, homes and fields of crops,” said Zafar Rakib, a district magistrate of Katihar, one of 24 districts out of Bihar’s 38 districts which have been hit by the deluge. “We have shifted people to higher ground and they are being provided with cooked rice, clean drinking water, polythene sheets,” he told the Thomson Reuters Foundation. In neighbouring Uttar Pradesh, where 43 people have died and over one million are affected, schools

were closed in the cities of Varanasi and Allahabad as both the Ganges and Yamuna rivers crossed danger levels and flood waters continued to rise. The holy city of Varanasi, where thousands of Hindus flock daily, was also forced to halt cremations along the banks of sacred Ganges river -- forcing families to cremate their relatives on the terrace roofs of nearby houses, officials said. Television pictures showed villagers wading waist deep in floodwaters with their livestock, mud-and-brick homes collapsing and people climbing into wooden boats to get to relief camps. “We are all worried about what

we should do. For the last four days we have living like this. We don’t even have any food to eat,” 42year-old villager Doda Yadav told the NDTV news station from Ballia district in Uttar Pradesh. In the central state of Madhya Pradesh, where at least 70 have died since the onset of the monsoons in June and more than 40,000 homes partially or fully destroyed, almost 20,000 people have been evacuated to relief camps. Officials said villagers would return home when water levels receded, although the Indian Meteorological Department has forecast more rains for central India over the next two days.
